Applications are now open for eligible commercial and residential landowners who provide rental reductions to tenants in financial distress due to COVID-19 to claim land tax relief or a tenancy support payment as part of a suite of measures introduced by the NSW Government to help reduce the stress and financial burden of COVID-19 restrictions.

Minister for Finance and Small Business Damien Tudehope said the land tax relief and tenancy support payments are designed to make it easier for landowners to support their tenants during this challenging time.

“Many renters, commercial and residential, are doing it tough right now, with reduced turnover or work hours due to the COVID-19 restrictions,” Mr Tudehope said.

“We’ve heard from landowners that they would like to help their tenants, but they also have bills to pay. 

“This new package follows a similar land tax relief program which ran from May 2020 to May 2021, which saw more than 17,200 applications received and $186 million of relief provided to date.”

Minister for Better Regulation and Innovation Kevin Anderson said residential landlords can choose between applying for land tax relief or a payment of up to $1,500 per tenancy if they agree to reduce the rent for COVID-19 impacted tenants from 14 July 2021 to 31 December 2021. 

Extra staff have been engaged to assist with the high volume of applications.

Eligible NSW landowners may receive a reduction of up to 100 per cent of their land tax liability for 2021. Residential landowners can receive the land tax relief or, may elect to claim a payment of up to $1,500 per tenancy agreement if they provided a reduction in rent from 14 July 2021 to 31 December 2021, to a residential tenant who has lost 25 per cent or more of household income due to COVID-19.

To be eligible for land tax relief, landowners must be leasing to a commercial tenant who has an annual turnover up to $50 million and is eligible for either the 2021 COVID-19 Business Grant, JobSaver or the COVID-19 Micro-business Grant, or leasing to a residential tenant who has lost 25 per cent or more of household income due to COVID-19. 

The landowner must have reduced rent for the affected tenant by at least the amount being claimed for any period between 1 July 2021 and 31 December 2021. Both commercial and residential landowners cannot require their tenants to repay the reduced rent they claim through the rebates.

Covid land tax relief on offer for NSW landlords

Unoccupied construction sites across Greater Sydney, including the Central Coast, Blue Mountains, Wollongong and Shellharbour, will operate at 50 per cent capacity from Wednesday with enhanced COVID safe measures.

More construction sites will resume work with new worksite capacity limits and the introduction of minimum vaccination requirements for workers from the eight affected local government areas (LGAs) including Blacktown, Campbelltown, Canterbury-Bankstown, Cumberland, Fairfield, Georges River, Liverpool and Parramatta.

Construction workers from the affected LGAs will be added to the list of authorised workers allowing them to work on unoccupied construction sites in Greater Sydney if they meet the vaccination conditions.

The executive director of the NSW Master Builders, Brian Seidler estimated around 75,000 of 220,000 frontline construction workers in Sydney reside in the eight locked-out council areas.

To work construction workers from affected LGAs must provide evidence that they have received:

&middot; &nbsp; &nbsp; &nbsp; two doses of a COVID-19 vaccine, or

&middot; &nbsp; &nbsp; &nbsp; one dose of a COVID-19 vaccine at least three weeks before attending work, or

&middot; &nbsp; &nbsp; &nbsp; one dose of a COVID-19 vaccine and, if less than three weeks since that vaccine was administered, a negative COVID-19 test in the previous 72 hours.&nbsp;

NSW is currently trialling rapid antigen testing and when approved by NSW Health, that form of testing may be used as an alternative to a negative PCR test.

 
The Property Council of Australia welcomed the NSW Government&rsquo;s framework to allow more construction sites across Greater Sydney to re-open as of August 11.

The construction sector had been authorised to restart from late July after a two-week shut down, but it emerged many sites could not resume given the absence of Western Sydney workers.

It was reported Aland warned that more than $950 million of development and 1450 dwellings were in limbo given the targeted restrictions on movement.

Some of the state&#39;s most significant projects remained closed or struggling to get an adequate workforce.

The Western Sydney Airport, Paramatta light rail and the fastest-growing commercial centre outside of a capital city in the country can all safely restart works under this plan.

The South Australian masterplanned community Riverlea has brought forward development of its retail and homemakers precinct by two years given strong house and land sales.

Stage one of the 80,000 sqm retail centre is now expected to start in early 2022.

Just 35 minutes’ drive from the Adelaide CBD, Riverlea will have over 12,000 homes for 30,000 residents. 

Stage one is on track for completion early September with first residents ready to move in next year.

The $3 billion project is being by Walker Corporation.

Its executive chairman Lang Walker said "Adelaide has fallen in love with his Riverlea vision."

"The speed in which lots are being sold is phenomenal," he said.

“I want Riverlea to be my signature statement and an incredible place which will be revered in South Australia,” Mr Walker said.

Over 240 house and land lots have been sold with hundreds of families on the waitlist for its next releases.

Apartment vendors secured a 73 strong percent success rate across 419 weekend auctions across the capital cities.

According to CoreLogic there was an $769,000 median price for apartments/townhouses. 

There were 338 national results, with some 81 results yet to be advised.

Houses saw a 77 percent success rate, so it was the narrowest gap between the two asset classes in many months.

Sydney was the strongest apartment market with an 83 percent preliminary success rate, with a $992,000 median price. Sydney apartmnents were more popular than houses which saw a 79 percent success rate.

There were 161 Sydney listings of apartments and townhouses.

A Wollstonecraft sale through McGrath Estate Agents at $1,820,000 sale topped the weekend's sales in Sydney.

The two bedroom 2/46 Morton Street offering, with pool on title, had last traded at $725,000 in 2012 and for $160,000 in 1987.

The garden apartment was built in 1977, a five-minute walk to buses and 10 minutes to trains.

