Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“Marina berths are becoming increasingly difficult to secure across the Gold Coast, so including one with every Sky Home makes this a genuinely rare offering,” Long said.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

National Australia Bank (NAB) has brought forward the timing of the first RBA cash rate cut by three months.

NAB is now expecting a cut in February, in line with ANZ and Westpac, having initially thought a cut wouldn't come until May.

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

NAB changed its call following the August monthly inflation figures that were released at the end of September, showing it had dropped to 2.7 per cent.

"The risk has been skewed to a first cut earlier in 2025, and today’s change acknowledges the balance of risks has likely shifted sufficiently for the RBA to feel comfortable cutting a little sooner than we earlier expected," NAB noted in its latest update.

They added that the cadence of the cuts may be faster than its central profile.

"Domestic inflation pressures are cooling, but only gradually, and we continue to expect the conditions for a cut will not be in place this year.

NAB believes the easing cycle will end at 3.1 per cent by early 2026, which is five cuts from the current 4.35 per cent cash rate.&nbsp;

CBA also thinks 3.1 per cent will mark the end of the cutting cycle, while Westpac is forecasting 3.35 per cent, and ANZ is the most pessimistic at 3.6 per cent, which would be just three interest rate cuts.

Canstar Data Insights Director, Sally Tindall, says if core inflation continues to track in the right direction, or unemployment starts to accelerate significantly, we could well see a cash rate cut as early as February of next year.

“All four big banks now believe the RBA will be ready to cut the cash rate in just over four months’ time, if not before, in the case of CBA.

“However, the outlook for both inflation and unemployment is still highly uncertain. A couple of wobbly sets of inflation data could see the RBA holding for longer, particularly if unemployment remains relatively steady."

NAB bring forward first RBA cut to February 2025

QBE Insurance Group has announced plans to partially float QBE LMI, its mortgage insurance business.
The insurance giant has penciled in the partial float for 2015.
QBE's LMI division is one of just two mortgage insurers operating in Australia.
Rival Genworth was partially floated earlier this year by its US parent raising nearly $500 million. Its successful float in May was at $2.65 a share, trading yesterday at $3.56 a share.
QBE LMI holds around $1.2 billion in net tangible assets at the end of June.
“QBE LMI’s results have been outstanding and are expected to remain so for the foreseeable future,” QBE chief John Neal said.
“The capital intensity of this business led us to purchase additional reinsurance protection to support the business’ growth plans, however, with the longer term in mind, the introduction of third party shareholders offers QBE LMI enhanced capital flexibility to support its growth ambition.”
QBE today also released its audited half-year profit results, which had been flagged in a profit warning late last month.
The insurer confirmed a net profit after tax of US$392 million, down 18% on the prior corresponding period.
QBE has also announced a capital raising of around $810 million.
Around $650 million worth of shares will be offered to institutions, with $160 million to be sold through a share purchase plan.

QBE LMI likely to float in 2015, following Genworth's successful strategy

The Commonwealth Bank has cut mortgage rates on its most popular home loan term, three-year fixed mortgage rates.
The country's biggest home loan lender cut its three-year rate by 15 basis points to 4.94%, equalling NAB and ANZ.
The CBA has also cut its less four-year rate by 50 basis points to 5.09% after <a href="/expert-insights/finance/nab-and-westpac-meet-cbas-rate-cut">cutting its five-year fixed rates to a record low</a> last month.
Since the bank rate cuts last month, the share of new mortgage customers taking out a fixed rate loan had increased from 13% to around 20%. 
The CBA has record numbers locking in the five-year fixed rate loan at 4.99%.
All big four - and smaller lenders - reduced their five-year fixed mortgage rates last month to record lows below 5%, with a high impact on the market as borrowers seek to lock in low rates.
Westpac's head of home ownership, Melanie Evans noted new loans with a fixed element had moved up to 30%, from 15%-20% prior.

Last month, the leading provider of easy cash solutions for consumers, announced that Mark Kuchenrither, the chief financial officer of EZCORP, had been appointed interim chief executive officer by MS Pawn Limited Partnership, the majority shareholder.

His appointment was announced in August 2011 and after selling in the tony Sydney suburbs of Killara and Whale Beach, Grimshaw joined BOQ on 1 November 2011, succeeding David Liddy, who has been the chief since April 2001.
The board recently confirmed that the bank was on track to report full-year cash earnings after tax in line with consensus estimates of $298 million.
The results will be reported on 9 October.
The bank is one of the oldest financial institutions in Queensland, with a network of around 270 branches, including 152 in Queensland, 52 in New South Wales, 23 in Victoria and 34 in Western Australia.

