Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.

The proposal will now proceed to a full council vote on June 2.

The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;

The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;

Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.

Minister for Planning Richard Wynne will be required to make a call on one of the CBD's taller proposals after Melbourne City Council chose to reject the scheme.

Lodged during mid 2015 prior to amended planning rules being implemented, proponents for 478-488 Elizabeth Street are seeking approval for a skyscraper that hopes to slot in between two of Melbourne's tallest residential buildings. Melbourne City Council chose last week to show no support for the tower based in part upon inadequate setbacks and equitable development rights for the adjoining site.

Elenberg Fraser have designed the tower for a development team comprising entities L1-2013 Pty Ltd, L2-2013 Pty Ltd and G2-2013 Pty Ltd, with private apartments set above the lower curvaceous levels which have been reserved for a hotel operator in order to manage 198 guest suites.

<h2>From the ground up</h2>

A cafe and dual purpose lobbies front Elizabeth Street whilst hotel and residential facilities account for much of the remainder of the podium structure; included within the podium is an all-day restaurant, function spaces and 1,036sqm of communal facilities over level 6 featuring an outdoor terrace.

Hotel suites absorb the initial ten floors above the podium where the tower form is at its widest and concave in shape.

Thereafter nine floors are dedicated to low-rise residential units where the towers form transitions to an altogether more typical rectangular shape. Subsequent floors are dedicated to high-rise apartments whilst the crown is slated for four levels of penthouse living.

Externally the tower begins with a solid complexion at ground level which progressively morphs into a translucent mid section and eventually a glazed crown. Accordingly terrazzo panels are dominant lower levels, rolling into translucent and then silver facade panes. Stainless steel and bronze perforated metal sheeting are also present over the exterior.

<h2>A setback setback</h2>

Below are passages taken from the Report to the Future Melbourne (Planning) Committee which was tabled last week. Key points of discontent with 478-488 Elizabeth Street from Melbourne City Council's perspective include:

<li>The appropriateness of the built form including front, side and rear setbacks</li>
	<li>The proposed tower setback to Elizabeth Street is between 1.6 metres and 4.5 metres. This will result in a dominant built form that overwhelms the street and will compound the undesirable outcome of the nearby towers with limited/no setback to Elizabeth Street..</li>
	<li>The proposal relies upon the neighbouring undeveloped sites to achieve an acceptable tower separation. In the absence of acquired air/light rights over these properties, the tower should provide greater setbacks on its own site in order to guarantee ongoing acceptable internal amenity and to ensure that it does not restrict the development potential of neighbouring sites.</li>
	<li>The proposed rear setback will have a negative impact on the laneway and the existing amenity and development potential of the site to the east.</li>
</ul>
Last week's report also notes that similar issues were raised during a pre-application meeting between the development team and DELWP, yet the development team seem to have a degree of confidence in the tower passing through planning given there has been no fundamental change to the design since its submission.

The development team could argue that their proposal is the shortest of three substantial towers on this particular block and that they employ similar if not greater setbacks than either 452 Elizabeth Street or 500 Elizabeth Street; two buildings which in theory were judged under the same planning criteria as 478-488 Elizabeth Street and could therefore act as a precedent.

Melbourne City Council on the other hand have been consistent in recent years regarding their opposition to developments with what they deem as maintaining inadequate setbacks. That similar issues were raised by both DELWP and Melbourne City Council points towards fundamental inadequacies with the design of 478-488 Elizabeth Street.

Six and half on the face of it… and an interesting decision looming for this particular planning application.

Room for one more? 478-488 Elizabeth Street in the spotlight

The recent upward trajectory of St Kilda Junction has received an exclamation mark of sorts with a massive mixed-use planning application currently with City of Port Phillip.

Located at <a href="/new-apartments/8-12-punt-road-st-kilda">8-12 Punt Road</a> and 3-7 Wellington Street, the project which has been dubbed One St Kilda Junction would stand at over 90 metres if given the green light. Developer Drekoncile Pty Ltd has engaged <a href="/architects/plus-architecture">Plus Architecture</a> who have in turn created a uniquely shaped tower which incorporates a spiral form over its lower levels.

One St Kilda Junction would carry on the recent apartment push into St Kilda Junction, with the area's most recognisable recent addition, <a href="/buildings/the-icon-6-st-kilda-road-st-kilda">The Icon</a>, adjacent to the current Plus Architecture-driven proposal.

