Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

Last week Stockland filed plans just down the road. They want to build a <a href="https://www.apartments.com.au/new-apartments/601-pacific-highway-st-leonards-nsw-2065">52-storey tower on Pacific Highway</a>.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Gentrification can be an academic discussion but identifying when it takes hold, and quantifying its impact on property is often best left to professionals that spend their days in the suburbs being felt, say Herron Todd White in their March 2016 update.
The term was coined in 1964 by British sociologist Ruth Glass when referring to the changes she observed in the social structure and housing markets in certain areas of inner London.  
HTW took a detailed view of gentrification hotspots.
Certainly staying ahead of the gentrification curve can prove profitable to investors, say HTW.
The Gold Coast
The Gold Coast is a rising market, according to latest HTW residential property clock.

The residential area loosely bounded by Queen Street to the north, Bauer Street to the east and Chester Terrace to the west is in the southern fringe of the Southport CBD and has always been well regarded by the local market.
Its benefits are proximity to the commercial CBD, medical precinct and Broadwater Parklands with a good public bus service. It features wide streets with a mix of older character style dwellings and slightly dated semi-modern medium density low rise and townhouse style unit developments. However, the area has become dated with a loss of its former appeal and identity. 
The area has now been rezoned as Special Purpose by the Gold Coast City Council which allows more relaxed density and height building restrictions;
The precinct has recently added two light rail train stops within close walking distance providing easy commuter connection through to Surfers Paradise and Broadbeach to the south and through the CBD and onto the new Gold Coast University Hospital and Griffith University in Parkwood to the north. (Approvals have now been granted for Stage 2 to continue the line through to Helensvale and make connection with the Brisbane City/ Airport rail system);
Southport CBD itself is undergoing continuing upgrades including the introduction of its own China Town precinct, road upgrades and announced renovation of Australia Fair, one of the Gold Coast’s largest retail shopping centres. Southport has also secured the upgrade and expansion of a new aquatic centre in preparation for the 2018 Commonwealth Games and the surrounding Broadwater Parkland has and is undergoing continued upgrade;
In general, land values are pushing up as the Gold Coast expands mainly to the west and through the northern corridor making centrally located areas closer to the Broadwater such as Southport more desirable.
There has been keen development and investment in this residential precinct reflected in both single detached dwellings and low to medium rise investment. Some examples are: 
• The Rise Southport, a seven level 30 x 2-bedroom unit complex situated at 43 Lenneberg Street on a 1,016 square metre site which was completed in 2015. Units were reportedly sold by the developer very quickly in the range of $370,000 to $420,000.
• 18 Lenneberg Street, a circa 1900, renovated two level, 3-bedroom, 4-bathroom detached character dwelling (living area of 344 square metres and land area of 701 square metres) recently went to contract for $1.1 million. This is a signifcant sale as when the property sold in May 2014 for $850,000 it was reportedly in a slightly inferior condition.
Another highrise tower complex with 55 levels to be known as Brighton on Broadwater – Sundale is due to be completed by October 2016. Currently the developer is marketing the non-serviced units between circa $425,000 and $950,000 (subject to confirmation).
Entry-level investment can still be achieved in the subject precinct with say a typical 1970s basic two-bedroom, one-bathroom unit in the range of $270,000 to $300,000. A 3-bedroom brick and tile townhouse might cost an investor in the range of $390,000 to $440,000.
In the short to medium term HTW says that this area will continue to go from strength to strength. The area will continue to modernise with higher density developments replacing some of the older less desirable buildings blended with renovated and prestige character dwellings.

