For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

<a href="https://www.apartments.com.au/project-marketer/equitifund-group">Equitifund</a> Executive Chairman Greg Huxley said the structure offers buyers a level of certainty that is difficult to replicate.

The location continues to be one of the project's strongest drawcards. Castle Hill Metro Station sits virtually on the doorstep, providing direct connections across Sydney's expanding Metro network, while Castle Towers offers extensive retail, dining, entertainment, and service amenities within walking distance.

The building, now named after its location at 9 Gay Street, comprises a diverse mix of one-, two-, and three-bedroom apartments starting from just under $600,000.

Equitifund National Sales Director Ben Hamblett said demand in the Hills District continues to be driven by buyers seeking convenience and connectivity.

"Interest from both owner-occupiers and investors in Castle Hill remains exceptionally strong, with buyers consistently prioritising developments in close proximity to the Metro station and Castle Towers Shopping Centre," Hamblett said.

"There is a clear trend in the market, with purchasers seeking convenient access to transport and lifestyle amenities that support a seamless, low-maintenance way of living."

On top of the long-term protection afforded by the remaining $7.2 million bond, Equitifund is offering a limited-time stamp duty rebate on selected apartments.

Why now is the time to buy in Melbourne's premium apartment market

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

The development was completed in the late 1990s after East Asia Property Group paid $8.5 million for Cardigan, the waterfront mansion of solicitor Cedric Symonds and his socialite wife Elizabeth.
They knocked down the building in 1996 and replaced it with a six apartment development with a pool and private jetty.
The penthouse first traded for $7.1 million in 2001, three years after its completion. It was bought by David Wilkenfield, a ballet clothing manufacturer.

The last sale in the tightly held block was three years ago when Anthony Hourigan and Monique D'Arcy Irvine from the recruitment company, Hourigan International, bought the third level apartment for $7 million.

It took the mortgagee broking pioneer Aussie John Symond less than a week to find the $5.25 million buyer of another of his Elizabeth Bay investment apartments, this one vacated by his London-based son, Stephen.
With 246 sqm internal space, the three bedroom, three bathroom apartment cost $2.9 million in 2012, so reflected 10 percent annual price growth.
It was in the same block where he secured a recent <a href="/news/aussie-john-symond-sells-elizabeth-bay-apartment-for-7-25-million">$7.25 million sale</a>.
Symond retains just the one in the complex set opposite Del Rio where Crown boss John Alexander recently sold the penthouse to property developers Michael and Prue Williams.
They sold their Tarana, Potts Point Italianate triplex apartment to power couple David Maloney, a partner at Allens, and his wife, Infrastructure NSW executive director Erin Flaherty for $8.5 million.
Alexander will base based at Robertson in the Southern Highlands, and possibly has picked up a Barangaroo apartment where James Packer spent $60 million for a whole floor.
Packer has sold his $29 million Bondi Beach paid to Medich hotelier family.

