Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

He said the delivery of additional housing would also play an important role in supporting the revitalisation of Norton Street and the Italian Forum.

“By increasing the local residential population, the development is expected to strengthen demand for local businesses, encourage further investment, and help restore the vibrancy that made the precinct a thriving destination in the early 2000s.”

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.

Doueihi founded Ceerose in 1998 and has grown the business to become one of Sydney's more active apartment developers in recent years, with completed projects including The Alex Collective in Alexandria, Abbie's Lane in Annandale, and the award-winning Munro House in Elizabeth Bay. New apartment sales on the Gold Coast jumped by more than 80 per cent in 2015 and the trend is expected to continue this year, with two-bedroom homes the most popular, according to new research by consulting firm Urbis.
A total of 1,494 new apartments were sold last year compared with 825 in 2014, reveals the latest Gold Coast Apartment Essentials report.
Affordability, foreign investment and population growth contributed to quarter-on-quarter sales growth in 2015, said Urbis senior consultant Lynda Campbell.
“The Gold Coast apartment market has experienced its highest level of activity in almost eight years, after a lag in residential construction following the global financial crisis,” Campbell said.
Urbis said it was monitoring 26 new projects which could launch during the next six to nine months and bring some 2,500 new apartments to the market, which at the current sales rate, is roughly 18 months’ supply. However, demand is expected to increase as the Gold Coast experiences one of the highest rates of population growth (2.3 per cent) in South East Queensland, the latter figure is according to the Queensland Treasury and Trade.
“Retail, health and transport projects including the $670 million redevelopment of Pacific Fair Shopping Centre and stage two of the Gold Coast Light Rail are expected to continue to drive lifestyle factors and demand in 2016.”
Sales activity ramped up in the last quarter of 2015 with 453 transactions across 58 projects, compared to 416 sales in the previous quarter and 303 in the corresponding period of 2014.
The luxury apartment market also experienced a sales surge between October and December with 37 sales exceeding $1 million, compared with 12 in the previous quarter and 18 in the corresponding period of 2014.
The majority of activity was around the Gold Coast Central precinct which recorded 254 transactions for the quarter and 714 sales in total for 2015.
The two-bed two-bath apartment product was the most popular product type for the year with 428 total sales across the precinct.

Keogh has paid $2.85 million for the <a href="https://www.realestate.com.au/property-apartment-nsw-cronulla-121147990" target="_blank">three bedroom, two bathroom beachfront apartment</a> which sold through Highland Property agents David Highland and Mitchell Wynn.
The apartment is located in the award winning Tiana which was built by the highly regarded property developers Bezzina Group in 1995.
A wrap around balcony with dining and entertaining areas looks over the ocean.
The property last sold in 2013 for $1.925 million. 
Regarded as one of Australia's greatest ever basketballers, Keogh stayed in the sportsworld becoming involved in the Sydney Olympic Games bid team. 
He was then recruited by the Seven Network as the Head of Olympic Marketing, focusing on the promotion of the 2000 Sydney Olympic Games. 
After Keogh worked in the television sales and marketing, he was announced as the chief executive of cinema advertising company Val Morgan in 2013 before being made the CEO at the Hoyts Group.
Keogh is also the chairman of the Cronulla Sharks NRL team.
Keogh had long lived in the shire having bought a five bedroom Lilli Pilli house back in 1997 for $800,000.
The long time Sydney Kings captain represented Australia at three Olympic Games and played 207 times for the national team.
Keogh married fellow basketballer Maree White in 1986 and have four children.

Residential property developer TOGA has announced its third project for the Sydney suburb of Macquarie Park. 
Its latest project, a $160-million, 23-storey tower, will be the suburb's tallest residential tower with views through to the Sydney CBD skyline.
Designed by Turner architects, One Twenty Macquarie at 120 Herring Road will offer 196 apartments with a gym, theatrette and landscaped gardens as part of the development.

TOGA has two other successful projects nearby. 
Its 618-apartment development Macquarie Central has sold out and its Macquarie Green, 164-apartment development is very close to being all sold. 
Macquarie Park, around 16 kilometres to the Sydney CBD, is home to Sydney's second-largest business park with projections of being Australia's fourth-largest CBD by 2030. 
It is also has nearby one of Sydney's major universities, Macquarie University. 
The project will have apartments ranging from one-bedroom apartments to top-floor penthouses.
Construction of One Twenty Macquarie is expected to see completion in 2018. Sales will begin in March.