ISLE OF CAPRI, SURFERS PARADISE
This central popular residential area was originally developed in the 1970s and until recently was serviced by an older style shopping centre. This centre has recently been rebuilt, has a new tenant mix and has been well received by locals.
This locale has seen good growth in value levels lately which can in part be attributed to the improved retail facilities and also to its proximity to the new tram line.
35 Salerno Street recently sold at auction for $675,000. This is a deceased estate sale of a circa 1980s single level brick dwelling providing basic 2-bedroom, 1-bathroom accommodation (living area of 112 square metres). The sale represents entry level for a non-waterfront block here. The majority of value was in the land with the improvements having minor added value.
114 Amal Drive went to contract in February 2016 for $1.55 million. This is a 4-bedroom, 3-bathroom, 4-car garage dwelling in a mostly renovated condition with rear river frontage.
Unit 43 Raffles on Capri sold last year for $425,000. This is a modern style two-level townhouse unit within a security-gated complex providing 3-bedroom, 2 -bathroom accommodation and tandem carport. It last sold November 2013 for $365,000. 
With the population of the Gold Coast continuing to rise and demand for centrally located property in close proximity to facilities and the beach strengthening, this suburb can be expected to increase in popularity and value over the next five years. 
PALM BEACH 
Palm Beach on the southern Gold Coast is situated to the east of the Pacific Motorway, south of Burleigh Heads and Tallebudgera Creek and North of Currumbin, Tugun and Currumbin Creek. The eastern boundary of the suburb is approximately four kilometres of beach front with a number of homes, high-rise unit complexes and parklands having direct beach frontage. There are also a number of canals and lakes throughout the area. While this all sounds very appealing, in past years the area has had a bad reputation for being a lower class locality compared to a number of nearby and neighbouring suburbs such as Currumbin, Burleigh Heads and Mermaid Beach.
However, in recent years the area has been regenerated into a trendy, locals style beachside suburb with a vibrant cafe and restaurant culture and pristine beaches being two of the driving forces in the change for the area. On the back of this, there has been strong market demand for properties in the area. 
One of the main positive points in the marketplace was its affordability in relation to the neighbouring suburbs previously mentioned. 
However, on the back of this new wave of popularity and demand, prices have strengthened to a point where most of the Palm Beach residential market is now at historical peak values, some property types being circa 20% above pre-GFC prices. 
For example, 35 Coolibah Drive, Palm Beach sold for $485,000 in October 2007 when the Gold Coast market was last booming. The dwelling has since had minor upgrade renovations completed (estimated cost of approximately $50,000), and recently sold in September 2015 for $620,000. 
In a shorter space of time, 31 Twenty Fifth Avenue, which is an older asbestos beach shack on a 405 square metre allotment, sold in January 2014 for $480,000 and sold in inferior condition in 2015 for $530,000. The vast majority of the value is the land component with very minor added value for the improvements. 
Over the past 24 months, a large number of older style homes have undergone major renovations in order to modernise. In other cases, older style dwellings have been demolished to make way for modern housing and duplex units which are in very strong demand and attracting premium sale prices. There is also a select number of new beach front low rise and medium rise developments of good to prestige quality under construction or having been recently completed with amalgamation of beach front and highway front sites becoming popular, where viable. 
Entry-level housing towards the western side of Palm Beach is now in the vicinity of $500,000 and beach shacks in The Avenues closer to the beach are seeing prices in the high $500,000s to early $600,000s. 
The upper end of the housing market comprises canal front properties and can vary from the mid to high $1 million mark to beach front homes from $2.5 million plus. 38 Mallawa Drive sold for $1.667 million at auction in September 2015 and was then used as a Boystown Prize Home Auction. At the time, the sale price was considered very strong but the market has continued to improve since.
While the market is booming in Palm Beach at present, there is a good chance that market conditions will fluctuate over the next five to ten years. However, with the likely extension of the light rail network (from Broadbeach through to Coolangatta Airport) and continued redevelopment of properties in the area, the demographic of the area may improve and continue to be one of the stronger markets on the Gold Coast.

Gold Coast gets a gentrification lift: HTW

Over the September 2015 quarter, 9.5 percent of Adelaide resales were at a gross loss, according to CoreLogic RP Data.
It was up from 9.4 percent at the end of the first quarter of 2015 and higher than the 9.1 percent over the same quarter last year. 
Prospect recorded no loss-making resales over the quarter while Campbelltown (2.2 percent) and Unley (2.9 percent) recorded less than 3.0 percent of all resales at a loss. The highest proportions of loss-making resales over the quarter were recorded in Playford (24.7 percent) and Light and Walkerville (both 14.3 percent) council areas.

