The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

National Australia Bank (NAB) has brought forward the timing of the first RBA cash rate cut by three months.

NAB is now expecting a cut in February, in line with ANZ and Westpac, having initially thought a cut wouldn't come until May.

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

NAB changed its call following the August monthly inflation figures that were released at the end of September, showing it had dropped to 2.7 per cent.

"The risk has been skewed to a first cut earlier in 2025, and today’s change acknowledges the balance of risks has likely shifted sufficiently for the RBA to feel comfortable cutting a little sooner than we earlier expected," NAB noted in its latest update.

They added that the cadence of the cuts may be faster than its central profile.

"Domestic inflation pressures are cooling, but only gradually, and we continue to expect the conditions for a cut will not be in place this year.

NAB believes the easing cycle will end at 3.1 per cent by early 2026, which is five cuts from the current 4.35 per cent cash rate.&nbsp;

CBA also thinks 3.1 per cent will mark the end of the cutting cycle, while Westpac is forecasting 3.35 per cent, and ANZ is the most pessimistic at 3.6 per cent, which would be just three interest rate cuts.

Canstar Data Insights Director, Sally Tindall, says if core inflation continues to track in the right direction, or unemployment starts to accelerate significantly, we could well see a cash rate cut as early as February of next year.

“All four big banks now believe the RBA will be ready to cut the cash rate in just over four months’ time, if not before, in the case of CBA.

“However, the outlook for both inflation and unemployment is still highly uncertain. A couple of wobbly sets of inflation data could see the RBA holding for longer, particularly if unemployment remains relatively steady."

Westpac’s move to increase interest rates on its owner occupier loans will be the first from many lenders. 
We find that when one of the majors make a change like this, others follow.
Mozo calculates Westpac will earn an extra $1.59 million in interest each day from its decision which will impact existing and new owner occupier and investor loan customers. 
With APRA’s requirements not due until 1 July 2016, Westpac has made a bold move to increase rates so early, but we’re going to see a lot more of it over the coming months.
Despite rates being at record lows, lenders are looking at ways to meet APRA”s capital requirements including raising rates, not passing on official interest rate cuts or curbing discounts.
If the RBA cuts rates on Melbourne Cup day, we could see banks holding back part of a rate cut or not passing on cuts altogether.
The ‘borrower bonanza’ of sub 4% variable rates and incentives we’ve seen lately may become a distant memory come 2016.
In another measure to increase the ratio of deposits as a funding channel, Westpac, St George, Bank of Melbourne and Bank of SA have increased at call and term deposit rates. 
Westpac upped the introductory rate on its eSaver account by 6 basis points to 3.31% and its 4 and 6 month term deposits by 10 basis points and 1 year term deposit by 5 basis points in September. This comes after a 14 basis point increase in August for the eSaver introductory rate to 3.25%. 
After a long period of uncompetitive savings rates, deposit holders might have some light at the end of the tunnel with rates likely to increase over the next six months, thanks to the new capital rules.
It would be highly unlikely for any of the Big 4 banks not to follow Westpac’s early lead - which will also see them gain new deposit business.

Westpac will raise its home lending rates by 20 basis points to help boost its capital reserves. 
The surprise move lifts mortgage rates on residential property by 20 basis points, for owner occupiers and property investors.
The new rates will take effect from November 20.
The country's second biggest bank will increase headline owner-occupier rates to 5.68%, and investor rates to 5.95%.
Chief executive Brian Hartzer said the capital raising places its capital ratio "within the top quartile of banks globally".
"Capital raised responds to changes in mortgage risk weights that will increase the amount of capital required to be held against mortgages by more than 50%, with the increased regulatory required to be applied from July 1, 2016," the bank statement said.
The increase in mortgage rates would also help meet the capital requirements, it said. 
UBS and Merrill Lynch are handling the capital raising for the bank. The changes apply only to Westpac-branded loans, not St George, Bank of Melbourne or BankSA.
The Australian Financial Review's Chanticleer columnist Tony Boyd wrote Westpac's decision to share the pain of higher capital charges with shareholders and home loan borrowers will "deliver a big jolt to the economy - and fend off a potential hedge fund attack."

