It may not be the first high-rise student accommodation project within the CBD but it shapes as the most prominent. While the first to do so was <a href="http://www.dko.com.au/cms_subcat_14/urbanest-la-trobe">Urbanest La Trobe Street</a> which received its final touches earlier this year, Scape Student Living expect 393 Swanston Street to create a new benchmark within the sector.

In light of a recent Apartments.com.au article highlighting the near on <a href="/news/an-overview-of-melbournes-student-accommodation-projects">6,000 student beds currently in development</a>, it's an apt point in time to peruse the plans for the development which Scape Student Living have indicated will be completed during 2018. Deakin House located at 393-397 Swanston Street, directly opposite RMIT, is set to make way for the tower which gained approval during March 2015.

With 750 beds included within the Swanston Street project, Scape Student Living have sought to bring a new level of amenity and community to the project.

According to a <a href="http://www.afr.com/real-estate/scape-to-transform-20b-student-accommodation-sector-with-acquisitions-20150615-gho7vc">recent AFR article</a> the development will see apartments include a desk, ensuite, double bed and kitchenette, with the project modelled upon the successful London namesake operation. London Scape not only fosters student studio rooms and teaching spaces but also rentable co-worker and incubator space for new businesses.

Up to date information released by the Federal Government's <a href="https://internationaleducation.gov.au/research/International-Student-Data/Pages/default.aspx">Department of Education and Training</a> shows that both local and national international student enrolments continue to grow strongly, suggesting that when 393 Swanston Street is launched, it will be met with strong uptake.

<h2>From the ground up</h2>

Ground floor will feature a cavernous lobby with main access via Little La Trobe Street while and cafe and two retail spaces fronting Swanston Street accounting for most of the rest of the 780sqm ground floor area.

398sqm across Level 1 is dedicated toward common amenities, with spiral stair connecting ground floor to the amenities area. A terrace fronting both Swanston and Little La Trobe is also incorporated over Level 1.

Subsequent levels carry apartments with all receiving at least one source of natural light. The majority of floors are spread over 570sqm with 16-20 apartments per floor the norm, although the tower's form does taper inwards over the top few levels. Levels 38 and 39 carry external terraces while Level 41 holds only nine apartments with a northern aspect.

Reaching a height of 136.7 metres, 393 Swanston Street's crown is expected to receive signage upon completion. Both the south and west elevations are mostly inactive given the adjoining sites at 377 Swanston and <a href="/developments/melbourne-vic-3000">212-222 La Trobe</a> have approval for high-rise towers, the latter Scape's next Melbourne project.

<h2>Scape Carlton?</h2>

Scape Carlton or Scape CUB may be the moniker attached to the group's latest acquisition, the final piece of the CUB Carlton site moved on by Grocon mid year. Scape Student Living were revealed as the purchaser of the site during July in a deal valued at $20 million.

The scale and composition of any development set to call the corner of Swanston and Queensberry home is as yet unknown. In previous years McBride Charles Ryan conceived a <a href="https://res.cloudinary.com/dz9xllyip/image/fetch/q_auto:good/https://s3-ap-southeast-2.amazonaws.com/www.urban.com.au/s3fs-public/pictures/article-images/CUB-5-full.jpg">design for a student accommodation tower</a> on an adjoining parcel within the CUB site.

Exploring the expected new benchmark for student living

The public is now able to view plans for Jewell Station's much hyped redevelopment, with documents currently on display for perusal via Moreland City Council's online planning register. After a lengthy community engagement period, VicTrack and development partner Neometro pressed ahead with a town planning submission during July.

Billed as an opportunity to bring residential and retail development to the station precinct in conjunction with an overhaul of Jewell Station's public domain, the project has taken in excess of three years to reach this point. Following periods of public consultation, "The feedback from these sessions was incorporated into Neometro's final designs, which they submitted to council" <a href="https://www.victrack.com.au/jewellstationprecinct#.VewsF_mqpBc">according to VicTrack</a>.

<h2>Public realm improvements</h2>

Having said that, a suite of renders accompanying the provided information suggest the design seen above is what is likely to be delivered.

Precinct landscaping will likely see a new Grand Staircase implemented leading onto the station platform, increased seating surrounding the station, areas set aside for passive and programmed activation such as pop up stalls, new lighting and provision for art installations. Two residential buildings will frame the precinct.

