<p>New Brisbane developer Dalcott has unveiled Marrone, the first of three residential projects it is planning in and around Browning Street in South Brisbane.</p>

<p><a href="https://www.apartments.com.au/new-apartments/marrone-south-brisbane-39-browning-street-south-brisbane-qld-4101">Marrone</a> will comprise 97 predominantly two- and three-bedroom apartments, with larger residences aimed squarely at the owner-occupier market.</p>

<p>The project will sit in a quiet pocket of South Brisbane between South Bank and West End, close to the restaurants, cultural attractions and riverfront amenity that have driven the suburb's continued transformation.</p>

<p>Dalcott is targeting buyers looking for more space and amenity than has traditionally been offered in the inner-city apartment market, particularly downsizers and professionals wanting to remain close to the city.</p>

<p>Cottee said Marrone represented the first stage of the group's longer-term plans for the area.</p>

<p>Dalcott was established in 2025 by Lachlan Cottee and Ben Dalgliesh, combining development and construction capability under an integrated model and focusing on architecturally considered residential projects.</p>

<p>Marrone will initially be offered through a pre-release registration campaign ahead of its broader public launch.</p>


Dalcott targets owner-occupiers with South Brisbane debut Marrone

<p>Parnell Developments is the latest to seek significant uplift through the NSW Government's Housing Delivery Authority on a Strathfield site previously approved for a much smaller apartment development.</p>

<p>Parnell has sought approval for a 32-storey mixed use tower across&nbsp;<a href="https://www.apartments.com.au/new-apartments/7-lyons-street-strathfield-nsw-2135">3-7 Lyons Street and 18 Parnell Street</a>, a&nbsp;1,857 sqm site around 400 metres from Strathfield Station. The building would yield 160 apartments, 15 per cent of which will be dedicated affordable as per the government mandate for buildings seeking additional uplift.</p>

<p>Approved previously was a nine-storey building back in 2022 with just over 30 apartments. That approval came prior to the project being&nbsp;progressively reconsidered as planning policy shifted toward greater density around transport hubs.</p>

<p>Turner has designed the latest building that would replace&nbsp;existing detached homes across the four lots.</p>

<p>The apartment mix comprises 22 one-bedroom apartments, 107 two-bedroom and two-bedroom-plus configurations, and 31 apartments with three or more bedrooms. The scheme also includes 203 car spaces across six basement levels and 58 bicycle spaces.</p>

<p>The proposal has been designed around a three-storey podium addressing Lyons Street, with the tower rising above and stepping toward its upper levels.</p>

<p>Turner said the podium was deliberately scaled to respond to the existing street, while the taller element has been designed as part of the emerging skyline anticipated around Strathfield Town Centre and the wider Homebush transport-oriented development precinct.</p>

<p>The Lyons Street frontage would have a more active, pedestrian-focused character, incorporating the commercial tenancy, landscaping and a brick-framed podium with an awning.</p>

<p>Parnell Street, which faces the railway corridor, has been given a different architectural treatment, with double-height breeze blocks, landscaping and communal areas used to soften the interface with the rail infrastructure.</p>

<p>The tower itself uses curved and recessed facade elements, with wave-like indentations across the northern elevation breaking the building into three vertical forms.</p>

<p>A palette of grey concrete, brick and breeze blocks is complemented by clay and terracotta accents, while the upper tower adopts a lighter expression through articulated slab edges, vertical fins and recessed glazing.</p>

<p>Residents would have access to 467 sqm of communal open space spread across three levels. The ground floor would accommodate the more active resident areas, including barbecue and group gathering spaces and an internal communal room capable of being used for working from home.</p>

<p>A more passive viewing deck is proposed at level three, overlooking the ground-level landscaping and neighbouring tennis courts, while a rooftop "sunset deck" at level 30 would provide another social and relaxation space.</p>

<p>Strathfield has been earmarked for substantial change through the Strathfield Town Centre planning work and the nearby Homebush TOD precinct.</p>

<p>Turner's report says the project has been designed to act as a transition between the existing low and mid-rise development surrounding the site and the taller built form expected to emerge across the town centre.</p>

<p>The proposal is being assessed as State Significant Development under the HDA pathway, alongside the concurrent request to amend the Burwood Local Environmental Plan.</p>


First look: New apartment tower pitched for Strathfield Town Centre precinct

<p>An $18 million penthouse has hit the market in Main Beach as construction tops out on La Mer, the $155 million apartment development rising just metres from the beach.</p>

<p>Spanning around 600 sqm across the top two levels of the 29-storey tower on Main Beach Parade, the four-bedroom penthouse is one of the latest eight-figure residences to test the upper end of the Gold Coast apartment market.</p>

<p>Take for example telemedicine - Australia has been slow to adopt this practice but amidst a pandemic, everything went digital. Why would we ever go back to in-person consultants for a script refill when it can be done online?</p>

<p>Only time will tell whether these changes will be short-lived or if as a collective, we will put a greater emphasis on technology and efficiency. But for the time being, the most important thing we can do is to support Australians and local businesses. Within our own business, we are working hand in hand to navigate this tough market with our partners and consultants. </p>

<p>By remaining involved in advocacy groups such as the <a href="https://www.propertycouncil.com.au/">Property Council of Australia</a> and the UDIA, we can safely keep construction sites open to stimulate the economy and keep Australians in jobs, while ensuring <a href="/developments">developments</a> are progressing healthily through planning and construction. It is times like these you need to remain agile when the going gets tough - it will only make us stronger on the other side.</p>

<div>On the positive side of the ledger, China appears to have all but eliminated new cases, and a number of other countries appear to have arrested the virus. </div>

<div>Germany now has more than 58,000 cases, but its curve does now appear to be flattening.</div>
<div> </div>
<div>Tragically, Italy has seen more than 92,000 cases and 10,000 deaths, but with luck here too the exponential growth may soon be curtailed. </div>
<div> </div>
<div>Spain's figures still look nasty, but the curve is gradually flattening. </div>
<div> </div>
<div>Increasingly the biggest disaster of all looks as though it might be in the US, where cases have exploded to 120,000 with little sign of any promising progress to date.</div>
<p class="post-title entry-title"><strong>Australia shutdown</strong><br><strong><br></strong>How about in Australia?</p>
<div>Today, new known cases increased by 460, taking total known cases to 3,640, with 14 deaths to date (mainly over those aged in their 70s or older). </div>

<div>So we're by no means out of the woods yet, but for whatever reasons things do appear to be shaping up somewhat better in Australia than elsewhere.</div>

