Growing national developer Time &amp; Place has announced its fifth new apartment development.

With two projects in Manly and two upcoming in Surry Hills and Potts Point, the developer, which expanded beyond Melbourne just a few years ago, is now heading to Mosman. It is planning 53 new apartments on Redan Street.

The 3,233 sqm site, spanning <a href="https://www.apartments.com.au/new-apartments/40-48-redan-street-mosman-nsw-2088">40–48 Redan Street</a> with frontage to Redan Lane, is located just under 400 metres from Spit Junction Town Centre. It is reported the developer paid around $100 million for the five-site amalgamation.

Time &amp; Place, founded by Tim Price and backed by James Packer’s private investment firm NPACT, has submitted the project as a State Significant Development through the NSW Government’s Housing Delivery Authority pathway.

Of the 53 apartments, 42 will be released to the market, with the remaining 11 allocated as affordable housing in line with NSW Government requirements.

fjc Studio has designed the building. In its Design Report, the architect said the diverse mix of dwelling types and sizes, including 11 two-bedroom affordable housing units, 40 three-bedroom apartments, and two four-bedroom residences, will support a broad demographic, including families, downsizers, and key workers.

The development will rise to nine levels, a height encouraged by the NSW Government due to the site’s proximity to Spit Junction, which has been identified as a low- to mid-rise centre. Developments within a certain proximity to these centres are permitted increased height.

fjc said the project “achieves an appropriate density outcome for its setting by balancing increased housing supply with strong amenity performance,” adding that it “makes a measurable contribution to NSW housing supply targets through the delivery of additional dwellings and dedicated affordable housing.”

The new development will replace five existing two-storey homes.

“By aligning with the objectives of the Housing SEPP and applying careful architectural and urban design principles, the development provides high-quality residential accommodation that integrates sensitively within its established Mosman context and delivers enduring benefits to residents and the wider community.”

Mosman has become increasingly popular with developers in recent years.

Developer Abadeen has been particularly active, with Mosman Residences currently on the market and under construction on Clifford Street. It also has an upcoming Burran Avenue project, comprising just three apartments on the Balmoral Slopes, and recently secured the Midas and Honeysuckle nursery site on Military Road.

Prosker Property has a project on Redan Lane, just a few doors down from Time &amp; Place’s proposed development.

Developers including Toohey Miller, DARE Property Group, and WINIM also have projects underway in the area. In 2024, a five-year target was set for the Mosman LGA to increase housing supply by 500 dwellings by 2029.

Time &amp; Place entered the Sydney market with Two Tides, its under construction Manly development. Given its sales success, it has secured another development in the area, more boutique, facing the beach on North Steyne.

They are hoping to launch their redevelopment of The Chimes in Potts Point this year, and next year will look to take to market Marlborough House, an adaptive re-use of the landmark David Jones warehouse in Surry Hills.

&nbsp;Australia&rsquo;s housing market is experiencing a peak growth rate, but experts say the current boom won&rsquo;t last forever.&nbsp;

In this month&rsquo;s Finder RBA Cash Rate Survey&trade;, 40 experts and economists weighed in on future cash rate moves and other issues relating to the state of the economy.&nbsp;

While all experts surveyed predict the cash rate to hold, nearly half of those who weighed in on property prices (47%, 16/34) believe Australia&rsquo;s current house price growth is unsustainable.

Property market growth surged at its fastest rate in 33 years in March, with national dwelling values also increasing by 6.2% over the past year according to CoreLogic.&nbsp;

Graham Cooke, head of consumer research at Finder, said that some experts are concerned a housing bubble is emerging.

&ldquo;Rock-bottom rates, government stimulus and a fear of missing out have really lit a fire under the belly of the market.&quot;

&ldquo;Listing numbers are unable to meet high buyer demand, keeping inventory levels low overall and adding to the sense of urgency among buyers. &quot;

&ldquo;We&rsquo;ve seen more borrowed for housing over the last six months than during any similar period in history &ndash; and economists have tipped us to borrow more over the next six.&quot;

&ldquo;It&rsquo;s unlikely we&#39;ll see any regulatory intervention from policymakers yet, but this might be a possibility down the track,&rdquo; Cooke said.&nbsp;

According to Mala Raghavan of the University of Tasmania, buyers may put themselves at risk by acting too hastily.&nbsp;

