The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Sydney-based investment company, Princeton, has kicked off construction on two Sydney residential projects, one in Botany and the other in Blakehurst, worth a combined value of $73 million.

The Botany project, located on&nbsp;1-5 Rancom Street and 1637-1647 Botany Road, will see 36 apartments built, along with five retail spaces, with an end value of $38 million.

Buyers come from all over Sydney to take Piper to 50% sold

The prominent Sydney building development firm TOGA has quietly seen success at its recently launched eastern suburbs apartment project, The Kensington.

Having launched earlier this year, TOGA has sold around 25 per cent of the building, without a big song and dance of the project launching.

TOGA&#39;s General Manager of Sales Anthony Falas says the days of long lines of prospective buyers queuing up outside the display suite to get the first chance to buy an apartment might be gone, but that&#39;s not to say sales success isn&#39;t being secured.

The majority of buyers have been locals, either those looking to downsize and stay in the area, or professionals at nearby hospitals or universities.

TOGA has seen exactly what they thought they&#39;d see pre-launch, which Falas says is a testament to the team and the research they undertook while in the design and development phase.

And a testament to TOGA&#39;s research in the design and development phase, having spoken with the team when the project application was lodged back in January, TOGA have seen&nbsp;exactly what they&#39;d expected in terms of sales and demographics.

&quot;It means we&#39;ve done our research and understand the audience of the market we&#39;re entering,&quot; Falas says.

&quot;We&#39;ve dedicated over 75 per cent of the building to the two and three-bedroom product, offering something that is rare for&nbsp;the area.&quot;

Falas added that TOGA wanted to cater for a different market than the area is used to, going away from the more common developments which are targeted at the&nbsp;student accomodation given the proximity to the UNSW Randwick Campus.

They changed the mix slightly knowing there were a number of student accomodation buildings in the local area both established and soon to be under construction.

What did surprise Falas&nbsp;however was at how much of the top-end stock in the development went first.

&quot;The sales of the bigger apartments, upward of around $1.9 million and $2 million, have been among some of the most popular, which is a sign that the current interest rate climate isn&#39;t dampening buyer demand at the top end of the off the plan market if you&#39;re a reputable developer where buyers have confidence in your product.&quot;

On interest rates, Falas says buyers haven&#39;t been overly concerned with rate rises. The off the plan market offers a different prospect to buyers compared&nbsp;the established market, given purchasers are not&nbsp;beholden&nbsp;to starting mortgage repayments until the project is completed. And for Kensington, that&#39;s expected to be over two and a half years away.

&quot;We&#39;re not expecting The Kensington to be completed until the end of 2024, so the current interest rate movements won&#39;t affect an off the plan purchaser until they settle, and by that time forecasts suggest rates won&#39;t be rising as sharply as they are now,&quot; Falas says.

The design statement, signed off by SJB&nbsp;Director&nbsp;Adam Haddow, said the tower will be set&nbsp;on a stone base &ndash; a reference to the former rocky ridgelines that Sydney is famous for.

Sekisui House has lodged plans for the latest stage of their masterplanned community in Norwest, The Orchards.

It's the fourth stage in the 8.1 hectare, $1 billion masterplan, which when complete will have 1,300 apartments. There are set to be five stages.

There will be three towers in the fourth stage, each designed by Crone Architects. They'll have 583 apartments and townhouses, a mix of one, two, three and four-bedroom dwellings.

Designed by Crone Architects, three residential buildings are planned, each comprising a taller tower form and lower podium form. The buildings will also have a community wellness centre which fronts the adjacent Linear Park.

“The collection of buildings on the site are articulated as three distinct forms with further differentiation of each into a tall and podium component," Crone noted in their design statement.

"These three elements inform the marketing staging of the development, with construction intending all be completed within a year of each other providing one community,” said Crone in their application design statement.

The Orchards masterplan was established around an original orchard grove with abundant natural open space and a residual Cumberland Plains landscape.

Connection to nature, community and recognition of the original landscape reside within the re-imagined masterplan for Stage Four.