<h2>Plus Architecture design statement</h2>

Positioned right on the “Junction” the site has a responsibility to achieve significant site status. It must also elevate the built form conditions in the immediate context by setting a new precedent for any future development aspirations.

The result is a spiralling massing that begins at a historical scale of old St Kilda Road, then extrudes vertically to respond to the existing context heights of Wellington Street, with the spiral completing its turn at a height suitable for a symbolic building. The spiral form allows for the landscaping to continue vertically above the street tree canopies on the many terraces that are formed by the spiral shape.

The site shares three boundaries to three separate streets all with activated facades to achieve a day long activity at the ground plans and the immediate levels above. A pedestrian link running North South between Nelson Street and Wellington Street will give Nelson Street the opportunity to have some thriving North facing retail space.

The digital façade which holds the podium together as a horizontal band is a response to existing on site conditions, the unique traffic environment, and the vibrancy of St Kilda. This digital façade will also assist to elevate the identity of St Kilda Junction and this proposal.

Image courtesy Plus Architecture</figcaption></figure>Very few Melbourne planning applications have sought to include integrated digital façades as part of their development, yet given One St Kilda Junction 's positioning and existing exposure to billboard adverts the development team have chosen to apply digital screening over levels three and four.

Adverts, urban art installations and public information announcements are possibilities for the digital overlay which would capture passing traffic from Punt Road, St Kilda Road, Fitzroy Street and Barkly Street.

Consisting of semitransparent panels which would be internally illuminated by LED's the digital façade would still allow for external views and light penetration as it would for the most shroud office space over levels 3 and 4.

<h2>Expectations and reality</h2>

The development falls within the St Kilda Road South Precinct which is a preliminary strategic framework aiming to create new planning controls for the area.

At the time of One St Kilda Junction's submission the strategic framework plan had not yet been fully fomalised. It would seem that the development team has sought to utilise this 'grey area' with a proposal of 95 metres as opposed to the 35 metre limit called for within the preliminary strategic framework.

The Icon directly south of One St Kilda Junction passed successfully through VCAT during 2012 at 57 metres, thus providing a midway point or potentially a precedent between the developers want of 95 metres and Council's expectations of 35 metres. Council will not make a decision upon the merits of the proposal until this Wednesday at the very earliest.

St Kilda Junction subject to its biggest development yet

Sydney-based developer Besgate has lined up their third sizeable Melbourne apartment project with a planning application for a substantial Carlton building lodged during late 2015. Backed by private mainland Chinese interests, Besgate's intended 558-566 Swanston Street joins two CBD projects in bolstering the developers burgeoning presence in Melbourne.

179 apartments are slated for the Jackson Clements Burrows-designed project, which when combined with the nearby Upper House and ongoing CUB site transformation, will further add to the gradual uplift of Swanston Street's built form which has heavily been influenced by awkwardly designed student housing buildings over past years.

KM Develop will act as Development Manager and will oversee 558-566 Swanston Street from its infancy through to delivery, controlling most aspects of the development such as feasibility and financial analysis, project branding, coordinating the sales and marketing campaign, tendering and general project administration.

<h2>Architect's statement</h2>

The unique composition of the building was conceived through a series of urban design gestures. Initially, the building's mass is broken down by a series of vertical ravines expressing separate tower forms of differing heights.

The ravines provide light, air and natural ventilation to the corridors. The idea of the stepped building is then introduced to provide varied building heights that articulate a series of visually distinct neighbourhoods that make up a larger whole. At higher levels the distinct forms are further activated through cantilevers to create a series of "periscope" like forms.

This compositional gesture moves away from the 'wedding cake' envelope of conventional multi-residential projects by proposing a sculptural building envelope which will enhance the textural richness of the built fabric of Swanston Street.

Externally 558-566 Swanston Street will generally consist of precast concrete, glazing, alucobond fascias and metal cladding, with vertical screening a highlight.

The magic number for Besgate's Melbourne intentions as it stands is 1,268. This is the total number of apartments the outfit has in planning locally, spread over its three premier sites.

Joining 558-566 Swanston Street is 140 King Street at 59 levels along with the more imposing 640 Bourke Street, both of which are the work of Rothelowman. The latter at 66 levels and 818 apartments also has scope for an increased floor count subject to various aviation-based approvals.

While Besgate is positioning itself as a player within the Melbourne apartment market, it has been active in both Sydney and Shanghai for some time.