<div>And that's in spite of multiple cruise ship blunders and numerous earlier examples of flagrant disregard for social distancing rules.<br><br>And, indeed, it's in spite of more widespread testing per capita in Australia than in most other countries (Korea, Germany, and Russia have held more tests than we have, but of course their respective populations are far larger than ours, at only 25 million). </div>
<div> </div>
<div>Only a virologist can explain the possible reasons for this; perhaps the climate helps?</div>
<p class="post-title entry-title"><strong>A 9-point plan for re-opening Australia</strong></p>
<div>This is a global pandemic with global ramifications, but ultimately the world won't end, and figuratively speaking it'll be every man for himself when it comes to the critical question of how to kick-start national economies again.</div>
<div> </div>
<div>Here's a 9-point plan for how we might be able to achieve it soonest and most effectively, from the perspective of a perpetually under-qualified blogger, should the daily figures begin to improve over the next fortnight:</div>
<div> </div>
<div><strong>1 - Initiate a shelter-in-place order</strong></div>
<div> </div>
<div>States already have shelter-in-place action plans, so these should be used immediately for all non-essential workers and businesses. </div>
<div> </div>
<div>The Aussie economy has effective already had a coronary, so it's now imperative to get daily new cases of the Coronavirus under control as soon as humanly possible.</div>
<div> </div>
<div>The sooner we can do that, the sooner we can think about re-opening. </div>
<p class="post-title entry-title"><strong>2 - Wage subsidies</strong><br><br>The government has spoken much about its 'stimulus packages the equivalent of 10 per cent of GDP', but the truth is much of this has been in the form of loan facilities and other non-cash items.</p>
<div>Whether by following a similar model to Boris Johnson in the UK or through another approach using the existing transfer system, the government must announce wage subsidies for stood down workers to keep them solvent until such time that the economy can be opened for business again.<br><br>Retail workers are being stood down at an alarming rate, while hospitality and tourism is also being smashed.<br><br>But these workers can return to work soon too, provided that they can be tided over with subsidies.<br><br>Furthermore, with Treasury or RBA funding, banks may also be better served over the medium term to offer interest-only mortgage terms at an interest rate of, say, 2½ per cent to any borrowers in distress, for as long as needed (in addition to the arbitrary 6-month payment holiday terms already being promoted). </div>
<div> </div>
<div>Interest-only mortgage terms with the use of an offset account can be an ideal means for families and other mortgagors to begin building up a safety buffer as get back on their feet from a financial perspective.</div>
<div> </div>
<div>Rental relief measures will presumably also follow, perhaps implemented at the state level. </div>
<div> </div>
<div>These are extraordinary measures, but they're also extraordinary times.<br><br>Shutting down the economy is effectively a national disaster scenario, and it needs to be approached as such. </div>
<p class="post-title entry-title"><strong>3 - Set up a COVID-10 Delivery Unit</strong></p>
<div>Create a dedicated COVID-19 Delivery Unit to purchase, import, manufacture, or find any other ways to both stockpile and circulate facemasks, surgical masks, respiratory equipment, ventilators, gowns, protective gear, and treatment drugs, and prepare as many ICU beds as practicable around the country. </div>
<div> </div>
<div>Even <em>if</em> the virus gets under control in the short term, there could yet be a second, third, and fourth wave, so it's better to go hard here rather than die wondering (for want of a better phrase). </div>
<div> </div>
<div>If there's available funding for testing and research into vaccines, cures, and effective treatments, then implement that too. </div>
<div> </div>
<div><strong>4 - Fund a COVID-19 Testing and Tracing Unit</strong></div>
<div> </div>
<div>Australia must acquire millions of testing kits, and put in place widespread and rigorous testing and tracing regime, with an enforceable action plan for quarantining and treating those with symptoms, and tracing the recent contacts of any known infected persons. </div>
<div> </div>
<div><strong>5 - Government messaging</strong></div>
<div> </div>
<div>Testing and tracing will likely need to continue long after the curve of new cases is flattened, and to this end government messaging should encourage Aussies to keep a daily journal of their movements, and a daily record of folks they may have had close contact with each day (this is a suggestion I read about at the excellent <em>Calculated Risk</em>, and as usual it's a very thoughtful one). </div>
<div> </div>
<div>One of the best-known finance authors once reportedly said that people need to hear simple messages over and over again before they truly sink in...a point with which I concur.</div>
<div> </div>
<div>Therefore, appropriate messaging needs to be hammered home repeatedly on social distancing, the wearing of facemasks, washing hands, sanitising, hygiene, avoiding touching objects unnecessarily, and a raft of other key points. </div>
<div> </div>
<div>The wearing of facemasks has, to my knowledge, normally only been common practice amongst Aussies of Asian origin, but common sense says we should all consider adopting the practice (and maybe gloves too).</div>
<p class="post-title entry-title"><strong>6 - Re-open local economies with few cases</strong></p>
<div>The government faces the nigh on impossible task of balancing the public's health against the human and economic cost of keeping businesses closed.</div>
<div> </div>
<div>Take the example of the capital city of Darwin.</div>
<div> </div>
<div>The Northern Territory was already in recession before the COVID-19 issue surfaced, and now its borders must be closed and its businesses will be hit harder still by any restrictive measures. </div>
<div> </div>
<div>Yet the entire territory has just 15 known cases of the Coronavirus to date, and only one death.</div>
<p class="post-title entry-title"> </p>

<div>At the appropriate point the towns and cities (and then states and territories) with the fewest cases will need to see restrictive measures lifted.<br><br>This can soon be an opportunity for Australia's regions to lead the economy forward again, which would make a pleasant change from the heavy reliance on Sydney and Melbourne of the past 7-8 years. </div>
<div> </div>
<div>Virus hotspots may need to remain shuttered for longer, but for towns and cities with the fewest cases the curfews and restrictive measures can be lifted soonest. </div>
<div> </div>
<div><strong>7 - Re-open the Aussie borders, but with mandatory testing</strong></div>
<div> </div>
<div>The capability should exist to introduce and maintain mandatory testing for all entrants into Australia on an ongoing basis. </div>
<div> </div>
<div>It goes without saying that those showing symptoms will need to be quarantined and appropriately treated. </div>
<div> </div>
<div>On the one hand these measures may seem draconian, but on the other hand, what might the alternative look like? </div>
<div> </div>
<div>Many of the cases in Australia apparently originated overseas, so airports and the border are evidently a high risk area. </div>
<div> </div>
<div><strong>8 - Allow businesses to re-open</strong></div>
<div> </div>
<div>As daily new known cases begin to decline, allow businesses and trading to re-open, but with social distancing still to be practised to the extent possible.</div>
<div> </div>
<div>Businesses should be encouraged to allow staff to work from home where practicable, and group meetings discouraged where possible.</div>
<div> </div>
<div>Moreover, an over-arching rule of common sense must apply. </div>
<div> </div>
<div><strong>9 - An ongoing fight</strong></div>
<div> </div>
<div>It's not yet entirely clear whether re-infection is possible, or whether there will be second and third waves of the virus in those locations where cases of the virus have initially been controlled. </div>
<div> </div>
<div>Therefore, we must remain vigilant well beyond the point that the economy is up and humming again.</div>
<div> </div>
<div><strong>A balancing act</strong></div>
<div> </div>
<div>There is, of course, no 'right' way to do these things. </div>
<div> </div>
<div>Every day that companies or self-employed workers are closed for business inflicts more pain, so there are many challenging decisions to be made in real time by those in power to balance the potential risks versus respective health and economic costs. </div>
<div> </div>
<div>Only in hindsight will experts know what could or should have been done with more certainty, but this 9-point plan is what's swirling around my head tonight.</div>
<div> </div>
<div><strong>In short: </strong></div>
<div> </div>
<div>- Issue shelter-in-place orders until the curve of new cases is flattened;</div>
<div> </div>
<div>- Go hard, fast, and early to wage subsidies for workers and cash payments for businesses, with further mortgage and rental relief packages to follow;</div>
<div> </div>
<div>- Build up a war chest of medical supplies, and introduce a nationwide testing, tracing, and quarantining program;</div>
<div> </div>
<div>- Hammer home the 'best practice' messaging, and encourage record-keeping with respect to personal movements and contact with others;</div>
<div> </div>
<div>- As daily new cases begin to decline, re-open locations and economies with the fewest known Coronavirus cases first, and gradually roll this re-opening out nationwide; and </div>
<div> </div>
<div>- Enforce mandatory testing for all entrants to Australia, with quarantine as required.</div>

<p>Cars have become a basic necessity of life. While many Australians are opting for public transport, cars are still required for many industries such as taxi and delivery services, as well as for those where other modes of transport are not easily accessible or a viable option.</p>

<p>While the phasing out of disposable coffee cups is quickly becoming a reality, the likelihood of phasing out car-use is proving to be a far trickier challenge.  </p>

<p>Accessibility of car parking in the CBD is becoming an increasing problem throughout Australia, both the lack of parking spaces available, as well as the impact idle cars and empty parking lots have on a city – both aesthetically and environmentally.</p>

<p>Focusing particularly on the environmental impact, perhaps we need to consider how we can better utilise parking space in the city.</p>

<p>While we may feel there are never enough parking spaces, Australian census data tells us that there are. </p>

<p>Cities are abundant with parking spaces because minimum parking policies exist. These policies specify the minimum number of parking spaces a dwelling can include with any property sale. For example, the Western Australian State Planning Policy specifies that for every one-bedroom apartment, there must be <a href="https://www.dplh.wa.gov.au/getmedia/5926602c-ab14-46f0-be6f-56dc31c45902/SPP-7-3-R-Codes-Apartments"><u><strong>at least 0.75-1 parking bays</strong></u></a>. The policy also states that there must be at least one visitor parking space for every four dwellings. </p>

In the City of Melbourne, despite having more than 215,000 parking spaces available, approximately <a href="https://profile.id.com.au/perth/car-ownership"><u><strong>one-third are not used every day</strong></u></a>. </p>

<p>As well as taking up what could be better-utilised space, empty car parking spaces add to a city’s urban heat, known as Urban Heat Island Effect (UHIE). UHIE refers to the amount of heat emitted by man-made structures such as concrete and asphalt. Car parks are a major contributor to a city’s urban heat rating and the higher the rating, the hotter the city. </p>

