The underlying demand for office markets fell in August 2014 to just 125,000 square metres nationally, according to BIS Shrapnel’s latest statistics.
The decline that had been expected by BIS Shrapnel has seen underlying demand remain modest in recent quarters and far below the long-term average.
The 10-year average demand is 660,000 square metres.

Net absorption may, however, improve, according to senior project manager Maria Lee.
“Underlying demand is usually a lead indicator of net absorption (the change in occupied floorspace from one period to the next). We haven’t yet seen the improvement in underlying demand after the slump in 2013 fully feed through to net absorption. As such, we should see net absorption move back into positive territory by the end of 2014,” said Lee.
She noted that underlying demand is expected to pick up in the November 2014 quarter as the November 2013 data drops out of the calculation.
Employment, obviously a key data set for individual industry areas, has seen property and business services rebounding, a decline in public administration and safety, and stability in the financial and investment services sector.

Demand for office space falls across August: BIS Shrapnel

The Real Estate Institute of Western Australia (REIWA) have recorded a small uptick over September in the median house price, despite a softening sales volumes.
The new $544,000 median, up 1% in the three months to September, is largely due to first home buyers holding out of market, according to REIWA’s president David Airey.
He noted that a compositional shift in sales had occurred, with an increase in turnover closer to the CBD and weakness in the outer suburbs.
“This may be a result of the numbers of first home buyers slipping away,” he said.
Notably, September is usually a seasonally slow sales month.
“Although there was a pick-up in sales at the end of September, numbers overall for the September quarter were down by 7% on the June quarter and down 15% on the same time last year,” he said.
“Despite some modest monthly variations, there has been very little movement in the Perth median house price between recent quarters, with Landgate data, for example, indicating a revised median for the June quarter of around $541,000.”
Western and eastern parts of the City of Stirling, as well as Fremantle, Vincent and Melville all saw sales pick ups.
Weaker sales were recorded in Joondalup and Belmont.
Rents were recorded as dropping since June, despite the overall metropolitan rent remaining at $450 per week at present. This is $10 down on houses from three months ago, with units and villas $15 down to $430.
There were 150 fewer rentals recorded over September than the month prior for Perth, but it maintains a 4% vacancy rate.

Perth price uptick a “compositional shift” due to lack of FHBs: REIWA

While it seems that the national growth rate has moderated somewhat, a number of capitals are still recording solid growth figures.
However, the month of September was largely flat across the board, according to RP Data. Over the three months to September 2014, Sydney remained the stand out, recording 4.1% price growth, while Hobart dropped by 1.0%.
RP Data national research director Tim Lawless said that September’s overall growth across Australia, at 2.9%, was indeed driven by Sydney and Melbourne. Melbourne recorded 3.7% growth, while Adelaide also saw a strong uptick of 3.1%.
"The annual rate of appreciation in dwelling values has actually been moderating since reaching a peak in April this year," said Lawless.
"The fact that the annual trend of capital growth has been trending lower is an important factor to note as it highlights that the rate of capital gain is no longer accelerating," he said.
He did not that housing market conditions remain buoyant, but said that the 12 month trend is drifting lower since an 11.5% peak in April. 
"A moderating annual trend, as well as the relatively flat September result, is likely to be welcome news to policy makers and potential buyers after the winter months recorded the largest capital gain since 2007.
"The softer September result is also likely to be seen as a positive indicator by the Reserve Bank which has recently raised concerns about the level of value growth and speculative investing in the Sydney and Melbourne housing markets," Lawless said.

Capital gain no longer accelerating, slowdown will be welcomed by policy makers: RP Data’s latest statistics

With interest rates low and property prices high, particularly in Sydney and Melbourne, Residex’s John Edwards has warned property purchasers to be diligent about overpaying.
He noted that while interest rate increases will only cause problems to a limited extent for investors, due to tax deductibility of the interest, home buyers will be impacted more.
“Will there be people who are going to get into trouble as a consequence of the current high house price growth cycle and the low interest rates?
“Yes, there are always people who over leverage and have changes in personal circumstance which cause issues,” he said.
He said it’s crucial to recognise that house price growth is, indeed, slowing.
“It is easy to overpay for a property at this point in time, and over payment will not be covered by increasing property values over the balance of this growth cycle,” he said.
His word of warning to those tempted to stretch to borrow more than they can justify to themselves is simple. Don’t.
“This is not the time to do that. Buy a lower cost investment property and avoid the stress,” he said.

Peter Fraser from Brisbane Business Finance noted that residential investment in SMSF isn't usually the best anyway, and is often a decision by the beneficiary for a retirement house, not for growth.
David expects it to play out before the end of 2017.

Rental changes have been introduced in Tasmania, commencing today, with more potentially to come down the track.
The changes are set to introduce the country's first minimum standards for rentals, and other state and territory tenants’ unions are pushing for similar standards to be implemented elsewhere.
In Tasmania, rent can now only be increased every 12 months, where previously it could be done so every six months.
Rental properties are now required to be advertised and offered at a fixed price, with “Rent bidding and price bands for rent are no longer allowed.”
The new introduced changes to Residential Tenancy Law include some differences in notice periods, changes to the Residential Tenancy Commissioner’s role, minimum standards for premises, clarification about definitions and several provisions that are social housing specific. 
This now applies to all agreements with tenants signed from today and onwards. Those who signed prior to today will not see the changes apply until the next lease agreement is signed.
However, two changes apply to everyone – a provision allowing the changing of locks and devices where the tenant is the subject of a family violence order, and a provision stating that tenancy ceases on the death of the tenant.
Notes indicate that several minor changes relating to minimum standards and photographs will be put to Parliament before 2015.
The Residential Tenancy Commissioner now handles cases in which the tenant believes a rent increase has been excessive.
The changes also include clarification that owners should repair or replace tap washers, light globes and light tubes that are reasonably inaccessible, while tenants should replace light globes that are accessible.

