Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. They have just launched <a href="https://www.apartments.com.au/new-apartments/the-stanley-residences-woolloongabba-8-trafalgar-street-woolloongabba-qld-4102">The Stanley Residences</a>, in Woolloongabba on Trafalagar Street. Lewis Land has opened the first completed sky home for inspection at Harbour Shores, giving buyers their first opportunity to step inside one of just three double-storey residences crowning The Waterline.

Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“Marina berths are becoming increasingly difficult to secure across the Gold Coast, so including one with every Sky Home makes this a genuinely rare offering,” Long said.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

“Being able to step out of your home onto your boat is a rare luxury, and it’s something residents here can look forward to when it opens later this year.”

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

The three Sky Homes range from 282 sqm to 367 sqm and each feature three bedrooms, three bathrooms, multiple living zones, expansive kitchens with butler's pantries and large balconies taking in the Broadwater outlook.

Each residence also has three secure basement car spaces and additional storage.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

Three-bedroom villas are priced from $2.99 million, while four-bedroom residences start from $3.19 million.

Lewis Land opens sky home display as The Waterline completes at Harbour Shores

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

"Everyone in the area has history with the Royal Hotel," Palumbo told Apartments.com.au.

"It was quite an active pub and social gathering place for locals. We want to bring it back to its former glory."

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.



Location has been a major part of the proposition for both buyer cohorts.

Royal Apartments sits on North Terrace directly opposite the Adelaide Park Lands, with residents able to walk through the parklands toward the East End, Rundle Street and Rundle Mall.

Apartments have been positioned to capture views across the parklands, Adelaide skyline, Botanic Gardens and Adelaide Hills.

Palumbo believes the scarcity of developable land along this section of the Park Lands makes the site particularly difficult to replicate.

"There's very few allotments on that side that can be developed," he said.

"If this location was in New York and you were sitting on Central Park, you'd be talking about a $60 million apartments."

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

The apartments will feature generous balconies, while secure parking, bicycle storage and storage cages will also be provided.

A porte-cochère-style arrival and drop-off area has also resonated with buyers, particularly those attracted to being able to walk into the CBD during the day while retaining secure vehicle access at home.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

The group was also behind the $150 million Sofitel Adelaide, the 251-room five-star hotel and residential tower which opened in 2021.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Palumbo's return to Kent Town strikes early chord with buyers

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

<a href="https://www.apartments.com.au/new-apartments/silk-st-lucia-16-18-sandford-street-st-lucia-qld-4067">Silk</a> will rise 15 levels from an 810 sqm site at 16-18 Sandford Street, occupying a prominent bend of the Brisbane River with a prized northern aspect across Orleigh Park toward the Brisbane CBD.

The approved scheme will comprise 16 split-floor and six full-floor residences, continuing GRAYA's move into larger-format apartment developments targeting Brisbane's prestige owner-occupier market.

The project has been designed around the site's broad river frontage and dual-direction views, with GRAYA prioritising larger residences, privacy and outlook over apartment yield.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

"The approval removes a substantial layer of execution risk, and the location underwrites demand in a way very few inner-city sites can.

"The fundamentals here are as strong as anything we have assessed in Brisbane."

Silk will see GRAYA return to a stretch of the Brisbane River where it already has recent construction experience. The vertically integrated group recently completed ARC in neighbouring Toowong as builder for developer Spyre, delivering the riverfront project on a constrained site.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

The developer-builder has also recently lodged plans for its largest project to date, <a href="https://www.apartments.com.au/new-apartments/the-silo-19-chester-street-newstead-qld-4006">The Silo</a>, a proposed <a href="https://www.apartments.com.au/news/qld/graya-buys-frasers-newstead-site-plans-the-silo-between-james-street-and-gasworks-precincts">$700 million mixed-use development</a> in Brisbane's James Street precinct.

Silk is expected to predominantly target local owner-occupiers and prestige buyers seeking a permanent riverfront home in Brisbane's inner west.

The main influence for this building was: how do you distinguish a building in the skyline?

