Panorama Box Hill is shaping as the latest skyscraper project destined for the irrepressible eastern suburb.

Registrations of interest are now being taken for the predominantly residential development which looks set for a major Whitehorse Road land holding. No address for Panorama Box Hill has been given via the project website, perhaps because it's likely 826-828 Whitehorse Road which has yet to receive formal approval from City of Whitehorse.

Lodged during December 2016, 826-828 Whitehorse Road is still going through the planning rigmarole; it is the only Whitehorse Road site capable of accommodating such a large project at planning. Nonetheless the emergence of the Panorama Box Hill website is no doubt designed to test the waters prior to the project's eventual launch.

Peddle Thorp are the architects of choice, creating a "curvaceous design which transcends all design norms. Heralded as the future of modern living in Box Hill, a glass atria allow sunlight and air flow to all residences, for natural healthy living."

The wider media have reported that a Chinese developer had secured 826-828 Whitehorse Road for $30.8 million; a new Whitehorse record of $11,623 per sqm for the 2,650sqm site.

Whitehorse Towers, Sky One Box Hill, East Central Tower and 845-851 Whitehorse Road all count themselves as having 30 levels or more, with Whitehorse Towers all but complete and Sky One Box Hill to emerge above ground in the coming months. Panorma Box Hill's floor count beyond 30 should see it join the suburb's club of talls.

Another prospective Box Hill tall is 837 Whitehorse Road. Lodged wit Council during May, the application seeks the right to construct a multi-level mixed use development comprising accommodation and a residential hotel. The 1,485sqm landholding is adjacent to 845-851 Whitehorse Road Box Hill which holds approval at 37 levels.

Another Box Hill brute emerges from the pack

In light of Apartments.com.au's recent article highlighting the <a href="/news/9-500-plus-new-hotel-suites-for-melbourne-a-break-down-of-the-numbers">9,500 hotel suites in development across the city</a>, it's an opportune time to look at the serviced apartment sector in comparison.

45 separate projects are in motion which include hotel suites or are solely dedicated toward hotel accommodation. Conversely the Apartments.com.au Project Database is tracking 31 current developments capable of adding a further 3,181 serviced apartments to the Melbourne market.

Traditionally not as robust as the hotel sector, Melbourne's serviced apartment market is nonetheless gaining altitude, considering Apartments.com.au is only tracking three major serviced apartment projects currently under construction. This hints to the strong line of projects yet to reach construction; 1,903 serviced apartments are approved with a further 891 at planning.

The headline project is Quest NewQuay Docklands. Valued at $71 million, the development is the second Quest Docklands outlet and features 221 serviced apartments under construction at the hands of developer MAB Corporation and head contractor Built. The project has been acquired by Ascott Limited and the Qatar Investment Authority.

Other projects of note under construction are the 70 Tyrian Serviced Apartments-branded suites within The Arthur at 14 Queens Road and the 96 suites within Quest Pacific Epping, located at 125 Cooper Street.

Brady Hotels Central Melbourne has a combined 330 suites approved, with construction beginning on one of their sites at 109-111 Little Lonsdale Street last week. A host of other projects also approved to carry a substantial number of serviced apartments; 424-426 St Kilda Road, 360 William Street and 320 Plummer Street are all prime examples.

Some noteworthy projects are also at planning. 158 City Road, 58-66 La Trobe Street and 56-62 Clarendon Street all carry a serviced apartment component as part of larger mixed-use schemes.

The spread of serviced apartments across Melbourne's suburbs is also noteworthy. Airport West, Epping, Moorabbin, Oakleigh, Abbotsford and Coburg North may be beneficiaries of new serviced apartment projects subject to planning approval.

A prime example is The Mason Brunswick East at 310 Lygon Street. Having been marketed as traditional apartments to the wider public, the project upon completion includes a complement of serviced apartments available online for booking.

Whilst a highly accurate overall figure for Melbourne's serviced apartment pipeline can be difficult to pinpoint, it's clear that the sector is enjoying a surge in development attention.

An overview of Melbourne's serviced apartment pipeline

During 2014, Apartments.com.au delivered a synopsis of Melbourne's <a href="/news/5000-new-hotel-rooms-for-melbourne">burgeoning hotel scene</a>.

