<p>One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.</p>

<p>Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.</p>

<p>The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.</p>

<p>Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.</p>

<p>Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.</p>

<p>The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.</p>

<p>Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.</p>

<p>The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.</p>

<p>That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.</p>

<p>The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.</p>

<p>"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.</p>

<p>Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.</p>

<p>The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.</p>

<p>The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.</p>

<p>According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.</p>

<p>The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.</p>

<p>A significant component of the proposal is the revitalisation of Blue Street Plaza.</p>

<p>The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.</p>

<p>Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.</p>

<p>Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.</p>

<p>Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.</p>

<p>fjcstudio has carefully oriented apartments towards Sydney Harbour and the CBD while using privacy blades and articulated façades to minimise overlooking between neighbouring buildings.</p>

<p>Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.</p>

<p>The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.</p>

<p>Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.</p>

<p>Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.</p>

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

<p>Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.</p>

<p>The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.</p>

<p>The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.</p>

<p>The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.</p>

<p>The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;</p>

<p>PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.</p>

<p>The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.</p>

<p>Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.</p>

<p>"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.</p>

<p>Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.</p>

<p>A major focus of the design has been the public domain.</p>

<p>The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.</p>

<p>The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.</p>

<p data-end="239" data-start="66">Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.</p>

<p data-end="442" data-start="241">Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.</p>

<p data-end="661" data-start="444">Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.</p>

<p data-end="909" data-start="663">Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.</p>

First look: Aqualand pushes ahead with Chatswood apartment tower as SSDA lodged for Archer Street

<p data-end="492" data-start="327">Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.</p>

<p data-end="843" data-start="497">At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.</p>

<p data-end="1109" data-start="848">The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.</p>

<p>Not all apartment amenities are immediately visible.</p>

<p>Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.</p>

<p>The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.</p>

<p>That growing presence reflects a broader change in how apartment buildings are being planned.</p>

<p>Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.</p>

<p>It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.</p>

<p>For buyers comparing apartments, these everyday details are becoming part of the decision-making process.</p>

<p>Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.</p>


Parcel delivery is joining the apartment amenity checklist

<p data-end="471" data-start="164">Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.</p>

<p data-end="777" data-start="473">The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.</p>

<p data-end="976" data-start="779">Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.</p>

<p data-end="1119" data-start="978"><a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.</p>

<p data-end="1399" data-start="1121">"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.</p>

<p data-end="1399" data-start="1121">"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."</p>

<p data-end="1605" data-start="1401">The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.</p>

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>Fitzroys’ Chris James and David Bourke have just sold <a href="https://www.commercialrealestate.com.au/property/171-173-high-street-kew-vic-3101-2014319305" target="_blank">171-173 High Street</a> for $4.175 million under the hammer, on behalf of private vendors that had owned the site for over 50 years.</p>
<p><span>Owner occupiers and local and offshore investors competed at auction that was won by a local investor. The sale price reflected a 3.9% yield and land rate of around $14,752 per sqm. </span></p>
<p><span>Six months ago, James and Bourke sold a Commercial 1-zoned 526 sqm concrete yard at nearby 226-232 High Street for $4.5 million to a local developer in an off-market deal. </span></p>
<p><span>The 283 sqm site at 171-173 High Street comprises a double-storey 332 sqm building with two ground-floor retail spaces tenanted by ASX-listed Flight Centre and Onyx homewares shop, and a first-floor residence above. It returns $164,000 per annum plus outgoings from multiple income streams. </span></p>
<p><span>James said the property is in the prime section of the High Street, Kew commercial precinct, at the junction of Cotham Road, and with an ASX-listed tenant tenants attracted more than 100 enquiries throughout the campaign. </span></p>

<div class="column">Aussie consumers are feeling pretty good about things. Sentiment has increased for six straight weeks. If this momentum continues we’ll be back at the best levels in four years in no time.</div>

<div class="column">But the pessimists are telling us that we aren’t going to get pay rises any time soon, job creation is slowing and that we are all mired in mortgage debt.</div>

