Sydney-based developer Scion has lodged a State Significant Development Application (SSDA) for a 22-storey mixed-use tower at 96 Anzac Avenue, West Ryde, marking a significant step in the transformation of the Victoria Road gateway precinct.

Designed by Turner, the proposal would replace an ageing two-storey commercial building with a 22-storey building comprising 145 build-to-sell apartments and 29 co-living rooms, above ground-floor retail and three basement levels of parking.

The 3,149 sqm site sits just 150 metres from West Ryde train station, at the edge of the suburb’s retail core and diagonally opposite Anzac Park. It occupies a prominent corner with frontages to both Anzac Avenue and Victoria Road, positioning it as a key transition point between established residential neighbourhoods and the commercial centre.

The scheme is being advanced under the Housing Delivery Authority pathway as a State Significant Development, alongside a concurrent rezoning to lift the site’s height and floor space ratio controls.

Currently zoned MU1 Mixed Use, the site is subject to a 15.5-metre height limit and a 1.25:1 FSR under the Ryde Local Environmental Plan 2014. The proposal seeks to increase the maximum height to 49.5 metres and the FSR to 4:1, enabling a stepped 18–22 storey built form.

The Architectural Design Report states: “The proposal responds to a unique opportunity to support the revitalisation of West Ryde through the delivery of a landmark development that combines high-quality residential offerings with enhanced public realm and active ground plane uses.”

Turner says the increased scale aligns with Council’s strategic direction for the precinct, including the West Ryde Town Centre Revitalisation Strategy (2019), the Draft Masterplan (2021), and the West Ryde–Meadowbank Renewal Strategy (2023).

“The increased height and density proposed aligns with Council’s evolving strategic direction for the precinct, as outlined in the Draft Revitalisation Strategy (2019), the 2021 Draft Masterplan, and the broader West Ryde–Meadowbank Renewal Strategy (2023), which collectively call for higher density, transit-oriented development and design excellence,” the report states.

The proposal delivers 16,877 sqm of gross floor area across retail, co-living and build-to-sell apartments, with a proposed FSR of 5.36:1.

Turner describes the vision as establishing “a contemporary, mixed-use development that contributes positively to the West Ryde town centre.”

The architectural response has been shaped by the site’s gateway role along Victoria Road and its proximity to Anzac Park and surrounding heritage elements, including the Sydney Water pumping station opposite the site.

The Environmental Impact Statement notes the built form is shaped by “generous setbacks, active frontages, and upper-level articulation to ensure a sensitive transition to the surrounding context while delivering a high level of sustainability, residential amenity, and urban design.”

At ground level, retail uses will activate both street frontages, supported by public domain upgrades including a raised pedestrian crossing and landscaped areas to improve permeability and pedestrian safety.

The design process also incorporated consultation around Connecting with Country principles. The design report outlines engagement with Cultural Heritage Consultants Artefact and Aunty Julie, a Burruberongal woman of the Darug Nation, informing planting selection, materiality and potential public art opportunities.

Turner says the scheme aims to optimise the site’s capacity while balancing yield and amenity.

“The proposed scheme seeks to optimise the site’s potential by balancing yield, amenity, and urban integration. It will deliver a high-quality, mixed-use precinct that supports West Ryde’s ongoing transformation into a connected, accessible, and liveable centre,” the report states.

Under the National Housing Accord, NSW has a target of delivering 377,000 new homes over five years. The West Ryde proposal contributes 145 apartments and 29 co-living rooms within walking distance of heavy rail and bus services, in line with the State Government’s push for transit-oriented development.

The site has a long planning history. A four-storey mixed-use scheme was approved in 2003 but never delivered. In January 2025, a Planning Proposal was lodged to increase height and density controls before being transitioned to the HDA SSD pathway, with the Minister declaring the project State Significant Development in March 2025.

If approved, the Turner-designed tower would mark one of the tallest buildings in West Ryde and reinforce Victoria Road’s evolution into a higher-density mixed-use spine.

The application is now with the Department of Planning, Housing and Infrastructure for assessment.

Coorparoo development site hits the market

Construction of Maasra Apartments has commenced following design iteration finalisation

Coorparoo Square, a joint venture between Honeycombes Property Group and Frasers Property Australia, has won the national Liberty Award for Best Mixed-Use Development at the 2019 Property Council &amp; Rider Levett Bucknall Innovation &amp; Excellence Awards.

Tightly-held Coorparoo house sold for first time in 40 years

Former Brisbane Lion triple premiership captain Michael Voss and wife Donna have sold their Coorparoo home, Nu Haven.
It had been on the market for 37 days before its sale through Place Bulimba agents James Curtain and Warren Walsh.
The couple paid $2.55 million for the five bedroom family entertainer in 2009 when Voss took over as head coach at the Lions.
Set on 1303, the home is designed in a U shape, focused around a centralized swimming pool.
It features a grand entertaining space with a wood fireplace, arched French windows and a chandelier overlook the manicured front gardens.
The master suite includes a lounge and bar area, dressing room, ensuite and private deck.
It became a $1,200 a week rental at the end of 2015.
