As Sydney’s median house price appear headed for the $1,000,000 mark and as demand for inner-city apartments is at record levels, I would like to share some recent figures reflecting the state of the Manhattan Apartment market, where some of the prices are, according to the locals approaching ‘eye watering’ levels.
But first there’s a need to explain the differences between Co-ops and Condos, with a few key points.
Co-ops
Cooperatives or co-ops are common in New York City and they account for approximately 80% of apartment stock, these buildings are owned by an apartment corporation. Individuals do not actually “own” their apartments as they would in the case of “real” property, but own “shares” in the corporation, which entitles them to a long-term “proprietary lease.” The tenant-owner pays a portion of building expenses (which can include an underlying mortgage on the entire building) determined by the number of shares held in the corporation. Share amounts are dictated by apartment size and floor level. Co-ops are similar to our company title.
Condos
Condominiums – condos are common throughout the USA, but they are a rather new concept for New York City. A condominium apartment in Manhattan is real property and more or less directly like an apartment in Australia and they are usually easier to finance with lower deposit requirements.
With that brief summary in mind, the figures I refer to are for the second quarter 2015 and according to the Elliman Report [The Elliman Report, is private (non-official) research produced by Douglas Elliman in conjunction with Miller Samuel, a leading independent appraisal firm, and several other firms also produce these reports.] new price records were set for the average sale price, median co-op sale price, the average price per square foot for new developments, and the average price for luxury apartments, all jumped.
According to the report the average sale price for Manhattan is now a $1.87 million (AUD$2.487m*), and that’s 11.4% higher than a year ago. Of interest however is the fact that this growth is not being lead by luxury new developments, as was the case last year.
The record average and median price was set for the co-op market, and the established condo market average sale price also set a record, (with new development removed from the mix) the average, median, and price per square foot for resale condos, all set records making Manhattan apartments to quote ‘really expensive.’
Which might well be an understatement because the report puts the median sale price for all apartments at $980,000, (AUD $1.303m) which equals the second highest on record. While other published reports put the median slightly lower, at US$960,000 – $930,000, its worth keeping in mind that the current median record, US$1.025 million (AUD$1.363) was set in the pre-GFC market and peaked during the second quarter of 2008.
According to the Elliman Report the local co-op market, which is not swayed by new developments at all, saw some big price gains. The median price jumped nearly 10% from last year to US$795,000. The condo (apartment) market also set new records across the board, with the median price hitting US$1.39 million.
Compared to the first quarter, closings on new development condos sharply dropped, (keep in mind that in the USA sales including project sales are conducted very differently from our local market, auctions are rare and there is more negotiation involved with both sellers and buyers agents). Outside of the new project market, prices are transparent, when published prices are set, project prices are not published in the same way, with buyers being able to negotiate with the developer and then set a ‘closing’ price for the condo in a new project.
Currently Sydney has a lot of new apartment projects coming onto the market, while in these figures for Manhattan new projects accounted for just 8% of market transactions. Still new projects there stayed on trend and the average price per square foot set a new record, peaking at $2,011/sq. foot at approximately $22,300/sqm this is on a par with some new Sydney CBD projects and in some cases below our local price trends.
Tight Supply
Local commentators attribute these strong price gains to a lack of supply with new supply apparently ‘stalling’. Local market reports note that after bottoming out at the end of 2013, numbers expanded last year, but during the second quarter, supply only increased by a modest 1.3% over last year.
What’s also interesting is that apartments in the lower price range (below US$1 million) decreased, while those priced at $3 million or above saw steady gains. However the number of sales were down 20% compared to last year, and a lack of supply is seen as part of the reason volume dropped but the trend is still above average. According the Elliman report last year, the number of sales had spiked drastically thanks to pent-up demand that accumulated as the local economy improved after the financial collapse and things have now evened out.
Tight supply plus fewer ‘cheap apartments’ has been the perfect recipe for bidding wars, and that’s exactly what is happening. The report notes that more than half of all sales closed were at or above the asking price. The result was the highest such ratio since the financial crisis began. The Elliman report expects local price pressures will continue for the rest of the year and will eclipse 2014.
Incomes Stall Impacting Affordability
Like us there are concerns in this market over affordability and according to some comments in NYC this is crisis in the main caused by a lack of growth in incomes. The NYC Median Home Price Relative to Annual Income Ratio is now close to 7.0, whereas it used to be 5.0, the national ratio is now 3.7 years.
In Australia the figures look much worse, if you take (according to the ABS figures) average annual full-time income at $74,724 and assume, rather optimistically a house price of $650,000 then the ratio here is 8.6, well above the NYC ration. It’s no surprise then that according to figures from the International Monetary Fund (IMF) that Australia has the third highest house price-to-income ratio in the world, after Belgium, Canada comes Australia then followed by Norway and Sweden. But we are not alone and post the GFC the IMF found 14 out of 24 developed economies examined still have above-average house price-to-income ratios.
In the US, as a result stagnant wage growth, weak household formation and tight credit are the reason why according to some local commentators, like Australia the US is having a national discussion around affordable housing, with homeownership rates falling and where rental prices are rising. While low interest rates are helping to drive demand here, in the US credit terms are less favourable in part because low-doc loans have now all but gone from the market. Most lenders also require a 20% deposit and or some degree of mortgage insurance, but we need to keep in mind that while home loan interest is a tax deduction, insurance premiums are not.
The NYC – Sydney Comparison
While average and median prices might not reflect the full spectrum of any market it appears that NYC and Sydney are similar in one way. What the figures show is that the apartment market in NYC is operating at a level of intensity above the balance of the country, and that also applies to Sydney.
Sydney’s demand and prices are running ahead of most other Australian cities, and a so as a result we may be seeing a two-tire market emerging, that is with Sydney, in particular the inner-city areas very active and then other parts of Australia less so.
And it appears that our local Planning Minister Rob Stokes is fairly comfortable with this situation. Last week speaking at an industry event Minister Stokes suggested that Sydney forget comparisons with Melbourne or Brisbane, rather he expressed the view that Sydneysiders should compare their city with global leaders such as London, New York, Singapore and even Dubai and from some of the figures outlined we can see we already share some aspects between our apartment markets.
According to the minister “We have a generational opportunity to reshape Sydney and we should seize it with vigour,” adding that Sydney had to “confront the institutional and government challenges” that had crippled its progress for decades, starting with the “silo thinking of government departments and the 43 local governments” across the city.
It was very encouraging to hear Rob Stokes further encourage Sydney’s growth and international ambitions.