<p>Public transport in most inner-city suburbs of Australia’s capital cities is well established and reliable. To help mitigate the impact of the UHIE and challenges faced by empty car parking spaces, developers can reconsider including car parking in their developments, encouraging the use of public transport instead. Leading the change is <a href="/architects/breathe-architecture"><u><strong>Breathe Architecture</strong></u></a>, with their subsidiary project <a href="/developers/nightingale-housing"><u><strong>Nightingale Housing</strong></u></a>. Their innovative approach to removing a minimum parking requirement for their housing developments was supported by the City of Moreland.</p>

<blockquote>
<p><em><strong>Council’s recent decision to continue support of the planning scheme amendment is a positive step as we work to address the challenges of population growth impacts for our community, including traffic congestion and maintaining the liveability of Moreland. </strong></em></p>

<p><em><strong>The amendment is an important part of the implementation of the Moreland Integrated Transport Strategy actions. The expert independent panel, appointed by the Minister for Planning, will now consider this groundbreaking initiative, which has the potential to discourage oversupply of onsite parking in Moreland’s Activity Centres. </strong></em></p>

<p><em><strong>Nightingale projects and other affordable housing projects are located in Council’s Major Activity Centres, which are well served by public transport. Removing existing minimum parking requirements and adopting maximum parking provisions provides increased housing choice in Moreland, offering a new housing opportunity that relies on sustainable transport instead of car parking.</strong></em></p>

<h2><strong>Future Focus: How can we mitigate the negative impacts of car use in our cities?</strong></h2>

<p>We recently spoke with urban planning students from the University of Western Australia who shared their thoughts on the future of car parking in Perth. Many voiced the need to improve public transport accessibility and increase green spaces in the city.</p>

<p>One student commented that while there is a minimum limit on parking spaces, a maximum should be implemented too. </p>

<blockquote>
<p><em><strong>“Definitely place a maximum limit on parking spaces. Developers should think more broadly about how people get to places rather than assuming vehicles are the default method. Developments should only be undertaken when a robust understanding of the transport network is complete and high-density projects should only occur along major public transport corridors.”</strong></em></p>
</blockquote>

<p>Another student commented that block parking is unattractive and should be reconsidered.</p>

<p><em><strong>“Vacant block parking is ugly, cars look like they've been abandoned and are not nearly parked in bays…”</strong></em></p>
</blockquote>

<p>This argument was countered by another student who believed block parking was the best way to avoid parking sprawl within the city.</p>

<p><em><strong>“Multi-storey would be most practical, as it would use a small block footprint.” </strong></em></p>
</blockquote>

More green spaces can also help mitigate the UHIE and offers inviting spaces for community cohesion. </p>

<p>These are great steps, but we still need parking spaces, as many are reliant on them to conduct their daily activities. Parking spaces are especially important for individuals with disabilities, families with small children and those in the delivery service industry. Therefore, rather than removing car parking altogether, perhaps it is time to consider alternative uses for car parking spaces?</p>

<h2><strong>Electric car charging stations</strong></h2>

<p>Electric vehicles are not only cheaper to run (approximately <a href="https://electricvehiclecouncil.com.au/"><u><strong>$0.33 per e-litre</strong></u></a> as compared to approximately $1.50 per litre for fuel) but are significantly better for the environment. According to the Electric Vehicle Council, if everyone in Australia drove an electric car, we <a href="https://electricvehiclecouncil.com.au/about-ev/key-facts/"><u><strong>could reduce our greenhouse emissions by 6%</strong></u></a>. </p>

<p>Charging stations for electric cars are slowly becoming more widely available. New apartment developments could consider adding charging stations to their car parking spaces in order to encourage residents to make the switch to electricity-powered vehicles. Many apartments already offer this service successfully, including some <a href="/buildings/east-brunswick-village-3-bluestone-way-brunswick-east"><u><strong>currently under construction</strong></u></a> that will be incorporating charging stations into their plans. There aren’t many newly built apartments in Western Australia with charging stations, but the state offers a <a href="https://rac.com.au/travel-touring/maps-and-guides/ev-chargers"><u><strong>wealth of charging stations</strong></u></a>, particularly in Perth. </p>

<h2><strong>Car sharing</strong></h2>

<p>Many Australians are opting to not own a car, turning to car sharing alternatives for the occasions where they need a car. Car sharing services such as <a href="/guides/weekly-podcast-episode-28-gogets-justin-passaportis-and-joshua-brydges"><u><strong>GoGet</strong></u></a>, Flexicar and Car Next Door are increasing in popularity as they are perfect for short and occasional trips. </p>

<blockquote>
<p><em><strong>“[Cars will not be] required since all cars will be ‘taxis’ that is not privately owned but a shared resource - readily available and in constant use.”</strong></em></p>
</blockquote>

<p>Car sharing pods are constantly popping up throughout Australian cities, with some parking stations converting two or three spaces into car share only parks. Apartment developments are doing this too. When purchasing off-the-plan, buyers have the option to purchase a parking space. By opting in or out of a car park, more spaces are made available for alternative options such as car sharing. In conjunction with the car-sharing company, developers offer residents a generous discount to encourage its usage. </p>

<p>As apartment living becomes more popular, accessibility to green spaces is also essential to the health and wellbeing of residents. By repurposing completely empty car parks into green spaces, a city’s air quality could improve, reducing its urban heat rating and boost community cohesion. Recently, following <a href="https://www.stonnington.vic.gov.au/Development/Council-Projects/Prahran-Square/About-the-project"><u><strong>extensive community consultation</strong></u></a>, the City of Stonnington in Melbourne <a href="https://landscapeaustralia.com/articles/lyons-and-aspect-studios-to-transform-melbourne-carpark-into-public-park-1/#"><u><strong>converted a 9,000 square-metre car park</strong></u></a> into a vibrant public park, Cato Square – delivered by Kane Constructions. Whilst car parking spaces are still available, the conversion has enabled Stonnington residents to meet and engage with one another, fostering a stronger community spirit.</p>

<p>The University of Western Australia students also commented on the importance of prioritising the environment and human health over parking and car-use and suggested repurposing disused parking spaces for green infrastructure.</p>

<p>Car parks, especially single- or multi-storey parking stations, aren’t necessarily empty all the time. Those situated in the city may be full during the working day and vacant after 5 pm or over the weekend. These can become multi-use spaces, becoming a vibrant music scene at night or a bustling market on a Saturday. For example, located in the heart of Melbourne’s Fitzroy, The Fitzroy Mills is a farmer’s market located in a car park left empty over the weekend. </p>

<p>Owners corporations could also consider opening unused private parking spaces to the public, reducing on-street parking*.</p>

<p>Ultimately, if the takeaway coffee industry can disrupt the status-quo with reusable cups that we now faithfully carry, then cities can rethink how parking spaces are utilised in order to improve our environment and better our sense of community.</p>

<p>One of the many great cost benefits of buying off-the-plan is the ability to save on stamp duty fees. Many home buyers have saved thousands by purchasing a new-build home that meets their state’s concession criteria. In this guide, our aim is to help answer all your stamp duty questions and help you identify whether you could be eligible for a concession when you buy your new off-the-plan home.</p>

<p><strong>Firstly, do you pay stamp duty if you buy off-the-plan?</strong></p>

<p>Stamp duty is a mandatory cost associated with purchasing property in Australia. However, because an off-the-plan property is a ‘new build’, buyers may be able to reduce the cost of their stamp duty fees or dissolve the cost entirely. Special rules can also apply to <a href="/guides/2019/06/17/urbans-first-home-buyer-guide"><u><strong>first home buyers</strong></u></a>, pensioners, and owner-occupiers. <p><strong>When is stamp duty payable on off the plan purchases?</strong></p>

<p>Stamp duty is the taxable amount charged by the State Government for particular transactions including selling assets such as property. This is generally paid to the state revenue office before lodging the title transfer.&nbsp;</p>

<p><strong>How to calculate off the plan stamp duty&nbsp;</strong></p>

<p>Calculating stamp duty varies from state to state and depends on whether you're intending on living in your home or renting it out, as well as the market value of the property. You can use a <a href="https://exactly.net.au/calculators/stamp-duty-calculator/"><u><strong>Stamp Duty Calculator</strong></u></a> to figure out home much you would be likely to pay for the apartment or townhouse you're interested in. Just bear in mind that you could also be eligible for one of the many concessions available.&nbsp;</p>

