Discussing the issue of the potential price guidance ban in Queensland, the Real Estate Institute of New South Wales president Malcolm Gunning expressed his support for a recent petition for agents to publish reserve prices a week out from auction.
The <a href="/expert-insights/buying/louis-christopher-and-patrick-bright-say-media-outlets-are-ignoring-underquoting-petition">petition, from EPS Property Search's Patrick Bright</a>, looks to increase transparency by requiring real estate agents to publish the reserve prices to the public.
Gunning told Property Observer that he doesn't support the banning of price guides in Queensland, believing that they're "trying to exonerate the responsibility of under or over quoting". Just today, Property Observer reported that the Real Estate Buyers Association of Australia believe that <a href="/expert-insights/buying/coercion-will-be-rife-under-new-queensland-price-guide-laws-rebaa">coercion will be rife if the changes go through</a>.
With Brisbane labelled one of the upcoming investment hotspots, he also expressed concern for buyers in New South Wales and other states and territories who would be heading to the south-east Queensland suburbs for purchasing, unaware of what prices could be attained, where a local might be more familiar.
"In NSW, the institute uspports the agent giving an indication. Agents are dumb when they [underquote]and have no confidence in their ability," said Gunning.
In fact, he pointed to education being the real issue for New South Wales instances of underquoting.
"We think the problem is that in New South Wales the level of entry into real estate is the lowest in Australia and we think that [when agents underquote it is] reflective of agents not being confident in themselves."
He noted that in the last 18 months it has been difficult for agents, particularly those with little confidence in appraising a property, to provide an accurate price guide, with buyers getting desperate to purchase and chasing the properties beyond market expectations.
However, he said, the agent should be able to give a purchaser an indication of the vendors expectation, and perhaps mention the level of competition. If a buyer wants to compete at auction with other bidders, then this is their decision, however they should not be competing with a reserve price set higher than expectation.
Gunning expressed his support of John McGrath, who has been actively against removing the price guidance.
Despite the opposition, however, it might go through.
"The REIQ are supporting it, and they’re a strong organisation, so I think the government might pass it," he said.
He also told Property Observer that he has recently spoken with the Office of Fair Trading who have said that underquoting is not as high on their agenda as looking to knock out dodgy Registered Training Organisations.
"There are a lot of training organisations offering sub-standard training, we’re trying to lift the standard of the industry. We’re getting people coming in with just a week of training," he said.
He noted that the better agents who do not fall into underquoting tend to be those with higher levels of education.

REINSW's Malcolm Gunning supports early publishing of reserve prices

A 15 level apartment building planned for the Northern Territory’s Palmerston has been making news recently, with three levels of carparking, three levels of commercial/office use and eight levels of one and two bedroom units suggested.
The recent artist’s impressions and details, released through NT News, included a blank carpark wall for potential public artwork, a rooftop garden, some balconies and native plants for ‘green walls’ on the bottom section of the building.
They are expected to be between the library and Quest Apartments, on The Boulevard.
One bedroom apartments in Quest next door are renting for around $360 a night this time of year.
This development appears to fit very nicely with the requirements noted in the Palmerston City Centre 2030 Masterplan developed in 2012, that suggested an increase of residential density is part of the plan, as well as providing off-street parking and other uses such as retail, restaurants and community facilities.
Looking at The Boulevard specifically, the report noted that the City of Palmerston owns land within the City Centre, particularly along this street. This area was flagged as an ‘inactive/dysfunctional’ street.
Demand for office space, higher residential areas and retail use was noted to be strong, with the potential for some rezoning to allow for the masterplan, particularly looking to mixed-use developments, with each to provide a car parking solution on site.
It also noted that “Green roofs could become part of Palmerston’s City Centre new expression.”
In the first five years of the plan, the Council noted its focus would be to develop land on The Boulevard, to realign it to be a “civic way” and for the NT Government to commission development on its centrally located land.
“Incorporating a greater diversity of housing types, including mixed use developments in the City Centre, medium density residences along the urban fringes, housing developments above retail ground floor uses and affordable housing opportunities in new surrounding developments,” was noted as the theme of the plan.