Comparing New York property to the Sydney market: Peter Chittenden

Historically Sydney embraced apartment living relatively early, in many inner suburbs there are examples of apartment buildings dating back to the 1930’s. Sydney’s appetite for apartment living has increased steadily ever since and this has resulted in a diverse stock of medium and high-density apartments to a greater extent than Melbourne.
Sydney has also alone successfully grown an urban landscape to become a ‘city of cities’ while the City of Sydney has long promoted the idea of a ‘city of villages’.
The evolution in high-density living and the continued growth of our varied urban centres has combined to help produced a rich and increasingly diverse apartment market. With each area offering interesting, diverse and appealing communities and neighbourhoods, as a result new apartment projects have also evolved in design and size to fit these different ‘cities’ and ‘villages’.
It’s a pattern of development that in Australia is unique to Sydney, much more so than Melbourne and with apartment living only going to increase, this extent of diversity appeals to many developers and buyers. It enables varied cultural outcomes to evolve and so makes each area more engaging and exciting.
One result is that we see architectural variety clearly responding to the different geographic and cultural markets that have developed. This also adds character to the city and creates different neighbourhoods that appeal to buyers.
City of Cities
Unlike Sydney, no other Australian city has developed the number of major high-density satellite centres such as Parramatta, Auburn, Bankstown, Bondi Junction, North Sydney and Chatswood.
This pattern of development is not surprising given the growing proportion of people living in high density housing. In 2001 one in seven (15.7%) of Sydney dwellings were classified as high density, by 2011 that had increased to 20.7%, today the figure is close to 30% and growing.
The highest proportions are located in the City of Sydney (70.2%) with the CBD (94.3%), and then followed by North Sydney (60.8%), Waverley (49%) and Woollahra (46.4%).
The appeal of these ‘satellite centres’ locations is somewhat surprising, as Parramatta, Bankstown and Auburn are all located some 20kms from the CBD, while Chatswood and Bondi Junction are within 10kms, which is often seen as the limits of the definition of inner-city.
However Parramatta is a great example so much so that recently a $2 billion proposal to rejuvenate its commercial hub was announced. And like Chatswood a strong high density residential market will be a key part of future plans.
City of Villages
In the 1950’s the idea of a CBD, as a district devoted to business did result in some areas becoming somewhat isolated from the wider community, and this historically residential development. Now that thinking has been reversed. Today the City of Sydney (along with most other cities) is one of the most dynamic high-density residential markets.
Taking on the idea of a series of villages, in part reflects international trends, but it’s a very positive way to help encourage and sustain residential areas and individual developments with wide appeal.
The City of Sydney has identified 10 villages, and these include the CBD and Harbour, Chinatown/CBD South, Green Square/City South, King &amp; Harris Streets, Oxford Street and Redfern Street.
With the village plan actively promoted, when we think of marketing and development goals we can see from various consultations how residents would like to see the area’s villages evolve.
What is interesting and perhaps not that surprising is that many of the key points residents look to encourage would be an exact check list for any successful development to address, including;
<ul>
<li>developing a sense of community</li>
<li>improving public transport (plus encouraging bike riding and walking)</li>
<li>supporting local services and businesses</li>
<li>solving parking problems</li>
<li>‘greening’ streets and neighbourhoods</li>
<li>promoting safe and clean public places.</li>
</ul>
For residents the idea of a City of Villages is appealing, however to meet the needs of a modern economy the long-term planning for any city needs to accommodate commercial growth and all of the associated services. Today we also see that a mix of development, including a range of residential projects clearly helps to enhance and create a more vibrant city.
As Sydney continues to grow as a ‘City of Cities’ we will continue to see further urban consolidation, much of which is based around transport connections. People and planners are attracted to existing suburbs and so the idea of a ‘City of Villages’ also makes sense, the idea allows for sensitive development while retaining local character.
Sydney’s supply of land, in particular land with reasonable access to services and employment is very limited and so both these trends are set to continue, and I think make a positive contribution to our urban environment.

