Longstanding Gold Coast and Canberra developer <a href="https://www.apartments.com.au/developers/morris-property-group">Morris Property Group</a> is continuing to roll on with its Glitter Strip apartment pipeline, seeking to return to Mermaid Beach with a new 68-apartment development.

Morris, founded by Barry Morris in 1978 and one of the Gold Coast’s most prolific apartment developers over the past two decades, has filed plans for a 12-storey mixed-use building at <a href="https://www.apartments.com.au/new-apartments/36-seabeach-avenue-mermaid-beach-qld-4218">34-36 Seabeach Avenue</a>, on the prized eastern side of the Gold Coast Highway.

The 1,227 sqm site occupies a prominent corner position at Seabeach Avenue and the Gold Coast Highway, opposite the Mermaid Plaza retail and office precinct and around 140 metres walking distance from the future Mermaid Beach South light rail station.

<a href="https://www.apartments.com.au/architects/fraser-partners-0">Fraser &amp; Partners</a> has designed the project, which will comprise 68 apartments across a mix of 48 two-bedroom and 20 three-bedroom residences.

The building will rise 12 storeys, reaching a maximum height of 36 metres, with the apartments accounting for a total of 156 bedrooms. The development application also seeks approval for short-term accommodation across the 68 apartments, while two office tenancies are proposed at ground level.

The plans show 108 car spaces across the development, with parking accommodated at ground level and within a three-level basement accessed from Seabeach Avenue.

Resident amenity will be concentrated on level two, where Fraser &amp; Partners has designed a recreation deck with a swimming pool, 90 sqm pool terrace, outdoor barbecue area and gym.

The broader communal offering will also incorporate landscaped spaces, with the planning documents noting the amenity has been designed to provide areas for recreation, social interaction and outdoor living.

The proposal would continue the transformation of the Gold Coast Highway corridor through Mermaid Beach ahead of the arrival of the light rail.

The site is zoned Neighbourhood Centre and sits within the Mermaid Beach/Broadbeach Light Rail Corridor neighbourhood plan. While the prescribed building height is 24 metres, the site is identified within an Urban Neighbourhood context providing for a 50 per cent height uplift to 36 metres.

Planning documents describe the stretch of the Gold Coast Highway between Broadbeach and Nobby Beach as increasingly characterised by medium and high-rise development, with the proposed Morris tower joining projects including Ventura, The Alfred, Oceans and Otto.

The development would mark Morris Property Group's latest investment in Mermaid Beach, where it has already delivered two apartment projects.

Otto, at 1 Bondi Avenue on the western side of the Gold Coast Highway, comprises 70 apartments across nine storeys. The project was completed in 2019 and includes a residents' gym, recreation deck and swimming pool.

Morris also developed Oceans at 46 Ocean Street, a nine-storey, 70-apartment build-to-rent development completed in 2019. Oceans was the group's first build-to-rent project and incorporates commercial space at ground level.

The two existing Morris projects sit further north along the same Gold Coast Highway corridor as the proposed Seabeach Avenue development. Fraser &amp; Partners' planning analysis specifically identifies both Otto and Oceans among the established built-form precedents surrounding the site.

Mermaid Beach represents only part of Morris' considerable Gold Coast footprint.

The family-owned developer has been particularly active in neighbouring Broadbeach, delivering projects including Sierra Grand, Eclipse, Synergy, Qube, Koko, Opus and Malo, while its current pipeline includes Maison and the two-tower Crest development.

Further south, Morris has also developed a string of projects in Burleigh Heads, including Element, Boardwalk and Sandbar, while Essentia expanded its footprint north into Surfers Paradise.

The Seabeach Avenue application has been lodged by PMM Broadbeach Pty Ltd and seeks a development permit for a Material Change of Use for multiple dwellings, short-term accommodation and office uses. Zone Planning Group prepared the planning application, with Fraser &amp; Partners commissioned as architect.

The project comes as the developer continues to expand its Gold Coast pipeline while retaining a significant presence in Canberra. Morris now has more than $2.5 billion of development in its national pipeline and has delivered more than 7,000 homes during its near five-decade history

Fortis previously completed the nine-residence Marmont on New South Head Road, while it is currently developing a mixed-use residential and retail project at 12 Cross Street. Its wider Double Bay footprint also extends into commercial and retail development.

