<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

National Australia Bank (NAB) has brought forward the timing of the first RBA cash rate cut by three months.

NAB is now expecting a cut in February, in line with ANZ and Westpac, having initially thought a cut wouldn't come until May.

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

NAB changed its call following the August monthly inflation figures that were released at the end of September, showing it had dropped to 2.7 per cent.

"The risk has been skewed to a first cut earlier in 2025, and today’s change acknowledges the balance of risks has likely shifted sufficiently for the RBA to feel comfortable cutting a little sooner than we earlier expected," NAB noted in its latest update.

They added that the cadence of the cuts may be faster than its central profile.

"Domestic inflation pressures are cooling, but only gradually, and we continue to expect the conditions for a cut will not be in place this year.

NAB believes the easing cycle will end at 3.1 per cent by early 2026, which is five cuts from the current 4.35 per cent cash rate.&nbsp;

CBA also thinks 3.1 per cent will mark the end of the cutting cycle, while Westpac is forecasting 3.35 per cent, and ANZ is the most pessimistic at 3.6 per cent, which would be just three interest rate cuts.

Canstar Data Insights Director, Sally Tindall, says if core inflation continues to track in the right direction, or unemployment starts to accelerate significantly, we could well see a cash rate cut as early as February of next year.

“All four big banks now believe the RBA will be ready to cut the cash rate in just over four months’ time, if not before, in the case of CBA.

“However, the outlook for both inflation and unemployment is still highly uncertain. A couple of wobbly sets of inflation data could see the RBA holding for longer, particularly if unemployment remains relatively steady."

NAB bring forward first RBA cut to February 2025

In little over a week the Reserve Bank will meet and decide on official interest rates.
The decision will have symbolic meaning beyond the immediate technical implications of cheaper home loans or lower yields on retirement income.
If the Reserve cuts by 25 basis points – taking us to a 3% cash rate – the broader translation will be that 2013 is going to be a year of low confidence and low growth, meaning lower interest rates.
A rate at 3% would be the lowest cash rate since 1990: it hit 3% as an emergency response in April to September 2009. So how bad are things that the entire market expects us to go to 3% next week?
Lately I’ve been seeing factors that could spell trouble for our economy and suggest a rate reduction before Christmas.
Firstly, growth. The November minutes say growth was above trend at the start of the year but has slackened in the second half. The Reserve does not want to wait too long to see how far growth might weaken, and is likely to reduce rates if it feels the growth forecast is getting worse.
Because China and Japan have slowed industrial output – and their importing of our coal and iron ore is such a large part of our trade performance – you can expect these factors to hit our economic growth.
We also have a problem with productivity, which was once a driver of Australia’s economic growth.
Secondly, employment. For many quarters our unemployment stayed in a range envied by the rest of the world. However, the unemployment rate has started to rise from its 5 to  5.5% levels.
Some of the building approval and house price data in the second half of 2012 is slowly rising and should be fuel for some confidence, but they have not been dramatic upturns. And these sorts of measurements go directly to confidence.
Moreover, confidence has proved stubbornly low in 2012 despite interest rates being at historic lows.
And this week the markets will get data on Australian capital expenditure – a very good indicator of business confidence. A poor result will almost certainly push the RBA to cut.
Of course, we are a middle power in the economic sense, so when the Reserve sets the cash rate it has to balance domestic factors with the international. And some of those international elements have not looked good lately. France, for instance, had it’s government debt downgraded by Moody’s this week, and US unemployment seems fixed around 8%. The Chinese economy has slowed.
I predict a December rate cut of 0.25 percentage points as an early counterweight to slackening growth and rising unemployment. However, if the Reserve still wants to read the December CPI before committing to a rate cut, then the cut will come in February.
Whether it’s December or February, I believe there is evidence of a mild slowdown in Australia’s economy and the Reserve Bank will have to cut rates.

Trouble in the economy spells another RBA rate cut

All 26 economists surveyed by Bloomberg expect the RBA to cut the cash rate further by mid-2013, with sentiment shifting somewhat towards a RBA cash rate cut on December 4.
In the latest poll carried out on Friday, 15 out 26 economists are tipping the cash rate to fall to 3% on December 4.
<a href="/news">In last week’s poll </a>12 out of 25 economists tipped the RBA to cut the cash rate.
The major banks have not shifted their positions, with the Commonwealth Bank and NAB tipping the RBA to hold firm at 3.25% and ANZ and Westpac expecting one more rate cut before Christmas.
ANZ was the only one of the major banks to correctly tip the RBA to leave the cash rate on hold on Melbourne Cup Day.
If the RBA does decide to leave the cash rate on hold, the next meeting is in February – the RBA does not meet in January.
Data out this week includes October new home sales figures from HIA and third-quarter construction figures, which may give clues to any recovery in the new residential building sector, and RBA private sector credit data, including data on mortgage lending.