KM Develop will act as development manager across all three of Besgate's Melbourne projects.

Besgate notch their third current Melbourne project at planning

Another luxury residential development looks set to grace St Kilda Road with one of the boulevard's long standing office buildings set to make way for a mixed-use tower. Plans for the $155 million project show 424-426 St Kilda Road receiving a typically restrained and elegant Bates Smart-designed building consisting of both private and serviced apartments.

Lodged with Port Phillip mid year, the development team have since responded to council's request for further information for the project which holds a prominent corner position.

Given the site's size at 4,650sqm its use as a commercial building has allowed for large floorplates, although the trend of residential conversions along St Kilda Road suggested the relatively modest six level commercial building's days were numbered. Offered for sale some years ago the site was <a href="http://www.smh.com.au/business/highrise-tower-with-77-studio-suites-mooted-for-iloura-plaza-20150714-gibr8g">reportedly</a> purchased by Chinese investor Lixin Chen for $45 million at the time, with the developer now listed on the planning application as CBD-based CLL@AU Pty Ltd.

The survey provide by Madigan’s Surveyors confirms the overall height of the proposed building at 65 metres AHD is in compliance with the shrine vista height control formula.

The overall formal strategy is conceived as a series of stacked objects. The tower mass is lifted off the podium and adopts an exuberant form that opens the premium residential levels up to views and natural light. It celebrates the development’s corner position as a continuous fluid form with ends that from views to the north and east. St Kilda Road has averaged one premium development per year over the past decade, with projects such as Yve, Balencia and Lucient considered some of Melbourne's finest apartment developments.

This of course does not take in to account surrounding strips such as Albert Road or Queens Road which are also in demand as high-rise residential locations, and which have also seen numerous apartment buildings added in recent years.

As for the current crop along St Kilda Road, Golden Age Group are at the forefront with <a href="/buildings/opera-450-st-kilda-road-melbourne">Opera</a> at sales and the former St Kilda Road Police Complex also in their keeping for a residential development. <a href="/new-apartments/new-charsfield-478-st-kilda-road-melbourne">New Charsfield</a> and <a href="/buildings/the-fawkner-499-st-kilda-road-melbourne">The Fawkner</a> are also at sales while 609 St Kilda Road and 619 St Kilda Road hold approval.

Bates Smart's St Kilda Road endeavour

Salta Property Group has opted to transform a site with approval for a 5 Star Green Star design rated ‘A Grade’ office building into premium apartments. Already heavily active within the Victoria Street Precinct which straddles both Richmond and Abbotsford, Salta have elected to add 109 high-end apartments on the site which faces the Victoria Gardens complex.

With basement works completed onsite some years ago, the site has languished thereafter while Salta has pursued surrounding apartment developments. Not having been able to secure a tenant for the commercial project, Salta initiated the residential application process with Yarra City Council in recent months.

Designed by Bates Smart, the building will present as a 'U' shaped structure with an adjoining mezzanine stair expected to lead to the bank of the Yarra River.

Usurped by the current proposal, the approved office development who's permit would have expired during 2016 was to have seen 12,692sqm of office space added, in addition to a retail outlet and conference facility. The drift from commercial to residential use is not particularly surprising given the area's surrounding context.

Recent years have seen the completion of apartment projects by developers Fusion Property Group, Salvo and Hamton in addition to Salta which remains the biggest property player in the area. These various projects amount to a very substantial 1,818 dwellings being added to the precinct, in addition to 93 serviced apartments delivered by Salta and operated by Quest.

Salta also has the final stage of A Place To Live under construction with 63 apartments in tow while Hamilton Marino are working on Blue Earth Group's Playhouse apartment project with a further 310 dwellings under construction.

Furthermore Supply &amp; Co which is at sales will add another 139 apartments to the mix while numerous other projects are at planning assessment or approval.

<h2>Salta's shift to apartment development</h2>

Elsewhere Salta have Essence South Yarra under construction, with 699 La Trobe Street, the Preston Market redevelopment and a joint venture with Asia One for 63 Exhibition Street set as forthcoming residential projects.

Salta's Walmer project adds to the Victoria Street apartment surge

Forming the Flinders Street Neighbourhood of Lend Lease's $1.5 billion Melbourne Quarter development at Batman's Hill, an application is being assessed for three Fender Katsalidis-designed towers delivering 1,644 apartments at 614-666 Flinders Street.

