Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Brisbane’s Cross River Rail development consortia appointed by Queensland government

South East Queensland’s commercial market has experienced a strong start to 2019, with the first quarter marked by plenty of activity and confidence, according to Knight Frank.
Knight Frank Partner and Head of Queensland Ben McGrath said the market was a beacon of light in the property industry, faring better than most other markets around Australia, largely due to a strengthening economy.
“Both the residential and commercial markets in South East Queensland are performing well, especially in comparison to other parts of the country,” he said.
“While Sydney and Melbourne’s commercial property markets have seen a correction in recent months after significant growth, Brisbane’s market continues to firm, with a lot of enquiry and transactional activity marking the start to this year.
The office and industrial sectors are the standouts in Brisbane’s commercial market at the moment, while retail has taken a backseat, said McGrath.
“The South East Queensland economy is now reaching a level of maturity that is attracting more interest from offshore buyers, and the assets being chased are those that present value-add opportunities or core assets with long, secure lease structures,” he said.
McGrath added that in addition to the office market, Brisbane’s industrial market continues to be very strong.
With the findings of the Banking Royal Commission only just recently released and the Federal Election looming, Jennelle Wilson, Knight Frank Partner, Research and Consulting, said there would be more activity in the second half of the year as confidence strengthened.
“There is no doubt investors are exhibiting confidence in our market in the short to medium term, but once there is more certainty about the future and confidence has re-established in the banking sector – which will take time - this will be strengthened,” Wilson said.
“South East Queensland will remain a strong proposition for investors due to all the fundamentals going in the region’s favour.”

The value gap is the largest it has ever been between Brisbane and Melbourne and the largest in 15 years with Sydney, according to CoreLogic.
A typical house in Brisbane is around $393,000 cheaper than Sydney and $227,000 cheaper than Melbourne, with Brisbane's median sitting at $542,000.
Observers suggest this affordability, coupled with positive economic signs, means Queensland is primed for future growth. 
The increasing opportunity to work remotely, having set up a home business, or taking up a new job in Queensland is a do-able option.
Brisbane's median house price sits at new highs, after posting a 2.3 percent increase in the September quarter, with the Real Estate Institute of Queensland (REIQ) CEO Antonia Mercorella saying the strength of growth proved that Queensland real estate was a good investment and could be relied upon to deliver capital growth.
“While other markets around the country are struggling in the face of tightened lending criteria and cooling investor appetite, the southeast corner of Queensland continues to deliver steady, sustainable growth,” Mercorella said.
“Queensland’s economy is proving itself to be a good performer, against a backdrop of national gloom, with new jobs bringing population growth and demand for housing."
The REIQ found coastal Queensland locations ranking as the state's strongest performers during 2018.
These included Mackay's housing market which has come back from the mining downturn to post 5.6 percent annual growth in its median house price, according to the REIQ's late 2018 figures.
"We are confident this growth can continue for the moment," the REIQ advised.
The region has the lowest unemployment rate in the state at 3.3 percent, while the population is growing as jobs attract workers back to the region and the rental market is one of the tightest in the state with just 0.9 per cent vacancy.
With a $340,000 median house price, Mackay is still one of the most affordable coastal districts, with prices still at levels below the peak of the mining boom five years ago.
The tightening of bank lending standards has been seen across Queensland, as noted by the latest SEQ report by Ray White on house and land sales.
Despite this there has been an increase in house and land package prices, up 7.8 percent in Brisbane, up 5.05 percent on the Gold Coast sales and 4.99 percent on the Sunshine Coast where house and land package are a popular way to create a new start.
Estate agent John McGrath noted recently that Queensland’s top two regional performers were the Sunshine Coast and the Gold Coast due to rising demand from interstate home owners and investors. 
One of McGrath's pinpointed suburb's to look out for in 2019 was Pimpama, in the northern part of the Gold Coast.
Pimpama recorded Queensland’s fastest population growth at 31 percent in FY17, with many enthusiastically buying or building brand new homes.
"Pimpama is affordable with a median house price of $475,000 and is located within the rapidly developing northern Gold Coast region along the M1 corridor," McGrath said.
The $100 million Pimpama City Shopping Centre opened in 2018 and the $56 million Northern Gold Coast Sports and Community Precinct is set to open in 2020.