Jewell Station itself will be refurbished and will include facilities for Protective Services Officers.

Furthermore after public input, the revitalisation will also include Watson Park to the west of Jewell Station which will be overhauled to include a new playground, enhanced access to the station, community gardens and a flexible project space.

One could not imagine that extensive public feedback for the project would have resulted in the southern building presenting as a very simplistic endeavour with slight architectural merit.

The northern building for instance maintains a completely active frontage to Jewell Station-Upfiled Bike Path while the southern building's frontage includes a grilled ground level car park and building services mixed with commercial window fronts. More could have been done with the building itself but more importantly how it presents to the public realm.

It's likely the southern building employs precast panels as an effective means to mitigate noise from the adjoining rail line but one should look no further than <a href="http://www.smallgiants.com.au/a-new-eco-village-is-born-the-commons-is-complete/">The Commons</a> nearby to understand what can be achieved on a development plot opposite a rail line.

Gripes regarding one particular aspect of the precinct renewal aside, the overall result to date looks to be highly satisfactory where it matters most: improving the public realm and improving what is currently an unsafe and decrepit area surrounding a key piece of transport infrastructure.

Jewell Station redevelopment plans now before Moreland City Council

Friday marked the commencement of the latest apartment project to call Doncaster Hill home. <a href="/buildings/gardenhill-5-elgar-court-doncaster">Gardenhill</a> has been awarded to Kew-based contractor Hacer, with the $77 million project set for completion at the turn of 2017.

Gardenhill is the seventh apartment project currently under construction within Doncaster Hill, Manningham City Council's vision for an "Integrated planning approach to creating a sustainable, contemporary mixed-use centre, comprising apartment style living opportunities, retail, commercial, social, community and entertainment facilities."

Apartments have ruled the roost since the inception of the Doncaster Hill Strategy during the early 2000's, with the current seven medium and high-density projects under construction an all-time high.

Gardenhill is a joint project between Melbourne-based Beulah International and Malaysian firm Fajarbaru Group.

Designed by Woods Bagot, the project will see 136 apartments added to Doncaster Hill, creating 200 construction jobs over the life of the build. Also included within the project is a Jack Merlo-designed rooftop garden and entertainment area, plus Australia’s first Dog Park within an apartment complex.

Due for completion during early 2016, Pearl will see 172 apartments created over two buildings.

Other projects of note at construction include <a href="/buildings/88-doncaster-hill-88-tram-road-doncaster">88 Doncaster Hill</a> and <a href="/buildings/83-on-tram-83-tram-road-doncaster">83 on Tram</a>, with <a href="/buildings/panorama-101-tram-road-doncaster">Panorama</a> at 101 Tram Road also rising quickly. Set back from Doncaster Road is <a href="/buildings/magnolia-doncaster-hill-22-hepburn-road-doncaster">Magnolia Doncaster Hill</a> which is the precinct's tallest build to date at 14 levels with <a href="/buildings/8-hepburn-road-doncaster">8 Hepburn Road</a> nearby also under construction.

These seven projects are in the process of adding 898 additional dwellings to Doncaster Hill while forthcoming builds on 'The Hill' as identified by Apartments.com.au will see in excess of 300 additional apartments constructed over three projects, namely Ellia, Arbor Doncaster and Nest at the Hill.

Urban.com.au recently came across an article published on <a href="https://inheritanceorg.wordpress.com/">Inheritance</a>, a blog devoted to deriding all things development. Listed under the news section, the article provides insights into how and why individuals and communities maintain a certain disdain for urban regeneration and by default higher density living.