At that stage roughly 5,000 new hotel suites were on the radar, across a variety of dedicated and mixed-use projects. Over the proceeding three years, Melbourne's hotel sector has gone from strength to strength on the back of extremely strong (and predominantly Chinese-driven) tourist growth and an ever strong events calendar; so much so that the number of hotel suites in development has nearly doubled.

Greater Melbourne is now subject to 9,500 new hotel suites; this figure does not include recent builds that have reached completion, indicating that developers still see massive upswing in the Melbourne hotel boom.

Via our Project Database, 45 separate projects are in motion which include hotel suites, as opposed to serviced apartments which are categorised separately and will be subject to a different analysis piece. To be precise, the Project Database's is tracking 9,499 separate hotel suites at varying stages of development.

By no means is it an absolute figure, but we believe it to be the most up to date and complete figure publicly available.

The balance of 5,899 or 62% of all hotel suites Apartments.com.au is tracking are deemed to be either approved or committed to by an operator, but have yet to begin construction.

This figure alone suggests that Melbourne hotel boom has some time yet to run, particularly from a delivery perspective.

Of the 45 projects in play, 20 are listed as developments dedicated solely to hotel use, with the largest purely hotel project being 399 Little Lonsdale Street which is under construction. Its 478 suites will be split between operators Ibis and Novotel.

Conversely the remaining 25 projects being tracked have multiple uses, of which a hotel component is one. Southbank's massive Melbourne Square project is the largest with approval for 621 suites, while SP Setia's Sapphire by the Gardens has the largest operator commitment to date with Shangri-La Hotels and Resorts recently signing on for 500 suites.

1,961 suites in development are beyond City of Melbourne, with Box Hill the most active suburb accounting for 450 rooms across three projects; this figure will invariably rise as additional projects filter through City of Whitehorse. As a zone, Melbourne's north is also faring will with multiple hotel projects in development as evidenced by last week's announcement that Mantra would operate a new Epping site with 214 rooms.

Shifting back toward Melbourne's epicentre, and the CBD/Southbank combination is the clear favourite among hotel developers and operators. Apartments.com.au is tracking 3,547 suites across the CBD and 2,468 across Southbank respectively.

A very healthy percentage of these rooms in development spanning the CBD and Southbank have recently signed on operators, with new brands such as Mandarin Oriental, Ritz Carlton and Shangri-La joining in on Melbourne's hotel boon.

9,500 plus new hotel suites for Melbourne! A break down of the numbers

To be fair, there isn't a particularly large number of genuine skyscrapers planned for West Melbourne, yet should a new structure plan for 3003 be ratified, the likes of 420 Spencer Street seen below will be the exceptions and not the norm.

The West Melbourne Structure Plan (WMSP) last night went before the Future Melbourne (Planning) Committee at City of Melbourne with the intent of seeking endorsement prior to a period of community and stakeholder consultation during July and August. The new plan will go some way to alleviating Council and community concerns regarding the arrival of skyscrapers within West Melbourne; the tallest reaching 38 levels to date.

Consultancy Urbis has provided a concise <a href="https://urbis.com.au/insights-news/draft-west-melbourne-structure-plan">explanation</a> of the WMSP.

These changes are proposed with the intent of maintaining West Melbourne's character whilst promoting feasible growth.

16 levels within the blue shaded Flagstaff Precinct is the maximum height allowable under the proposed changes; a substantial cut in heights relative to a number of towers which currently hold approval in the precinct. Beyond 420 Spencer Street, Deague Group's soon to be built Melbourne Village at 83 Batman Street is the next tallest at 27 levels.

From a development perspective, there are implications for a number of large sites which have been earmarked for development or have yet to head to planning. A lesser development yield can be expected for sites such as the JLL-marketed <a href="http://rca.jll.com.au/property-land+development-vic-west+melbourne-502066978">404-418 Spencer Street</a>; 16 levels is a far cry from the neighbouring 420 Spencer Street at 38 levels.

<figcaption>Plus Architecture's 407-415 King Street was refused during April</figcaption></figure>This planning working being undertaken by the City of Melbourne appears to go hand in hand with the council's recent commentary on the West Gate Tunnel project, and the council's belief that it will increase traffic in the CBD.  The West Gate Tunnel project, based on publicly available plans, is to have an intersection/exit with Dynon road which eventually becomes Spencer Street.

