There is a growing disparity in financial comfort between households described as ‘asset-rich’ and other households, particularly between age groups, according to ME Bank’s latest biannual Household Financial Comfort survey conducted in June.
ME Bank’s consulting economist, Jeff Oughton, noted that the survey sees this distance between the two groups growing due to a rise in property prices.
“Asset-rich households (including self-funded retirees and home owners) have benefited from a sustained rise in global and local equity prices as well as significant gains in residential prices, especially in Sydney, Melbourne and Perth,” said Oughton.
“In contrast, limited household income gains and rising concerns about cash savings among most other households have seen their financial comfort falling,” he said.
Those aged 65 plus saw their financial comfort increase by 9% over the six months to June to the highest number since the survey began, according to the survey, while all other life stage groups fell significantly. In particular, Gen X fell by 4% to its lowest level since the survey commenced.
Looking at households, retirees were the most comfortable. Self-funded retirees' financial comfort was up 8%, while government-funded retirees fell 15%.
All other main household groups’ comfort fell in the six month period.
In total, 54% of households reported being unable to save each month, the highest in three years, with overall financial comfort falling 3%. This is reversing the gains recorded in 2013.
Those breaking even numbered 42%, while 12% were drawing on savings, loans or home equity to get by.
Financial comfort is expected to drop even further over the next 12 months.
“Household income has been negatively impacted by relatively low average wage growth, moderate job gains, rising unemployment and corresponding falls in job security over the period, as well as an anticipated tightening in government income assistance and tax benefits announced in the Federal Budget,” said Oughton.
“About the same proportion of Australians (30%) reported income gains as income falls during 2013/14, compared with the corresponding outcomes of 39% and 28% respectively during the previous financial year.”
In New South Wales and Western Australia, comfort fell by 5%. In Victoria, a 2% drop was seen, while South Australia fell by 6%. Queensland remained unchanged, and Tasmania rose 10%, while the ACT fell by over a third. ME Bank notes that these smaller sample sizes make for more volatile results.

Growing wealth inequality in Australia fuelled by rising property prices: ME Bank

A new Australian website calling itself the ‘Pinterest of Property’ has launched, looking to connect home owners with real estate agents and vendors.
Similar to Pinterest, the <a href="https://propterest.com.au/" target="_blank">PropTerest site</a> looks to change the way people browse the property market by allowing users to collect and share images of properties they love.
Citing new Google research showing that 90% of buyers begin their search online, Doreen C, marketing manager for PropTerest, noted that their goal is to connect Australians through a mutual interest in property.
They noted that the site can be used to plan a purchase, check market value, get renovation inspiration or find buyers and sellers.
“With new pins added every week, PropTerest is the go-to site for a comprehensive collection of up to date property listings. What we most love about the site is it’s not just limited to buyers and sellers,” she said.

The site’s focus on imagery reflects a similar ideology to that of new listings site Homely.com but allows a higher level social experience.

The site’s description notes that it will take away the requirement of multiple visits to individual agent websites.
Signing in with Twitter, Property Observer found the site fun, if a little overwhelming.
Featured pins, and a Power User package appear to be how agents may make the most of the portal. The Power users see their pins displayed after featured pins, and they will be automatically followed by each newly registered user.
The site allows commercial property listings as well.
At present, there is no option to filter by number of rooms or bathrooms.

New listings site aiming to become the Pinterest of property

REIWA is seeking to speed up commission payments paid to Western Australian real estate agents selling off the plan properties.
REIWA recently announced that they are lobbying the government to allow agents selling this stock to receive their commissions closer to the point of contract, rather than after the settlement period – which they note is lengthy.
“The commission process for dealing with pre-sales in the multi-residential market is often frustrating,” they noted in a recent email to members.
“Having to wait for months to be properly remunerated for your work is inconvenient and can hamper your business.”
They noted that in Perth, and some regional areas, they’re going through a strong growth period with units and apartments and said that it is “high time the government reviewed this commission anomaly and updated it to reflect contemporary conditions”.
Property Observer understands that there are no specifics around how this would work as of yet and the process is still in the exploratory stage. However, REIWA are planning to meet with the Minister soon.

