VicTrack's gradual purge of ancillary land is set to encompass a handful of additional stations, as the Government-backed body looks to further facilitate development around its key assets.

The first station to receive development under the Station Precinct Enhancement Program was Glen Waverley, which with development partner Consolidated Properties saw the delivery of the $70m IKON mixed-use project. Completed in late 2013, IKON is still a leading example, winning the national award for ‘Government Leadership’ at the Property Council of Australia’s Innovation and Excellence Awards during 2016.

With <a href="/news/jewell-stations-all-encompassing-ethos-set-to-provide-a-unique-development-outcome">Jewell Station's urban renewal underway</a>, which are the next locations that are set to fall into line under VicTrack's development program?

VicTrack has entered into a development agreement with Southbank-based developer epc.Pacific and the Department of Health and Human Services (DHHS) in order to create a new residential precinct adjacent to Hampton Station.

Set over 7,056sqm, VicTrack have seeded the land in order to "make the area around Hampton Station safer, more vibrant and more accessible, by delivering station precinct improvements funded by an adjoining mixed-use development." New buildings will incorporate social housing units in order to replace units currently onsite which will be demolished for the much larger development.

For its part, epc.Pacific have described the project which fronts Koolkuna Lane as carrying four separate five level buildings that will result in one, two and three bedroom apartments. With a nominal value of $120 million, the Hampton project is in the hands of ARM Architecture and Jam Architects, according to the developer's website.

Having been awarded the development rights for Hampton Station Precinct during 2015, the project has a tentative completion date of 2019.

Image: JAM Architects</figcaption></figure>Initiated by VicTrack, the subsequent approval of a land slither fronting Lynch Street, Hawthorn was sold to APL Developments. It has consequently proceeded to sales with the project having been dubbed Longhouse.

While Lynch Street was a land disposal, VicTrack do have a number of projects in the pipeline.

Essendon, Windsor, West Footscray, Victoria Park, Watsonia, Ringwood and East Richmond are stations that have been bandied around, with some locations seemingly more advanced than others. SMA Projects for instance have <a href="http://This%20includes%20a%20fresh%20agreement%20with%20developer%20SMA%20Projects%20to%20build%20above%20the%20railway%20tracks%20at%20Windsor%20station,%20between%20Chapel%20Street%20and%20a%20park%20called%20the%20Windsor%20Siding.">secured a land parcel above rail lines leading to Windsor Station</a> that will most likely result in apartments and community facilities.

An announcement regarding West Footscray is also nearing with a VicTrack spokesperson describing the <a href="http://www.starweekly.com.au/news/more-apartments-planned-opposite-west-footscray-station/pub/maribyrnong_hobsons_bay/">5,000sqm site as moving closer to reality</a>. Interestingly Maribyrnong City Council recently rejected development of an adjacent West Footscray site, even though Council planners raised no objections to the scheme for some 86 apartments over 7 levels. The project is seen below.

VicTrack will invariably be hoping that its intentions for West Footscray Station and surrounds fare better.

The stations set for change under VicTrack's development drive

From a purely aesthetic perspective, Melbourne's suburbs have received a wave of project completions of late that achieve more than a pass mark in terms of design nous.

Over the last quarter, Apartments.com.au has tracked in excess of 40 separate projects that have reached completion, with the vast majority residential in nature and given little to no coverage upon completion. Far from the precast, cookie cutter design flops that are symptomatic of early builds in suburbs such as Preston, Footscray and Doncaster, the current rash of completions bring a heightened level of design flair.

Editorialising for a moment, aesthetically better design should of course be the norm as opposed to the exception, or at least one would hope. Thankfully a healthy number of recently completed projects do indeed distinguish themselves in the design stakes.

Dotted around metropolitan Melbourne, the cream of the crop of recent completions can be seen below, beginning with a trio in Melbourne's North West.

Opened during late July, the mixed-use Brimbank Community and Civic Centre shapes as the most daring build Melbourne has received of late. The clash of colours and atypical shapes are trademark Lyons Architects features, particularly among their civic projects.

Project Group recently completed works on Leake Apartments, with the Essendon build featuring two floors clad in gold banding. Designed by BBP Architects, the final result provides the immediate area with a focal point, as does North Melbourne's Assembly apartments. A low-rise design by Woods Bagot, Assembly results in 138 dwellings across four separate buildings which are clad predominantly in metal.

