The proposed changes by APRA to its guidance on restrictions on borrowers repayment obligations will help the supply of new housing.
The Australian Prudential Regulation Authority (APRA) has proposed changes to its guidance to banks and Authorised Deposit-taking Institutions (ADIs) that will increase the maximum borrowing capacity for borrowers in relation to housing.
The regulator believes that the measures that were introduced at a time of heightened risk can now be reduced.
Rather than using an interest rate of 7% ADIs would be permitted to set their own minimum interest rate floor for use in serviceable assessments. APRA does still propose a buffer on interest rates and while stating that risk has reduced APRA is still concerned about high house prices, low interest rates, high household debt, and subdued income growth.
APRA also commented that there was too big a difference emerging between owner-occupier principal and interest loans compared to investor interest-only loans.
The Urban Taskforce is very supportive of APRA’s proposed changes as clearly house prices have dropped significantly in cities like Sydney and this is reducing confidence in the new housing market.
The re-election of the Morrison Government means negative gearing and capital gains tax will not change so more certainty is coming into the housing market. This greater certainty along with APRAs changes are positive signals for the housing sector.
To fully lift housing supply to the levels needed will also need support at state government level to ensure that levies on new homes are not excessive.
In Sydney the state government’s proposal to lift the cap on local infrastructure contributions from July 2020 could add $60,000 to the cost of each home or apartment. All levels of government must do their bit to ensure housing supply matches the need.

The announcement by the City of Sydney Council of new rules to support the night-time economy is good news for the many people living in urban apartments.
The character of inner city areas like Surry Hills, Glebe, Barangaroo, Green Square and Waterloo has changed significantly with the arrival of so many people living in apartments in these areas.
It is good that the City of Sydney has responded to this evolving urban lifestyle by relaxing trading hours to support a night time economy.
In the lead up to the recent New South Wales election there was significant concern raised by some politicians about the extent of apartment development, and that they did not seem to support the new lifestyle that comes with greater density.
Apartment dwellers, particularly millennials, are looking for a ‘sharing’ lifestyle where they live close to amenities and an exciting urban scene.
The moves by the City of Sydney, driven by Councillor Jess Scully, to reactivate the night time economy in the urban precincts will be strongly supported by the community.
The Urban Taskforce has developed a campaign to support young apartment dwellers and their more sharing lifestyle called ‘<a href="http://www.welcomehome.org.au" target="_blank">Welcome Home</a>’  where we profile the stories of younger apartment dwellers and their more urban and more sharinglifestyle.
One example is James who lives in an apartment in Summer Hill.
“I love the local music scene here in Summer Hill. I’m just a stone’s throw from my local bar that has live music every Thursday, everyone knows everyone.” says James.
The initiative by the City of Sydney will help many inner city residents get to interesting music venues and night time bars.
Sydney is a global city and an important part of our diverse community are the younger people who want a lively, creative music and arts scene.
The Urban Taskforce recommends other councils, like the City of Parramatta and North Sydney, should follow the initiatives of the City of Sydney and establish vibrant night time economies as more apartments are built in their centres which are occupied by young people wanting to explore the surrounding activities that come with a night time economy.

A thriving night-time economy needs urban apartment density: Urban Taskforce's Chris Johnson

Statements by the NSW Planning Minister raising concerns about high rise apartment living for families are misplaced.
NSW Planning Minister, Rob Stokes, has recently raised concerns about both urban sprawl and high density apartments by preferring town houses and terrace houses for families as Sydney grows.
In an article in the Sun-Herald Minister Stokes said 'We have an ideology in favour of sprawl, which has proven wrong' and 'an ideology in favour of high-rise might lead to problems in 50 years' time'. But many Sydney families are preferring the more co-operative lifestyle of apartment living, where much bigger gardens are shared by a number of families.
The 2016 census demonstrated that 28 per cent of Sydney's apartments are occupied by families and the apartment market is responding to this trend by providing onsite child care, large gardens and parks, as well as playgrounds that mean children get much bigger and better facilities than the small back garden in a terrace house.
Shared swimming pools are also an asset in apartments while terrace house gardens cannot have space for a pool.
The Urban Taskforce has recently undertaken research on the growing trend towards family living in apartments, and has found many examples of successful lifestyles. The development, The Gallery, by Meriton at Roseberry has a day care centre right next to the front door with a large play area in the internal courtyard.
Resident Lauren, with her little boy Lucas, are thrilled with the apartment lifestyle having access to shared swimming pools, playgrounds and parks as well as to local schools. At Harold Park by Mirvac the apartments open directly onto a shared park with playground facilities for children of all ages.
While terrace houses are part of the solution to providing housing diversity for Sydney's growth the reality is that 50 councils petitioned the NSW Government against this code. The primary reason was that the so called 'missing middle' would change the character of Sydney’s leafy suburbs, and the concept of the detached house defining ownership.
A better approach may be to protect Sydney's suburbs and focus new development in more urban precincts around railway stations in apartments. 
The Urban Taskforce calls on Dr Stokes as planning minister to have an open mind about apartment living as a key component of managing Sydney's growth. During the recent NSW state election there was a lot of anti-apartment and anti-density rhetoric that was picked up by politicians.
We believe much of this came from older people wedded to the detached house as being the 'Aussie' way to live, but younger generations like the Millennials are demonstrating that they prefer apartment living, where they trade off house size for closeness to work and amenities, and are trading off excessive ownership of assets with a sharing lifestyle where access to amenities is more important.
The Urban Taskforce is developing a campaign to support apartment living as a vital part of the diversity of housing types Sydney needs into the future. Our "welcomehome.org.au" website is the beginning of this awareness campaign.