REIWA pushing to speed up off the plan sales commissions

Real estate agents cannot conduct open for inspections in a rental property without the consent of the tenant, a new Victorian Civil and Administrative Tribunal (VCAT) order has confirmed.
The decision was made after an unnamed tenant did not consent to open for inspections of their rental home being sold for fear of security and privacy.
VCAT has confirmed the view held by the Tenants Union of Victoria (TUV) that tenants being forced to endure open for inspections is not legal under the requirement for tenants to have ‘quiet enjoyment’ of their rental home, explained TUV’s policy and liaison officer James Bennett.
“Having dozens of strangers looking through your home without your consent can be a massive infringement of privacy, security and quiet enjoyment,” he said.
“VCAT has clarified that only genuine prospective buyers can be shown a property by appointment – not just anyone who is wandering past and wants to stickybeak, check for valuables or assess the security system.”
Bennett noted that the decision does not prevent rentals from being marketed, inspected and sold, simply clarifies tenants’ rights.
Inspections by appointment are still allowed.

VCAT orders agents not to conduct opens without tenant consent

While those keen on property are no doubt familiar with auctions, that is public auctions, properties offered "by tender" (increasingly used as interchangeable with the term silent auction) are a different kettle of fish.
Selling a property “by tender” looks to get buyers making closed bids without the knowledge of what other buyers may be offering, hence the 'silent auction' terminology.
In essence, the agent is looking to get each buyers’ best hand on the table first off the bat.
What is it?
Buyers are often provided a tender registration form that registers their interest, or asked to submit a bid straight away. “Bids” are told to be made by a specified time and date, and are made in writing in formal offers.
At this point, the seller looks at the bids. They then may take them back to the bidders and invite them to either confirm their bid or increase their offer, and the seller is at no obligation to sell.
Bell Real Estate says that it benefits the vendor for the following reasons:

<li>Significantly raises the profile of your home through a carefully targeted, intensive advertising campaign. 
</li>
<li>Places a time limit on buyers, encouraging them to make their highest offer. 
</li>
<li>Creates a similar amount of competition for the property, yet removes the perceived stress that is often associated with auctions. 
</li>
<li>Provides a more appealing alternative to buyers, as they don't feel they have to compete in public at an auction.</li>
</ol>
Often, prospective buyers are called before a planned public auction and told that the vendor may be willing to sell prior to the day to the best offer. This is another form of silent auction.
However, some have argued that it puts buyers on the back foot. Encouraged to put their best bid in first, it stops them from knowing what others are willing to pay – which is, of course, more obvious at a public auction where you bid until someone stops. It may also mean that a buyer who is wary about putting in their highest offer first does not do so – and then misses out if the vendor decides they are happy with a bid put in within the first round.
Unlike an auction, however, buyers can put conditions around their offer and there may be a cooling off period attached – you can, therefore, negotiate with your conditions. You will need your legal representative to write up your offer and there may be a required deposit.
Sellers are unable to accept other offers prior to the specified deadline.
RealestateVIEW explains that this sale process is actually very formal and complex – so often reserved for premium properties in the residential sector.

What is 'by tender’ (silent auctions)? Investment terms explained

The Planning and Development Bill and the Planning and Environment Court Bill have been drafted to encourage development and simplify planning in Queensland, according to Deputy Premier and Minister for State Development, Infrastructure and Planning Jeff Seeney.
Seeney said that Queensland, at present, has one of the most over-regulated planning systems in Australia.
“Councils and developers have had to navigate this complicated often contradictory legislative framework when trying to prepare planning schemes or deliver developments,” he said.
“The Planning and Development Bill and Planning and Environment Court Bill are proposed to replace the Sustainable Planning Act 2009 and will result in a simplified planning process for councils and developers, saving them time and money.”
In consultation with the planning community over the past 12 months, the Department of State Development, Infrastructure and Planning had worked on the legislative reforms that are looking to be introduced late-2014.

A-Z: The Tasmanian suburbs with median house prices under $180,000

The June Quarter Property Report from the Real Estate Institute of Tasmania has recorded the highest number of house sales for a quarter in four years – that is, since the 2010 June quarter. It was also the strongest month since June 2009.
A 5.7% increase across the state was recorded, up 10.1% for the year, explained REIT president Adrian Kelly.
“Breaking these figures into regions, we see Hobart experienced a 23% increase, Launceston a 14.4% increase, while the North West Centres eased back for the quarter – down 4.8% on the previous quarter, but up 4.4% on the same time last year," said Kelly.
“Interestingly, Outer Hobart house sales increased by 53.8% for the quarter and 52.4% on the same time last year."
There was a decreased median days on market - dropping by eight days to 62 across Tasmania, and the median house price was recorded as being up 2% to $311,000 for the quarter.

First home buyers recorded 17% of all house sales across the quarter, however Kelly expects a drop for the next quarter.
“Second home buyers continue to hold over half the market, accounting for 52% of house sales and a median house price of $338,120," he said.
“The report also revealed interstate and overseas buyers were down slightly to sit at 15% for the quarter.”

