Second chance for North Cottesloe triplex offering

Park soccer, social cricket and street basketball bring the public spaces of our cities to life. For many of the most marginalised communities, access to public space for sport is crucial for developing and maintaining a sense of belonging. But as populations grow and competition for playing fields, courts and parks becomes fiercer, many communities are losing access to their sporting spaces.
Our research project is exploring informal team sport, social inclusion and urban space in Sydney and two other cities, Singapore and London.
Just turn up and play
We are focusing on “pick-up sport” – regular or semi-regular team sports played in public spaces where people join in on a “turn up and play” basis.
On Friday nights in Sydney’s Blacktown, people of all ages from Filipino and African backgrounds play basketball in neighbourhood stadiums and public courts. In Redfern, Aboriginal youth play street ball on outdoor playgrounds in a rapidly gentrifying neighbourhood.
Ashfield Park in Sydney’s inner west comes alive in the late afternoons as Sudanese, Nepalese, Indian, Chinese, Afghan, Iranian and Turkish people gather for park soccer. On Friday nights, a group of Colombian men play against Chileans. Both groups wear homemade team jerseys. On Sunday afternoons in summer the informal Sydney Nepalese Soccer Club uses the park to train. Later in the evening, men from Nepal and India play social cricket.
These games have histories. Many of the players have gathered weekly for years. In some cases, informal teams have evolved into official ethnic leagues.
For new arrivals, getting involved in pick-up sport can be an important first step into the friendships and social networks that help a newcomer with settlement, integration and belonging.
Structured sport programs are often used to increase community cohesion and assist migrant settlement. However, many marginalised city inhabitants prefer informal sport to official club sport.
Registration costs, language barriers and stigmatisation of racial minorities – including Aboriginal youth – make joining an official club difficult. For transient groups, like temporary migrants, the constraints of organised club sport are prohibitive. And, of course, women face a number of barriers to participating in sport. For many, just finding and registering for a formal neighbourhood team is a leap into the unknown.
Pick-up sport, on the other hand, allows for relaxed rhythms of encounter. These unhurried interactions allow space for the “slow cook” that is needed for new forms of community and “multicultural conviviality” to emerge.
Interactions across ethnic and socioeconomic lines, and between newly arrived and longer-term residents, help city communities to thrive. Pick-up sport provides the perfect opportunity for this.
‘Sorry you can’t play here’
But this social activity is increasingly under threat. The threat is palpable for one group of migrant and refugee men we have been observing in Sydney’s inner west.
They have been playing social soccer in the same park for over a decade. The players come from Afro-Caribbean, Chinese, Afghan, Iranian, Turkish, Nepalese and South American backgrounds. They are a mixture of longer-time immigrants and relative newcomers, including refugees and international students, with ages ranging from early 20s to 60s. The group is always evolving as people come and go.
For these men, playing soccer gives them a real sense of community and belonging. It also cultivates an openness to meeting new people who regularly join in.
Their games have run through summer, while official club games run over winter. Traditionally, this sporting ground has been happily shared between the formal and informal teams. However, the council has recently started renting the fields for private summer competitions and training, ending its support for “time share” between paid and unpaid use.
The group of men were reportedly politely told “sorry you can’t play here” and that the clubs were paying, had booked the space, and thus had a “right” to it. The team has since been forced to play on sloping bumpy ground among the trees.
These displaced players feel angry, marginalised and discriminated against. Their long-term use of the space was not recognised, nor was the social value their activity brings to the area.
This story is repeated around Sydney and across the country as sporting clubs compete for space and increasingly cash-strapped local councils look for ways to increase revenue. We met a social soccer team of young Muslim girls who were displaced because, they were told, the council needed funds from paying club sport to maintain the fields.
Meanwhile the New South Wales state government is pushing ahead with plans to spend over $2 billion on two major Sydney stadiums, despite considerable community backlash.
These commercialising forces ultimately undermine the social benefits of both formal and informal sport and the inclusivity of cities.
Counting the cost
Beyond sport, these instances raise important questions about urban planning, gentrification and the privatisation of public space. These forces have real consequences for the formation of new communities and integration in diverse cities.