RBA Deputy Governor Philip Lowe struck an optimistic tone today, and noted that the Bank retains flexibility on interest rates. 
He emphasised that Australia’s economic fundamentals were good and the economy has high degree of flexibility at the CFA Institute Australia Investment Conference in Sydney. 
Most of Dr Lowe’s remarks focused on the microeconomic reform agenda that would lift Australia’s living standard over the medium term, and so he did not directly address the near term path for interest rates in his speech. In the Q&amp;A though, he answered several questions related to the immediate outlook and monetary policy and repeated the bank’s expectation that growth will gradually pick up. 
Some key points Dr Lowe made were: 
There continued to be some flexibility in monetary policy given the cash rate had not been reduced to zero as policy rates have in many other advanced countries. Monetary policy still works, as seen through its impact on housing construction and the exchange rate. But lower interest rates are not as effective as they used to be, as low interest rates seem to be helping households to pay back their debt sooner, rather than encouraging household spending.

 There is still some flexibility in fiscal policy due to our history of fiscal prudence. The probability of recession is low but we cannot rule out the possibility of a downturn. There will be a cycle, and we have had a remarkable 25 years.
He said that comments about consumer and business confidence being weak were not correct. On cue, this morning’s ANZ-Roy Morgan Australian Consumer Confidence index showed a 5.1% rise in the week ending 11 October, bringing confidence 2.6% above its long run average

 Dr Lowe said business conditions were above average overall and that business was reporting that current conditions are ok. He said firms were willing to hire and as they have stated many times before, it is not clear at what point this will translate into higher capex.

 When asked if state stamp duties should be used to soften demand for housing, he said it is a mistake to think house prices can be managed through levers that affect demand. He repeated that regulatory action on lending is working its way through the system. Dr Lowe said that ideally there would be a period of quite modest house price growth. On the US he said there has been some movements in capital flows from emerging markets back to the US, even ahead of the Federal Reserve increase in rates. He said there might be some stresses in capital markets.
Dr Lowe did not address our concerns about growth in 2016 and 2017, which recently led us to lower our interest forecast to 1.5% by mid next year. We think further rate cuts will be necessary as concerns simmer about the unpredictability of international economic conditions, while the boost from housing starts to fade as the impact of the lower AUD on services trade lessens. Dr Lowe noted that monetary policy maintains a key role in dealing with cyclical swings in the economy.

RBA's Lowe strikes optimistic tone: ANZ's Cherelle Murphy

The combination of strong supply and weak population growth means that the housing market has a period of adjustment ahead of it, Macquarie Reseach has forecast.
It says there are three key paths for adjustment to normalise price to income ratios and supply and demand -  lower house prices, a decline in new dwelling supply (construction) and a cut in interest rates.
Their overall outlook incorporates all three of these factors, though not to the same degree.

"Reductions in dwelling supply stem the decline in the persons per household ratio, pushing up household incomes.
"And interest rates support nominal house price values."
It noted an important distinction about the cycle over the period ahead is that it does not occur against a backdrop of favourable tailwinds.
"Previous housing construction cycles have been associated with some combination of a credit tailwind (rising debt to income ratio), fiscal expansion/tax cuts, participation boost, or major income boost within the economy (price phase of the mining boom).

"Through previous cycles, policymakers have managed to avoid large negative house price adjustments – with subsequent destructive effects on household, business and bank balance sheets – and instead used policy to support existing prices, with long, slow adjustments occurring over a number of years.
"For example, in real terms, Sydney house prices peaked in 1Q89, but took almost a decade to exceed that level. The nominal price adjustment was minimal, and was recovered 2 years later. But in real terms, the ABS measure of Sydney house did not better the 1Q89 level until 2Q98 (figure 26 and 27).

"We expect a measured 7.5% peak to trough decline in house prices over 2016 and into 2017, with a recovery commencing in 2H17," was the headline takeout of the report.
It especially noted Australia’s population growth has slowed and was on track to slow further over the coming quarters.
It concluded while the population growth was still positive, but not as strong as it used to be, that it was not strong enough to justify the major surge in housing supply that will hit the market over the course of 2016.
"Slower population growth adds to the adjustment challenge within the housing market over 2016 as the upswing in supply converges with the impacts of macro prudential policy tools and curbs on foreign investors.
"Building approvals and housing commencements, at 200k+ are running well ahead of estimates underlying demand, which we peg at 170-180k once current, and prospective, population growth rates are incorporated. 
"Supply has undershot demand for several years.
"Whilst Australia’s population growth has slowed to a 9-year low, and is on track to moderate further, residential dwelling supply is reaching all new records.
"Building approvals are currently running at an annual pace of 225k, and commencements are following through.
"Both are at new records (figures 8 &amp; 9 below).