&ldquo;The recent uptick in buying behaviour largely appears to be due to the fear of missing out, and many buyers are rushing into the market without clear foresight of the impending risks.&quot;

&ldquo;When mortgage rates start rising, many households will risk being unable to service their loans, and could be vulnerable to foreclosures,&rdquo; she said.&nbsp;

1 in 2 experts say recent house price growth is “unsustainable”: Finder

Australian housing values lifted by 1.8% in April according to CoreLogic&rsquo;s national home value index, with the monthly pace of capital gains easing from a 32-year high in March (2.8%). &nbsp;

Although growth conditions have slowed, housing values are still rising at a rapid pace, up 6.8% over the past three months to be 10.2% higher than the COVID low in September last year.

CoreLogic&rsquo;s research director, Tim Lawless, says the pace of capital gains could slow further over the coming months as inventory levels rise and affordability constraints dampen housing demand.

&ldquo;The slowdown in housing value appreciation is unsurprising given the rapid rate of growth seen over the past six months, especially in the context of subdued wages growth. &nbsp;With housing prices rising faster than incomes, it&rsquo;s likely price sensitive sectors of the market, such as first home buyers and lower income households, are finding it harder to save for a deposit and transactional costs.&rdquo;

There is already some evidence of fewer first time buyers in the market, with the Australian Bureau of Statistics reporting a -4.0% fall in the value of first home buyer home loans through February, the first drop since May last year.

Despite the slowdown, positive housing market conditions remain geographically broad-based with every capital city and &lsquo;rest-of-state&rsquo; region continuing to record a lift in dwelling values over the month.

Darwin (2.7%) and Sydney (2.4%) recorded the largest month-on-month rise in dwelling values, while Perth values recorded the lowest rate of growth amongst the capital cities at 0.8%.

The four smallest capital cities recorded double digit annual growth (Adelaide 10.3%, Hobart 13.8%, Darwin 15.3% and Canberra 14.2%), reflecting a smaller COVID-related disruption and an earlier start to the growth phase last year. &nbsp;Melbourne is recording the lowest level of annual growth (2.2%) due to a larger downturn, attributable to the extended lockdown period last year.

The broad trend of houses outperforming the unit sector continued through April as higher density styles of housing experienced less demand amidst elevated supply across some inner city precincts. &nbsp;At the combined capital city level house values (8.6%) have risen at double the pace of unit values (4.3%) over the first four months of the year.

&ldquo;A preference shift away from higher density housing during a global pandemic is understandable, however a rise in flexible working arrangements also seems to be supporting greater demand for houses around the outer-fringes of capital cities. &nbsp;Relatively weak investor activity, compounded by a supply overhang in some high-rise precincts, is also dampening price growth in unit markets,&rdquo; Mr Lawless said.

Home values still on the rise but lost steam in April

Australian capital city average dwelling prices rose a whopping 2.8% in March according to CoreLogic and are up 4.8% on a year ago. This is their seventh monthly gain in a row and their fastest monthly rise since October 1988 and they have now surpassed their September 2017 record high by 3.5%.

Sydney dwelling prices rose a very strong 3.7%, which is their faster since August 1988, and they have now surpassed their July 2017 record high.

Melbourne prices also rose 2.4% and have now surpassed their November 2017 record high.

Prices in other cities were all up strongly led by Hobart with prices up 3.3% in March, followed by Canberra up 2.8%, Darwin up 2.3%, Brisbane up 2.4%, Perth up 1.8% and Adelaide up 1.5%. Prices in Hobart, Canberra, Brisbane and Adelaide are all at record highs.

Regional dwelling prices rose 2.5% in March and are up 11.4% on a year ago with their relative strength over the last year reflecting lower levels of indebtedness and hence less vulnerability to the financial stresses caused by the pandemic driven economic downturn, less exposure to the slump in immigration and increased buyer interest as people seek to relocate from cities as part of a secular trend towards working from home and a greater focus on lifestyle.

Capital city house prices rose 3.1% in March and 6% over the last 12 months whereas unit prices lagged with a 1.9% gain in the month and 1.1% rise on a year ago, with the relative underperformance reflecting an ongoing shift in preferences towards houses as a result of more working from home and a lifestyle choice and as weak rental conditions made worse by the slump in immigration constrained the inner city unit markets in Sydney and Melbourne.