Published earlier during 2015, here are some of the dot points taken from the article titled <a href="https://inheritanceorg.wordpress.com/2015/03/01/20-reasons-i-hate-urban-renewal/">20 REASONS I HATE ‘URBAN RENEWAL'</a>

<li>Urban Renewal is the reason I have to sit in traffic for 25 minutes just to get from one side of my suburb to the other. By car.</li>
	<li>Urban Renewal is the reason I have to stand on the edge of the road for 10 minutes and then play chicken to get from one side to the other.</li>
	<li>Urban Renewal is why I am forced to look up at overbearing nondescript cheaply constructed boxes of up to 10 stories high in suburban growth ghettos with inadequate parking, natural lighting and open space. Meanwhile affordable blocks of land and perfectly good houses are being swallowed up and kids have to make do with honing their ball skills on Sony Playstations.</li>
	<li>Urban Renewal is the reason my favourite row of Federation shops has just been chewed up by bulldozers and reincarnated as some ugly monolithic drab grey box with concrete cancer and render peeling off like snakeskin after only its first full year of inception.</li>
	<li>Urban Renewal is a quick way of propping up the local and state economies by giving people the false impression that it is boom time in the building industry and consumers have got way too much money to burn on housing.</li>

No more trees, no front yards, no side yards, no sparrows, no fairy wrens, no caterpillars, no Green Grocers, no Brown Bakers, no Black Princes, definitely no Yellow Mondays and no butterflies. There is a lot of concrete though, and concrete cancer, and the odd dwarf shrub for border embellishment.</li>
	<li>Urban Renewal is the reason property developers cruise my suburb in black Audi Q7s eyeing off their next blue ribbon investment that will make them another big brown envelope full of money.</li>
	<li>Urban Renewal is a sweeping term that demands blanket slash and burn mentality. Nothing is left of my old neighbourhood – no heritage, no community, no environment, no funky warehouse conversions, no links to the past, no resonating cultural vibes, nothing.</li>
	<li>Urban Renewal is the reason I try and stay away from driving anywhere on weekends now. It’s just not worth the effort.</li>
	<li>Urban Renewal is why I am too scared to invest all my hard earned savings into the house of my dreams, as who knows what will be built next door to the house of my dreams the minute I move in.</li>
	<li>Urban Renewal is a fallacy that would have us believe the only way to make our suburbs pretty and safe is to knock everything down and build everything new again, this time with dinky shops on the bottom and multiple stories of residential dwellings on top (and lots of basement parking to store our black Audi Q7s). That way we can all be proud of our suburbs. Give me a break.</li>
	<li>Urban Renewal is probably the reason why I have to put my child’s name down three years in advance to get her into some overpriced childcare facility. Same with school. It’s probably why I have to get to the train station at 5am to get the only parking available. It’s probably why I have to stand in the train too. And wait at the pharmacy, and the ATM. And get to the park three hours early to reserve a picnic table on a Saturday morning. And line up ten-deep outside the Vietnamese bread shop that does those special pork rolls I like. In fact it’s probably responsible for every little part of my life that I find shitty and annoying.</li>

Clearly this is one small blog espousing a certain amusing, fanciful, and disturbing point of view… and of course it is their right to do so.

But is what has been published above representative of what a typical 'NIMBY' ("Not In My Back Yard") thinks to be the case regarding urban regeneration, urban renewal and higher density living? I hope not. Using Inheritance as an example, providing increased housing via differing housing typologies to cater for an increasing population is the root of the world's problems.

Surrounded by much fluff there are actually one or two salient points in the blog. One needn't look too far past Melbourne's CBD to understand that even recently heritage buildings of stature have disappeared in favour of new and shiny buildings, and unnecessarily so. The key though is finding middle ground and having appropriate heritage/design controls in place.

The above blog to my way of thinking reinforces my perception that NIMBY's are an inflexible lot incapable of seeing past their own nose: no middle ground, no understanding of the bigger picture and ultimately just concerned about their own interests!

Is the blog in question merely the rantings of a misinformed person or nailing a pertinent issue on the head. You, the reader can decide.

Delving into the mind of a NIMBY

Gone is the 26 level proposal for Heidelberg which stirred local resentment earlier in the year, with a new scheme in place that developer Caydon hopes will receive the green light. Gone too are initial architects Peddle Thorp, with Fender Katsalidis installed to deliver an altogether different proposal.

Shorter in stature and gaining a handful of apartments over the initial proposal, Fender Katsalidis have endeavoured to bring a heightened level of architectural flair to 443 Upper Heidelberg Road. Heavily curved with multiple setbacks and an articulated podium, Fender Katsalidis continue their run of projects for Caydon which has also seen the firm create apartment schemes in both <a href="/buildings/the-malt-district-154-cremorne-street-cremorne">Cremorne</a> and <a href="/buildings/margaret-st-7-aspen-street-moonee-ponds">Moonee Ponds</a> for the developer.