Commonwealth Bank home loan book grows 6.7%

When you’re buying residential property, you’re understandably focused on what to buy, where to buy it, and how much you’ll have to spend.
In the effort to get the ‘what’, ‘where’ and ‘how’ right, it’s easy to overlook the ‘who’—that is, the name that will appear on the title as the property’s legally recognised owner.  
There are four forms of ownership: personal name, company, trust and self-managed super fund (SMSF). Each one has different implications for your property’s security and tax effectiveness. It’s important to determine the appropriate form of ownership before you buy, because by changing it afterwards, you could be up for thousands in additional stamp duty and/or capital gains tax (CGT).  
Each form of ownership suits different personal circumstances, and has a range of pros and cons. Let’s look at each in turn.  
Personal name
Under this form of ownership, you as an individual, or with other individuals, appear on the title to the property. Generally speaking, personal name ownership is suitable for the vast majority of residential property owners. This includes people who are buying a home to live in, because personal name ownership enables them to claim a full CGT exemption. It also includes people on high salaried incomes who are buying an investment property and want to use negative gearing benefits to reduce their tax bill.  
On the flipside, owning a residential investment property in your personal name means that when the property becomes positively geared or is sold, you must pay tax in your name at your marginal rate.  
Company
A company is a separate legal entity. It can own assets, must pay tax on them, and lodge tax returns. However, company ownership is not appropriate for owner occupiers, because companies aren’t eligible for a full CGT exemption. Nor is it suitable for residential property investors, because companies can’t get the 50% CGT discount applicable to property held for more than 12 months.  
In some cases, company ownership may be suitable for commercial properties; for example, for businesses who want to own their premises. This is a complex area, so it’s important to seek advice.  
Trust
Unlike an individual or company, a trust is not a separate legal entity. It’s a vehicle to hold assets on behalf of nominated beneficiaries (that is, the individuals or companies whom you wish to receive income or capital gains from the trust’s assets).  
It’s difficult for creditors to get hold of assets in a trust because they are not owned by the beneficiaries. Trusts also enable you to minimise the tax liability from rental income and capital gains by distributing them amongst a multiple beneficiaries with the lowest marginal tax rate.
On the downside, trusts can only distribute profits, not losses. This makes them unsuitable for most residential property investors, who rely on negative gearing benefits to hold their assets.  
SMSF
Most Australians have their super in a fund managed by a third party. However, a growing number are running their own funds.The main reason to buy residential property in an SMSF is because of the concessional tax rate: 15% on monies held in the fund and zero when they are withdrawn upon retirement.  
SMSFs aren’t appropriate for owner occupied property or holiday homes, because assets in the fund cannot be used for personal use, even if it’s only for a week or two each year. And they are better suited to people who already have a sizeable amount of money in an SMSF, because lenders generally require a higher percentage deposit from borrowers. There may also be higher loan setup costs and higher interest rates. What’s more, complying with SMSF regulations can be complex and costly, so it’s not for the faint hearted.  
The form of ownership has a significant impact on the security and tax effectiveness of your residential property portfolio. What’s more, this impact can change in accordance with your circumstances, so it’s vital to seek advice from your tax adviser or solicitor.

Four forms of legal ownership: Which name should you put on your property's title?