Queensland to rank among best state markets in 2019

Hailing from Central Queensland, with the country in his blood, Knowles expects to drive an ambitious growth and productivity plan.

Average mortgage size leaps in Queensland: Pete Wargent

Brisbane’s newest urban renewal masterpiece is the state's first to be named a <a href="https://www.nationaltrust.org.au/heritage-heroes-queensland/">Heritage Hero</a> by the National Trust of Australia.

Howard Smith Wharves is a culturally important precinct on the Brisbane River. Originally built in 1936, the site is a symbol for the city’s role as Queensland’s premier port. The National Trust of Australia honor acknowledges preservation efforts that reimagine historical sites so that patrons can further enjoy them and appreciate their significance. 

Recognising the fantastic opportunities for sustainable development, the precinct regeneration plan by the Brisbane studio of global practice Woods Bagot focused on creating a high-quality public realm that celebrates its history and dramatic waterfront location. The design approach has been to reinforce, amplify and reinterpret these elements in the masterplan for the 3.4 hectare historic wharf.

Woods Bagot director and project design leader, Mark Damant, said the precinct’s new buildings occupy less than 10 per cent of the site and are designed to complement the industrial language of the existing structures.

“The scheme is all about retaining views and celebrating heritage, with a generous and contemporary public realm environment knitting it all together,” said Damant.

It echoes the simple functionality of nearby wharf structures with a fully glazed exposed steel frame, a light, shed-like saw tooth roof and operable walls that can be manipulated for various purposes. Each material is humble and unpretentious, such as the timber decked arrival space and the rooftop terraces made from wood reclaimed from elsewhere on the site.

There are lofty ceilings to create a sense of airiness and light, retractable floor-to-ceiling windows (designed to capitalise on that prime riverfront location), and ultra-nimble, flexible space-in-spaces—including rooftop terraces and rooms of varying sizes—that allow multiple events to be hosted at once.

Retail and service pods at either end of the hall activate adjacent open spaces which themselves allow the interior event capacities to be extended.

“This will become one of the city’s most memorable spaces, set against one of its most heroic views,” said Damant. “The panorama it offers is absolutely incredible: the arches of Story Bridge, looking back at the city, across to Kangaroo Point and down the New Farm reach of the Brisbane River.”

“Woods Bagot understood, from the outset, that the space had incredible potential to be a first-class venue,” Bayne said.

Howard Smith Wharves is Queensland’s first Heritage Hero

A Gold Coast family has spent more than $15 million on three rural properties sold by the State Government that were earmarked for the abandoned Glendowner Dam project at Beaudesert.
The auction last Friday saw the properties sold for a combined $15.8 million.
Ray White Rural reportedly sold the three properties to an undisclosed Gold Coast family who bought them to create one landholding.
Ray White Rural Queensland agent Peter Douglas said there were 45 registered bidders.
“Throughout the campaign we had buyers come from interstate but today all three sold to one Gold Coast based family who have bought them to turn into a farm,” he told The Courier Mail.
A 556 hectare holding sold for $11.5 million in an auction with 14 registered bidders while a multi-titled 146.6 hectare parcel sold for $3.1 million and a 75 hectare lot went for $1.2 million.
Close to the Gold Coast, the properties are about 60 kilometres from Southport and 70 kilometres from Brisbane.