Submitted prior to Christmas last year, the proposal is set to come to a head during October with VCAT to hear from relevant parties on the merits of the project.

<h2>Design changes</h2>

The total redesign of 443 Upper Heidelberg Road has led to ten fewer levels as opposed to the initial Peddle Thorp design. While the tower has been shortened, the podium has been bulked up which has effectively covered for and expanded upon the initial number of apartments envisaged for the project.

The lower levels have seen a redistribution of retail tenancies which now facing Bell Street, with the layout of intended office tenancies also adjusted. Residential facilities and an external pool have been moved upwards in line with the expanded podium, while expected residential facilities atop the tower have been scrapped.

As opposed to a solid rectangular design, the oval-shaped tower element now consists of two interlocking elements while lower levels now feature planter boxes to all frontages.

<h2>VCAT bound</h2>

Building design and scale, landscaping and tree retention, car/bicycle parking, access and layout, future residential amenity of some apartments plus the strain placed upon the surrounding road network were considered key sticking points.

Consequently an application for review was lodged with VCAT during June, with the revised plans circulated on 21st August. Mid October shapes as the key juncture in proceedings with a VCAT date set to determine the merits of the reworked 443 Upper Heidelberg Road.

Near on 6,000 new beds for tertiary students are currently in development throughout Melbourne. While there are numerous small-scale buildings also on the radar, the 6,000 figure stems from larger developments championed either directly by the education providers or independent accommodation providers.

Traditionally ultra-high in density and repetitive in their interior/exterior presentation, existing student accommodation buildings to date have been typified by precast concrete exteriors; essentially no frills beasts which often derided.

So what of the current squad and their design prowess or construction progress? Below is a look at the most prominent current student accommodation projects throughout Melbourne.

It's hard to recall any building in the past decade that has been designed to be so rudimentary in its presentation. Unless a mind-bogglingly impressive paint scheme is applied as Leicester Street nears completion, this will rank as one of the poorest buildings Melbourne University have commissioned.

<h2>Bundoora Student Accommodation &amp; Victoria University Student Accommodation</h2>

Both projects have essentially seen their concrete structures completed with internals and facade fitting is in progress. Articulated and varied, there is a heightened degree of design ability about both projects relative to Leicester Street.

RMIT's Bundoora accommodation features a pre-fabricated box/stepped feature facade manufactured by local firm SBS Group, with little exterior precast in use.

<h2>Burwood Student Accommodation</h2>

Following on from the completion of an initial Burwood student accommodation building during 2012, Nettleton Tribe will partner with Deakin University once more to deliver the latest project. Pre-construction works will commence this week on the facility which sees an punctured atrium design feature. The new build will eventually sit opposite the 2012-built building.

The first of four buildings is scheduled for occupancy within weeks. Valued at $145 million, the development encompasses a combined gross floor area of 40,000 square metres.

Their third site at the former CUB Brewery holds Swanston Street frontage. Purchased earlier in the year, 557-591 Swanston Street and the two CBD projects could yield in excess of 2,500 student beds.

Located at 611-681 Elizabeth Street, the project would have residential towers either side and feature a myriad of onsite amenities for both residents and students.

An overview of Melbourne's student accommodation projects

The recent appointment of Stuart Marsland to the position of ROTHELOWMAN Principal coincides with a fresh wave of projects to be submitted to town planning over the coming months.

Following eight years with the South Melbourne-based firm, Marsland has now assumed a pivotal role within the practice. In a climate of changing perceptions around higher density living, he has assisted ROTHELOWMAN in gaining a reputation for their expert delivery of apartment developments. Apartments.com.au spoke with Marsland about his expertise.

<h2>About Stuart Marsland</h2>

Growing up in Britain, Marsland attended the Metropolitan University of Manchester before establishing his architectural career in London. Working for local firm Child Graddon Lewis, Marsland gained experience working across warehouse conversions, apartment developments and infrastructure projects including various projects for the London Underground.

After making the choice to immigrate to Australia, 2016 will mark Marsland’s ninth year working with ROTHELOWMAN. Over that period, Marsland’s project catalogue has included all facets of residential design, master planning and urban design.