At 55 William, Fortis has again turned to MHN Design Union, the architecture practice behind several of its eastern suburbs projects, while London-based 1508 London has been appointed to handle the interiors and Wyer &amp; Co the landscaping.

The six-level building will comprise a combination of two and three-bedroom apartments, including a garden residence, full-floor apartments, a sub-penthouse and penthouse. Each residence will have secure basement parking and private outdoor space.

A rooftop terrace for all residents, along with select apartments, enjoys views across Double Bay Harbour and toward the Sydney skyline.

Ceiling heights will reach up to three metres&nbsp;in select residences, while the kitchens will feature natural stone and integrated Gaggenau appliances.

The boutique nature of the project reflects the type of stock Fortis has increasingly targeted across Sydney's eastern suburbs, where larger apartments and smaller buildings are being pitched primarily toward local owner-occupiers and downsizers.

Fortis Group General Manager Ed Eve said the developer continues to see demand from buyers wanting to remain in the eastern suburbs but move into newer, lower-maintenance housing.

“We're seeing continued demand from local owner-occupiers and downsizers looking for high-quality homes that allow them to remain in the eastern suburbs, close to the lifestyle and community they know,” Eve said.

55 William is also one of the early projects to respond directly to the NSW Government's Low and Mid-Rise Housing reforms. Fortis had previously secured approval for just two townhouses on the 599 sqm site before revising the scheme to eight apartments following the planning changes.

Fortis continues eastern suburbs push with 55 William launch

UAE-based developer Arada has unveiled plans for a $2 billion twin-tower apartment development in Broadbeach, marking its first move into Queensland as it continues its rapid expansion across Australia.

Arada will develop 952 apartments across two towers on a prominent site opposite the Gold Coast Convention and Exhibition Centre, with the project targeted for completion ahead of the Brisbane 2032 Olympic and Paralympic Games.

The project represents Arada's largest commitment to the Australian market since arriving in the country in 2024 and significantly expands a local pipeline that has now grown to eight projects and more than 5,000 homes.

It will also be the first major Queensland project delivered by Roberts Co since the tier-one contractor was acquired by Arada Group in 2025.

Plus Studio has designed the Broadbeach development, which will comprise one, two and three-bedroom apartments across two towers connected by a landscaped podium.

A significant resident amenity offering will include lagoon and lap pools, a gym, sauna and steam room, alongside a mist room, infrared room and salt scrub facilities. Communal terraces, private dining areas, a library, residents' lounge and work-from-home spaces are also planned. Around 1,200 sqm of retail and hospitality space will occupy the ground floor.

The site puts Arada in one of the Gold Coast's most active apartment markets, directly opposite the convention centre and within walking distance of Pacific Fair, The Star Gold Coast and Broadbeach's dining and retail precinct.

It also has immediate access to the Gold Coast light rail network and sits just a few blocks from the beach.

Arada Group Chief Executive Ahmed Alkhoshaibi said Broadbeach represented an opportunity for the developer to expand beyond its initial NSW pipeline.

“Broadbeach is a world-class address that gives us the canvas to create a community of exceptional design and lifestyle quality that genuinely enriches the daily lives of the people who call it home,” Alkhoshaibi said.

“This is our first development outside New South Wales, and it reflects our growing ambition to grow in key urban markets around the country.”

Alkhoshaibi said bringing Roberts Co into the project would give Arada greater control over the development and construction process.

“Delivering this project through Roberts Co, our own tier-one construction business, means we can bring the quality, pace and accountability that our buyers expect.”

The move into Broadbeach comes as Arada accelerates its Australian expansion following its entry into the market two years ago. The developer has assembled a pipeline of eight projects comprising more than 5,000 homes, while the acquisition of Roberts Co last year gave the group its own Australian construction capability.

Globally, Arada has a development portfolio valued at $50 billion comprising more than 55,000 homes across the UAE, United Kingdom and Australia.

