Stonnington City Council are assessing a planning application that marks the return of John Wardle Architects into the Melbourne development sphere. Small in stature but high in design articulation, 424 Malvern Road Prahran represents the practice's first notable local project since the <a href="http://www.johnwardlearchitects.com/projects/project/40-melbourne-school-of-design">Melbourne School of Design</a> was completed during mid 2014.

Incidentally the Prahran residential development holds a certain amount of design commonality with the Melbourne School of Design, with its upper levels also employing a transparent metal facade. With a nominal development value of $6.75 million, proponent 424 Malvern Road Developments Pty Ltd looks set to aim the project squarely at the high-end market; apartment sizes within the development range between 73sqm for a single bedroom abode to 157sqm for a three bedroom dwelling.

A two storey podium, comprising of brick and steel framed openings, provides an articulated and balanced transition from the two-storey town-houses on Francis Street to the Victorian era commercial buildings situated along Malvern Road.

The ground plane, activated by a series of apertures and portals, reveals the use and activities of the spaces within. The main address for the apartments is on Francis Street and maintains the residential nature of this street. A large picture window showcases the inner mechanics of a triple height car stacker storage system, a reference to the history of the local automobile industry on the site.

A double height void within the café illuminates as a lantern, signifying the prominence of the corner intersection of Malvern Road and Francis Street. The apartments above are generously sized, each with considered orientation to maximize views, daylight and ventilation to living and bedroom spaces.

Transient in nature, each operative screen responds to the individual, creating an inhabited edge that is in a constant state of flux. Their materiality and colour are mute, acting as a counterpoint to the earthy character of the brick podium. The upper portion of the building appears more ephemeral than its base and merges with the background of a typical Melbourne cloudy sky.

<h2>Stonnington planning wrap</h2>

Further along Malvern Road and a planning application for a large mixed-use residential and medical development has been rejected by Council. Highlighted by Apartments.com.au via this <a href="/news/planning-application-310-324-malvern-road-prahran">article</a>, 310-324 Malvern Road &amp; 99 Bendigo Street Prahran has since gone to appeal with proponent Victoria House Nominees Pty Ltd slated to have their case heard during November.

The ROTHELOWMAN-designed complex features 158 apartments in addition to a seven level hospital and medical centre fronting Malvern Road.

BG Architecture have designed the complex which also includes 124 car parking spaces. To Windsor and Hayball have designed a seven level building at 168-176 High Street Windsor.

Currently before Stonnington City Council, the scheme looks at add 68 apartments and three ground level retail tenancies behind a retained heritage facade.

The return of John Wardle

Pockets of Moreland continue to gentrify via a pipeline of new apartment projects, with the latest being <a href="/buildings/iseo-443-lygon-street-brunswick-east">ISEO</a> at 443-445 Lygon Street, Brunswick East. Most apparent on this stretch of Lyon Street is the continued shift toward apartment living, with ISEO a prime example.

The project's interiors have been created by Plus Architecture on behalf of TON Projects, with ISEO returning to residential use after 36 years as a commercial venue, albeit returning in a far higher density format.  The project will feature 28 one and two bedroom apartments, with ground floor retail set to usher in new restaurant and retail spaces.

Landscape architect Brett Robinson of Acre has designed external areas which includes an internal courtyard, while the Plus Architecture team have created interiors which reference the project's industrial surrounds. With Capital Property Marketing handling sales, it's expected that purchasers will be drawn to the project's creative design when sales commence during September.

<h2>The bigger Moreland picture</h2>

While ISEO is the most recent apartment development to launch sales, a number of others along Brunswick East's Lygon Street look likely to advance as well. A string of retail spaces covered by <a href="/buildings/8-lygon-street-brunswick-east">6-20 Lygon Street</a> are currently sitting idle, with approval for 149 dwellings onsite in place on behalf of Liuzzi Property Group. Directly opposite Blue Earth Group's Rima Brunswick project should also see an additional 150 apartments delivered in the near future.

A sweep through the Apartments.com.au <a href="/developments">project database</a> sees 14 projects currently at Registrations and Sales within Moreland's boundaries, with a sum of 956 apartments for sale.

In addition to those projects under construction or at sales, a number of notable planning applications have landed with Moreland City Council in recent times. Smaller multi-level projects aside, three notable developments are currently seeking approval.

Branson Group are hoping to have resolution soon enough on their want to deliver a seven level residential block at <a href="/new-apartments/38-40-breese-street-brunswick">38-40 Breese Street</a> Brunswick. Designed by ADDARC, the proposal would include 30 one and two bedroom apartments, adding to the already popular residential renewal of the area surrounding Anstey Station.