I think most apartment buildings are just a singular extrusion - and we saw this as an opportunity to change the idea of that - by seeing it as a series of stacked elements or stacked boxes, so that the silhouette of the building would read very differently to a singular extrusion, with each box representing a different neighbourhood within the building and then each box has its own coloured representation, which we collaborated with the artist Matthew Johnson on and that's really about giving identity to what we imagine could be different communities within the building, so it was a way of thinking about a building as a collection of communities rather than a singular entity.

The apartment layouts have different variations between different one, two and three bedroom types so the good thing is that people who may have specific requirements can search through all the different layouts to find something that's specific to their needs, and I think that's quite unique as an offering.

<li>A one bedroom apartment (with borrowed light) on Level 7: 42sqm plus balcony priced in the mid/high $300,000 to low $400,000 range.</li>

Additionally there was a Penthouse-style three bedroom apartment, custom built on level 15 priced at $1,000,000, with a number of balconies including an extremely long balcony along the south.

<h2>Comment</h2>

It must be said that despite their size and the occasionally odd nuance here and there, the one bedroom apartments were quite comfortable in terms of their spacial and internal planning, affording more than adequate natural light. The Icon is impressive in how true it has managed to maintain and express the architectural integrity and design intent of JCB's vision, highlighted by the additional level of rigour and detail undertaken during the construction phase by Pace, in consulting with Matthew Johnson in ensuring the right colours were picked; not just for the mesh screens, but the backing walls behind.

The application of the coloured mesh panels to the soffits of the stacked boxes reinforces the dedication to seeing the vision realised, and that the completed building remained true to that vision, providing the pedestrian at street looking skyward with an appreciation of the stacked boxes in all dimensions. It would have been quite easy to reduce the distance which the elements cantilever from a constructability point of view and employing an alternative (say, villaboard) in lieu of the mesh undersides to save costs.

The decision to put design at the forefront is both commendable and admirable particularly when it has resulted in a brilliant and playful addition to the St Kilda skyline that has no boring elevations.

It has become increasing difficult to decipher the status of the many towers beyond 200 metres that are or are intending to stake their place in the Melbourne skyline. While <a href="/buildings/568-collins-street-melbourne">568 Collins Street</a> is at completion and a handful of others are in their construction infancy, a veil of uncertainty hangs above many intended developments.

The recent implementation of sweeping new planning regulations has cast doubt over many of the proposals which are both at planning and intended. Indeed the number of towers that Apartments.com.au has identified for Melbourne beyond the 200 metre mark is ranging somewhere between 25 and 35; such is the uncertainty within the industry at the moment.

Only those close to each and every application know the status of their projects, and few are willing to comment at this time. Below is a current status of all 200 metre plus developments as best gleaned by Apartments.com.au:

<h2>Under construction</h2>

No doubt surrounds these projects, with construction progress on the following: <a href="/buildings/eq-tower-127-abeckett-street-melbourne">EQ Tower</a>, <a href="/buildings/victoria-one-452-472-elizabeth-street-melbourne">Victoria One</a>, <a href="/buildings/light-house-450-elizabeth-street-melbourne">Light House</a>, Vision. Vision is the most advanced as it's rapidly approaching the 200 metre construction mark while the others have quite a way to go.

<h2>Can't touch this</h2>

A handful of projects beyond 200 metres hold planning approval and are at sales, seemingly free from the <a href="/news/interim-central-melbourne-planning-controls-the-detail">new interim building controls</a> that look likely to derail a number of proposals that have not been lodged.

<a href="/buildings/swanston-central-168-victoria-street-carlton">Swanston Central</a> is at sales, set to make a notable difference to the city's northern skyline while <a href="/new-apartments/elysium-54-clarke-street-southbank">Elysium Southbank</a> is poised to launch its sales campaign for the highly distinctive BKK-designed edifice. <a href="/buildings/premier-tower-134-160-spencer-street-melbourne">Premier Tower</a> opposite Southern Cross Station is full steam ahead with project architect Elenberg Fraser suggesting works will begin onsite during March 2016.