There’s something of a home loan ‘rate war’ going on at the moment, which can be great for borrowers. But it also creates pitfalls for the unwary.
Take some mortgage advertising I saw this week: it promoted a variable mortgage rate of 4.65% but beside it was a ‘5.21% comparison rate’.
Look at the difference: on a $300,000 25-year mortgage at 4.65% your total interest bill is $207,941. But if you pay 5.21%, your costs total $237,198. The difference between what’s calculated from the headline offer and the actual costs over the long-term is around $30,000.
This type of advertising is a common marketing device. The low interest rate is merely an ‘introductory rate’ which in this case lasts three years. And after three years the home loan reverts to a much higher rate.
So given the current interest rate cycle it’s a good time to discuss the comparison rate. The ‘comparison rate’ is a legislated requirement brought in by the federal government. It was introduced in 2003 at a time when ‘honeymoon rates’ were popular and advertised interest rates were not informing borrowers about the true long-term cost of their home loan.
It’s quite difficult for average borrowers to calculate what they really pay over the long-term if they pay one rate for, say, two years and then revert to a ‘true’ rate for the next 23 years.
So to resolve the confusion the government mandated a formula that all mortgage lenders must use in their advertising. It includes unavoidable fees and charges, and interest rates over a set period, which creates the comparison interest rate.
Because all lenders have to use the same formula, the result gives a borrower the means to compare the true cost of a loan before they commit to it, and it gives some reality to the headline interest rate.
This regulation set by the government is important, but it only goes so far. The key to getting the right loan is for you as a consumer to take this information and act on it. The law says that a comparison rate must be co-located with the promotional rate, and with the same prominence. But a comparison rate is useless unless borrowers are looking at it and registering what it means. In talking to people, I often find that consumers misinterpret the comparison rate as “X” lenders best rate compared to “Y” lenders best rate. This is not at all the case.
When you look down the most affordable variable rate loans (4.6%-4.8%) at a site such as RateCity, you see that those lenders with the best ranking have comparison rates almost identical to their advertised rates – that is, the rate they advertise is basically what the borrower will pay. But other loans only start at 4.6%, before reverting to something much higher.
Consumers are easily confused by the terminology and practices of the financial services industry. So if you’re searching for something as important as a mortgage, and a comparison rate gives you a chance to level the playing field, you really must pay attention.

What the comparison rate really tells you about your mortgage

Australia's established housing market remained "strong overall", according to the Reserve Bank of Australia.
 The time taken to sell properties and the average size of vendor discounts are at low levels, and auction clearance rates are above average, albeit not as high as late last year, the bank's latest statement of monetary policy advised. 
Stock turnover appears to have increased a bit in the June quarter, though is still a little below average. 
The RBA noted the nationwide rental vacancy rate has been little changed over recent quarters at a relatively low level, but conditions in the rental market appear to have generally eased.
"Rent inflation has declined to its slowest pace since the mid 2000s."

"Combined with strong growth of housing prices over the past year or so, rental yields have fallen to around their average of the past decade. 
"A strong recovery in dwelling investment is well under way, driven by low borrowing rates, growth of housing prices, significant population growth and a retargeting of government assistance for first home buyers to new homes. 
"Dwelling construction increased by almost 5% in the March quarter to be 8% higher over the year, as the substantial pick-up in residential building approvals over 2013 continued to flow through to activity.
"The increase was driven by a rise in new dwelling construction, particularly for higher- density dwellings. Alterations and additions activity also increased a little in the March quarter, after an extended period of weakness.

More recently, residential building approvals have declined a little in trend terms, but remain at a high level consistent with further growth of dwelling investment (Graph 3.9 below). The recent trend decline owes mostly to a decline in higher-density approvals from the very high levels seen in late 2013. Approvals for detached houses have trended higher in all mainland states over the past couple of years, notwithstanding a recent decline in South Australia.

Other timely indicators of housing construction also point to a sustained recovery in dwelling investment. Loan approvals for new dwellings remained at a high level in May and first home owner grants for new dwellings have increased by 22% over the past year. Liaison reports indicate that demand for new dwellings remains firm, with ongoing strong demand by foreign buyers for inner- city apartments, particularly in Melbourne."

The statement suggested household wealth has grown strongly over the past 18 months or so, buoyed by higher housing and equity prices and ongoing saving by households, although more recently growth has eased a little.

 In most of the capital cities, housing price inflation was less rapid over the first half of 2014 than it was over the latter part of 2013.
 While prices appear to have levelled out in Perth and Adelaide, growth has remained relatively strong in Sydney and Melbourne. 
Surveys indicate that, compared with earlier in the year, fewer households expect housing prices to rise over the next 12 months, and households view buying conditions for dwellings as less favourable than they did a year ago," the latest RBA Statement on Monetary Policy suggested.

It concluded that housing price inflation over 2014 to date has not been as rapid as it was over the second half of 2013, but prices continue to rise. 
"Loan approvals are higher than they were a year ago, but have been little changed since late last year.
"At this level, they are consistent with growth in housing credit stabilising at a rate that is a bit faster than income growth, although the growth of investor credit has continued to outpace that of owner-occupiers.

"The high rate of housing price inflation has underpinned strong growth in standard measures of household wealth.