<div class="column">So why are Aussies more optimistic? Job security is improving. 332,200 Aussies have been gainfully employed over the past year. Unemployment expectations are at the best levels in seven years. Real wages are still positive with annual wages growth including bonuses at 3-year highs (data released last week).</div>

<div class="column">And there is the small matter of the ‘wealth effect’. The housing market is rebalancing on the east coast of the country. Dwelling prices were down by 3.4 per cent in Sydney over the 12 months to April. But are still up by 87.1 per cent since April 2009. Hobart is going gangbusters and Perth home prices are stabilising.</div>

<div class="column">The Aussie share market (ASX200 index) is up by 1.3 per cent so far this month and 3.3 per cent over the past four weeks (both to May 21). Energy, materials and health care shares collectively have performed well.</div>

<div class="column">Aussie consumers have also reacted positively to the Federal Budget. Tax cuts, albeit modest, may encourage increased spending on household goods, as evidenced by the rebound in sentiment around the question ‘is it a good time to buy a household item?’</div>

<p><strong>What is the importance of the economic data? </strong></p>
<p>The ANZ/Roy Morgan weekly survey of consumer confidence closely tracks the monthly Westpac/Melbourne Institute consumer sentiment index but the former measure is a timelier assessment of consumer attitudes and is now closely tracked by the Reserve Bank.</p>
<p><span>What are the implications for interest rates and investors?</span></p>
<p>Aussies are a resilient bunch. The number of optimists still outweigh the number of pessimists.</p>
<p>Rising petrol prices, anaemic income growth, elevated household debt and a weaker currency are a combined weight on household budgets. However, this is counterbalanced by improving job security, better bonuses and tax relief for some. Households are still spending.</p>
<p>And according to CoreLogic, Aussie home prices held steady last week. Sydney and Melbourne home prices, especially at the top end of the market, continue to decline. But what about the rest of the country?</p>
<p>Prices in Adelaide and Brisbane have risen modestly over the past year. Hobart continues to benefit from its improving economy and better relative affordability.</p>
<p>Perth home prices are declining, but at a slower pace, signalling a potential bottoming. According to the WA Chamber of Commerce, business confidence is the best in seven years. Profits in the mining sector are rising and job ads are increasing.</p>
<p>And when it comes to share markets, so much for the ‘sell in May and go away’ cliché! While some well-known blue chip companies have underperformed recently, savvy Aussie investors have positioned themselves in stocks with specific positive catalysts, paying decent dividend yields. Corporate profits are at record highs and the Aussie economy is improving.</p>
<p>However, broader inflationary pressures remain fairly benign. Therefore, CommSec expects official interest rates to be stable for the foreseeable future.</p>

The wealth effect: rising sharemarket, steady home prices and bonuses boost consumer sentiment: CommSec

