The enormity of delivering a true skyscraper in Australia's new development market is often overlooked.

It has taken the best part of a decade since plans for Chevron One were first unveiled, but the 41-storey tower is now complete, with residents collecting their keys and moving into what has become one of the Gold Coast's most recognisable new landmarks.

Rising 127 metres above Chevron Island, Chevron One stands almost twice as high as any other building on the island. Its scale places it alongside the trio of towers at Jewel, arguably the last truly significant addition to the central Gold Coast skyline when they were completed around six years ago.

While there are several developments underway around a similar height to Chevron One, they are more concentrated within clusters of the highest towers in the city. Developer Bensons Property Group is behind the 41-storey tower, which has 229 apartments, along with an exhaustive list of resident amenity spread across what is the largest development site ever assembled on Chevron Island.

The tower has been the talk of the town for years, says Ray White Projects Gold Coast agent Caitlin Rosenboom, who is selling the remaining apartments.

"People have been watching Chevron One go up for years," Rosenboom says, adding that many prospective buyers have been surprised by the scale of the views once they step inside.

"It's only when they walk through a completed apartment that they truly understand the position of the building," Rosenboom says.

"That's allowed Chevron One to deliver the sort of amenity, open space and resident facilities that very few projects can offer. There are not many completed apartment buildings on the Gold Coast right now that can compete with the combination of scale, quality and amenity."

Late last week, Target Australia moved into its new eight-storey headquarters within the Williams Landing master planned community. Developed by Cedar Woods, the new building comprises 12,960 sqm pf A-Grade commercial space accommodating 850 Target employees and featuring a ground level cafe. The new building was completed by Hacer Group in November 2018

Williams Landing is located in Melbourne’s booming western corridor and has been designated as a Priority Development Area by the Victorian Government. According to Cedar Woods, Target’s move to Williams Landing reflects the area’s attractiveness as a growing commercial destination and will support job creation, benefit existing local businesses and attract other leading companies to the area. Upon securing Target as the anchor tenant for 10 years, Cedar Woods sold the building to Centuria Metropolitan REIT for $58.39 million.

Target Australia Moves Into New Headquarters in Williams Landing

At a sod turning ceremony held on Friday 17 August, Wyndham City Council Mayor Cr Peter Maynard joined Cedar Woods’ Chief Operating Officer Patrick Archer and JGS Property’s James Service (representing purchaser Hellenic Property Investments), to officially break ground on the project

Accommodating up to 320 employees, the four-storey building will add 3,126 sqm (NLA) of new A-Grade Commercial office space outside the traditional CBD and city-fringe locations.

Designed by Gray Puksand, 107 Overton Road will target a 4.5-Star NABERS rating and will also include 92 car parks. Hacer Group has been appointed to deliver the project with completion anticipated in late 2019.

Cedar Woods breaks ground on Williams Landing's next office building

Urban.com.au has previously highlighted the ongoing development underway at Cedar Woods' Williams Landing development, particularly <a href="/news/williams-landing-pushes-on-with-additional-commercial-developments">more recently</a> with respect to further commercial buildings in the pipeline.

So it comes as no surprise to learn that Cedar Woods has signed an agreement to sell a third office building -  107 Overton Road - to Hellenic Property Investments Pty Ltd for $25.93 million.

The terms of the sale, which represents a  yield of 5.4%, requires Cedar Woods to develop the building, with handover and settlement of the completed project expected in 2020.

This follows Cedar Woods' announcement in April of this year that it had moved to pre-sell the four-level purpose built building, which has been fully leased to the Victorian State Government for 15-years.

According to Cedar Woods, there was strong interest in the building which it believes reflects Williams Landing’s emergence as a commercial and retail hub in Melbourne’s west.

The Company says the sale of a third building is consistent with Cedar Woods’ strategy of adding value to its developments and then recycling capital into new opportunities.

Cedar Woods Sells Third Williams Landing Office Building

On the back of attracting Target Australia and and the Minister for Finance's office to one of Melbourne’s fastest growing commercial precincts, images have been released of the tallest commercial development planned thus far for the suburb, spanning 10 levels. It along with an adjoining new commercial office building form the basis of Cedar Woods' next attempt to attract a major tenant to the suburb which is midway between Melbourne's CBD and Geelong.

Agents Colliers International &amp; Knight Frank have been appointed to market the new space designed by Gray Puksand with up to 20,000 square metres available.

The new four-level A-grade office building is located at 107 Overton Road, with Cedar Woods successfully leasing the asset to the State Government agency for 15 years.

