Cremorne is enjoying a development spurt as predominantly office-driven applications continue to roll in.

The pocket rocket suburb's development progression has been somewhat foreshadowed by Cremorne2025, the urban design studio which is part of the Department of Architecture (Faculty of Art, Design and Architecture) at Monash University.

Some years ago the creation of Cremorne2025 was designed to allow students to "envision Cremorne in 2025 as a new, lively, mixed-use, dense and sustainable inner suburb of Melbourne."

Prior to outlining of the current developments which are choosing to call Cremorne home, the fundamentals of Cremorne2025 are worth revisiting.

<h2>Cremorne 2025 - a recap</h2>

As part of their overall design vision, the students pursue the activation and occupation of urban space as a central strategy. This approach promotes new ideas for Cremorne and also an understanding of the future of Melbourne in a wider sense.

As a case study the vision and strategies for Cremorne address current and future challenges for the city of Melbourne specifically as well as for growing cities in general.​

The centrally located “forgotten” suburb forms a unique neighbourhood within Melbourne’s fabric, with a great industrial heritage. As an insular enclave, delimited by large infrastructures, it forms an ideal study area, to develop exemplary future oriented strategies for densification, which could later be transferred to other urban situations.

Rather than exploring every strategy and vision of Cremorne2025 for the sake of comparison, a focus on what has been submitted for approval can provide an adequate assessment of Cremorne's push to "activation and occupation of urban space."

As mentioned, office-based applications are leading the charge within Cremorne, adding as much as 85,000sqm to the suburb's stock. Employment provider SEEK has pencilled in Cremorne as its new home and accounts for a sizeable proportion of the 85,000sqm figure, awaiting approval for an atypically shaped 27,000sqm campus-style building. 

The latest of a slew of office proposals to hit advertising is 64 Balmain Street. Alchant Investments Pty Ltd is pushing for approval of a BG Architecture-designed scheme encompassing an NLA of 10,814sqm. The render below demonstrates the scale of the proposal relative to its more modest surrounds, which is typical of the built form change expected within Cremorne.

New projects are also adding to the development queue, such as 2-6 Gwynne Street which seeks the development of a six-storey office building; these projects are on smaller land plots and themselves provide scale and contrast to some of the larger proposals in Cremorne.

Apartments too are present but not as prevalent. Caydon's plans for the Malt District are by far and away the largest in the pipeline, which could see approximately 1,000 new dwellings created on the banks of the Yarra River.

As with any other locale across Melbourne, a more frequent injection of higher density projects will lead to questions about the ability of location-specific infrastructure, transport, green spaces and services to cope with increased demand.

The postcard-sized suburb lends itself to being a pedestrian-friendly area which is well serviced by extensive public transport links. In addition, the already tight road network and limited parking adds extra emphasis on the efficient manner in which public transport services Cremorne.

As Cremorne continues to flourish, the necessity of Richmond Station's long-mooted redevelopment comes into sharper focus. An expanding office-based workforce will only add more demand to existing public transport services.

Is Richmond Station's redevelopment the biggest enabler to Cremorne's success?

Cremorne 2025: proposition to reality?

Developer Ausco Group has taken a 6,600sqm site in Mulgrave to planning with the intent of adding 93 new dwellings to their expanding portfolio.

At 2263-2267 Dandenong Road, the Mulgrave project reinforces the developer's preference for developing sites in Melbourne's South Eastern suburbs. Now utilised as the Enjoy Church (East Campus), dual single story brick buildings over the site would make way for a Cera Stribley-designed apartment and townhouse complex.

Indeed the Dandenong Road application brings together the entities who have both enjoyed a period of sustained growth in recent times.

Submitted to the City of Monash last month, the Mulgrave application's dwelling mix consists 5 three bedroom apartments, 63 two bedroom apartments and 15 one bedroom apartments, plus 4 two bedroom townhouses and 6 three bedroom townhouses.