<p class="p1"><span class="s1">Brisbane is increasingly in the crosshairs of real estate buyers because of the affordability comparison.</span></p>
<p class="p1"><span class="s1">It’s median house price is almost exactly half that of Sydney’s and so is its median unit price. The comparisons are also highly favourable with Melbourne and Canberra.</span></p>
<p class="p1"><span class="s1">Having cheap real estate on offer is one thing; the key question is whether there are also prospects for growth. That’s why one of Hotspotting’s most popular products is the “Cheapies with Prospects” package – it focuses on areas that offer not only affordability but also potential for growth.</span></p>
<p class="p1"><span class="s1">Brisbane overall hasn’t offered much in the way of capital gains during the period in which Sydney and Melbourne have thrived, largely because the underlying economy has under-achieved.</span></p>
<p class="p1"><span class="s1">But there are mounting signs of improvement, especially in the areas of jobs creation, population growth and revival in the resources sector.</span></p>
<p class="p1"><span class="s1">So where to head for homes at attainable prices and growth drivers? Brisbane offers three standout options, where there is ample supply of houses well below the overall Greater Brisbane median house price around $530,000.</span></p>
<p class="p1"><span class="s1">The cheapest real estate in the Greater Brisbane area is generally found in the Ipswich City LGA in the south-west. Here there are suburbs with median house prices in the $200,000s and the low $300,000s.</span></p>
<p class="p1"><span class="s1">One precinct with appeal is the one that includes Goodna (median house price $325,000) and Redbank Plains ($335,000). These suburbs are at the eastern fringe of the LGA, the part closest to Brisbane – and they abut the motorway and the train line that links to central Brisbane.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">They’re also close to the Springfield master-planned community which has an array of modern facilities, including university campus, hospital and commercial-retail precincts.</span></p>
<p class="p1"><span class="s1">There are numerous big shopping centres and major employment nodes nearby, with the recently-announced $5 billion Defence vehicle contract focused on this precinct as a major new jobs creator.</span></p>
<p class="p1"><span class="s1">So this precinct offers an appealing package: affordability, transport links, shopping and jobs nodes.</span></p>
<p class="p1"><span class="s1">Logan City in the far south of the Greater Brisbane area has plenty to offer as well. Many of its suburbs have median house prices in the $300,000s, including Eagleby ($315,000), Beenleigh ($335,000) and Woodridge ($310,000).</span></p>
<p class="p1"><span class="s1">This LGA has new development areas, where master-planned communities are under way, but these are off the west, whereas the older and cheaper suburbs tend to be clustered around the transport spine created by the Pacific Motorway and the train line, both of which link central Brisbane to the Gold Coast.</span></p>
<p class="p1"><span class="s1">This is also where there is an impressive shopping offering, including major bulky goods retail, and well-established infrastructure like schools and medical facilities (as well as a surprising number of golf courses).</span></p>
<p class="p1"><span class="s1">The third of the “Cheapies with Prospects” areas to note in Greater Brisbane is the Moreton Bay LGA up in the far north heading towards the Sunshine Coast. Like Logan City, this precinct has major road and rail links between the coast and central Brisbane.</span></p>
<p class="p1"><span class="s1">This is the most active market in Greater Brisbane at the moment: Caboolture, Kallangur, Morayfield, Narangba and North Lakes have each recorded over 400 house sales in the past 12 months.</span></p>
<p class="p1"><span class="s1">The first three on that list have median house prices in the $300,000s, as do several other suburbs in the LGA (including some of the bayside areas). North Lakes, a suburb created by an ongoing master-planned community, is more expensive with a median around $500,000, but has brought a heightened level of infrastructure and amenities to the precinct.</span></p>
<p class="p1"><span class="s1">There are emerging signs of price growth in this precinct: the suburbs of Beachmere, Burpengary and Upper Caboolture have had double-digit growth in their median prices in the past year, while others are up 6-7 percent.</span></p>
<p class="p1"><span class="s1">The upmarket end of the Moreton Bay LGA market is the Redcliffe Peninsula – but most of the water-focused suburbs in this precinct have median house prices in the $400,000s, which is still fairly attractive compared to what you’d pay in Sydney and Melbourne.</span></p>
<p class="p1"><span class="s1">And the Peninsula now has rail links to central Brisbane (the new line opened in 2016).</span></p>
<p class="p1"><span class="s1">Many of the suburbs in the three precincts have median rental yields in the 5 to 5.5 percent range, as an additional appeal factor.</span></p>

<p>A Canberra commercial office refurbishment has brought to life a section of a 1960s building.</p>
<p>Property developer ICON Developments, in conjunction with Camlen Property Group, worked with architects peckvonhartel to modernise the property at 10 Hobart Place.</p>
<p>Two of the building’s 10 floors have been transformed into flexible workspaces with an industrial-style aesthetic, including polished concrete floors, exposed ceiling services and glass internal corridor partitioning.</p>
<p>Other additions to the building include new end-of-trip facilities, including showers, lockers and change rooms, as well as bike storage.</p>