Completion is expected during July 2019, although earlier this year Cedar Woods chose to sell the building via an expressions of interest campaign handled by selling agent CBRE. 107 Overton Road includes in excess of 3,000 square metres of office space and 92 vehicle bays, and is reflective of the impetus Williams Landing has managed to muster since its inception.

Ultimately it's expected that Williams Landing will cater for a workforce in excess of 23,000 people, whilst also accommodating thousands of apartments and a proposed hotel which is slated for the southern-most plot within the suburb.

Hacer has a trio of projects at construction; most notable is the Gray Puksand-designed Target Australia headquarters which spans 8 levels, whilst a side by side build will also see further office space and apartments delivered by the builder.

One aspect of the dual site includes a 5 level strata office building including 39 suites, with the adjoining building a 7 level apartment building which encompasses 42 dwellings. Dubbed Lancaster Apartments, the project was 100% sold prior to commencement.

Also due for completion in August are Oxford Apartments. Builder Figurehead has been tasked with the $23 million delivery of 100 apartments and 3 retail tenancies within the projects which is located at 2 Clark Street, Williams Landing.

Figurehead completed the initial apartment offering within Williams Landing. The DKO Architecture-designed Newton Apartments were completed during April 2017 and includes 57 apartments.

Williams Landing pushes on with additional commercial developments

Cedar Woods’ latest apartment project in Williams Landing, Lancaster Apartments has sold out in just six months, reinforcing the demand for medium-density housing in Melbourne’s rapidly growing west.

Designed by DKO Architecture, the seven-storey building has a distinctive architectural form which responds to the shape of the site and acts as a bookend to the mixed-use complex. Recent data from the Australian Bureau of Statistics confirms that in October 2017 Victoria’s population was at 6.35 million residents, with Greater Melbourne growing by 126,175 people in 2015-2016 alone.

The City of Wyndham was also confirmed as one of the nation’s fastest-growing municipalities and, according to population consultancy .id, has a current population of 250,186, increasing by 37 per cent between 2011 and 2016.

Williams Landing's third apartment building, Lancaster sells out

Image : Supplied</figcaption></figure>According to 2016 Census data from the Australian Bureau of Statistics, Wyndham remains one of the fastest growing municipalities in Australia, with 55,500 people moving to the area since 2011, a growth of 34.4 per cent.

This population growth is also seeing more businesses invest in the west, and in turn Williams Landing. According to a report prepared by economists MacroPlan Dimasi, on completion the Williams Landing town centre has the potential support in excess of 21,000 jobs, the majority of which will be white-collar roles.

To further support this demand, Cedar Woods is currently in the planning stage of its next strata office building, 101 Overton Road, which will offer premium commercial suites in the heart of the Williams Landing town centre.

Urban.com.au asked Cedar Woods Chief Operating Officer Patrick Archer what he credited the sell out success to and how the project fits into the overall vision for Williams Landing.

Urban.com.au: What do you attribute the sell-out success of 111 Overton Road to?

Patrick Archer: Williams Landing is located at the gateway between Melbourne and one of Australia’s fastest growing communities with 34 per cent population growth over the past five years. This strong growth is creating opportunities for businesses to grow and expand in the area.

Furthermore, Williams Landing provides an ideal location for businesses with numerous amenities within walking distance such as the Williams Landing Train Station and Williams Landing Shopping Centre.

The success of 111 Overton Road can also be attributed to the attractive price points, with an average sale rate of $5,000/sqm, in comparison to strata offices in the CBD commanding in excess of $10,000psm.

UM: A second strata office at 101 Overton Road is already on the cards. Do you envisage any future commercial development which would be lettable to larger tenants?

PA: 101 Overton Road will bring a further 6,000 sqm of high-quality strata office space to the west. With areas ranging from 50-160 sqm, we hope to launch this project in the next couple of months.

We currently have another office development, 95 Overton Road, in town planning which will comprise a further 9,000 sqm building over 10 levels. We are actively looking to pre-lease this space. The recent relocation of Target Headquarters from Geelong and Williams Landing has also boosted interest in the Williams Landing Town Centre.

PA: We envisage the Williams Landing Town Centre as a dynamic commercial and retail hub in Melbourne’s western region. We see the suburb acting as a major centre for business and retail, as well as providing contemporary public spaces for leisure and recreation.

The two strata office projects are keeping in line with this vision, as the convenient location of Williams Landing gives proximity and linkage to a safe, convenient and fully integrated transport network for pedestrians, cyclists, motorists and public transport users.

The two office buildings also tie into the already established Williams Landing Shopping Centre and the new Target headquarters to be completed by the end of 2018.

UM: Do the two Overton Road projects reflect a change in the market, in terms of moving focus away from residential development to commercial?

