In an effort to stop urban sprawl in Perth, Fremantle Council have agreed to a set of draft planning provisions at their latest council meetings. These are to encourage diverse housing across their local government area.
The changes will be focused on low-density zoned properties, that is R30 and below, to allow property owners in more established areas to build grouped dwellings. At present, home owners are unable to do so.
New dwellings would have maximum floor sizes of 120 square metres, with a maximum one car bay for each new dwelling.
No visitor parking would be included for developments of less than five properties.
Requirements for a minimum 60% open space and a minimum 15% deep planting zone for large trees were noted.

Fremantle Council agrees to draft plans allowing smaller grouped dwellings

Variable rates remain Australian borrowers’ favourite option, however fixed rates have been growing to a now four month high over September, according to Mortgage Choice’s latest Homeloan Choices data.
Fixed rates in September accounted for 25.45% of loans written, up from 24.19% in August.
New South Wales home borrowers were keenest for fixed rates, with 30.75% opting for fixed products, up from 25.30% in August. Meanwhile, Victoria saw an uptick to 18.10% from a previous 16.70% result.
Jessica Darnbrough, spokesperson for Mortgage Choice, said that the lift was largely expected with lenders pushing fixed rates aggressively.
“At the end of July and the beginning of August, many of Australia’s lenders actively cut the interest on their suite of fixed rate products, which encouraged more borrowers to opt for a fixed rate mortgage,” Darnbrough said.
“It usually takes a month or two for us to see any increase in demand for a particular product flow through the data, but we are definitely starting to see that now.”
She noted that despite lenders trimming interest on fixed rate products, the majority are still happy to “take their chances on a variable rate mortgage.”
“Variable home loan rates are still sitting at historical lows, and as such, it isn’t surprising to see that this type of loan is popular with borrowers. That said, with fixed rates also sitting at historical lows, borrowers can rest assured that regardless of the product they choose, they should be able to snag a very competitive rate,” she said.

Fixed rate demand at four month high: Mortgage Choice

The rate of price growth in the housing market has peaked, with prices to grow modestly over the fourth quarter and beyond, according to LJ Hooker’s Buyers’/Sellers’ Market Index.
Sellers were in favour over the third quarter, but now it’s buyers that may be given the upper hand.
In New South Wales, Victoria and Queensland, the third quarter recorded the ninth of favourable selling conditions. This is indicated by statistics that show sales outstrip listings.
Meanwhile, in Western Australia and the ACT the markets remain balanced, while Tasmania has been in favour of buyers.
While sellers were still in favour in the third quarter, LJ Hooker national research manager Matthew Tiller said that it was important to note that the index was a record result for sellers and may have reached its peak.
“According to the ABS [Australian Bureau of Statistics], the rate of growth of finance commitments peaked in the second quarter after considerable growth over the last three years,” said Tiller.
“As price growth returns to a more sustainable level and listings come on to the market for the spring and summer selling seasons, we forecast a gradual shift back towards a buyers’ market,” he said.
Western Australia, Tasmania and ACT offer immediate future and opportunities for house growth, according to LJ Hooker head of real estate Christopher Mourd.
“LJ Hooker’s network of offices are commonly reporting that many owners are viewing the low interest rate environment as an opportunity to upgrade,’’ said Mourd.
“However, many won’t commit to listing their home until they’ve found their next home. This preference has created a shortage in supply, and heavily weighted the index in favour of sellers going to market now,” he said.

Did your suburb make the New South Wales $1 million plus list?

Over September, the number of residential property sales listings went against the seasonal trend and actually decreased, according to SQM Research.
Sydney was ahead of the pack, with the biggest decrease on a monthly and yearly basis.
Nationally, unsold properties totalled 339,344 in September, which represented a 2.4% month on month decrease, and a 1.1% year on year drop.
Monthly decreases in stock were recorded in every capital other than Darwin. The number of unsold properties on the market in Darwin was up 26.4% year on year.
Managing director of SQM Research Louis Christopher said spring usually sees an increase in stock.
“It implies the market remains strong, particularly on the East Coast of Australia with buyers swooping on stock, often before the properties are formally listed for sale,” he said.
He believes that Sydney has led the recovery, and that Darwin is undergoing a correction.

Abnormal drop in listings for early spring: SQM Research

Crown Group’s Sydney by Crown is set to be the last new apartment building in the CBD to launch and begin sales before moving into 2015.
The 220-apartment development, at 161 Clarence Street, includes designs from Koichi Takada Architects. The 25-storey building will include heritage-style lower levels and a modern glass and steel tower. It will include a rooftop bar and garden with water features, and is walking distance to Barangaroo. It will also include a number of serviced apartments. The ground level will feature health and fitness facilities, including a pool and gym. Crown Group chief executive Iwan Sunito said that the development, pictured below, set to become a centerpiece of Sydney.