Its 106 apartments are arranged around a central courtyard with privacy over the higher levels consisting of a tight configuration of vertical batons, resulting in a screening that looks attractive from street level. Not far behind in the design stakes is Orbit Architecture's Radius Box Hill which is clad in a variety of finishes, including screening with circular motifs.

In neighbouring Doncaster, Panorama Doncaster Hill is over the line. The Peddle Thorp Architects design was built by LU Simon and its sheer size allows for its exterior to carry a differing design language to all elevations. From angular honeycomb-like balconies to sweeping bends, Panorama Doncaster Hill is an altogether crisp outcome.

The Elenberg Fraser design carries vertical white 'ribbed' elements to all elevations, providing a uniform and clean outcome.

Jackson Clements Burrows' Elsternwick Place also looks sharp, albeit with a very different architectural language; simulated brickwork contrast by white mesh screens and an angular roof provide the project with a unique appearance. Beck Property's Stage 1 of Caulfield Heath is also complete with Probuild having delivered the initial buildings that were designed by SJB Architects.

Zac Apartments is a smart design by Ascui &amp; Co Architects on behalf of developer Peregrine Projects and features 36 apartments.

Presenting an all red exterior, Vox Prahran at 59 Porter Street is the creation of Kavellaris Urban Deisgn. Built by Merkon, the seemingly uniform facade can be adjusted, with the retractable louvres revealing balconies behind. Definitely something out of the box in terms of appearance.

According to architect Bates Smart's website, Emmy Monash involves 97 rooms with a variety of amenities and internal landscaped courtyards.

Icon Co delivered Emmy Monash with a construction value of $43 million.

As the only commercial completion of late, the Hassell Studio-designed complex houses permanent admin offices above lower levels dedicated to media use. At peak use during the Australian Open, 600 media personnel can be accommodated over the building's lower levels.

Recent completions bolster suburban Melbourne's design dymanic

The successful relationship between developer, architect and development/project manager rolls on with the emergence of plans for 15-27 Wreckyn Street.

With Mammoth Empire Holdings securing the site post an expression of interest campaign dating back to July 2014 which was handled by CBRE City Sales, plans for the North Melbourne site have been lodged two years later. Called for over the 2,271sqm are 191 dwellings, by way of apartments and a solitary townhouse.

Hayball are once more the architect of choice with PDS Group returning as project manager. Wreckyn Street shapes as Mammoth Empire Holdings' third Melbourne apartment development.

Formerly owned by Lort Smith veterinarian hospital, the T-shaped land holding maintains 130m of frontage to four separate street addresses.

With immediate buildings ranging between 5-6 levels, 15-27 Wreckyn Street is larger, although in the wider precinct context there are height precedents including the recently completed 33 Flemington Road at 18 levels.

The project's Urban Context Analysis report has identified the balance of the Lort Smith Animal Hospital as a prime development capable of handling multiple development outcomes on a similar scale to 15-27 Wreckyn Street. On the same block AZX Group are in control of <a href="/new-apartments/68-courtney-street-north-melbourne">68-74 Courtney Place</a> which involves another Hayball-designed apartment complex of 74 dwellings over 5 levels, raising the propects of the block bound by Wreckyn and Villers becoming a predominantly high density enclave.

15-27 Wreckyn Street itself will be finished off in a variety of brick patterned finishes with the hit and miss format prominent. Perforated metal screens, zinc cladding and brick snap precast panels will also be present over the project's exterior.

One of the early high-profile Asian-based entrants into Melbourne's property scene over recent years, Mammoth Empire has mirrored a number of its competitors by seeking a smaller development opportunities post a big entrance within Melbourne's CBD. That came by way of MY80 on Elizabeth and A'Beckett which produced 487 apartments.

Second in line was Empire on the corresponding corner to MY80, which involves 474 apartments. At the hand of head contractor Probuild, Empire is rapidly taking its place in the crowded northern CBD area, leaving Wreckyn Street as Mammoth Empire's next Melbourne play.

Mammoth Empire seeks approval for a third Melbourne development

Following on from the launch of the first of two apartment buildings that constitutes the new Jewell Station, Apartments.com.au took the opportunity to pose a number of questions to Neometro Director James Tutton. Extensively covered by Apartments.com.au during its inception, Jewell Station Precinct is the latest tract of land seeded by VicTrack in order to create a mixed-use, people friendly development outcome. 