Whilst skyscrapers look likely to have no further impact upon West Melbourne's skyline, the suburb is still a major development hot spot relative to other locales.

Urban.com.au's Project Database is tracking 26 separate residential projects within West Melbourne, with many more thousands of apartments yet to be delivered. These for the most will come in the form of mid-rise projects of between 6-9 levels.

The expectation is that post last night's Future Melbourne (Planning) Committee meeting, the WMSP will be subject to a six week engagement period from today Wednesday 5 July through to Sunday 18 August 2017.

Is this the end of the West Melbourne skyscraper?

Acland Street has always distinguished itself as one of Melbourne's more divergent strips.

It is also the starting point for Tram 96, which sees in excess of 30,000 individuals utilising Acland Street each week. Despite concerns from traders and local residents regarding the strip's overhaul, regeneration works were carried out over the course of 2016.

Tram 96's high patronage required that Public Transport Victoria carry out necessary infrastructure works, thus prompting Council to initiate the mass overhaul of Acland Street. Encapsulating the stretch between Carlisle and Barkly Streets, the overhaul's main aim was to "become an exemplar of innovative place and transport integrated urban design."

City of Port Phillip, Public Transport Victoria and Yarra Trams went about creating a new and inviting integrated streetscape.

Image: John Gollings</figcaption></figure>Multi-disciplinary design studio McGregor Coxall and BKK Architects were installed by City of Port Phillip as design leads only seven months prior to the targeted (and achieved) opening of the terminus. According to McGregor Coxall, "a team-based approach was applied to design, spearheading a multi-disciplinary team of consultants and stakeholders including Northrop Engineers, Relume Lighting, Morris Accessibility Consultant’s, PTV, Yarra Trams and the City of Port Phillip."

At the heart of the design was the desire to create a best-practice and more adhesive urban outcome, with the integration of transport infrastructure and a new public realm critical.

‘Kerb to kerb’ thinking was replaced with a ‘façade to façade’ approach that ensured a seamless and fully integrated design of the terminus into its public surrounds, blurring the boundaries between street and infrastructure. By relocating the terminus a new plaza was created, designed as an open community canvas, robust and flexible to offer a wide range of community and arts events.

Overall, a net gain of 30% additional pedestrian space has been reclaimed by the proposal.

The design was closely developed and tested with suppliers in an attempt to de-risk the delivery of the project on all levels. Ongoing community consultation, short tracked approval processes with all authorities and stakeholders ensured the development of a streetscape that met all demands and expectations, while maintaining a holistic design approach right to the end.

This included the customisation of standard PTV approved furniture and platform processes in an attempt to de clutter and de-barrier the streetscape resulting in a seamless and border free urban environment.

Large bluestone circles set across the streetscape are designed to evoke the idea of bubbles, "tying the street conceptually to St Kilda beach - the foam of the sea, sparkling sand crystals, the rising bubbles in your drink on the beach." The circular pattern also affirms the area's individual identity and provides a contrast to City of Melbourne and its rectangular geometry.

Yarra Trams CEO Nicolas Gindt said: "Yarra Trams is proud to work in partnership to create places for people. This plaza project offers new vitality and accessibility to an urban space, and we are happy to see it already being used by its community."

McGregor Coxall maintain the new Acland Street is a genuine public space which invites local residents and visitors to enjoy, showcase local art, culture, performances and pop-up events. To that end the strip has and become a focal point for community activity within St Kilda, with music events, yoga classes and art installations featuring since its completion.

‘Vibrant Acland Seed Grants’ provides funding to those wanting to initiate activities in the new plaza across a programme that will span 2017.

Over recent months Acland Street has been home to Regenesis, a public art work consisting of a woven bamboo chamber coupled with a light and sound installation which intends to draw attention to climate change. Its tenure was elongated due to positive public feedback.

The prompt delivery and continuing diversity of Acland Street's regeneration is a benchmark for other similar projects across Melbourne. Here's hoping they are delivered in a similarly timely manner.

Concept to reality: Acland Street's rejuvenation in review

The words of Melbourne's Lord Major ring true for many locals. Rialto Towers is instantly recongisable as one of Melbourne's enduring built form icons, with the adjoining InterContinental Melbourne and York Butter Factory lower in stature but equally as important.