<a href="/new-apartments/38-freshwater-place-southbank">25-35 Power Street</a> and <a href="/buildings/380-melbourne-380-lonsdale-street-melbourne">380 Lonsdale Street</a> are sitting on approval, as is <a href="/buildings/west-side-place-melbourne-250-spencer-street-melbourne-vic-3000">West Side Place</a>, with its sales campaign for the first tower which includes a Ritz Carlton set to launch.

<h2>The great unknown</h2>

The situation becomes decidedly more murky from this point (at least from a public perspective), with more questions than answers for the remaining batch of 200 metre plus towers. <a href="/new-apartments/150-queen-street-melbourne">Tower Melbourne</a> and <a href="/buildings/97-franklin-street-melbourne">97 Franklin Street</a> for example both hold planning approval but are no certainty to proceed.

It's been said that for differing reasons both may need to reapply for a planning permit and subject to the new planning controls may not receive approval in anywhere near their current form. Tower Melbourne in particular would be hoping to avoid this following the protracted legal dispute with its neighbouring land owner.

The status of <a href="/developments/melbourne-vic-3000">293-303 La Trobe Street</a> and <a href="/new-apartments/63-exhibition-street-melbourne">63 Exhibition Street </a>is unknown; both of which are still active on the GreenLight online register while <a href="/developments/melbourne-vic-3000">555 Collins Street</a>, <a href="/new-apartments/one-queensbridge-street-1-23-queensbridge-street-southbank">1 Queensbridge Street</a> and <a href="/developments/melbourne-vic-3000">180 Russell Street </a>remain active applications after having been at planning for considerable periods of time.

Word has it that <a href="/new-apartments/32-44-flinders-street-melbourne">32-44 Flinders Street</a> is headed for VCAT, leaving more recent submissions such as <a href="/new-apartments/293-297-city-road-southbank-vic-3006">295 City Road</a>, <a href="/buildings/aspire-melbourne-301-king-st-melbourne">295-309 King Street</a>, <a href="/new-apartments/640-bourke-street-melbourne-640-bourke-street-melbourne-vic-3000">640 Bourke Street</a>, <a href="/buildings/queens-place-157-a-beckett-street-and-370-queen-street-melbourne">350 Queen Street</a>, <a href="/new-apartments/272-282-queen-street-melbourne">280 Queen Street</a> and <a href="/buildings/melbourne-square-93-119-kavanagh-street-southbank">93-119 Kavanagh Street</a> to traverse the planning process. Further applications at 111-125 A'Beckett Street, 183-189 A'Beckett Street, <a href="/developments/melbourne-vic-3000">478 Elizabeth Street</a> and 71-87 City Road are also in play.

<h2>Possibles but not probables</h2>

260 La Trobe Street shaped as a likely tower with a preliminary assessment in front of CASA that seemingly has not entered state planning prior to the new interim controls, possibly rendering the intended 260 metre tower invalid; it remains to be seen what will come of the proposal.

All in all there will be a none too small change to Melbourne skyline in the next handful of years. The scope of this change remains to be seen, but it's not beyond the realms of possibility that a further 20-25 towers beyond the 200 metre mark will sprout skyward soon enough.

