A rare new apartment development in the Blue Mountains is the latest in a string of State Significant Development Applications submitted through the New South Wales Government's Housing Delivery Authority.

A total of 270 apartments are being proposed for the 1.16-hectare site at <a href="https://www.apartments.com.au/new-apartments/blue-mountains-alpine-retreat-142-150-narrow-neck-road-katoomba-nsw-2780">142–150 Narrow Neck Road in Katoomba</a>, a parcel of land adjoining the former Katoomba Golf Course. The site was acquired for $3.85 million in 2021 by private developer VDM Prime.

The apartments, comprising a mix of serviced apartments, affordable housing, and traditional build-to-sell product, will be spread across eight low-rise buildings, along with a separate building for a new restaurant, arranged around a green spine that leads to a central park.

The Urban Design Report by Atlas Urban says the vision is to create a "contemporary mountain precinct that is responsive to its escarpment landscape, heritage character, and community context."

"The development responds to the current housing supply and affordability challenges identified under the NSW Housing Delivery Authority (HDA), providing a balanced mix of standard, affordable, and short-stay accommodation," the report noted.

"By introducing a variety of dwelling types and tenures, the proposal supports intergenerational living, local workforce retention, and greater housing choice within an area constrained by topography, heritage, and environmental protections."

Of the 270 units proposed, 52 will be serviced apartments. The remainder will comprise 54 studios, 121 one-bedroom units, 39 two-bedroom apartments, and four three- to four-bedroom residences.

The Design Report, by VDM Prime and appointed architect Antoniades Architects, noted that the design seeks to "provide a built form outcome that is highly considered, respectful and contextually fitting, whilst contributing positively to an evolving precinct."

"The site offers three frontages and the opportunity to provide a meaningful interface with the public domain environment. the design has a sympathetic response to streetscape and the green open space that surrounds the site."

The report states that the buildings are broken up to establish an appropriate bulk and scale, emphasised through height and setback strategies and defined through articulation that supports the transition of precinct granularity. It also notes that a central communal open space is established through the site to enhance the social dynamic and access to amenity, including natural ventilation and light to the apartments. The east and west frontages receive solar access during the morning and afternoon, whilst maximising views to the green open space.

The site adjoins the recently completed Yarrabee Katoomba development, comprising 24 duplexes that were completed last year and sold through McGrath Projects.

The relatively new Housing Delivery Authority pathway established by the NSW Government allows developers to submit State Significant Development Applications through a fast-tracked state process, effectively reducing reliance on local council approval pathways and aiming to accelerate housing delivery across New South Wales.

The project is expected to appeal to downsizers and owner-occupiers seeking house-like proportions, privacy and local convenience. There will be north-facing Middle Harbour views from the second level upward. It is also just a flat 100-metre walk to Bridgepoint Shopping Centre, which will appeal to owner-occupiers and in particular downsizers.

Two-bedroom residences are expected to be priced from $1.99 million when sales launch later this year.

Binder said the time was right to sell after 65 years of commitment to the Barossa.

The present 1000-tonne winery site on the corner of Seppeltsfield and Stelzer roads at Stonewell was initially built in 1998, ready for the 1999 vintage.

The property and assets will be sold in an EOI process, which will have a closing date in October, in the hope that the transaction can be completed ahead of the 2021 vintage.

South Australia's Rolf Binder wine business hits the market

De Bortoli Wines has acquired the Rutherglen Estates vineyards, winery and tourism facility in Victoria.
The purchase takes De Bortoli’s total Victorian vineyard holdings to 820 hectares, with 700 ha bearing fruit and 120 ha being in development.
The acquisition is part of its growth strategy.
The 185 hectare Rutherglen purchase was from its Hong Kong owner, Eternity International Enterprise Holdings.
The Rutherglen vineyard purchase complements the family’s existing premium Victorian vineyard holdings in the Yarra Valley, King Valley and Heathcote wine regions.
Rutherglen Estates provides De Bortoli Wines with a third winemaking facility in addition to the business’ Riverina and Yarra Valley sites.
The De Bortoli family anticipates that premium quality Victorian red wine with density, freshness and interest will increasingly be in high demand domestically and internationally.
The family said it estimates that its Victorian vineyards will produce over seven million bottles of wine by 2025 as it looks to make the most of the "premiumisation trend" which is key part of the Australian market.