Located within Docklands, Melbourne Quarter is a key urban infill location opposite Southern Cross Station, with frontages to Collins Street, Flinders Street, Aurora Lane and Wurundjeri Way. The site consists of a number of land parcels, as well as air rights over Wurundjeri Way.

Places Victoria awarded the rights to develop the precinct to Lend Lease on 31 July 2013, following which a Precinct Development Plan for the site was developed and lodged with DTPLI in February 2014. Approval was consequently given during October 2014 and in November 2014 Lend Lease rebranded the site as Melbourne Quarter, commencing the early marketing phase of the development.

Image courtesy of Lend Lease.</figcaption></figure>While nothing out of the ordinary in terms of height; residential towers R1 and R2 at measure 135.5m in height while the smaller R3 measures 70.6m from Flinders Street. The sheer breadth of the two taller towers' floor plates coupled with the number of apartments across the development is rather impressive.

However coupled with a uniform height, facade articulation and finishes, there is a danger of creating a large visual mass on the skyline. The arrangement of the buildings onsite appears to try to address this issue, but it would be surprising if the development team weren't asked to provide greater variance to each individual tower's facade in order to create a point of difference and to further visually distinguish one from another similar to what has occurred with the Upper West Side project.

The Flinders Street heritage wall remains, however it is punctured to allow for vehicular and pedestrian traffic into the site, providing a front door to the project and an interface with the new Flinders Street Plaza, while offering the opportunity for public reinterpretation of the physical and symbolic roles of the wall.

The plaza also offers the opportunity for re-engagement of the heritage wall as an essential part of the future of Melbourne Quarter, as well as a connection to the site's past.

Located centrally at the heart of the Flinders Street Neighbourhood is Batman's Garden, a green space which sits just south of the shorter R3 tower which allows over 50% of the landscaped area having access to sunlight from the morning through to lunch on 22 September. Batman's Garden is a protected space away from the noise of trains and vehicular traffic, forming a welcome area of respite surrounded by the residential buildings with views back towards the city skyline.

Considered a primary component of the series of linked public external spaces leading through the site from Flinders Street to Collins Street, Batman’s Garden provides external amenity for the residential neighbourhood and the general public by creating integrated active and passive recreation areas which interface with and are activated by residential, retail (cafe) and community uses.

It sits 12.5m above Flinders Street and 3.5m below Collins Street, playing a pivotal role in the re establishment of Batman's Hill and negotiating the change in level from north to south.

Melbourne Quarter is a westward extension of the character of the Melbourne CBD. That character is derived from the built form, the resultant public and private spaces, and the way those are used and inhabited. That extension of Melbourne occurs through the hierarchy of road networks – the frontage to the major road of Flinders Street (and Collins Street when the whole Melbourne Quarter has been built out), the connection of those by the minor road of North South Lane, and the filigree of minor connections, echoing the famous laneways of Melbourne.

The development recreates the historic Batman’s Hill, both physically and in terms of its significance of place. The ground plane ascends from Flinders Street to Collins Street in a reconstructed topography of steps and levels. The public realm that follows this ‘hill’ is conceived as an urban grain flowing between and under the built form.

Returning to the topic of facades, the articulation of towers R1 &amp; R2 bares some strong similarities to Lend Lease's Koichi Takada Archtects-designed <a href="/new-apartments/889-collins-street-docklands">839-889 Collins Street</a> residential project at Victoria Habour. However in place of a more dynamic and textured facade of brick and timber, the taller two towers within Melbourne Quarter are clad in matching metal panelling forming a waved expression across the facades.

These are supplemented by planter boxes which run along indented spines up the towers, providing a softer more natural touch. R3 while shorter has a far greater vertical expression of timber fins spanning three floors, interrupted by dual level spanning fins staggered between each vertical cluster.

Planning Application: 614-666 Flinders Street, Docklands

Should Melbourne City Council likely provide its support for the revised 447 Collins Street proposal put forward by Cbus Property, it will then require Minister for Planning Richard Wynne to use his powers of intervention to approve the project which transgresses the recent <a href="/tag/planning-scheme-amendment-c262">Amendment C262</a> planning controls.

A joint architectural effort between Woods Bagot and New York-based SHoP Architects, the project has been heavily reduced in height form its initial 295 metre submission to 165 metres. Even so the proposal would be prohibited under Amendment C262 in that it would still cast a shadow over the north bank of the Yarra River.