Status unknown: a current overview of the 200 metre club

For people owning or looking to purchase strata property, it is paramount to be aware of the latest laws affecting strata titled property. 
The New South Wales Government has released its draft bill proposing new strata laws. These propose numerous important changes, some of which are so important as to change the strata landscape and hence affect property decisions. 
In order to provide a clear understanding of the issues that are under review and subject to possible change and to clarify the impact these proposed changes could have for existing or new strata title property owners, here is a snap-shot of the key things under review. I am happy to address any or all of these in more detail for you.
The proposed strata law reform includes the following:
Collective Sale or Development – Provision is to be made for compulsory sale or redevelopment of strata buildings, even where there is a dissenting minority, by means of a strata renewal plan. There would be a broader range of options for someone owning such a property or proposing to buy one, but if you buy a strata property, it might not be your choice when you sell it. 
Tenant rights - Tenants are to be given some rights, including to be given notices of meetings, attend those meetings and in some cases appoint a tenant representative. 
Building defects - A number of changes have been proposed to improve the process of addressing building defect issues in new strata buildings. 
Strata Managers - Appointment terms are to be limited and entitlement to receive commission income and other benefits is to be restricted.
Caretakers - Caretakers will become known as building managers and will not be required to be a resident.
Renovations - Lot owners will be able to carry out "minor cosmetic work" without the consent of the owners corporation and potentially simpler procedures will apply for "minor renovations" where owners corporation consent will still be required.
Common property maintenance - A lot owner may be able to claim compensation from the owners corporation for failure to maintain common property, where this causes loss to the lot owner.  
By-laws - There will be greater scope for by-laws addressing issues such as unauthorised parking, smoking and occupant numbers and improved mechanisms for enforcing by-laws.  
Governance - Strata committee members will be subject to duties, but will have no liability if acting in "good faith. There will also be many changes to meetings and other procedures.
Finances - Financial reporting requirements will change and there will be changes in timing of levy payments and interest payments on arrears levies.
For property investors, owners and occupants as well as managers alike, these changes have the potential to make life better or worse, depending on how well they are understood and the submissions made in consideration of these too. I am happy ot elaborate on any aspect of the above or any strata related topic you may be covering.

Proposed strata reform fails to hit the mark: David Bannerman

Nine months down and heading into the home stretch of 2015, I feel like a lot of local developers are very much standing on the sidelines. They are just itching to get into the marketplace, but have either been the bridesmaid but never the bride in missing out on their desired sites, or are simply waiting for the market to cool down.

If you refer to yourself as a “developer”, you instinctively have trouble with the above two scenarios. You want to find that next project, but you can’t overpay. Surely the market is about to turn downwards. It has to!

The flow of money from Asia has to stop soon, it can’t keep going on like this forever! Maybe, but maybe not. No one has the magic property 8-ball.

Some have turned to selling existing sites (with or without permits) given how strongly the market has performed, while others have looked at sites interstate or further out from the Melbourne CBD, something they would have never originally considered. Whilst most would never admit it, they are now working to smaller profit margins.

Are there risks in the above? Absolutely. Flipping sites is never easy, and the profits can pale (as do the risks) in comparison to actually developing the end product. Investing in an interstate market can be fraught with obstacles, from using an unknown consultant team, misunderstanding local planning laws, and misjudging the end market based on a lack of local knowledge.

Working to a smaller profit margin also leaves one open to a correction in the marketplace from increased supply (or just a stalling of appetite) on end residential values or the mercy of builders/construction cost. If the margin gets too tight, that will trickle onto lenders viability to lend against the project, no matter how maybe boxes may be ticked to de-risk.

<h2>What other issues are we seeing?</h2>

Obtaining planning permits is getting more and more challenging to forecast from a time/cost perspective. Local councils in the middle or outer ring of Melbourne are struggling to keep up with applications and the ability to correctly vet them. Many are simply deemed too hard in unknown GR zoned land, and have refused to let VCAT make the decision.

I’d also suggest there are some political benefits in this approach given heavy local objector groups in some municipalities. In the inner city, the backlog with the Planning Minister is still significant from all reports. Is there a risk of a bottleneck, or Melbourne becoming just “too hard”?

We might find out if overseas developers don’t make repeat purchases, or a few local developers come unstuck working to lower margins.

Local buyers are also becoming more sophisticated in every respect. Where location has traditionally been “King”, a smart floor plan is now “Queen”; and buyers want both! A one bedroom apartment can be sized at 52 sqm with an outdoor area, but if the kitchen is stuck in a dark corridor or the living space is too narrow to accommodate a couch, coffee table, and TV unit, be prepared to be left with that stock at settlement unless heavily discounted or sold wholesale.

Developers really need to push architects to create usable spaces whilst balancing yield requirements. Too often a developer can get caught up with profitability, and that is of course important. But it is also important to realize an actual profit and not carry compromised stock. Your last stock sold is often your profit.

Also, selling apartments off the plan is more sophisticated than ever before, predominantly due to the quality of 3D renders which often reflect a kitchen or bathroom buyers might have been used to seeing in “The Block”. It’s great that the marketplace is pushing quality, but this comes at a cost.