City of cities, city of villages: Peter Chittenden

Figures from the Rental Bond Board appeared to show that the supply of rental accommodation was below growth trends for NSW. With this is mind what do the median rental statistics collected by the board reveal? 
A number of interesting trends emerge. In 2010-11 the areas with the highest median rentals were the South Sydney and Upper North Shore. However between 2011-12 up until the most recent figures for 2013-14 it has been the Eastern Suburbs that consistently records the highest median rents. 
In the Board’s figures the Eastern Suburbs covers a very diverse area across postcodes 2021-2036.
According the Board’s figures the median rental across this area is $610, and while rents have been on the rise, given the area’s diversity across suburbs like, Paddington, Moore Park, Little Bay, East Gardens, Vaucluse, Watsons Bay and Bondi the range of rents would be wide-ranging.
However what is more interesting is the general trends of median rents across the metropolitan area between 2010-11 and 2013-14, interesting because the figures show, somewhat surprisingly that the growth in median rents has been slowing. In 2010-11 the increase was 4.5% and in 2011-12 4.3%. However in 2012-13 the figure fell below 4% to 3.1% and in 2013-14 the increase was 2.9%. 
Over the same period there have been suburbs where median rental growth in the top five areas has been both above and less than the metropolitan figures. Looking at the Board’s figures here are some of the notable figures.
Rental Growth
All of the figures following are taken from figures published by The Renal Bond Board in its annual report.
In 2010-11 median rental growth across metro Sydney was 4.5% at $460.00, with some notable variations among the top three postcode groupings as follows: 
<ul>
<li>Eastern Suburbs, Lower North Shore &amp; Mosman/Cremorne all increase by 10% to $550.00</li>
<li>South Sydney &amp; Upper North Shore grew by 9.8% to $560.00</li>
<li>
Inner Sydney 5.7% to $560.00 
</li>
</ul>
In 2011-12 median rental growth was 4.3% to $480.00, and the top three postcode groupings were:
<ul>
<li>Many/Warringah grew by 5.8% to $550.00</li>
<li>Eastern Suburbs grew by 5.5% to $580.00</li>
<li>Lower North Shore grew by 4.5% to $575.00</li>
</ul>
Across this period it is notable that in three areas – Inner Sydney, South Sydney and Upper North Shore the Board’s figures showed no growth.
In 2012-13 rental growth fell to 3.1% to $495.00, the top three postcode groupings were:
<ul>
<li>Inner Sydney and South Sydney at 5.4% to $590.00</li>
<li>Eastern Suburbs at 3.4% to $600.00</li>
<li>Lower North Shore 1.7% to $585.00</li>
<li>Upper North Shore 1.7% to $570.00</li>
</ul>
Again it was notable that the Inner west showed no growth.
The most recent figures for 2013-14 growth fell again to 2.9%,a cross the metro region the median rental was $510.00 and the top three groupings were:
<ul>
<li>Inner West grew by 4.3% to $575.00</li>
<li>Many/Warringah at 3.4% to $580.00</li>
<li>Mosman/Cremorne at 2.5% to $590.00</li>
</ul>
In the same period rents on the Lower North Shore, according to the Board’s figures dropped by (0.9)%, which was the only negative result over the total period between 2010-2014.
Supply Catches Up
The big increases in 2010-11 (at 10% in some areas) have not been repeated, and this would appear to reflect more properties in particular apartments coming onto the market along with a rise in the number of investment properties being sold.
Currently the gap between the least and most expensive market is modest, based on median rentals $35.00 with Fairfield/Liverpool and Canterbury/Bankstown the most affordable and the Eastern Suburbs the most expensive market followed closely by the Inner Sydney and South Sydney, with both theses areas seeing a big increase in apartment developments.
It is also interesting to note that the gap between the least and most expensive rental markets has remain constant, although since 2010-11 the Upper North Shore has lost it’s spot as among the most expensive rental markets.
However we need to go to the country median rentals to see the most volatile figures, because in 2010-11 rents in Mudgee grew by 19.5% and in the following year by 14.1%, but in 2013-14 rents fell by (20%), which would largely reflect the changing fortunes of the mining industry. 
For the metro Sydney market, the demand for rental accommodation and rents continue to rise, although the patterns are not uniform. Some areas of the market have and will continue to see new developments added both as apartments and houses in new estates, as these remain popular with investors. 
The details and values outlined come from a very big pool of tenants as the Rental Bond Board looks after more than 726,337 tenancy bonds, and so the figures are a valid reflection of the wider rental market.
Given all of the activity across our property market in the last 12 months the Board’s report for 2014-15 should reveal some interesting trends.

NSW rental supply below growth trends: Peter Chittenden

This is my final post looking at what figures from the Rental Bond Board tell as about the make-up and direction of the rental market, in Sydney and across NSW. While supply of rental accommodation has been below population growth trends, the numbers are now catching up and the popularity of investing in residential property has seen a big increase in supply, and this is slowing rental growth.
Rental Growth Slows
The general trend of median rents across the metropolitan area between 2010-11/2013-14 shows that growth in median rents has been slowing. In 2010-11 the increase was 3.1% and in 2011-12 it was 4.3%.
However in 2012-13 the figure fell below 4% to 3.1% and in 2013-14 the increase was 2.9%. Recent figures published by Corelogic RP Data and the ABS both show a slowing in rental growth with Corelogic reporting an increase of only 1.5% over the past 12 months. The ABS CPI rental series notes an increase of 2.1% over the year to March 31. Both these results confirm the trend noted in the Board’s figures.
Supply Increasing
One key factor that is putting downward pressure on rents has been the big jump in supply in NSW over recent years as more investors look to residential property, driven by falling deposit rates and the availability of cheap finance. The number of bonds held by the Board clearly shows the trend, in the following table:

The upward trend has been most notable since 2012/13 with some 46,187 new tenancies added to the NSW rental pool and the trend is sure to have continued into 2014/15.
Invest in Quality
As more stock becomes available, I suggest that investors, just like owner-occupiers should invest in quality and do their research to help ensure that despite more supply, they secure good opportunities in popular rental locations.
I suggest that no matter how strong investment demand is, you can never beat quality and with banks taking a tighter line on investment loans it’s even more important. The key items to keep in mind are by no means new, but it’s sensible non the less to keep them in mind, so I suggest a simple check list, in particular for off-the-plan buyers would include the following items to tick off.
Firstly try to get in early and learn all about the area where you might invest. Understand the quality of the project, if the finishes and fixtures appeal to you personally, then they will also be acceptable to tenants, and if there’s a competitive market this will be an important consideration.
Check that you can secure all of the finance for your investment, and always include the added cost of stamp duty and legal fees, plus take into account the ongoing costs like strata and management fees. Visit the project location, at least a few times, even more important if you’re going to invest outside of your home city. Do your research and gain an understanding of what sort of supply pipeline and tenant demand there might be when your project is complete. These are simple ideas, and I suggest the same even when buying an established property, because as supply continues to increase and we possibly see rents moderate, these factors will help secure tenants.
The trends come from a very big pool of tenants as the Rental Bond Board looks after what might soon be approaching 750,000 tenancy bonds across NSW, and so the figures are a very reliable reflection of the wider rental market.
Given all of the activity across our property market in the last 12 months the Board’s report for 2014-15 will I am sure make very interesting reading.

