Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

Demand for off the plan units is expected to continue within Darwin, with first home buyers expected to drive continuing growth through to 2016, according to Herron Todd White.
Herron Todd White's September Month in Review found while the pace of demand is less than 2012 and 2013 peaks, development across Darwin is steady.
"With the continuance of very healthy incentives available for new stock we would expect that the demand for off the plan units will continue," the report noted.
"The existing unit market is very largely dependent on the next move from the NT Government. It is widely considered that a reinstatement of FHOGs on existing property, particularly entry level units, will help boost this section of the market through late 2015 and into 2016. 
"The most recent data as produced by the REINT highlights that the overall Darwin median unit price is $480,000 which remains quite stable only falling 1% year on year to June 2015."

All signs point to future heartache for owners of inner city apartments and suburban townhouses in Gladstone, according to Herron Todd White.
Herron Todd White's September Month in Review said only two modern apartments have sold in 2015 so far, with both showing declines of between 45% and 50% from sales in the market peak between 2011 and 2012.
The review stated the market for older townhouse and unit stock in suburbs around the city has been fairly active over the past several months, with 13 sales to date for units.
"Despite the oversupply of unit products in Gladstone we are aware of a number of projects that have recently started marketing units off the plan and there is another fairly significant townhouse development which has commenced construction," the report noted.
"Another worrying sign for the unit market in Gladstone is the vacancy rate which has been steadily climbing over the past several months.
"The vacancy rate peaked in December 2013 at 10.2% and has generally fallen until around January 2015 at which time it started rising again. The vacancy rate currently sits at 6.8%, the highest it has been since May 2014.
"The unit market in Gladstone is performing very poorly at present and given the current low level of demand, the high level of supply and the rising vacancy rate, the signs are pointing toward further heartache for owners of inner city units/apartments and suburban townhouses in Gladstone."

More than 100 apartments were snapped up within three and a half hours at the recent launch of Parramatta’s Promenade No. 2 development.
A total of 198 apartments made up the first release of the $314 million project located on the Parramatta River.
While the display suite doors didn’t open until 8.30am, eager buyers lined up from 6.30am, ready to snap up a one, two or three-bedroom apartment with prices starting from $518,000.
The apartments released were less than 200 of the 505 units that will make up Promenade No. 2.
CBRE managing director David Milton said the project had seen interest from both owner-occupiers and investors with the former making up 60 per cent of the day’s sales.
“There was a lot of local interest and a lot of interest from the greater Sydney area,” Mr Milton said.
Promenade is being developed by Starryland Australia, a local division of China-based company Fuxing Huiyu Real Estate.
Starryland’s executive director Hao Liu said the company took an interest in Parramatta because of its commercial nature landscape with an aim to transform it into a residential city.
Communal spaces will include 1.2 hectares of landscaped gardens, an artificial beach and water fountain on the banks of the river, a raised landscaped leisure zone with river views, trees with large potted plants and expansive timber decks.
There will also be a multipurpose communal pavilion, barbecue facilities and a retail plaza.

Two bedroom units on flat land close to the town of Lennox head is currently in high demand, with demand for attached housing in Byron Bay, Mullumbimby, Lennox Head and Ocean Shores and nearby areas up, according to Herron Todd White.
Herron Todd White's September Month in Review noted demand in Lennox Head forced developers re-think design options with unit stock across the region limited and in high demand.
The review said interstate buyers from Sydney and Melbourne who are used to smaller land areas still find duplex units and townhouses with yard space attractive and not overly different to the overall land areas they were used to.
"Off the plan purchases are still at a minimum and agents are reporting they are hard to convert into sales until the finished product is near fully complete," it said.
"Ocean Shores and surrounds is considered a good opportunity. The buy-in prices are relatively cheap when compared with the larger resort townships of Byron Bay and Lennox Head."

A large number of residential apartments along Canberra's Flemington Road corridor through suburbs Franklin and Harrison could be delayed until pre-commitment sales increase and demand strengthens, according to Herron Todd White.
Herron Todd White's September Month in Review found a large number of medium density apartment developments either being built or nearing completion in Belconnen, Central Canberra, Gungahlin and Woden with high quality inclusions and in some cases smaller floor plates.
"The entry level price point for a modern 1-bedroom unit in the Gungahlin area is around $260,000, while high value, centrally located penthouse style units can achieve $2 million plus price levels," it said.
"The average number of multi unit sales in Canberra equates to 3,000 to 3,500 on average per annum. Of this amount approximately 50% are new units. Accordingly, some 1,750 new multi unit dwellings are required to meet annual demand in this sector of the market."

Sales of apartments around the Mt Gambier region have been stable over the last few years since a hefty fall in sales from 2009 to 2010, according to Herron Todd White.
Herron Todd White's September Month in Review found in 2009 there was a movement to introduce smaller, high density living but it didn’t appeal to locals.
The report noted a lot of apartment developments were aimed at out of town investors who had no intention of living in them.
"These higher density units have started to appear on the market for resale and after extended marketing periods and price discounts, they have not been very successful in achieving a sale which does show the lower demand for this property type," it read.
"The price range for units varies greatly from $50,000 to $325,000. Within the past 12 months most unit sales have occurred between either $76,000 and $125,000 and $176,000 and $250,000. In the past 12 months there have been very few unit sales occurring above $250,000.
"The reason for few units selling above $250,000 is often due to the fact that for a similar price a family style home on a larger allotment can be purchased. Higher valued units exceeding $350,000 have been constructed in the area. However, they do not sell often and when placed on the market often require extended marketing periods and discounting to achieve a sale."

Mt Gambier locals shun higher density living: Herron Todd White

The Gold Coast has achieved its highest level of apartment sales in five years, with record activity expected to continue, according to new research.
The latest Urbis Gold Coast Apartment Essentials report revealed a total of 314 transactions occurred among 44 projects between April and June with a weighted average sales price of $558,838.
Urbis senior consultant Lynda Campbell said developer confidence, affordable product and lifestyle opportunity were pushing a large number of new projects on to the market.
“Six new projects have launched this quarter with the possibility of another 22 project launches between now and the end of the year. This would bring another 2,500 new apartments on to the market which will keep supply levels strong into 2016,” Ms Campbell said.
“The Gold Coast has recorded almost 1,100 sales over the last year, an increase of 34 per cent compared to five years ago.
“We will start to see some price increases in the coming year as new projects are released in prime locations which is likely to increase demand from overseas and interstate investors,” Ms Campbell said.
The Urbis Gold Coast Apartment Essentials report also revealed the Coastal Fringe was the most active precinct with 159 sales, making up 50 per cent of all transactions.
Ms Campbell said the Coastal Fringe offered solid returns and good value for developers, investors and owner-occupiers.
“The precinct offers affordable product and access to major entertainment and retail hubs, providing flexibility for families and for investors,” she said.
The two-bed two-bath product remained the most popular across all precincts, equating to 58% of all supply.

Herron Todd White's September Month in Review said construction costs has forced developers to reduce the size and scope of their product to meet a price point. 
"Another factor to impact the unit market over the past years has been the impact of escalating body corporate fees," the report noted.
"Our current assessment of the unit market is that it remains relatively flat overall at a combined total of around 50 to 60 new and established unit sales per month. 
"Our unit survey as at the June quarter indicates a supply of 84 new developer units available for purchase. Current supply consists of three new units available in the CBD and 81 in suburban developments (within developments of 20 or more units)."