Tasmania records strongest sales month in half a decade: REIT

Across the country, numerous changes have been made to first home buyer grants (FHOG) and eligibility requirements.
There are, however several common eligibility factors that are a constant across the country.
If you have previously owned a home this could impact upon the chance of your application being successful. However, some states allow previous ownership of investment properties, if they were purchased between certain years.
Usually, if you have a spouse or a de facto partner who already owns a property, you will be ineligible for the FHOG. For de facto couples, residency is required for at least one person.
Occupation of the property purchased using the grant is also required for a set amount of time, during the first 12 months of ownership.
You will also need to fill out the application form in a timely manner after purchase. Check whether your respective government uses the settlement date or the contract date as their key marker when assessing applications.  If you are intending to buy in a location that will be affected by an upcoming change to the grant this is even more crucial.
Those who fail to fulfil the occupation requirements will be required to refund the money received and may also find themselves financially penalised.

Here are the grants current accessible by first time buyers, as per information available from the respective Office of State Revenues and Treasuries. Australian Capital Territory
First home buyers in the ACT can receive $12,500.
This is only available for "new" or "substantially renovated" property worth $750,000 or less.
New or substantially renovated properties include:
<ul>
<li>A home that has not been previously occupied or sold as a place of residence; or</li>
<li>A substantially renovated home that, as renovated, has not been previously occupied or sold as a place of residence; or</li>
<li>A property which is subject to an "off the plan" purchase agreement.</li>
</ul>
There is no grant available for purchasing established houses.
As a condition of the FHOG, buyers will need to occupy the property for 12 months upon completion of the dwelling.
To claim the grant, you will need to apply in a one year time period starting from either the settlement or date of issue of the Certificate of Occupancy.
Owner builders can only lodge after the home has been completed.
Payment of the grant is usually then made within 10 days of lodgement.
First home owners who fulfil the requirements for the grant may also have the opportunity to defer their stamp duty.
New South Wales
First home buyers in NSW can receive $15,000. From 1 January 2016 this will be reduced to $10,000.
This is only available for to buy a new home or to build your own new home. The property is required to be worth $750,000 or less.
Properties that are applicable include:
<ul>
<li>A home that has not been previously occupied, including occupation by the builder, a tenant or other occupant;</li>
<li>A home that has not been previously sold as a residence. Where the home is being purchased, it must be the first sale of that home;</li>
<li>A home that has been substantially renovated and a home built to replace demolished premises.</li>
</ul>
There is no grant available for purchasing established houses.
As a condition of the FHOG, buyers will need to occupy the property for a six month continuous period, within 12 months of completion.
Duty exemptions are available when purchasing new properties valued up to $550,000 and concessions exists for those from $550,000 to $750,000.
Those buying vacant land will pay incur no duty on vacant land valued up to $350,000 and concessions exists  for properties valued between $350,000 to $450,000.
To be eligible, you must not have owned and occupied (for more than six months) a home in Australia after 1 July 2000 and you cannot have owned a property before this time.

Northern Territory
First home buyers in the Northern Territory can get up to $26,000 towards their first purchase, with established first time buyers not left out of the picture either.
But from 1 January 2015, the First Home Owners Grant will be redirected solely to first home buyers looking to buy or build a new home.
Currently, as of 13 May 2014, there exists a transaction eligibility threshold (in plain English, this essentially means that the property can only be worth up to a certain amount) for established properties of $600,000. Prior to this time, both new and established properties were given a limit for grant eligibility.
An established home is one that has been "previously sold or occupied, and is lawfully fit for occupation."
A new home is considered one that has never previously been lived in or sold as a place of residence.
However: "To prevent anomalies, a discretion applies in limited circumstances to declare a home that has been previously sold, but not occupied, to be a new home."
From 13 May 2014 to 31 December 2014, a new home can bring in $26,000. Meanwhile, an established property in an urban area will be provided $12,000, and everywhere else will be given $25,000. The only material difference in grant money compared to 4 December 2012 - 12 May 2014 is an extra $1,000 for new homes (and threshold changes). An "urban area" means land that sits within the Darwin, Palmerston or Litchfield municipalities. It also covers Wagait Shire, the Darwin Waterfront Precinct, the "prescribed area" for the Darwin Rates Act and other areas potentially proscribed by regulation.
Since December 4, 2012, there has been no stamp duty concession for first timers.
Queensland
Queensland first time buyers can get themselves $15,000 when purchasing a new home. Unfortunately, nothing remains for first time buyers who are purchasing established properties.
Their Great Start Grant, previously being known as the First Home Owner Construction Grant, has been available for those buying new (or substantially renovated properties) since 12 September 2012.
If you previously held any interest in residential properties before 1 July 2000, even if it was an investment property, you're not eligible. Those who have had a property since - but used it solely for investment purposes and did not live in it - may be eligible. You'll need to give them tax return details, tenancy agreements and current electricity and phone accounts.
Grant applications are processed within 10 days of receiving the information.
Those looking to get the grant then must move into the property within one year of completion, and live there for six continuous months.
South Australia
South Australian first time buyers are currently eligible for a FHOG on new homes and established homes - however, since 30 June 2014 the grant hasn't been available for established properties.
The property value must not exceed $575,000.
For those buying a new home, a $15,000 grant has been available since 1 January 2014.
If you previously held any interest in residential property before 1 July 2000, even if it was an investment property, you're not eligible. Those who have had a property since - but used it solely for investment purposes and did not live in it - may be eligible. You'll need to give them tax return details, tenancy agreements and current electricity and phone accounts.
After the property is built, you must then live in the property for six months commencing within 12 months of completion.
Off-the-plan properties may also be eligible for a stamp duty concession for a new apartment or substantially refurbished apartment. A full concession was available for properties from 31 May 2012 to 30 June 2014, capped at the stamp duty payable on a $500,000 apartment (or $21,330). A partial concession now applies, from 1 July 2014 to 30 June 2016.
The concession does, however, apply to specific areas as outlined on the Revenue SA site and associated maps.