ISEO leads a new wave of Moreland apartment developments

The premium residential market is firmly in Melbourne-based Golden Age Group's sights, with two residential projects signifying the developer's willingness to cater for the pointy end of the market. On the recent opening of Opera Melbourne's display at 450 St Kilda Road, Apartments.com.au spoke with Golden Age Group's Project Management and Sales Director, Ronald Chan.

Joining Opera in the pursuit of the luxury sector is the release of Collins House's penthouse located on level 56 of the tower or 195 metres above Collins Street. The two-storey, three-bedroom, three-bathroom plus study penthouse will span 245 square metres and come in at a cool $6.88 million.

Project architects Bates Smart have also conceived two sub penthouses of 213 and 225 square metres, with three bedrooms and three bathrooms plus study featuring the same fixtures and finishes as the penthouse. List prices for the sub penthouses begin at $3.5 million.

Image courtesy Golden Age Group</figcaption></figure>Asked of the markets in mind for both Collins House and Opera, Ronald Chan explained that Collins House was generally catering for a buyer with a high-end corporate background while Opera was attracting local buyers from surrounding suburbs such as St Kilda. To date display visitors have been downsizers, retirees and owner-occupiers intent on a leafy location close to both the CBD and bayside Melbourne.

Both Collins House and Opera Melbourne are averaging a $10,500psm price tag, with Opera Melbourne's car space included within that price.

Opera Melbourne as of late last week had secured 70 confirmed sales with 40 reservations in the process of being formalised. With 228 apartments in total, the uptake to date has seen in excess of 70% purchased by local buyers with a smattering of offshore sales. Offshore sales are not front and center in the Opera Melbourne sales campaign according to Ronald Chan, with only a handful of sales in locations such as Malaysia and China; marketing of the project in these countries is more about brand recognition than achieving bulk project sales.

Bates Smart are once more the architect of choice, and asked whether this signifies an ongoing relationship between the two, Ronald Chan stated Opera Melbourne was subject to a limited design competition in which Bates Smart were victorious on this occasion.

A concierge, event manager, personal trainer, art curator, sommelier and yoga instructor will be on hand to cater for future residents needs while communal spaces include a gym, spa, wine cellar, dining area, outdoor BBQ and terrace, library and swimming pool; the latter with a typically elegant and understated Bates Smart touch.

Opera Melbourne's display carries a suitable 'wow factor' upon entry, fitted with finishes intended to mirror the final product. All interiors can be completed in three schemes with the 'Opera' finish designed to be the premier outcome. Golden coloured fittings and trim, deep blue feature walls and marble finishes are available and designed to purvey a sense of luxury.

Ronald Chan explained there's been a trend toward white, simple and clean interiors of late which he believes has become all too generic. The use of rich colours in both the Collins House penthouses and Opera Melbourne finishes is designed to set the Golden Age Group projects apart from the pack.

Golden Age Group set their sights upon the luxury residential sector

The pace of construction activity continues to quicken at Victoria Harbour as Lend Lease cashes in on the seemingly endless demand for apartments. Their Docklands precinct currently sees seven residential towers at various stages of construction, a far cry from the solitary project on the radar during 2005.

Add a number of ongoing infrastructure and civic projects within the precinct and the level of development activity within the waterside hub is truly impressive.

Leader of the pack is the Bates Smart-designed <a href="/buildings/concavo-8-waterside-place-docklands">Concavo</a> residential tower which is rapidly approaching completion, while the dual towers of <a href="/buildings/888-collins-street-docklands">888 Collins Street</a> directly opposite Concavo are making swift progress. 888 Collins Street's western tower has topped out while the 40 level eastern tower has nudged past a third the way to its eventual height.

Most impressive is the progress of <a href="/new-apartments/889-collins-street-docklands">839-889 Collins Street</a> which has seen four Koichi Takada-designed towers advance to construction in seemingly no time. Replacing intended commercial buildings along Victoria Harbour's waterfront, promenade works and foundation piling have commenced which will ultimately see an additional 1070 apartments added over the four buildings.

The hub will feature a new home for Docklands Yacht Club, the Victorian Dragon Boat Association and the Melbourne Outrigger Canoe club, plus a family services centre encompassing consulting, playground and communal facilities.

The Community Hub joins<a href="/news/talking-up-docklands-newest-showpiece"> Library at the Dock</a> which opened during 2014; both projects represent a shift toward providing community-based facilities within Victoria Harbour. In addition, demolition works continue further west along North Wharf Road in preparation for future development stages, effectively stretching construction along a roughly 500 metre front within Victoria Harbour.