"Improving affordability requires either lower house prices, lower interest rates, or stronger household income growth.
"In the absence of robust wage and income growth in the economy, achieving the latter will be more difficult the longer that strong dwelling supply persists."
Macquarie expect a retrenchment in housing commencements through 2016 and into 2017, concentrated in the high density apartment segment.
"This is likely to be accompanied by weaker dwelling prices, as the market struggles to absorb the currently bulging supply pipeline.
"Depending on the speed of adjustment, lower rates may be needed to support demand and prices. 
"We remain of the view that further monetary policy easing is likely from the RBA. 
"Our base case is that this is delivered in November, alongside downgraded forecasts for growth and inflation.
"We have maintained the view for some time that the risks lie with additional easing in 2016.
"How swiftly the currency falls to a level sufficient to catalyse the transition from mining to non-mining growth is a key driver of the outlook for rates in 2016.
"An earlier, or more rapid, housing construction adjustment – which we expect to accelerate from 2H16 – could mean more cuts will be needed."

November rate cut - and 7.5% house price drop starting in 2016: Macquarie Research

Genworth Mortgage Insurance Australia revealed that its chief executive, Ellie Comerford was leaving the company.
Genworth, which has a market valuation of $1.6 billion, announced Ms Comerford was retiring from the insurer.
She will remain in an advisory role until May 31.
The share price has been trading close to record lows, down 22% in the past year to $2.48
Genworth was only listed in May last year at a 13% premium after Australia’s biggest lenders mortgage insurer (LMI) made its public debut on the Australian Securities Exchange.
Genworth shares were priced at $2.65 in Genworth’s $496 million float.
Its prospectus reported Genworth Australia had been profitable for 46 of the past 48 years.
The company is chaired by Richard Grellman.
Genworth chief financial officer Georgette Nicholas will be acting chief executive.
GMA, through its subsidiary companies Genworth Financial Mortgage Insurance Pty Ltd and Genworth Financial Mortgage Indemnity Ltd (GMA Group), is the leading provider of Lenders Mortgage Insurance (LMI) in the Australian residential mortgage market.
The GMA Group has been part of the Australian residential mortgage lending market for 50 years since Housing Loans Insurance Corporation was founded by the Australian Government in 1965 to provide LMI in Australia.

According to ASIC, one in four loans are interest-only for owner-occupiers and two in three loans are interest-only for investors.

ASIC's interest-only guide for property investors

As expected, the Reserve Bank Board decided to leave the cash rate unchanged at 2%.
Arguably the Governor’s statement in October represents the fewest number of changes to the previous month’s statement that we have ever seen. This may be a clear strategy to discourage markets from expecting any imminent change in policy. Of course this is particularly important given that the next meeting will be in November, which is one of the four meetings per year where the Bank reviews its forecasts for both growth and inflation and therefore represents the most likely timing for a policy adjustment. In providing minimal wording changes the signal seems quite clear that it is unlikely that the Bank will see the need to substantially revise its growth forecasts and therefore need to further ease rates.
The most important change in wording was around the assessment of “regulatory measures”. In September the statement merely recognised that the policies were in place whereas in October “regulatory measures are helping to contain risks that may arise from the housing market”. This might seem to be a marked increase in confidence over the month although the minutes to the September meeting noted that “there were indications that the measures implemented by APRA had slowed the growth in lending for investment housing”.
Another change was around house prices where in September prices were acknowledged to have continued to rise strongly in Sydney whereas in the October statement both Sydney and Melbourne were singled out for “strongly rising prices”.
The key consistent themes around “softening conditions in China and east Asia”; “moderate expansion in the Australian economy”; “stronger growth of employment and a steady rate of unemployment over the past year”; “economy operating with a degree of spare capacity”; “inflation under control even with a lower exchange rate” were repeated in this statement.
As expected the wording around the Australian dollar was unchanged,” The Australian dollar is adjusting to the significant declines in commodity prices.” There was also no reason to change the commentary around the Australian dollar which prior to the September meeting was around US 71.20 and today is around US 70.80, with iron ore prices generally stable.
Of course the most important part of the statement is the closing paragraph which is repeated word for word from the September statement. Recall that this statement is ‘middle of the road’. On the one hand not signalling a specific change with terms such as ‘for the time being’ or ‘scope’  but  also not using the language of 2014  ‘the most prudent course is likely to be a period of stability in interest rates’.
Outlook
Markets have shaved the probability of a move this year to around 40% but still have a 100% probability of a move by February/March next year.
It is our view that the Bank will not need to sufficiently change its growth forecasts for 2015 and 2016 that would necessitate further policy support. That would mean rates on hold in both 2015 and 2016. However, risks on rates remain to the downside particularly around the global outlook; the terms of trade; and the labour market.