A wide range of residential amenity will also be included in the latest stage, complimenting and adding to the already existing amenity within The Orchards. The community centre, which can be subdivided into multiple rooms or reserved as a single space, is accompanied by&nbsp;a courtyard, as well as a swimming pool, spa and gym.

There will also be a&nbsp;central courtyard, dubbed&nbsp;‘The Greens’, a terraced grass platform, and 'The Garden’, with barbecue facilities and private niches within landscape.

The courtyard is the focus of the project allowing for shared amenity and community building. The masterplan built form surrounds the expansive space, with residences overlooking the courtyard and the adjacent, naturally landscaped, Linear Parkland, Lucinda Avenue and the Spurway Drive.

Continuing the nature landscape of Linear Park into the courtyard and with planting integrated at lower levels across the buildings, the three-dimensional integration of landscape and building connects residents to nature.

“As a contributor to sustainable environments the proposal provides significant amenity and communal facilities to advance and facilitate a sustainable community of diverse family types, age groups and cultures,” Crone added.

The site, prior to development consisted of a landscape part residual&nbsp;Cumberland Plains&nbsp;and part&nbsp;commercial orchard, within the trees on the surrounding hills and valleys.

Parts of the green oasis still remains and is being reinvigorated along with Linear Park and the adjacent golf course greens and trees.

“This inspiration of an organic architecture which merges with landscape is a consistent design element of prior stages either within the façade or at rooftop level.”

The merging of architecture and planting is articulated as a green spine woven into the tower facades, and as edge planting to podium buildings, softening the distinction of buildings and landscape.

The two nineteen storey towers fronting Spurway Drive at its intersecting north and south ends have similar façade designs and integration of planting while the third, twelve storey tower with a setback part roof level penthouse, has a distinct façade responding to its prime location at the northern corner of Linear Park, surrounded by retained mature trees and landscape.

Located within walking distance of the Norwest retail precinct and Metro Station, The Orchards also sits immediately adjacent to the Castle Hill Country Club, providing the community with a sweeping range of local amenity.

The latest release, Rhodes Central Oasis, brings a residential tower to the community, featuring modern resort style amenity set within tropical gardens in the heart of Sydney.

Investors pour into Frasers Midtown, Macquarie Park masterplan as borders re-open

Australian-based Event Hospitality and Entertainment, formerly Amalgamated Holdings, has lodged plans for a site on one of the oldest streets in Australia - George Street.

Currently under generational transformation with the addition of the light rail and the pedestrianisation of much of its three-kilometres, the proposal at 525-529 will sit across two street frontages in the heart of Sydney.

Fronted by Angelo Candalepas, Candalepas Associates were chosen to design the plans for the George Street site after an architecture competition amongst some of Australia&rsquo;s leading architects.

A 44-storey mixed-use tower will be constructed, including a six-level podium, which will include a host of residential and public amenity spread across a lower ground floor and upper levels.

The lower ground floor of the podium will be home to the hotel lobby as well as conference facilities, accessed via Kent St, with a bar/restaurant accessed via Albion Place.

The upper ground levels will host a range of retail tenancies fronting George St, with a three-level cinema off Albion Pl.

Residences will begin from the 10th floor, with a mix of one, two and three-bedroom apartments on offer. Unique floorplan offerings will be especially dedicated across levels 22, 23, 23, 41 and 42 to cater to a variety of family types.

A 17-level hotel will also be incorporated into the tower, comprising 292 hotel rooms, as well as a gym and outdoor pool.

The communal open space is proposed on the tower rooftop, which is set to include barbecue facilities, mechanical plant areas, a terrace, seating areas and dining space, as well as a pool. Additionally, two community rooms will be provided, with one on level 23 and the other on level 24. &nbsp;&nbsp;

The tower form is well setback from the street frontages allowing the podium to take focus and connect directly to its immediate neighbours and public domain.

The design seeks to activate all of its public domain frontages, with the transformation of Albion Place set to boast the area into a vibrant inner-city destination.