Perhaps most interesting is the regeneration of Merchant Street. Near completed aspects of the project seek to add greater variety to the streetscape, with an eye toward creating a finer grain pedestrian experience and enticing workers to stay within the area post work hours.

Whether this is a natural progression of Victoria Harbour or an admission that the original builds were lacking where it matters - street level activation and design quality - is another topic altogether. Upon first viewing below the near complete corner of Bourke and Merchant is somewhat bland relative to the render which depicts a greater level of intricacy over the newly projected podium.

Only John Wardle's impressive <a href="http://www.johnwardlearchitects.com/projects/project/11-dock-5">Dock 5</a> residential tower was on the menu, creeping skyward over the course of the year. It's purple facade and overhung metal crown complimented the 148 apartments within the project, giving the precinct a focal point upon its completion.

Dock 5 followed on from both the Ericsson and NAB low-rise commercial buildings representing the initial projects within the expansive Victoria Harbour precinct. Providing exceptional spaces internally, the buildings arguably offered little by way of design nous externally; a failing that could be applied to many builds within Victoria Harbour over the years to come, namely Myer Docklands, Montage, Mosaic and Forte.

Looking forward to 2025 and Victoria Harbour will most likely be complete as further projects creep westward toward the Bolte Bridge.

What the fully completed precinct will look like at that point is anyone's guess at this stage.

Now and then: Victoria Harbour during 2015 and 2005

First photos have emerged of last Friday's tower crane accident at <a href="/buildings/marco-42-48-balston-street-southbank">Marco Melbourne</a> on Southbank. CFMEU Victoria have uploaded a host of images via their Facebook page which demonstrates the serious nature of the accident and the luck that allowed all involved onsite to escape with only a handful of minor injuries reported.

The failure of the tower crane has lead to road closures in the area until a point where the unit can be safely recovered. Over the past few days Worksafe, the CFMEU and engineers have come to agreement concerning the removal of the tower crane.

CFMEU Victoria states online that "This work is obviously high risk and unfortunately has the potential to be delayed by changes in weather. This is a highly unusual and dangerous situation and requires everyone involved to proceed with particular care to ensure the safety of workers and the wider community."

While debris fell to the floor plate below the lift well, a counter-weight attached to the crane line during jacking also dropped to the surface below.

It's been widely reported that the collapse was due to a fault with the tower crane's internal climbing system which sees the unit mounted within the tower lift well. As has been pointed out by the CFMEU, there has been much incorrect speculation about the collapse which included a precast concrete slab being dropped from the crane.

It's always best to deal with the facts rather than speculate."

The incident serves as a reminder of the risks associated with the construction industry and the vigilance required when working on complicated large-scale projects. Serious tower crane incidents in recent memory include the 2005 peel back of a tower crane boom during the MCG's Northern Stand redevelopment and a 2001 accident on a Southbank construction site which saw a tower crane's moveable counterweight dislodge and fall, resulting in the death of a worker.

Post clean up, a fresh tower crane and jump form will need to be sourced in order to recommence works on the western tower of the development.

At the time of the incident the western tower floor plate was at 13 levels above ground with the lift well another four levels above. Eventually the western tower will top out at 37 levels with the adjoining eastern tower reaching 32 levels, for a combined total of 356 apartments.

Inside Marco Melbourne's tower crane collapse

A development site with a long and varied history is back in focus as an application for a substantial residential tower continues to go through the necessary planning channels. 9-27 Downie Street with the south west corner of Melbourne's CBD is the site in question, intermittently finding itself in and out of the news over the past decade.

Once a site held by Key Securities Investments Group Pty Ltd, 9-27 Downie Street was to be rebirthed during 2002 as The Archer with 200 apartments within an Edgard Pirrotta-designed 35 level tower. Key Securities Investments Group Pty Ltd's subsequent demise laid low any plans for redevelopment of the site in the medium term.

With the site changing hands once more during 2014, developer Einwood Pty Ltd wasted little time in advancing plans for a 52 storey building onsite, lodging documents with the then DTPLI during November 2014. After receiving feedback identifying various design issues with the initial proposal, a revised scheme of some 38 levels was put forward during April 2015.

With the revised application in hand, Melbourne City Council has recently had its say on the proposal, deeming certain aspects of it, and particularly the lack of setbacks to Downie Street, unacceptable.

Over levels 2-7 the building extends as much as 950mm over Downie Street, constituting a podium of sorts with an overall height of 27 metres.