Cera Stribley's design ethos for the project reads as follows:

Mulgrave represents the firm's seventh listing in the Apartments.com.au Project Database; all in all Ausco Group now has approximately 430 apartments in development in Melbourne's South Eastern suburbs, plus townhouses and detached housing projects.

Ausco Group has also scaled up in size over their most recent projects. <a href="/buildings/the-clarindale-1213-centre-road-oakleigh-south">The Clarinade</a>, <a href="/buildings/collins-bates-19-25-collins-street-chadstone">Collins &amp; Bates</a> and <a href="/new-apartments/cheltenham-place-1234-1236-nepean-highway-cheltenham">1234-1236 Nepean Highway</a> all include at least 100 apartments; Collins &amp; Bates is Ausco Group's most recent release for sale whilst the 11-storey Cheltenham project is still at planning and looms as the developer's new headquarters once it is realised.

AUSCO targets Mulgrave as their latest apartment project hits planning

Melbourne's largest suburban mixed-use project is racking up some noteworthy milestones.

Construction works have begun on the site of <a href="/buildings/m-city-2107-dandenong-road-clayton">M-City</a>, <a href="/developers/saraceno-group">Saraceno Group</a> and Schiavello Group's $1 billion mixed-use development in <a href="/new-apartments/clayton-vic-3168">Clayton</a>. Piling and retention works across the 35,000sqm plot are underway on the corner of Princess Highway and Blackburn Road, signifying the project's transition into reality after being dormant for many years.

The works are a precursor to construction proper which will begin in earnest in the new year. A head contractor has yet to be revealed for the build.

These buildings are above a retail precinct which will be underpinned by a Village cinema complex, Kmart and Woolworths.

This weekend past witnessed the release of M-City's final residential building. Strong uptake of the project's first two residential buildings has prompted the release of the final stage dubbed M-2, which sees 239 additional dwellings offered.

With architecture by <a href="/architects/the-buchan-group">Buchan Group</a>, M-City's first residential tower sold out within 2 weeks of launch whilst the second building racked up 70% sales within 4 weeks. According to the development partnership, less than 5% of the project's 643 apartments have sold internationally.

At capacity, M-City will be able to accommodate 4,000 residents, workers and shoppers.

The deal for what will be known as Mantra M-City consists of a 10-storey hotel encompassing 250 hotel suites and amenities such as conference and meeting facilities plus restaurant and bar spaces. 

Mantra Group will also be responsible for the operation of 180 serviced apartments in studio, one, two and three bedroom configurations in the adjoining building.

With works commencing, much of M-City has a targeted completion date of late-2020.

Melbourne's largest suburban mixed-use development becomes reality

Inner-city development opportunities the size of the Alphington Paper Mill site are not common occurrences. At 16.5 hectares the suburb-sized land parcel corners Heidelberg Road and the Chandler Highway, and fronts Yarra River on its southern boundary.

Developer Glenvill Group has begun the process of redeveloping the massive tract of land which is now dubbed YarraBend, envisaging a mixed-use enclave encompassing medium and high density living, retail, offices, open spaces and community facilities. The process of development will be guided by a site-specific Development Plan which was solidified after more than 18 months of planning.

At the heart of the development plan are key community-based outcomes such as 4.5% of the site being seeded to open space and at least 1,700sqm of space being made available for community facilities.

Len Warson, Chairman and CEO of Glenvill Group spoke to Apartments.com.au this week regarding the merits of the sharing economy model that explores the merits of sharing communal spaces with neighbours.

Approximately a year before the first sod is turned for construction, Glenvill Group has bedded down a wide-ranging amenities plan. Len Warson explains that YarraBend will have the best possible amenities in place for future buyers, likening them to hotel/resort style experience.

"People want convenience, they want to maximise the use of their time" Warson states, asserting that buyers will be provided with a wealth of amenities within YarraBend, allowing residents to enjoy the best of Yarra Bend and surrounding Alphington.

This, in turn, fosters an inclusive, connected and socially adaptive community. Len Warson also believes that dwellings over the site will increase in value due to the mass of amenities on offer.