Palmerston, Northern Territory set to see first CBD apartment development

The proposal to ban auction price guides in Queensland, which has in part been described as a decision to help stamp out the problem of underquoting, has been slammed by the Real Estate Buyers Agents Association of Australia (REBAA) who claim that not only will this action not stop the problem, but it could also deter buyers from bidding at auction.
REBAA spokesperson Scott McGeever said that the auction process is skewed in favour of real estate agents and the vendors, and changing this law will not change the status quo.
The Queensland laws, which are expected to be passed within coming weeks, has left McGeever questioning the decisions.
“The Queensland government has had the opportunity to make a real change in favour of home buyers but instead buyers will remain in the dark and coercion will be rife,” he said.
“The allowance of web-based price guides does nothing to provide clarity for would-be buyers, many of whom are already spending thousands of dollars on building and pest inspections for properties which aren’t really within their range.”
He noted that internet price guides are just a small component of the auction process, with this proposed solution to leave buyers vulnerable to selling agents who will use this to their advantage.
“Some real estate data sites allow owners, or those who own in the local area, to change price estimates for properties listed online, allowing for manipulation to occur,” he said.
“Buyers are often already uncertain about auction environments and with either less or manipulated information at hand this could reduce their bidding confidence even further.”
REBAA is the latest body to voice their opposition to the changes, joining the ranks of the REINSW, <a href="/news/qld/dark-ages-descending-on-queensland-as-auction-price-guide-ban-defies-common-sense-john-mcgrath">John McGrath</a> and a <a href="/news/qld/letter-from-the-editor-more-information-not-less-please-queensland">number of news organisations</a>, however there are still <a href="/news/queensland-price-guide-ban-garners-support-with-claims-debate-is-blown-out-of-proportion">a number of those supporting the proposed changes</a>.
Another solution to the underquoting may be to publish the reserve prices prior to the auction. An <a href="/news/nsw/real-estate-institutes-go-head-to-head-over-queensland-auction-price-guide-debate">online petition for this change in New South Wales is circulating, launched by buyer’s agent Patrick Bright</a>, and has seen vocal support from SQM Research’s Louis Christopher. Meanwhile, observer Terry Ryder, based in Queensland, has also been vocal on the issue of the Queensland price guide ban, <a href="/expert-insights/buying/dont-like-the-auction-price-guidance-ban-you-can-only-blame-yourself">telling those who dislike the ban that they can only blame themselves</a>.

"Coercion will be rife" under new Queensland price guide laws: REBAA

It seems that many think about retirement only when they’re nearing it, suddenly considering property investing as a viable option to quickly build themselves a nest egg.
However, EPS Property Search director Patrick Bright says that undertaking risky strategies, or going to “play the casino” with property, should not be an approach for those with little time until retirement day, despite the reality that most people will not have accrued enough super to maintain their current lifestyle.
“Often people who are getting closer to retirement have a lot of disposable income with many at the height of their career and the kids off the books,” said Bright.
“It’s incredibly important to take advantage of this situation and set yourself up with the right investments to ensure you can enjoy all that retirement has to offer.”
Those with a decade left who are now considering investing are fairly well placed, he said, pointing to those in their 50s still able to build a small portfolio with a range of investments. Property, in this dynamic, can be low-risk and insurable.
However, those looking for quick, high returns to catch up may see themselves going backwards.
"The greater the return the greater the risk,” he said.
“In your 50s you don’t have time to recover from a significant financial loss and secure your retirement if the investment goes pear-shaped,” Bright warned.
Instead, looking to preserve capital.
“You should be investing and protecting your financial position with reliable income producing assets that generate both capital growth and cash flow and property plays an important part in this strategy.”

Older investors shouldn’t “play the casino” with property warns Patrick Bright

Nationally, RP Data estimates housing wealth at $5.2 trillion, however Queensland now accounts for more than 15% of this estimation, according to CEO of the Real Estate Institute of Queensland (REIQ) Anton Kardash.

More than 80 local tradies and building suppliers, directed by Shoalhaven’s G.J. Gardner Homes, have got together to build a house in Bomaderry, which will be auctioned to raise money for Variety, the children’s charity.
The first open house will be this Saturday from 10am to 2pm, at 9 Banool Circuit, Bomaderry, New South Wales. It will also be open for inspection on 10 and 17 May.
It will go for auction on Saturday 24th May.
The four-bedroom house has an open plan style with mountain views. The master bedroom has an ensuite and built-in robes, and the house includes ducted air conditioning, an integrated sound system, undercover decked alfresco area and a 5.5 star energy rating.
The block of land was given to Variety at a significant discount by the McDonald Family, with construction on the house beginning on 1 November 2013.

Bomaderry house auction to raise money for children’s charity Variety

Hemingway Residences in Melbourne’s Alphington have sold in four weeks, after launching 55 two- and three-bedroom townhouses to the market, totaling $47.5 million sales.
The project, developed by GURNER in conjunction with Chamerlain Javens Architects, was a transformation of a 9,160 square metre site on the corner of Heidelberg Road and Perry Street, or the former Jika International Hotel site. It is five kilometres from the CBD.
GURNER founder, Tim Gurner, said that the fast sale for <a href="https://hemingwayresidences.com.au/" target="_blank">Hemingway Residences</a> demonstrates confidence and is a good sign for the market.
“Sales momentum has been really strong since the project launched at the start of April,” said Gurner.
Properties had an average sale price of $880,000, and ranged from $795,000 to over $1 million. Those over $1 million included three-bedroom, three-bathroom homes that included car garages. Separate laundries and under-stair storage were also on offer. “When we first priced the project it was challenging, as the quality of Hemingway Residences is not often found in an inner-city project.  Now after selling out the project in only four weeks, our clients and buyers can feel confident that they secured great value for money in a prized location,” he said.
It was not marketed internationally, selling primarily to local downsizers and younger second home buyers moving out of apartments, plus a “handful of investors”.
Construction will commence in one week, due for completion mid next year.