<p><strong>How much can you save with off-the-plan concession?</strong></p>

<p>To assist you with your home buying journey, here is a&nbsp;state-by-state guide to understanding some of the concession laws in your city*.</p>

	<li>You must pay the market value for your property. If the contract price is lower than the market rate, then you will not be eligible for the concession.</li>
	<li>You must be eligible for the principal place of residence concession or the first home buyer duty exemption or concession.</li>
	<li>Ineligible <a href="/guides/how-to-navigate-australias-first-home-buyer-grants"><u><strong>First Home Buyer Grant</strong></u></a> applications (who bought property for $750,000 or more) may still be eligible for the off-the-plan concession.</li>
	<li>All purchasers must be over 18, with the exception of purchasers who are the guardian of a person with a legal disability.</li>
	<li>Stamp Duty concessions are not available to company or trustee purchasers.</li>
	<li>At least one buyer must live in the property for at least 12 months from 12 months after settlement/acquisition of the property.</li>
	<li>For contracts signed before 1 July 2017, if you live at the property, you purchased you may be eligible for the principal place of residence duty concession if the dutiable value of your home is $550,000 or less (after adding the off-the-plan concession to your contract price).</li>

<p>As one of Australia's largest off-the-plan property platforms, <u><strong>Apartments.com.au</strong></u> experiences high volumes of traffic to our 8338+ apartment and townhome listings every day. Over the past two months, Urban has recorded exponential growth among Next Home Buyers, who have overtaken First Home Buyers as the most significant active segment in the search for off-the-plan properties. </p>

<p>At the start of 2019, First Home Buyers were entering the market en masse, due to APRA's loosened lending constraints, a dropping cash rate, and reinstated faith in the off-the-plan market. However, now Next Home Buyers represent over 40% of the total volume of enquiries on Urban, showing a trend which could be likely to progress into the new year. </p>

<p>A newly announced First Home Loan Deposit Scheme will come into effect on 1st of January 2020, which the Federal Government thought would boost first home ownership in Australia. However, Core Logic's Tim Lawless explains that this initiative will not have much of an impact reinvigorating the first home buyer market since the scheme will cap grants after 10,000 applicants. </p>

<p>Without enough financial assistance or affordable homes on the market for first home buyers, experts anticipate that next home buyers will become the strongest competitors as the property market picks up again. </p>

<p>It is also apparent that <a href="https://www.lifehacker.com.au/2016/10/baby-boomers-own-more-than-half-of-australias-wealth/"><u><strong>baby boomers hold half of Australia's wealth</strong></u></a>, which explains the rapidly increasing property value statistic as homeowners downsize to low-maintenance, luxury apartments and townhomes.</p>

<h2><strong>According to developers, here is what Next Home Buyers are looking for in a new property </strong></h2>

New Urban data shows Next Home Buyer property enquiries overtake First Home Buyer interest

Insurance is another important consideration, as it can help provide a level of financial cover for the contents inside your apartment, or the building itself, in the event of a worst-case scenario.</p>

<p>Here’s a guide to understanding insurance cover for your apartment, and four things to keep in mind when considering a contents policy to suit your requirements.</p>

<h2><strong>What insurance is available for an apartment?</strong></h2>

<p>For most new apartments, financial protection for the building structure is generally managed through a strata insurance policy. This type of insurance generally does not often include cover for your possessions inside the apartment, which is where contents insurance becomes important to acquire.</p>

<p><em>1. Building - strata insurance</em></p>

<p>Strata insurance, also called body corporate insurance, covers the apartment building itself, together with common property and shared areas like pools, lifts, driveways, balconies and garages, as well as permanent fixtures inside the apartment, which may include shared water pipes, toilets, and built-in wardrobes.</p>

<p>Depending on the policy, you might also have coverage for public liability in the event someone (such as a tradesperson) is injured while on common property.</p>

<p>This building insurance is mandatory for strata title apartments and is therefore arranged and managed by the body corporate. The cost of the insurance is shared between all owners and included in your body corporate levies.</p>

<p><em>2. Contents insurance</em></p>

<p><a href="https://www.canstar.com.au/home-insurance/what-is-contents-insurance/">Contents insurance</a> provides some financial protection against damage, theft or loss of personal possessions in your home. It is designed to cover everything inside your apartment that’s not permanently fixed, meaning you may be able to use it to claim items such as carpets, curtains, light fittings and appliances, as well as personal possessions including furniture, jewellery, phones and laptops.</p>

<p>When <a href="http://www.canstar.com.au/home-insurance/">comparing insurance policies</a>, it is a good idea to look at factors such as claim limits and the natural events included (such as damage from power surges during storms) because insurance providers can have varying policy definitions, inclusions and exclusions.</p>

<p><strong>How much can contents insurance cost?</strong></p>

<p>The exact premium you pay on your contents insurance can depend on a range of factors – such as the location of your apartment and the value of the contents you need cover for – but to give you a ballpark estimate, here is the market average annual contents insurance premiums listed on Canstar’s database. </p>

<h2><strong>When should you take out contents insurance?</strong></h2>

<p>The stage where you become responsible for any damage to the property differs from state-to-state. Generally, the buyer becomes responsible for damage to the property either on the exchange of contracts or at settlement. </p>

<p>Another consideration is that the strata insurance might not cover internal fixtures, such as <a href="/guides/how-to-choose-the-right-flooring-for-your-off-the-plan-apartment">floorboards</a> or top-of-the-range light fittings. I would suggest confirming with your lawyer as to what is covered by your apartment's strata insurance and what you may require additional insurance for.</p>

<h2><strong>Insurance and your new apartment: 4 things to keep in mind</strong></h2>

<p>When <a href="/guides">buying an off-the-plan apartment</a>, you may be looking to protect your assets financially, but it’s important to bear in mind that not all insurance policies are created equal.</p>

<p>Here are four things to keep in mind when considering insurance for a new apartment:</p>

<p><em>1. Understand what your strata insurance covers</em></p>

<p>Check the specifics of what the strata insurance policy considers part of the building structure, common property, common areas and common contents. For example, some policies might cover hardwood flooring inside apartments but not timber laminate or carpet, which you may choose to cover in your contents insurance policy.</p>

<p><em>2. Comparing contents insurance policies</em></p>

<p>Different insurance providers have different policies, and premium prices will vary. Shopping around to compare the offers provided by contents insurance providers is a great way to find out which company's policy is best suited to your needs.</p>

<p>When comparing policies, it is also a good idea to check the extent of coverage offered, including the definitions for clauses including "accidental damage" and other defined events, like fire and theft. You could also check whether your cover extends to personal property, including smartphones and bicycles, when they are in use remotely from your home.</p>

<p>If you’re intending on making your new apartment an investment property, you may instead wish to consider landlord insurance, as contents cover might not apply to you in this situation.</p>

<p><em>3. Accurately valuing your possessions</em></p>

<p>When taking out contents insurance, your insurance provider will generally ask you to give an estimated total value for your possessions. If you would like cover for certain high-value items such as jewellery, computers or electric guitars, you may need to list each of them specifically, and check with your provider about the value they may payout if you need to claim. Documenting and taking a photo of the items and receipts could also assist in providing evidence of ownership in case you need to make a claim.</p>

<p><em>4. Home warranty insurance</em></p>

<p>Something extra to keep in mind for newly built or off-the-plan apartments, in particular, is <a href="https://www.qbcc.qld.gov.au/home-warranty-insurance/home-warranty-insurance-explained">home warranty insurance</a> which could be included as part of the building contract and is typically underwritten by the state government where the apartment is located. If you find any defects covered under the policy within a set period after development and you inform your body corporate immediately, you may be able to lodge a claim for breach of statutory warranty. Note that eligibility, timelines and deadlines for making claims may vary between different states and territories.</p>

<p>Urban.com.au caught up with Hickory's Managing Director George Abraham following the completion of multiple new developments across Victoria. Abraham discussed successful heritage retrofits, hotel sector growth and what's in the construction pipeline for 2020.</p>

<p><strong>Urban.com.au: Recently you’ve completed many notable buildings in Melbourne including <a href="/developments/box-hill-vic-3128"><u>Box Hill</u></a>’s first high rise as well as the world’s 4th slimmest tower. How have you found the reception of these developments? </strong></p>