With the Federal election all but wrapped up, what can prospective buyers expect from the change in government, with the Labor party&rsquo;s win bringing a raft of policy changes.

With a look to address the property market&rsquo;s biggest issues,&nbsp; the headlining &lsquo;Help to Buy&rsquo; scheme is likely to be popular with prospective home buyers, as it provides a more affordable entry point to the Australian housing market for those individuals on low-to-mid level incomes.

This will contribute to more equality in rates of home ownership across income cohorts, and could create more opportunities for key workers to live in more central areas.

Being able to share up to 40% of the purchase price with the government, along with only a small deposit and opportunity to save on lenders mortgage insurance, helps to overcome several of the hurdles of home ownership.

Keeping in mind buyers will still have to fund their transactional costs, including stamp duties, legal costs and bank fees.

However places for new homes were not taken up as quickly, and building constraints and high construction costs could deter the uptake of a shared equity scheme for new homes.

Having said that, a higher interest rate environment, which may see lower prices, could make people more cautious of buying, reducing demand for the scheme in the short term.

Historically, residential transaction activity correlates with property price movements. Additionally, we have just been through a period of significantly elevated transaction activity, including from the first home buyer cohort, where many home purchasing decisions were likely brought forward to take advantage of the swathe of home buying grants and incentives over 2020 and 2021.

The added flexibility of buyers being able to &lsquo;top up&rsquo; their ownership stake once in a better financial position is another advantage of the scheme, although any change in the proportion of ownership would presumably be accompanied by a paydown in the share of equity that has accrued in the property back to the government.

With the housing market probably heading into a downturn over the coming year or years, some buyers may find their home is worth less than the debt held against it.

It&rsquo;s important to know if the government will share in the downside risk if the property is sold while in a negative equity situation.

KeyStart Loans in WA is a good example of what can happen to a shared equity scheme in a declining market. According to the WA government, the portion of KeyStart loan accounts in default did rise between January 2017 and September 2019, from 0.92% to 1.21% of KeyStart accounts, in the midst of a long, large housing downturn across WA.

However, he also added the default rate is still relatively low and the scheme has helped thousands of people into home ownership, saying, the nature of the housing and economic downturn in WA has posed a lot more risk to serviceability than the relatively tight labour market conditions we see in Australia at the moment.

While the Help to Buy scheme will help thousands of Australian&rsquo;s enter the property market, it&rsquo;s only addressing the symptoms of housing affordability rather than aim to actually fix the underlying issues.

Similar to the First Home Loan Deposit Scheme, the new Labor Government appears to be adjusting from housing affordability solutions to more pragmatic policies that target home ownership, avoiding any downward pressure on housing prices.

It is also worth considering any demand-side incentives can add upward pressure to home prices. For this reason, the limited number of places in this particular scheme, along with price caps and income caps, should help to contain some of the excess demand that could result in upward pressure on prices.

Help to Buy is restricted to Australian&rsquo;s with a taxable income of up to $90,000 for individuals and up to $120,000 for couples. Capped at 10,000, applicants are also required to be Australian citizens and first home buyers.

Regional First Home Buyer Support Scheme 

<ul>
	<li>Government provides a deposit guarantee for regional home buyers with a deposit of at least 5%</li>
	<li>Spots: 10,000</li>
	<li>Income cap: $125k for individuals / $200k for couples</li>
	<li>Property price cap: varies by region, from $350k up to $800k to be reviewed half yearly</li>
	<li>Restricted to owner occupier buyers who haven&rsquo;t previously owned a property and have been living in the region for at least 12 months</li>
	<li>Commences from January 2023</li>

The Regional First Home Buyer Support Scheme extends the existing First Home Loan Deposit Scheme by providing an additional 10,000 places specifically for regional first home purchases, providing a guarantee of up to 15 per cent for eligible first home buyers &ndash; so that locals with a&nbsp;five per cent deposit can avoid paying mortgage insurance.

Based on the property price caps, the scheme is likely to be most popular for those buyers targeting a unit purchase, or lower priced regional markets where detached housing values are more affordable.