Rental trends supply heading upward: Peter Chittenden

As coincidence would have it I recently had a conversation with Dr Hazel Easthope, Senior Research Fellow, City Futures Research Centre UNSW following the news last month of yet another delay being announced in the now long over due review of NSW Strata Title legislation.
It has been confirmed that the Strata law reforms in NSW are to be delayed (again) with changes now not due to come into force until July next year. That’s another 18 months, which for such an important area of reform appears almost to be neglected.
The plans have been delayed several times since being announced in 2011. The reforms to the state’s 50-year-old strata laws are now urgent, but this message appears not to being heard by the State Government. In part a series of ministerial changes have hampered the process, but concerns among apartment dwellers are on the rise, and their concerns are justified.
The research being undertaken by Dr Easthope is looking at the experience of people living in strata titled property. Her work will look at details of people and seek to learn about their experiences of living in an apartment, and what they like and dislike about strata tile living. How strata title impacts the feeling of ‘home’ and how the quality of building management impacts residents. It’s notable that the quality of building management is now a key issue for many apartment buyers and investors.
The aim being to better understand the needs of different people living together in strata schemes and what can be done to make them more attractive places for everyone. The survey is due to be completed by 30thJune 2015 and I look forward to seeing the results.
The survey can be accessed at <a href="https://www.be.unsw.edu.au/research-centres-and-clusters/city-futures/about-us" target="_blank">City Futures</a>, and along with Dr Easthope I will keep readers up to date on the survey and related topics.
 Also in a national survey on strata-titled property conducted by Queensland’s Griffith University, the author, Professor Christopher Guilding has named building defects as the main challenge for apartment owners, which was also identified as the biggest issue for strata lawyers, and in the top five by resident building managers.
As a result the SMH recently reported that Professor Guilding is calling for a federal government inquiry about the issue, which must also put even more pressure on the NSW review process.
Professor Guilding will be releasing the results of the Inquiry Into Key Challenges In Australian Strata Title in September at the launch of the biennial national conference Strata and Community Title in Australia for the 21st Century.
The work by Professor Guilding and Dr Easthope appears very opportune and may well be central to helping to maintain the quality of life for the many apartment owners and future buyers across Australia and I am sure there will be a lot of valuable information and insights to share.

Yet more strata legislation delays: Peter Chittenden

For what seams a long time we have been in the midst of a debate about the impact of offshore investment into our domestic residential property market, both private buyers and now increasingly developers. Revelations that FIRB regulations appear not to have been enforced for some years has as fuelled the idea that offshore buyers are driving up local prices and as a result locking some buyers, in particular first time buyers, out of the market.
However I think it’s important to acknowledge that this is not a new trend, offshore investment into Australia has been going on now for a very long time. Currently there appears to be a particular focus on Asian buyers, and this was a topic of a recent breakfast presentation I was involved in.
The breakfast presentation was hosted for a very interested audience by Coco Republic at their Sydney flagship store. The event has helped focus my views about this important debate, and so I am recounting some of the key points from that presentation.
There’s a Lot of Wealth in Asia
We need to remember that these buyers have very deep pockets, in some cases very deep and this extends to high net worth individuals (HNWI). While Asia is generally considered to rank third in number of HNWI after Europe and the USA, Asian numbers are growing rapidly, and will soon overtake the USA. Wealth also creates mobility and Asian buyers have always been happy to travel and invest in other countries, this mobility is often overlooked.
For these wealthy buyers as well as for a rapidly growing middle-class across the region, Australia is seen as a safe investment destination that also comes with a great lifestyle. Political stability and our property laws are also positives. Because of the current restrictions most offshore investment is naturally focused on new apartments, but within that market activity is generally spread across diverse areas, it’s not only CBD centric and I think that investment growth should be welcomed.
To say this is pushing up prices is too simplistic, prices are increasing, but it’s because of a combination of factors. Above all it’s tied to supply problems and poor delivery of infrastructure to enable a free flow of new stock and problems with supply are not new, we’ve know about problems with supply for years.
The supply side is also now being influenced by the direct development involvement of Asian investors into our markets, and so they are helping boost supply.
What we are seeing is the offshore investors/developers being very competitive in the market. They move quickly, they bring new ideas and we have to also keep in mind the impact of the local currency. Local and state governments with a development focus are looking for investment and many Asian investors have a critical level of expertise and access to capital that will only see this trend strengthen as more sites are acquired.
Lifestyle a Key Factor
One key point I made during my presentation is that offshore buyers are not coming here to play cricket in the streets, they are anxious to engage in every aspect of society and they take a long-term and very considered view of what and where they buy. Many buyers also have long term existing family connections here.
The flow of Asian buyers and the number of Asian students is one key example that has had a marked impact on some areas of the market in Sydney, and Melbourne and other cities. Big student numbers help drive demand for accommodation, and Sydney’s Broadway/Ultimo area is a dynamic example.
Largely because of student numbers and associated development, the area is heading for a true ‘downtown’ feel with 7-day a week activity. Because of its direct impact on residential property, it’s worth looking in more detail at the impact of the education sector. Figures show that in 1994 total student numbers were less than 100,000, by 2000 that had grown to 150,000.
However in 2009 numbers last peaked at around 620,000 students, numbers then fell away until 2012 and but since then numbers have been on the increase again and in 2014 were heading back towards 590,000, and the biggest sector is students in higher education. Although there’s growth in numbers also attending, and paying to do so, at the primary and high school level. There’s a direct link with more offshore buyers as some apartments are purchased for investments to cater for this demand, or parents buying to directly house their kids.
I think from a marketing perspective this has helped create more vibrant areas, and is a progressive development across several sectors and it is a big boost to economic activity; it’s a good example of why offshore direct investment into residential property is a positive trend. Education is a key part of the service sector economy and growth is required to help re-balance the economy as we exit the mining boom.
Helping to Revive the CBD
And while we have a strong in-flow of funds this is also helping to further shape core CBD residential markets, and is driving demand that will see more and more B &amp; C grade office buildings converted for residential use.
As the CBD evolves it can also be seen that offshore buyers are also having an indirect influence in a more subtle way. For example planners looking to change our local dependence on cars can have apartments with no parking and they can influence demand and size of apartments, all deriving from the fact that offshore buyers take a different view of these two sometimes touchy areas for local buyers, this helps to create diversity of product and supply.
This trend of re-developing secondary office stock will go on and motivate demand for new office inventory for example in Sydney in areas like Barangaroo.
Such investment activity has a deep and powerful impact on our cities, it helps make sure they are ever more dynamic places, and that’s important if Sydney’s continued ambitions of being a major international city are to be realised. We cannot have that ambition on the one hand, and then on the other restrict or shackled offshore buyers, we have to have an open (if regulated) approach.
We are Not Creating ‘Little Asia’
A question I was asked at the Coco Republic event was centred on the idea that some buildings or projects might be focused just on offshore or Asian buyers.
In reality this is not the case, really it is just the opposite, as might be expected in an open market, buildings vary with the buyer profile they attract. Just what might be seen as Asian facilities I am not sure, but as far as design and interiors and common areas are concerned, projects are being built to meet the general demands of the market, we are not setting out to just accommodate Asian buyers.
What is true is that just like any local buyer, offshore buyers do put a lot of energy into selecting the right home or investment. They don’t just rush in and buy anything. They may appear to be dominant in particular areas but this is more as a result of where supply happens to be. Most offshore buyers are astute buyers – they express 5-10 year plans, and re-sale is the key concern.
Like all investors, they also focus on the potential of capital gains in later years and so they look for apartments that have strong appeal to the local market, after all it is often said you can’t exactly pack up an apartment and ship it off in your luggage on the next Qantas flight.
There are some location specific buyer profiles, but again that is not a unique factor, local buyers will be attracted by access to a particular university or school or shopping centre or business park, the same applies to offshore buyers.
I think it’s also worth acknowledging that the big four banks are looking at buyer profiles and they can put a cap on lending to the sector, however offshore buyers can access external funds.
ATO Takes on Part of FIRB Role
The recent changes to FIRB merit some comment. From my experience over the last few months, the government changes have not had any significant impact. Most buyers accept that there is a need to enforce the current laws, the ATO is now checking and perhaps it’s more a failure of policy and not an attempt to contravene the laws that really reflects market sentiment.
As I suggested earlier, the rule of law is important to offshore buyers, this helps make our market attractive alongside the fact that title is secure, here in Australia. I see constant evidence that these buyers never take anything for granted and so they are happy to work within the rules.
The Federal Government is also taking up the benefit’s Free Trade Agreements, and Significant Investment Visas as ways of boosting economic activity and investment, and so I do not think that residential property can sit outside these sorts of policies.
Suggesting that offshore buyers are the main cause of higher prices and tight markets is counter productive. Offshore buyers are looking for a full cultural involvement with Australia and that extends beyond the apartments themselves, they go on and buy furniture, cars and services and so that filters into the economy. If you look at the education sector again, and were to remove foreign students then the sector starts to look pretty poor. I think offshore buyers can do much the same for the housing market, helping to sustain activity and also directly boosting supply via direct development and sizeable investment as is already happening.
Given the existing FIRB rules, it is not reasonable to suggest that offshore buyers are having any more than a marginal impact on the local market, and while that may be more apparent in some pockets, I think it’s a distraction from the failure of long-term policy, that all levels of government need to take responsibility for. This include the chronic neglect of infrastructure, neglect that we are now being reminded of almost daily.

