The Australian Bureau of Statistics’ residential building approvals are suggestive of a healthy 2014, according to the Housing Industry Association’s chief economist Harley Dale.
Noting that the March 2014 approvals have seen healthy growth, Dale noted that the approvals cycle itself may well have peaked.
“New home building has a large reach into the wider domestic economy and the sector is very much Australia's economic barometer in 2014,” he said.
“If you're searching for highlights to the Australian economy, new housing is the best shot you can take,” he continued.
“Leading indicators such as building approvals are clearly a positive for the economic outlook. How many of these approvals are converted into dwelling commencements and over what timeframe will exert a considerable influence over wider domestic economic activity.”
Over March, the total seasonally adjusted building approvals actually fell 3.5% to 15,598, the second consecutive monthly decline, while detached house approvals remained flat, down 0.5%. Over the March quarter, detached housing approvals grew 7.7%.
The approvals for ‘other dwellings’ fell by 7.5% over the month, down 7.2% over the quarter.
“The momentum in approvals has slowly shifted from multi-units to detached houses and that is evident in the March quarter results,” he said.
This comes after multi-unit dwelling approvals hit a record high in last year’s December quarter.
Seasonally adjusted, approval increases were seen in New South Wales (8%) and Tasmania (33.1%). Approvals were flat in South Australia. They fell in Victoria (12.5%), Queensland (3.3%) and Western Australia (9.1%). The Northern Territory saw a 25% decline in trend terms, with the ACT increasing 0.7%.
New South Wales Minister for Planning, Pru Goward, was jubilant over the state’s result.
“Over the 12 months to March 2014 nearly 51,000 new homes were approved in NSW, the highest in almost eleven years,” said Goward.
“Today’s figures also show more than 4,700 new homes were approved in March this year, compared to just less than 3,100 last March,” she said.

Healthy building approvals, but cycle may have peaked: HIA

Rayjon Group has been given full council approval for a $200 million apartment project in the Gold Coast suburb of Benowa yesterday, readying themselves to start building.
The 357 apartment, six-building development site is called Vantage Royal Pines, or more familiarly as Vantage, and sits on a 2.4 hectare site, near Ross Street and Ashmore Road junction.
Along with Coles, Rayjon has been contributing 3,500 square metres of land to assist the state government with upgrading this section of the roads. Coles received a DA for a supermarket on the parcel of land adjoining this site. Coles has been a presence previously in Rayjon developments.
According to The Gold Coast Bulletin, the development saw 600 objections, which saw some discussion around traffic and the extra burden.
The apartments will include two- and three-bedroom properties, an extensive central green space and a recreation hub for residents – including pool, gym, media rooms and barbecue facilities.

“We intend to undertake site works and commence marketing this year to create what we believe will be a wonderful asset for the area.”
The development will be staged and constructed in relation to market demand, he explained.
The Royal Pines precinct is also seeing RACV transforming the Royal Pines Resort Hotel and Spa, and the Royal Pines Golf Course is undergoing an extensive upgrade, as well as Metricon Stadium.
Much of this is being driven by the 2018 Commonwealth Games.
Currently, <a href="/news">Benowa</a>'s median unit price is $490,000 with a median advertised weekly rent at $470. Days on market have been steadily falling.

Gold Coast Council approves $200 million apartment development

In Parliament last night, the controversial Queensland property bill that has seen big names in real estate, such as John McGrath, arguing against the changes, passed.
The property reforms, announced in Attorney-General Jarrod Bleijie’s release, noting them an “easy sell for Queensland” have split the Property Agents and Motor Dealers Acts (2000) into separate industry-specific bills to reduce red tape for Queenslanders. Bleijie, calling it a “win-win for everyone” and noting that it simplifies stifling regulations, listed the following key changes.