Lend Lease’s The Yards, on Brisbane Showgrounds’ King Street, sold 160 apartments in four hours at launch.
In total, <a href="https://www.theyards.com.au" target="_blank">The Yards</a> development is expected to see 401 residences, across 16 and 18 level towers and 11 terraces. The first release, which saw the quick sales, was that of North Yard – a 208 apartment tower designed by Hayball.
Prices spanned from one bedroom units for $375,000 to two bedroom two bathroom apartments for $702,500.
The development includes a 2,500 square metre “podium retreat” and 20 wellness and entertainment hubs.
Andrew Hay, project director for Lend Lease Brisbane Showgrounds, said that 87% were onshore, and that the launches occurred in Brisbane and Sydney concurrently
“As a result of the weekend’s success we’ll bring forward the second release of the project – South Yard – by three months,” he said.
“The most popular configurations were one bedroom plus study, and large corner two bedroom and two bathroom apartments.”
Construction is expected for mid-2015.

Paul Craig, Managing Director of International Investments at Savills, looks at what’s driving the weight of foreign capital in the Australian market, particularly in relation to prime commercial stock, and what lies ahead for major players.
I have just completed a trip to China, visiting our clients and presenting to institutions and investors. 
On the flight back to Australia, I made some notes on what we learnt. What struck me most is that the Chinese investment we’ve seen in Australia to date is really just the first wave.
Across the mainland, and on the island of Taiwan, there is real impetus for major institutions like insurance companies and private investors to look abroad for high-quality assets with good returns. That search has led them to Australia at the same time as major institutions here have been pursuing a deleveraging strategy with their portfolios.
With local institutions like super funds returning to the market, a likely increase in Chinese investment means competition for highly rated commercial property is set to intensify.
Why are these investors interested in Australia? 
Prime office and retail property in Australia has seen offshore investment for years, but until recently, most interest came from German funds, REITs and private investors from Singapore and Malaysia, and Korean pension funds.
In 2013, we started to see the emergence of what I call the second generation of capital, led by Chinese and Taiwanese insurance groups. These groups spearheaded a worldwide trend of institutions de-risking their portfolios and spreading their assets across the globe. What they are looking for is prime assets with good levels of return, and that is what exactly they’ve been finding in Australia.
Our market ticks all their other boxes too – a highly transparent market, good-quality information, an easy to understand tax system, accessible consultants and no sovereign risk
During the course of 2013, many of these groups flew staff in to get to know the market, and once they felt comfortable, they were quick to take advantage of opportunities in office and retail assets in Sydney and Melbourne in particular.
But now, the easier pickings have gone and local super funds and REITs are returning to the market, thanks to the lowest cost of debt in forty years and a reallocation of funds to property. 
The return of local institutional buyers has increased competition for prime assets, which is seeing many Asia-based investors priced out of major sales, so now they are turning their attention to other areas.
A shift to residential 
Residential development is part of the landscape in Asian markets and these investors understand it well, particularly the recycling of buildings to residential or mixed use.  
With local institutions deleveraging and transitioning their portfolios, China-based groups have been finding opportunities to convert older office buildings to residential – particularly in Sydney’s CBD and in precincts like Hyde Park.
For the most part, I think they will employ long-term strategies rather than immediate conversion, as they have an interest in retaining the building’s income and transitioning these assets over time. They are also buying land parcels for development in inner suburbs near transport in Sydney and Melbourne. 
The other key target for foreign capital is old industrial infill sites for future residential development. I think this is a significant growth area and is becoming keenly sort after by foreign developers. 
The resource states
The focus on better returns will see more Asian-based investors venturing into the resource states.
In Perth, they will find opportunities in a market with a little more volatility. Good-quality CBD stock is recording higher vacancies than in Sydney or Melbourne, but also better rates of return given slightly higher risk and less aggressive competition. 
Perth is currently absorbing supply, but this market often experiences a quick uplift after a lagging period. It is a natural resource hub, and its exposure and proximity to, and same time zone as Asia, combined with the lower profile of the financial sector and greater resource exposure, offers a balance to investments on the east coast.
Investors in Western Australia should buy without a specific exit date, but as a long-term holder who sells when the time is right for their strategy.
I think we will also see interest spread to Brisbane, with an emphasis on residential. There is an increase in tenants moving from older properties to more prime CBD offices as the rental market eases, which means we should see an increased opportunity for the repositioning of older stock.
Interest in residential development should also find its way to other major centres as the stock in the sought-after cities depletes. We are already seeing a strong move by foreign capital to sites in the east and inner metropolitan areas of Melbourne, and the Sydney metropolitan market has been in full swing for a while now.

