When we head to the polls, auction property market activity typically slows.
It's a bit like long weekends, Easter and school holidays which are in many markets are generally avoided given the ideal scenario is to choose an uninterrupted four-week sales campaign block. 
This year's election, perhaps as soon as Saturday July 2, will actually be well timed for minimal impact amid the traditional winter slowdown.
But expect a chill to come with it given that negative gearing policy is set to be one of the key election issues.
The seismic Labor Opposition policy, and the Government's seeming abandonment of any change, at least for the time being, will trigger diverse consequences. 
Like the balloon effect: squeeze a balloon in one place, and it inflates elsewhere, some vendors might bring their sales forward while others will bring their purchasing forward. Other owner occupiers and investors will delay.
Overall the electorate - and therefore much of the market - will simply await the outcome of any double dissolution election that will not be about the construction industry bill.
It will be much more about the future value of people’s houses given Labor’s plans and the Government's seeming abandonment of any changes. 
It seeks to restrict the use of negative gearing in the property market to new homes, and to also halve the discount applied to capital gains tax.
This campaign is therefore not likely to be typical when elections tend not to impact on actual home values. 
Elections often have an impact on listing activity.  
So I'd expect prospective vendors to bring forward their sales campaigns to May and June, but then closer to the election date the prospective sellers will postpone their sales campaigns.
CoreLogic RP Data analysis of recent elections showed that there was around a 20 percent drop in the volume of listings, while the clearance rate is usually unaffected. 
Historically when there is no change of government the housing market tends to respond better post-election than when there is a change.
Just how much the auction trends can be attributed to an election is debatable, however federal elections do have an impact on consumer and business confidence.  
Federal budgets too, and we still have to get through it's impact in May.
The debate on negative gearing has now been enlightened by the latest Tax Office statistics that show there were 1,257,301 individual investors in 2013-14 who claimed a total of $10.9 billion worth of rental losses over the year. 
The number of individuals claiming a rental loss was the lowest since 2009-10. Given low interest rates, the average loss claimed was $8,722, the lowest since 2005-06.  
A record 776,672 taxpayers earned a net profit from their investment property in fiscal 2014. 
Although landlord earnings from rents were flat at $38 billion.
More Australians than ever own a rental property at 2.03 million with an indisputable spread across low, middle and high income earners.

Plenty of property decisions to accompany the negative gearing election

Median house rentals in metropolitan Melbourne , according to the REIV, increased slightly to $420 from $415 a week, while in regional Victoria, the weekly median rent for houses increased to $300 from $290 a week.
The REIV's rental market snapshot to February 2016 found the proportion of vacant properties remained stable over February in metro Melbourne at 3.1 percent and regional Victoria at 2.4 percent.

Melbourne rents edge higher: REIV

Westpac consumer banking boss George Frazis says the Australian housing fundamentals remained strong.
Westpac has a $363 billion exposure to mortgages, with the bank having strengthened lending standards by lifting serviceability buffers and writing fewer loans with large leverage, he advised this week.
He dismissaed the US research house Variant Perception report last month that claimed Australia had “one of the biggest housing bubbles in history” and prices would fall 50 per cent in parts of Sydney and Melbourne.
“Hedge funds have been making those allegations for 20 years,” he told The Australian, claiming offshore funds “don’t understand the Australian mortgage market”.
“Basically we’ve got an environment where we’ve got responsible lending obligations (and) the incentives are aligned between the borrower and the bank to ensure effectively we do whatever we can to make sure people stay in their homes.
“We’ve got ... one million-plus customers; at the moment we have in the order of about 250 houses in repossession, so an extremely low number."
He said 74 percent of Westpac customers are ahead on their repayments.
“We’re actually breathing down the neck of Commonwealth Bank, we’re closing the gap on mortgages and we’ve stopped the gap growing in deposits, which I’m really pleased about,” he said.