Adelaide's Prospect immune from loss-making resales: CoreLogic RP Data's Pain & Gain

The tighter rules on investment property notwithstanding, investors — portfolio or SMSFs — continue to look for opportunities, as the latest report by consulting firm Digital Finance Analytics shows.
Putting this into context, the Australian residential property market is currently valued at over $5.86 trillion, with values doubling in the past 10 years.
According to the RBA, as at January 2016, total housing loans were a record $1.53 trillion.
The median number of properties held by households that are portfolio investors is eight, with the group comprising of 191,000 households, the DFA’s latest biannual report titled The Property Imperative found. 
According to the surveys in the report, most households expect house prices to rise in the next 12 months (70%), while 64% said they will transact in the next 12 months. Many will borrow more to facilitate the transaction (90%), and 52% will use a mortgage broker. Significantly, for about 23% of portfolio investors, managing their property investments has in effect become their full time job. 
Among solo investors, about 992,000 households only hold investment property, 2.5% of which are held within superannuation, shows the report.  Households in this segment will often own one or two properties, but do not consider they are building an investment portfolio. 
Around 68% of households expect prices to rise in the next 12 months, 38% expect to transact within the next year, 53% will need to borrow more, and 37% will consider using a mortgage broker. 
There are a number of barriers to investment, which the surveys identified. Many investors had already bought, so were not in the market (34%). More than 26% of potential investors were concerned by possibly adverse change to regulation – negative gearing or capital gains and 9% specifically referred to risks in the May budget. Some (12%) said they felt property prices were now too high, said the survey.
"The RBA continues to highlight their concerns about potential excesses in the housing market. In addition, Australian Prudential Regulation Authority (APRA) has been tightening regulation of the banks, in terms of supervision of lending standards, the imposition of speed limits on investment lending and has raised capital requirements for some bank," says Martin North, the founder of DFA.
"The latest RBA minutes indicates their view is these regulatory changes are slowing investment lending somewhat, though we observe that demand remains, and in absolute terms, borrowing interest rates are low."
The survey also noted the interest in investing in residential property via self managed superannuation funds (SMSFs), which can only invest if the property meets certain criteria. 
Overall, the survey showed around 3.75% of households holding residential property in SMSF, and a further 3.5% were actively considering it. 
Of these, 33% were motivated by the tax efficient nature of the investment, while others were attracted by the prospect of appreciating prices (24%), the attractive finance offers available (12%), the potential for leverage (15%) and the prospect of better returns than from bank deposits (12%). 
The proportion of SMSF in property was on average 34%. 
According to the fund-level performance from APRA to December 2015, and DFA’s own research, superannuation is big business, with total assets worth more than $2 trillion (compared with the $5.5 trillion in residential property in Australia), an increase of 6.1 % from last year. 
APRA reports that Self-Managed Superannuation funds held assets were $594.6 billion at December 2015, up from $578.9 billion in September 2015.