<p>George Abraham: We are very proud of the work completed on these two landmark developments. The quality of workmanship and finishes is exceptionally high. The reception has been extremely positive for both of these buildings. The façade on Collins House is very well resolved, the interiors are of high quality and the reproduced mouldings in the main lobby, from the original Fitout, look fantastic. On Sky One, the curved, glass façade with LED and the stainless-steel capping add to the impact of the exterior. The 5,000m2 retail area will be completed in March 2020.</p>

<p><strong>U: I understand that the decision to feature a concrete façade on the western side of <a href="/news/upcycling-australia-why-demolish-when-you-can-re-polish"><u>Collins House</u></a> was a relatively contentious one – what was the reasoning for this decision and what is your opinion about the decision? </strong></p>

<p>GA: As the builder, we are not part of the decision-making process. We build what has been designed with the materials that have been specified by the architect. The original proposal was for a concrete toned, prefinished cement sheet rainscreen with an inlaid metal herringbone pattern. The removal of this cladding was in part to offset the costs of introducing windows into the façade as part of the planning process. Hickory’s approach was to use precast rather than in situ concrete for this wall and we still achieved a flush inlaid metal finish within the precast panels. Had the wall been in-situ concrete, a rainscreen would have been required, however, given the wall is high-quality precast, cladding over it in cement sheet would not have enhanced the façade.</p>

<figcaption>L-R: The original building at 466 Collins Street, the new development Collins House</figcaption></figure><p><strong>U: How do you approach work on buildings with heritage significance, such as Collins House, and how do you maintain its historic integrity? </strong></p>

<p>GA: We always want to treat historic buildings with respect as they are an important part of our cities and history. For Collins House, we engaged the services of a heritage consultant for the project and we worked with them to ensure that the integrity was maintained.</p>

<p><strong>U: Many of your recent projects have been hotels, have you seen major growth in this sector? If so, why do you think that is? </strong></p>

<p>GA: We’ve had a 60% growth in hotel projects in the last year. We have five hotel projects underway at various stages of completion, delivering a total of 1,308 keys. Increased hotel construction, specifically in Victoria reflects the state’s 8.2% rise in tourism numbers in the year ending September 2018. Visitor numbers to Victoria reached 82.3 million in 2018, including 28.4 million overnight visitors. It is, therefore, no surprise that Hickory has seen a surge in hotel projects in 2019.</p>

<p><em>Key projects include:</em></p>

<p><a href="/developments/chadstone-vic-3148"><u><strong>Hotel Chadstone </strong></u></a></p>

<p>Hickory’s much anticipated Hotel Chadstone Melbourne, MGallery by Sofitel opened on 1st November. MGallery by Sofitel is a key element of Chadstone’s masterplan and strategy to become a destination for travellers seeking world-class shopping, dining, and entertainment facilities. The hotel’s 250 five-star rooms sit over 12 levels, designed by architects Bates Smart. The $130million project for Accor and Vicinity boasts a 5-Star Green Star rating – the first hotel in Australia to do so. The construction of Hotel Chadstone took only 14 months, and the completion date of the hotel was brought forward due, in part, to Hickory’s prefabricated building components such as core walls, prefabricated walls, and proprietary façade system.</p>

<p><a href="/developments/melbourne-vic-3000"><u><strong>Hyatt Centric </strong></u></a></p>

<p>Hyatt Centric, located at 9-27 Downie Street Melbourne, commenced construction in June 2019 and consists of 278 keys over 25 levels. Designed by Architectus, Hyatt Centric Melbourne is the newest iteration of the Hyatt Centric Hotel Series with projects already launched in Hobart and Tokyo.</p>

<p><strong>Holiday Inn Express, Southbank </strong></p>

<p>Southbank’s newest hotel, the Holiday Inn Express is due for completion in November 2019. Retaining the original 1930s façade on City Road, the Holiday Inn Express is one of the few remaining buildings in the city to feature the distinctive art deco façade detailing. The hotel designed by Reid Campbell consists of 345 rooms over 23 levels. The project aims to achieve a 5-star NABERS performance rating. Levels 8-22 were constructed using Hickory Building Systems, enabling a compressed construction timeline through the integration of structural prefabrication and SYNC prefabricated bathroom pods.</p>

<p><a href="/developments/melbourne-vic-3000"><u><strong>Holiday Inn Express, Little Collins Street </strong></u></a></p>

<p>Currently, under construction, the Holiday Inn Express hotel on Little Collins Street makes the best of a small footprint of only 1,254m2. Designed by Reid Campbell, the development includes two retail tenancies on the ground floor in the hotel vestibule, putting every inch of the site to use.<br>
The tower above is set back from the 4 boundaries and contains 24 guest levels, totalling 312 suites. Hickory’s prefab construction has accelerated the construction schedule and completion is expected in June 2021.</p>

<p><strong>Mojo Ovolo Hotel </strong></p>

<p>The Mojo Ovolo Hotel is a boutique hotel of 123 rooms across 6 levels. Designed by Woods Bagot, guests will enjoy aground floor gourmet café on-site in verdant South Yarra. The project is expected to be completed by September 2020 and is located at 230 Toorak Road, South Yarra.</p>

<p><strong>U: Do many projects in your construction pipeline place importance on sustainability? </strong></p>

<p>GA: A Hickory development and construction project, <strong><a href="/developments/south-melbourne-vic-3205"><u>Market Lane</u></a> </strong>is an innovative office development taking on new design thinking and a focus on sustainability for a more <a href="/news/elenberg-frasers-vicki-karavasil-discusses-market-lanes-biophilic-design-approach"><u><strong>people-centred, biophilic workplace</strong></u></a>. With extensive landscaped terraces and open-air atrium, the light-filled project is targeting a 4.5 Star Green Star and 5 Star NABERS rating. High-tech building management systems allow occupants to control temperatures and the Caroma Smart Command installed in the bathrooms will monitor water use in real-time. There is also provision for 10 electric vehicle charging stations and electric bike charging and bike storage facilities. The <strong>Holiday Inn Express </strong>project aims to achieve a 5-star NABERS performance rating. Once certified by the Green Building Council of Australia, <strong>Hotel Chadstone </strong>will be the first five-star Australian hotel to receive a 5 Star Green Star Design &amp; As Built rating. Currently under construction is <strong>Nexus Corporate </strong>in Mulgrave, which is also a 5-Star Green Star and 5-Star NABERS energy efficient designed building by Gray Puksand.</p>

<p><strong>U: How influential is Hickory on the choice of building materials used in construction and what are your favourite materials to build with right now? </strong></p>

<p>GA: As the builder, we simply build what has been designed with the materials that have been specified by the architect. In our experience, we can certainly make recommendations if we feel there is a higher-performing material but ultimately, the architect and our clients have the final word. We love working with glass for façade work. Three of our recent projects, Conservatory, Opera and Sky One all feature glass facades that curve to stunning effect.</p>

<p><strong>U: What are some of the key reasons why you choose to accept a project? </strong></p>

<p>GA: We are always willing to accept a challenge and look for innovative projects that allow us to disrupt the status quo. One example is the Hawthorn Park project that will see Australia’s first suspended sky pool bridge. We’re excited to bring the architect Rothelowman’s vision to reality. The glass-bottomed swimming pool, designed and manufactured by Myrtha Pools in Italy, spans between two buildings and is a complete commitment to engineering and innovation. Hickory is exploring the newest technology available in order to support the structure and ensure all runs smoothly during the installation.</p>

<p><strong>U: What is your favourite Hickory project to date and why? </strong></p>

<p>GA: How do you choose a favourite child?! We enjoy all the projects we work on, but most recently, Hotel Chadstone presented Hickory with an opportunity to construct the only five-star hotel outside Melbourne’s CBD and the first five-star Australian hotel to receive a 5 Star Green Star Design &amp; As-Built rating once certified by the <a href="/news/a-greener-future-green-building-council-australia-discuss-climate-change"><u><strong>Green Building Council of Australia</strong></u></a>. With extensive ground floor lobby, kitchen, bar and restaurant facilities, as well as rooftop pool, bar and dining, this 12 level building spans across 19,000m2.<br>
Another unique feature of this project is the Chadstone Link, a seamless connection between Hotel Chadstone, Tower One Offices and the retail precinct, designed by Make Architects, and also built by Hickory. The travellators are housed in a glulam timber structure with tensile fabric roofing to make for a tranquil and fashionable route for hotel guests and shoppers to make their way from luxury hotel to Chadstone Shopping Centre.</p>

