Sydney’s iconic Coogee Bay Hotel is set for a transformation.

Plans have now been approved to transform the landmark watering hole and hotel on the corner of Arden Street and Coogee Bay Road, creating new hotel rooms, a refurbishment of the current building, and the addition of a shoptop housing development with 58 apartments, 11 retail premises, and an internal laneway from Coogee Bay Road.

The approval comes after more than four years of design and planning, discussions with stakeholders, community consultation and mediation between the owners of the <a href="/developments/coogee-nsw-2034">Coogee</a> Bay Hotel and <a href="/developments/randwick-nsw">Randwick</a> City Council. &nbsp;

The Sydney Eastern City Planning Panel&nbsp;granted a Deferred Commencement Consent, consent that will become operational once there has been a resolution of a noise management plan with Randwick City Council.&nbsp;

In their determination, the Panel considered the major changes made by the applicant to their original development application lodged in July 2021. These included an improvement of bulk and scale, a reduction in height, removal of the proposed supermarket and improvement of urban form and amenity. It was also noted by the Panel that view loss was reduced by the amended plans.&nbsp;

The approval includes the demolition of buildings, works to the Coogee Bay Hotel including refurbishment to provide for 18 hotel rooms, a new three-storey building to the southern side of the beer garden with 13 new hotel rooms (resulting in a total of 31 hotel rooms), construction of five/six storey shop top housing comprising 58 dwellings, 11 retail premises, internal laneway from Coogee Bay Road, basement parking for 158 cars, subdivision, landscaping and associated works. &nbsp;

Discussions between the owners and Randwick City Council on the redevelopment proposal began in 2019. &nbsp;

The original development application was lodged in July 2021 and an 18-month mediation process with Randwick City Council in the Land and Environment Court has led to the grant of the Development Consent. &nbsp;

Latent Defects Insurance (LDI), is changing the game for off the plan apartment buyers in Australia.

This insurance product provides off-the-plan apartment buyers with a 10-year warranty on their new apartment and the building it's situated in. The cover is purchased by the property developer/builder (pre-construction) and is designed to protect owners against any immediate or future problems with the structural components of their new property, from leaks to cracks and everything in between.

Some of Sydney’s biggest and most respected developers have embraced the new insurance. The likes of Deicorp, Kanebridge, <a href="/developers/abadeen-group">Abadeen</a>, Coronation Property and Urban Property Group have rolled out the insurance across some, if not all of the projects they’re currently undertaking.&nbsp;

Sydney-based Resilience Insurance, the first insurer to launch LDI in Australia, is now taking the product national, and is having conversations with developers in Melbourne, Brisbane, the Gold Coast and Perth.&nbsp;

<h2>How does Latent Defects Insurance work?</h2>

Resilience Insurance CEO Corey Nugent says the insurance, which has been around for about seven decades across the globe, benefits both the purchaser and the developer.

“Ultimately what we’re trying to do is build better buildings the consumers can have trust in, but more importantly improve the post completion and settlement process, so that when buyers take possession, they have full insurance protection, from day one, for 10 years” Nugent says.

“The insurance protects the buyer from any structural defects in the building, and developers who have taken Resilience LDI have reported an uptick in both sales volumes and sale values compared to competing developments that don’t have Resilience LDI.”

While giving confidence to the consumer at the end of the build, Resilience LDI is actually in place throughout the build process. Rather than it solely being used as a rectification product, the insurance kicks in to fix issues when they arise, rather than down the track following completion. Of course the insurance protects owners at that stage too, however the ideal scenario is any problems that come up during the building get fixed well before settlement.

Resilience has a string of expert partners who are onsite even before construction has started to ensure even the ground the development is being built on is structurally sound.

<h2>What does LDI mean for off the plan apartment buyers?</h2>

A survey undertaken by MatterFact, Apartments.com.au’s data product, shows the biggest thing holding back prospective purchasers from buying an off the plan apartment is the trust and faith they have in the developer, followed closely by the concern the build won’t be of good quality. It was a common consensus on the survey conducted from state to state, where delivery was much more of an issue raised compared to budgets, approvals or price of the apartment.