Investors expect property prices to rise: Martin North's DFA report

Let’s assume for a moment that the people raging about the alleged affordability crisis actually care about the issue and want to see solutions.
I say that because much of it is grandstanding by attention-seekers who really don’t give a damn.
The problem they face is that they’re never going to find a remedy, one that actually works, until they identify the real problems. 
So far the debate, for want of a better word, has focused on fighting phantoms. Everyone, it seems, has their pet theories about who’s to blame and is filling up the airways with angry demands that the culprits be dealt with. 
The problem is, no one can agree on who the villains really are.
Recently we had former federal minister and previous NSW premier, Bob Carr, stridently declaring that rising prices were all caused by migrants flooding into Australia. Apparently these people have more money than sense and rampage around our major cities paying way too much for houses, thereby pushing prices beyond the reach of our kiddies.
But the current Federal Government, after two long and expensive parliamentary inquiries into the affordability smokescreen, somehow came to the belief that it was all caused by foreign investors buying mansions when they’re supposed to be buying new dwellings. With appropriate sabre-rattling, the feds declared they were going to clamp down on the dastardly aliens, thereby creating a level playing field, thereby making homes cheaper for our kiddies, therefore affordability fixed. 
So they jolly well forced a handful of foreign buyers to sell back their mansions. There you go, problem solved. Houses cheaper right across Australia. 
Meanwhile, federal Labor has popped up and postulated that it’s not the fault of overseas migrants, despite one of their own declaring that it was, nor the fault of foreign investors breaking the rules. Labor has mandated that it’s the fault of our home-grown investors – not all of them mind you, just the ones who claim negative gearing tax benefits.
So Labor claims it can fix the (Sydney) affordability problem by removing the right to claim negative gearing tax benefits, except for new properties.
There are a few others, including a couple of obscure university activists who published a paper recently, who adhere to the theology that declares negative gearing the source of all evil in real estate, notwithstanding the laughable illogic of their arguments. 
Labor is also part of the camp, which is also populated by economists, that believes it’s the so-called capital gains concession that drives investors beyond reason to paying silly prices for things. 
But there’s yet another school of thought out there, often put forward by economists who think they know more about real estate than they actually do. They claim that it’s grants and stamp duty concessions given to first-home buyers that have forced up house prices, by empowering youngsters who would not otherwise be competing in the market. One sub-theory is that the price of houses rises by the amount of the government grant. 
So take your pick. According to various schools of thought, all of them expounded vehemently by zealots totally convinced of their validity, the villains who force up house prices are:- 
(1)  migrants,
(2)  foreign investors,
(3)  negatively-geared Australian investors,
(4)  all investors who benefit from the CGT concession, or
(5)  first-time buyers bolstered by government grants and stamp duty concessions. 
So who’s right? The answer, sadly, is: none of them! They’re all wrong!
And this is why there will never be any realistic solution to the alleged affordability crisis. Everyone who appears to care is out there chasing phantom targets.
You can’t devise a cure if you’ve mis-diagnosed the illness. 
The buying sector most responsible for prices rising over time is never mentioned in the “debate”. This buying sector is the biggest influence of housing markets because they’re the biggest in number - and they have both the financial capacity and the motivation to pay high prices to secure the homes they want.
They’re home-buyers other than first-time buyers – the next-time buyers. People relocating, upgrading, moving onward and upward. People who have owned homes for years and are seeking to move to bigger and better ones, armed with a strong financial position. 
The problem for those all worked up about affordability (which, essentially, is a Sydney issue, not a national one) is that it’s very hard to nobble them. They don’t receive government grants, they don’t claim negative gearing and they don’t pay CGT so they can’t benefit from the so-called concession. 
To show you what I mean, let’s examine some statistics about market share, as revealed by the NAB quarterly surveys.
Foreign investors, an easy target for politicians wanting to blame an unpopular minority with no political cost, are about 8 percent of buyers of established property.
Australian investors comprise 28 percent of buyers and first-time home buyers are 20 percent. 
The remainder of the market, around 43 percent of it, are those people who never get discussed in the “why prices rise” debate, the next-time buyers.
Given that foreign investors are only 8 percent of the market, it’s unreasonable to blame them for prices rising. You might well ask: what about the other 92 percent?
ATO data shows that a lot of Australian investors don’t claim negative-gearing tax deductions, as many own properties where the rent covers all costs. I am one of them.
My estimate is that about 15 percent of the market comprises negatively-geared Australian investors. According to Labor leader Bill Shorten, in his announcement of his tax policy, those 15 percent are solely responsible for all price rises over the past 30 years. If he truly believes that, he’s an idiot. Again you might well ask: but what about the other 85 percent? 
It’s not just about numbers of people in the market. It’s also about financial capacity and motivation. 
First-home buyers, with or without state government grants (only available now on new properties), are relatively few in number and are constrained by their tight budgets. They don’t pay silly prices for homes. 
Investors are a little more numerous but are still very much in the minority. And they are highly motivated to buy at the lowest possible prices. For investors, it’s all about the numbers, not about falling in love with a single property they just have to have. If they can’t get it at a price that stacks up as an investment, most will walk away – because there are a hundred others just around the corner. 
That leaves that anonymous bunch of people we call the next-time buyers. They’re remarkable for their ability to fly under the radar of media debate. No one ever talks about them. But they’re the most influential part of the market, by a wide margin. 
They’re not half the buying market, but they’re close to it. Because they’ve owned property for a while and built up equity, they’re financially strong. And they’re aspirational, so they’re highly motivated and will often pay whatever it takes (within reason, mostly) to secure that one property they must have.
They’re the sneaky bastards who force prices to rise. And there’s almost nothing politicians can do to stop them.