Marsland has been heavily involved in advising the Stonnington City Council with their Chapel Revision Structure Plan. This advisory role saw Stuart provide a planning guideline framework for design factors such as development, land use, movement, public realm, strategic opportunities, sustainability and economic and social planning.

<h2>A principal within ROTHELOWMAN</h2>

Marsland explains that a principal's role within ROTHELOWMAN is to lead the vision of the practice. The firm currently has seven principals, while associates are entrusted with day-to-day management of projects.

Marsland takes a keen interest in current issues facing the development industry, including the ongoing debate of apartment design guidelines. He is focused on collaborating closely with industry and government to achieve world-class and commercially viably project outcomes.

Design direction within ROTHELOWMAN is described as organic and site-responsive, best known for creating appealing, contemporary and enduring architecture. Marsland echoes this approach, believing in a level of simplicity and purity in design, while striving to find new ways to innovate.

In Melbourne alone, no less than 20 notable projects are slated to reach town planning in the coming months. Encompassing everything from high-rise projects, mixed-use and master planned developments, the number of upcoming projects reinforces ROTHELOWMAN's position as one of Australia's most prolific firms. Melbourne office staff numbers have surpassed 75, with the Brisbane and Sydney offices totalling 52 personnel.

ROTHELOWMAN enters a new phase of expansion

Apartments.com.au has in the past highlighted various locations as forthcoming apartment hotspots, with Collingwood's Smith Street and Lygon Street Brunswick East the most notable two notable examples. Malvern East on the other hand may come across as a suburb less likely to attract a mass of apartment developments.

Yet that is what postcode 3145 is in the process of doing, with 12 apartment projects currently listed in the Apartments.com.au <a href="/developments">project database</a>. Add further current projects at planning within Stonnington City Council which are due to appear on the database in due course and the overall number swells to in excess of 20.

<h2>Headline projects</h2>

By far and away the largest residential project within Malvern East, <a href="/buildings/vanguard-781-807-dandenong-road-malvern-east">Vanguard</a> is the work of Bensons Property Group and architects Fender Katsalidis. With 321 apartments over 18 levels, the 62 metre buildings which is at sales also features a north facing terrace designed by TRACT landscape architects.

Little Projects are seeking approval for the former Dairy Bell headquarters addressed as <a href="/buildings/hedgeley-60-belgrave-road-malvern-east">60 Belgrave Road</a> which includes 154 apartments over the 3,860sqm site.

Former SJB Architectute and Plus Architecture Director Alfred de Bruyne conceived the design under the newly former AdeB Architects banner. A mixture of 1, 2 &amp; 3 bedroom apartments are called for as are 6 retail tenancies amounting to 781sqm of new retail space.

<h2>The Dandenong Road stretch</h2>

The completed 833-843 Dandenong Road began the ball rolling along this stretch of prime real estate opposite Caulfield Railway Station and Monash University. Since its completion surrounding low-rise commercial properties have been the target of developers. The Clarence at 857 Dandenong Road is nearing completion while Gasciogne Apartments at 879 Dandenong Road is under the guidance of builder Harris HMC.

<figcaption>865-871 Dandenong Road with Gascoigne and Finch.</figcaption></figure>Sitting between Clarence and Gasciogne, Circa Property Group have instigated a redevelopment of <a href="/buildings/harvard-malvern-east-865-871-dandenong-road-malvern-east">865-871 Dandenong Road</a> which would add a further 47 dwellings while Finch Apartments at 887 Dandenong Road rounds out the current quartet. This new wall of apartment buildings has the potential to be extended east and west along Dandenong Road.

<h2>Incoming</h2>

A swag of additional apartment developments are also on the radar, with Burke Road and Waverley Road front and center. Separate applications covering 82 Burke Road, <a href="/buildings/sia-84-burke-road-malvern-east">84 Burke Road</a>, 86 Burke Road would yield 62 apartments between them if realised while 131-133 Waverley Road and 226 Waverley Road would see a combined 54 dwellings.

Seen below is Moda Corp's Bruce Henderson-designed scheme for 86 Burke Road which would feature a collection of twenty 1, 2 &amp; 3 bedroom residences. While it's at appeal with Council, another recent planning application has been submitted for 1009-1011 Dandenong Road within Malvern East which looks to replace a unique Architects EAT proposal which did not advance and which was <a href="/news/some-architects-eat-style-for-malvern-east">featured on Urban.com.au</a> during 2014.