Majority of economists tipping a December RBA cash rate cut, but all say there's one more cut left: Bloomberg

Crucial tax factors to consider include the need to keep excellent tax record; to ensure as much interest as possible is deductible; to check whether your method of ownership is tax-effective; and to revisit your negative gearing strategies.
Paul Banister, director of taxation services for accountants Grant Thornton in Brisbane, says the first half of a new financial year is a great time for tax planning. By thinking about tax planning early, you have plenty of time to take any necessary action.
Banister names accurate record-keeping as a fundamental priority for property investors. Good records will help maximise your opportunities for tax deductions and make certain that non-deductible capital expenses are added to the property’s “cost base” to reduce capital gains tax (CGT) upon the property’s eventual sale.
As part of their tax-planning, Banister suggests that landlords prepare a checklist of allowable deductions.
“Basically, this checklist [compiled as early as possible in a financial year] will help give you the discipline of writing everything down,” he says.
Property management firms typically provide their investor clients with an endof-year financial summary, setting out the costs incurred in relation to a property – including for regular maintenance. Banister says that if your property manager hasn’t prepared such a summary in the past, make sure you receive one in future.
An essential part of good tax recordkeeping involves having an accurate and up-to-date depreciation report from a quantity surveyor. Banister says investors should obtain a depreciation report upon buying a property or at least before they lodge their first tax return after its purchase.
It is worthwhile checking whether you are holding your investment properties in the most tax-effective way. If not, the next question is whether it is financially feasible to do something about it.
As Banister explains, many investors choose to hold a property in the name of the spouse with the lower marginal tax rate in order to pay the least tax on rental income and capital gains.
But the most suitable form of ownership from a tax viewpoint will depend on personal circumstances. For example, high marginal taxpayers receive the biggest tax benefits from negative gearing.
When making recommendations about how a property should be held, tax advisers consider such issues as how long a property is likely to remain negatively geared and how long the property will be owned.

Property owners who are thinking about changing ownership of a property from one spouse to another have much to take into account. Expect to pay stamp duty and property transfer costs, and possibly CGT on the transaction, warns Banister. Further, the transaction should make sense from an investment perspective.
Banister says it is a matter of “running the maths” to calculate whether stamp duty, transfer costs and CGT exceed the potential future tax-savings of changing ownership.
He suspects that in many cases, it would not be worthwhile to switch owners. As part of your tax check-up on your investment property, you should ensure that your line-of-credit or investment loan to finance the property is being used in both a tax-effective and cost-effective way.
“One of the biggest nightmares in tax compliance is where investors attempt to claim deductions for interest on a line-of-credit or a loan with redraw facility where payments [into the account] have been made and then redrawn for personal purposes,” says Banister.
“Just think of how it can play out over the whole term of a financing facility if borrowers just drop money in and take it out again for personal purposes. A proportion of the loan is not deductible; the challenge is working out which proportion. It is very labour intensive to pull apart each of the transactions.”

Indeed, the latest cut and the varying responses of the lenders should prompt investors to make sure their loans are highly competitive.
First, you should understand exactly how much you are paying on your existing loan in interest rates and fees.
Upon request, your lender must provide you with a fact sheet setting out how much you are paying on your loan in dollar and interest rate terms. The fact sheet covers the total amount payable over the life of the loan (given the current variable rate), amount payable each month and ongoing fees. (See a sample loan fact sheet on ASIC’s consumer website, <a href="https://www.moneysmart.gov.au/" target="_blank">MoneySmart</a>.)
Armed with the fact sheet on your loan, you can then compare competing loans.
Mitchell Watson, a senior analyst with interest rate researcher Canstar, suggests that borrowers prepare a short list of what appear to be the most competitive loans.
Interest-rate researchers such as Canstar and  InfoChoice publish detailed tables of mortgage rates online.
Don’t just compare advertised rates but also the so-called comparison rates which incorporate the impact of up-front and ongoing charges (not all costs must be published), based on a 25-year, $150,000 loan.
Watson says the next step for property investors is to work out exactly how much they would pay in dollar terms each month and over the expected life of their borrowing for each of the competing loans on their short list. He points out that the mortgage calculators of the major banks provide a means for borrowers to compare the dollar cost of different loans from different providers. ASIC’s MoneySmart website also has a “mortgage switching calculator”.