According to the Report to the Future Melbourne (Planning) Committee, setbacks to other boundaries include a minimum five metres over levels 9-33 from the south boundary, minimum five metres from the west boundary and zero to the northern site boundary.

Externally Peddle Thorp have employed a materials schedule that could be considered their signature of sorts. Tones of blue and black with white and precast horizontal elements are prevalent, with timber applied to the lower levels.

<h2>Melbourne City council have their say</h2>

As taken from the Report to the Future Melbourne (Planning) Committee, recommending that the proposal be rejected:

The combination of podium level balconies overhanging Downie Street and minimal/zero setbacks from Downie Street at the tower levels will result in a building which will overwhelm the pedestrian, be visually intrusive and dominant from the public realm and create a canyon-like effect in Downie Street.

Tower setbacks from the south boundary represent an inadequate response to the potential for further development of the land to the south. The proposal also raises issues relating to the amenity of a number of bedrooms including west-facing saddle-back bedrooms which will experience relatively poor daylight and ventilation compared to that which would be provided by conventional windows.

The proposed building will overshadow Batman Park at 1 pm and 2 pm on 22 June, contrary to Clause 22.02 of the Melbourne Planning Scheme. 7. The changes to the development required to render it consistent with requirements of the Melbourne Planning Scheme are considered so significant that they cannot be addressed by conditions.

The final decision will rest with DELWP and Planning Minister Richard Wynne. Interestingly enough Downie Street maintains two examples of towers sans podiums; the under construction <a href="/buildings/560-flinders-street-melbourne">560 Flinders Street</a> and the completed Eifel mixed-use tower at 8 Downie Street. Whether the precedence is maintained or broken with 9-27 Downie Street remains to be seen.

What's in a podium? 9-27 Downie Street, Melbourne

I tend to think Melbourne's outer suburbs are bereft of any great substance, in fact they should be avoided where possible… it's one of the reasons why Apartments.com.au came to be and why we champion higher density living closer to the city's heart.

There are of course exceptions to the rule, and today's exception is a momentous one at that.

A construction tender is now open for Bunjil Place, City of Casey's initiative to create "A unique cultural, community and civic facility that will be a centerpiece for Melbourne’s south eastern suburbs". As one of the largest projects undertaken by a local government in Australia, Bunjil Place has a budget of $125 million and a target of 1 million annual visitors upon completion.

With Brookfield Multiplex, Leighton Contractors, Lend Lease and Probuild shortlisted during mid 2015, the successful contractor is set to be revealed later in the year with works to begin in earnest before the new year in order to meet a late 2017 opening date.

You must hand it to City of Casey for having the foresight and endeavour to bring to fruition a facility such as Bunjil Place. From conception to completion, the project would have spanned the best part of five years.

It's unfathomable to think that a facility such as Bunjil Place would be built in certain other parts of outer Melbourne, yet it could be argued this is exactly what's required. For instance would Wyndham City Council contemplate an equivalent community asset on such a scale?

Add Cranbourne's Royal Botanic Gardens to the mix and City of Casey will soon enough sport two world class attractions that not only serve the immediate community, but draw in users/visitors from elsewhere. Hats off to City of Casey.

Bunjil Place a boon for Melbourne's south east

Spurred on by the freshly complete $600 million Melbourne Wholesale Fruit and Vegetable Market development, Epping which is 22 kilometres due north of Melbourne's CBD is in the infancy of a push toward higher density living. Designated as an Activity Centre during March, Epping is now expected to host an increased number of larger mixed-use projects.

With a number of principally residential projects gaining approval of late, the momentum toward a higher density Epping has increased with the news that Melbourne-based property development and investment group Riverlee has purchased 215 Cooper Street, Epping in an off‐market deal valued at $14 million.

Riverlee will be joined by diversified Malaysian outfit Batu Kawan Berhad (BKB) in developing the 46‐hectare former quarry and landfill site; Epping being the Ipoh-based group’s first real estate venture in Australia.

News of Riverlee and BKB's Epping joint purchase follows hot on the heels of the announcement that Pacific Group will pursue an expansion of their Pacific Epping Shopping Centre. Buchan Group will design the expansion, which will include a new 112-room hotel built with an overall gross floor area of approximately 9,950sqm.

Located on the corner of High Street and Cooper Street, Pacific Group is on the search for a national or international operator, with CBRE Hotels tasked with the job of securing an operator.

Epping shapes as a high density haven

Inner and metropolitan Melbourne is currently flush with development sites listed with the city's largest real estate firms, all of whom are still eager to cash in upon the favourable market factors allowing for consistently high sales prices.

