The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The site, 452-484 Johnston Street, comprises 16,920 square metres of Commercial 2 zoned land, two levels of commercial office space totaling circa 16,000sqm and space for around 485 cars.
Real estate firm Pepper Group will act Computershare’s behalf, with the sale through CBRE’s Mark Wizel, Mark Coster, Tim Grosmann and Kiran Pillai.

Contrary to what’s been broadly reported over the last few years, Melbourne’s over-supply concerns are not contained to its well documented CBD apartment market. Our supply heat map illustrates that almost the entire fifteen kilometre Melbourne ring has excess supply in the pipeline.
For the ten (10) year period to the end of 2011, there were 35,226 new dwellings approved in Greater-Melbourne each year. Greater-Melbourne building approvals (housing supply) for the last two financial years is averaging 53,690 dwellings per annum.
Greater-Melbourne’s population has grown by 182,538 people over the last two years [ABS]. This equates to underlining housing demand of 70,207 dwellings, or 35,103 per annum. Basic mathematics suggests that the current housing supply-demand pipeline has a surplus of 37,174 dwellings. If every approved dwelling was constructed this is a big enough surplus to accommodate an entire city the size of Ballarat.

There has been a distinct trend towards more apartments, with attached dwellings representing fifty-six per cent (56 percent) of all building approvals over the last four (4) years, up from the thirty-five per cent (35 percent) ten year average. 
Melbourne City is on track to approving 19,000 CBD apartments over the last three years; this is an increase of 158 percent on the annual average from the previous five years. The Melbourne LGA population growth is just shy of 6,000 people per annum and equates to demand for 3,000 extra dwellings compared to the recent average annual supply of 6,300 CBD dwellings. Houston, we have a (big) problem!
Sixteen (16) out of Greater-Melbourne’s thirty-one (31) LGA’s have approved more than fifty percent more dwellings than normal, even though Melbourne’s population growth rate has remained relatively the same.
Recent average annual rates of supply have more than doubled the long-term average in the LGA’s of Darebin, Glen Eira, Manningham, Maribyrnong, Stonnington and Yarra. And, between 50 percent and 100 percent increases in building approvals are unfolding in the LGA’s of Banyule, Bayside, Boroondara, Greater-Dandenong, Hume, Knox, Maroondah, Moonee Valley, Moreland and Port Phillip.

Victoria's combined clearance rate at 77 percent: REIV

Popular Chinese restaurant The Dumpling Chef has leased an industrial warehouse equipped for food production at Dandenong in Melbourne’s south-eastern suburbs for its growing business.
The nearly 310 sqm food factory at 1/23 Egan Road was leased through Ryan Amler and Joshua Colosimo of Ray White Commercial.
The Dumpling Chef, which has restaurants at Mill Park on Melbourne’s north side, Westfield Plenty Valley and Bayside Shopping Centre, had been seeking a centralised kitchen to prepare its Chinese dumplings, said Amler.

'Unloved' property in Melbourne's Abbotsford to go under the hammer

A mixed-use masterplanned urban village in Melbourne's Footscray comprising up to 1,000 apartments and a new retail laneway linking the suburb to the Maribyrnong River is part of a $600 million development plan by developer Growland.
The site at 8 Hopkins Street spans 13,500 square metre and on completion will also feature an elevated Olympic-sized running track for residents.
The precinct, designed by Melbourne architectural firm Kavellaris Urban Design (KUD), will be named Joseph Place and proposes six buildings earmarked for apartments and a potential hotel, 4,000 square metres of retail space and open space for public.
If approved by the state government, construction on Joseph Place is expected to start in early 2017, with the first apartment building due to launch for sale over the coming months.
Due for completion over the next several years, the integrated mixed-use development is expected to house more than 3000 residents and 30 new retailers.
Apart from a new retail laneway, it will have a pedestrian link from Footscray to the Maribyrnong River where, in the future, potential river taxis could connect locals to the city.
“Joseph Pl will elevate what’s on offer in Footscray, bringing its amenity in line with its inner city neighbours. The elevated Olympic-sized running track takes the idea of an apartment gym to the next level,” KUD director Billy Kavellaris said. 
Growland CEO Stephen Yau said Footscray was the same distance from the city as Richmond and was currently undergoing the same transformation Richmond underwent some years ago. 
“Footscray is currently in the midst of a demographic shift - attracting a new wave of students, young professionals and working families who are looking to reside in a well-connected community with easy access to transport services,” Yau said.
“The inner west has been recognised as one of Melbourne’s most undervalued opportunities and is due for rapid growth over the next two to five years."
The Joseph Place precinct is 4.5 kilometres from Melbourne’s CBD.