The Gold Coast is emerging as the next major market for the developer, with strong population growth and infrastructure spending ahead of the 2032 Games continuing to underpin significant apartment development across the coastal strip.

Arada plots $2 billion Broadbeach towers in major Queensland move

Sydney’s downsizer market is changing, with a growing cohort of buyers prioritising the right home over simply finding a smaller one.

Coronation Property Head of Sales Cam Porter says the traditional idea of downsizing does not necessarily reflect what many buyers are now looking for, particularly those moving from established family homes across Sydney.

Instead, he says they are increasingly becoming “right-sizers”, seeking lower-maintenance homes without sacrificing the space, amenity or quality they have become accustomed to.

“We are increasingly seeing buyers who are not motivated by the idea of simply moving into a smaller property,” Porter says.

“They are right-sizers. They want a home that is easier to manage and better connected, but they still expect generosity, quality and a floorplan that supports the way they live.”

It is a subtle but important distinction in a market where apartment developers are increasingly targeting established owner-occupiers.

For many of these buyers, moving from a house to an apartment is not driven by a desire to dramatically reduce their living space. Instead, the appeal is in removing some of the maintenance associated with a larger home while retaining generous living areas, storage and enough flexibility to accommodate family and friends.

Coronation’s sales team is seeing buyers place particular importance on natural light, practical storage and additional rooms that can be used as guest bedrooms, home offices or secondary living spaces.

Kitchens and dining areas are also playing an increasingly important role, particularly for buyers who regularly entertain or have children and grandchildren visit.

“These buyers still want their home to feel generous,” Porter says.

“They may want less maintenance, but they are not looking for less life.”

The challenge for the broader housing market is providing enough of the right stock to encourage that move.

While much of the discussion around Sydney’s housing shortage has centred on the number of homes being delivered, Porter says the diversity of those homes is equally important.

Older homeowners can remain in large family houses for longer when they cannot find an appropriate alternative in the neighbourhoods where they have built their lives.

“The decision is rarely as simple as wanting fewer bedrooms,” Porter says.

“People are weighing up their connection to a neighbourhood, the space they need for family, the quality of the home and whether it will continue to work for them over the long term.”

It also has implications beyond the downsizer market. Providing suitable apartments for smaller households can free up established houses for families who need the additional bedrooms and land, creating greater movement through the housing market.

Designed by Silvester Fuller, Lillian has been shaped around larger living spaces, natural light and flexible floorplans, alongside landscaped areas, wellness amenity and communal spaces for residents.

The development will form part of Coronation’s broader Erskineville Village precinct, which will combine new homes with green space, retail, hospitality and new pedestrian connections.

With demolition work currently underway at 1 Runge Street, Coconut Grove, a former public housing site, the Northern Territory have planned for a new apartment development to boost housing supply.
Noting that the property being demolished is more than 40 years old and beyond economically appropriate repair, Minister for Housing Matt Conland said that the area had been an eyesore and a headache for locals.
“The proposed development will dramatically improve the area with 59 new two-bedroom, two-bathroom dwellings set to be constructed on the site,” said Conlan.
“The proposed development will be a mix of affordable and private dwellings and will help ease the cost of housing for Territorians so families and key workers can continue to live here and contribute to our plans to develop Northern Australia,” he said. Part of the plan is to reduce high concentration of public housing.
The 5,460 square metre site will, upon completion, include 15 affordable rental properties kept 30% below market rates for key workers, 10 units for affordable home ownership through HomeBuild Access loan products and 34 units sold to the general public.
They will include a swimming pool, multi-purpose rooms, car parking and landscaping in the final package.
The building should be completely gone within the next few weeks, with Reday Joint Venture to redevelop the site, along with architect Bell Gabbert Associates and RUB Earthmoving. Construction of the new build will begin mid this year, pending development approvals.
Plans for this development were described in the Northern Territory’s Real Housing for Growth plan.