Housing affordability debate focused on fighting phantoms: Terry Ryder

To modify Benjamin Franklin, it seems that in Australia nothing can be said to be certain, except death, taxes and endless debate about property prices.
Why is it so unaffordable? Are foreigners to blame? Is it a good investment? Is negative gearing the problem? Are property prices about to crash?
Worries about a property crash have been common since early last decade. In 2004, The Economist magazine described Australia as “America’s ugly sister” thanks in part to a “borrowing binge” and soaring property prices which had seen it become “another hotbed of irrational exuberance”. At the same time the OECD estimated Australian house prices were 51.8% overvalued.
Since the GFC, predictions of an imminent property crash have become more common with talk that a property crash will also crash the banks and the economy.
Our view since around 2003 has been that overvaluation and high levels of household debt leave the housing market vulnerable. As such it could be seen as Australia’s Achilles heel. However, in the absence of a trigger it’s been hard to see a property crash as a base case. Not much has really changed.
This note takes a look at the key issues and what it means for investors.
Overvalued, over loved and over indebted
The two basic problems with Australian housing are that it is expensive and household debt is high. Overvaluation is evident in numerous indicators:
According to the 2016 Demographia Housing Affordability Survey the median multiple of house prices in cities over 1 million people to household income is 6.4 times in Australia versus 3.7 in the US and 4.6 in the UK. In Sydney it’s 12.2 times and Melbourne is 9.7 times.
The ratios of house prices to incomes and rents are at the high end of OECD countries and have been since 2003.
Real house prices have been above trend since 2003.

The shift to overvaluation more than a decade ago went hand in hand with a surge in the ratio of household debt to income, which took Australia’s debt to income ratio from the low end of OECD countries to now being around the top.

Overvaluation and high household debt are central elements of claims that Australian house prices will crash. These concerns get magnified whenever there is a cyclical surge in prices as we have seen recently in Sydney and Melbourne.
But a crash seems elusive.
However, given the regularity with which crash calls for Australian property have been made over the last decade and their failure to eventuate, it’s clear it’s not as simple as it looks.
First, the main reason for the persistent "overvaluation" of Australian home prices relative to other countries is constrained supply. Until recently Australia had a chronic under supply of over 100,000 dwellings, as can be seen in the next chart that tracks housing completions versus underlying demand.
Completions are at record levels but they are just catching up with the undersupply of prior years.

Secondly, Australia has not seen anything like the deterioration in lending standards other countries saw prior to the GFC. There has been no growth in so-called low doc and sub-prime loans which were central to the US housing crisis. In fact in recent years there has been a decline in low doc loans and a reduction in loans with high loan to valuation ratios. See the next chart. And much of the increase in debt has gone to older, wealthier Australians, who are better able to service their loans.

Third, and related to this, there are no significant signs of mortgage stress. Debt interest payments relative to income are low thanks to low interest rates. See the next chart.

By contrast in the US prior to the GFC interest rates were starting to rise. Yet in Australia bad debts and arrears are low.
While new loan sizes have increased, Australians seem focussed on cutting their debt once they get it.
Finally, while some seem to think that because property prices in mining towns like Karatha are now crashing this is a sign that other cities will follow. This is non-sensensical. Property prices in mining towns surged thanks to a population influx that flowed from the mining boom. This is now reversing. Perth and Darwin are also being affected by this but to a less degree. By contrast the surge in property prices in cities like Sydney and Melbourne that occurred into early last decade predated the mining boom and their latest gains largely occurred because the end of the mining boom allowed lower interest rates.
The current state of play
Our assessment is that the boom in Sydney and Melbourne is slowing thanks in large part to APRA’s measures to slow lending to property investors. However, house price growth is likely to remain positive this year. Price growth is likely to remain negative in Perth and Darwin as the mining boom continues to unwind. Hobart &amp; Adelaide are likely to see continued moderate property growth, but Brisbane may pick up a bit.
Nationwide price falls are unlikely until the RBA starts to raise interest rates and this is unlikely before 2017. And then in the absence of a recession or rapid interest rate hikes price falls are more likely to be 5-10% as was seen in the 2009 and 2011 down cycles rather than anything worse.