Melbourne's shopping strips are witnessing an emerging trend in that those further out of the traditional 5 km CBD radius are performing well, according to new research. 
Beller Commercial have just completed their first quarter strip shopping research, a matrix of 28 key shopping strips that shows the number of shops, number of vacancies, average asking rent per square metre and yield.
The research is conducted on ground with agents taking to the streets and physically counting the ‘for lease’ signs vacant stores, checking web listings and then the data is put together for the final results.
"It is important to look at ranking and ask, what is showing the most improvement, specifically in terms of low vacancies and rate per square metre?" says a note from Fred Nucara, director of Beller Commercial.
As one goes further out, the satellite villages are servicing well-established, affluent pockets demographic pockets. Also adding to the popularity of these strips are new medium, 4 – 5 level medium density residences which are more prevalent in suburbs such as Glenferrie Road, Malvern, Whitehorse Road, Balwyn and Burwood Road, Hawthorn, according to the research.
"Everyone is taking these ‘villages’ for granted but it is important to take it to the next step as an investor. These burgeoning neighbourhoods are a well kept secret, but they won’t be for long," writes Nucara.
Other top performers that have managed to flip their fortunes are Toorak Road, South Yarra where in September 2014 there were 12 vacancies, today there are only five vacant stores.
Also High Street Prahran, Armadale has seen a drop in vacancies. This can be partially attributed to the completion of new residential apartment blocks, but also rents have come back and are now more affordable to small business operations.
Along High Street, the $600 per square metre is the recently adjusted asking price from landlords and has encouraged a new generation of entrepreneurs to set up shop, the note says.
"The health and wellbeing category is significant and we are receiving regular enquiry from massage therapists, nail technicians, hairdressers and general fitness operators. It is clearly no longer a case of lets build an apartment building and put a café on the street level, new neighbourhoods require services too."
But along with the star performing strips, there are some shockers as well.
"Fitzroy Street St Kilda still can’t shake off its shady identity. With 24% vacancy rate, the Street is lurching through from summer to summer," the note says.
"Fitzroy Street should have more appeal because it close to the beach. It actually has the same feel that Smith Street, Collingwood had a few years ago. I like to think the future prospects are good (new apartment buildings arriving and the infamous Gatwick Hotel currently for sale). Given the length of the strip, it needs to be better facilitated by car parking. Also there are nearby competing areas, where the street vibe is more pleasant such as Albert Park, Middle Park and Acland Street.
"In conclusion, I’m upbeat about 2016 commercial prospects."
Nucara expects the 2015 momentum to continue as interests rates are low and "it’s a great time to both buy and sell".

For the fifth consecutive year, Melbourne has been named the world’s most liveable city by The Economist Intelligence Unit’s annual survey. 
While the ranking is based on a range of factors such as healthcare, culture, education and infrastructure, Secret Agent believes that Melbourne's success is due to thoughtful urban design.
We owe it to Jan Gehl, the Danish architect and urban designer who worked together with Melbourne City Council in the early 1990s to transform the city from, in his own words, “neutron bombed, not a soul - not even a cat”, into a place for people.
Much of our laneway culture and outdoor dining today can be attributed to Gehl’s visionary thinking and humanistic approach to urban design.
Three main principles can be drawn from Gehl’s work:
1. Design the city at 5km/h
Cities had always been designed for people, who move at a modest speed of about 5km/h, up until the boom of the automobile in the 1960s. New cities were then designed at 60km/h - wider, further apart, less accessible by foot. Gehl’s intervention in Melbourne applied the human scale of the older, 5km/h cities, giving birth to our laneway culture that is now inseparable from the city’s identity. Narrow, dense and brimming with life, there is a certain magic that comes with compact spaces.
Thanks to Gehl and planning changes, Melbourne CBD has gained 20 hectares of footpaths over 15 years. Designing walkable urban spaces encourages people to do so, resulting in a healthier population. Think about how far a person has to walk to get from A to B; is it a comfortable distance? If it necessarily becomes a lengthy walk, can it be a safe, pleasant and eventful journey?
2. Design the city at eye level
The city at 5km/h, naturally, becomes the city at eye level. There must be visual interest or the opportunity for interaction at eye level to enrich the experience of a space. When Gehl suggested to Melbourne city planners in 1978 that it needed more sidewalk cafes, he was met with disapproval, due to its health risks and Melbourne's harsh weather. Today, the city has over 200 outdoor cafes.
Imagine yourself walking along Swanston Street or Bourke Street Mall on any given afternoon of the week. Chances are you've also thought about the large crowds, buskers, outdoor  diners and corporate workers having their takeaway lunches out in the sun. Our city presents many opportunities to stop and have a conversation, or simply sit and enjoy peoplewatching.
3. Life &gt; Space &gt; Buildings
Start by designing for life. What will people be doing; eating, walking, playing? Where can people stand or sit; will there be an opportunity to sit in the afternoon sun? By first painting a picture of how people will feel and behave, we can craft urban spaces to accommodate them. Only then do we consider how buildings can enrich the environment and preserve the flow of daily life.
Urban developments that fail typically suffer from the same syndrome: they’re bland and stark, where buildings are just objects in space. There’s nothing to do or see, and they fall short of making that transition from spaces to places.
As Melbourne’s population grows, Secret Agent hopes that we continue to build liveable and walkable places for people. Let’s not forget the most important lesson from Gehl:
“Every time we build something, we manipulate the conditions of people’s lives, but most planners don’t know enough about this manipulation. We are manipulating every time we put down a stone.”