Many places around the world claim to be a “smart city”, but what that means is often unclear. A smart city is widely seen as an urban area that uses technology to enhance performance and the quality of its services. In other words, it’s a happy marriage of technology and the city.
Before we look at what is being planned in Australia and what is being done overseas, an important question is: How smart are our cities now? The answer enables our cities to benchmark where we are now and then track progress over time. We recently conducted a study to evaluate the smartness of all local government areas in Queensland.
Queensland and Australian cities are responding to a global trend, with the Australian government releasing a Smart Cities Plan in 2016.
A snapshot of Australian initiatives in 2017 revealed over a dozen local governments had strongly embraced the smart city agenda. A couple of dozen are finalising strategies. More than 100 are considering undertaking a smart city journey.
Smart city has become a global city planning movement and received enormous policy and media attention. Well over 250 smart city projects are under way in 178 cities around the world.
India alone hosts 100 of those initiatives. Songdo in South Korea is recognised as the most advanced smart city in the making.
The focus of smart city projects is to increase their city’s “smartness” through advanced technologies such as sensors, internet of things, data analytics, and networks. However, technology adoption alone does not make an urban area smart. A city needs a healthy mix of human, social, infrastructural, cultural, environmental, financial, knowledge, symbolic and relational assets or capital to be smart.
Taking a holistic view of smart cities helps us understand what is sustainable over time and what is not. An example of a holistic smart city framework is shown below.

Measuring urban smartness performance
Local governments across the country have started to develop, or search for ways to develop, smart city strategies and solutions. Our research in Queensland based its analysis on four smart city indicator categories and 16 smartness indicators. The table below shows these.

We then categorised the smartness levels of the 78 local government areas in the three performance clusters: leading, following, and developing.
The study results revealed a mixed performance across Queensland. The figure below shows this, with higher smart city performance in metropolitan Southeast Queensland and some major regional urban centres.
Of 78 local government areas, only ten stood out as high performing. These are: Brisbane, Sunshine Coast, Cairns, Logan, Ipswich, Townsville, Moreton Bay, Gold Coast, Noosa and Scenic Rim.

The performances of these cities differ significantly in the four dimensional measures considered. These are:
<ul>
<li>productivity and innovation</li>
<li>liveability and well-being</li>
<li>sustainability and accessibility</li>
<li>governance and planning.</li>
</ul>
In general, Queensland local government areas perform more strongly in liveability and well-being, and governance and planning. Performance is rather weak across the state in productivity and innovation, and sustainability and accessibility.
Where is Queensland doing well, and why?
We can draw some insights from the findings. For example, good performances on liveability and well-being might be a result of relatively positive health, safety, housing and social conditions. A cost-of-living study found that Queensland is the most affordable Australian state when it comes to everyday expenses including rent, fuel, groceries, transport, utilities and education.
Similarly, the performance on governance and planning is relatively high across the state. This is most likely due to effective strategic development planning practice.
In some local governments, the policy focus includes smart city strategies. For example, about 15 cities in Queensland have recently developed their smart city strategies. Some have already incorporated these in their planning and development mechanisms. Brisbane, Ipswich, Sunshine Coast and Townsville are among those.
And why the struggle on other measures?
The study identified barriers to achieving urban smartness in Queensland.
The poor performance on productivity and innovation indicators may be a result of the state not being a notable contributor to the global knowledge and innovation economy. Fostering, attracting and retaining innovation industries and talented knowledge workers has been a major challenge for all urban localities in Queensland. State government efforts to advance Queensland in the global knowledge and innovation economy need sustained reinforcement to achieve this goal.
The weaker performance on sustainability and accessibility indicators relates to the lower level of adoption of sustainable solutions in energy, buildings, commuting and vehicles. While investing in technology is one approach to these challenges, societal behavioural change is also required.
Recent studies of Australian and UK cities revealed that technology uptake by citizens and cities does not necessarily lead to sustainable commuting patterns and urban outcomes. Hence, searching for solutions beyond technology adoption is critical for cities — particularly when the evident risks of climate change in Queensland are considered.
Ways to improve urban smartness
We found major regional disparities in Queensland. Along with much-needed state government investment and support, perhaps an expansion of Commonwealth funding and programs, particularly to regional cities, could help narrow the gap. The diagram below illustrates the current gap in the four performance categories.

