Parnell Developments is the latest to seek significant uplift through the NSW Government's Housing Delivery Authority on a Strathfield site previously approved for a much smaller apartment development.

Parnell has sought approval for a 32-storey mixed use tower across&nbsp;<a href="https://www.apartments.com.au/new-apartments/7-lyons-street-strathfield-nsw-2135">3-7 Lyons Street and 18 Parnell Street</a>, a&nbsp;1,857 sqm site around 400 metres from Strathfield Station. The building would yield 160 apartments, 15 per cent of which will be dedicated affordable as per the government mandate for buildings seeking additional uplift.

Approved previously was a nine-storey building back in 2022 with just over 30 apartments. That approval came prior to the project being&nbsp;progressively reconsidered as planning policy shifted toward greater density around transport hubs.

Turner has designed the latest building that would replace&nbsp;existing detached homes across the four lots.

The apartment mix comprises 22 one-bedroom apartments, 107 two-bedroom and two-bedroom-plus configurations, and 31 apartments with three or more bedrooms. The scheme also includes 203 car spaces across six basement levels and 58 bicycle spaces.

The proposal has been designed around a three-storey podium addressing Lyons Street, with the tower rising above and stepping toward its upper levels.

Turner said the podium was deliberately scaled to respond to the existing street, while the taller element has been designed as part of the emerging skyline anticipated around Strathfield Town Centre and the wider Homebush transport-oriented development precinct.

The Lyons Street frontage would have a more active, pedestrian-focused character, incorporating the commercial tenancy, landscaping and a brick-framed podium with an awning.

Parnell Street, which faces the railway corridor, has been given a different architectural treatment, with double-height breeze blocks, landscaping and communal areas used to soften the interface with the rail infrastructure.

The tower itself uses curved and recessed facade elements, with wave-like indentations across the northern elevation breaking the building into three vertical forms.

A palette of grey concrete, brick and breeze blocks is complemented by clay and terracotta accents, while the upper tower adopts a lighter expression through articulated slab edges, vertical fins and recessed glazing.

Residents would have access to 467 sqm of communal open space spread across three levels. The ground floor would accommodate the more active resident areas, including barbecue and group gathering spaces and an internal communal room capable of being used for working from home.

A more passive viewing deck is proposed at level three, overlooking the ground-level landscaping and neighbouring tennis courts, while a rooftop "sunset deck" at level 30 would provide another social and relaxation space.

Strathfield has been earmarked for substantial change through the Strathfield Town Centre planning work and the nearby Homebush TOD precinct.

Turner's report says the project has been designed to act as a transition between the existing low and mid-rise development surrounding the site and the taller built form expected to emerge across the town centre.

The proposal is being assessed as State Significant Development under the HDA pathway, alongside the concurrent request to amend the Burwood Local Environmental Plan.

The sale of the newly completed Westin Perth Hotel broke both the 2018 and the overall Perth record for largest single single asset transaction, according to JLL.
In a deal negotiated by JLL Hotels and Hospitality Group's Managing Director, Mark Durran, Malayasia's YTL group has acquired the Westin Perth from developer and owner BGC.
The hotel is said to have sold for over $200 million.
The 28 story five star hotel is situated just East of the Perth CBD in the City's heritage quarter.
Located 12 km from Perth international airport the hotel features 368 guest suites and 2,300 sqm of convention facilities including the largest ballroom in the CBD.
The sale of Westin Perth also includes Hibernian Place offering an outdoor plaza of 2,000 sqm.
Hibernian place has an existing DA 36,545 sqm of Grade A office.

Westin Perth sale breaks both Perth and 2018 records

Perth house prices are now 11% below the peak price they achieved five years ago, according to Domain's latest House Price Report.
However, despite the price falls, underlying demand is rising with the number of views per listing on Domain recording the largest lift of all the Australian capital cities.
Perth house prices were flat over the quarter but fell 3.3% over the year to $546,281.
Perth unit prices fell 3.1% over the quarter and 2.9% over the year to $351,818.