Winemaker and former champion rower Steve Coleman and wife Trish paid $60,000 for the 18 hectare estate back in 1983.

Pernod Ricard closed the tourism facilities known as Wyndham Estate in October 2014, citing commercial reasons for their decision.
Another purchase last year came when Arnaout bought the prized Sweetwater estate at Pokolbin. It's wines are now served at the Fountain Cafe.
The 48 hectare Pokolbin property came with initial hopes of $30 million, but $12 million was its last price guidance.
It produces Cabernet Sauvignon and Shiraz on 16 hectares. 
Arnaout bought the Kirby family Hungerford Hill boutique winery for $4.4 million.
He also owns 1.66 hectares of prime real estate in Newcastle's Hunter Street mall.
Arnaout, who entered the hotel industry in 1995, has a whole-floor penthouse in the Bennelong apartment complex which was bought from Margaret Maloney, the widow of the hotelier Cyril Maloney for $18 million in 2015.
Iris Capital owns expanded site, The Bourbon in Potts Point. 
The king of the emerging Kings Cross residential rejuvenation, has been quietly amassing a huge building site at Kings Cross's northern end around his Bourbon Hotel premises.
His Kings Cross purchases now total $66 million.

The market expectations are around $13 million for the Marsh Estate, which was established in 1971 as one of the original wine estates in Pokolbin.
It includes over 20 hectares planted with red and white variety vines.
There is a 200-tonne winery and a country homestead and adjacent cellar door set against the backdrop of the Brokenback Range.

Market expectations are around $7 million.

The Hunter Valley winery named after a fictional village in the 1980s hit TV series A Country Practice has been sold for $7 million.
It's been bought by a director of one of China's largest animation studios, Lap Tung Tsoi.
The Lovedale property was originally known as Millstone Vineyard.
The 40-hectare property was renamed Wandin Valley by the creator of A Country Practice, James Davern, and his wife Philippa following their purchase in 1990 for $900,000.
The Davern's redeveloped the property into a winery, building the cricket pavilion-style main residence, manager's cottage, modern cellar, function rooms for weddings, and adding the tourist accommodation.
Wandin Valley fetched $4.75 million in 2010 when sold to the Mosman couple Katrina and Russell Leslie, who is a former Macquarie investment banker.
Tsoi is a director in his family's international animation and toy manufacturing empire Alpha Group which was founded by his billionaire brother, Cai Dongqing, who was a co-producer of China's all-time highest box office grossing movie The Mermaid.
Tsoi owns an $11.7 million mansion in Vaucluse.
Scottish-born and trained as a chartered accountant, Russell launched himself into the Hunter wine industry in 2005 by buying the former George Hunter Estate vineyard then in 2006 by acquiring the adjoining Gartelmann vineyard.
In 2009 he paid $2 million for the Warraroong property and then the Wandin Valley Estate which was retained until the sale last month.

Chinese buy Wandin Valley winery

Established in 1967, Hungerford Hill Wines is an architectural icon, designed by architect Walter Barda on the Hunter’s most coveted gateway corner location, where 1.4 million visitors pass annually. 
The Kirby family acquired the premium Hungerford Hill brand from winemaker Southcorp in 2002. 
James Kirby developed the 22 hectares of land, mature vineyard, 300 tonne winery/cellar door, wine sales business, leased restaurant, brands and IP. It is a James Halliday 5-star winery.
Iris Capital owns some of Sydney's best-known hospitality venues including the Clovelly Hotel, The Bourbon in Potts Point and The Grand at Bondi Junction and a month ago snapped up the Colombian Hotel on Oxford Street from publican David McHugh for more than $15 million.
He has recently listed the popular Clovelly Hotel in Sydney's eastern suburbs having sold The Crest Hotel in Potts Point and the Crown Hotel Parramatta last year.

The property features 35ha of well-established vineyards and a further 77ha (approx.) of grazing land, a three-bedroom stone residence, ample machinery shedding and workshops, formed internal roadways, excellent fencing and shelter belts.
The vineyard is predominantly Shiraz, Cabernet, Merlot, Sauvignon Blanc and Pinot Gris vines.