Now 31 years old, the Rialto Towers complex is nearing the end of an extensive facelift which has sought to better connect the hulking towers with the surrounding streetscape, whilst also adding value to the asset which is jointly controlled by Grollo Group and the Kuwaiti government-backed St Martins Properties.

Internal fit-outs continue, but the majority of works for the 8,000 square metre regeneration project are now complete and open to public perusal.

The works of Woods Bagot, Rialto's new addition presents for the most as a uniform structure linking the ornate and timeless InterContinental Melbourne on Collins Street with King Street's former York Butter Factory. Atop the new retail and commercial building, a new rooftop areahas greenery and entertainment areas.

According to a recent <a href="http://www.businessnewsaus.com.au/articles/melbourne-s--200m-rialto-project-nears-completion-after-10-years-of-plannng">interview</a> with Grollo Group CEO Lorenz Grollo, the redevelopment spanned 10 years from conception to completion and has had at least 10 different architects involved at varying points. The new addition has sought to bring the ground plane into the 21st century, whilst the towers were still operating at near full occupancy.

Overall the refurbishment saw roughly $200 million split between the new build and upgrading the existing Rialto Towers.

Providing coverage from the elements, the grid shell format immediately draws the eye from the Collins Street entry point. Capable of being illuminated, the canopy sits above a substantial forecourt which is open to the public and has the ability to host exhibitions and/or events.

The deep blue of Rialto Towers' facade has been emulated across the the new building, opposed by offset, less translucent panels.

Upon first inspection, the new additions strike a balance between flair and function, particularly behind the new street facade, whilst also adding a more intimate "Melbourne' laneway experience to a local classic.

Rialto's regeneration done and dusted

The hotel juggernaut across inner Melbourne is showing no signs of slowing down.

After last week's announcement that <a href="/news/mandarin-oriental-to-open-its-first-hotel-residence-property-in-australia">Mandarin Oriental will anchor the Zaha Hadid-designed 600 Collins Street</a>, three further projects have come to the fore in recent days. A long expected Southbank project is headed for a construction start, whilst Melbourne City Council is attending to two further hotel-based planning applications.

At 167 City Road, signage for builder Maxcon has appeared across the site's frontage, heralding a start to the project which has been on the drawing for roughly five years.

First covered by Apartments.com.au during 2013, the Peddle Thorp design has taken time to come to fruition, but now has an anticipated completion date of late 2018.

The buyer of 167 City Road will eventually inherit a building which includes 162 hotel suites.

Southbank aside, hotel projects also continue to flow into the CBD, as evidenced by applications for both 563-567 Little Lonsdale Street and 589-599 Little Collins Street.

The former is an exceptionally quick progression, with the Little Lonsdale Street site having only sold during March. Lodged with Council last month, the application for the 336sqm site seeks demolition of the onsite low-rise office building for the delivery of a residential hotel project.

The firm is working on the roll-out of a portfolio of 10 to 15 Holiday Inn Express hotels across Australia, on behalf of the Pro-invest Australian Hospitality Opportunity Fund. <a href="http://www.afr.com/real-estate/commercial/hotels-and-leisure/proinvest-brings-holiday-inn-express-to-melbourne-cbd-20161220-gtequs">Outlined late last year</a>, Pro-invest has targeted roughly 300 suites for the site, along with retail and office uses.

Substantially larger than the Little Lonsdale site, the planned Holiday Inn Express is set to account for two low-rise office buildings.

City Road checks in; two new CBD hotel developments in the pipeline

Salta Properties' latest project is poised to clear a major planning hurdle at City of Melbourne's Future Planning Committee sitting this evening.

Council planners have recommended approval for Salta's mixed-use tower at 57-63 Exhibition Street. Replacing ASF House, the currently 203m tower with an expected development cost of $255 million may be required to ditch a number of floors in order to prevent overshadowing of Birrarung Marr.

City of Melbourne planners have requested it be reduced to 183 metres. A mix of hotel and residential, 57-63 Exhibition Street's fate is ultimately with the Planning Minister.