The Perth rental market has continued its recovery in the December 2018 quarter, with the vacancy rate declining to 2.8 per cent, according to the latest data from REIWA.
REIWA President Damian Collins said “The last time the Perth vacancy rate was this low was in March 2013. The rapid improvement we’ve observed in the last 18 months is impressive, especially considering the vacancy rate peaked at 7.3 per cent in June 2017 – the highest it’s ever been."
“Now that the vacancy rate is below three per cent, we can safely say the market is in a recovery phase with landlords now the beneficiary of the current rental environment," Mr Collin said.
Median Rent Price
Perth’s overall median rent price continued to hold at $350 per week during the December quarter.
“The median rent in Perth has been stable for seven consecutive quarters, which is the longest stretch of stable rents Perth has seen since reiwa.com first started capturing rental data in 2001,” Mr Collins said.
Despite the markets overall stability 105 suburbs recorded an increase in price, with North Coogee, Churchlands, Ardross, Daglish and Munster the top performers, according to REIWA's findings.
Mr Collins said, “When we drill down further and isolate houses and units, the results of the December quarter are very pleasing for landlords, with both houses and units experiencing increases in rents. The median house rent increased $10 per week to $360 during the December quarter, while the median unit rent increased $5 per week to $325."
“This improvement didn’t translate into an increase in the overall median as there were more units leased during the quarter than houses, which has kept the overall median stable.”
“If the rental market continues on its current trajectory, we should see Perth’s overall median rent price increase in 2019, which will be a welcome development for landlords” Mr Collins stated.
Leasing activity
There were 12,917 properties leased in Perth during the December quarter.
“Leasing activity slowed during the December quarter, as the festive season saw less people out and about searching for properties. This is very common at this time of year, with activity tending to decline in December before increasing again early in the New Year,” Mr Collins said.
Reiwa.com data shows the five suburbs to experience the biggest increase in leasing activity (percentage wise) were Kallaroo, Daglish, Melville, Merriwa and Hilton, while the suburbs with the highest volume of leased properties were Perth, East Perth, Scarborough, Baldivis and Maylands.
“We expect to see a notable increase in leasing activity in 2019, with REIWA members already noticing a significant uptick in the volume of enquiries for rentals in January,” Mr Collins said.
Listings for rent
REIWA indicated there were 6,865 properties for rent in Perth at the end of the December quarter.
“Listings continue to reduce, with the December quarter figure down 10 per cent on the September quarter and a substantial 27 per cent on the same time last year,” Mr Collins said.
“The sharp decline in listings is a driving force behind why Perth’s vacancy rate has improved. With population growth in WA on the incline and fewer new-building projects commencing, listing stock is being absorbed more quickly.”
Average leasing time
Landlords found tenant's on average four days quicker in the December quarter than in the September quarter down to 44 days from 48.
“The signs for 2019 look very promising. The rapidly improving rental landscape combined with Perth’s favourable buying environment should hopefully see more investors enticed back to the market,” Mr Collins concluded.

Perth vacancy rate drops to five year low: REIWA

Mixed results out of Western Australia’s economy have coincided with continued weakness in its housing market, which is expected to cool further in 2019, according to the latest report from Moody's Analytics.
The report found that the labour market in Western Australia improved, with the unemployment rate falling in October to 5.4%, still a tick above the nation’s average, while the state’s wage growth is among the lowest in Australia.

Greater Perth’s home values fell -4.4% last year and is set to continue that trend into 2019 with a decrease of -2.1% in house values and -2.8 in unit values.
However Moody's Analytics is predicting a turnaround in 2020 and is forecasting growth of 3.3% for both houses and units.
Mandurah is forecast to have the highest reduction in apartment values of anywhere in Australia in 2019, -14%, while houses will see value reductions of just -2.4%. 
In contrast Mandurah is predicted to have the biggest increases in WA in both houses (7.8%) and units (4.8%) in 2020.
Inner Perth is the only region in WA whose house prices have come off the back of a year of growth and is forecast to grow a further 4.7% in 2019.
Unit values however are set to decrease 4.3% in 2019.
Perth North East will have the highest reduction in house values in 2019 at -8%, while apartments will remain relatively stable losing only -0.1%.
It is the only region that houses wont experience price growth in 2020.
Perth North West will have reductions in house values of -0.1% in 2019 and reductions in apartment values of -3.3%, according to Moody's Analytics.
Both houses and units in South East Perth will experience value reductions in 2019 with house values decreasing by -4.6% and unit values decreasing by -4.1%.
South West Perth is the only WA region forecast to have an increase in unit values of in 2019, 4.7%, while house values are decrease by -5.4%.
In Bunbury house values are forecast to fall by -6.3% in 2019 before making a recovery in 2020 of 2.4%.
The housing market in Western Australia is not expected to recover until 2020 as discussed, and values are not expected to surpass their 2015 peak through the next five years.
Although the housing slump is expected to continue, population growth in Greater Perth and Western Australia has stabilised after falling sharply from 2015 to 2016, despite sizeable outward interstate migration.