Malvern East firms as a new apartment hotspot

Northcote-based SP Projects is emerging as an apartment developer of note, with a growing catalogue of projects decidedly north of Melbourne's CBD. The developer-builder to date has completed projects in Preston, Northcote and Heidelberg, and now sees five separate residential developments at varying stages of development.

Approximately 380 apartments are currently under the guidance of SP Projects with three projects under construction, covering the middle-ring northern suburbs of Essendon, Coburg and Preston.

Brave Apartments in particular gained a jump on its rivals by being the first project to commence construction in an emerging apartment precinct along Pascoe Vale Road, Essendon. Now joined by three additional apartments projects as early stages of construction, Brave Apartments is directly opposite a <a href="http://www.architecton.com.au/34556/538598/select-projects/pascoe-vale-road-essendon">mooted development adjoining Glenbervie Station</a> which would feature a 17 level tower.

Still at early stages of construction is Mayor Anderson Apartments which is adjacent to the Upfiled Line. Designed by Metaxas Architects, Mayor Anderson will be SP Projects' tallest development to date.

Just launched is Windsor &amp; Co which replaces the former Windsor Smith factory at 169-195 High Street. The low-rise distinctively blue outlet will make way for a six level apartment building which includes 98 dwellings split between one and two bedroom options. The project's expansive frontage to High Street will allow for an extensive activated building front.

The final Windsor &amp; Co format follows a failed attempt by the previous site proponents to increase the development to eight levels and 128 dwellings, according to Darebin City Council.

Shaping as next in line for SP Projects is 73-77 Plenty Road, a short distance from Windsor &amp; Co. Dubbed Station 77, the site has planning approval for a ten level apartment complex with 69 dwellings and five retail spaces in tow.

Whether this approved format is what SP Projects intend to deliver remains to be seen but it does point toward the group's growing appetite for new apartment projects in Melbourne's north.

As South Yarra's Forrest Hill Precinct churns out apartment towers seemingly at will, developers have of late continued to push the limits of their projects in the pursuit of increased returns. While a string of taller towers at either planning or approval have lined up along Chapel Street, 16-22 Claremont Street is the most recent proposal that would have a marked presence in the South Yarra skyline.

Proponents K&amp;E Rogers Pty Ltd have sought to usurp a current planning permit set to expire during October 2016 with a recently submitted residential scheme. At 13 levels and 51 metres the permitted office design is well short of the asked for tower which would have 31 levels and measure 98.5 metres.

With a nominal value of $140 million, 16-22 Claremont Street which is believed to be a MGS Architects design encompasses 399 apartments and stands considerably taller than any surrounding buildings.

16-22 Claremont Street is a large rectangular plot located centrally within the Forrest Hill Precinct. Split between a low-rise commercial building and at-grade car park, the proposal is neighboured by existing residential buildings which include Lilli Apartments, Prime Tower, Ella, SXY2 and 50 Claremont Street, all of which range between 15-20 levels.

<h2>Not before time</h2>

The proposed 16-22 Claremont Street will do its part to address this by introducing a trellised feature to both Claremont Street and Daly Street. Finished with greenery, the articulate and inviting podium feature is in contrast to its surrounds while also providing an enhanced thoroughfare which acts as an extension of 'Yarra Lane' directly opposite.

The proposed 16-22 Claremont Street thoroughfare completes the activated mid-block link between South Yarra Station and Chapel Street, the only issue being the lack of an actual northern entry point at the station; a topic which has been pondered for some time.

Claremont Manor's jump form is above ground as Hickory Group undertake its construction while Buildcorp Commercial have all but completed Alto South Yarra directly opposite.

The latest of Michael L Yates &amp; Co's many South Yarra projects, 55 Claremont Street would include 39 dwellings over 16 levels and present as one of the area's smaller developments by apartment numbers.

Add another to South Yarra's emerging 'Forrest'

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Residents will have access to a resort-style suite of amenities, including a 20-metre pool with daybeds, a gymnasium, hot and cold plunge pools, a sauna, and private residents’ lounge and dining facilities.

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.