Tasmania
Currently, established and new properties can receive a benefit for first time buyers, with up to $30,000 available. As in many other states and territories, this was altered from 1 July 2014, and saw established home buyers lose some benefit. Established property buyers can currently get themselves $7,000.
For new properties, the First Home Builder Boost has increased since 7 November 2013 from $8,000 to $23,000, and applies until 31 December 2014. Those eligible for this would also be eligible for the $7,000 FHOG, bringing their total payment to $30,000.
To be eligible, you must not have owned and occupied (for more than six months) a home in Australia after 1 July 2000, and you cannot have owned a property before this time.
When you get the FHOG, you need to live in the property for a continuous six months within 12 months of the data that the certificate of occupancy is issued.
Victoria
Only new properties get first time buyers a grant in Victoria, as of 1 July 2013. A payment of $10,000 is available.
It is only available for properties that do not exceed $750,000 in value, apartment from properties on primary production land.
You must live in the property for 12 months continuously, within 12 months of settlement.
The reduction in duty is becoming increasingly attractive - initially, 20% was reduced on 1 July 2011, followed by 10% on 1 January 2013, 10% on 1 July 2013 and an upcoming 10% on 1 September 2014.
Western Australia
A $10,000 grant for first time buyers purchasing or building a new home has been available since September 2013. Those looking to buy an established property may be eligible for a $3,000 grant.
A cap to first home owner grants was introduced in early 2010. To be eligible for a grant, your home must cost less than $750,000, though this threshold increases to $1,000,000 if your home is located north of the 26th parallel. You can't receive a grant if you owned a residential property after 1 July 2000 and occupied it at all prior to 1 July 2004, or more than six continuous months after 1 July 2004. You must live in the property you're intending to buy with your grant for a continuous six months within 12 months of completion.
The Home Buyers Assistance Account, which can provide $2,000 in help, is an extra benefit for West Australian first timers. This $2,000 comes from interest paid on real estate agents' trust accounts. Essentially there for 'extra' fees around buying, like solicitor and valuation fees, you can only use it for properties costing $400,000 or less. Your purchase must be a established or partially-built home and you must live in the home for the first 12 months. You must purchase the property through a licensed real estate agent, have the loan financed through a lending institution. To be eligible it must also be your first property purchase in Australia.
First home owners also receive a discounted stamp duty rate. Established homes must not be worth more than $530,000 (as of July - this was previously $600,000) to receive the discount. No duty is payable up to $430,000 value (previously $500,000). Above that threshold, $19.19 per $100 is payable (previously $22.51). For vacant land, no duty is payable up to $300,000, and after this $13.01 per subsequent $100 is payable. For vacant land, you will need to pay this upfront and then retrieve a refund on receipt of the FHOG - once you have completed the build. The land cannot be worth more than $400,000.