Foreign property investors are claiming more than $200 million a year of negative gearing tax deductions, a News Corp Australia analysis of latest Australian Taxation Office data shows.
It concluded there were almost 56,000 foreign real estate investors in Australia in 2014, up from 52,700 the previous year.
More than 40 per cent of them used the negative gearing rules, which allow investors to claim a tax deduction when expenses exceeded rental income from their invstment property.
A spokeswoman for Treasurer Scott Morrison said “tax changes to be made by the Government will be announced in the Budget”.
The new ATO data shows 22,529 foreign investors claimed almost $208 million of net rental losses in 2013-14.
Based on Australia’s tax rates for foreign residents of between 32.5c and 45c in the dollar, those negative gearing losses are estimated to have saved them more than $76 million in tax.
Real estate experts say any savings from banning foreigners from using the tax breaks would have little impact on the Federal Budget and may be counter-productive.

40 percent of foreign investors make negative gearing property claims

To the inexperienced investor, the property market can seem like an overwhelming mix of numbers, jargon, cycles and advice. Knowing what the property market is doing is a challenge but it is important to learn as much as possible. 
When you are informed you can make your own decisions, rather than relying on someone else telling you what to do. Here are the six best ways to identify a healthy property market so you can take control of your investing choices.
1. The first thing to look out for is the movement of titled stocks. When it comes to property development there are multiple stages, beginning with acquisition, through to planning, civil works, roads, subtitles, and finally registered, titled lots ready to go. If developers are selling all of their stock before everything is complete, that’s a good sign that the market’s warming up. If there are thousands of completed lots sitting there, registered but unsold, that means the market is slow.
2. When the market is healthy, you will be able to see the media increasingly reporting good news property stories. As the growth cycle moves upwards, developers are the first to act. Following that, around 12 months later, the media catch on and start reporting. That pushes the market up to its peak because that’s when your everyday investors catch on and open their wallets. Keep an eye out for the ‘b’ word in the press (that’s bubble), as that is a good sign that the market is hot.
3. Underlying to any market movement is the economy; therefore it’s wise to keep an eye on Australia’s four main capital cities. Melbourne and Sydney’s economies tend to move together, with Sydney slightly ahead. This comes down to economic drivers, and that Sydney is a larger business hub. The economies of Perth and Brisbane rely on two main industries: tourism and mining. If the economy is flat, depending on how flat and why, then the property market may sit flat too.
4. Another sign is the rental market. I look for two things: low rental vacancy rates in a market and for rising rental prices. Simply, due to the nature of supply and demand, the rising cost of rentals equals an increased need for housing. An increased demand for property means a healthy market
5. When the market is booming, development and government incentives begin to dwindle. Incentives, like the First Home Owners Grant, are put in place to get people into the property market, driving the economy. This is because the building industry is vast, and when it is thriving you need appliances, benches, landscapers and myriad other products and services. So when these incentives are harder to come by, that means market is healthy.
6. If you’re selling a property, and once you’ve listed it you immediately receive multiple offers, that’s the sign of a healthy market. This is tracked via a mechanism called average days on the market. Alternatively if you are selling at auction, you will receive crowds of people attending, which is what we’re seeing in our capital cities at the moment.
Due to the fickle nature of the industry these six identifiers won’t always line up at once, but if you’ve got four or more of these, then the market is fairly healthy, which is great news for investors.

South Melbourne development site fetches $3.97 million

Chinese billionaire Wang Qinghui has emerged as the cash buyer of the historic Bishopscourt, Darling Point estate for $18 million, although the actual sale price has not yet been registered at the NSW LTO.
The purchase ends 105 years of Anglican Church ownership having been the official residence of its Sydney Archbishop.
Wang debuted on the Forbes Rich List of China in 2014 following his early investment in the Beijing Xinwei Telecom Technology Group, according to Fairfax Media.
According to Reuters, Beijing Xinwei is designated by five central government ministries to be a key software enterprise for state planning.
Wang, 47, was an early investor in the Beijing Telecom in 1999 through his venture firm Bonanza Investment, of which he is president.
The sale price was well below expectation.