Over the last 12 months unit rents fell -3.8% compared to a 5.2% in house rents, with the weakness in unit rents concentrated in Sydney and Melbourne. However, the Sydney and Melbourne unit rental markets have shown signs of stabilisation and improvement in recent months.

The strength in home prices is consistent with other data showing a booming property market including record new housing finance commitments over recent months, surging home sales and record or near record auction clearance rates.

So why is the property market back to booming?

The property market has seen a huge turnaround from expectations of a year ago for sharp falls in home prices as a result of the pandemic driven lockdowns. Capital city home prices did fall nearly 3% around mid-last year (led by Melbourne), but the fall was brief as the government policy response intervened to protect the housing market from the recession and to push prices higher. Basically the combination of ultra-low mortgage rates, multiple government home buyer incentives, economic recovery, the strengthening jobs market and now an increasing element of FOMO (buying now for fear of missing out) combined initially with low listings are driving prices sharply higher. The pandemic driven desire to “escape from the city” also appears to be pushing up suburban house prices and regional prices up at a faster rate than its depressing inner city unit prices in Sydney and Melbourne.

While first home buyers led the initial recovery, spurred on by various incentives, owner occupiers have followed and now investors appear to be starting to jump in too.

Average capital city dwelling prices have now surpassed their September 2017 boom time high by 3.5% with Brisbane, Adelaide, Hobart and Canberra and now Sydney and Melbourne along with average regional prices all at clear record highs. Perth and Darwin remain well down on their 2014 mining boom highs, but are now recovering rapidly.  

Outlook

With variable mortgage rates set to remain ultra-low for the next few years average prices are expected to rise another 15-20% or so over the next 18 months to two years.

However, the pace of increase is likely to slow through 2021-22.

First, government housing incentives are likely to be sharply curtailed in the months ahead with HomeBuilder ending, the First Home Loan Deposit Scheme tapped out and some states may start to wind back various incentives.

Second, in the absence of an ability to raise interest rates, the RBA and APRA are expected to reach yet again for macro prudential controls to slow housing lending. While they don’t target house prices and are of the view that we have not yet seen a significant deterioration in lending standards on the metrics they look at, past experience indicates that surging house prices leads to a deterioration in lending standards and increasing financial stability risks. And the metrics APRA and the RBA look at are starting to push up in the direction of a deterioration in lending standards with record housing finance pointing to an acceleration in housing debt, an increasing share of lending at high loan to valuation ratios and a rising share of interest only loans albeit from a low base. All of which suggests that it will make sense to start tapping the lending standards brake soon. The first thing to do would be to increase interest rate buffers but limits on high loan to valuation ratio lending and high debt to income ratio lending may make sense too.

Thirdly, the recovery in immigration once the international borders are reopened is likely to be gradual and if so this will allow for years of property undersupply to give way to oversupply which is the best way to take pressure off house prices.

Fourth, it’s likely that the 30 year tailwind for the property market of falling interest rates has now run its course. Four year plus fixed rate mortgage rates look to have bottomed and the RBA seems more determined than ever to see inflation sustained in its target range which will ultimately put an end to the long term downtrend in interest rates.

Fifth, poor affordability will start to become an increasing constraint again if it’s not already.

Finally, government policy should further encourage the shift away from city living as unleashed by the pandemic and working from home as a way to take pressure off capital city property prices. This remains to be seen though. 
The ending of JobKeeper and the expiration of home loan deferrals may also act as a dampener to the extent that they may boost forced sales but in the absence of a significant new coronavirus driven lockdown the impact is likely to be marginal. Actual net job losses from the ending of JobKeeper are likely to be low and the proportion by value of home mortgages on payment holidays has collapsed from 11% in May to below 2%.

Having previously forecasted four per cent gains in 2021 in September, Westpac economists have lifted their forecast for dwelling prices and are now expecting 10 per cent gains in both 2021 and 2022.

Westpac chief economist Bill Evans and senior economist Matthew Hassan's expectation is the market will flatten in 2023 as rising fixed-term interest rates combine with prudential measures aimed at reining in the associated lift in leverage.

"These headwinds are not expected to emerge until 2022 with prudential measures likely to be timed for the second half of 2022," Evans and Hassan suggest.

The forecast has Perth leading the way in 2021 with 12 per cent gains, followed by Sydney, Brisbane and Adelaide at 10 per cent. Hobart and Melbourne are predicted to see eight per cent gains, with the latter jumping to 10 per cent over 2022.