Property investors advised rent inflation in decline, yields back to average: RBA

There is now keen interest in whether the US Federal Reserve will move to raise its near zero interest rates following two recent pieces of conflicting economic data.
Data on real GDP for the second quarter of 2014 indicate the US economy is growing at an annualised rate of almost 4%. This figure represents a marked turnaround on the negative growth rate for the first quarter of 2014. The average annualised quarterly growth rate for real GDP since the end of the <a href="https://www.nber.org/cycles">US recession</a> in the second quarter of 2009 is only 2.2%. So the 4% figure represents an above-average outcome.
Some preliminary evidence that the stronger US growth will be maintained into the third quarter of the year can be found in the latest <a href="https://www.markiteconomics.com/Survey/PressRelease.mvc/d4d22d88d4f54cf69dcc6e2fa12cb082">PMI</a> figures for July.
But despite the recent strong growth in real output, the consensus view remains that actual US output is still below its potential output, implying the continued existence of a negative output gap for the US economy (where the output gap is defined as actual output less potential output). The latest Congressional Budget Office estimates for potential output suggest a current output gap of about -4.5%.
Further evidence of a negative US output gap can be found in the unemployment rate, which stood at 6.2% for the month of June. The civilian unemployment rate reached a post-recession peak of 10% in October 2009 and has trended downwards since then.
At 6.2% the unemployment rate is still about 1.8 percentage points above its pre-2008 recession low-point. The current rate also lies above the average rate of 5.3% that was achieved during the 2001 to 2008 expansion.
Both these outcomes raise questions as to whether the Fed will soon end its unconventional monetary stimulus program of quantitative easing, and more significantly begin to increase its interest rate, more properly referred to as the Federal Funds (FF) rate, set just slightly above zero since the end of 2008.
Quantitative easing (QE) is a policy whereby the US Fed purchases longer-term assets - mainly mortgage-backed securities and long-term US Treasuries - with the ultimate objective of reducing long-term interest rates (if the Fed’s purchases bid-up the price of an asset it will reduce its yield). QE began during the GFC and continues today. Recently, the Fed has begun to taper the size of its asset purchases and at its end-July meeting the Federal Open Market Committee (FOMC) reduced the value of monthly asset purchases from $US 35 billion to $US 25 billion.
The other key variable for the Fed’s monetary policy setting is US inflation. The Fed has a stated target rate for inflation of 2% per annum. Standard measures of US inflation are the PCE (personal consumption expenditures) index - which showed year-ended inflation for the month of June at 1.6% - and the CPI (consumer price index) - which showed year-ended inflation for the month of June at 2.1%.
These are headline figures and like most central banks the Fed uses measures of underlying or core inflation as an indicator the general trend in inflation. One widely used measure of US core inflation is the PCE less food and energy, which increased by 1.5% in the year through to June.
Whatever measure is used, the inflation outcomes for the US since the end of the 2008 recession have generally been well below the Fed’s target rate of 2%. To date there has been little pressure from inflation outcomes for the Fed raise the FF rate.
The current unemployment rate and negative output gap are consistent with the view that resource utilisation in the US economy is still below some optimal/normal level. Provided that inflation and its forecasts do not move significantly above the Fed’s 2% target, this will tend to support a continued expansionary stance for monetary policy; with no immediate movement towards raising the FF rate.
A reading of the end-July FOMC Statement suggests that if current tends in US growth and inflation continue, the Fed will move to end its QE program, but may then wait some time to begin raising the FF rate.
Furthermore the process of returning the FF rate to some normal level - a rate approximately equal to the sum of the real interest rate and 2% inflation - is likely to occur via a series of small steps. Current expectations suggest the first increase in the FF rate will be in 2015.
For the Australian economy, the initial effects of rising FF rate are likely to be felt as downward pressure on the value of the Australian dollar.

US interest rates: time for a change or steady as it goes?