Strong weekend apartment auction clearance rate amid lockdowns 

Households and businesses have showed remarkable resilience and an ability to change how they do things, according to the RBA governor Dr Philip Lowe.

"It is a positive story," Dr Lowe's opening Statement to the House of Representatives Standing Committee on Economics advised

But he did note as a rough rule of thumb, household consumption in areas that are locked down is typically around 15 per cent lower than it would be otherwise. 

"The lockdowns have directly affected construction activity in NSW and delayed some investment plans. 

"Some increase in the unemployment rate is also expected over the months ahead, although most of the adjustment in the labour market is likely to be through declines in hours worked and participation, rather than in job losses.

"As we assess the impact of the lockdowns on the economy, it is important not to lose sight of the fact that not all of Australia is affected. 

"Significant parts of the Australian economy are still on the positive trajectory that was in place before the recent outbreaks. 

"This is quite different from the situation in the first half of last year, when the whole of Australia was in lockdown. 

"So, it is a mixed picture," he said adding that the economy is expected to bounce back quickly once the restrictions ease.

"Our central scenario is that the economy will return to strong growth in 2022, with GDP increasing by a little over 4 per cent, to be followed by growth of around 2½ per cent in 2023.

"In this scenario, the unemployment rate resumes its downward path to reach around 4¼ per cent by the end of next year and 4 per cent the following year.

"If we are successful in containing the virus over the months ahead, it is possible there will be stronger upswings in both investment and consumption than envisaged in our central scenario."

Chevron Island is seeing very strong apartment sales for its off the plan offerings including at Chevron One at 36-44 Stanhill Drive, Surfers Paradise.

The Mawarra Street site has an existing development approval for 105 one, two- and three-bedroom apartments.

Some 20,000 customers have received hardship assistance during recent lockdowns.

It includes more than 14,500 home loans being deferred, according to data released by the Australian Banking Association.

More than 600 business loans have also been deferred. 

The ANZ recently advised that NSW borrowers accounted for three-quarters of the requests it is getting for help with mortgages.

Comparatively, during the peak of the crisis in 2020, almost 500,000 home loans and more than 225,000 business loans were deferred.

The latest data on consumer confidence, unemployment, spending and savings, and home loan deferrals has prompted both Treasurer Josh Frydenberg and Prime Minister Scott Morrison to express confidence this week that the economy would recover strongly.

Meanwhile Anna Bligh, chief executive officer of the Australian Banking Association, has reminded customers not to tough it out on their own.

“Lockdowns continue to bite across several states, and banks are again stepping up to help,” Ms Bligh said.

“Support is available to all small businesses and home loan customers significantly impacted by current lockdowns or recovering from recent lockdowns, irrespective of geography or industry.”

Hardship approvals and loan deferrals are heavily skewed toward NSW residents, due to the continued lockdown. 

NSW home loan deferrals account for more than two thirds of total deferrals, while almost 80 per cent of deferred business loans are also from NSW.

It sat at 10,452 deferrals in NSW and 2580 in Victoria.

The number of customers accessing hardship grew by 73% this week, compared with a growth of 153% the week before. 

Growth in housing loan deferrals similarly slowed from 344% to 79%, while growth in business loan deferrals grew from 93% to 108%.

Banks have dedicated hardship teams.  

Almost 24,000 people since early July have accessed a range of support measures offered by their bank and 64% of these have opted to defer their loan repayments for up to 3 months.

The Ellis Beach Oceanfront Bungalows Holiday Park has been listed for sale with approvals for a 221-key resort development including hotel, motel and apartment accommodation.

The holiday park and the adjoining Ellis Beach Bar and Grill have been listed for sale with expressions of interest closing September 9.

The Captain Cook Highway property overlooking the Coral Sea 28km north of the Cairns CBD, with bungalows, caravan and campsites.

The site is a combination of crown and perpetual leases over two parcels that include the beachside camping area and the bar and restaurant on the other side of the highway.

The Tropical North Queensland site includes a 9.7ha property held under perpetual lease. 

It charges up to $210 a night high season.

CBRE agents Danny Betros and Scott Callow are running the national marketing campaign.

“It presents a prime opportunity to make the most of a recently granted 20-year state government lease over the land, which secures the operation into the future,” the local paper reported. 

“DA approvals for projects of this scale take considerable investment and provide real value for an incoming purchaser, ” Callow added.

According to the development application lodged with council, the existing Ellis Beach Bungalows and Caravan Park are unable to satisfy existing demand for accommodation at Ellis Beach during the peak season. 

Bellbird Park Developments Pty Ltd which has operated Ellis Beach Bungalows and Caravan Park and the Ellis Beach Bar and Grill for many years, initially lodged the application in 2012.

The $100-million project involved eight stages.

They were granted an extension pending the environment approval in 2018.

CoreLogic indicate the site last sold in 2003 at $3.75 million in a liquidation sale.

Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

<h2>Affordable product leads, premium demand remains resilient</h2>

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

<h2>Prices underpinned by costs, and the delivery risk is growing</h2>

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

<a href="https://www.apartments.com.au/developers/sammut-developments">Sammut Group</a> has secured development approval for its latest Brisbane apartment project, marking the Sydney developer’s next step in expanding its Queensland pipeline following the success of its debut Gold Coast development, Coast.

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.

Lanevick to cater for Hunters Hill downsizers with new Gladesville apartment development

Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

GreenPoint Partners brings years of experience assembling and scaling real estate operating businesses across major markets. And Green sees a big opportunity in Australia.

“For its size, sophistication and importance to the community, Australia’s living sector has remained largely under-institutionalised, which represents significant opportunity,” Green said. “GreenPoint identified that gap, assembled the right team, and is backing One Living to build a platform that is aligned to market needs.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.