Coconut Grove development brings 59 new apartments to Northern Territory

Local Port Hedland property developer Megara, along with the local council, are undertaking a cashless joint venture project to help build property for staff of the town. It is a first for Western Australia.
Limited capital infrastructure funds in Port Hedland had Megara proposing the build of eight apartments in exchange for the right to sell house and land packages on single residential lots in South Hedland’s Catamore Court.
The sales behind the residential lots should be enough to fund the construction. There will be six two bedroom and two three bedroom apartments.
Since the commencement of sales in October 2013, 80% of the house and land packages have been sold, explained Megara’s director Matt Pickford. They are also responsible for constructing on this land – owning a separate building company that will build the houses.
“We expect to sell all 11 lots in the next few weeks which means we will then commence construction of the Town of Port Hedland apartment complex,” said Pickford.
“The business model is particularly positive as it directly helps the town retain staff through providing housing for them, therefore benefitting the Port Hedland community as a whole,” he said.
The mayor of the Town of Port Hedland, Kelly Howlett, said that they’re pleased to have come to this solution to provide affordable housing for staff.
“The project will also contribute to the normalisation of the local housing market which is one of the town’s strategic goals,” Howlett said.

The term ‘sunset clause’ is more easily thought about as a ‘time limit’ that can be put into property contracts. In this article, we’ll be discussing sunset clauses and off the plan purchases. We will cover sunset clauses and established property next week.
Whenever there is a sunset clause you should speak through the implications with your conveyancer.
Essentially, a sunset clause notes that if the project is not completed by a certain time then the contract is void. The buyers deposit will be refunded and they are free to look elsewhere.
Sunset clauses can help buyers by providing an expected completion date, and also as a safety net for if the developer delays for far longer than the buyer may be happy with.
A seller can also use the sunset clause to ensure they are paid in full as promptly as possible, explains the Queensland Office of Fair Trading.
However, warnings around sunset clauses have certainly been heard.
The sunset clause has seen some developers run over the time limit, refund the deposit, and then look to sell the blocks on at a higher price. This is especially the case if the market has been hot – meaning the buyer will also miss out on capital growth during this time. This leaves them losing out on other opportunities while their deposit is tied up in the development.
While Queensland’s Office of Fair Trading describes <a href="https://www.fairtrading.qld.gov.au/real-story-property-contract.htm" target="_blank">a real life example of this situation happening</a> it’s unclear just how common this practice is, however it’s worthwhile for investors and home buyers to ensure that the length of the sunset clause is appropriate for them and the worst case scenario. 
Delays can happen with construction and developments, so it’s worthwhile building in some ‘fat’ to the sunset clause and to have a clear understanding as to where the project is in its development (and whether lengthy uncertain parts of the process, such as obtaining planning approvals, have already occurred).
Background checking the developer can also be helpful, as can ensuring that progress is demonstrated regularly. You will want to be informed early of any delays and any issues these may cause.
The Western Australia Department of Commerce recommends these three considerations to determine whether a sunset clause's length is appropriate:

<li>Whether the developer has obtained all the necessary approvals to commence and, if not, what still needs to be approved. 
</li>
<li>Whether the developer is required to secure a minimum number or proportion of unconditional contracts before they can obtain funding to allow the project to proceed and, if so, how many contracts have already been secured. 
</li>
<li>The extent of progress of the development made to date (to check on progress, a proposed buyer could ask their solicitor, the developer or the developers representative whether the milestones are being met within the necessary time frames under the contract).</li>
</ol>
It's also worth noting that if a development runs over the length noted by the sunset clause, the developer and the buyer can organise to have the contract written up again if both are still happy with the price and terms previously agreed upon.