Hickory's George Abraham discusses heritage retrofits, hotel sector growth and the 2020 construction pipeline

<p>Imagine 31 years down the track – it’s 2050, and the time has arrived that Australia must be <a href="https://www.generationyes.com.au/why_net_zero"><u><strong>at (or near) net-zero emissions</strong></u></a> to avoid the most detrimental impacts of climate change. Would we have achieved it?</p>

<p>Buildings produce <a href="http://www.bdaa.com.au/buildings-constitute-to-25-of-australias-emissions-how-will-they-be-turn-into-green-and-who-will-fund-that/"><strong><u>25% of Australia’s emissions</u></strong></a>, which is why now is a crucial time to bring about greater accountability when it comes to greening our buildings. Thanks to environmental organisations such as Green Building Council Australia (GBCA) we now have a better chance of drastically reducing our country’s built environment embodied carbon rates, as more new builds and retrofits are being constructed to the GBCA’s Green Star Rating standards.</p>

<p>The team at Green Building Council Australia shared some insight into what the future of sustainability in Australia could look like, and how Green Star Ratings work.  </p>

<p><strong>Urban.com.au: According to the Sustainable Development Goals index, Australia has some of the world’s highest carbon emissions per capita – what measures can current homeowners, as well as developers take to help reduce this and prevent future emissions?</strong></p>

<p>Green Building Council Australia: We can all support sustainability by being conscious of our energy-consumption choices at home. There are opportunities for homeowners and developers to make a difference by retrofitting sustainability features such as solar panels and more efficient hot-water systems to improve the sustainability of an individual home. Removing drafts by sealing doors and windows, insulation and ceiling fans can make a massive difference – estimates suggest these measures alone could save homeowners up to $150 a year. This has the added benefit of reducing ongoing operation costs for residents.</p>

<p><strong>U: Are there any areas of the National Construction Code that you feel could be amended to promote greater environmental sustainability?</strong></p>

<p>GBCA: Energy standards in the National Construction Code need to be upgraded in order for new buildings to be fit for a zero-carbon future. All of the buildings being constructed today will be there in 2050 when we need to be at or near net-zero emissions.</p>

<p>We are supportive of the improvements to the 2019 National Construction Code, in particular, the changes to strengthen energy performance in commercial buildings. However, to meet the Code’s full potential, Australia needs a long-term plan with targets and a clear, regulated and transparent process for Code updates out to 2030, starting with a step-change for residential standards in 2022.</p>

<p>Last year, we supported the delivery of two major reports by the Australian Sustainable Built Environment Council and ClimateWorks Australia which strongly influenced a government commitment to set future energy targets in the Code. ASBEC’s work identified that implementing these opportunities across projected new buildings and renovations could deliver an estimated 10.8 million tonnes of cumulative emissions reductions to 2050, approximately equivalent to the annual emissions of the Loy Yang B coal power station and mine! Just three years delay in improvements to the National Construction Code could lock in an estimated $1.1 billion in wasted energy bills from homes alone out to 2050, and 3 million tonnes of additional emissions. Implementation details are still being worked out, but <a href="https://new.gbca.org.au/news/gbca-media-releases/gbca-welcomes-national-action-zero-energy-buildings/" target="_blank">we're very pleased</a> with the progress to date and looking forward to working across government to deliver change in the coming months.</p>

<p><strong>U: What are some of the most creative environmentally conscious designs you’ve audited to date?</strong></p>

<p>GBCA: Australia and New Zealand’s real estate industry has ranked best in the world for sustainability for eight years in a row, according to the investor-driven GRESB global benchmark. More than 2350 projects across Australia are Green Star-rated, including more than one-third of office space and shopping centres that attract about 1.3 million people daily. There are so many creative and sustainable projects, including:</p>

<h2><em><strong>WEST VILLAGE</strong></em></h2>

Credit: Sekisui House</figcaption></figure><p>Sekisui House’s $1 billion residential and mixed-use development, West Village, is changing its local area through its innovative and sustainable design. Awarded a 6-Green Star Communities rating, the Brisbane development is targeting strong environmental, economic and social impacts with features such as rainwater and greywater recycling for the gardens and public realm, a zero food waste to landfill target, LED lighting, solar energy generation, 10,000 plants, a car-share programme and 1600 bicycle parks. The development, which spans 2.6 hectares in inner-city West End, will also offset 100 per cent of its energy use.</p>

<h2><strong>AURA</strong></h2>

Credit: Stockland</figcaption></figure><p>Stockland’s Sunshine Coast master-planned development has achieved a 6-Green Star Communities rating, a significant achievement for Australia’s biggest precinct under single ownership. Water use and quality is being preserved and monitored annually, with advanced water treatment and recycling. More than 700 hectares of land will be rehabilitated from its former forestry use into a conservation area. Community-building elements including affordable housing, social infrastructure and education and skills development were also built into the project from the early stages of development. It is a model for the development of future communities in Australia.</p>

<p><strong>U: From the establishment of the Green Star Rating system in 2003 to today, how have your regulations evolved, and what new considerations have you had to consider in recent years?</strong></p>

<p>GBCA: Technological and social advances have spurred significant changes to Green Star, with more to come. Green Star is a holistic rating tool that takes into account not just environmental sustainability, but also social and economic benefits, too. The introduction of Green Star – Performance has driven the ratings of vast portfolios of buildings in operation, and Green Star – Communities has seen our impact extend to master-planned communities around Australia that will be home to more than half a million people. Today and in the coming years, we are continuing to ensure our rating tools support leadership through our Future Focus program. We want to maintain the transformative impact and integrity of Green Star in the fast-changing world. Specifically, the GBCA is focusing on carbon emissions as we move to a net-zero carbon future for our built environment. So from mid-2020, future 6-Green Star rated buildings will have to use 100 per cent renewable energy sources to qualify the rating. later, getting five stars will require the same achievement.  </p>

<p><strong>U: What do you believe is the main motivation for developers to opt into the voluntary Green Star Rating system?</strong></p>

<p>GBCA: Green Star-rated buildings make business sense. They help meet increasing investor, tenant and employee demand for buildings and assets that are demonstrably sustainable. This leads to improved returns and savings from these buildings in operation. All in all these buildings save money, create healthier and happier environments for people, minimise carbon and energy emissions, and build a better future for us all.</p>

<p><strong>U: What are some of the main challenges in retro-fitting heritage buildings to raise their sustainability credentials?</strong></p>

<p>GBCA: There are challenges in retrofitting heritage properties to comply with Green Star ratings, but there are many examples where it has been achieved.</p>

<h2><em><strong>Old Perth Boys’ School</strong></em></h2>

<p>Curtin University and The National Trust of WA successfully overhauled the interior of the 1854-built Old Perth Boys’ School to a 6-Green Star standard. Total greenhouse gas emissions reduced by more than half (55 per cent reduction), energy for lighting dropped 80 per cent, and power for air-conditioning fell 65 per cent throughout the limestone building. Water use also declined by 35 per cent through efficient fixtures and fittings. Engineered timber was used for its low whole-of-life environmental impact. The outcome was facilitated while protecting and enhancing its heritage value and creating a contemporary space that is well used.</p>

<h2><em><strong>Sydney Opera House</strong></em></h2>

Credit: Sydney Opera House</figcaption></figure><p>A World Heritage-listed icon and a busy performance space, the Sydney Opera House has also achieved 4-Green Star rating for its sustainability. Lighting upgrades installed efficient centrally-controlled LEDs that cut the power usage in the Concert Hall 75 per cent. Innovative solutions for cleaning – including the use of olive oil and bicarbonate of soda instead of harsh chemicals – also assist to maintain air quality.</p>

<p><strong>U: Which companies are currently striving to attain Volume Certification across their properties?</strong> </p>

<p>GBCA: In Australia, we are fortunate to have so many companies leading internationally using Green Star across their portfolios. Our members are world leaders. There are many examples on our website, for example Vicinity Centres, Dexus Group, Charter Hall, Frasers Property are all notable examples of very large portfolios being rated Green Star.</p>

<p>For volume certifications, recently, the Commonwealth Bank of Australia boosted the sustainability of its branches and reduced its energy emissions almost 54 per cent from its 2009 levels, through volume certification. In keeping with its long-term sustainability strategy, 20 branches achieved 5-Green Star or 6-Green Star ratings in two years. Volume certification enabled shared features across the branches to be rated once, then repeated across the network.</p>