They say the September forecast of four per cent gains in 2021 was "considered bold", given Victoria was still in lock down.

Westpac now forecast 20 per cent dwelling price gains over next two years

In the year to January, CoreLogic estimates that there were 459,308 properties transacted across Australia. Most of these sales were houses, rather than units.

It is not unusual for house sales to make up the majority of transactions, with houses making up an average 70.2% of annual sales volumes over the past decade. However, the share of houses as a portion of sales increased to 74.2% in the year to January 2021, up from 73.2% a year ago and 66.7% five years ago. Another way of thinking about it, is that for every 1 unit sold over the year, there were 2.9 house sales.

The table below shows the portion of sales over the year that were houses, compared with the decade average, for various regions. Most capital city and rest of state regions saw the portion of house sales elevated in the year to January, compared with the decade average. The general uplift in the share of sales that were houses through the year to January may be attributed to a few of factors.

The introduction of HomeBuilder may have skewed demand toward houses. Since the announcement of HomeBuilder in June, new home sales have increased significantly. According to the HIA, new home sales in the December 2020 quarter were almost 100% higher than in December 2019.

However, the design of the scheme largely lent itself to new houses, as opposed to units. An example of this was the tight timelines for eligibility, where the commencement of a new property initially had to take place within three months of the contract date.

This meant the take up of the scheme was largely utilised for detached houses, rather than off the plan unit sales, with the latter requiring a number of purchaser commitments before the project commences.

This trend was reaffirmed in ABS dwelling approval data, where approvals for house builds were up 13.9% in the year to December 2020, compared with an -8.6% decline in units approvals. CoreLogic sales volumes only count new properties as sold upon settlement, so the portion of new home sales over 2020 may continue to trend even higher once new house builds are completed.

The house always wins: why house sales vastly outstripped unit sales over the year

National housing values reached a record high over January, as 0.9 per cent gains took values higher than the previous September 2017 peak, according to property data firm CoreLogic.

CoreLogic's monthly home value index found every capital recorded dwelling value growth over the first month of 2021. Housing values are now one per cent above pre-COVID levels and 0.7 per cent higher than September 2017's record high.

Sydney and Melbourne were the weakest of the capital cities over January, posting modest 0.4 per cent gains.

Darwin continued to be the national market leader, up another 2.3 per cent to be 6.6 per cent up over the quarter. Perth and Hobart each saw a 1.6 per cent rise in dwelling values, followed by Canberra who were up 1.2 per cent and Brisbane and Adelaide both up 0.9 per cent.

CoreLogic research director Tim Lawless says the largest capital city markets are seeing property in the state's regional areas vastly outperform the capital.

Home values across regional Victoria jumped 1.6 per cent over January compared to the 0.4 per cent in Melbourne, with regional New South Wales posting 1.5 per cent gains compared to 0.4 per cent in Sydney.

“Internal migration data shows more people are leaving Sydney and Melbourne for regional areas, resulting in a transition of activity from the metro regions to the outer fringe and regional markets," Lawless said.

"This demographic trend is further compounded by the demand shock of stalled overseas migration.

"As Melbourne and Sydney historically receive the vast majority of overseas migrants, these metro areas have been the hardest hit by this demand shock.”

Since the onset of COVID-19 in March last year, regional housing values have surged 6.5% higher while capital city housing values are down -0.2% over the same time frame.

“Better housing affordability, an opportunity for a lifestyle upgrade and lower density housing options are other factors that might be contributing to this trend, along with the new found popularity of remote working arrangements," Lawless added.

Brisbane’s median house price has hit a record-breaking $720,000, after 4.4 per cent annual house price growth in 2020. 

According to the latest Queensland Market Monitor published by the Real Estate Institute of Queensland, Brisbane’s median house price rose 1.4 per cent in the September quarter to $720,000 across 2751 transactions.

Annually, Brisbane’s median house price rose 4.4 per cent to reach $710,000 with 12,309 transactions.

The REIQ advised Brisbane houses are in the “rising phase of the price cycle.”

The state's most expensive housing market, Noosa was the best performer for median house price growth for a third consecutive quarter, rising 3.6 per cent growth to $895,000. 

Noosa’s quarterly median unit price was also the top performer for units, rising 5 per cent to $705,000. 