<li>Removing the requirement for agents to disclose to a buyer the commission the agent is receiving from the seller  </li>
<li>Deregulating agents’ commissions aligning Queensland with other states  </li>
<li>Maintaining the existing cooling off period of five days  </li>
<li>Remove the requirement for property developers and their employees to be licensed  </li>
<li>Streamlining the claim fund process to reduce the time taken to assess, decide and pay claims to consumers  </li>
<li>Reducing the number of government forms and incorporate warning statements into contracts  </li>
<li>Providing a simpler licencing framework for real estate agents, resident letting agents and auctioneers  </li>
<li>Extending the statutory limit on lengths of appointments for a sole or exclusive agency from 60 days to 90 days  </li>
<li>Reducing the number of forms requires for motor vehicle transactions  </li>
<li>Providing a system for regulating debt collectors and their employees to protect consumers against undesirable practices associated with debt collection activities </li>
</ul>
However, it was also agreed to, with some amendments, that price guides would not be allowed.
The Parliament transcript notes that the ALP’s Annastacia Palaszczuk noted to put it on the record that clause 214 prohibits an auctioneer from disclosing a price guide for an offered property.
“It is good to see that the Attorney-General was prepared to listen to the voice of reason in relation to this matter. The opposition to this proposal was enormous and the groundswell of public opinion was about to drown the government on this issue. This amendment allows an auctioneer to give information about price or price range to an electronic listings provider to establish search criteria for listing the property for sale,” she said.
“However, it still prohibits any price guide being given for a property that is to be auctioned. The opposition does not support this ban and we do not think this amendment goes far enough to alleviate the concerns that have been expressed.”
An addition to the Bill had been to clarify that an auctioneer would not contravene the section if, during the auction, the reserve price is reached or exceeded and the auctioneer tells those at the auction that the price has been met.
An amendment was then made by Bleijie to include the following in clause 216:
A real estate agent does not contravene subsection (2) (c) or (3) (b) only because a price or price range for the property is disclosed by the real estate agent to an electronic listings provider to establish search criteria for listing the property for sale on the provider’s website or other electronic medium. (3B) However, subsection (3A) applies only if the real estate agent is satisfied on reasonable grounds that— (a) the electronic listings provider will list the property for sale on the website without disclosing the price or price range; and (b) the listing will include any statement prescribed under a regulation
The bill was passed with amendment last night.

Controversial Queensland property bill passes despite “groundswell” against price ban

A new state government initiative, and an Australian-first, will see a Heritage Revolving Fund rejuvenate heritage properties that are currently “languishing”.
The $4 million fund will reactivate disused buildings, including the 1850s Fremantle Warders’ Cottages, which have been given priority status as the first to receive funding. When the Fremantle Prison was closed in 1991, these properties were used by the Department of Housing for public housing tenancies. In 2011, they were deemed unsuitable for tenants.
The properties, on Henderson Street, cover 3,544 square metres of ground, and consist of three sets of terrace housing.
Heritage Minister Albert Jacob said that this first major project would receive $2 million of the fund.
“The row of 18 cottages is a priority because it presents a unique challenge to conserve, modernise and return them to active use in central Fremantle,” he said.
Proceeds from the sale or lease of reactivated properties are then fuelled into future projects.
The state government currently owns a third of the properties listed on the State Heritage Register.
To be allocated in the 2014/2015 state budget, the funds will be provided over two years under the program and used in consultation with the State Heritage Office, Premier Colin Barnett explained in a pre-budget announcement.
Barnett noted that this is based on a model widely practised overseas, and that it would be a first in the country.
“The fund will allow disused state and local government-owned heritage properties to be prepared for sale or lease in a way that optimises the heritage, financial and community benefits,” he said. Fremantle CBD is said to have one of the most important concentrations of heritage of properties in Western Australia.

Australia's first revolving heritage fund announced in WA

A recent announcement from planning minister John Day has noted that new building standards are going to be put on homes being built in bushfire areas, under new construction standards.
The Building Code of Australia and the Australian Standards AS3959 will identify mandatory provisions for properties being built in bushfire-prone areas under new planning schemes across Western Australia.
The new guidelines are open for public comment, however the plan is for the standards to apply from May 2015, and will apply to all properties in areas mapped by the government as bushfire-prone or within 100 metres of one hectare or more of bushland.
“If land intended for development is located on a bushfire map or close to a large area of bushland a bushfire hazard assessment will be required,” Day announced.
“The assessment will identify the bushfire risk level and the Australian Standards to be applied when the new home is constructed.  These standards are used in many jurisdictions across Australia and include requirements such as the placement of ember screens over evaporative air-conditioner units, window screens and appropriate construction methods."
The measures look to reduce the severity of the effect of a fire on a home.
Part of this will be the introduction of uniform state-wide maps, explained Emergency Services Minister Joe Francies, led by the Fire and Emergency Services commissioner, based on the Keelty Report into the Perth Hills bushfires.
These will be available to the public.
The WA Planning Commission, at the same time, released the State Planning Policy and Planning Guidelines on Bushfire Risk Management. These are all available for public comment, and look to provide both government and developers guidance when planning developments in these areas.
This may cause an extra hoop for developers to jump through, with the current draft suggesting that some developers will be required to supply a Bushfire Management Plan prepared by a fire consultant, jointly endorsed by a local government and authority responsible for emergency services.
It also notes that: "Any planning proposal or development application that will result in the introduction, or intensification, of development in an area that has an extreme bushfire hazard level and/or requires construction standards of BAL-40 or BAL-FZ shall only be supported if it is unavoidable development."
New developments will be required to provide the highest achievable protection, and where earlier strategic planning has not been seen to address bushfire risk, "assessing greenfield or infill development will require the exercising of statutory planning discretions."
It notes that this may include situations where new risks are identified, requiring planning measures to be taken where they have previously been unexpected.
Subdivisions may also be implicated.
The public consultation period on the State Planning Policy closes on 4 July, while the guidelines' commenting period closes on 1 August.