Enter Neometro who have taken the opportunity to show their wares; Jewell Station being the latest development for the B Corporation-certified developer which actively promotes <a href="/news/high-density-happiness-with-neometros-james-tutton-and-jeff-provan">High Density Happiness</a>.

The project's 1 and 2 bedroom apartments have been created within the context of community gardens, enhanced bike paths, outdoor performance areas, overhauled park space and public art - in line with the developers stance on integrated development.

BKK Architects created the overall precinct design, with placemaking a firm priority. Their northern apartment building along with MA Architects' southern apartment building (which is currently at sales) are tasked with producing a "more holistic approach to urban regeneration that builds upon the local character and delivers a benchmark solution for inner-city living."

Although coy about exact apartment sales to date, James Tutton states that the project has been exceptionally well received with sales outpacing expectations.

UM: What distinguishing features set the development aside from other nearby developments also at sales?

JT: At Jewell Station we’re bringing together distinctive design, sustainability and community infrastructure to create a New Urban Village. It’s about shaping a sense of place that supports the wellbeing of those who live in the apartments as well as in the broader community.

Jewell Station is truly a collective endeavour that integrates apartment living with social infrastructure. New bike paths, communal gardens, public arts and events programs, a rejuvenated local park, cafés, independent retail and meditation spaces, are the foundations on which a new creative community will be built.

The project is also intended to leave a lasting design legacy and the commitment to creativity, subtlety and integrity at every stage of the design process also sets this development apart. We worked with Clare Cousins Architects to bring that side of the project to life but we’re also collaborating with our long-time community partners, including urban farming group 3000acres who has established community gardens, Melbourne art consultancy Utopian Slumps who has commissioned a public art piece for the precinct, and speciality coffee trader Phase One Coffee (formerly Place Holder) who has opened a new café onsite.

UM: What values are Neometro trying to promote via the development?

JT: To us, a home is much more than four walls and a roof. Building spaces that promote creative and connected communities is at the core of our values.

At Jewell Station we’ve taken into account the physical attributes of apartments that support ‘High Density Happiness’, such as sound insulation and natural light, as well as the external environment, where we’ve prioritised pedestrians and cyclists over cars and created beautiful green spaces for people to enjoy.

Having community infrastructure has a positive impact on the physical and emotional wellbeing of people. The community infrastructure however needs to be something whereby people can either opt in or out. What we have done at Jewell Station is not create a situation where people have to share laundries or are forced into that co-habitation, but rather they can choose to use community gardens or meditate in the outdoor leisure space and that ability to decide for themselves has a major impact on their well being.

And of course you also look at lighting, security, walkability and proximity to retail, education and transport. They're all factors that contribute to physical and mental wellbeing in terms of people's living environment.

JT: Jewell Station will revitalise Brunswick and serve not only as a transport hub but also as a cultural heart within the suburb. The surrounding community will benefit from social infrastructure such as new bike paths, communal gardens, public arts and events programs, a rejuvenated local park, cafes, and independent retail and meditation spaces.

The revitalisation has already begun, even though we are yet to begin building the Barkly apartments. Rather than leaving the land vacant in the lead up to construction, we’ve created an onsite display that doubles as a meeting space, bringing the community together for talks, workshops, performances and installations.

UM: Has the process (dealing with VicTrack) been markedly different to the normal planning process?

JT: Prior to engaging Neometro, VicTrack had extensive engagement with council and this meant there was clarity around what could and could not be done with the site. This enabled a positive outcome with the subsequent planning application.

Another distinctive feature was the high degree of community and stakeholder engagement that VicTrack had initiated prior to appointing Neometro. This helped to smooth the process of taking the scheme back to the community for feedback, prior to the planning application being lodged. This smooth process led to a successful application with zero objections and no need to go to VCAT.

UM: Would Neometro repeat the Jewell Station model if given the opportunity to do so elsewhere?

JT: Absolutely. The process has resulted in a very positive, strong working relationship between Neometro and VicTrack. The New Urban Village concept incorporates the elements of design, environmental sustainability and community infrastructure that defines Neometro’s ethos of High Density Happiness.

The Jewell Station model is one that we are keen to apply to future key development sites.

Jewell Station's all-encompassing ethos set to provide a unique development outcome

Last Friday Apartments.com.au was on hand to view the last concrete pour for what has rapidly become one of Melbourne's more pronounced skyscrapers.