The Gold Coast saw a 3.2 percent annual house price rise to September, to $640,000.

The Gold Coast's unit and townhouse median price recorded a 1.8 per cent rise to $420,000.

Brisbane’s median house price hits record $720,000

The median house price in Victoria has recorded its largest increase since 2000, according to data from Real Estate Institute of Victoria’s quarterly December report.  

For the first time, metropolitan houses in Melbourne surpassed a median value of $900,000, jumping by 9.5 per cent from the September quarter to $941,000.  

House prices in middle Melbourne increased by 8 per cent to $1,066,500.

Regional Victoria recording its highest quarterly growth since 2003 with houses at median price of $485,500, up 9.2 per cent from the September quarter, and 7.5 per cent annual growth.

Regional unit prices recorded a 3.5 per cent quarterly increase, to be now 10.3 per cent more valuable than they were 12 months ago.    

Units in metro Melbourne achieved a median price of $639,500, 2.5 per cent higher than the September quarter and an annual increase of 3.8 per cent.  

Following the lifting of intensive lockdowns in October, activity in the property sector returned in Victoria, with an estimated 29,500 transactions in the December quarter, the highest number of quarterly transactions in 2020, surpassing the March quarter at 27,500.  

REIV president Leah Calnan said the Victorian property market has remained “remarkably resilient” in 2020 despite dire market predictions at the on-set of COVID-19.

Victoria's median house price records largest increase since 2000

Last week the Reserve Bank’s (RBA) Head of Financial Stability Luci Ellis gave an interesting speech entitled ‘Property Markets and Financial Stability: What We Know So Far.' 
In my opinion one of the more interesting pieces of analysis in the speech was the analysis of inner city housing prices relative to those in the outer ring.  The chart below was the analysis showed in the speech.

Regarding this chart, the speech noted the following key points:
<ul>
<li>Land is two things: it is both space and place. Many have observed that Australia has plenty of the former. But I think the lesson of past booms as well as recent times is that it’s place – location – that really matters. If we think back to boom–bust episodes of the past, whether in land for new development, railways or prime office buildings, in every case you can see people trying to get their hands on the best locations, to take advantage of whatever future economic outcomes they expect. </li>
<li>Location explains far more of the variation in individual property prices than block size (Hansen 2006). Yes, some people like a bigger garden, for privacy or to enjoy in other ways. But being in the ‘right’ kind of neighbourhood with the best amenities, close to commercial centres and other services, is more important to most people, if their willingness to pay for it is any guide.</li>
<li>The physical reality is that the supply of good locations is more or less fixed in the short term. So any sizeable boost to demand cannot be fully absorbed by more supply. The newly built property is simply not the same as the existing stock, because it’s somewhere else. We should therefore not be surprised that strong demand for property does not just change the general price level for that asset, but also its distribution. We can see this in the increase in prices of inner-ring properties relative to those further out, especially in Sydney</li>
</ul>
I agree with this analysis; housing closer to the city centres and closer to major working nodes is more desirable. Also in many capital cities, as we see houses in inner city areas knocked down to make way for higher density development, the underlying land component becomes intrinsically more valuable. Subsequently, the availability of houses in many inner city areas are actually reducing. After I read this section of the speech I decided to go digging in the data to see just how much difference there was in terms of inner city house values and growth in these values over the past year relative to values and growth across the rest of the capital cities.  For the purposes of this analysis we have determined that the inner-city region is within 10 kilometres of each capital city.

The above chart shows that in terms of median house values, the proportion of homes above the city-wide median is substantially higher in inner city areas. Even in a city such as Sydney where housing is less affordable, once you shift more than 10 kilometres from the city centre, only 29.3% of suburbs have a median house value above the city-wide median. In all cities, more than half of all inner city suburbs have a median higher than the city-wide median and all non-inner city areas have less than 50% of suburbs with a median greater than the city-wide median.
While the fact that the cost of housing is higher as you move closer to the city-centre the magnitude of the difference is significant. The other factor to consider is the growth in values in the inner-city versus the rest of the city.  This is where the results change somewhat.