What is a ‘sunset clause’? Off the plan investment terms explained

An apartment development project in South Australia’s Woodville West has the state government partnering with the private sector as they explore how to lower construction costs.
The project is a 1,500 square metre block, allocated by Renewal SA, for a four or five storey apartment building comprising of 16 to 20 dwellings at Woodville West's The Square with aims to bring the price for the home buyer down to $200,000s to low-$300,000s per apartment on completion.
This is under a project called the Apartment Construction Cost Demonstration, part of looking at increasing affordability. The results of the project will be a commercially-replicable development model that can be sold at fair price points in inner and middle ring metropolitan locations. They look to achieve the construction at a target cost per square metre that will reduce overall costs. This cost should be $1,800 to $2,000 per square metre. They will then share these learnings with the industry, including techniques and practices around building layout, construction methodology and material choice.
Minister for Housing and Urban Development John Rau said the main focus is to reduce the costs for a home buyer.
“Finding a solution to the current high construction cost of apartments will help bring down the purchase costs, meaning more South Australians will be able to afford houses in areas of their choice,” said Rau.
“Creating more quality, affordable housing along Adelaide’s key transport corridors – particularly medium-density dwellings such as apartments - is an important goal for South Australia’s property sector,” he said.
A first of its kind in the state, it has been sourcing advice through an Industry Reference Group – made up of real estate industry experts including builders and architects.
“The key to the success of this project will be innovation and collaboration between the builder, design team, Renewal SA and industry, who will need to explore elements including building and site layout, construction methodology and choice of material," he explained.
Members from the industry involved also include the Housing Industry Association, the Urban Development Industry Association, the Property Council, Master Builders Association, the Australian Institute of Architects, the Planning Institute of Australia and the Australian Institute of Building Surveyors.
“Innovations that achieve lower apartment construction costs will be shared with the building industry so that the greatest number of people can benefit,” he said.
The UDIA (SA), who are on the panel, have welcomed the project. Executive director Terry Walsh said that the project has the potential to make a significant difference to the cost of property.
“The UDIA, which is represented on the project’s Industry Reference Group, is keen to explore not only improvements in building techniques, processes and materials but also ways of streamlining approval and regulatory processes. We hope that lessons learned from this project will help reduce time and costs associated with not only apartment construction but all forms of housing construction," said Walsh.
Currently, an expression of interest process is open to find a builder partner that will be part of the panel selecting the design team.
Construction for the apartment project is anticipated for the first half of 2015.

South Australian government researching how to lower apartment construction costs

Whilst there has been so much commentary last week on the federal budget, I thought we could talk about a different type of budget - one that can be just as important, particularly if you are a property developer.
Property developing can throw many different challenges at you and one thing I have learnt in this industry is there is always a solution to a problem. The trick is to understand what possible problems may arise and preparing yourself for them.  Unfortunately things don’t always go to plan and as a project manager it is up to us to make sure the development gets through as efficiently as possible.
One of the biggest problem areas is not allowing enough for building works. 
When pricing a development and running feasibilities, it is important to understand that your building estimate is an organic creature. By this I mean the building estimate you start with will nearly always be different to the one you end with.  It will evolve throughout the process as you obtain more and more details.  Once you have all the fine details, the building estimate can be finalised to the fixed price builder’s tender.  
If architecturally designing our villas, we generally follow this process:
<ol>
<li>Concept plan – this will show the number and size of villas on the land, but not much detail</li>
<li>Development application (DA) plans – enough information is included on the plans to satisfy council</li>
<li>Construction certificate (CC) plans –more detail, including engineer drainage and slab design</li>
</ol>
The starting point for our build estimate will be based on similar projects that we have recently completed and an allowance for the different site.
This progresses to an estimate based on the concept plan.  Still a ‘loose’ estimate as there is usually not enough detail on the concept plan for the builder to have all information he needs.  The build estimate we have at this stage will tell us whether we are tracking within budget.  If not, we can make the necessary changes required, perhaps reducing the size of the villas working with both our builder and architect to design the right dwellings for our project to be successful.
Once the concept plan is approved, the architect will proceed to full DA plans.  It is here that much more detail is added and we will have our builder price the DA plans and review the supporting documentation.  Again, this does not give us a final fixed build cost but we will be getting closer to the expected outcome.  Once approved by our client, the DA plans are finalised and the DA is prepared and lodged with council.
During the DA process, council may request some changes to the plans, so it is important to understand we are still ‘evolving’ at this stage. We also need to review the conditions of the DA consent before we have more detail to finalise the build costs.
Once council have approved the DA, we will start to prepare the CC plans.  Engineers will be briefed and a drainage and engineered slab design or footings for the foundations will be produced. More detail is added to the CC plans, finalising levels and double checking schedules. 
Before we lodge the CC plans with our private certifier we will have our builder issue a third costing. It is this costing that will give us the final build costs...well almost.  We still need to have the CC approved and ensure there are no further revisions to the plans required.  
After we have the CC stamped plans, our builder will issue their final tender and building contract. This will be a fixed price contract; however, there may still be a few items that will be ‘provisional’. They are usually some site works, removal of fill and retaining walls.  The builder may mark these items as provisional as they won’t know until works proceed exactly what the cost is. For instance, if rock is hit during the site cut, this will increase the site costs. If the site cut differs slightly to the plans, this may impact on the height of retaining walls.  So these ‘provisional’ items will be charged at actual cost whether it is lower or higher.
So you can see how the build estimate must evolve through the development process and until your development is completed, you really won’t know the exact cost.  It’s important you allow a contingency amount for any variations that may crop up along the way. 
As a developer, you will embark on a challenging journey from start to finish and the path you choose can be simplified with the help of a project manager to guide you along the way.  Always take the time to have full builder’s estimates done at each stage to avoid any nasty surprises.