New construction requirements coming for houses in WA bushfire areas

The proposed car park tax in Adelaide has seen an opposing petition signed by 10,000 South Australians to halt the introduction, with fears it will be carried by those who shop, work and reside in the city.
However, they have also been joined by senior politicians and businesses, according to the Property Council of Australia (SA Division) executive director, Richard Angove.
Family First’s Robert Brokenshire and Dennis Hood are planning to block the Transport Development Levy.
“Public opposition to the tax has held sway with senior politicians and divided Parliament's Upper House,” said Angove.
The parking tax in Adelaide’s starting rate would be set at $750 per annum – more than triple the rate in Sydney. Angove warns that there is no assurance it won’t also ripple out towards the suburbs, as Sydney’s had. He also noted that since 1992, Sydney’s car park tax has increased eight times.
“South Australians have been staunch in their objection to this discriminatory, inefficient tax,” he said.
“The cost of the Adelaide car park tax, like Melbourne, like Sydney, will be borne by those who choose to shop, work and enjoy the activities in our city.
“The Property Council is urging politicians to oppose this tax on productivity, on business and on central city vibrancy,” Richard Angove said.

Adelaide’s proposed car park tax faces public, business and political opposition

A Western Australia building company in Geraldton, Will-Construct Pty Ltd, and director Peter William Willoughby, of Wandina, have been ordered to pay $5,000 each to the Building Commissioner by the Building Services Board for misleading conduct in relation to commercial buildings.
The small company of general contractors worked only on non-residential buildings, not including industrial buildings and warehouses.
The company admitted that they misled the City of Geraldton as to the identity of the builder on the building licence applications, in relation to commercial sheds on three sites. This was from 8 February 2012 to 19 November 2012.
Building Commissioner Peter Gow said that all the information requested on an application for a building licence is required for “good reason”, and that providing misleading or incorrect details can have serious consequences. Gow said that this was the case even if the incorrect information was inadvertently provided.
“It is particularly crucial that the builder’s true details are known because, at the end of the day, they are responsible for the work carried out,” he said.
“Consumers also have a right to know who the person they have engaged to carry out building work is and should be able to check the person has the necessary skills, qualifications and registration, if required, to perform work to a sufficient standard.”

Western Australia building company to pay $10,000 penalty after misleading City of Geraldton