Offshore investment is essential: Peter Chittenden

Sydney’s residential market currently reflects a trifecta of settings driven by lack of supply, population growth and low interest rates (cheap money).
In combination these factors are impacting affordability, partly because the current market is very competitive.
Then we see interest rates at lifetime lows and a very mixed picture concerning employment that I think extends beyond the headline numbers, and so each has a big influence on the make up of current demand.
When looking at affordability, I think we also need to look at the competition that exists in the market because of population growth and the impact that this has on demand. 
First let’s just recall the fact that there has been a big gap in the supply of new dwellings in the Sydney market since 2001-2002 with supply at their lowest levels in 2007-2008 and again in 2008-2009. Looking at net migration numbers during this same period there are some figures that further help to explain why demand for housing was so strong.
The last time the number of net migrants to Australia was below 100,000 plus per annum was in 1999 at 96,500 new arrivals, but since then there has been strong growth in numbers at a time when our own domestic birth rate has also been on the increase.
In 2006-2007 net migration increased by 58%, peaking at almost 300,000 new arrivals in 2008-2009, and at that time supply was in free-fall. Currently for 2015 we are looking at approximately 215,000 new arrivals and we also need to remember that the birth-rate is also increasing. The combination of falling supply and strong population growth was always going to impact affordability because of rising prices.

<li>Age Profile Adds Pressure</li>
</ul>
Affordability is, I suggest, also tied into the fact that currently Australia’s age profile adds to the pressure of demand because, I think its reasonable to suggest that by 35-40 most potential buyers would already like, if they could, to be established in the housing market.
Australia’s median age currently stands at 37.3 years of age and when you look at the average age profile of the top four countries of origin we see that those arrivals from the UK are aged 54, from New Zealand 40, from China 35 and from India 33, and in each case for varied reasons these are prime ages in the housing market.
A report published late last year by website, realestateview.com.au showed that 60% of first home buyers were now married and having children before they could afford their first home, and the same report also found that 57% of first home buyers are now in their 30s or 40s. This all makes for a very crowded peak of demand in these various age brackets.

<li>Affordability &amp; The Deposit Gap</li>
</ul>
Low interest rates look like they are going to be with us for sometime yet and this is good news for anyone with an existing loan, and there is no doubt that low rates are a key driver of demand. So much so that there are suggestions that investors might soon face some form of loan restriction, which would be a major shift in policy for a ‘free-market’ government.
However while low rates do continue to drive demand, affordability is a real hurdle more associated with buyers having to have their traditional 10% deposit, which would currently have to sit (in the Sydney market at least) around $80,000 – $100,000, plus an allowance for other costs, and while there is some limited stamp duty relief, a deposit at this level requires pretty good earnings and saving capacity, or a big helping hand from mum and dad.
Help from parents in helping to fund their kids into a home is now very common, and it’s a trend being experienced in many countries. However with parents dipping into their capital or savings this might impact retirement plans, and in the USA as one example this impact on retirement plans has raised the question, 'are your kids ruining your retirement’ – so it’s a more complex picture.
Weekend reports suggesting, yet again, that first time buyers should have access to their superannuation, does merit more thought, in particular if buyers are in the age brackets above. It seems overly simplistic to dismiss this suggestion, because really it simply moves money from one asset class, super, into another, housing and in doing so helps create many social benefits.
I think this also goes some way to clearly show how complex an issue affordability is across the housing market, and we have not even touched upon what might be done with the actual physical built product to help. Such as smaller homes and the idea of more use of pre-fabricated homes.