The development team have requested dispensation in order to facilitate the uniquely shaped development, with the project potentially set to be the first to receive a Ministerial waiver since the September implementation of the revised planning controls.

Retail outlets will feature around the differing podiums and each will be individually framed with increased design presence to discern themselves form typical glass fronted retail stores which define many contemporary developments.

The natural gradient of the site will see Flinders Lane act as lower ground level with project vehicular access confined to one crossover.

In addition to contributing $500,000 to the possible discontinuation of Market Street toward Collins Street, the development team have allowed for the likelihood of the 1,500sqm parcel melding with 447 Collins Street's new public realm. For their part Melbourne City Council have indicated that the mooted discontinuation of Market Street would cost approximately $3 million and take up to two years to implement.

<h2>Bridging the divide</h2>

Both towers will be separated by a 14 metre span with the project's signature design element, a glass encased 'bridge' at the summit.

<h2>MCC planners in favour</h2>

The key issues in relation to this amendment are built form, provision of publicly accessible space and overshadowing. The amendment enables the development of the site with a unique building that is generally acceptable in terms of its architecture, height, setbacks, tower separation, internal amenity and façade activation.

A significant amount of publicly accessible space is to be provided within the site which has good access to sunlight, will achieve comfortable wind conditions, incorporate (where applicable) landscaping with deep soil planting and provide true public street connections.

The proposal did comply with the sunlight to public spaces requirements prior to Amendment C262. The amendment is now prohibited because it casts additional shadow across the north bank of the Yarra (15 metres north from the Yarra River’s edge). The application documentation shadow analysis shows that the extent (length) of shadow is significantly reduced when compared with the previous amendment.

Prominent Melbourne architecture firm Hayball has taken a differing tact in relation to one of its current high-rise projects which is currently being assessed at a State level. As one of a handful of owners of 135 Sturt Street Southbank which also serves as their head office, Hayball have seemingly stamped their own imprimatur on the composition of the proposed residential tower.

Unencumbered by the needs and wants of a developer, the architecture practice has created a building which they believe will yield a “net community benefit.” This is achieved not only by including a diverse range of dwellings types and affordable housing options, but also by effectively expanding the adjoining arts precinct.

Six separate entities control 135 Sturt Street Southbank, with Cystic Fibrosis Association of Victoria joining Hayball as the most prominent owners. The planning application is also actively pursuing a partnership with nearby art institutions with one scenario allowing for the Malthouse Set Workshop and Chunky Move Studio to relocate to the proposed tower in order to allow for the expansion of the adjoining The Australian Centre for Contemporary Art building.

Our consultation with our neighbours has encouraged us to consider the possibility of this building being a microcosm of inner city. This as a city building which coalesces many uses and elements into one entity as a viable development proposition.

The design response aims to cultivate site and place, to authentically enrich the experience of the social and urban realm. The architectural approach presents a deliberate and resolved series of site specific strategies for an ensemble of forms. The building is therefore experienced as an assemblage of elements and not as a monolith.

A composition of activities is created, forming defensive or protective spaces within the site both in response to the CityLink off ramp and freeway opposite, and the adjoining Malthouse theatre structures on the northern boundary. The large range of apartment options included speaks of almost altruistic intentions on Hayball's behalf; far from the typical one and two bedroom options that define most apartment developments.

37 three bedroom apartments are included, which represents a disproportionately high 11% of dwellings, with this number capable of being expanded.

The best of intentions: 135 Sturt Street, Southbank

Designed by The Buchan Group for burgeoning developer AZX Group, A'Beckett Residences as it has been dubbed seeks to occupy a 1,038sqm site at 183-189 A'Beckett Street in the rapidly growing CBD North Precinct. Rising 67-storeys for a height of 205.5 metres the proposed tower comprises 471 apartments with 102sqm of ground floor retail atop two basement levels.

The application like many other tall towers proposed for both Melbourne's CBD and Southbank was lodged prior to the introduction of Planning Scheme Amendment C262, and will therefore be considered under the previous rules.

<h2>Design basis</h2>

During our design process, various forms were generated to explore potential envelopes for this site with an aim to create an iconic new tower for the City of Melbourne. The proposal is a direct response to the many constraints imposed on the site both inherent and desired.

As principal designers of the A'Beckett Residences proposal, The Buchan Group has been able to ensure the seamless integration of pedestrian realm, public realm, retail, ground floor plane activation and the proposed iconic built form and tall-tower typology.