With the final floor of 35 Spring Street's 43 levels now in place, the process of fitting out the luxury residences within will continue at pace, with an eye toward a 2017 completion date. The $350 million development is the result three of Melbourne's elite development entities joining forces; developer Cbus Property, architects Bates Smart and builder Brookfield Multiplex.

35 Spring Street's prominent position led Bates Smart to create a tower with a skin based on fabric patterns, or that of ashlar patterning found in masonry walls. The result is now on display for all to see, with the facade rapidly approaching the tower's peak.

Positioned by Cbus Property at the time of launch as an elite apartment tower containing 270 dwellings, the final number of dwellings shrunk considerably to 242, owing to the merging and customisation of apartments as requested by purchasers.

Thereafter Brookfield Multiplex have taken the build to its current position which culminated in last Friday's final concrete pour, which was attended by Cbus Property CEO Adrian Pozzo, Cbus Super Chairman Steve Bracks, Lord Major Robert Doyle and a host of personnel attached to the project. Common to each speech delivered was the recognition of 35 Spring Street's high level of design merit, and the prominent position it finds itself in at the eastern edge of the CBD.

A twelve month timetable will see demolition of the balance of the existing structure onsite, followed by site retention and excavation works. Beyond that point construction proper on Collins Arch as it will be known will begin in earnest. It along with Classic East Melbourne and 35 Spring Street form the backbone of Cbus Property's current push into the luxury apartment sector.

September will also see construction on another Cbus Property project begin, with Built. installed as head contractor for Volaire. Consisting of 154 apartments, Voliare will rise directly opposite North Melbourne Station.

35 Spring Street marks its place in the skyline

Two evidentiary documents published by the Department of Environment, Land, Water and Planning (DELWP) in recent times have provided insight into the effects of Amendment C270 upon key proposed development sites.

Located in both Southbank and the CBD, either site would be considerably hamstrung in terms of the project size and subsequent design outcomes, should the respective developers choose to proceed with their potential projects.

With Southbank and the Melbourne CBD subject to revised planning overlays, the reports both outline the case for their respective sites, whilst also intending to inform the Planning Panel established by Planning Minister Richard Wynne in relation to Amendment C270.

<h2>42 Moray Street and 11-13 Hancock Street, Southbank</h2>

On behalf of entity Capital 8 Pty Ltd, Peddle Thorp Architects were engaged during April 2015 to assess the merits of redevelopment of the Southbank plot.

In the works was a substantial tower consisting of 520 apartments set above an activated ground level, two commercial levels, community levels and podium car parking which would see apartments begin above the adjoining West Gate Freeway. The design allowed for 5 metre setbacks to both street boundaries.

Similar in scale to nearby approvals, the tower was to intended to provide maximum capture for ‘off the grid’ solar energy generation, usage and storage; essentially designed to become Australia's first substantially ‘off the grid’ solar and wind energy generating mixed use tower.

According to the document, the proposal was prepared prior to the introduction of the original DDO10 C262 and the proposed C270, but not submitted.

I believe that, in their current form, the regulations are confusing and in many aspects compromise the design and innovation potential of projects. The blanket application of these regulations across the entire CBD and Southbank, without recognition and accommodation of well known physical and geological differences both within and between these precincts will, in my view, lead to poor design outcomes to the detriment of all stakeholders.

We subsequently prepared a study of a ‘compliant’ scheme for comparison and concluded that the clients objectives for the site could not be met. This demonstrated that our interpretation of DDO 10 in every sense diminished the design potential of the site and the inflexible way that it was drafted made it impossible to respond to the specific constraints and issues presented in this Southbank Precinct.

The process of preparing this amended design has again demonstrated that DDO 10 and the proposal of C270 in their current forms do not allow the best response to the site.

In concluding the report Peter Brook recommends a number of changes to the current planning policy, allowing essentially for greater flexibility within the planning framework.

Former Bates Smart Executive Chairman Roger Poole was enlisted to provide independent architectural and urban design evidence as to the appropriateness of Amendment C270 upon 130 Little Collins Street.

Set over a 665sqm corner site, the plot is home to the Uniting Church Centre which was constructed during 1961. Elenberg Fraser has been nominated as a prospective joint venture partner for the possible development, and have provided indicative documentation for a possible development.

Comparative schemes for the site show a preferred outcome of 33 levels with an indicative height of 100 metres, as opposed to the compliant scheme which would yield a tower of 18 levels or 55 metres. The compliant scheme is a literal translation of Amendment C270, and according to Roger Poole leads to the likelihood of small, inefficient and potentially unworkable floorplates.

