In a decision that surprised Westpac the Reserve Bank Board decided to lower the cash rate by 25bps to 1.75 percent.
However it has not retained its easing bias choosing to end the Governor’s statement with: “Taking all these considerations into account, the Board judged that prospects for sustainable growth in the economy, with inflation returning to target over time, would be improved by easing monetary policy at this meeting”.
We do not consider that to be particularly significant. After most decisions to move the rate the Board does revert back to a neutral stance. For example we saw that in February last year but that did not preclude a further cut in May. Indeed it is our view that this decision is so significant that it would not be taken without a realistic expectation that a further cut is likely.
We expect that cut will be delivered in August following the release of the June quarter inflation report. Inflation has become the most important policy driver as a result of this decision and we do not expect that the June quarter report will provide the Bank with sufficient comfort around the inflation outlook.
The best guide on this inflation approach will be provided in the forecasts in the next Statement on Monetary Policy to be released at 11.30am on May 6. In our preview to this decision we expected that the staff would advise the Board that on a ‘no policy change’ basis underlying inflation would remain below the 2–3 percent range in 2016 but drift back to around 2¼ percent in 2017.
The forecasts on Friday will entail “market pricing” which envisages a second rate cut by early next year. With two rate cuts relative to  the Bank is likely to indicate a return to the bottom of the 2-3 percent range but is also likely to put a fairly wide confidence interval around that forecast. By relying upon another rate cut to achieve the target we think it is reasonable to expect that the second rate cut will be delivered by August.
The significance of the inflation report in shaping this decision is really highlighted by the Governor’s decision to include “This follows information showing inflationary pressures are lower than expected” in the introductory paragraph. Our check of statements associated with rate moves shows that the last time a reason was highlighted in this way was May 2012, citing weak growth and inflation, and you have to go all the way back to November 2006 to see another example where upward inflation pressures were emphasised.
Further, in the Governor’s statement the recent data is described as “unexpectedly low” along with “very subdued growth in labour costs and very low cost pressures elsewhere in the world”. Given this high degree of sensitivity to the recent change in the inflation environment it is hard to believe that the Bank would not take the opportunity to cut rates further following the next inflation report.
There were some other surprising qualifications around the state of demand in the economy. We thought that the Bank was encouraged by the recent fall in the unemployment rate to 5.7 percent but the statement says: “Labour market indicators have been more mixed of late”.
We also thought that the Bank had been encouraged by the 3% growth print for 2015 but growth in 2016 is now being described as: “continuing … though probably at a more moderate pace”.
Our read of the Banks’ assessment of the household balance sheet suggested that it was concerned about the ongoing high level of household debt but the statement explicitly notes that risks of lower interest rates in the housing market have lessened.
Finally, despite the fact that the trade weighted index has actually fallen modestly since the April Board meeting, concerns around the appreciating exchange rate were once again raised. We believe that the Bank had been expecting the US Federal Reserve to resume raising rates in June. However now with the US data, outside the labour market, slowing and markets giving virtually no chance to a June move the Board is probably now formulating its decisions around a delayed rate hike from the US Federal Reserve. Without interest rate relief in Australia this environment could reasonably be expected to exacerbate concerns around the exchange rate.
We have also revised our own view that the FED will delay its decision to resume raising rates until September from the current forecast of June. While a respectable case remains for June there does not appear to be sufficient urgency from the Federal Reserve to move by June.  From there we expect that the FED will resume its six month timetable with the next move timed for March rather than December.
On the global front the Governor notes that growth forecasts have recently been revised down further and he specifically notes that recent data in China has improved but attributes that to recent actions by policymakers and emphasises that this action may only support the “near term outlook”. We certainly agree with that assessment given the emergence of a substantial property bubble in the ‘Tier 1’ cities.
Conclusion
We have been surprised by the strength of the response of the Bank to the March quarter inflation report. Having once again reverted to lower rates despite much questioning of the effectiveness of monetary policy the Governor has revealed an inclination to continue to use monetary policy in pursuit of his inflation target. With the risks around weak wages growth, global disinflation and potentially slowing demand it seems highly likely that he will choose to cut rates further with the next move timed for August.
That is likely to be the last policy move from this Governor who is scheduled to retire in September.