According to the Design and Context Report which was submitted as part of the planning process, Buchan's design for the proposed tower draws on the scale, materiality and context of the surrounding streetscape with the tower employing a very ordered facade, simple and restrained yet equally impressive at this scale. This tower is in stark contrast to some of the other fully glazed towers going up in the area.

The existing building on site was designed by Edgar Fielder Billson (a former associate of Walter Burley Griffin) during 1937 as a factory and office in the 'Moderne Style' with its curved form and strong horizontal emphasis. The building is currently not graded by Council but is under consideration for a B Grade heritage listing.

Together with the vertical nature of the tower and articulation of its facade, the two building forms create an interesting visual juxtaposition and composition of elements.

The strategy for heritage conservation and readaptation seeks to retain more than just the building's facade: other elements of building fabric such as existing slabs, openings and columns are retained. This along with the genesis of the tower's massing and form is illustrated in the diagram below:

Image courtesy of The Buchan Group</figcaption></figure>The proposal as such is composed of three elements: a lower podium comprising the existing building fabric, a tapered upper podium to a height of 40 metres setback 1.5 metres from the street, and the tower proper, setback a further five metres. Part of the rationale for an upper podium is to conceal the adjoining City Tempo building's nondescript facade.

The design has been influenced by a number of design devices. The use of robust materials, with a depth of character and texture, forms a main element.

The use of multiple tones of light grey, blue and green reflective glass reflect the city's fabric at upper levels. A hierarchy of solid masonry, and lightweight envelopes, reflect the diverse, and irregular grain of the streetscape and create picture windows framing the city's views from within each apartment.

Initial design advice offered by DELWP shows that in the proposals initial form it would struggle to gain support. Key issues identified include setbacks to the eastern and southern boundary, retention of more than the facade of the existing onsite building, how the existing building interacts with the new tower above, treatment to blank elevations and ground floor circulation. In this regard changes to the design seem certain.

On a wider note 183-189 A'Beckett Street forms one of AZX Group's stable of projects dotted around inner Melbourne. Also in their keep are two sites formerly held by Grocon on the CUB Carlton site, a 411sqm development site at 685 La Trobe Street and another in Villiers Street North Melbourne.

Riverina Footscray is in the formative stages of construction while a more modest development of 21 apartments is also on AZX Group's radar in Brighton.

Make no bones about it, Cremorne-based DealCorp are back in the high-rise game after a hiatus of sorts in which the developer has pursued low and medium-rise residential projects over a number of suburbs. At the point of their efforts is an intended development within South Yarra's Forrest Hill Precinct that is set to distinguish itself from the pack.

Plus Architecture are responsible for the design which sees the exterior of the 25 level edifice employ a spinal-inspired finish to the tower which is slated to hold 141 apartments and eight office studios.

42-48 Claremont Street also continues the trend in recent times which has seen a string of increasingly taller apartment developments flood into the remaining development plots within Forrest Hill Precinct.

<h2>Design statement</h2>

Claremont Street is a modern built form environment with similar design elements, we set out to find a design solution which provided a unique experience. To produce a standout design and some variation in the Claremont Street skyline we looked to express verticality in the design.

The facade articulation responds to the massing of the building being 'rib' like and a need for screening between apartments. With a 'rib' shape massing the articluation becomes the twisting spine up the building that responds to the internal planning.

<h2>Forrest Hill mushrooms</h2>

DealCorp have initiated the development of 42-48 Claremont Street at a time where development sites within the precinct are becoming increasingly rare. Coupled with the recent approval of <a href="/buildings/capitol-grand-241-toorak-road-south-yarra">Capitol Grand</a>, current proposals seeking approval are pushing further skyward.

<a href="/new-apartments/671-chapel-street-south-yarra">671 Chapel Street</a> is seeking 102 metres while Fridcorp's 627 Chapel Street looks likely to rival its neighbour Capitol Grand with a tower in the vicinity of 160 metres.

42-48 Claremont Street shapes to be the second tallest development along Claremont Street with a fellow residential tower also at planning likely to hold that title. <a href="/buildings/yarra-one-16-22-claremont-street-south-yarra">16-22 Claremont Street</a>'s development team have sought approval for a 98.5 metre Fender Katsalidis-designed tower; coupled with the above developments Forrest Hill will further emerge as a substantial skyline in its own right.