PA: We believe that both the residential and commercial markets are undersupplied. We continue to see strong demand for both types of product, with 111 Overton Road selling out in just seven months.

The buyer profile of 111 Overton Road comprises local investors and owner-occupiers, with various white-collar small businesses securing the suites at 111 Overton Road. Some of these businesses include accountancy firms, financial planners, IT companies, law firms and architectural practices.

This evolution of a demographic who live and want to work within the west is the basis for ongoing high-quality commercial development at Williams Landing.

UM: And building on this do you believe 2018 will be the year for commercial development in Melbourne?

PA: We are seeing a clear trend of tenants making the decision to move to a suburban office. This is driven by a lack of supply and rising rental values in the Melbourne CBD along with many businesses looking to decentralize.

Target has signed a 10-year agreement for lease with Cedar Woods for a 12,600 sqm office building over eight levels. The building will cater to 850 employees. 
The building will be constructed by Hacer Group for $37 million plus GST, with work expected to begin next month and completion expected by the end of 2018. 
Developed by Cedar Woods, Williams Landing is located at the gateway to the Melbourne western corridor. The development is designated as a Priority Development Zone by the Victorian government. 
Located adjacent to the Williams Landing train station, it is an easy commute from the Melbourne CBD, Geelong and the western suburbs.
Cedar Woods chief operating officer Nathan Blackburne said Target’s move to Williams Landing represented a stimulus to Melbourne’s growing western corridor.

As Williams Landing's first apartment development filters through to market, it signifies the grander intentions of the development team headed by Cedar Woods to provide the suburb with a genuine town centre. Abutting Williams Landing Railway Station, Newton Apartments is the first move toward higher density living within the suburb.

Cedar Woods' Patrick Archer and Mike Day of town planning firm Roberts Day were on hand to answer a number of questions regarding current developments, future intent and the fundamentals required to successfully bring a new higher density town centre to traditionally low density area.

<h2>Patrick Archer on Newton Apartments and a robust town centre</h2>

It came as a surprise to realise that Williams Landing has no height limits, with Patrick Archer explaining the Priority Development Zone is not subject to such restrictions. Not to say Williams Landing will host skyscrapers in the long term, but it does allow the development team greater flexibility to react to market demand.

And their vanguard apartment project comes in the form of a DKO Architecture-designed building containing 57 larger than average one and two bedroom apartments. Located on Overton Road, the project is an equivalent distance to Melbourne's CBD as is Box Hill or Doncaster, both of which are current apartment hot spots.

The larger than standard apartments have drawn interest from both investors and locals, with Patrick Archer explaining that home owners already living in Williams Landing have seen the project as an ideal investment. This is further solidified with local parents also seeking to purchase for their children at what will be a highly competitive pricing point.

Quizzed on future intentions for the remainder of Williams Landing, Partick Archer states that the town centre will be rolled out over the next decade and will be mixed-use in its nature. With the nearby Werribee East Employment Precinct in the wings and Wyndham's population growth one of the strongest in Australia, Williams Landing provides a unique opportunity for Cedar Woods to further entrench higher density outcomes in Melbourne's west.

Underpinning a highly interesting chat with Mike Day is his belief that outer suburbs with little more than detached housing will continue to decline. Referencing Leigh Gallagher's 'The End of the Suburbs', Mike Day explains that contemporary property buyers want the inner-city lifestyle and urbanism regardless of where they are located; essentially they desire "urban 'burbs".

While many buyers for a number of socioeconomic reasons will head to middle and outer Melbourne locations, the inclusion of town centres within any given development is a tangible selling point.

A collaborative to planning the suburb included Cedar Woods, Roberts Day, Wyndham City Council, DKO Architecture and fellow project architect Hames Sharley, with the intent of roadmapping the future direction for the new suburb.

Fundamentals were identified and implemented with Williams Landing Railway Station delivered in addition to a shopping centre, freeway access, parkland and the provision for a future town centre. Mike Day nominated ease of transport and walkability as the key factors which gives Williams Landing an edge and an ability to build a neighbourhood unit rather thanmerely present as another nondescript suburb.

Asked if scalability was factored into the initial stages of placemaking Mike Day pointed out that if the fundamentals are addressed, the potentially explosive growth of Williams Landing via its new town centre will be accommodated easily enough. Further Mike Day insists that the future size of the town centre is essentially irrelevant; regardless of 5 levels or 50 the human scale and treatment is critical to Williams Landing's overall success.

With this in mind it will be interesting to follow the evolution of Williams Landing's town centre as it is progressively delivered, and what form it will take.