Len Warson refers to YarraBend as 'Tesla Town' due to its advanced use of technology. A charge point suburb, Glenvill Group has moved to eventually secure a 6 Star Green Star Rating for the suburb, whilst future residents will also be able to utilise a dedicated YarraBend app that will aid in day to day activities within the suburb.

Indeed technology is one of the 'pillars' that YarraBend's amenity is based upon, with other such as health, arts &amp; culture, education and gastronomy taken into consideration.

A shopping centre and 2,000sqm artisan gastronomy precinct are planned, as is an outdoor cinema. It is five level glass pavillion that Len Warson explains will be the design showpiece for YarraBend's amenity credentials. A theatre and sports recreation area are included, as are meeting rooms and  a rooftop bar.

Sold as an entirely retail project in order to attract owner-occupiers, the DKO Architecture-designed building achieved 50% sales in the opening 6-8 weeks of its campaign.

It too will be heavy with amenity and includes a rooftop terrace with pool and heated onsen spa, residents’ lounge with fireplace, private dining room accompanied by a wine cellar and a gym.

Glenvill positions YarraBend as Melbourne's premier amenities-driven development

The University of Melbourne is once more chasing the right to create another significant student housing complex.

Located at 625-631 Swanston Street, the project has been dubbed Lincoln Square South and finds itself in the middle of Melbourne's evolving student precinct centred around Carlton's Swanston Street stretch. Lincoln Square South is the latest development that will help support the 50,000 students that visit the institution's Parkville campus.

Submitted last month, the Hayball-designed 14 level building includes capacity for 656 students.

Carrying a cost of development just shy of $70 million, the project requires demolition of three conjoined sites that house buildings dated from 1922 to 1955. An adjoining historic former warehouse building at 11-13 Lincoln Square will be reworked to become a learning hub.

625-631 Swanston Street's arrival continues to boost the design merits of Swanston Street.

The early 2000s saw a raft of poorly executed student housing projects line the thoroughfare, turning vast stretches of Carlton's Swanston Street into somewhat of a merit free design wasteland, with the Ian Potter Museum of Art being the exception. In recent times though the general quality of projects proposed or delivered in the area has risen markedly.

Piccolo's award-winning Upper House and the RMIT Design Hub began to turn the design tide, with a number of other projects also waiting in the wings.

Should 625-631 Swanston Street gain approval, it would join the Jackson Clements Burrows-designed <a href="/developments/carlton-nsw-2218">558-566 Swanston Street</a> and the at construction <a href="/buildings/599-605-swanston-street-carlton">599-605 Swanston Street</a> in lifting the overall design qualities of the area.

UniMelb adds Swanston Street to their student accommodation portfolio

The tower dubbed 'Sol Invictus' may not have been conquered, but it is for sale.

Long after the initial media blitz extolling the virtues of the tower, going hand in hand with an explanation of its name, the now approved 48 Moray Street has been handed to Colliers. The agent along with ICR Property Group have been tasked with securing a new owner for the 1,173.5sqm site, which was granted approval during July.

At stake is the right to develop 287 apartments and 5 levels of commercial space encompassing approximately 3,000sqm.

Initially submitted at 60 levels, the approved 51 level outcome spans 48 Moray Street and 11-13 Hancock Street; the latter 168sqm site was approved for a super thin residential tower of 33 levels, but those plans have been incorporated into the current scheme.

Referencing the sun god of the Roman Empire, Sol Invictus was billed as Australia's "first substantially off-the-grid, green energy-generating residential tower." 

This was to be achieved by incorporating solar cells in the facade of the tower, thus allowing a greater area to capture the sun's rays. Rooftop wind turbines and a battery storage system were also envisaged in the initial design for the tower.

A handful of major Southbank development sites have been listed and have subsequently languished, as prospective buyers have been difficult to secure. 127-129 Kavanagh Street and 38 Freshwater Place are the two most noteworthy examples, having approvals in place for a combined 1,000 plus apartments, and having been offered for sale for some months.

296-306 City Road and 292 City Road have suffered the same fate; they are though non permitted sites.