RBA reacts strongly to March inflation report: Westpac's Bill Evans

Residential property listings nationally increased 4.1 percent during April 2016 from March according to the latest research from SQM.
Sydney had a yearly listings rise of 37.8 percent from a total of 19,648 to 27,080 with sale listings up 15.1 percent in Canberra for the same time period.
SQM Research managing director Louis Christopher said Hobart recorded the biggest yearly change, with sale listings falling by 5.2 percent.
“Stock on market has materially increased for Sydney, indicating the slowdown is still occurring in the market. Buyers now have much more choice of homes compare to this time last year,” he said.
"Year-on-year results reveal Melbourne median asking prices have risen 14.4 percent for houses and 5.1 percent for units compared to this time last year. 
"Sydney has also experienced yearly changes with median asking prices for houses climbing 5.3 percent and 6.4 percent for units."

Sydney has yearly listings rise of 37 percent: SQM

Office sales greater than $1 million in the West Perth market totalled $87 million for the 12 months to March 2016 according to Savills, up from the $54 million total for the year to March 2015.
This is up from the total of $54 million for the year to March 2014 and up on the five year average of $59 million. 
According to the West Perth office market briefing the highest value sale in the last 12 months was the sale of 53 Ord Street to Singaporean REIT, Mapletree Investments, for $59 million in August 2015.

West Perth office sales hit $87 million year to March: Savills

The headline CPI surprised in Q1, falling 0.2 percent compared to Westpac’s forecast for +0.4 percent.
The market median was +0.2 percent. The annual rate is now just 1.3 percentyr compared to 1.7 percent/yr in Q4. 
The core measures, which are seasonally adjusted and exclude extreme moves, rose 0.2 percent compared to the market’s expectation of 0.5 percent rise, Westpac was slightly higher at 0.6 percent. In the quarter, the trimmed mean gained 0.21 percent while the weighted median lifted 0.14 percent. The annual pace of the average of the core inflation measures is now 1.5 percent from 2.0 percent in Q4 (Q4 was unrevised).
The six month annualised pace of core inflation came in well below the band at a very modest 1.4 percentyr pace, this is the third quarter in a row it has been below the band and the lowest six month annualised pace since the 1.3 percenty print in March 1999 (a seventeen year low). 
Traded goods prices fell 1.4 percentqtr following a stronger 0.5 percent in Q4. It is true that the significant fall in auto fuels and, if to a lesser extent, falling fruit prices had a big role to play. But even excluding fuel, food and tobacco traded goods fell 1.3 percentqtr. This is much weaker than we had anticipated. 
Non-traded prices rose just 0.4 percentqtr which matched the softer print in Q4. This was due to the softer than expected annual price resetting for health and education. However, more critical to the outlook was the very soft 0.3 percent rise for housing owing to the continue moderation in rents inflation (0.1 percentqtr vs 0.2 percent in Q4) and a very modest update in dwelling prices (just 0.2 percentqtr when we had been looking for a modest bounce from the 0.1 percent print in Q1.

<img src="/images/2016/04/27/Screen%20Shot%202016-04-27%20at%204.25.29%20PM.png" alt="">The key observation in the March quarter is the across the board weakness in Australia retail prices highlighted by the first disinflationary CPI headline print in seven years and the lowest six month annualised pace of core inflation in seventeen years.
All together this highlights downside risks for our medium term inflation forecasts. 
But low inflation, on its own, is not a trigger for a rate cut.
Sure, it unlocks the interest rate door for the RBA should it decide it needs to walk through that door as the Bank would not have to wait for another CPI update before doing so. However, it does not mean that the RBA will cut rates! A rate cut is dependent on local economic conditions demanding a rate cut.
With unemployment on a new downtrend this is not so at the moment and we suggest that the RBA is waiting to see a new weaker trend in domestic activity and employment before it would embark on such a strategy.

Mowbray College in Caroline Springs Victoria has been put on the market, with expectations of around $11 million.
The site, 183-191 Caroline Springs Boulevard site, one of three campuses of the former Mowbray College that went into liquidation in mid-2012. It has been listed by Savills Australia agents Julian Heatherich, James Lockwood and Nick Peden.
The site has three street frontages it and is diagonally opposite Lake Caroline and retail precinct.
The 12,500 square metre property has frontages totalling 295 metres with educational buildings total around 3370 square metres.