Conversely, the preferred outcome is assessed to provide a superior outcome in terms of floorplate efficiency, air rights, views and design attractiveness.

C270 on show: the case studies of 42 Moray Street and 130 Little Collins Street

The next wave of projects readying for construction will see well in excess of $1 billion worth of additional development across Melbourne. Supplementing recently awarded projects and open construction tenders, a handful of major projects are also seeking permits to begin the construction process.

The most recent site to receive builders signage is CBD Development Group's 288 Albert Street, with LU Simon snaring Brunswick's tallest current development. At 14 levels, 288 Albert Street joins the likes of Reflections and The Burgin Residence (ABD Group), Dux Richmond Hill (Hacer Group) and Meridian (Platinum Constructions) as projects which have builders in place, but have yet to start works onsite.

Combined the above five projects alone will add near enough to 750 new apartments to Melbourne's inner suburbs.

Whilst the above projects are poised to begin construction, a wave of additional projects are at construction tender. Among them are two aged care projects that continue Melbourne's verticalisation of retirement living.

With its call to construction <a href="/news/construction-beckons-for-queens-place">recently outlined on Urban.com.au</a>, Queens Place Tower 1 headlines the prospective residential builds at tender. At the lower end of the size spectrum a swag of residential projects are also looking to lock away a builder. 

Rosslyn Apartments, Harvard Apartments, Piccolo Developments' 228-230 Dorcas Street, Rockley Gardens, 7-15 Little Oxford Street and the John Wardle Architects-designed 424 Malvern Road are all at tender.

IGLU's 229 Franklin Street is a roughly 30 level tower that will mark the provider's entry into the Melbourne market, whilst Flemington Road is in for another shot of student living development. This is likely in the form of 5-17 Flemington Road, although a number of other student apartment projects are also active in the area.

From a commercial perspective three projects are preparing their tilt at construction, headlined by 161 Collins Street's T&amp;G Building refurbishment which is at tender. Owner Pembroke Real Estate's plans for the historic building involve a Bates Smart-driven overhaul of the famed Melbourne landmark.

Direct off Apartments.com.au's Forum is news that two of the CBD's larger commercial proposals have taken steps toward construction. 405 Bourke Street is subject to a Construction Management Plan submission which is with City of Melbourne and reportedly calls for a 10 month demolition and excavation programme, followed by 27 months of construction.

A Demolition Management Plan is also up for 477 Collins Street, with the Mirvac-backed development inching toward construction. Demolition is slated through to mid 2017, with construction complete in time for accounting firm Deloitte as the initial tenant to take up space by June 2020.

Billions in development headed toward construction

Dual development sites are adding to Box Hill's skyward push. Located opposite one another, 843 Whitehorse Road and 845-851 Whitehorse Road both have the potential to accommodate substantial towers.

Selling agent Savills last week listed <a href="/buildings/east-central-tower-820-whitehorse-road-box-hill">843 Whitehorse Road</a> on Development Sites Melbourne, billing the site as Box Hill's best corner development opportunity. Located within Box Hill's 'Major Development Precinct' the site is set to be rezoned as Commercial 1, allowing for a considerable tower or towers to rise from the 1,972sqm plot.

843 Whitehorse Road also fronts Wellington Street which itself is subject to a host of mid-rise apartment developments, whilst 820 Whitehorse Road directly south is another project at planning. At 31 levels and 100 metres in height, <a href="/buildings/east-central-tower-820-whitehorse-road-box-hill">820 Whitehorse Road</a> could provide developer Longriver Property with a yield of 300 plus apartments.

Spotlight Development Group is behind the development push at 845-851 Whitehorse Road that calls for 517 apartments and 150 hotel suites within a tri-towered scheme. Designed by Plus Architecture, 845-851 Whitehorse Road's tallest tower would span 37 levels and top out at a height of 117 metres.

The Whitehorse rd towers are read as a pair of soft, clean volumes where their forms move and play against each other as if in a close slow dance. The east and west facades of both towers are further defined vertically to emphasise their slender lines.

The Hotel façade appears as a white sheet of paper slightly curving to respond to nodes of interest, like the corner, entry and tower breakup. The rhythm of the gold windows also change where shape becomes distorted creating a beautiful visual response.