<p><strong>U: Which international environmental movements have impacted your rating framework, and what has been the public and political response to your policies?</strong></p>

<p>GBCA: Green Star recognises and responds to global and domestic movements and initiatives influencing our industry and the built environment. Some of the drivers which are impacting on Green Star and helping to influence the development of the next iteration of Green Star tools include the United Nationals Sustainable Development Goals, Global Real Estate Sustainability Benchmark (GRESB), the IPCC Special Report on Global Warming of 1.5 degrees, the Task-Force for Climate-Related Financial Disclosures and the National Cities Performance Framework.</p>

<p>We have been working with all levels of government to support more sustainable, energy-efficient buildings as a way to cut costs for consumers and businesses and reduce Australia’s carbon emissions. <a href="https://gbca-web.s3.amazonaws.com/media/documents/gbca-federal-election-platform-2019-final.pdf" target="_blank">Our policies</a> resonate with both government and communities because healthy, productive and resilient buildings and communities are the foundation of a strong society. Having the conditions to foster these places should be a priority for all governments. Future Focus will encompass social and economic factors to ensure Green Star remains a holistic rating tool.</p>

<p><strong>U: As the Green Star Rating system continues to modify its standards, will buildings that have gained certification need to reapply to meet new standards?</strong></p>

<p>GBCA: While some of the criteria and benchmarks for Green Star ratings will change, our philosophy at the GBCA will not. Our goal is still to create healthy, resilient and positive places for people to work, live and play. We believe we can achieve this through the sustainable transformation of Australia’s buildings, cities and communities. Existing Green Star-rated properties will not lose their certification but new buildings, communities and fit-outs will have to meet the contemporary standards. Green Star-rated buildings will retain their competitive advantage in the crowded commercial and residential property markets and Green Star-rated buildings will continue to save money, create healthier environments and improve the nation’s environmental sustainability – one building, or community, or fit-out at a time.</p>

<p><strong>U: What are the 3 key sustainable rules you suggest we should live by?</strong></p>

<p>GBCA: At the GBCA, we believe that everyone is responsible for working towards sustainability, not only in the built environment but in all areas of our lives. The GBCA is supportive of the United Nation’s Sustainable Development Goals. We think everyone should jump on the UN’s Sustainable Development website and have a read of <a href="https://www.un.org/sustainabledevelopment/takeaction/">The Lazy Person’s Guide to Saving the World</a>.  We are all part of the solution, and luckily there are some easy things that we can all adopt into our routines which can make a big difference.</p>

A greener future: Green Building Council Australia discusses climate change

<p>Australia has come a long way in terms of planning and development, but times are changing fast.<br>
With <a href="/architects">architects</a> recognising the impact on climate change and urban sprawl more so than our government, we are seeing projects that challenge the status quo and influence social change through thoughtful design.<br>
Design can be used to address social equity and diversity in urban environments by providing affordable housing, green space, sustainable living, appropriate density and a green lean towards public transport and cycling facilities. </p>

<p>Collaborating with other architects and the community to leverage projects that deliver a deep and sustained social benefit is at the forefront of this movement. <br>
This allows architects to call out social and environmental inequality by simply providing alternative living and civic spaces with the idea of working with communities instead of working for them.<br>
With erosion threatening beachfront properties along the coast of Western Australia, Queensland and New South Wales, and the threat of rising sea levels impacting where almost 40% of all Australians livelihood, smart design and planning is most important to influencing and adapting the way we live to retain our lifestyles. </p>

<p>There are a few projects that unknowingly push the boundaries in opening up discussions between communities on sustainable living and the impact of urban sprawl such as <a href="/architects/breathe-architecture">Breathe Architecture’s </a>Nightingale proposal for Ballarat.</p>

The architectural form of the project is driven to respond to its surrounding heritage brick industrial buildings along Davey Street and the city centre of Ballarat. <br>
Breathe’s design strategy is to provide more with less, with untreated, tactile and durable materials recycled where possible.</p>

<p>The landscaped courtyard and gardens offer the ability for deep root planting, which encourages residents to grow and sustain vegetables and plants. The facade is also immersed in native plants giving a deep sense of community pride. Through careful material usage and recycled content where possible, Nightingale Ballarat is to be a carbon zero emissions building. Recycled water, renewable energy sources and high quality waste management attribute to the future residents low cost living.</p>

<p><em><strong>“Nightingale Ballarat has been designed to make sustainable living simple. Common elements like the roof garden and deck, laundry and clotheslines, bicycle parking and shared building services offer a collectively better outcome. By providing meaningful social and utility-based spaces, we look to encourage interaction and activity with friends and neighbours.”</strong></em> - <a href="/developers/nightingale-housing">Nightingale Ballarat </a>Resident Package.</p>

<p>Open walkways with vertical greenery connect the apartment levels, creating spaces for residents to stop and converse. All apartments have an east or west facing living areas with a private balcony providing planter boxes to allow greenery to grow along the facade as well as natural ventilation and daylight adding additional amenity for the residents.</p>

<p>The development has opened up a major discussion for Ballarat residents about the negative impact of urban sprawl, with the population set to grow by 40,000 people in the next two decades. Nightingale offers the first socially beneficial solution that the residents of Ballarat recognise more as a typical Melbourne development and thus are not yet accustomed to within their own city.<br>
Victoria’s satellite cities are growing at a fast rate as well as Melbourne’s outer suburbs and in Ballarat alone, there are undeveloped, empty lots within the existing city structure that could be developed respectfully to accommodate for this population growth.<br>

A project unfolding in the Sydney suburb of <a href="/new-apartments/macquarie-park-nsw-2113">Macquarie Park</a> is the Ivanhoe public-private housing estate.<br>
The development is an integrated social housing precinct that offers community facilities, a school, retail, green space and ‘tenure blindness’ for residential properties.<br>
This is a social leap into disbanding the stigma between private, social housing and rental properties as tenure blindness offers a connectivity of all diversities and demographics.</p>

<p>The existing <a href="https://ivanhoeestate.com.au/">Ivanhoe Housing Estate</a> is set to be demolished to provide an updated private-public mixed community precinct to which benefits social and environmental strains.<br>
The architecture practices involved with the project are <a href="/architects/bates-smart">Bates Smart</a>, which produced the masterplan, <a href="/architects/candalepas-associates">Candalepas Associates</a>, <a href="/architects/turner-studio">Turner</a>, <a href="/architects/cox-architecture">Cox Architecture</a> delivering residential and community facilities and <a href="/architects/hassell-studio">Hassell</a> whom are responsible for the project’s urban design and landscape architecture. </p>

<p>The development will include 3000 apartment units replacing the 259 current social housing units on site with a private vertical high school for 1000 students, a 120-bed residential aged care, two childcare centres, a supermarket, cafe’s, specialty retail shops, a multi-functional centre with a hall, gymnasium, pool and outdoor play areas and exercise stations.<br>
Local infrastructure will be improved for easy accessibility and connectivity and sustainable measures such as solar panels, green roofs, water capture and reuse as well as incorporating car-share facilities and a bicycle space for each dwelling keeps the precinct at a six Star Energy Rating.</p>

<p>The Ivanhoe Housing Estate opens Australian’s eyes to how we perceive each other and help to break down social barriers of classism and elitism that we may hold against each other.<br>
As communities integrate and Australia becomes one of the most multicultural countries globally, we must progress in our thinking and feelings towards each other to which density can provide that close kinship.<br>
The proposal has been massively influenced by community engagement and have opened up to existing residents and locals to participate in the discussion. Having social or privately owned apartments not perceivable by the public domain encourages social equality and a deconstruction of stigmatic and biased views once shared between community.</p>

<p><br>
The architecture and urban planning industry can progress forward and benefit from a sense of personal accountability and understanding on the issues that face us in Australia.<br>
The outcome of these projects can no longer be just a building, but a living entity that impacts social life, so instead of thinking about providing shelter, we need to think about providing a higher quality of life.</p>

Architecture as a tool for social change

However, avid cyclist, Christopher Jones believes infrastructure improvement, cyclist safety and storage security are a few areas which need attention before more Australians ditch their cars anytime soon.</p>

<p>Christopher Jones is the founder and author of Bicycles Network Australia – the country’s leading cycling platform, with 220,000+ monthly readers, and a thriving forum where passionate cyclists can connect and discuss pertinent topics. After noticing a significant trend towards amplified bicycle parking in brand new apartment developments, we reached out to Christopher Jones to find out whether Australian cities are equipped to cater to a reinvigorated cycling movement.</p>