<li>Employment &amp; Interest Rates</li>
</ul>
No matter what the state of the market is, stable secure employment is a vital element. Currently the economy is in a state of transition and last year we saw some very big job losses in manufacturing, and now falling commodity prices are also impacting some areas of mining.
If we have a combination of rising interest rates and higher unemployment then house prices would respond, but that combination looks unlikely. Currently the rate in January was 6.40% however there is a degree of debate going on about the ABS figures and some private sector polls, such as that conducted by Roy Morgan Research suggest the rate is much higher.
However for many years between the mid-1970’s to the early years of the 2000’s the rate was more commonly near 7.5%, if we returned to that sort of figure then the housing market would change dynamics. To prevent this we will continue to see the need for structural reform, which is a hot topic for government. We will continue to keep a very keen eye on these figures.
Alongside unemployment rates, we know that we have home loan rates that are now for variable loans well below 5%, and while loans will always vary between lenders, among the big banks we are looking at around 4.73%, but then if we look at five-year fixed rates, again dependant upon loan term rates as low as 4.29/4.39%, which seems to indicate we are locked into low rates for a while yet.
I think that the market is clearly very active. I do not need to tell anyone that fact, development in Sydney, Melbourne and Brisbane continues at a solid pace and we have many new players coming into the medium-density market.
Then if we look at all of the dynamics at play for buyers, for the economy generally and the seemingly difficult path of government policy reform, I think that the housing market is more complex than it has ever been, but the fact is demand remains. We have to work with the shifting demographics and ensure we deliver the best product where people wish to live, be they owner-occupier or investor.

The Sydney market trifecta - lack of supply, population growth and interest rates: Peter Chittenden

Sydney’s residential market reflects a trifecta of settings, the seeds of which were sown back in 2002-03 when residential building approvals first started to fall.
Today we have a combination of dynamics characterised by a gap in supply, population growth and cheap money, not only here but also across the world.
There are few ways or policy settings for any of these key market drivers to change, and as a result prices will continue to respond by increasing, and while there are some wider concerns about the local economy that I will visit here, let’s for the time being stay on topic and look at the make up, some history and future trends associated with our trifecta.
Sydney Median House Prices
Sydney’s median house price is clearly heading towards an eye watering $1,000,000, and the rate of increase, although associated prices, have out-paced population growth. In 2011 the median prices was $634,700, and metro Sydney’s population stood around 4,391,674. By the end of 2014 the median price had increased to $873,786 (by some estimates it’s now $1,000,000) and the population 4,657,000.
What we can see is that while the population grew by some 6% over the period, prices increased by 37%.
Population Growth
Population growth continues and between 2006-11 according to the ABS the south-west fringe grew by an estimated 2.9%, and the Inner West by 2.7% – 3.2%.
By 2036 Sydney’s population is predicted to reach 6,140,000 adding some 1,500,000 or 32% over the next 25 years. This growth will see continued demand in the big growth regions in the south and north-west of the metro area but will also see a continued big increase in housing density.
The trend shows that in 2001 15.7% of housing was high-density, but by 2011 that figure had moved close to 21%, led by the City of Sydney at 70.2%.
For the City Of Sydney, as might be expected, that trend is only going to continue. Currently in 2015 its population is around 200,772, and by 2036 the population is expected to increase to 280,964 or an increase of 39.94%.
Sometimes I hear people express surprise that the city’s population is relatively small for a major city, however growth is assured and this is already leading to a demand for a diverse range of city apartments, with clear sub-markets emerging.
It can be expected that the continued emergence of these sub-markets will further drive higher prices as buyers demonstrate a willingness to pay higher prices for premium locations, such as the city’s north.
Supply of New Dwellings
However of the three factors in this discussion, it is the supply of new dwellings that goes a long way to explaining the current pressure on prices, so let’s look at some of the figures to see why.
In 1996-2001 there were 110,000 new dwellings built in Sydney, in 2001-2006 numbers fell to 93,000 and in 2006-2011 numbers continued to fall to just 72,000, and by way of comparison that figure was half of what was built in Melbourne. I think when you look at current prices the beginnings of our under-supply had already been cemented.
A gap in the supply of new dwellings has opened up in the Sydney market since 2001-2002, which was the last time that population growth and the supply of new dwellings was more or less even.
There was a huge gap in 2007-2008 and again in 2008-2009, in both periods population was well in excess of 82,000 and the supply of new dwellings was only at 18-19,000 and ever since supply has not kept pace with population growth.
In 2011-2012 the population grew by 62,500 while only 22,300 new dwellings were approved. And NSW is seeing its population grow again after some slower growth over the last five years, possibly associated with the mining boom in other states.
And while the supply of new dwellings is gaining pace a big gap still remains and to a large degree planning issues for new developments are also hindering a quicker recovery in supply.
Interest Rates
The third factor is cheap money, both here and offshore, only this weekend China’s central bank cut interest rates. The second cut in less than four months. And while domestically this is seen as an aggressive move aimed locally at lifting flagging economic growth, cheaper money in China may well drive more buyers into our local real estate market.
However when the lack of supply and continued strong demand across Sydney is combined with the steep decline in interest rates, the figures are revealing. In 2011, the standard variable home loan rates were near 7.79%. Today in 2015 it is sitting around 4.54% and may even go lower.
I think that the headline figures across the supply gap, the continued growth of our population and the big impact of cheap money all speak volumes about why prices continue to rise.
This then raises questions about the general level of affordability, the potential impact on the market when rates do start to rise again, the sustainability of employment numbers and the further need for tax and economic reform. Each has the potential to impact the market and if all combined the current market dynamics would clearly shift and so these areas will be my next rich source of discussion.