Of course, many investors rely heavily on mortgage brokers to hunt them down the best deals. Nevertheless, smart investors make sure they are as informed as possible about what is happening with interest rates.
If you are contemplating switching loans, carefully calculate the possible costs involved with this. Although the government has barred mortgage exit fees on loans written from July last year, lenders can still charge loan discharge and administration fees. With fixed-rate loans, break fees are payable and can vary significantly depending on how early the loan is being terminated and the size of the loan.
Watson also suggests borrowers check whether an application fee is payable on any new loan being considered. He suspects most lenders would be willing to waive their application fee to win your business.
Perhaps Watson’s most valuable piece of advice is that you should try to negotiate a lower rate with your existing lender. But first do your research of competing rates so you can strongly negotiate. 
“Existing lenders will look to retain your business because it is a lot cheaper for them to keep an existing customer than to attract a new customer,” says Watson.
Watson stresses that few borrowers pay the standard variable rate on their property loans. “The standard variable rate tends to be a benchmark rate which other products are discounted off.”
Craig Morgan, managing director of mortgage provider Independent Mortgage Planners, agrees with Watson that the starting point for getting a better deal is to try to negotiate with your existing lender. “If you don’t ask, you don’t get.”
He says borrowers should inform their existing lenders that they have researched competing rates and are thinking of taking their business elsewhere.
Morgan stresses that borrowers comparing competing loans should work out exactly what they are likely to pay in dollars given the size of their loan and the length of time the loan will be held.
Comparison interest rates can be misleading, he explains. This is mainly because the loan that an individual borrower is seeking may be much bigger and the likely time that the loan is likely to remain in place may be much shorter than the theoretical information used to calculate comparison rates. (As mentioned, comparison rates are based on 25-year, $150,000 loans.)

RBA governor Glenn Stevens has raised expectations for a stronger residential building recovery as well as the likelihood that there will be further rate cuts.
In a speech in Melbourne last night, he said the bank’s main concern was keeping inflation in check while ensuring sustainable growth and pointed out that it was “prudent to sit still for the moment”.
But he indicated a rosier outlook for the struggling residential building sector, with “some of the pre?conditions” needed for a stronger recovery in dwelling construction “coming into place”.
“One area of stronger potential demand growth is dwelling construction, which has been unusually weak,” said Stevens in his address to the Committee for Economic Development of Australia (CEDA) Annual Dinner in Melbourne.
“Various explanations have been offered – interest rates too high, housing prices falling, zoning restrictions, planning delays, construction costs, lack of ‘confidence’, all have featured.
“At present, at least some of the pre?conditions one might expect to be needed for higher construction seem to be coming into place.
“Interest rates have declined, dwelling prices seem to have stopped falling, rental yields have risen, and the availability of tradespeople is assessed as having improved. We have, moreover, seen a rise in approvals to build. So there is some evidence of a turning point, albeit a belated one,” he said.
During the speech, Stevens re-affirmed that the RBA maintained its easing bias and that the decision to leave the cash rate on hold in November was a finely balanced one, with the board assessing whether other areas of domestic demand would start to strengthen as “the peak in the investment phase of the mining boom now coming into view”.
He said the question the Reserve Bank Board tried to answer every month when it sat down to decide the stance of monetary policy is will the net effect of all the different forces shaping the economy (the mining boom peaking, dwelling construction rising, business investment demand subdued, the government aiming for a budget surplus) “mean that aggregate demand rises roughly in line with the economy's supply potential over the next couple of years, or will a significant gap emerge?”
“As of the most recent meeting, as the minutes released earlier today show, the Board felt that further easing might be required over time.
“The board was also conscious, though, that a significant easing of policy had already been put in place, the effects of which were still coming through and would be for a while.
“In addition, the latest inflation data, while not a major problem, were a bit on the high side, and the gloom internationally had lifted just a little.
“So it seemed prudent to sit still for the moment.  Looking ahead, the question we will be asking is whether the current settings will appropriately foster conditions that will be consistent with our objectives – sustainable growth and inflation at 2% to 3%.