Should the final green light be given, Salta will be in a strong position to woo a hotel operator for the project's 185 suites which range between 34sqm and 82sqm. The immediate area surrounding the Exhibition Street proposal is already a magnet for premium hotel brands; Stamford Plaza, Sheraton Melbourne, Sofitel, Grand Hyatt and a pending NEXT outlet are present.

Incidentally Strachan Lane was subject to a <a href="http://www.heraldsun.com.au/news/victoria/chequerboard-art-in-melbournes-strachan-lane-washed-away/news-story/8807c8fc73d039ab1ef4049b3ddc4013">creative urban art installation</a> earlier this year which riled Council.

Report documents talk of the the "considered placement of openings and fine detailing in the (proposal's) podium facade and the ramp’s internal elevations, this alluring detail and materiality becomes the focus of Chester Lane when experienced from Flinders Lane, enticing passers by to explore further." The design also allows for adjacent properties to be redeveloped in an equitable manner.

City of Melbourne planners have called for further design changes in addition to the slight height decrease. Fenestration to the southern boundary wall above a height of 80 metres has been sought, along with further detail regarding the proposal's ground floor plane.

Broadly, the proposed development exhibits a high quality design, providing a podium that will successfully integrate with the height and detailing of adjacent graded historic buildings in addition to providing a high degree of activation and site permeability. Although Asia One held the site outright initially, scant little has been heard from the developer since the joint venture was announced; perhaps a coincidence but Salta Properties Pty Ltd is the sole entity listed within the report to Council.

Regardless, 57-63 Exhibition Street adds to Salta's pending apartment development pipeline.

Their Park House project at 627 Victoria Street, Abbotsford has seen Icon Co installed as preferred builder, with a start to the 500 plus apartment build imminent. Also on the radar is 695-699 La Trobe Street, a 28 level tower containing rental apartments and hotel suites.

Upon approval, 57-63 Exhibition Street would join 249-261 Queens Parade, Clifton Hill and additional apartment projects within the Salta's Victoria Gardens precinct as future projects.

Property consultants Urbis in their latest Melbourne Apartment Essentials report have provided hard data affirming what many at the coal face of Melbourne's apartment industry have known for some time; apartments have well and truly established themselves in Melbourne middle and outer ring suburbs.

What wasn't known was the degree to which apartment living has taken root in traditionally detached housing areas.

According to Urbis, the March 2017 quarter saw for the first time apartment sales outside the inner city outweigh the more established inner city zone. That is, 58% of apartment sales were registered outside the inner city; a first since Urbis began the Melbourne Apartment Essentials series.

Apartment living is no longer just for CBD dwellers, and precincts like the Inner North, which captured 43% of total inner Melbourne sales, are well set up for apartment living. Add a tightening market for suitable inner city development sites, and the trend of apartments pushing further away from Melbourne's core is expected to continue.

Urbis also cites the shift in buyer preferences as being attributable to push and pull factors. Push factors include a mutually reinforcing market push that nudges purchasers and developers beyond their feasibility thresholds to explore new areas. At the same time, Urbis asserts that pull factors revolve around city-wide urban renewal points such as Sunshine and Monash.

Boosts to transport, planning, and investment around National Employment and Innovation Clusters will invariably pull new residents into these designated development zones.

Image: CBRE</figcaption></figure>Yesterday CBRE announced that M-City in Clayton, an example of a residential project located well beyond the inner city and within a National Employment and Innovation Cluster, had delivered 172 sales over two weekends. The first phase of M-City to go on sale had 175 units in total.

Melbourne Apartment Essentials recorded almost 500 sales from 47 projects in the March 2017 quarter.

Four new projects amounting to 1,471 units launched, whereas the equivalent period last year witnessed 14 developments at 2,878 launch to market. The scaling back of apartment releases is in line with market sentiment, with developers taking a more cautious approach to project releases.

We expect to see fewer project launches which will ensure the market maintains a healthy balance of supply and demand. Of the projects we monitor, 82% of stock has been sold.

At this stage of the market it is not about a large reduction in sales or drop in price, but a change in the type of sales we are seeing and where apartments are selling. After a more subdued quarter in inner Melbourne, we maintain our expectation of a boost in activity prior to the 1 July stamp duty changes.

Urbis quantifies the apartment shift to Melbourne's middle and outer suburbs

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