“LDI is about to change the game in the off the plan apartment market,” Apartments.com.au CEO Mike Bird says, adding that the insurance will be a huge boost to helping solve Australia’s housing crisis.

“With the large imbalance of supply and demand in Australia, there has to be a move to off the plan apartments, but to get there, consumers need to be more confident in delivery.

“Unfortunately the industry has been tarnished by a small number of developers who haven’t acted on behalf of the consumer in the last five years or so. Developers who have Resilience LDI are telling consumers that they’re in a partnership with them, and they will deliver the quality that they promised. If they don’t, then the insurance protects the purchaser, without all the trials and tribulations of litigations and long, drawn out court cases which often cost thousands of dollars as well as significant upheaval whether it be mental or physical.

<h2>How does Latent Defects Insurance impact the developer?</h2>

Data collected by MatterFact also showed 60 per cent of off the plan apartment seekers would pay over 1.5 per cent of the apartment price for it to have LDI cover, which typically outweighs how much it costs a developer to purchase Resilience LDI.&nbsp;

Nugent says there have been instances already where developers have reported prices with a four to five per cent increase due to them having LDI, compared to similar projects in the same area.

While there’s been a handful of progressive new tools to try and build confidence in the off the plan industry, such as the iCIRT-rating system and KMPG’s Building Trustworthy Indicator, no one has gone as far as Resilience LDI in terms of actual protection for an off the plan apartment buyer.

NSW Building Commissioner David Chandler recently lauded the introduction of LDI, suggesting it will improve the design and construction of apartment buildings in NSW.

“These reforms have come about due to the united commitment of government and industry to transform the NSW construction sector,” Chandler said.

“NSW is now in the position of being a national leader in offering an insurance product of this type for Class 2 buildings because of the three years of conscious effort and commitment by Government and industry to the journey we have been on under Construct NSW.

“We’re looking to clean up the market and bring an end to expensive litigation against developers who have deep pockets or subsequently vanish into thin air.”

Brisbane developer Skyhold has settled on its prime Balmoral site where it will soon be launching a new $150 million apartment development.

Skyhold's Zhen Chen bought <a href="/new-apartments/91-lytton-road-balmoral">91 Lytton Road, Balmoral</a>, a 23,265 sqm site, for $27.5 million three years ago, with settlement just occurring.

Last year Skyhold <a href="/news/qld/fender-katsalidis-designed-plans-lodged-for-balmoral-apartment-development">submitted plans to the Brisbane City Council</a> for four medium-density buildings that were recently approved. There will be&nbsp;mix of two and three-bedroom apartments and penthouses, as well as 14 townhouses.

“<a href="/developers/skyhold">Skyhold</a> is excited to be launching our next signature project within the upmarket <a href="/new-apartments/bulimba-qld-4171">Bulimba</a>/<a href="/new-apartments/balmoral-qld-4171">Balmoral</a> catchment," Zhen Chen said.

Knight Frank's Blake Goddard, who sold the site, said it was sought after during the sales campaign.

“During the campaign we had strong interest in the property, with over 120 enquiries from a range of buyers attracted to the uniquely large parcel of land with multiple favourable development outcomes," Goddard said.

Fender Katsilidis, who designed the project, said in the Urban Context Report as part of the project submission that their vision is to repurpose an under-utilised site into a vibrant, medium-density residential precinct optimising its existing natural landscape and bring greenery across the precinct and into the residences spread across the site.

Skyhold settle on Balmoral site for $150 million new apartment development

The billionaire Neilson family has revealed plans to revitalize an old commercial strip in the heart of Redfern.