Double Bay apartment leads CoreLogic RP Data's top ten sales

Victoria's combined clearance rate at 77 percent: REIV

Some 70 percent of combined capital city auctions were successful for the week ending 24 April according to CoreLogic RP Data, who reported Sydney with a preliminary clearance rate of 78.4 percent.
Preliminary results show nationally the strongest clearance rate for the past month, although down from the 82.3 percent recorded this time last year.

Melbourne has a preliminary clearance rate of 71 percent with the inner sub-region of Melbourne a 70.3 percent clearance rate from 91 results. 
Sydney’s preliminary clearance rate rate rose from last week's 69.8 percent to 78.4 percent this week, with the Eastern Suburbs being the most successful region for auctions with a clearance rate of 91.4 percent. 
Brisbane clearance rates fell to 40.9 percent, from 47 percent last week with the Gold Coasta preliminary clearance rate of 41.4 percent. 
Adelaide’sclearance rate fell to 59.7 percent this week, Perth a clearance rate of 30.4 percent and Canberra at 69.4 percent, the strongest in six weeks.

Brighton Victoria four bedder takes weekly top sale: CoreLogic RP Data

Industrial land prices along Brisbane's Trade Coast have recorded their second quarterly increase according to the Brisbane industrial briefing for April from Savills.
Savills recorded around $1.133 billion worth of industrial property transactions under $2 million in the 12 months to March 2016, an increase from the $1.019 billion recorded in the previous year, and up on the five year average of $779 million.
According to the report private investors are also starting to emerge within the sub $2 million price range  - a sure a sign that confidence is beginning to return to the market. 
"Buyers within the $2 million to ten million dollar price range remain the most active with 75 percent of industrial sales for the year ending March 2016," Savills reported.

"Englobo land sales continue to dwindle within the Brisbane metropolitan area due to a lack of availability within the key industrial precincts. Sub $10 million price bracket driving Brisbane industrial market

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

Last week Stockland filed plans just down the road. They want to build a <a href="https://www.apartments.com.au/new-apartments/601-pacific-highway-st-leonards-nsw-2065">52-storey tower on Pacific Highway</a>.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The arrival of the first piling rig officially marks the commencement of construction at SIERA’s new beachside apartment development, Exhale, in Northcliffe.

<a href="https://www.apartments.com.au/new-apartments/exhale-surfers-paradise-8-enderley-avenue-surfers-paradise-qld-4217">Exhale</a>, a glass-encased tower featuring 54 large-scale apartments at 8 Enderley Avenue, is SIERA’s third Gold Coast development. It follows the recently completed PIPIS Bilinga beachfront project, which achieved suburb-record prices, and the soon-to-be-completed Chevron Island development, Tapestry.

<a href="https://www.apartments.com.au/developers/siera">SIERA</a> Founder and Managing Director Brent Thompson said the arrival of the piling rig represented a significant milestone for the development, which is scheduled for completion in late 2028.

Over the next month, around 260 piles are expected to be installed as work progresses on the basement structure. The building is anticipated to rise above ground level early next year, before unveiling its sculptural glass curtain wall, developed in collaboration with specialist façade engineers.

“The façade was designed to maximise panoramic coastal views while creating a distinctive architectural identity,” Thompson said.

Designed by BDA Architecture, Exhale will comprise just 54 two- and three-bedroom residences across 26 levels, a level of low-density living rarely delivered in this beachside pocket between Surfers Paradise and Broadbeach.

The project has been conceived as a resident-only building, with no short-stay accommodation permitted. SIERA says the model is intended to appeal to long-term owner-occupiers rather than transient holiday demand.

Residences have been designed with large-format layouts and expansive glazing, with most apartments featuring more than 30 metres of glass frontage to maximise natural light and ocean views.

The amenity offering spans two levels and centres on wellness and lifestyle, including a heated magnesium pool, sauna, yoga and Pilates studio, gymnasium, private dining facilities, cinema lounge, and dedicated surfcraft storage.