Tasmania’s rental changes begin, rent increases limited to once every 12 months

Vendor discounting figures are regularly collected by research house SQM Research. Now, they’ve compiled the 10 most discounted individual properties in Western Australia.
They note that Western Australia is a locality that has undergone substantial change in recent years for residential property, with the mining boom and subsequent downturn.
“Many of the properties we see below can be easily recognized from our national top ten most discounted properties, as over the past few months, Perth properties (and other properties from Western Australia) have made up the bulk of the list,” their research notes.
Just one of the homes on SQM Research’s Western Australian list had an initial asking price below $1 million, which is certainly not the norm for discounted properties across the country. After discounting, just two dropped of the Western Australian properties dropped below the seven figure mark.
Across the entire list, two were from South Perth, with the top two in Carabooda.

The top 10 most discounted properties in Western Australia: SQM Research

Residex’s John Edwards has called the substantial growth in Melbourne over August a “one off”, with a slower pace to mark the way forward.
He noted that Melbourne’s property market often appears more volatile than others across Australia.
“We suspect this is a function of the selling process, which is predominately auction driven,” Edwards noted.
Melbourne house price growth from August 2012 to August 2013 was 4.57%. From August 2013 to August 2014 it was recorded at 10.71%. Over the last quarter, 2.10% growth was recorded, with 2.31% over the month.
Melbourne unit price growth from August 2012 to August 2013 was 0.57%. From August 2013 to August 2014 it was recorded at 5.80%. Over the last quarter, 0.71% growth was recorded, with 1.0% over the month.
The August house price growth is the highest seen since March 2013.
Edwards said that the quarterly trend suggests that more moderate growth will be recorded over September.

A one-off $7,000 payment to those relocating to a regional area finishes today in New South Wales. The Regional Relocation Home Buyers Grant is a payment provided to those relocating from a metropolitan to a regional area, and is noted as not meeting the Government's objectives.
Available to Australian citizens and permanent residents, to receive the grant the applicant must have purchased a regional property on or after 1 July 2011, and on or prior to 30 September 2014.
The regional home must not exceed $600,000, or $450,000 for vacant land.
The applicant must begin living in the regional property within 12 months of purchase, and reside in the property for 12 continuous months. For those purchasing vacant land, they must commence construction within six months and reside in the home within 12 months of purchase date.
You must also have owned and occupied a metropolitan home as a principal place of residence in the 12 months prior to commencing the purchase, and it must be sold in the 12 months prior or after purchase.
Alternatively, those renting homes in a metropolitan area for 12 months prior to purchase, and who can establish a two-year continuous rental history in metropolitan areas, can apply. This was only valid from 1 January 2014.
Applications submitted from 1 January also required the purchased regional property to be further than a 100 kilometre radius from the metropolitan home.
Prior to 2014, only one grant was available per household, even if two regional properties were purchased. However, since 1 January, if two regional properties are purchased and both applications qualify then two grants may be achievable. No value limit is placed on the sale achieved on the metropolitan home to receive the grant.
The Skilled Regional Relocation Incentive, offering $10,000, is also closing today after commencing this year.
A note on the Office of State Revenue website says that despite the closing of these grants, the Government is considering a re-introduction of the Skillled Regional Relocation Incentive, with applications backdated to 1 October 2014. The Regional Relocation Home Buyers Grant, however, will not be re-introduced.
"The Regional Relocation Home Buyers Grant has not been as effective in meeting the Government’s objectives as the Skilled Regional Relocation Incentive. For this reason, the Government is ending the Regional Relocation Home Buyers Grant. As the Regional Relocation Grants Act 2011 does not provide for partial closure of the scheme, both schemes must be closed," they explain.
If you've relocated prior to today and haven't yet applied, you are still able to provided you do so before 31 December 2015.

Designed by Cottee Parker Architects with interiors by Tom Mark Henry and landscape architecture by Aspect Studios, The Tannery comprises 87 two, three and four-bedroom apartments across 11 levels overlooking the Brisbane River.

Cottee Parker principal Dee Passenger said preserving the original tannery building had been central to the project's design.

"The easy option would have been to maximise the site's development potential with additional apartments. Instead, McNab has chosen to preserve the original tannery as a shared wellness retreat, ensuring this important piece of Brisbane's history remains at the heart of the community."

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

"We are seeing more buyers looking for homes in the sky that provide the space and functionality of a traditional home, while benefiting from the convenience and lifestyle that apartment living brings," Cottam said.

She said purchasers included both owner occupiers and investors, with demand coming from local buyers as well as interstate purchasers.

Coinciding with the public launch, McNab also announced a partnership with Queensland Ballet, whose neighbouring Thomas Dixon Centre shares historical ties with the original Dixon family.

Located on a 4,465 sqm site at 439 Montague Road, The Tannery overlooks the Brisbane River and is around 10 minutes from the CBD.

Construction is underway, with completion expected in the second half of 2027.

Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The precinct will combine apartments with hotel accommodation, commercial workplaces, retail offerings and public spaces, creating a mixed-use environment intended to serve both residents and the broader Five Dock community. The proposal also continues the collaboration between One Global Capital and internationally recognised architect <a href="https://www.apartments.com.au/architects/koichi-takada-architects">Koichi Takada</a>, whose previous work with Sunito includes Infinity, Arc and Skye North Sydney.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

The precinct will also benefit from its proximity to the Parramatta Road corridor, nearby waterfront parklands and established retail and dining offerings that have made Five Dock one of Sydney's most tightly held Inner West suburbs.