The Federal Court today made interim orders appointing provisional liquidators to companies associated with Jamie McIntyre and 21st Century land banking companies.
Simon Alexander Wallace-Smith and Robert Scott Woods of Deloitte have been appointed as provisional liquidators to corporate respondents to ASIC’s legal action commenced in August 2015.
The respondents are:

In addition, injunctions were made preventing all of the respondents, including Jamie McIntyre and Dennis McIntyre from promoting the five schemes ASIC is concerned about. They are: Botanica, Secret Valley Estate, Oak Valley Lakes Estate &amp; Resort, Bendigo Vineyard Estate &amp; Resort and Melbourne Grove Estate.
The provisional liquidators have been ordered to provide a report to the court, ASIC and the respondents within 42 days by November 19 reporting on a number of matters including the solvency of the companies and the schemes, any money owing to investors and the likely return to creditors of the companies.
Jamie McIntyre, Dennis McIntyre and the companies all agreed to the orders made today.
The matter returns to court for a further directions hearing on December 4. A date for the final hearing of the matter has not been set by the court.
The Scheme known as Botanica includes land located at 805 Archer Road, Kialla, Victoria 3631 and involves Archery Road Pty Ltd, Property Tuition Pty Ltd, Education Holdings Pty Ltd and the investors therein.
The Scheme known as Secret Valley Estate includes land located at 1955 Old Sydney Road, Bylands, Victoria 3762 and involves Secret Valley Estate Pty Ltd, Property Tuition Pty Ltd, Education Holdings Pty Ltd and the investors therein. t

Jamie McIntyre agrees to 21st Century provisional liquidation for five land banking schemes

The cash rate has been left at a record low of 2% for a fifth month (six months of rates at 2%). The Reserve Bank has left the accompanying statement the same – almost word-for-word.
The Aussie dollar rose by a third of a cent as investors gave up on hopes for a rate cut in the future. What does it all mean?
In outlining where the Reserve Bank stands on interest rate settings, the Governor recently told the House of Representatives Economics Committee, "I think we are pretty content where we are right now.” And little more needs to be said.
The key question now, is what will be the next move on rates? It is clear to us that the economy is picking up momentum but there are still challenges ahead, so interest rates should remain on hold. But there is certainly no case for rate cuts. 
Consider:
Car sales are at record highs
Building approvals are at record highs
Job ads have lifted for 14 of the last 16 months
Employment has posted the biggest 6-month gain in 41⁄2 years
Manufacturing &amp; services sectors are expanding
The Aussie dollar has fallen around US17 cents over the past year
The only real changes to the text of the statement. In September: “Equity markets have been considerably more volatile of late, associated with developments in China, though other financial markets have been relatively stable”. In October: “Equity market volatility has continued, but the functioning of financial markets generally has not, to date, been impaired.”
Also, in September: “The Bank is working with other regulators to assess and contain risks that may arise from the housing market.” In October: “Regulatory measures are helping to contain risks that may arise from the housing market.”
The only other change: the Reserve Bank noted “Dwelling prices continue to rise strongly in Sydney and Melbourne...” In September it only referred to prices in Sydney.
Bottom line is that there has been no change to the neutral policy stance – a stance that suggests that the next move in rates could be either up or down.