New apartment sales dropped 15.1 per cent nationallyï¿½in November 2015, according to theï¿½Housing Industry Associationï¿½sï¿½new home sales report,ï¿½released on Thursday.
HIA chief economist Harley Dale said it was a ï¿½confluence of factorsï¿½ that droveï¿½the home construction decline, with aï¿½steeperï¿½descent apparent for the ï¿½multi-unitï¿½ market compared to detached houses.
The HIA New Home Sales Report, a survey of Australiaï¿½s largest volume builders, showed a third consecutive decline in November 2015.
ï¿½A confluence of factors is driving a decline in leading indicators of new home construction.
"The lagged effect of slowing population growth, an up-tick in variable mortgage costs, over-reach on the part of APRAï¿½s credit controls, and an easing in property price growth in Sydney and Melbourne are all in play,ï¿½ said Dr Harley Dale.
"In a welcome sign for the short term residential outlook, leading indicators such as HIAï¿½s new home sales didnï¿½t fall sharply in the second half of 2015."
HIA new homes sales fell by 2.7 per cent in November 2015, a result driven by a 15.1 per cent drop in ï¿½multi-unitï¿½ sales.
Detached house sales increased by 1.1 per cent due to a stronger November across the eastern seaboard.
Over the three months to November last year detached house sales fell by 4.1 per cent while the sale of multi-units dropped by 11.8 per cent.
In the month of November 2015 detached house sales increased in three out of the five mainland states.
Detached house sales increased by 8.0 per cent in Queensland, 3.3 per cent in Victoria, and 0.7 per cent in New South Wales. Detached house sales fell by 1.0 per cent in South Australia and by 9.0 per cent in Western Australia.

HIA's Harley Dale blames APRA credit over-reach for housing construction decline

BPM has appointed award-winning residential builder Icon Co to construct its landmark Shadow Play residential development.
Located at <a href="https://www.bpmcorp.com.au/projects/shadow-play/" target="_blank">105 Clarendon Street</a>, Icon Co will be responsible for delivering the $300 million project.
The 46 level tower will commence construction this month and is expected to be completed in May 2018.
BPM founder and company director Jonathan Hallinan said the appointment of Icon Co followed the construction company’s recent partnership with Japanese construction giant, Kajima Corporation.
“Our recent move towards larger-scale projects is aligned with Icon’s growth strategy.
"Shadow Play reflects our focus on higher density development and we were keen to work with project partners, such as Icon and Elenberg Fraser, who we feel confident can deliver our vision for the project."
The new development is designed by Melbourne based architects Elenberg Fraser with interiors by Hecker Guthrie.
Shadow Play will compromise 475 one, two and three bedroom apartments, as well as 150 car parks and a 600 sqm communal space on level nine. 
The block has already sold 85% of its apartments, with the penthouse selling to a local purchaser in June 2015 for $10.4 million.
The complex amenities will include a private dining area with kitchen and lounge area, gym, spa, steam room, bubble pool, barbeque and sun bathing, as well as a rooftop area with reflective tree pods.

If you are purchasing an apartment that offers a galley style design, try and include a study bench at the end of the cooking area. Maximise the use of space, the busy professional is known to cook whilst sending emails at the same time. Offer tenants the bells and whistles, as this will maximise your market appeal. The bells and whistles may include broader aspects of a purchase, such as building facilities like garden rooftops, BBQ areas, gyms, pools, rental car access and entertaining spaces. If you can purchase within a development that offers amenities onsite, tenants feel they are getting bang for their buck.
Building facilities are seen as an attraction and assist in maximising individual apartment appeal. Also, consider extras such as car parking, storage cages and appliance packages, these extras may set you aside from the rest, should you see your apartment become available within a saturated rental market…  
There is always a lot to think about when investing within property, let alone investing within off the plan property, however, if you stick to the basics and account for the needs and wants of tenant’s, you will increase your chances of investment success.

Melbourne’s median apartment price rose 2.6% in the September quarter to $532,000, according to the REIV. 
REIV CEO Enzo Raimondo said there was currently a range of commentary around market movement however while the market was cyclical, it was in an upward trend at this time.
Property Observer went 'house hunting' based on the median range and found seven units, with the Richmond suburb dominating the list.
Here's the list, with a couple of units from Richmond first.

This one-bedroom New York 'warehouse style' apartment created by architects Jackson Clements Burrows (above)  sits at <a href="https://www.realestateview.com.au/Real-Estate/17-8-lord-street-richmond/Property-Details-buy-residential-9668646" target="_blank">17/8 Lord Street</a>, Richmond. The listing is by Tim Heavyside and Rick Volpi of Fletchers on November 14.
5. Blue bay views and a north-facing balcony terrace characterise this two-bedroom unit at <a href="https://www.realestateview.com.au/Real-Estate/4-323-beach-road-black-rock/Property-Details-buy-residential-9669438" target="_blank">4/323 Beach Road, Black Rock</a>. The auction is on November 14 with a $500,000-$550,000 price range and the agents are Nick Jones and Simone Tindall of Chisholm &amp; Gamon Property.
6. A two-bedroom unit with views of the city's skyline at <a href="https://www.realestateview.com.au/Real-Estate/5-661-malvern-road-toorak/Property-Details-buy-residential-9622102" target="_blank">5/661 Malvern Road, Toorak</a> goes under the hammer for $520,000 - $570,000 on October 31. 7.