A different type of budget talk: The development budget

The Brisbane Airport Corporation has proposed a major hotel development at the domestic terminal, which includes two short-term accommodation towers.
Suggesting July 2014 to February 2016 construction, the tallest tower will be a five star 47 metre-tall 10-level development, providing 125 rooms. While the smaller tower, a nine-level 3.5 star creation offers 225 rooms.
The hotel, with road access primarily from Dryandra Drive and secondarily from Alpinia Drive, will also include 1,400 square metres of conference facilities and 133 car parking spaces in a basement car park.
Construction of the building may see the creation of 200 jobs.
To further bolster the case for the hotel, the proposal notes a report from 2012 ‘Guide to Hotel Investment in Brisbane’ that noted that there is not enough accommodation to satisfy demand.
“To meet the predicated forecast demand an additional 300 rooms per year to the year 2022 will be necessary. Further to this, to meet the state government’s growth targets of doubling overnight visitor expenditure by 2020, Brisbane will need 450 extra rooms per year. The report also confirms that in 2012 business travellers accounted for 52.7% of the hotel visitor market,” it notes.

Brisbane Airport looks to major hotel development

A new 11-unit development has been built for Coopers Plains seniors under a government decision to reduce the burden of larger houses on the elderly.
Queensland Housing Minister Tim Mander said that this development would assist those in three-bedroom plus homes to downsize into more physically and financially appropriate properties.
The development is managed by the 4Walls housing group.
“These tenants were in houses that were too large for their needs and they wanted something more manageable, while we have many needy families waiting for houses with three or more bedrooms to become available,” he said.
“Historically, larger families were occupying the majority of social housing dwellings in Queensland, so most of the state’s housing stock comprises three and four bedroom houses.”
He also noted that a challenge for tenants and the government is the upkeep, with more than 60% of the homes being 20 years old or more. More than 50% of the social housing tenants are individuals, requiring one to two bedroom apartments.
“Now that these senior residents have more suitable accommodation, the larger three-bedroom properties are available for families who have urgent housing needs,” he said.

Coopers Plains builds Queensland seniors’ homes to encourage social housing downsizing

Northbrook Corp, which looks to develop Noosa on Weyba, have filed an appeal in the Planning and Environment Court after being refused their development application by two Sunshine Coast Councils who said it did not fit their planning schemes.
The move to court was said to come as “no surprise” to Noosa Council officials and the Friends of Lake Weyba, who are “vigorously anti-development”, according to The Queensland Times.
Co-developer of the project, which sits in both Noosa and Sunshine Coast Council areas, is Mantle.
The developers submitted a 10-page document responding to the refusals.
The <a href="https://www.noosaonweyba.com.au/" target="_blank">official website for Noosa on Weyba</a> notes that they look to provide a range of housing options, parks, cycleways, aged care amenities and access to Lake Weyba. They also said that they would adopt sustainability principles.
A maximum of 50 apartments, and a range of aged care apartments, retiring living cottages, residential lots and townhouses, as well as a kiosk/tea house for the public at the gateway to Noosa National Park, are proposed. Overall, there would be 850 new dwellings.
The development would sit on a 303 hectare landholding. A total of 19% would be developed over the eight year timeline.