Pre-conditions in place for stronger residential building pick-up but further rate cut may be needed: Glenn Stevens

A higher-than-expected rise in inflation over the September quarter and an unexpected pick up in new dwelling prices were among the reason the RBA left the cash rate unchanged at 3.25% on Melbourne Cup Day, minutes of the November monetary policy meeting show.
However, an easing bias remains firmly in place, with RBA minutes revealing that members “considered that further easing may be appropriate in the period ahead” but preferred to hold, with “earlier rate cuts continuing to work their way through the economy and “further effects of these changes” yet to be observed.
HIA economist Geordan Murray tells Property Observer the statement that "new dwelling prices had picked up unexpectedly" refers to rising prices for new dwellings "in the context of a discussion of broader inflation".
"Therefore the comment is likely to be a reference to the 'new dwelling purchased by owner-occupier' item of CPI – a sub-component of the housing component of CPI," he says, reflecting "movements in the price of new homes (excluding land) and major improvements to existing homes".
"In the September 2012 quarter this component increased by only 0.9%t (up by 1.2% over the year). Similar movements were observed in the Producer Price Index for materials used in home building and the Project Home Price Index," the minutes say.
The minutes show that with "prices data for the September quarter slightly higher than expected and recent information on the world economy slightly more positive, the board judged that the stance of monetary policy was appropriate for the time being".
As with the post-decision statement by RBA governor Glenn Stevens on November 6, the minutes note signs of improvement in the housing market.
"There were tentative indications that housing activity may be reaching a turning point. Over recent months, the number of private residential building approvals had increased, as had dwelling prices, and auction clearance rates in Sydney and Melbourne had continued to rise," say the minutes.
The RBA also notes that most lenders have passed on 20 basis points in rate cuts to borrowers following the 25-basis-point cash rate cut decision in October, but also that lenders have a greater reliance on retail deposits.
"The average interest rate on outstanding housing loans was now about 75 basis points below the post-1996 average, while rates on small and large business loans were 75 and125 basis points below average. Competition for deposits remained strong, with deposit funding accounting for more than half of total bank funding," says the RBA.
The minutes record that the rise in new dwelling prices, grocery prices and health prices were partly offset by a "softening in the inflation of rents in the quarter and subdued rises in the prices of a range of market services".

US housing market recovery picking up amid stock market gains: Tweet of the day

For some time we have argued that the housing market was largely balanced, rather than under-supplied as many economists agreed. Our key point was that housing had become better utilised. That is, the number of people per dwelling had actually risen slightly in recent years.
Given that Australians had been building bigger and better homes over time, it had to happen sooner or later. The number of people per dwelling had consistently fallen for almost a century, while at the same time home size had continued to lift.
Well, the Reserve Bank has weighed into the argument and delivered a similar judgment. The RBA says that demand for homes has indeed grown at a slower pace than in the past: "...over the past decade the number of households has no longer been growing faster than the population. So for a given rate of population growth, the demand for housing would seemingly be growing more slowly."
But while there are more people in our homes, the RBA says this wasn't the only factor affecting housing demand: "demographic factors are clearly important in explaining the average household size levelling off, but...the increase in the cost of housing also seems to have played a role."
The Reserve Bank has also looked at other factors influencing housing demand, highlighting lower interest rates and tight rental markets, on the one hand, with the recent aversion to debt by households, on the other hand.
Overall the RBA concludes that home building will probably rise over the next year, but only slowly: "it looks likely that dwelling investment will pick up at a relatively moderate rate in the medium term."
But if home building remains weak at the same time that mining investment comes to a peak, the RBA may need to consider further rate cuts in order to get the economy moving.

RBA needs housing market to pick up, or more rate cuts are in store

Federal Treasurer Wayne Swan has once again waded into the debate over whether the Reserve Bank should cut the cash rate on December 4.
In a Treasury note over the weekend, Swan says the government’s forecast of a return to a budget surplus in the current financial year “gives the Reserve Bank more room to move on interest rates”.
“That’s the equivalent of six cuts to the official cash rate. For a family with a $300,000 standard variable mortgage, our responsible budget management has helped deliver a saving of around $4,500 a year in repayments compared to when the Government came to office,” says Swan.
By a majority of one, <a href="/news">economists polled by Bloomberg on Friday</a> tip the RBA to leave the cash rate on hold on December 4.
Tomorrow’s release of the minutes of the November monetary policy meeting and a speech by RBA governor Glenn Stevens will give clues as to the thinking of the RBA about a possible rate cut in December.