The plans, which will transform a row of industrial-style commercial spaces across&nbsp;<a href="/new-apartments/2-30-vine-street-redfern">2-30 Vine Street and 32-34 Eveleigh Street</a>, have been filed by a company tied to Paris Neilson, the daughter of billionaire arts patron Judith Neilson and investment banker Kerr Neilson, and her husband Todd Barcombe

They're proposing a new mixed-use building on the three-lot amalgamation, creating a 2,406 sqm, L-shaped site.&nbsp;

The $30 million sketch plans have been submitted as a State Significant Development to the NSW Government, given the estimated cost exceeds the $10 million requirement to be categorised as State Significant Development under Schedule 2 of the Planning Systems SEPP.

Because the proposed&nbsp;building does not exceed more than six levels from ground level, it did not require a competitive design process. Koichi Takada Architects won a limited architectural competition for the site in November 2023.

Their plans envision a part three-level, part six-level building with&nbsp;retail, commercial, and residential spaces above basement parking. Proposed are&nbsp;a total of 20 commercial spaces and two street-level retail tenancies.

A through-site pedestrian link will be created at the heart of the development, connecting Vine Street to Hudson Street. Partially open communal spaces will be created fronting Eveleigh Street to the east.

There are 23 apartments planned, 12 one-beds, nine two-beds, and two three-bedroom units.

The site is around 500 metres from Judith Neilson's famous White Rabbit Gallery in Chippendale.

KELA Director James Lawson said when it came to selecting a location for their next project, the team focussed on places where they themselves liked to travel.

"As a family, we've been holidaying on the South Coast for several years, and we know how special <a href="/developments/batemans-bay-nsw-2536">Batemans Bay</a> is," Lawson says.

Lawson's view is that&nbsp;Batemans Bay is incredibly undervalued compared to some of the other locations dotted around the South Coast region.

National apartment developer Sun Property Group is continuing its push into Melbourne with their second project in the city's most affluent postcode getting the green light.

Following on from their debut Melbourne apartment development in <a href="/new-apartments/toorak-vic-3142">Toorak</a>,&nbsp;<a href="/new-apartments/the-brookville-5-brookville-road-toorak">The Brookville</a>, Sun Property Group (<a href="/developers/sun-property-group">SPG</a>), has secured approval for their next project, around 500 metres away on a double block at <a href="/new-apartments/226-228-williams-road-toorak">226-228 Williams Road</a>.

They'll be building a three-level block of just 18 high-end apartments designed by Cera Stribley, a mix of&nbsp;10 two-bedroom apartments, four three-beds, and four penthouses.

Danny Avidan's&nbsp;Dare Property Group has simultaneously topped out their Vaucluse and Point Piper apartment projects.

Their <a href="/developments/vaucluse-nsw-2030">Vaucluse</a> project,&nbsp;<a href="/buildings/fontaine-vaucluse-63-new-south-head-road-vaucluse">Fontaine</a>, brings together the expertise of <a href="/architects/mhn-design-union">MHNDU</a>, <a href="/interior-designers/mim-design">Mim Design</a>, and <a href="/landscape-architect/paul-bangay-garden-design">Paul Bangay</a> for a boutique collection of six luxury apartments with panoramic views of Sydney Harbour.

When speaking to CBRE's Ben Stewart nearly two years ago when the project hit 50 per cent sold, he said he was&nbsp;seeing buyer enquiry coming in from everywhere from the inner west and lower north shore, with locals from Vaucluse and Dover Heights also showing keen interest.

“It’s really evident how well the apartments match up to what downsizers are looking for, both in size and their finish," Stewart said.

There was even a sale to a soon-to-be downsizing owner-occupier from Point Piper's exclusive Wolseley Road, who were looking for something brand new.

"The apartments on offer&nbsp;a great size, anywhere from&nbsp;200 sqm to 250 sqm internal, while also still incorporating a few special features, such as some feature a swimming pool, or big gardens."

Piper and Fontaine are slated for completion later this year.