Canberra office undergoes modern refurbishment

<div>Interestingly the trend participation rate hit a record high 65.7 per cent in April driven by female and older workers entering the labour force, with the unemployment rate ticking up a notch to 5.6 per cent. </div>

New South Wales, where the stamp duty/infrastructure boom is paying serious dividends: Pete Wargent

<p>EXPERT OBSERVATION</p>
<p>When we think about infrastructure it’s most often about bridges or roads – or, as in this week’s federal government AU$1.9 billion <a href="https://www.education.gov.au/government-response-2016-national-research-infrastructure-roadmap" target="_blank">National Research Infrastructure announcement</a>, big science projects. These are large assets that can be seen and applied in a tangible way.</p>
<p>It’s not hard to get excited over <a href="https://www.education.gov.au/funded-research-infrastructure-projects" target="_blank">money that will support</a> imaging of the Earth, or the <a href="https://www.ala.org.au/" target="_blank">Atlas of Living Australia</a>.</p>
<p>But important as these projects are, there’s a whole set of infrastructure that rarely gets mentioned or noticed: “soft” infrastructure. These are the services, policies or practices that keep academic research working and, now, open.</p>
<p>Soft infrastructure was not featured in this week’s announcement linked to budget 2018.</p>
<p><strong>Ignored infrastructure</strong></p>
<p>An absence of attention paid to soft infrastructure isn’t just the case in Australia, it’s true globally. This is despite the fact that such infrastructure is core to running the hard infrastructure projects.</p>
<p>For example, the <a href="https://www.openssl.org/" target="_blank">Open SSL software library</a> – which is key to the security of <a href="https://whatis.techtarget.com/definition/OpenSSL" target="_blank">most websites</a> – has just a handful of paid individuals who work on it. It’s supported by fragile <a href="https://www.propertyobserver.com.au/https://figshare.com/articles/Software_in_Research_Underappreciated_and_Underrewarded/5518933/1" target="_blank">finances</a>. That’s a pretty frightening thought. (There’s another issue in that researchers doing this work get no academic credit for their efforts, but that’s a topic for another time.)</p>
<p>There are other high profile, globally used, open science infrastructures that also exist hand to mouth. The <a href="https://doaj.org/" target="_blank">Directory of Open Access journals</a> which began at Lund University relies entirely on voluntary donations from supporting members and on occasional sponsorship.</p>
<p>Similarly, <a href="http://www.sherpa.ac.uk/romeo/index.php" target="_blank">Sherpa Romeo</a> – the open database of publishers’ policies on copyright and self-archiving – came out of projects at Nottingham and Loughborough Universities in the UK.</p>
<p>In some ways these projects’ high visibility is part of their problem. It’s assumed that they are already funded, so no-one takes responsibility for funding them themselves – the dilemma of collective action.</p>
<p><strong><span style="font-family: Arial, Helvetica, sans-serif; font-size: 14px;">Supporting open science</span></strong></p>
<p>Other even more nebulous types of soft infrastructure include the development and oversight of standards that support open science. One example of this is the need to ensure that the metadata (the essential descriptors that tell you for example where a sample that’s collected for research came from and when, or how it relates to a wider research project or publication) are consistent. Without consistency of metadata, searching for research, making it openly available or linking it together is much less efficient, if not impossible.</p>
<p>Of course there are practices in place at individual institutions as well as national organisations. The soon-to-be-combined organisations -Australian National Data Service, the National eResearch Collaboration Tools and Resources project and Research Data Services (<a href="https://www.ands-nectar-rds.org.au/" target="_blank">ANDS-Nectar-RDS</a>) - are supported by national infrastructure funding. These provide support for data-heavy research (including for example the adoption of <a href="https://www.force11.org/group/fairgroup/fairprinciples" target="_blank">FAIR</a> - Findable, Accessible, Interoperable and Reusable standards for data).</p>