Room for RBA to move on rates, says Wayne Swan: Guide to the lowest rate mortgages, fixed and variable as of November 19

The Reserve Bank is falsely pinning its hopes that lower interest rates will stimulate a recovery in housing construction, according to Bank of America Merrill Lynch Australia economists Saul Eslake and Alex Joiner.
They point to the muted impact that six rate cuts since November last year have had to date on both house prices and building approval figures – the weakest response to monetary policy stimulus in a decade – and anticipate only a "relatively moderate" recovery in residential construction" compared with previous cycles.
The RBA is hoping that when the mining and liquid natural gas (LNG) investment boom tails off in the next few years, the slack will be taken up by a boom in housing construction and a broader recovery in the housing market.


Last week, Jonathan Kearns,head of economic analysis at the RBA, said in a speech on the outlook for dwelling investment that there were “tentative signs” that investment in housing “will pick up which would, in part, offset the smaller contribution to growth that we expect from resource investment in the coming years”. 
But in a research report, Eslake and Joiner say that despite the RBA being over a year into the current monetary policy easing cycle, "the response from both house prices and residential construction has so far been measured at best".

"We argue that due to structural and cyclical factors that any upswing in dwelling prices and investment over the coming year will remain relatively modest compared with previous cycles," they say.
The cash rate has fallen 150 basis points between November 2011 and October 2012, and banks’ standard variable mortgage rates have dropped 120 basis points in response, but Eslake and Joiner calculate that median house prices are still 1.2% lower than they were in October 2011 and have climbed just 2% since bottoming out in May.

In comparison, house prices increased by nearly 37% after the Reserve Bank cut interest rates by 200 basis points (from a cash rate of 6.25% to 4.25%) between January 2001 and December that year, and by a further 16% after the GFC, when the RBA cut the cash rate by 425 basis points from September 2008 to April 2009 (7.25% to 3%).

Building approval figures for detached houses – a forward indicator of future construction activity – have also not responded to the current rate-cutting cycle and are down 1.8% for the year to September in comparison with the units and apartment approval, which are up 41.6% year-on-year.
"This underperformance of detached housing approvals in particular is likely to result in the overall recovery in approvals and subsequently residential construction in the coming year being significantly less pronounced than in previous cycles," say Eslake and Joiner.
"This is especially true when we note that at least part of the strength in ‘other’ approvals was prompted by regulatory changes and alterations to state governments’ first home buyer grants (which will nonetheless boost dwelling investment growth in the short term).
"Our rationale for this is that despite easier monetary policy and Commonwealth and state government initiatives designed to boost the supply of housing (first home buyer grants, negative gearing etc) several factors are conspiring against any significant and sustained addition to housing supply."

These include macroeconomic headwinds (slowing activity and higher unemployment), regulatory processes becoming "ever more burdensome, drawn out and costly", high infrastructure and developer costs and softer sale prices.
Other reasons noted by Eslake and Joiner include a winding back of some government housing grants and slower income growth as seen in last week quarterly wage price index which eased back to 0.7% quarter-on-quarter growth below 0.9% to 1% growth in the last three quarters.
They also note that housing finance approval levels are "gradually rising spurred by lower mortgage interest rates and improved sentiment towards the housing market" which should continue in coming months.
"However, with approvals levels only 10% higher than lows experienced in early 2011 the recovery been less than convincing thus far (levels remain 10% below average levels since 2000)."
"With uncertainty in the labour market high, household caution will likely keep the recovery in approvals levels more modest than we have seen in previous monetary policy easing cycles. This will cap any recovery in housing credit growth going forward from what is currently historically low on an annual basis."
“With the debt to income ratio now having ‘plateaued’ at around 150%, households have seemingly recognised a limit to their borrowing capacity.

“As such, a more modest expansion of incomes will result not only in lower house price growth but also significantly slower growth in housing credit,” they say.
Looking ahead to the December 4 RBA meeting, Eslake and Joiner say the RBA minutes from the November board meeting (out tomorrow) "are not likely to say too much that last week’s statement on monetary policy hasn’t already".
"The sentiment from the RBA is that rates are at an appropriate level for the time being.
"We are still marginally biased towards a cut in December and will assess the data flow leading into the meeting (including building approvals, retail sales and some partial third quarter GDP data) to ascertain whether there is likely a need for a further easing of policy in the short term."