Darling Point, Bishopscourt bonanza for Chinese billioniare

A block of leasehold land in the Victorian ski resort of Mt Hotham sold on Easter Saturday at a no-reserve auction for just $14,000.
Another leasehold block sold at $18,000, the cheapest sales on the mountain in 35 years.
The two properties were the last holdings in Venture Technologies Corporation's Mount Hotham property portfolio.
Venture Technologies executive Ron Bassett invested more than $50 million in Mt Hotham and nearby ski field, Falls Creek in the 1990s.
Agent John Castran said the sales were the cheapest on the mountain in 35 years.
They were both on 40 year leases.
The two properties were the last holdings in Venture Technologies Corporation's Mount Hotham property portfolio.
"I was astounded at how low the properties sold for," Mr Castran told the Australian Financial Review.
The buyers are residents who want to develop the land into cabins for the great views at <a href="https://www.castran.com.au/buying/VIC/North-Eastern/Mount-Hotham/Land/1P0609" target="_blank">Higgi Drive, Mount Hotham</a>.
One was 11 sqm the other 288 sqm. 
John Castran, managing director of Castran Real Estate, which sells properties around Victoria’s alpine towns, had previously advised he though prices had bottomed out in 2013.
Construction on a $4.4 million investment into further snowmaking infrastructure was scheduled to be completed in time for the 2016 snow season.

Mt Hotham's $14,000 land sale

Melbourne high-rise developer Joe Russo has secured two development sites in Houston, Texas, with plans for about 1000 apartments.
He paid about US$8 million ($10.5 million) for a small block in Houston's "latte and laptop" mid-town district with plans for more than 350 apartments over 28 levels.
Russo told the Australian Financial Review it had an end value of about $228 million.
He has also bought a second site across the road that will hold more than 600 apartments, with plans including shops and a piazza.
"I looked at five cities in the US and fell in love with Houston," he said.
"It's a growing city with 6.5 million people, the biggest medical precinct in the US. In the midtown area where I have acquired my sites, there's a lot of gentrification going on with bars and restaurants opening up and a new light rail in operation."
He said finding new sites for development in Melbourne that stacked up was a lot harder. 
"I have not seen an opportunity in Melbourne worth pursuing in the past 12 months," he told the newspaper.
He said Melbourne sites with permits had too-high price tags, while those without permits now came with too much planning risk, after new interim height controls last year by Victorian Planning Minister Richard Wynne.
"You are still getting owners of unpermitted sites trying to sell them for the same prices as those which have permits," he said.

Caydon's Joe Russo lands Houston apartment projects

An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

First look: HSN, Rebel, advances Woolloomooloo precinct plans

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Keylin plans heritage-led Lotus on Water Street apartment development in Fortitude Valley

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Sherpa Property Group has unveiled the third instalment of its Flourish series, securing full approval for the two-tower, $500 million Flourish Soleira development in Palm Beach.

The project will introduce a new retail and dining precinct at ground level, beneath 286 apartments.

The development will sit under Sherpa's Flourish brand, which is aimed at providing a pathway into the beachside suburb for locals, first-home buyers and downsizers. In a move designed to assist first-home buyers entering the market, Sherpa has reserved all one and two-bedroom, one-bathroom apartments exclusively for eligible first-home buyers.

Located across 1150-1164 Gold Coast Highway and 3 Sixth Avenue, the development will comprise two towers. The northern tower will deliver 154 apartments, while the southern tower will add a further 132 residences, helping address ongoing demand for new apartments in the tightly held coastal suburb.

Flourish Soleira will also feature the most extensive rooftop amenity offering ever delivered in Palm Beach.

The two towers will be connected by a skybridge, with residents gaining access to a rooftop recreation deck featuring a full-width swimming pool, hot and cold plunge pools, wellness spaces, a gymnasium, private dining facilities, massage treatment rooms, barbecue areas, a basketball court, golf simulator, indoor and outdoor dining spaces, sun lounges and extensive landscaping.

LPS Group is expected to start construction later this year.

Sherpa is already well advanced on construction of its debut Flourish project, Flourish Amargo, located just around the corner from Soleira. Meanwhile, Flourish Oasis, positioned opposite Amargo, recently commenced construction and has nearly sold out its collection of 47 apartments.

Are mortgage holders set to get a reprieve from the RBA in 2026?

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”