<p>But without coherent national funding and coordination, specifically for open science initiatives, we won’t get full value from the physical infrastructure just funded.</p>
<p><strong>What we need</strong></p>
<p>What’s needed now? First, a specific recognition of the need for cash to support this open, soft infrastructure. There are a couple of models for this.</p>
<p>In an article last year it was suggested that libraries (but this could equally be funders – public or philanthropic) should be committing around <a href="http://intheopen.net/2017/09/join-the-movement-the-2-5-commitment/" target="_blank">2.5% of their budget</a> to support open initiatives. There are some international initiatives that are developing specific funding models - <a href="http://scoss.org/" target="_blank">SCOSS</a> for Open Science Services and <a href="https://www.numfocus.org" target="_blank">NumFocus</a> for software.</p>
<p>But funding on its own is not enough: we need a coordinated national approach to open scholarship – making research available for all to access through structures and tools that are themselves open and not proprietary.</p>
<p>Though there are groups that are actively pushing forward initiatives on open scholarship in Australia – such as the <a href="https://aoasg.org.au/" target="_blank">Australasian Open Access Strategy Group</a>, the <a href="http://www.caul.edu.au/" target="_blank">Council of Australian University Librarians</a>, and the <a href="https://acola.org.au/" target="_blank">Learned Academies</a> as well as the <a href="http://www.arc.gov.au/arc-open-access-policy" target="_blank">ARC</a> and <a href="https://www.nhmrc.gov.au/grants-funding/policy/nhmrc-open-access-policy" target="_blank">NHMRC</a> who have open access policies - there is no one organisation with the responsibility to drive change across the sector. The end result is inadequate key infrastructure - for example, for interoperability between research output repositories.</p>
<p>We also need coherent policy. The government recognised a need for national and states policies on open access in its response to the <a href="https://www.communications.gov.au/departmental-news/government-response-productivity-commissions-intellectual-property-report" target="_blank">2016 Productivity Commission Inquiry on Intellectual Property</a>, but as yet no policy has appeared.</p>
<p>It’s reasonable to ask whether in the absence of a national body that’s responsible for developing and implementing an overall approach, what the success of a policy on its own would be. Again, there are international models that could be used.</p>
<p>Sweden has a Government Directive on Open Access, and a <a href="http://www.kb.se/dokument/open%20access/OpenAccess_National_Library_Sweden_2017_2019.pdf" target="_blank">National Body for Coordinating Open Access</a> chaired by the Vice-chancellor of Stockholm University.</p>
<p>The Netherlands has a <a href="https://www.neth-er.eu/en/news/Netherlands-Publishes-National-Plan-Open-Science" target="_blank">National Plan for Open Science</a> with wide engagement, supported by the Ministry of Education, Culture and Science. In that country, the Secretary of State, Sander Dekker, has been a key champion.</p>
<p>The EU has had a long commitment to open science, underscored recently by the appointment of a high-level envoy with specific responsibility for open science, <a href="https://horizon-magazine.eu/article/open-access-scientific-publications-must-become-reality-2020-robert-jan-smits_en" target="_blank">Robert-Jan Smits</a>.</p>
<p><strong>Private interests might take over</strong></p>
<p>Here’s the bottom line: national coordinated support for the soft infrastructure that supports open science (and thus the big tangible infrastructure projects announced) is not just a “nice to have”.</p>
<p>One way or another, this soft infrastructure will get built and adopted. If it’s not done in the national interest, for-profit companies will step into the vacuum.</p>
<p>We risk replicating the same issues we have now in academic publishing - which is in the hands of multi-billion dollar companies that report to their shareholders, not the public. It’s clear how well that is <a href="https://theconversation.com/publisher-pushback-puts-open-access-in-peril-42050" target="_blank">turning out</a> – publishers and universities globally are in <a href="https://sparcopen.org/our-work/big-deal-cancellation-tracking/" target="_blank">stand offs</a> over the cost of publishing services, which continue to rise inexorably, year on year.</p>