A deposit, regardless of the value of the property, can be a hefty sum that you might not have on you straight away. For those dipping their toes into particularly competitive markets, when the cash isn't readily available, a deposit guarantee might suit you.
However, it's easier to describe a deposit guarantee as what it is not, rather than what it is. It's not a replacement for your actual deposit, and it's also not attainable if you can't afford the deposit in the first place.
Instead, it's an option for those who are perhaps asset rich but cash poor, or whose cash is being used elsewhere.
For instance, you're still waiting for the settlement on a property that is being sold, or you have a fixed term deposit account that you'd rather hold onto while you wait until settlement. Instead of using a cash deposit, you can use a deposit guarantee as an alternative.
Another benefit is for first home buyers who may not be able to afford the deposit without an applicable government grant, that cannot be accessed until settlement. While proof of eligibility for the grant will need to be provided, this is certainly a highly advertised way of accessing these funds early.
You may have seen a deposit guarantee referred to as a 'Deposit Protect Bond' (St George Bank and Westpac) or even a Deposit Bond (ANZ).
The market for deposit guarantees was established in 1989 by Deposit Power, of CBL Insurance Ltd, a company that operates today. Deposit guarantees are legal in every state and territory, and Deposit Power notes that they have assisted in over 750,000 transactions. They refer to the product as a Deposit Power Guarantee.
What are the limits?
The Commonwealth Bank notes that they are usually available, in short term form, for up to six months - and they note they're particularly useful as deposits for properties you win at auction.
There are also long term versions available from six to 48 months, that they note suit better for those purchasing off the plan - so that capital will not be caught up in the meantime. This means you don't have your cash held up, unable to be used by yourself for other short-term investments, while the property is built.
Unconditional loan approval is usually required to get a deposit guarantee, and you will usually only be allowed up to 10% of the purchase price, often to a total property value limit determined by the individual provider, such as $750,000 (Commonwealth Bank).
Applications tend to be fairly quick - provided the right paperwork, there can often be as short as a one working day turnaround.
Can everyone use them?
Not everyone can have access to a deposit guarantee. You still need to pay the full purchase price at settlement, so you must be able to afford it. A deposit guarantee is not a substitute for having enough funds to purchase, and you will need to prove that you can afford it.
You will be required to bring along a copy of the Contract of Sale for the property you are interested in, a copy of a loan approval, evidence of the funds that will be used (such as, a copy of the contract of sale from another property) and a copy of any grant letters.
Some deposit guarantee offerings exclude different types of property, usually rent to buy and private finance, however some allow and some disallow properties such as commercial and vacant land to be granted a deposit guarantee. It's worth shopping around to check eligibility before determining on a provider. ANZ, for instance, requires the property to be zoned residential.
Similarly, different asset tests are undertaken. For instance, Long Term Guarantees from Commonwealth Bank require substantial equity in a current property or property portfolio. Short term guarantees require evidence of funds to complete the purchase and, usually, an unconditional loan approval.
They can usually be obtained in trusts, individual names or as a corporate entity, including first home buyers and retirees. However, non-Australian citizens cannot apply.
Other worthwhile considerations
While deposit guarantees have become increasingly mainstream, they're still not completely well known. It is at the discretion of the vendor as to whether they accept a deposit guarantee. Adjustments may need to be added to the Contract of Sale, for instance Aussie Home Loans recommends a 'Suggested Special Condition' is inserted, amending the deposit provisions to allow a guarantee to be used.
It's also worth noting that providers usually receive a commission for providing you a deposit guarantee, and it's not free for you. There is usually a fee associated with being given access to this product (although if unused within a time period, refunds regularly apply), however it tends to be around a one off fee of a few hundred dollars for smaller deposits. Ask about the fees, and always consider the longer term impact in advance. Some banks ask for an initial fee, and then an ongoing fee that may be calculated similar to interest. This can vary dramatically from lender to lender.
Also ask about the provider of the deposit guarantee. For instance, ANZ uses QBE Insurance (Australia) Ltd.
It's also worth bearing in mind that if you pull out of settlement last minute, against the contract, you will still be required to pay the deposit back to the provider of the deposit guarantee. Treat the deposit guarantee as you would your own cash.

Sunshine Coast home owner, Debbie Bresnahan, is one of an expected number of other property owners to take the state government to court after compensation for property damage from a water project.
According to The Courier Mail, Bresnahan is chasing a $500,000 sum after her property, on a 1.7 hectare block, was damaged from the multi-million dollar Northern Pipeline project that was constructed in a one year timeframe from 2010.
Reportedly there have been a couple of offers that she refused. The government has called these offers 'fair compensation'.
She told The Courier Mail that the pipeline went through her front yard, with the easement they have taken ruining the property and causing the value to plummet. This isn't the first time she has been unhappy about the project, previously voicing concerns to the ABC in late-2010, initially angered by the impact of the construction on her life.
Her case goes to Brisbane's Land Court today and is expected to be one of a number of complaints.
There were a total of 228 properties affected by the project.

Sunshine Coast home owners chasing property damage compensation from government

A continuining drop in first home buyer numbers has chief executive of the Real Estate Instute of Western Australia (REIWA), Neville Pozzi, warning the government not to introduced any stamp duty increases for first timers.
He said that this drop should come as a budget warning to the state government.
“Given that first home buyers are dropping in numbers, it’s critical that the Treasurer doesn’t bring back stamp duty for this segment of the market,” Pozzi said.
Currently, first home buyers in Western Australia are exempt from stamp duty payments for homes under $500,000.
“It’s very concerning, however, that Premier Barnett has indicated that the current tax break for first home buyers is under review and might be changed,” he said.
“The housing market is very susceptible to cost pressures and making first homes more expensive would be a terrible blow to the market just as it’s starting to stabilise,” he said.
FHOG applications for the March quarter, as recorded by the Office of State Revenue, recorded a 9% drop. This is 21% below the June 2013 peak.
This drop is across both the established and new-build sectors, with established homes dropping by 14%.
“This means that grants being paid out have now fallen below the average since the FHOG was first introduced 14 years ago,” he said.
He noted that the "last thing" the market needs at present is any added cost pressure on first time buyers.
The median purchase by first home buyers in March was $470,000 in Perth, and $350,000 in regional Western Australia.

REIWA chief executive warns against FHB stamp duty introduction

For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

According to National Sales Director Ben Hamblett, enquiry has been driven largely by Melbourne downsizers and buyers upgrading from smaller apartments.

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."