Pushing casual sport to the margins threatens cities' social cohesion

The chairwoman and CEO of AMP have resigned after the company admitted to charging for advice never provided and lying to clients and regulators. But no banking CEOs have been toppled despite the Financial Services Royal Commission unearthing instances of fraud, bribery, impersonating customers, failures to report misconduct to regulators and other poor behaviour.
Similar conduct in the United States has resulted in bank executives and directors being forced to resign. That this is not happening in Australia shows how the Australian Securities and Investments Commission (ASIC) and the Australian Prudential Regulation Authority (APRA) aren’t using their full powers to take action on the banks’ bad behaviour.
APRA already has the power under the Banking Act to remove someone from a bank board and install its own nominee. The recently enacted Banking Executive Accountability Regime has given APRA more power to remove directors and install new ones.
So ASIC and APRA are not bedevilled by a lack of power, but by a lack of willpower.
In 1998 the Wallis Inquiry hived off the consumer protection and market conduct functions from the Australian Competition and Consumer Commission (ACCC) and gave these to ASIC. Professor Ian Harper, a member of the inquiry, now concedes that may have been an error.
The ACCC is an excellent regulator, with a long history of being a tough cop. Handing the consumer protection and market conduct function back to the ACCC is a step that federal Treasurer Scott Morrison should take now.
The royal commission heard that a Commonwealth Bank subsidiary was billing customers for ongoing service after their deaths. But no executives have been sacked for this.
Indeed, Matt Comyn, who was responsible for this division from 2012 onwards, has been promoted to Commonwealth Bank CEO. Former CEO Ian Narev has been permitted to sail off into the sunset with bonuses intact.
This shows ASIC is the same, or worse, than what it was in 2014: a timid, hesitant regulator, too quick to accept the assurances of regulated entities.
Despite United States authorities being widely regarded as weak in standing up to their banks, American CEOs are being held accountable.
Take the example of John Stumpf, chairman and CEO of Wells Fargo, the biggest retail bank in the US. Under his direction Wells Fargo staff had been opening multiple accounts for clients, with neither their knowledge nor their consent, and then charged account-keeping fees.
When the scandal hit, Stumpf was hauled before the US Senate. He performed so disastrously that the board told him he needed to go straight away.
No one is suggesting Stumpf knew about the fraud, or that Comyn knew that CBA was charging fees for advice to dead people. But Stumpf’s misstep caused his departure. Why is no one suggesting Comyn must go?
This is the true state of the Australian financial sector: bank executives and CEOs who could be facing criminal charges, and should have resigned, don’t even acknowledge the buck stops with them.
Regulatory failure
And if there is any doubt about the need to get cracking, here is the knockout blow: UBS has downgraded Westpac shares because the royal commission revealed that the percentage of “liar loans” in the bank’s A$400 billion loan book may be much higher than stated, or even than Westpac itself is aware of.
This is the culmination of ten years of cowboy behaviour in a financial system that now resembles the Wild West.
This is what happens when compliance culture breaks down, which in turn is a function of regulatory oversight and enforcement. Put differently, our regulators have failed to act for so long that the problem is assuming systemic proportions.
What will be interesting to see is whether the APRA inquiry is another whitewash. I half suspect that if it failed to excoriate CBA it would look pretty silly.

Multiplex has been appointed by the Trades Hall &amp; Literary Institute to work on the Trades Hall Living Heritage Project, funded by the State Government of Victoria.
Multiplex will undertake restoration and refurbishment works to the historic three-level Trades Hall building in Victoria Street, Carlton.
Victoria’s Trades Hall is Australia’s oldest and largest trades hall. The prominent Carlton landmark continues to serve as a hub for union organisation
It was constructed in 10 stages, the most significant occurring between 1876 to 1925.
The Trades Hall Living Heritage Project is led by architect and heritage consultant Lovell Chen.
The project focuses on conservation works and refurbishment for the main public spaces in the 3,800 square metre heritage-listed building.
Works include refurbishment to the New Council Chamber and building services upgrades.
A key driver of the project is to open up the historic building and enable public access.
“We are delighted to be appointed to restore Trades Hall and breathe new life into this historic Carlton building,” said Graham Cottam, Regional Managing Director Multiplex Victoria.
This is one of the first major building projects to benefit from the Government’s recently establishedLiving Heritage Grants Program.
The grant funding is enabling the refurbishment project, plus essential conservation and activation works such as roofing works and repairs to the Lygon Street portico.
Detailed conservation works will include the specialist restoration of several of the main interiors, including those in the Old Council Chamber (pictured below), and the New and Old Ballrooms. The Old Council Chamber officially opened in 1884.
The original 1880s decorative scheme, including significant portraits and elaborate wall treatments, is the work of prominent decorators of the period, C.S. Paterson Brothers.

Multiplex appointed to Trades Hall, Carlton restoration

The Melbourne property investment and development company, Up Property, has unveiled plans to transform Moorabbin’s 60-year-old Philip Morris manufacturing site into a business park.
Designed to bring inner city urban culture to the Bayside pocket, the landmark location has been named Morris Moor – in a nod to the site’s location, rich history and significance in the local community.