The Commonwealth City Deals and Smart Cities and Suburbs programs might be an opportunity to consolidate existing smart city efforts in Queensland’s top-performing cities.
We argue that a smart city should be seen as more than a marriage of technology and the city. Firstly, the technocentric approach takes its toll on the environment.
Secondly, it prioritises technology-based quick fixes, while neglecting deeper solutions that have nothing to do with the technology.
We advocate a smart city to be seen as
"an urban locality functioning as a healthy system of systems with sustainable and balanced practices of economic, societal, environmental and governance activities generating desired outcomes and futures for all humans and non-humans."
There is a demonstrated need for smart city projects to generate a range of desired outcomes – economic, societal, environmental and governance – in a sustainable, balanced and inclusive manner. An integrated, holistic approach is the way forward in Queensland and across Australia.

Just how ‘city smart’ are local governments in Queensland?

Investment in public infrastructure in Queensland is being held back by onerous government processes, costs and time, according to a new report.
The Infrastructure Association of Queensland’s report found that investors and developers are attracted to the state’s strong fundamentals, legal frameworks and regulatory environment.
The state’s successful track record of infrastructure projects was another drawcard.
But while 88% of investors said they were ‘highly likely’ or ‘likely’ to invest in Queensland, 93% cited political instability as a barrier to private sector investment.
The report looked at small, medium and large companies involved in Australian infrastructure, including infrastructure owners, fund managers, sovereign wealth funds, banks and consultancies. 
Each respondent said they were already investing in Queensland infrastructure and one third had at least 50% of their investment net worth in Queensland.
Almost a third of participants held global investment portfolios valued at $10 billion or more.

“Infrastructure is a strategic sector for Queensland and its political leaders. As astute investors continue to scan the world for value, we require a regulatory and investment regime that is able to outlive short term government cycles or a political majority,” said IAQ Chief Executive Officer Steve Abson.
“If Queensland wants to be Australia’s most innovative and dynamic trading economy – a magnet for global investment – it’s clear from this research that more efficient government processes should be introduced and a ‘go get em’ attitude must prevail.
“Overwhelmingly, the research found that the private sector wants to play a greater role in providing Queenslanders with critical infrastructure.
“A frequent misconception is that the private sector must receive financial support from the tax-payer in the form of grants, tax relief and guarantees. If people are better informed of how mixed funding sources can deliver infrastructure quicker and without the public debt burden, Queenslanders will embrace it.”

Political instability the main barrier to investment in Queensland public infrastructure

Five properties were sold off at the Queensland government’s recent auction of properties marked for the Glendowner Dam project.
More than 200 people attended the event in Beudesert, with registered bidders battling it out for the properties which eventually achieved a total of $7,995,000.
The Stage 2 Glendowner Dam Project auction included properties that are about 60 kilometres from the Gold Coast and 70 kilometres from Brisbane.
It included two blocks of vacant land of 50 hectares, a house on a 4046 square metre block, and two farms with frontage to the Albert River with irrigation licences, houses and sheds.

Ray White Rural Queensland's Peter Douglas described the auction as one of the best auctions he’s been involved with, and said the two ex-dairy farms sold for $3,530,000 and $2,920,000.
The two vacant blocks of 80 hecatre land sold for $600,000 and $650,000, with the house selling for $295,000. 
"We sold everything under the hammer and didn't pause for anything. It was good strong competition between buyers from Brisbane, Gold Coast, locally and country areas of Queensland," Douglas said.  
"The first stage saw the completed disposal sale of six properties at auction in June.
"Together with Ed Dalton and Andrew Thomson of Ray White Rural Beaudesert, we will offer Stage 3 shortly which will consist of more outstanding grazing and farming country and lifestyle blocks."