Sydney is probably the most interesting result here. Although it has seen the sharpest rises in home values over the past year, suburbs outside of the 10 kilometre inner ring have generally experienced stronger value growth. Of course it is important to recall that Sydney values have been rising for more than three years, and growth, while continuing, has shifted from inner city areas to more affordable outer housing markets. 
Melbourne, Brisbane, Adelaide and Canberra were the only capital cities in which more than half of the inner city suburbs have recorded value growth in excess of that recorded across the cities. Notably each of Perth, Hobart and Darwin are seeing more outer suburbs outperforming than inner suburbs. Of course it should be remembered that home values are now falling in Perth and Darwin and clearly this is impacting the inner city performance. 
The lesson here of course is just because inner city housing is generally more desirable, it doesn’t mean it is immune from falls in the event of a housing market downturn.
Inner city housing markets will likely remain more desirable than those suburbs further afield, due in large to the abundant amenity typically available in these areas.  Although the desire to live in these inner city areas is strong, the reality is that the cost of housing in these locations is restrictive and the supply is relatively short, so many can’t access the housing they want in these areas. 
As some of the examples show, although housing in inner city areas is more expensive, it doesn’t necessarily mean that value growth will consistently outperform growth across the rest of the city. 
Furthermore, as the Perth and Darwin highlights, inner city housing isn’t bullet-proof and in the event of a housing market downturn it has in the past and will potentially in the future also see value declines.

Inner city housing more expensive but growth not strongest: Cameron Kusher

Adelaide house prices are growing at only 4-5% annually, according to research reports, but those figures fail to do justice to the strength and resilience of the market in the South Australian capital. 
The Adelaide market is one of the steadiest in capital city Australia and contains numerous suburbs which have recorded double-digit price growth in the past 12 months.
Few of the nation’s capital cities can match Adelaide’s number of suburbs with growth markets. At the same time, the city stands out for remarkable consistency.
SA, dominated by Adelaide, has impressed with its steady sales performance in the past four years. Each of the past 15 quarters has recorded between 8,500 and 9,500 dwelling sales. And the past three quarters have each delivered between 45 and 50 Adelaide suburbs with rising sales activity.
Adelaide now ranks ahead of Sydney, Melbourne and Brisbane in terms of the number of growth suburbs. 
And while research sources such as CoreLogic and SQM Research report annual growth of only 4-5% in Adelaide house prices, these generalised figures disguise individual suburbs which have done considerably better.
Locations across a range of price sectors have recorded double-digit growth in their median house prices in the past 12 months - including North Adelaide, Walkerville, Semaphore, Prospect, Belair, Woodville South, Fullarton, Somerton Park, Gawler East, Crafers, Craigmore and Elizabeth Park.
Adelaide has a broad geographical spread of LGAs with good numbers of growth markets. There are eight municipalities which each have at least three suburbs with rising sales trajectories likely to lead to price growth.
The Marion LGA, a middle-market area in the south-west of Adelaide, has emerged in 2017 as the No.1 municipality and it now has nine suburbs with upwardly-mobile markets. 
Oaklands Park (median price $470,000) has lifted sales from 18 to 24 to 29 to 30 to 37 to 41 in the past six quarters. Other growth suburbs in the Marion LGA include Sheidow Park, Clovelly Park, Dover Gardens, Edwardstown, Glengowrie and Mitchell Park.
Another middle-market area, the Charles Sturt LGA which includes suburbs like Henley Beach and West Beach, was a previous Adelaide market leader and still have five growth suburbs. 
They include Findon, Grange and Semaphore Park. Findon sales have risen from 27 to 40 to 45 to 50 in the past four quarters.
Two affordable areas in the far north - the LGAs of Salisbury and Playford - continue to stand out, each with five growth suburbs. 
Playford, which is the fastest-growing LGA (in terms of population) in SA, offers some of the most affordable housing in capital city Australia. Its growth markets include Andrews Farm (median price $260,000), Craigmore ($285,000) and Davoren Park ($180,000).
Salisbury LGA also has several growth suburbs, including Salisbury North ($265,000) where sales have risen from 40 to 45 to 50 to 55 in recent quarters.
The Campbelltown LGA, which previously stood out for the number of suburbs with consistent sales performance, has emerged in our latest survey with five suburbs with strong growth markets, headed by Hectorville and Campbelltown. 
Elsewhere, the suburb of Gawler East has lifted sales from below 30 per quarter 18 months ago to 45-50 per quarter in 2017.  On the back of that increased activity, its median price has risen 12% in the past year to $380,000.