I am certain buyers expect the finished product to look like the marketing render, regardless of how many “artist impression” disclaimers might appear in the bottom corner. Everyone loves putting in some feature joinery or a nice pendant, and it should also be in the apartment at settlement.

Do I still think there are opportunities in the marketplace? Without a doubt. Samuel Property have sold two development sites (one with and one without a permit) this year, two developments have been sold out off the plan, and we’ve purchased five other parcels for development. Property is supposed to be long term and safe, whilst the stock market is supposed to be fluid and liquid.

But in the current 2015 marketplace, I see some similarities. If you intend to be active, you need to be willing to be nimble, do your due diligence, act with conviction as you read the market, and be comfortable with the high risks associated with your project.

Whatever comes in 2016, it won’t be the same as 2015.

Don't just stand there, buy something!

The latest planning application for Glen Iris is adding weight to the suburb's credentials as it emerges as an apartment hotspot. Situated 10 kilometres from Melbourne's CBD, the suburb has seen an elevated amount of apartment-based activity of late, with developers keen to secure a foothold within the locale which is split between City of Stonnington and City of Boroondara.

Apartments.com.au is tracking 638 new apartments within Glen Iris spread over 13 separate developments. Small-scale numbers relative to inner city development, yet impressive when considering the suburb is both a youngish apartment market and heavily favoured by owner-occupiers.

City of Stonnington are currently advertising the suburb's largest intended development to date, located at <a href="/buildings/highpark-1559-1567-high-street-glen-iris">1559-1567 High Street</a>. The proposal which rises progressively to eight levels would hold 148 dwellings if approved. Southbank-based Gardenier Pty Ltd is the proponent with ROTHELOWMAN responsible for the design.

Elsewhere and Glen Iris currently sees three apartment projects at construction. Gardiner Rise, <a href="/buildings/grace-1555-malvern-road-glen-iris">Grace</a> and <a href="/new-apartments/glen-iris-vic-3146">Vivid on Malvern</a> are all at basement stage with the latter the latest project for St Kilda Road-based AG Constructions; yet another of a new brigade of builders devoted solely to the delivery of apartment projects.

The balance of project within postcode 3146 are at planning, with three notable developments in waiting. Calabro Capital's <a href="/new-apartments/iris-residences-1581-malvern-road-glen-iris">1579-1581 Malvern Road</a> is a recent entrant into the Apartments.com.au project database as are <a href="/new-apartments/1729-1735-malvern-road-glen-iris">1729-1735 Malvern Road</a> and the Peddle Thorp-designed <a href="/new-apartments/1655-1659-malvern-road-glen-iris">1655-1659 Malvern Road</a>.