It will be a multi-use community precinct worth in excess of $100 million upon completion.
“Our vision is for Morris Moor to become an iconic destination for Melbourne and the local residential and business community to work, play, eat and drink,” Up Property managing director Adam Davidson said.
“Upon taking ownerships of the site in May last year, we received overwhelming interest from businesses looking for opportunities beyond that of a typical office precinct – from gymnasiums and coffee roasters to indoor golf simulators and cinemas.”
Upgrading an area predominantly known for being an industrial precinct, Up Property will be working alongside property development and advisory agency, Connect Plus Property Solutions.
The plans to repurpose the original site features over 50,000 square metres of leasable space across an existing eight buildings.
Director of Connect Plus, Simmy Abraham said that rather than demolishing the original buildings and disregarding the site’s history, Up Property has recognised the iconic location and have taken the more challenging path of transforming the original buildings into the contemporary, industrially inspired, Morris Moor.
A permit has already been received for the 6.27-hectare site, which upon completion and full capacity, will yield in excess of 1,600 new jobs for the Moorabbin community, doubling the amount that were employed at the site in its previous life as a manufacturing mecca.
Architects, Genton Architecture, undertook the masterplan.
Morris Moor features approximately 2,879 square metres of hospitality space, designed in consultation with award winning architecture and interior design firm Techne. 
Construction began this month on Morris Moor’s prominent office building, which frames the site at its well-known corner on Chesterville and Cochranes Road.
Boasting 5,257 square metres of office space across two levels, the building has the potential to house up to six tenants ranging from approximately 250 square metres to the whole building.
The building is set to become the best offering of office accommodation in the local area, receiving a full refurbishment, including a new facelift to its facade and a reimagined CBD style lobby which will be ready for tenant occupation in the first quarter of 2019.

Philip Morris Moorabbin manufacturing site to be transformed into new urban destination

A three bedroom house in Northam, about 97 kilometres east-northeast of Perth in the Avon Valley, has been sold for $130,000 by mortgagees some four years after its initial listing. 
It was sold by Lui Marcelli from Country Reality-Northam.

Loss making Northam three bedroom house sold by mortgagee

Thirty years ago today Queen Elizabeth II opened the World Expo in Brisbane, Australia. The six-month event attracted more than 15 million people to the city’s South Bank. World expos have a long and prestigious history as urban development vehicles, and the 1988 edition helped to shape Queensland’s capital.
Expos remain popular even if the basic premise – nations gathering in one place to display their technological innovations – now seems outdated. Expo 88 was an event in both senses of the word. It was a planned occasion with a specific theme, but it was also a pivotal moment – a point from which things were never the same again for the host city.
This article explains the significance of Expo 88 and outlines why other cities should pay attention to this example of event-led urban regeneration.
A ‘free-enterprise expo’
Expo 88 was conceived hastily after Brisbane hosted the 1982 Commonwealth Games. The success of the Games had impressed Queensland’s pro-development leadership who were keen to reposition their capital as a world city, rather than a regional centre.
Brisbane’s A$645 million World Expo was part of Australia’s bicentennial celebrations, but the project was conceived and organised at the state level. The Queensland government’s support for the project came with one proviso: this had to be a “free-enterprise expo”, one that paid for itself. Perhaps surprisingly, given the track record of big events like expos and Olympic games, this was achieved.
Expo 88 was a success, not just because targets for participating nations, corporations and attendees were exceeded, but because the event was genuinely loved. People liked the pavilions and the formal entertainment, but they loved the riverfront setting, the animated walkways, and the festive atmosphere.
An academic study 15 years after the event found that memories were both strong and positive. One participant summed up the general feeling: “I remember being happy.”
It’s hard to find anyone in Brisbane who has a bad word to say about Expo 88. Given that most mega-events tend to divide opinion, that’s a considerable achievement.
Sustaining the spectacle
Expo 88 was a temporary event but it changed Brisbane culturally and physically. It redefined the city as one oriented towards culture and leisure, turning citizens into cosmopolitan consumers. The expo also helped to create South Bank Parklands – a 40-hectare site that is now the city’s most popular leisure precinct.
However, the relationship between Expo 88 and South Bank is more complicated than is often assumed.
The original legacy plan was to sell the riverside expo site to developers. They wanted to create a tourist precinct typical of those that now dominate the world’s post-industrial waterfronts.
But the expo raised expectations and created a public appetite for a South Bank that could replicate the sociable festivity that people had enjoyed in 1988. The expo was now part of the city’s psyche.
This forced the (new) government to change the plans. A revised master plan was conceived – formulated by a company that specialised in theme park design – with half of the site retained as open space.
The behaviours, emotions and expectations engendered by Expo 88 influenced the reconfiguration of the site.
Time to think again
The parklands that opened in 1992 were a success at first, but flaws in the master plan, a failure to attract a broad range of users, and the lack of commercial revenue forced a rethink. The development corporation responsible for the site adopted a new vision – one to which contemporary cities should pay close attention. By designing a place that appealed to locals, and that was properly integrated into the surrounding area, officials assumed that tourists would be attracted too.
The revised plan worked. South Bank Parklands is now a much-loved and heavily used part of Brisbane.
This is not a relaxing and tranquil space; it does not provide a way of escaping the city like Central Park in New York does. This is a precinct that hosts playgrounds, picnic lawns, event venues, urban beaches, paddling pools and cafes. It is Brisbane’s playground – used by locals and visitors – providing free fun by the bucketload.
Behind the carnival mask
Before touting Expo 88 as an exemplar for future projects, it is important to note less positive aspects that might be conveniently forgotten in oversimplified policy lessons.
Like many other mega-event projects and waterfront schemes, the development of Brisbane’s South Bank displaced low-income groups and “scruffy” industries which were swept aside by a growth regime intent on property development and new investment.
To justify the project, the existing site had to be denigrated. The Expo 88 souvenir program described it as “an area of derelict dockyards, unacknowledged brothels and disreputable hotels”. Only by representing South Bank as an area that was decaying, depraved and worthless could such large–scale transformation be justified.
Cities pursuing mega-projects today continue to use this dubious tactic.
Lessons for other cities
Expo 88 offers multiple lessons for urban authorities contemplating similar projects. Three stand out:

Revenues from ticketing, sponsorship, merchandising and property sales funded the expo – proving that mega-events don’t have to leave governments indebted.
</li>
<li>
Expo 88 demonstrated that temporary events change public expectations of urban space, which can drive permanent changes to the cityscape.
</li>
<li>
The case highlights an important urban design principle: successful tourism spaces can be created by focusing first on attracting locals.
</li>
</ol>

Property developer Dyldam has announced a transitional generational change in its senior management team as the value of the group’s development pipeline of residential and mixed-use projects has reached $6 billion in the company’s 50th year of operation. 
Over the next few months current chief operating officer Fayad Fayad will be promoted to chief executive and current development director Remon Fayad will assume the role of chief operating officer.
Both Joseph Khattar and Sam Fayad will continue to mentor the new senior executives as they transition into their new roles and will both further increase their involvement in their philanthropic commitments.
Khattar said it was time for a change.
“It is now time to hand over the reins to the next generation of executives, with Fayad working his way through all aspects of the company’s operations since 1999.
"Remon has been with us since 2005 and has played an important role in delivering a record pipeline of projects we are now developing.
“I established this business in 1969 with my father Naim and believe Dyldam is in its strongest ever position in its fiftieth year and I have every confidence in its future under these two experienced and very capable men” Khattar added.
Fayad Fayad shares his enthusiasm.
“Remon and I are honoured to accept these senior executive roles at Dyldam as we are on the threshold of delivering an expected and much needed 9,000 apartments in Sydney’s major growth corridors," Fayad Fayad said.
"We pay homage to the achievement of Dyldam’s illustrious history and will strive to build upon this success as we develop the portfolio of landmark sites in the coming decades.

The properties located on Peel Street were offered for sale through Gregory Woods and Robert Dunne of Savills.
Woods said the campaign attracted 81 enquiries from both developers and local businesses due to the near-city location and strong redevelopment prospects.
Buyers were being told more than $4 million would secure the acquisition.
Woods said the new owners beat four other bidders to secure the properties, and intend to refurbish and occupy one building, and lease out the adjoining property.
“The properties presented an attractive opportunity for owner occupiers, with the added opportunity to generate rental income from the second building," adding the new owner can do this while maintaining a medium term redevelopment play with the Principle Centre zoning providing a 10 storey height limit

Two apartments have sold for more than $10 million at EADE Byron Bay, setting some of the highest apartment prices ever achieved in the coastal town and underlining the growing appetite for luxury beachfront apartments in Australia's most popular coastal locations.

The $210 million project by Vitale Property Group has now secured more than $70 million in sales, led by residences that changed hands for $12.75 million and $11.75 million.

The record-breaking transactions reinforce the shift occurring in Byron Bay's premium property market, where affluent downsizers and lifestyle buyers are increasingly opting for high-end apartments over large beachfront homes.

When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.

But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.

As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.

For apartment residents, that can present a challenge.

If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.

That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.

It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.

As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.

Australia Post's Parcel Lockers provide one solution.

For buyers, it's a reminder that the best apartment features aren't always the most obvious.

A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.

<a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.

Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

"Combined with recessed glazing and generous balconies, these elements create a layered building envelope that provides shade, weather protection and opportunities for natural ventilation whilst establishing a distinctive architectural identity."

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?

As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.