58 Southbank Boulevard shapes as the current exception to the sluggish Southbank market. With its sales campaign closed, no word has yet filtered through on the site's fate.

The 'Unconquered Sun' of Southbank goes up for sale

Apartments.com.au's Project Database is keeping tabs on close to 1.3 million square metres of office space at various stages of development across Melbourne. It is a phenomenal figure which shows just how bullish the office sector is across this city.

The aggregation of all developments followed by Apartments.com.au which contains dedicated office space was prompted by the addition of the latest major planning application to the database - Newmark Capital's <a href="/new-apartments/500-chapel-street-south-yarra">500 Chapel Street</a> - which came to light earlier this month. The total figure included mixed-use and dedicated office projects.

Of course, the headline number is by no means absolute but does take into account 94 separate developments across Melbourne.

Of course, Melbourne's CBD maintains the largest concentration of office space across the city, at approximately 4.7 million square metres. The current level of office-based development within the CBD stands at just under 10% of the total CBD figure, alluding to the heightened number of large-scale projects which have begun construction.

405 Bourke Street, Collins Arch, 477 Collins Street and 80 Collins Street are all subject to works, with the smallest of these adding 45,000 square metres of space.

Apartments.com.au is tracking 21 separate projects across the municipality that amount to 182,361 square metres in development.

The actual number is likely to be higher as a number of planning applications have yet to make it to the public sphere.

Further afield and Newmark Capital's 500 Chapel Street is shaded by Frasers Property's 254-294 Wellington Road as suburban Melbourne's largest office development in the making; the Mulgrave project encompasses 60,583 square metres.

Urban.com.au is tracking 1.3 million square metres of office space in development

409 St Kilda Road is being positioned as Melbourne's most elite address. 

In a recent media blitz, Devitt Property Group unveiled their intentions for the prime site which currently houses an exhausted-looking 14 level office building. In its place will rise a similarly-sized residential building that Devitt Property Group expect will become Melbourne's most prestigious address on Melbourne's most recognisable boulevard.

Kane Devitt of Devitt Property Group spoke with Apartments.com.au, providing further detail on the project which has been christened The Muse.

UM: Can you go into the rationale behind the choice of Bruce Henderson Architects as design lead for the project, and the design of the building itself?

KD: Bruce Henderson Architects are one of Melbourne’s top-tier architecture practices, and a group we have a strong working relationship with. In addition to their track record of delivering luxury apartment projects, they have a unique insight into our key target market, having designed some of Melbourne’s largest and most expensive homes.

They understand where these buyers are coming from, and consequently what their expectations are. The buyers we are targeting are uncompromising, they expect the very best, which is what we will be delivering.

We couldn’t be more pleased with the design of the building. The architecture of The Muse is both elegant and respectful of its site on St Kilda Road. It will become one of Melbourne’s preeminent pieces of architecture.

The front row of the building is not facetted, but curved glass to maximize the view from the interior and also reinforce the elegant feminine design throughout. It’s also designed to disappear within the Shrine of Remembrance vista from the CBD, reintroducing this concept for St Kilda Road.

UM: With so many high-end projects currently offering large apartments for sale, how will the development team discern The Muse from the pack?

KD: Yes, the luxury end of the property market is truly thriving not just in Melbourne but throughout Australia. While there are ample luxury developments in progress in the Melbourne market, we have gone a lot further with The Muse.

UM: Having considered the higher density 200-apartment option versus the luxury 47-apartment intended outcome, which had the higher degree of development risk from Devitt Property Group’s perspective?

KD: There is, of course, an element of risk with any project, but from our perspective, this is a project that we have been in planning for 15 years and is a passion project not just for us, but the whole team.

We have a unique insight in the prime apartment market in Melbourne, and we know that this project fills a void in the Melbourne apartment market as an exclusive, prime offering. There is nothing else out there that can compare on this front, so we are confident moving into launch phase.

We have had many enquiries from people in other buildings in Melbourne who are tired of stepping into their lift with strangers. They do not want to own a luxury home on top of a building full of tenants, they want to be part of an exclusive community of like-minded owners.