A sweep through available listings sees scarce few truly blue-chip development sites on offer, but rather an abundance of noteworthy (some may argue secondary) development sites capable of handling a multitude of predominantly apartment projects. While development sites are always in demand, the increased number of permit approved development opportunities is also on the rise.

Seen below is an overview of what is currently on offer.

<h2>CBRE City Sales remain the dominant force</h2>

CBRE City Sales account for the majority of large development sites and schemes on offer. The most recent addition is 18 Moray Street on Southbank which has been offered for sale with a residential development scheme of 47 levels mooted over the 438sqm site. Also on Southbank and 57-59 Haig Street is also offered for sale, with an approved Bruce Henderson-designed 39 level apartment tower in tow.

Two additional heavyweight development sites are also under the guidance of CBRE City Sales; they being 596 St Kilda Road and 8 Claremont Street, South Yarra. Both plots are expected to see 20-odd level residential projects in due course.

Of the plethora of additional sites with CBRE City Sales up for grabs, a number stand out for differing reasons. <a href="/new-apartments/686-doncaster-doncaster">682-686 Doncaster Road Doncaster</a>, 808 Sydney Road Brunswick and 111 Canning Street North Melbourne are available with approved planning permits attached while <a href="/new-apartments/100-park-street-south-melbourne-vic-3205">100 Park Street South Melbourne</a> presents as one of the few projects which is available for purchase with significant apartment pre-sales in place. Developer 94 Feet has elected to move the site on.

Of the remaining CBRE City Sales listings 1234 Nepean Highway Cheltenham and 409 Spencer Street West Melbourne shape as likely residential plots capable of handling high-rise projects.

There is no shortage of traditional knock-down development sites on offer,although there'll be no knocking down of the first site shown below. Among Colliers healthy number of listings is 150 Oxford Street Collingwood. Covering 3,336.4sqm, the site sits within the Foy &amp; Gibson precinct and has been touted as a likely candidate for additional levels to be added above the existing structure.

At 6,500sqm the site could accommodate multiple buildings in any chosen form.

Perhaps most interesting is 134-148 Little Lonsdale Street and 17-23 Bennetts Lane Melbourne with Mulcahy &amp; Co listing the 1,543sqm site. In what was once a low-rise precinct, the area has seen intense residential development including the completed 57-level Abode 318 and the proposed 52 level 141-149 La Trobe Street which backs on to Bennetts Lane.

<h2>Permit approved sites lessen the workload</h2>

It could be argued more often than not though the selling of permit approved development sites is generally the result of land owners realising the worth of their land, but also not having the financial means or experience to bring a given development to fruition.

Seen above are another five permit approved development sites currently available. Vinci Carbone have<a href="/developments/north-melbourne-vic-3051"> 3-5 Bedford Place North Melbourne</a> as being 'under contract' while Crabtrees' <a href="/buildings/chester-3-chesterville-road-cheltenham">3 Chesterville Road Cheltenham</a> is also available, involving 32 apartments within a six level development.

Others ready to go include <a href="/buildings/m-carnegie-316-neerim-road-carnegie">316-320 Neerim Road Carnegie</a>, 3-7 Noble Street Noble Park with 92 approved apartments, <a href="/new-apartments/53-earl-street-kew">53 Earl Street Kew </a>and 2-8 Barry Street, Brunswick. Combined these six projects could yield 282 if realised.

Development sites to the fore

It's not just apartment developments which are presently enjoying heightened levels of construction. A large number of education-driven projects are also under construction throughout Melbourne, with Apartments.com.au nominating five of the more significant builds below.

Impressively one builder has collected four of the highlighted five, with Kane Constructions currently enjoying a rich vein of projects in the sector; the combined value of Kane Construction's four projects on the go is in excess of $100 million.

In terms of location the five nominated projects are skewed toward Melbourne's inner suburbs and follow on from two recently completed projects of a similar nature, namely <a href="http://www.architectus.com.au/en/projects/mandeville-centre-loreto-mandeville-hall">The Mandeville Centre</a> and the architecturally intriguing McBride Charles Ryan-designed <a href="http://www.mcbridecharlesryan.com.au/#/projects/pegs-middle-girls-school/">PEGS Middle Girls School</a>.

Five noteworthy education projects flying under the radar

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. They recently launched <a href="https://www.apartments.com.au/new-apartments/jardin-house-by-lowe-living-camberwell-335-camberwell-road-camberwell-vic-3124">Jardin House by Lowe Living</a> in Camberwell, their first development in the Stonnington LGA.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.