<p><strong>Urban.com.au: Have you noticed a growth in the cycling culture in Australia in recent years? Do you believe this could be due to environmental reasons?</strong></p>

<p>Christopher Jones: Although Australia has a strong heritage in sports cycling, functional cycling is slowly coming back into favour because it can be the most convenient available travel option. The environmental benefits of cycling may still be a secondary benefit for many however consumers who are rethinking their lifestyles in the face of climate change (and taking action to reduce plastic waste or buying local produce), bike riding naturally aligns with the ideals of sustainability. On Bicycles Network Australia, we have recognised an interest in cycling for transport with the interest in the E-bike discussion forum and based on demand to create a new ‘Cargo and Utility Bikes” discussion forum.</p>

<p><strong>U: Do you believe there are sufficient cycle tracks for commuting in Australia?</strong></p>

<p>CJ: The state of cycling infrastructure in Australia is embarrassing when considering the comparatively low costs and wide-reaching benefits. With the exception of Canberra, Australian states/territories allocate <a href="https://theconversation.com/cycling-and-walking-are-short-changed-when-it-comes-to-transport-funding-in-australia-92574"><u><strong>less than 1.5% of their roads budget on cycling infrastructure</strong></u></a>. In New South Wales the combined budget of cycling and pedestrian infrastructure is about 0.5% of the roads budget and Government doesn’t publicise how the money is actually spent. Without safe and convenient cycling infrastructure and facilities, travel by bike is simply not an option for people and the reliance on private vehicles remains. In Canberra, the spending on bicycle infrastructure is significantly higher than across the rest of the nation and the result is that there is also a higher percentage of people commuting by bike. As there are fewer cars, the roads are less congested and travel across the board (by car, public transport or bike) is more convenient for all. Some municipalities and regions such as Newcastle have however taken initiatives to improve local infrastructure for recreational and commuter bike riders. </p>

<p><strong>U: What are the best facilities new apartment developments could provide for cyclists?</strong></p>

<p>CJ: Theft is a continuing risk for a bike owner, even when they have access to shared bike-storage rooms or private lockable cages. As a result, security precautions are also important and for apartments, this can include video surveillance, access control (to restrict access), permanent security attachments (such as rings/hoops to which a bike can chain) as well as screen/liners for cages to stop prying eyes from easily seeing personal contents. The adoption of utility bikes is increasing, for example, a family living in a city or town can replace a car with a cargo bike that has space to ferry young children about town and also go shopping. For these type of utility bikes, sufficient parking should be provided. A further consideration is that charging outlets for e-bikes should be provided. Electricity costs are marginal for e-bikes (typically a complete charge for an e-bike is well below 10 cents) so it would be reasonable to provide the e-bike battery charging outlets.</p>

<p><strong>U: Which country do you believe best accommodates cyclists in terms of safety, routes and infrastructure/landscaping?</strong></p>

<p>CJ: Holland and Denmark are world leaders in cycling infrastructure and social integration of cycling. Progressive transport, however, can also be very regional and in the example of San Francisco, the congestion prompted the city to move aggressively towards mixed-modal transport and reduce the reliance on private cars. </p>

<p><strong>U: You mentioned in an article on <a href="http://bicycles.net.au/" target="_blank">bicycles.net.au</a> that "Infrastructure, and changing driver’s attitudes, are where we think the government needs to begin making a serious effort." What are some changes in government policy and infrastructure improvements that you would like to see made?</strong></p>

<p>CJ: In 2013, the Australian Government published the <a href="https://www.infrastructure.gov.au/infrastructure/pab/active_transport/files/infra1874_mcu_active_travel_report_final.pdf"><u><strong>'Walking, Riding and Access to Public Transport' report</strong></u></a> which shows that on a federal level they understand the benefits however they have not taken any substantial action.  Most of the transportation infrastructure is guided by State Government policy who traditionally prioritise private vehicles above all else. This needs to shift towards a mixed modal transport focus which is about providing people with accessible, convenient and sustainable transport options. The advantage is that this doesn’t simply take away private cars, rather it introduces other transport options such as improved public transport, pathing the way for electric cars and autonomous cars and building convenient and safe cycling infrastructure. The result is the transport balance is improved and it delivers option and convenience for people travelling.  To accomplish this, State Governments need to significantly increase their budgets for cycling and pedestrian infrastructure. They also need to be accountable and be able to show how the money has been spent. New road developments along with private developments and public facilities need to be evaluated for accessibility and end-of-trip facilities. Local councils need to be supported particularly for creating linked cycling networks the crossed different municipalities. In addition to spending, road user education is a significant challenge as there is a concerning trend of animosity towards bicycle riders; too many drivers do not drive with an awareness of bike riders (e.g. safe passing) and some behave dangerously. Road user education begins with “safe travel” curriculum in schools, continues through to licensing of new drivers and public safety messaging. Law enforcement needs to be improved so that traffic violations can be reported and that the police are proactive in enforcing the laws which protect the safety of bicycle riders. Financial incentives such as tax deductions for bike commuters would also encourage more people to travel by bike. And finally, following the lead of New Zealand, Australia has an untapped potential for cycle recreation and tourism. Increasing the availability and attractiveness of cycling for recreation goes hand-in-hand with functional cycling.</p>

<p>A common reason for a lack of cycling infrastructure investment could be due to the anticipated effort associated with retrofitting our roads to accommodate cycle lanes.</p>

	<p>Monash University recently embarked on a <a href="https://www.monash.edu/news/articles/more-than-a-stripe-of-paint-needed-to-keep-cyclists-safe"><u><strong>research study</strong></u></a> which saw 60 cyclists in Melbourne carry a MetreBox while riding to establish how closely motor vehicles would get to them in passing. Results found that one in every 17 passing events came within one metre of the cyclist, and 124 of the 18,500 passed with less than 60cm. In zones with a speed limit greater than 60kmph, almost one in every three passing cars was considered a 'close' pass. </p>

	<p>Car spaces within an apartment building can add <a href="https://reiv.com.au/policy-resources/latest-news/car-space-adds-more-than-%24100,000-to-apartment-pri"><u><strong>anywhere up to $100,000</strong></u></a> to the cost of your apartment. While many people specifically require motorised vehicles for a number of reasons, <a href="https://participate.melbourne.vic.gov.au/transportstrategy/car-parking"><u><strong>recent data</strong></u></a> shows that parking spaces outnumbered vehicles by approximately 40%, with up to one-third vacant residential parking spots.</p>

	<p>There has also been a <a href="https://s23705.pcdn.co/wp-content/uploads/2019/04/Bicycle-Network_2019-Federal-election-priority-paper-1.pdf"><u><strong>recent request</strong></u></a> by Bicycle Network to incentivise cycling to work, through the form of government grants. The request asked that commuters receive a government benefit of $5 for every trip made to work via bicycle.</p>

	<p>Another <a href="https://thenewdaily.com.au/life/wellbeing/2019/07/05/cycling-walking-work/"><u><strong>recent study</strong></u></a> conducted found that of the 1,121 employees surveyed (based in Melbourne, Sydney and Brisbane) felt more "relaxed, calm, enthusiastic, and satisfied with their commuting trips, and were more productive".</p>

<h2><strong>Will we see a shift from car-centric infrastructure to a 'complete streets' which incorporate cycling as a main mode of transport?</strong></h2>

<p>As dialogue regarding the safety and inclusivity of cycling is regularly brought up in the mainstream media, it's clear that there is room for improvement and investment. <a href="https://www.theguardian.com/lifeandstyle/2019/jun/24/making-cycling-safer-and-more-appealing"><u><strong>Newcastle Cycling Campaign Chair Sally Watson commented</strong></u></a> that she wouldn't let her children cycle in the designated lanes on the roads as they are not safe enough and don't give everyone the option of cycling if they wish to commute this way.</p>

<p>The concept of complete streets is an infrastructure design which provides a safe and efficient way for motorists, cyclists and pedestrians to navigate roads in a harmonious way. A great example of this is the Bondi Junction – Waverley Council in NSW engaged placemaking and urban design firm RobertsDay to design a <a href="https://www.robertsday.com.au/places/bondi-junction/"><u><strong>Bondi Junction Complete Streets Strategy</strong></u></a> that would transform the area from car-centric to people-centric.</p>