Identifying the next apartment hotspot: Glen Iris

As more apartments are developed across the inner-city areas of Sydney, one of the most interesting outcomes is the evolution of distinct, almost stand-alone neighbourhoods.
The appeal of inner-city living is made more attractive as these neighbourhoods take on their own unique character. It’s a pattern of development that doesn’t happen overnight, but it’s a trend that helps to make the city a much more interesting market and a more appealing place to live.
The same diversity helps to seed and then drive more sustained demand from buyers who are attracted to a particular neighbourhood. The trend also reflects how Sydney’s inner-city areas are championing a new level of maturity as the city enters the ranks of other international cities that have long been renowned as being great places to live.
This diversity is important for a number of reasons, including the fact that it influences the style of development, it sustains value, creates incentives for innovation and because it builds social inclusiveness. All of which are important for the long-term appeal of inner-city living for current and future residents.
Exploring an Example
This trend is not confined to Sydney, or just the City of Sydney, it’s an Australia and worldwide trend. The inner-city used to be seen as a disadvantaged area with crowded populations and a poor standard of living, but that’s no more. Over the past 20 years inner-city living has taken on a new attraction and new meaning.
It’s now a very desirable lifestyle, and the diversity of inner-city neighbourhoods reflects how popular the trend has become, and now it looks set to rapidly accelerate in the future. Inner-city neighbourhoods can be very appealing and I am going to look at Milsons Point, as a good if not the most top of mind example, and then (in next week’s post) I will look at a recent project there, 88 Alfred Street, Milsons Point to further explore this topic.
I have selected Milsons Point for two key reasons. Firstly it’s a compact area and a very distinctive neighbourhood and it’s also easy to relate the area to the more compact North Sydney CBD, in many ways it’s a very precise example.
Milsons Point
So let’s look at Milsons Point, its immediate neighbours of Kirribilli, North Sydney and the wider North Sydney Council area and then when we return to the project at 88 Alfred Street, it will be possible to see how the character of the neighbourhood and related trends influenced the project itself, the marketing and sales results.
The North Sydney Council area has a population of around 71,025; a figure from the 2011 census that I am sure we can assume has been constantly growing. The area has a housing mix that is 87% medium density (and increasing) and incomes are markedly higher than the national average.
At just 22% far fewer people have mortgages (nationally the figure is 33%) and many more people rent in the area, some 46% by comparison to the Australian average of 29%. The area’s popularity for rental accommodation dates back to the 1930’s and also to its contemporary investment appeal.
The make-up of the three key neighbourhoods I am interested in then fit into this big picture, starting with North Sydney. North Sydney has the biggest population of 6,397 residents spread across 147 hectares and this area has the lowest population density at about 50% of Milsons Point and Kirribilli – the area was settled in 1836.
Kirribilli has some 3,654 residents, spread across 44 hectares and is home to Admiralty House and Kirribilli House. There are also lots of apartments from as early as the 1930’s. Medium density living here is well established and of late has set some record prices associated with somewhat small apartments. The area has ‘to-die’ for views.
Milsons Point was settled back in 1805 and it has the smallest population of just 2,891 residents (2011 census figures), it’s a mixed use area of just 36 hectares, is home to Luna Park and North Sydney Olympic Pool. An interesting fact is that the resident population doubled between 1991 and 2011 as the number of commercial offices started to rapidly give way to residential projects. This trend continues today and may over the next 5-years or so see all commercial space gone from the area.
Across these three areas we can see some very distinctive neighbourhoods, they were all impacted by the construction of the Sydney Harbour Bridge in the 1920’s. The area is affluent, given the low population density there’s possibly a lot more room for further re-development in North Sydney and the area is a very popular residential area greatly enhanced by its harbourside location, great rail connections and views – all of which are classic ingredients for successful medium density developments.

Hervey Bay has gradually absorbed any excess apartment overstock over the last five to six years after a sustained period of oversupply and wavering sales prices, according to Herron Todd White.
Herron Todd White's September Month in Review found currently there is reasonable demand for units close to the CBD and beach, with the sales price difference between new and old apartments minimal.
"Onground 1990 two bedroom, one bathroom units may sell for only $20,000 less than a circa 2007 modern two bedroom, two bathroom townhouse in a similar location," the report noted.
"It appears that the demand for onground units appeals to a wider market and is likely to appeal to an older buyer (with many retired residents on the Fraser Coast).
"Most of the older unit stock in original condition predominantly sells from $190,000 up to $230,000. Newer units may typically sell for between $250,000 and $330,000, with higher priced stock above this range selling for $380,000. Buyers in the unit market comprise a mix of investors and owner occupiers, with most units selling within six months of the original listing."

Units and apartment complexes in Mildura constructed between 1970 and 1990 are seen as a safe, positive cash flow investment, according to Herron Todd White.
Herron Todd White's September Month in Review found apartments and complexes built during period, typically containing three or four attached two bedroom units, 1.5km from the city have strong occupancy rates.
The report noted value movements have tended to be lower for attached units than for detached housing, although increasing rents and decreasing interest rates have made their yield more attractive in recent times.
"Some complexes are held under an Owner Corporation structure, while others are not and our advice to owners has been that it is probably not worth strata titling those complexes still on a single title, as these complexes are quite affordable for investors, typically selling for between $300,000 and $500,000," the report said. 
"There are still opportunities to refurbish some of the older unit complexes with the benefit of then generating higher rents and reduced maintenance costs."