What to watch for a property crash?
To see a property crash – say a 20% average fall or more – we probably need to see one or more of the following:
A recession – much higher unemployment could clearly cause debt servicing problems. At this stage a recession looks unlikely though.
A surge in interest rates – but the RBA is not stupid; it knows households are now more sensitive to higher rates.
Property oversupply – this is a risk but would require the current construction boom to continue for several years.
Implications for investors
There are several implications for investors:
While housing has a long term role to play in investment portfolios it is looking somewhat less attractive as a medium term investment. It is expensive, offers very low income (rental) yields compared to all other assets except bank deposits and Government bonds and it’s vulnerable to possible changes to taxation arrangements around property.
There are pockets of value, eg in regional areas. You just have to look for them.
As Australians already have a high exposure to residential property (directly and via bank shares and property trusts), there is a case to maintain a decent exposure to say unhedged global shares because it could provide an offset if it turns out I am wrong and the Australian property market does have a crash.

How valid are crash calls for the Australian property market? Shane Oliver

NSW’s Coffs Harbour has reached the peak of the market cycle, while Melbourne is approaching its peak, according to valuation firm Herron Todd White’s latest property clock for houses, which also discusses gentrification.
The HTW clock for March is a simple broad brush means to suggest where property markets are and what direction prices are moving in.

Coffs Harbour joins Dubbo, Newcastle and Central Coast at the top of the property cycle for houses, making it a clean sweep for NSW at the top.
Canberra, and the twin cities of Albury and Wodonga have entered a rising phase, while Sydney remains as a market starting to decline, joined by Horsham and South West Western Australia, shows the clock.
The Coffs Coast is made up of several small coastal and rural communities and has not yet experienced significant gentrification. 
There are several well established and sought after localities which continue to experience redevelopment or modernisation of old to new, however, these have not been gentrified, more they have always been prime locations. 
In Coffs Harbour, localities of this type that have experienced new development include Sawtell and the Jetty/ Harbour precinct and the northern beaches localities of Moonee Beach, Sapphire Beach and Emerald Beach. 
Valla Beach to the south and the popular rural township of Bellingen are also areas to which people tend to be attracted. The township of Woolgoolga (25 kilometres north of Coffs Harbour) is also experiencing new development within the central location close to the CBD and beach. Several older style cottages along the headland and central town positions are being purchased and redeveloped for more upmarket housing or higher density development. 
This is also coupled with increasing commercial activity seeing further development of the cafe and restaurant scene attracting increased popularity as a holiday destination and permanent address. 
There is one locality where the future for gentrification would appear to be the brightest - Park Beach (about five kilometres from Coffs Harbour’s CBD). This area was established in the 1970s with modest low-rise holiday and unit accommodation buildings and several single residential homes scattered throughout. Along the esplanade (Ocean Parade), higher density development has taken place with medium rise unit buildings, the landmark tavern known as the Hoey Moey and Park Beach Caravan Park making this area a popular tourist location. 
The locality has suffered from a history of negative social features and while these have been largely addressed, a stigma remains which has reduced broader market appeal. The advantage of this locality is the beachside position with major shopping facilities such as Park Beach Shopping and Home Base centres located nearby. This area is divided into two sections by a distributor road known as Hogbin Drive to the east and west. 
Although the whole locality has seen considerable new development in the past two years, predominantly through the construction of new townhouse complexes, the major development of new high-rise buildings to the east of Hogbin Drive has seen the area lift in stature. 
The area is predominantly made up of unit complexes with limited single residential dwellings available. The entry point in the area for a modest two-bedroom unit is around $150,000 to $180,000 with average prices ranging from $200,000 to $250,000. 
New three-bedroom townhouse units (west of Hogbin Drive) sell for $360,000 to $390,000, while modern units east of Hogbin Drive are priced between $420,000 to $460,000. The new high-rise buildings start at around $400,000 on the lower levels and up to $1 million plus for penthouse units. 
Among the capital cities, the ACT property market has undergone significant gentrification over the past five years with the emergence of Braddon’s Lonsdale Street precinct and the Kingston Foreshore as two of the most sought after residential locations, say HTW.
In Melbourne, the growing popularity of Footscray is being driven by revitalisation of local amenities, an increase in shops and restaurants, local council initiatives, affordability of property and significant volume residential developments.
The current median house price for the December 2015 quarter was $765,000, a slight decrease from $780,000 in September 2015 and the median unit price was $366,667 which has remained steady since September 2015. 
Among the other movers is Gladstone, which is approaching the bottom of the market, while the rural region of Gippsland in Victoria is shown as rising.

