Property developer Tim Gurner says demand from investors has "stopped, not just slowed."
He told The Australian Financial Review that a drop off in Chinese off-the-plan investors would reduce supply of new apartments - and mean that prices and rents would go up.
"We need 16,000 new apartments a year in Melbourne and this will be the first year we meet that target. But we'll only get 5000 next year," he said.
With demand from investors having stopped, following the recent removal of off-the-plan stamp duty concessions, Mr Gurner said he was happy to be now developing apartments for local owner occupiers at the high end of the market.
He said downsizers had been the most significant demographic shift into the new apartment market that he had seen as a developer in recent times.
He has a $65 million Toorak development.
Prices in Mr Gurner's six-level Hawksburn Village project will start from $1.1 million for a two-bedroom apartment rising to more than $3 million for a three-bedder and over $10 million for the biggest 400 square metre-plus top floor penthouse. 
The project at 162-164 Williams Road, which recently received planning approval, is being developed in partnership with landowners the Smorgons whose Escor Group occupy premises on the site.
There will be 22 apartments plus ground floor commercial space to be occupied by Escor Group alongside an upmarket wine bar.

The property data firm says that units in Canberra have a median price of $415,000.
This is cheaper than Sydney’s median unit price of $695,000, but is more expensive than Hobart’s $273,500.

Canberra third most expensive capital to purchase units: CoreLogic

Accused murderer Ron Medich and his property developer brother, Roy have sold their substantial landholding adjacent to the proposed second airport at Badgerys Creek.
The sale is rumoured to be more than $500 million, according to the SMH's investigative reporter Kate McClymont.
It is to companies associated with Chinese property billionaire Shen Yuxing, also known as Tin Ching Shum.
Sources close to the deal say it is contingent upon Foreign Investment Review Board approval.
Mr Shum is the majority shareholder of property developing company Boyuan Holdings which listed on the Australian Securities Exchange last year.
It has been buying up properties in the Hunter Valley and Marsden Park in Sydney's north-west.
The sale to the Chinese investors includes the Medich brothers' 344-hectare site at Elizabeth Drive, Badgerys Creek, and their nearby 73ha holding in Bringelly.
"Unfortunately, we have signed confidentiality agreements so I can't make any comment," said Roy Medich of the sale to the SMH.
The proposed purchase, via put and call options struck last month, was not mentioned in Boyuan's half-yearly notice to the ASX, which was filed last week.
The Medich brothers purchased the Badgerys Creek site in 1996 from the CSIRO.
Zoned agricultural, the Mediates secured the farm for $3.5 million, or about $10,000 a hectare.

The Surfers Paradise trophy home at 113 Commodore Drive is going under the hammer next month.
The late 1980s mansion was built for the tourism and resort developer Keith Williams.
The <a href="https://www.realestate.com.au/property-house-qld-paradise+waters-126255742" target="_blank">Mediterranean-style riverfront residence</a> was built by legendary Gold Coast construction figure Ron McMaster.

Spanning three levels and covering 1200sq m of floorspace, the home features an eight-seat cinema, grand entry, games room with wet bar, seven-car basement garage, wine cellar, gym, workshop, jetty, pool and spa.
There are reminders of the original occupants with the Williams family crest still adorning wallpaper in the games room.
The property’s noteworthiness was highlighted in 2015 when the Abedians were asked by the Gold Coast City Council to open up their home as part of the inaugural Gold Coast Open House program that celebrates important architectural landmarks.

The start of demolition at 137 Old Burleigh Road signals DVB Projects’ underlying confidence in the Gold Coast’s luxury beachside apartment sector.

The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Residents will have access to a resort-style suite of amenities, including a 20-metre pool with daybeds, a gymnasium, hot and cold plunge pools, a sauna, and private residents’ lounge and dining facilities.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

A proposal to redevelop one of North Sydney's ageing commercial buildings has taken another step forward, with plans for a 38-storey mixed-use tower adding momentum to the long-awaited transformation of the Alfred Street precinct.

Now on public exhibition through the NSW Government's Housing Delivery Authority-led State Significant Development pathway, the proposal for 271-273 Alfred Street would replace an underutilised commercial building with 95 apartments, ground-floor retail, commercial space and affordable housing. The proposal was submitted by&nbsp;Tara Shore Pty Ltd, acting for the John Taylor Family Trust.

While the project will deliver much-needed housing on the southern edge of the North Sydney CBD, it also represents another piece of a broader precinct that has spent years in planning limbo.

Despite its proximity to both North Sydney Station and the Victoria Cross Metro, redevelopment of Alfred Street has progressed slowly over the past decade as broader planning controls, zoning and building heights remained unresolved. The introduction of the Housing Delivery Authority pathway has provided a new avenue for projects to progress, allowing rezoning and development assessment to occur concurrently and unlocking sites that have long been earmarked for renewal.

Designed by Office of Cortese &amp; Gilder, the proposal seeks to do more than replace an ageing office building. The architects have positioned the project as the first stage of a wider public domain vision that would improve pedestrian connectivity and create a more cohesive mixed-use precinct as neighbouring sites are redeveloped over time.

The proposal includes a widened Alfred Street setback, new street trees, landscaping and outdoor seating, along with a landscaped through-site pedestrian link connecting Alfred Street with Little Alfred Street. The connection is intended to become the first section of a future east-west pedestrian network extending across the precinct.

The mixed-use tower would comprise retail space at ground level, commercial uses on level two and apartments from level three upwards.

In total, the development would deliver 95 apartments, including nine one-bedroom, 28 two-bedroom, 56 three-bedroom and two four-bedroom residences. Twenty-one apartments, representing 15 per cent of the residential gross floor area, would be secured as affordable housing and managed by a registered community housing provider for at least 15 years.

Nine basement levels would provide 133 resident car spaces, seven motorcycle spaces and 111 bicycle spaces.

According to the Architecture and Urban Design Report, the public domain strategy is designed to transform what is currently an inward-facing commercial edge into a more active and connected pedestrian environment, creating a stronger relationship between the commercial core and surrounding residential neighbourhoods.

Office of Cortese &amp; Gilder has also prepared a broader public domain framework spanning neighbouring properties between 263 and 283 Alfred Street, arguing that a coordinated approach to redevelopment will deliver better public spaces, improved tower separation and a more connected streetscape as the precinct evolves.

The proposal comes at a time where North Sydney is slated for future residential growth. Commercial developer FiveX has residential plans for the neighbouring site at 275 Alfred Street. They've proposed a 39-storey mixed-use tower with 184 apartments, while Freecity was recently approved for nearly 300 apartments across a 51-storey building on Walker Street.