Asian Pacific Group's Whitehorse Towers will consist of 100 Art Series Hotel-branded suites, in addition to 516 private dwellings. Builder Maxcon has the project nearing the top podium floor, with dual towers set to rise above. The podium also houses a gym/recreation facility, 4 restaurants and 19 office spaces.

Designed by Peddle Thorp Architects, the project's construction contract is valued at $172 million and has an estimated completion date of November 2017.

One Box Hill behemoth arrives whilst another beckons

It's been an eventful few weeks for Sydney-based DEXUS Property Group in its Melbourne sphere of operations. Whilst a number of big ticket items have grabbed the headlines, the real estate group has managed to secure all but final approval for one of suburban Melbourne's largest commercial developments.

City of Monash have green lighted DEXUS's plans to greatly expand their Axxess Corporate Park within Mount Waverley.

Lodged with Council during 2015, DEXUS proposed dual office buildings and an associated multi deck car park at 11-21 Gilby Road, Mount Waverley. Designed by Gray Puksand, the development would carry a development cost of $61 million and encompass a commercial NLA of 19,950sqm.

This would position the development as one of suburban Melbourne's largest pending commercial developments.

Supplementing the commercial space is 1,260sqm of retail space, communal landscaped amenities and a massive 1,009 car parking spaces. Currently listed as Planning Permit to Issue, final approval looks to be a formality.

This still leaves the outfit with a strong asset sheet across inner Melbourne, including properties such as 8 Nicholson Street, 180 Lonsdale Street within QV and 360 Collins Street.

Listed on the Apartments.com.au Project Database are two substantial commercial developments under the DEXUS banner with approval, and which have yet to be acted upon. 385 Bourke Street is a Grimshaw Architects-designed expansion seeing additional commercial NLA of 24,000sqm added whilst Flinders Gate at 172 Flinders Street is subject to a scheme with an additional 20,000sqm in play.

After the best part of two years at planning, the project has finally been given the green light to replace a 539 bay car park built over 10 levels. Constructed during 1998, the car park structure is now prime land which holds more value as a development asset.

SJB Architects have designed the project to contain near on 500 dwellings over two buildings.

With the Flinders Street car park asset now repositioned, DEXUS Property Group will choose between developing or onselling the site with a permit in place.

Dexus doubles up with approval for a substantial commercial development

Shayher Group have landed a key piece of their mixed-use Pentridge puzzle with the announcement that TFE Hotels will operate an Adina Apartment Hotel as part of the former prison's regeneration.

Partly set within the walls of the former B cell block, Adina Pentridge will accommodate 120 serviced apartment suites with the task of designing the heritage-based project handed to Cox Architecture. A new building will also be built adjacent to B cell block, with remaining suites, apartments and communal facilities within at least a 16 level building, which coheres to the overall site masterplan.

Whilst some cells will be converted into serviced apartments, a number of cells will be preserved in their original condition.

With conceptual imagery released yesterday and the formal tie-up between Shayher Group and TFE Hotels announced, heritage consultation, feasibility and architectural design will now proceed in earnest.

Working toward a 2020 opening, Adina Apartment Hotel will also see a restaurant, day spa, 400sqm conference and meeting facility, an indoor pool and gym as part of the development. The prison’s former chapel will also be maintained for functions and events.

Most relevant to Adina's arrival is the recent <a href="http://www.moreland.vic.gov.au/globalassets/key-docs/meeting/agenda-council-upc/upc-agenda-22-june-2016.pdf">review of an application by Shayher Group</a> to extend the approved planning application for Champ Street B Division. Issued during 2009, the approval for the then VALAD Property Group allowed for the construction of a 19 level tower adjacent to B Division with SJB Architects taking the design lead.

Located in the south-west courtyard of the historic B Division building, approval of the extension would see the project start no later than November 2018 and be completed no later than November 2020. Revised plans would need to be presented to Council in the interim.

It was recommended that City of Moreland's Urban Planning Committee resolves to approve the extension of time of two years to the planning permit.

Shayher Group's first project within Pentridge dubbed Horizon Coburg has structurally topped out, with internal fitouts now proceeding at pace for the 50 dwellings. Also in the pipeline is <a href="/buildings/victoria-tower-21-pentridge-boulevard-coburg">21 Pentridge Boulevard</a> with approximately 220 apartments in play over a site area of 6,300sqm.

Adina Hotel adds to Shayher Group's Pentridge vision

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