CoreLogic&rsquo;s analysis of regional Australian suburbs shows roughly one third recorded a median house value equal to or under the Regional First Home Buyer Support Scheme price cap, and 71.1 per cent recorded a median unit value equal to or less than the price cap.

The Labor party notes &lsquo;the housing crisis is hitting regional Australia the hardest&rsquo;, which isn&rsquo;t necessarily true from a purchasing perspective.&quot;

Although regional housing values have risen faster than capital city housing values over the past few years, we are still seeing the dwelling value to household income ratio across regional Australia (a ratio of 7.9 in March 2022) lower than the capitals (a ratio of 8.5).

From a rental perspective, regional renters have been dedicating a larger proportion of their incomes towards rent than the capital cities since 2017.

Establishment of a National Housing Supply and Affordability Council 

<ul>
	<li>The newly established council would sit within an expanded remit of NHFIC (National Housing Finance and Investment Corporation) renamed Housing Australia. ▪ The council would: ▪ take a leadership role for setting land supply targets (in consultation state and territory governments)</li>
	<li>Establish a housing data warehouse focussed on housing supply, demand and affordability</li>
	<li>Advise on town planning policies and land supply</li>
	<li>Report on government owned land releases, rental affordability, homelessness and the number of new social &amp; affordable homes built annually</li>
	<li>Advise on appropriate housing measures within all current and future City and Regional Deals.</li>

Many of the factors contributing to worsening housing affordability, such as insuffficent land release and restirive town planning policies will soon be part of an extended remit for the reframed NHFIC, which would be re-branded as Housing Australia, The expanded role will administer the various government programs, including the Help to Buy scheme, existing deposit guarantee schemes and the Housing Australia Future Fund, as well as take responsibility for the newly created National Housing and Affordability Council and National Housing and Homeless Plan.

Lawless said NHFIC&rsquo;s expanded remit should help to address the issues that make housing unaffordable, while also providing more transparency and reporting about the release of government owned land and helping to steer policies related to social and affordable housing supply.

It was interesting to note Labor intends to fund some of these initiatives by applying higher fees on foreign buyer purchases.

Higher fees and costs associated with foreign buying activity comes after a recent history of substantially higher federal and state-based taxes on this buyer segment. In fact, this may have contributed to foreign buying approvals hitting record lows according to FIRB data.

Further disincentives for foreign buying have the potential to keep foreign purchasing at low levels, which could have a negative outcome on rental supply. Arguably, higher levels of foreign buying activity could help to alleviate the rental crisis Australia is navigating by introducing more rental housing into Australia, given that foreign buyers generally have to buy new homes.

The Housing Australia Future Fund 

<ul>
	<li>A $10 billion initiative with the objective of funding social and affordable housing properties.</li>
	<li>Over the first five years the fund has a goal of building:
	<ul>
		<li>20,000 social housing properties &nbsp;</li>
		<li>10,000 affordable homes for key workers</li>
		<li>$200 million in maintenance/improvements of housing in indigenous communities</li>
		<li>$100 million for transitional housing options supporting women and children in domestic violence situations</li>
		<li>$30 million for housing veterans who are experiencing or at risk of homelessness.</li>
	</ul>

With the stock of social housing increasing only marginally since 2006, investment in social and affordable housing is long overdue.

While the additional funding and housing support for disadvantaged sectors of the community is welcome, the 30,000 additional dwelling over five years remains insufficient.

A recent report from Brendan Coates at the Grattan Institute noted even with 100,000 extra social housing properties targeted towards people in most need, more than two thirds of low-income Australians would remain in the private rental market where national rents are currently rising at around 9% per annum.

National Housing and Homelessness Plan 

<ul>
	<li>Aims to establish key short, medium and longer term reforms making it easier for Australians to buy a home, rent and provide shelter for homeless Australians.</li>
</ul>

There is little detail so far on this initiative and the plan is yet to be formulated. However, the Labor party has expressed a commitment to working with a broad range of stakeholders including the states and territories, local governments, industry bodies, superannuation funds and other relevant experts on how to address housing, finance and urban development.