The factors that will continue to drive Sydney's prices higher: Peter Chittenden

We all take for granted that any new apartment project or housing estate will have the essential services of water, sewerage and electricity, the vast majority of buyers would not even question this fact.
But what about telecommunications infrastructure? Can we provide the same level of service guarantee?
I recently came across a quote that I recall went something like this: “ The availability of internet connection is as important as food and air in this era.”
With this declaration fresh in my mind I was recently walking through a shopping centre in the midst of one of the most densely developed areas of inner Sydney. All around me there were various cafes and casual seating areas full of people using mobile phones, tablets and computers.
Not just a few, but almost everyone, and a big number of people were also on Skype having long, almost like a face to face conversation as they had a coffee or simply sat in the public spaces to communicate with family and friends. Among all of this activity there were a large number of people on several mobile devices, they were clearly working in a very concentrated way, checking figures, placing orders, doing a great deal of productive work.
The café and mall now looks more and more like the workplace of today, these areas are always busy, always full of residents and visitors. In the 1700s the Industrial Revolution brought about a trend towards city living, which today is reaching its climax.
In the midst of the Communications Revolution, it has been predicted that by 2050 as many as 75% of us will live in cities, by contrast in 1900 the figure was only 10%. Alongside this mass movement of population, there will be pressure on housing, but alongside that there will be comprehensible pressure to deliver reliable communications, but more I suggest cutting edge communications will be needed if not demanded by everyone.
Good Enough is Not Good Enough and Who Pays
Generally today, most if not all new apartments are equipped with high-speed internet services, some older buildings may lag the trend and in some areas there may be a reliance on wireless technology.
However like the exchange of goods and services that was newly prevalent in the 1700s, today all communications and commerce, in fact our entire way of life and economy is connected 24/7. As urban density increases, the delivery of reliable telecommunications is vital, it is exactly just like the need for air and food.
But in the midst of such obvious need and demand are we doing a good job, is this vital infrastructure being delivered on-time, at a reasonable cost to developers and consumers. The role out of the NBN is an ongoing task for private enterprise and a key responsibility for government and for planners and it’s now a fundamental factor for the development industry.
Home buyers moving into a new estate or a new apartment building in any location across Australia, expect, and should have access to the best telecommunications. High-speed internet for example is no longer a novelty, not in 2015.
In a recent Property Council submission the Residential Development Council responding to the federal government’s release of its new developments policy made a number of very clear and what I think were worthwhile points. Key among which was the negative impacts on affordability that could flow from some of the policies outlined in the government’s policy.
The issue relates to the ‘fairness’ of asking home buyers, who already pay as much as $90,000 in Sydney and $80,000 in Melbourne and $60,000 in Brisbane, to pay still more money towards telecommunications infrastructure. Given how essential modern communications are today I agree with the Council when it says that critical communications infrastructure needs to be delivered in a timely, equitable and cost-effective way, avoiding extra charges and additional planning delays.
Personally I would think that the majority of people sitting in the cafes, I mentioned earlier would expect nothing less.

Telecommunications infrastructure is an essential ingredient of any new development

After several decades working in this industry, I often get asked for advice.
I am referring to the casual questions that family, friends and associates ask me, such as: ‘I am looking to buy an apartment, where should I buy and what should I pay?’ or ‘I have been watching prices increase, do you think they’re getting out of control and may soon fall?’ and another common question – ‘Should I buy off the plan or an established apartment?’
Now in today’s fast moving market, these sorts of simple questions are loaded with so many options, because circumstances will be very different for each person. But if I stop and think about these questions, which I do, then I think that we tend to pay a lot of attention, possibly too much so to the big picture issues.
Like reflecting on interest rates, which has now turned into an almost never-ending narrative, or if there is an oversupply or too little supply and the constant reporting of auction results. I think that we forget about the basics. Buyers start to concentrate on the big picture instead of simply concentrating on their own plans and needs, the whole buying process becomes hard work, and it needn’t be.
For almost anyone looking to buy, even in the current market I would always suggest starting with the basics. Not being driven by constant media headlines, but concentrate more on what you as a potential buyer want, what are you looking for in your purchase, what are your immediate needs and plans for the future?
I think the same rules and basic ideas apply if you’re a first time buyer, a second or third time buyer or seasoned investor.
Just what are the basics? Nothing surprising really, but I would suggest: finance (your budget), location, timing and a hard-nosed view on the ‘must-haves’ in your property search. I think in that exact and, I suggest, somewhat logical order. This short list will I think serve any buyer well no matter their individual circumstances, so let’s look at each individually.

<li>Finance</li>
</ul>
This is a subject that none of us, except possibly a very lucky Lotto winner can ever escape, the available finance or budget for any purchase is the essential starting point. It’s a topic that any buyer very likely thinks about the most, but I feel it’s important to appreciate that there’s lots of help and options available. Plan your finances and always think well beyond today, take into account the ups and downs, which might happen, in your personal affairs.
But above all, get as much information as you can. From the feedback I get, this is something that every buyer does appear to do these days. Lenders are keener than ever for your business, and help to find the best loan is free.
Right now we have the lowest interest rates since 1959. So plan your finances to take the maximum advantage of competitive rates, but keep in mind that rates will almost certainly go up sometime in the future. So make the best of the prevailing conditions.
If you lock in a three year or five year term, make sure that you still have the ability to make additional repayments, now while rates are low, and always keep in mind add-on costs like stamp duty, legal fees, moving costs, the possible need for temporary accommodation and be aware of any fees that attach to your home loan. Look beyond the headline details and understand the fine detail of your finances, that’s my basic point here, don’t only concentrate on the interest rate.

<li>Location</li>
</ul>
When it comes to location, above all I think it pays to be flexible because it can be easy to become fixated about a particular location, and if this happens early in your search, the location can become an unnecessary roadblock. Again, take time to explore options because the ideal option might just be in an area or suburb you have previously overlooked.
The key points of any location often revolve around access to transport and facilities, but there could well be options if you take a flexible approach. As different governments start to roll out new infrastructure many areas will change over the next few years. If for example you want to live close to rail connections, an option might be the drive and park facilities.
Schools and shopping can also be important, the right school can be a tough one, but with many larger shops in particular supermarkets virtually now open 24/7, can you be more flexible? And it pays to be aware of what future developments might be coming to an area that may well add future value.
For apartment buyers open space is also a key point of location. Today many new developments are very well planned and designed with very attractive indoor and outdoor spaces, so when considering location take a close look at what’s on offer with individual projects.