With yesterday’s decision to keep rates on hold coming as little surprise, industry groups are now turning their attention to banks and lenders.
Over the past fortnight, 71 home loans with a five-year fixed rate term have had their interest rates cut by up to 0.80%, according to RateCity research.
Unsurprisingly, this is becoming of greater interest to borrowers as <a href="/expert-insights/finance/a-year-of-record-low-rates-as-rba-leaves-cash-rate-at-2-5">lenders increasingly move out of the RBA’s cycle that has been stable for 12 months now at 2.5%</a>.
Despite much of the RBA talk discussing the next potential increase, <a href="/expert-insights/finance/start-planning-for-a-rate-rise-finder-com-au">most industry members wholeheartedly agreeing that we’ve hit the trough</a> despite disagreements about when we will see a rise. Responses yesterday to the next month of stability mirrored 1300HomeLoan’s sentiments that <a href="/expert-insights/finance/more-discounting-from-lenders-on-the-horizon-1300homeloan">more cuts are coming, not necessarily form the RBA, but from the lenders</a>.
“The home loan customer is in a strong negotiating position and your lender will be keen to listen, particularly if you raise the possibility of looking elsewhere,” 1300HomeLoan managing director John Kolenda said.
“We are seeing some of the lowest fixed rates ever and there’s also good deals being offered on variable rates.”
“The borrowing costs for banks in the global market have fallen and they are in a position to offer highly competitive home loan products.”
Meanwhile, CEO of RateCity Alex Parsons said that those dropping rates at the moment includes three of the big four banks.
“Five-year fixed rates have come down by 0.54 percentage points on average in two weeks – that’s more than we’d typically see passed down by the RBA in any given month,” said Parsons.
“My advice is if your home loan rate starts with a five then get out there and find a better rate – 4.99% is a sharp rate and gives consumers a great amount of certainty over a long period of time in a cycle whereby most people would assume that interest rates are going to go up over time and not further down,” he said.
Loan Market director Mark De Martino was also pointing out the heavy competition, noting that there are drops across three, four and five-year fixed term products.
Despite this, the warnings are starting to emerge from all quarters.
“A couple years ago, I doubt anyone would have thought you could have got a fixed rate below five per cent for five years. While it’s certainly an attractive rate now, there’s wider implications borrowers need to consider before they take up fixed rates,” De Martino said.
“Whilst fixed rates do not move up and down in sync with the cash rate they are indicative of what lenders think it’s going to cost to borrow money in the future - seeing so many move rates down is further evidence to support the perception that interest rates may remain low for quite some time,” he said.
Meanwhile, Parsons warned that borrowers must ensure that they can withstand a 2% increase in rates and afford the repayments, even in times of “cheap money”.
“That’s something people really need to understand so they don’t find themselves in mortgage stress when rates eventually do increase,” he said.
The Real Estate Institute of New South Wales president Malcolm Gunning was also putting borrowers onto the alert.
“While these record low interest rates have been welcomed by consumers, we must once again caution mortgage holders that the fairytale will eventually end. It is important not to over-commit yourself and be prepared for future rate rises,” he said.

Attention shifts from RBA to lenders: 71 five-year fixed loans cut in a fortnight

Interest rates will remain at record lows for another month, with the Reserve Bank of Australia (RBA) choosing not to change the overnight cash rate of 2.5%.
The cash rate has remained at 2.5% since August 2013.
The decision will come as no surprise to property industry commentators, with <a href="/expert-insights/finance/start-planning-for-a-rate-rise-finder-com-au">all 20 experts surveyed by finder.com.au</a> predicting the cash rate would stay on hold this month.
Property Observer's editor at large Jonathan Chancellor told finder.com.au that the RBA prefers to "let the economy look after itself as much as possible".
"We probably won't see any shift until 2015 when it will most likely be upwards," he said.
According to LJ Hooker chief executive Grant Harrod, the RBA's decision will keep demand from investors at a strong level.
“It’s a finely balanced domestic economy that has made the RBA reluctant to shift its current ‘neutral’ monetary policy position,” says Harrod.
“It now looks likely interest rates will remain on hold for the rest of the year, barring any unforeseen events and it should boost consumer confidence as we approach spring.
“There is some speculation rates could be dropped even further if the Australian dollar remains high.”
Harrod doesn't expect that rising house prices will cause the Reserve Bank to increase interest rates, so long as inflation remains in the 2-3% target range and the unemployment rate continues at under 6%.
“Price growth has helped boost construction activity and in turn economic growth in general which is essential as we adjust to the fall in mining investment,” says Harrod.
RP Data research director Tim Lawless says the decision comes as value growth continues across the housing market at a moderated pace, with RP Data reporting a 1.1% increase in dwelling values over the quarter to June.
"Although the rate of growth is slowing, policy makers, including the RBA, are likely to be keeping a close eye on the ongoing increases in home values across the two largest cities (Sydney and Melbourne)," says Lawless.
He predicts that the cash rate will remain unchanged until next year.
"It is looking increasingly like the official cash rate will remain at its low setting, at least for the remainder of this year, which should continue to support housing demand.
"Capital gains over the past 12 months were recorded at 10.2% across the combined capital cities, however we are expecting growth rates to moderate over the coming months as natural affordability constraints and low rental yields in the largest capital cities work to slow the rate of capital gains," Lawless notes.