Named after, yes, Ernest Hemingway there is an emphasis on gardens and outdoor space. However, according to council records, the townhouse style development wasn’t the only possibility for the site – noting that a high rise apartment development could also have been contemplated.

Four week sell out for Alphington, Melbourne's Hemingway Residences

Hobart may have some of the cheapest properties across the capitals in Australia, with a recorded median of $338,000 according to RP Data, and it appears that this might just be attracting buyers from the more expensive capitals.
Speaking to The Mercury about the sale of high end properties, Real Estate Institute of Tasmania president Adrian Kelly mentioned that many people have been “priced out of the market” in Melbourne and Sydney due to the recent booms in prices.
“It wouldn’t surprise me if Tasmania benefited from this with investors looking further afield,” Kelly told The Mercury.
“One in seven Tasmanian properties are sold to interstate buyers because of our affordability and strong rental returns.’’
At the end of the September quarter of 2013, Property Observer reported that <a href="/news/tas/hobart-house-sales-down-over-quarter-but-picture-mixed">house sales to interstate buyers remained strong</a>.
“Second home buyers still hold over half the property market, with the report revealing they account for 55% of house sales at a median house price of $317,750, while interstate buyers held 14% of the market share for the September quarter," Kelly explained at the time.

One in seven Tasmanian properties sold to interstate buyers: REIT

While seven lenders have dropped 20 variable home loans by up to 0.17% this year, according to Finder.com.au, their money expert Michelle Hutchison warns that they aren’t always all they’re cracked up to be. In fact, this discount could cost you more if you don’t look beyond the figure.
A discount can mean good things for those looking for a better deal, however Hutchison notes that borrowers could be missing out on thousands of dollars.
"It's extremely important for borrowers to compare home loan deals, read between the lines, and be wary of discounted home loan rates,” she notes.
"Some lenders, including the major banks, market their home loans based on a discount off their standard variable rate. But the rate you end up with could be much more than other home loans in the market.”
Yellow Brick Road executive chairman, Mark Bouris, said that shopping around is crucial as they might not be as attractive when looking beyond the rate.
“People visit their bank thinking their loyalty is going to get them the best home loan rate, or they're attracted to a special offer, oblivious to the fact that the discount rate might not be competitive in the long run,” he said.
Bouris has regularly <a href="/expert-insights/finance/look-beyond-the-discount-rate-to-find-the-true-cost-of-your-mortgage-mark-bouris">urged borrowers to look beyond the discount to find out what it will really cost them</a>. He noted that advertisers often just advertise the discount, rather than the actual interest rate itself, which can make people think they are getting a better deal than they are.

Investor warning: Look closely at discount interest rates before switching

The recently launched Loddon Mallee South Regional Growth Plan, from Victorian Planning Minister Matthew Guy, has signalled that Bendigo’s previous envisaged density plans need revision as growth in the region becomes a state focus.
With plans for significant growth in <a href="/news">Bendigo</a>, <a href="/news">Maryborough</a>, <a href="/news">Castlemaine</a>, <a href="/news">Gisborne</a> and <a href="/news">Kyneton</a>, the plan found that in most of the areas enough land is vacant and ready for residential supply to support the population growth.
However, within Bendigo itself, and with a push towards growing the strength of the area as a regional city, it signalled that different forms of development must be considered.
“Alternative forms of housing (beyond greenfield development) need to be explored, such as shop-top housing and multi-unit developments,” the plan discussed, pointing to an expected continuation of the number of single-person households.
Similarly, housing for the elderly is also a point of consideration.
The report further mentioned that infill development opportunities would need to be identified, and that higher density requirements than previously envisaged would require a “review of land use control”. This may prompt some rezoning in the area. Jobs and business growth were also key features of the report.
Guy noted that the long-term vision to manage growth and change looks to protect the valued assets and character of the region, as well as focus on the strong population and economic growth currently.
“For the first time we have concurrent plans for the metropolitan area and all regions of Victoria. No other state in Australia has approached its long-term planning in this comprehensive way,” said Guy.

Higher density housing needed in Bendigo as growth becomes a state focus

For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

According to National Sales Director Ben Hamblett, enquiry has been driven largely by Melbourne downsizers and buyers upgrading from smaller apartments.

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."