Developer Tim Gurner has his Footscray apartment project site up for sale, having secured a permit for a $220 million twin tower project.
The Warde Street GURNER site has been listed for sale as it seeks to divide its growing portfolio evenly between Melbourne and Brisbane.
The 2,190 sqm site, located at 1 Warde Street Footscray and positioned within the State Government’s Joseph Road regeneration precinct, has been listed for sale by Colliers International.
The approved permit allows for between 350 to 380 apartments plus 4000sqm of retail at ground level.
The site has an approximate end value of over $220 million, GURNER founder and director, Tim Gurner says.
It is about to launch two new projects in Melbourne.

It’s danger time for investors tempted to buy high-rise apartments on the Gold Coast. 
There are few entities more skilled in the art of seduction than the Gold Coast propaganda machine. 
What makes it doubly dangerous is that the Gold Coast can spin a pretty plausible story right now, as long as it ignores its appalling record on capital growth.
There’s the high level of spending on infrastructure. There’s the billions that corporations, both Australian and foreign, want to throw at casinos, resort hotels, cruise ship terminals and mega high-rise apartment blocks. There’s the marketing appeal of the 2018 Commonwealth Games.
Marketers can pull together some credible-sounding data which suggests that the oversupply of the past has been soaked up and that markets are growing again.
The marketing machine will have little trouble mounting a case that the market is beyond recovery and is rising rapidly. And there is no shortage of gun-for-hire companies purporting to be independent and willing to make a statistics-based case for the viability of all those new mega towers.
Last week a report claiming the Gold Coast will need another 133 apartment towers just to cope with the impending population boom got widespread media coverage. It’s amazing how readily media will take a piece of crystal-ball-gazing and turn it into fact for consumption by a gullible public. 
A bullish and self-serving forecast was converted into a statement that the population will jump 76% in the next 20 years. And “many of those people will need to be housed in high-rise apartments” and the population growth will “mean demand for 156,000 new dwellings to cope with the influx”.
I wonder how many investors will pause to consider the outcome if those predictions are wide of the mark. Population projections are never accurate. Even in the short periods between the official census counts, government and private sector population estimates are shown to be faulty, and sometimes wildly inaccurate.
Property investors are essentially herd animals and the impulse to follow the pack as it starts to stampede towards the latest Gold Coast mirage will be irresistible for many. The FOMO Syndrome will drive too many to pay too much for generic high-rise dwellings in an oversupplied market and spend the next five to ten years regretting it.
It’s all happened many times before on the Gold Coast. But investors seldom learn the lessons of history, in some cases because they are blissfully ignorant of it.
They need to know that the Gold Coast has not yet fully emerged from the most recent glut of high-rise apartments, one that has taken six years to absorb. In that time property values have gone backwards in all the major high-rise suburbs – and are still in reverse.
Two major research sources – Australian Property Monitors and the Real Estate Institute of Queensland – confirm that the median prices for apartments Surfers Paradise, Main Beach, Broadbeach and Southport remain significantly lower than they were five years ago.
And prices are still falling. In the past 12 months, prices have fallen further in Surfers Paradise (down 2.9%), Main Beach (down 4.1%) and Southport (down 4.3%). 
In the cases of both Surfers Paradise and Broadbeach, apartments are worth less today than they were in 2005. For both Main Beach and Southport, prices are still at the same levels as 10 years ago. The investors who bought in these locations a decade ago have had no capital growth at all. How many markets can you say that about?
In Surfers Paradise, prices fell in the past three months, the past 12 months ago, the past three years, the past five years and the past 10 years. Not a single growth figure to be found. Of all the big-name markets around Australia, perhaps only Noosa on the Sunshine Coast is a bigger dud. 
Those who bought in the Gold Coast high-rise markets five years ago have lost a lot of money. In Main Beach, the median unit price has dropped from $652,000 in 2010 to $561,000 today. The average punter is $91,000 worse off. There are similar results for Surfers Paradise, Broadbeach and Southport.
And it’s all about to happen all over again. Only this time, the outcomes will be worse, because the towers being built are larger and more numerous.
For investors who are susceptible to a strong marketing pitch, it’s time to be afraid, be very afraid.