Rental values fell more than 20% peak to trough from May 2013 to November 2017, a sign of continued excess supply.
During the fall, building approvals also slowed significantly.
Since then, rental values have remained broadly stable.

House prices in Greater Perth forecast to fall 2.8% in 2019: Moody's Analytics

Perth house rents increased annually for the first time in half a decade, according to the latest research from Domain.
House rents increased 2.9 per cent over the quarter and year to $360 per week, while rental yields increased 1.2 per cent over the quarter and 5.5 per cent over the year to 4.34 per cent. 
Unit rents remained steady over the quarter and year at $300 per week.
Unit rental yields however, improved 2.7 per cent over the quarter and 9.0 per cent over the year to 4.75 per cent.

“As 2018 unfolded, Perth began to experience a broad tightening of the rental market. The key drivers were fewer rental listings, slowing construction of new apartments and stable population growth. If this continues, competition between tenants may start to emerge, which has most likely already begun for house rentals. Investors will find Perth a more attractive option as they seek better yields and growth prospects, particularly given falling property prices in the east coast,” she concluded.

Perth values dropped 4.7 percent over the year, led by its decline in the unit market.
Unit values declined a further one percent in December, bringing their total decline over 2018 to 6.5 percent.
House values, which also saw a one percent drop over the month, dropped 4.3 percent, bringing the median house price values to $431,000.
Perth's median unit value sits at $370,000.

Tim Lawless, the heat of research at CoreLogic, noted the reprisal in Perth’s rate of decline was a key factor in the 2018 property landscape.
"Perth values are back to levels last seen in March 2009," he noted.

"Although Sydney and Melbourne recorded the weakest conditions, the peak to current declines are much less severe relative to Perth and Darwin where values have been falling since mid-2014.
"The downturn has been running much longer in Perth and Darwin, resulting in cumulative falls of 15.6 percent and 24.5 percent respectively."
Lawless noted Perth was among the capitals with the largest yield improvements
Rents in Perth have been consistently lifting from their low base through the year, up 2 percent over the year while dwelling values were down 4.7%.
"The net result has been a 2 basis points rise in Perth rental yields," he said.

Perth property values fall in 2018 back to 2009 levels: CoreLogic

Hobart house values are now pricier than Perth house values, according to the November CoreLogic data.
CoreLogic findings show Hobart values went up $11,000 in Hobart while Perth house values decreased by $3,000 over the month.
Overall Hobart dwelling values (houses and units) have increased the most of all capital cities over the year with a growth of 9.3 percent while Perth values have decreased by 4.2 percent.

Hobart house values now pricier than Perth: CoreLogic

Perth property prices are being predicted to grow faster than most markets across Australia, according to the latest Property Price Forecasts from Domain.
The report has predicted while Perth house prices will fall about 5% in 2018, resulting in a median house price of $535,000.
They will, however, record growth of 5% in 2019 and 3% in 2020.
Domain economist Trent Wiltshire said the positive outlook was due to "fundamentals like the mining sector looking a little bit better, new mines are being built, there is more mining investment going on and job prospects are looking better in WA".

Perth unit prices are expected to fall by about 6% in 2018, and then prices are expected to grow by about 2% in 2019 and 2020.
"The state Treasury is forecasting economic growth to be a lot higher than it has been in the past few years and then a big driver for house prices is population growth," Wiltshire said.
"Not all signs are positive, with home-loan approvals continuing to trend downwards, market sentiment still weak and tighter lending conditions weighing on prices."

They sold their 29 ha wheat farm on Rabbit Proof Fence Road, Minnivale, 160 kilometres from Perth, in 2003 at $79,500.

His father Lance was a good footballer from Melbourne, and also played hockey for Victoria, before moving aged 21 to Perth.