Demand for strata office property in the Melbourne CBD has grown in the first quarter of the year, as evident from a recent sale for $1.75 million and another lined up, according to Colliers International.
A 320 sqm whole floor at Level 8, 21 Victoria Street was bought by a private investor for $1.75 million. The sale, through Colliers, represented a yield of 5.62%.
Colliers International executive for Melbourne City Sales, Chris Ling, said the first quarter of 2016 had seen significant demand for CBD strata floors, including both investments and vacant floors.
Another office suite, spread over 360 sqm on the mezzanine level of 58 Franklin Street, is due to hit the market in coming weeks.
Colliers International expects the whole floor, close to Melbourne’s core retail and university precinct, to attract interest for both commercial use and potential residential conversion.
“Our Melbourne City sales team is currently seeing an unprecedented surge in demand for CBD strata office properties in the CBD,” Ling said. “This demand is powered by record low interest rates, a low Australian dollar and instability in offshore markets.
“In addition, given the current timing in the calendar year, business owners and operators are looking to secure new office space to set themselves up for the rest of the year. CBD vendors, meanwhile, are piggy backing off the momentum seen throughout 2015 in order to capitalise on the current environment.”
The property on Victoria Street saw strong competition between local and offshore buyers and sold prior to the close of the EOI campaign, Ling said. 
In 2015, Colliers International recorded more than $35 million in strata office sales in the CBD, with an average sale price of $1.95 million and an average size of 367 sqm.
According to the latest Colliers International CBD Office Research &amp; Forecast Report, Melbourne’s CBD market continued to go from strength to strength, with high levels of net absorption and a corresponding low vacancy rate. The vacancy rate for the Melbourne CBD dropped to 7.7% in Q1 of 2016, dropping to as low as 5.1% in the north eastern pocket.

Victoria St office fetches $1.75 million as strata office demand rises in Melbourne

Melbourne’s property market is expected to see stronger sales in May and June after a slow start to 2016, based on data showing the median house price has remained relatively stable for the second consecutive quarter.
The capital city's median house price was $713,000 for the three months to March 31, according to REIV figures released this week.
The stable median house price and the pickup in the number of auctions from late April through to early June was good news for buyers, said REIV chief executive officer, Enzo Raimondo.
“The moderate market will allow many more owner occupiers, including some families, strong opportunities to get a foothold on the property ladder,” he said.
The forecast strong listings, coming off the back of what has been a big 12-18 months, is expected to further add to buyer opportunities, with a wider array of homes on offer.
“Traditionally, March is one of the strongest months for property sales with high auction volumes and listings. This year has been slower, mainly due to the consecutive Labour Day public holiday, followed by Easter and the school holidays – pushing many auctions and private sales into late April and May,” he said.
In the first three months of 2016, outer Melbourne again proved to be the best performing area of Melbourne, with most of the top growth suburbs in the north and west of Melbourne.
REIV president Geoff White said that this included Epping, Caroline Springs and Werribee – and followed strong growth in the outer north-east in the December quarter, when Warrandyte recorded strong growth.
White said that “Epping and Bentleigh East recorded growth of 10.8 and 9.9 per cent respectively”.
“The only suburb within 10 km of Melbourne within the top three suburbs was Malvern East, which delivered quarterly growth of around 13 per cent,” he said.
Other outer suburbs delivering high quarterly growth were Langwarrin, Doreen Rowville and Keysborough. In fact, 12 of the top 20 growth suburbs were in outer Melbourne, he added.
“This signals continuing buying demand for homes in the city’s outer suburbs, as homebuyers look for value further from the CBD in the current market,” White said.
The median house price in Melbourne’s outer ring – that is, more than 20 km from the CBD – reached $557,500 this quarter, up almost $3,000 on December.
Meanwhile, unit and apartment prices fell slightly across the city, down 1.8 per cent in the March quarter to a median of $525,500. The decline follows solid growth of 1.6 per cent in December.