The London-based Aussie John Symond has sold an investment apartment for $7.25 million.
The Elizabeth Bay apartment was bought in 2015 for $6,125,000, reflecting 4.5% annual price growth during the near four year ownership by the retired mortgagee broking pioneer.
It was apparently superflouous to his needs, not a reaction to the declining market sentiment.
The three bedroom, three bathroom apartment had been a $3,900 a week rental after its 2015 acquisition. 
Symond retains two other apartments in the boutique complex.
His fashion designer daughter Deborah Symond who recently married Ned O’Neil, son of property developer Denis O’Neil lives in the complex. His Knightsbridge, London-based son, Stephen has the complex as his Australian bolthole.
Developed by the Hindmarsh Group, the complex, which comes with park and harbour views, is a six-level development, designed by PTW Architects' Andrew Andersons, and marketed as featuring interiors by Freedman Rembel.
Its flooring was a mix of timber, stone and carpet with fireplaces in the living rooms.
It is not the only investment property he's sold recrntly.
The other was a $13.5 million Point Piper penthouse, near his own home on Sydney Harbour, which was renovated after it cost $8.2 million when bought from Nati Stoliar. It was briefly a $5000 a week rental.
Last year he opted out of selling his Point Piper mansion despite an offer of more than $100 million. 
Wingadal, his Point Piper trophy home set on 2685 square metres, quickly piqued the interest of buyers, but its listing came with no compelling need to sell.
The copper-capped roofed and sandstone skirted home, once nicknamed Aussie Stadium, has a floor space of 2200 square metres over four levels.
The six bedroom home, all with ensuites, features two swimming pools, and 75 metres of absolute waterfrontage.
He married Amber McDonald at the home in early 2016.
On turning 70, he decided spend a bit more time in London with easy access to Hasna, a luxury 73 metre yacht on the Mediterranean. 
His superyacht was nominated in this year's Boat International Media World Superyacht Awards.
Symond previously lived in a Walsh Bay penthouse which sold for a record $16 million in 2006.
In 2016 the then Aussie Home Loans executive chairman John Symond suggested interest rates could remain low for a decade.
"I'm not saying it won't go up, but we won't see 6 to 7% interest rates for a decade plus," he suggested.

The W Property Group founders are believed to be the $8 million plus buyers of the unit atop the Spanish Mission block which Alexander had owned since 1993.
The exclusive Billyard Avenue block designed in the late 1920s by J.Spencer-Stanfield features only one apartment per floor.

The Alexander's still retains a foothold in the New South Wales property market with a Southern Highlands retreat in Robertson.
Earlier this year they sold their nearby retreat, known as Possumwood. 
It's been a busy time too for the Williams' on the property front.

They've just sold their former Potts Point residence, a Wylde Street apartment set in a Victorian Italianate villa-style mansion.
It sold in just one day through Greg McKinley at Richardson &amp; Wrench Elizabeth Bay.
The two level apartment, which once belonged to local restaurateur Paolo Toppi and her husband Neil Cunningham, spans 510 sqm and has three bedrooms, three bathrooms and a private garden courtyard.
It has views of the harbour from its grand tiled balcony with wrought iron lacework.
The Williams' paid $5,525,000 in 2015 when they were downsizing from their Northwood waterfront, which sold for a suburb record $10,375,000.
Their Bondi stint was much more short-lived.
They paid $4.1 million for a three bedroom apartment late last year, only to on sell last month through Pauline Goodyer at Goodyer Real Estate for a higher price.
They established W Property in 1993.

Michael Williams buys Del Rio, Elizabeth Bay penthouse from John Alexander

Ray White Elizabeth Bay agent Ian Campbell sold the home to Eckhart and Celia Bischoff, who were on Wolseley Road, Point Piper.
The whole floor Belltrees apartment was officially in the name of Helen Neal, who now gives her address as an old rectory in Bures, Suffolk.
Spanning 255 square metres, the apartment last traded in 2012 for $6.3 million when it was bought from Philip Wolanksi's Denwol property group.

Waterhouse family lists Elizabeth Bay trophy home, Tresco

The former Australian Prime Minister Paul Keating has popped another apartment into his property portfolio.

It is a one bedroom 65 sq m unit in the patch he knows best, Elizabeth Bay. He has implemented a visionary approach to family estate financial planning through residential property investment ts.

This one, which is on Billyard Avenue, cost $1,625,000.

It is set in an block of 11, across the road from the famous Fox family trophy home Boomerang.

Keating has been an owner in Elizabeth Bay for more than decades.

He paid $225,000 for a terrace house in the neighbourhood in 1983.

He was briefly Woollahra based after paying $2.2 million for the historic St Kevins in 1994 when he was Prime Minister.

Keating, who led the Labor Party from 1991 to 1996, was the 24th Prime Minister of Australia having first served as Minister for Northern Australia in the Whitlam government.