A Hong Kong-linked developer has been given the green light for a mixed-use development in one of&nbsp;Melbourne's Major Activity Centre-nominated suburbs.&nbsp;

The Box Hill development at 810-812 Whitehorse Road will include&nbsp;three distinct towers of varying heights, 23 storeys on Elgar Road, 26 storeys on Whitehorse Road, and 32 storeys to the rear/ centre of the site, along with residential amenity and open space, four commercial storeys, retail tenancy, five basement levels, and 424 car parks and 165 bicycle spaces.&nbsp;

Ricardo Energy Environment and Planning prepared a planning report on behalf of Hanex Investment Ltd who own the land, with the investment firm a subsidiary of Harbour Guidance Pty Ltd, the company that currently owns Jeanswest.

The group engaged renowned architects&nbsp;<a href="/architects/fk-australia" target="">Fender Katsalidis</a>&nbsp;to design the project, which the town planners say is set to critically shape the Box Hill MAC.

"It delivers a highly resolved, modern architectural development befitting of the site’s future urban context, and will enhance the public realm through landscaped forecourts and the ground level retail uses that will activate this section of Whitehorse Road, Elgar Road, and Prospect Street," Ricardo Energy Environment and Planning said in their report.&nbsp;

The shape of the northern and western shoulder towers has been curved to increase sight lines through the site, while articulation has been achieved through curved horizontal concrete profiles and vertical bronze banding.

The tower will comprise a light coloured off-form precast concrete panel, with clear glazing to the windows and balustrades, while the upper levels will feature glazing and concrete precast panel treatment in a light grey, coupled with metal or metal look banding elements in bronze and horizontal landscaping.&nbsp;

A suite of residential amenity will be on offer across the towers, with an 851 sqm outdoor terrace planned for level four, along with 1,446 sqm of seating and dining, a swimming pool, spa and gym.&nbsp;

A second terrace is proposed at level 24, providing a further 327 sqm of open space for residents.&nbsp;The group are also planning to enhance a currently under-utilised pocket park at 808 Whitehorse Road.

Luxury eastern suburbs apartment developer Clutch Capital has secured approval for its latest residential development.&nbsp;

Clutch, who has a string of projects across&nbsp;<a href="/developments/bellevue-hill-nsw-2023">Bellevue Hill</a>,&nbsp;<a href="/developments/bondi-junction-nsw-2022">Bondi Junction</a>&nbsp;and&nbsp;<a href="/new-apartments/rose-bay-nsw-2029">Rose Bay</a>, will develop just seven apartments on a large 1,470 sqm block at 440 Edgecliff Road.

<a href="/architects/pbd-architects" target="">PBD</a>&nbsp;has handled the architecture, aiming to blend the new&nbsp;six-storey building seamlessly with the surrounding context.

Four three-bedroom apartments and three penthouse-size apartments will be on offer, each extending onto generously sized balconies or terraces, positioned to flow from primary living spaces and take advantage of the site's northernly aspect.

GURNER secures planning approval for $250 million Port Douglas resort

For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

Why now is the time to buy in Melbourne's premium apartment market

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

"The vision for the project was to conceive a building that adopted an organic and curvilinear form to the northern portion that faces the Lane Cove National Park," <a href="https://www.apartments.com.au/architects/cox-architecture">Cox Architecture</a> Director Felipe Miranda said.

"The residents that reside in the northern portion of the building benefit by having beautifully crafted curved balconies that speak to the natural context and heighten the relationship of their internal living spaces to the external balconies."

La Vera offers a diverse mix of one, two, three, and four-bedroom configurations, with prices currently starting from $740,000. Buyers so far have been a mix of Sydney-based investors,&nbsp;metro commuters, owner-occupiers and downsizers from surrounding North Shore suburbs.

Both investors and owner-occupiers have been drawn to La Vera's proximity to Macquarie University, Macquarie University Hospital, Macquarie Centre and the Sydney Metro, infrastructure that supports both strong rental demand and a convenient lifestyle for residents.