Land in Melbourne’s growth corridors will retain its affordability throughout 2016 compared with other capital cities, despite a trend for smaller allotment sizes, according to the latest Australian Property Institute (API)-Herron Todd White Residential Land Subdivisions Update.
Developers could look forward to another strong year in the residential land sales sector, although Australia-wide there will be a need to balance allotment sizes, infrastructure costs, increasing levies and increases in supply in order to maintain development margins, said Paul Wheate, Herron Todd White director, Residential Development Division and API spokesperson.  
“The difficulty developers are now having is to ensure they can produce the allotments and deliver the final product within the time-lines stipulated by ‘sunset’ clauses in the pre-sale contracts,” he added.
“Coming off 2015, many developers experienced a significant increase in the absorption rate for allotments, however some are also now seeking to increase prices in order to slow the rate of sale and maintain better control over their future allotment delivery obligations given demand is currently so strong,” Wheate said.
This scenario, where there is readily available allotment supply, sufficient resources to construct roads, provide the services and deliver the allotments, there is a slowing in the rate of growth in prices and developers are able to maintain development returns, will provide a compelling “win-win” situation in the market, he said.
Land prices would remain high in Sydney through 2016, whilst allotments in Melbourne’s key growth corridors around transport routes and key infrastructure would retain their relative affordability.
“Allotments in Melbourne’s growth corridors are available at around $200,000-$220,000 whereas similar allotments in Sydney will cost around $400,000-$450,000, suggesting that Melbourne remains a great proposition to acquire affordable land for either first homeowners, upgraders or investors.”
However, developers’ margins are coming under increased pressure, bringing into focus several issues like development costs, which he said are becoming a larger hurdle for developers nationwide.
“The difficulty with that is you’re talking about smaller allotments being developed remotely from key amenities along normal growth corridors - developers are being required to do this in order to meet the ongoing contributions they need to make to Councils and to state governments through different infrastructure charges. There is biodiversity levies and development contribution levies that have to be paid so allotments tend to be getting smaller to deliver a more affordable block,” he said.
“In Melbourne the cost involved in delivering a typical allotment is around $100,000, whereas in 2007 this was around $35,000 per block. Development levies and charges are now contributing up to $65,000 per lot to the cost of producing an allotment and new home.
“In Sydney, developers face costs which can range from a total of $60,000 per allotment to $120,000 per allotment, likewise Perth, whilst Brisbane and Gold Coast developers face costs of around $100,000 per allotment.”
Wheate said the clear trend across the country for decreasing allotment sizes, allowing developers to achieve increased allotment yields, offer more product diversity and maintain development margins, would carry through 2016.
“Residential lot sizes are an average of 448 square metres across the growth corridors of metropolitan Melbourne. There’s been an ongoing growth in the number of 300 square metre to 400 square metre allotments, predominantly driven by affordability issues – that is, developers trying to deliver a product that is around a price point of $200,000 per allotment which then allows a house to be erected for circa $150,000, achieving a ‘house and land’ cost in that $350,000 sweet spot.”
“Likewise in Sydney, allotment sizes are decreasing across the market, which now has a general acceptance that blocks will be less than 500 square metres in area.”
Brisbane allotments have also reduced in size, driven primarily by Councils allowing denser levels of development, whilst the Gold Coast has seen average lot sizes reduce from around 600 square metres to 400-450 square metres.
Similarly, allotment sizes in Perth have decreased over the past 10 years, which has assisted in easing local affordability issues, and now the market accepts that smaller allotment sizes are the “new normal”.
A large pipeline of demand spurred by strong net overseas migration and natural population growth, particularly in Victoria, will continue to drive growth in sales after more than 12,000 allotment sales were transacted in the state in 2015 - the market’s best ever annual sales performance.
“There’s usually a lag of some 12-18 months after an increase in population prior to an increase in demand for allotments, and that’s what we’re currently seeing after an influx of people, particularly via net overseas migration, over the last couple of years,” Wheate said.
“We’ll continue to see that steady demand for land through 2016.”