What grants are available for first time buyers? A state by state guide

Much of the money in property is made on the "way in" to the deal - in other words, when you purchase.
Buying a property for a discount provides a buffer should you be required to sell in the future. Knowing how to negotiate carefully with the real estate agent or vendor so that you can secure yourself the best deal is important.
As a first time buyer you're likely inexperienced with property negotiation - so it makes sense to consider a buyer's advocate, or buyer's agent, for this step. If that's something you're keen on, you can <a href="/expert-insights/buying/select-your-buyers-agent-wisely-what-you-need-to-consider">read our guide here on choosing one</a>. If, however, you are not electing to use an expert for this stage then you need to arm yourself with as much information as possible.
Many experts will explain that it's largely about coming up with your "ending" figure, or the amount you are willing to pay, and then working from a "starting" figure to this point.
For instance, if you are buying a property that you want to spend $700,000 on, and the vendor is asking $720,000, it might just be worth offering $680,000 and staggering upwards. Starting low will also ensure that the expectations of the vendor, particularly in a soft market, are brought down to the level where you want them to be.
Here are seven steps to get you started:

Know your market inside out If you don't know what the property is worth, you run the risk of overpaying from the get go. If you don't know whether the market is hot and demand is going crazy for the type of home you are looking at, you run the risk of irritating a vendor who will just go to the next buyer. Make sure you negotiate harder in softer markets where buyer interest is at a low, rather than playing hard ball in hot and fast moving areas where you'll be wanting to be just as quick with offers. Be realistic about the market. You may want to have a look at statistics such as vendor discounting and days on market to get an idea of what type of an area you are buying into. Don't leave yourself in an uncomfortable spot while negotiating due to a lack of preparation. You can also use this to your advantage - by telling the real estate agent that finance will only allow you to borrow up to a certain amount, they are less likely to push you to prices you do not want to go to (remember that you do not have to tell them your true borrowing capacity). Don't put all your cards on the table If you're willing to go a little higher, but have a feeling the vendor is close to breaking point, then make sure you don't give any further suggestion to the real estate agent that you'd be willing to spend that extra $20,000 or so.  You may also want to push the "This is as much as I can possibly spend" line, as well as falling back to the finance suggestion above. A good example of this was from an auction attended by Property Observer where we see the buyers play pretty hard to not increase their offer by saying "this is our final amount". Note how skilfully the agent coaxes them into revealing their hand, and how he presents the vendors thoughts in a positive way. Befriending silence and not rushing to fill it can be an important skill that you'll want to make the most of as well - do not be coaxed into letting yourself reveal important details.

Do not assume that price is everything to everyone You might be able to knock down the price by offering different terms and conditions. Desperate vendors might be willing to take a lower amount provided they can have a longer or shorter settlement or similar. Find out what is important to the vendor - and find out as much about them as possible. Sometimes Googling or doing an RP Data search on the property can be revealing. However, remember that just because the property has been on the market for a long time, it doesn't necessarily mean that the vendor is desperate - sometimes the exact opposite can apply. For instance, you may provide their asking price but with strict terms and conditions favourable to you, while offering less for the settlement period that they want.

Provide reasons for lower offers If you think that you can offer less than a property is expected to sell for and get a positive response, you'd be wrong. Sometimes justification is a powerful thing. Use comparables that you think fit your case better than those presented by the agent (which are almost guaranteed to be comparables in the favour of the vendor). Remember to use your handy building and pest inspection, anything that needs to be fixed can arguably come off of the price you pay. For instance, wHeregroup's Todd Hunter has told Property Observer that he uses details such as gardening that needs to be done, taps that need to be fixed and similar to present his case for a discount or to get the property in a better condition when he does purchase.

Put time limits on your offers This can make you seem serious about the offer, and also means they are encouraged to make a decision as soon as possible. 48 hours would be a good starting point. Add a cheque to the offer - show them that they can easily have the property sold with the simple act of accepting. Time your offers carefully and use the response from the real estate agent as a guideline on how to act next. If the agent isn't chasing you for the next offer, then you may need to face the consideration that there are potentially other buyers willing to pay more. You might want to play this same approach and ensure you have other properties of interest to you.

Have the team behind you to act fast If another offer falls through and they come to you with a time limit themselves, you'll want to have a solicitor and a team who can turnaround the paperwork as quickly as possible. Cultivate your investment network so you can act as quickly as possible. This will also enable you to put the first offer onto a lot of properties. As a first time buyer, you'll want to be looking towards referrals from trusted friends and family to start building your team. Seven negotiating tips and tricks for first timers

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The report identified the key issues and concerns raised by neighbouring residents and other stakeholders, allowing those matters to be considered and incorporated into the design where appropriate.

He said the delivery of additional housing would also play an important role in supporting the revitalisation of Norton Street and the Italian Forum.

“By increasing the local residential population, the development is expected to strengthen demand for local businesses, encourage further investment, and help restore the vibrancy that made the precinct a thriving destination in the early 2000s.”

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."