UM: Assuming planning for the project goes as expected, when will The Muse be released for sale, and is there a construction start date in mind?

KD: Construction is planned to begin in 2018 and completion 2020. We plan to launch to a VVIP audience in early 2018, with construction of our amazing display suite already underway.

Devitt takes aim at the pinnacle of Melbourne's luxury apartment market

Developers continue to stake their claim in Fishermans Bend, as the State Government prepares to release the draft Fishermans Bend Framework which will outline the future composition of the massive urban renewal area.

CostaFox Developments has entered Fishermans Bend at an interesting juncture, lodging an application for a prime Dockland site in the shadows of the State Government announcement. Sited behind Yarra's Edge's low-rise townhouse enclave, CostaFox's 111 Lorimer Street is a 4,109sqm plot on the northern border of Fishermans Bend.

Fishermans Bend's development lull was snapped last week, as <a href="/news/fishermans-bends-development-scene-rumbles-back-to-life">news on three major projects broke</a>.

Provisional plans include 396 apartments and 3,841sqm of retail and commercial space, with the latter spread over two dedicated levels. Across the scheme, a further 3,390sqm is dedicated to residential amenities. 

Rothelowman have designed the 40-storey scheme which includes 1, 2, 3 &amp; 4 bedroom apartments. CostaFox adding a proportionately high number of larger apartments which is expected to reflect the project's targeted buyer demographic.

The relatively new South Yarra-based property outfit is the coming together of Michael Fox and Robert Costa.

Under the guise of Little Projects, Michael Fox has experience within Fishermans Bend, guiding nearby <a href="/developments/docklands-vic-3008">85 Lorimer Street</a> through the approvals process, consequently securing the right to develop 940 apartments across dual towers.

Rothelowman on the other hand can notch another major project up within Fishermans Bend, although none have yet to reach construction.

Developer Australia Ruiyi has the Rothelowman-designed <a href="/buildings/south-15-thistlethwaite-street-south-melbourne">South</a> at sales, whilst another approved design at <a href="/new-apartments/60-82-johnson-street-south-melbourne">60-82 Johnson Street</a> is controlled by local developer Salvo Property Group.

CostaFox tackles Fishermans Bend with new proposal

Crema Group is the driving force behind the purchase of 8 Palmerston Crescent, South Melbourne which was successfully sold by Colliers earlier this year. Perhaps better known as home to Pink Palace, the 908sqm island site has gone to planning with the expectation of another high-rise for this burgeoning pocket of South Melbourne.

Bids for the site closed during March, having been offered for sale for the first time in 30 years. Reportedly sold for approximately $15 million, Crema Group is spearheading redevelopment efforts for the site under entity Palmerston Crescent Development Pty Ltd.

Designed by Elenberg Fraser, plans for the mixed-use tower were lodged with City of Port Phillip during July.

433sqm across the ground floor is committed to food and drink premises, whilst the tower's podium is dedicated to 3,300sqm of office space and amenities. Thereafter 44 apartments are split between 36 two-bedroom apartments, 6 three-bedrooms apartments and dual penthouses; both span 236sqm.

The design's excessive level of amenity versus the limited number of larger apartments (internals floorplans begin at 118sqm) hints at the project being positioned for owner-occupiers. Recent projects such as GURNER's Albert Place Residences nearby found immediate sales success, particularly with downsizers. Incidentally Elenberg Fraser was also the design lead behind that project.

For Crema Group, 8 Palmerston Crescent shapes as the next step in meeting Melbourne's heightened desire for oversized apartments. The developer/builder is currently building a luxury end-to-end development dubbed Derby Place in Kew.

<h2>Elenberg Fraser dominance</h2>

Whilst Crema Group pushes into South Melbourne, architect Elenberg Fraser is right at home in the precinct. According to the Apartments.com.au Project Database, the design practice currently has five additional projects in development in close proximity of 8 Palmerston Crescent.

Crema Group sizes up another tower for South Melbourne

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