<li>Timing</li>
</ul>
Now I think that timing might just be one of those areas that you end up with possibly having the least amount of control over. In the housing market the most common reason to move house is usually associated with family formation. Marriage, living together, having kids, a divorce or retirement, in reality a variety of circumstances will bring buyers into the market.
Sometimes these things might sneak up on some of us, but generally timing of a move should not be allowed to become that critical that it forces you to buy or sell with little time to plan. If you’re in a buyers market, there’s possibly less pressure but even if the market is a sellers market plan your move to suit your own timeline and avoid over commitment of your finances in order to try and beat the market, that might just create more problems in the future.

<li>Must Haves</li>
</ul>
This area involves possibly the most heart-burn, the most emotion, where dreams and reality may at times hit a bump. Responding to a marketing headline of ‘Inspired Design’ might be great for us in the business, but for buyers it pays to make sure again that you do not limit your choices.
Any new apartment needs to fit your lifestyle, your aspirations, I understand that, but always aim to sign-off on the basics first, like the number of bedrooms, do you need parking, or is a secure storeroom more important. A good outdoor area, a balcony, terrace or courtyard will always be high on the list of must haves for many buyers. Driven in part out of the reality that in some markets apartments are more compact but I think are generally well-designed.
However today the open plan approach to apartment design really does work to accommodate the living arrangement of most buyers, this creates flexibility. And if you’re buying off the plan there’s often a choice of interiors, finishes and colour schemes.
Kitchens and bathrooms are now attractive spaces, kitchens are evolving into almost bespoke pieces of furniture in their own right – but if everything is not perfect, think about the options you might change. Balance a good location against possible interior changes or furniture options that you can make.
Also keep in mind things like privacy and natural light, and aspect and sunshine because in the rush for the designer-finish these simple things can be overlooked and they can make a great deal of difference to the appeal of an apartment in the long run.

<li>It’s Your Home</li>
</ul>
When looking to buy I think it’s important to work to your own timetable, explore all of the options of finance and location and take charge of what should be an exciting time.
Try not to be distracted too much by the big-picture because the market is still full of different options. Your final choice might end up being different from what you had first thought of as your ideal home, it might just be better! My suggestion is concentrate on the basics.

The five basics of the property search: Peter Chittenden

Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

The three Sky Homes range from 282 sqm to 367 sqm and each feature three bedrooms, three bathrooms, multiple living zones, expansive kitchens with butler's pantries and large balconies taking in the Broadwater outlook.

Each residence also has three secure basement car spaces and additional storage.

“This is the first opportunity the Gold Coast has had to step into Harbour Shores and see, touch and feel what we’re bringing to life here,” Long said.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

Three-bedroom villas are priced from $2.99 million, while four-bedroom residences start from $3.19 million.

Lewis Land opens sky home display as The Waterline completes at Harbour Shores

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

"Everyone in the area has history with the Royal Hotel," Palumbo told Apartments.com.au.

"It was quite an active pub and social gathering place for locals. We want to bring it back to its former glory."

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.



Location has been a major part of the proposition for both buyer cohorts.

Royal Apartments sits on North Terrace directly opposite the Adelaide Park Lands, with residents able to walk through the parklands toward the East End, Rundle Street and Rundle Mall.

Apartments have been positioned to capture views across the parklands, Adelaide skyline, Botanic Gardens and Adelaide Hills.

Palumbo believes the scarcity of developable land along this section of the Park Lands makes the site particularly difficult to replicate.

"There's very few allotments on that side that can be developed," he said.

"If this location was in New York and you were sitting on Central Park, you'd be talking about a $60 million apartments."

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

The apartments will feature generous balconies, while secure parking, bicycle storage and storage cages will also be provided.

A porte-cochère-style arrival and drop-off area has also resonated with buyers, particularly those attracted to being able to walk into the CBD during the day while retaining secure vehicle access at home.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

The group was also behind the $150 million Sofitel Adelaide, the 251-room five-star hotel and residential tower which opened in 2021.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Palumbo's return to Kent Town strikes early chord with buyers

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

<a href="https://www.apartments.com.au/new-apartments/silk-st-lucia-16-18-sandford-street-st-lucia-qld-4067">Silk</a> will rise 15 levels from an 810 sqm site at 16-18 Sandford Street, occupying a prominent bend of the Brisbane River with a prized northern aspect across Orleigh Park toward the Brisbane CBD.

The approved scheme will comprise 16 split-floor and six full-floor residences, continuing GRAYA's move into larger-format apartment developments targeting Brisbane's prestige owner-occupier market.

The project has been designed around the site's broad river frontage and dual-direction views, with GRAYA prioritising larger residences, privacy and outlook over apartment yield.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

"The approval removes a substantial layer of execution risk, and the location underwrites demand in a way very few inner-city sites can.

"The fundamentals here are as strong as anything we have assessed in Brisbane."

Silk will see GRAYA return to a stretch of the Brisbane River where it already has recent construction experience. The vertically integrated group recently completed ARC in neighbouring Toowong as builder for developer Spyre, delivering the riverfront project on a constrained site.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

The developer-builder has also recently lodged plans for its largest project to date, <a href="https://www.apartments.com.au/new-apartments/the-silo-19-chester-street-newstead-qld-4006">The Silo</a>, a proposed <a href="https://www.apartments.com.au/news/qld/graya-buys-frasers-newstead-site-plans-the-silo-between-james-street-and-gasworks-precincts">$700 million mixed-use development</a> in Brisbane's James Street precinct.

Silk is expected to predominantly target local owner-occupiers and prestige buyers seeking a permanent riverfront home in Brisbane's inner west.

Registrations of interest are now open, with further details on the project and construction program to be released as it progresses.