Partnerships 
Another change we are likely to see is more investment through partnerships. 
Many of the core office assets with good covenants and long lease profiles are owned through equity arrangements, and this should prove an attractive avenue for these institutions. 
Many Chinese groups will be inclined towards indirect pathways such as joint ventures with Australian developers and partners. It makes sense for their strategy, gaining better returns in Australia with management issues left to a local partner.
‘Second city’ investors 
To date, most investment interest has come from Beijing and Shanghai, but on our trip we fielded significant enquiries out of second-tier centres like Dalian, Shenzhen, Guangzhou and Chengdu. 
Like their ‘first city’ cousins, these investors are attracted by the returns and transparency of arrangements here and they will be keen to understand the dynamics that drive the market. These players are likely to be interested in smaller scale, private equity type arrangements. 
What picture does that paint?
A growing Chinese investment wave makes for some upbeat prospects for the Australian market. 
With low interest rates and a significant weight of capital wanting to find a home here, I think we will continue to see Asian-based investment in residential development and prime properties held through shares and joint ventures with local partners. 
Many Chinese groups have done their homework on Australia, and with the weakening of the Australian dollar having commenced its run, we expect to see these groups make quick decisions to secure assets ahead of a potential new wave, particularly of private equity, that will find its way <a name="_GoBack" href=""></a>here off the back of a weak Australian dollar.
That paints a bright picture for asset holders and market players alike.

Influence of Chinese investors set to grow

Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

Off the plan purchasers have started moving into the 49-apartment project on Pier Street, with the remaining move-in-ready one-, two- and three-bedroom apartments starting from just over $500,000.

Display apartments have now been fitted out, allowing prospective buyers to inspect the completed residences by appointment.

Homecorp has secured approval for a $360 million apartment development at Budds Beach, paving the way for one of the Gold Coast's most amenity-rich residential projects to launch later this year.

Gold Coast City Council has approved Lýon Residences, a 32-level tower that will deliver 178 two and three-bedroom apartments across a prominent corner site at 8-10 Acacia Avenue and 25-27 Oak Avenue.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

The Retreat will feature a sauna and steam room, hot and cold plunge pools, a commercial-grade gym, Pilates studio, cinema, library, co-working spaces and private dining room. Rooftop amenities will include a swimming pool, landscaped gardens, outdoor entertaining areas and dog-friendly spaces.

Designed by Cottee Parker Architects with interiors by Tom Mark Henry and landscape architecture by Aspect Studios, The Tannery comprises 87 two, three and four-bedroom apartments across 11 levels overlooking the Brisbane River.

Cottee Parker principal Dee Passenger said preserving the original tannery building had been central to the project's design.

"The easy option would have been to maximise the site's development potential with additional apartments. Instead, McNab has chosen to preserve the original tannery as a shared wellness retreat, ensuring this important piece of Brisbane's history remains at the heart of the community."

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

"We are seeing more buyers looking for homes in the sky that provide the space and functionality of a traditional home, while benefiting from the convenience and lifestyle that apartment living brings," Cottam said.

She said purchasers included both owner occupiers and investors, with demand coming from local buyers as well as interstate purchasers.

Coinciding with the public launch, McNab also announced a partnership with Queensland Ballet, whose neighbouring Thomas Dixon Centre shares historical ties with the original Dixon family.

Located on a 4,465 sqm site at 439 Montague Road, The Tannery overlooks the Brisbane River and is around 10 minutes from the CBD.

Construction is underway, with completion expected in the second half of 2027.

Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The precinct will combine apartments with hotel accommodation, commercial workplaces, retail offerings and public spaces, creating a mixed-use environment intended to serve both residents and the broader Five Dock community. The proposal also continues the collaboration between One Global Capital and internationally recognised architect <a href="https://www.apartments.com.au/architects/koichi-takada-architects">Koichi Takada</a>, whose previous work with Sunito includes Infinity, Arc and Skye North Sydney.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

The precinct will also benefit from its proximity to the Parramatta Road corridor, nearby waterfront parklands and established retail and dining offerings that have made Five Dock one of Sydney's most tightly held Inner West suburbs.