NSW Planning Minister must support apartments for families: Chris Johnson

The federal election must focus on the need to drive more housing growth in Australian cities with appropriate infrastructure. It will need to focus, more than ever before, on managing growth in Australia’s cities.
The housing market is collapsing in Sydney and Melbourne, with growing negative attitudes about the change occurring to the character of these cities. The recent swing to more urban living in apartments as an affordable way for younger people and retirees to live must continue despite concerns from suburban house dwellers.
This election is to some extent a debate about how Australian’s will live as our cities grow, and this inevitably raises issues about high density living, congestion, infrastructure provision and housing affordability.
The reality is that the suburban model works for cities up to around 4 million people, however, as Sydney and Melbourne are heading for 8 million people, strong political leadership is required on how to best manage the switch to more urban living that can co-exist with the suburbs.
The Urban Taskforce believes the federal government must help the states and councils manage the evolution of Australia’s cities into more urban structures. This is even more important now that the housing industry is going through a major contraction phase in terms of the supply of new homes.
The Urban Taskforce calls on all parties to support the following policy commitments:
1. HOUSING SUPPLY MUST BE REBOOTED The Australian Bureau of Statistics (ABS) indicates a dramatic fall in housing approvals across Australia, as does the Reserve Bank of Australia (RBA). The result of this slowdown will be a loss of jobs in the industry, and a reduced supply chain of new homes in future years. The federal government must look at policy levers that can reactivate the supply of new homes.
2. FREE UP CREDIT RESTRICTIONS ON HOUSING LOANS Many ordinary Australians are finding it impossible to get a loan to purchase a new or existing home. The builders of new homes are also finding it more difficult to secure Page 2 of 2 finance for new projects due to credit restrictions. The federal government must not instigate policies that make credit harder to get, but must work to free up the flow of loans into the housing industry.
3. SUPPORT A ROBUST IMMIGRATION PROGRAM Recent concerns about the changing character of our cities has led to knee-jerk reactions that big reductions in immigration can keep Australian cities from changing. But with the large number of baby boomers moving into retirement Australia needs young, skilled, income earning tax payers to fund government programs. This population growth will maintain Australia’s competiveness economically and the shape of our cities can be managed in a way that supports diverse living styles.
4. PROVIDE STRONG LEADERSHIP IN SHAPING OUR URBAN CITIES Rather than fuelling community concerns about change, Australia’s politicians must take a lead role to help shape the future of our cities. Global cities that contribute to the world’s economy will grow and can do this in a positive way with political leadership.
5. REDUCE EXCESSIVE TAXES ON NEW HOUSING All levels of government seem to want to add taxes to new housing to cover the cost of infrastructure, affordable housing and public transport. This feeding frenzy of governments desperate for funds is increasing housing costs to excessive levels. The Federal Government must ensure that taxes on housing do not drive unaffordability for ordinary Australians.
6. SUPPORT URBAN INFRASTRUCTURE PARTICULARLY METRO RAIL The Federal Government has a specific role in funding major infrastructure projects. The most important ‘game changer’ for Australian cities is the roll out of metro rail projects. The federal government must be a major funder of these projects and they must require bold densities for development next to metro rail stations.
7. ENCOURAGE LONG TERM RENTAL HOUSING While home ownership has long been an aspiration of Australians, it is clear that there are a growing number of people who prefer to rent. This requires an investment market to provide rental homes, and the federal government must support this investment - including long term rental in the Build-to-Rent model.
8. REQUIRE EFFICIENT PLANNING SYSTEMS ACROSS AUSTRALIA Many state planning systems are overly complex and slow. This is having a negative impact on the productivity of the property development industry and this adds costs to the end product. Australia’s planning systems must support the swing to a mixed use, cosmopolitan lifestyle that is preferred by many people. A national review that drives a more up to date planning system, particularly for cities, is needed.

Federal Election must focus on housing growth and infrastructure: Urban Taskforce's Chris Johnson

The February Australian Bureau of Statistics (ABS) figures for NSW housing approvals indicate a slight rise of 5.4%.
The ABS data in trend terms shows a slight increase in housing approvals between November 2018 and February 2019.
In February there were 5,001 housing approvals which is 5.4% more than the 4,745 approvals in November 2018.
The jump is driven by a surge in higher density apartment approvals which rose by 17.3% between last November and February this year.
This was offset, however, by a reduction of 6% in house approvals over the same time span.

The spike in apartment approvals may be a sign of more confidence, or more likely it represents projects submitted some time ago that were held up over the Christmas holiday break.
It is clear that many approvals are not translating into real commencements, as the pre sales rate of apartments has dropped significantly.
The Saturday Domain publication that advertises homes for sale or auction a year ago was dominated by apartments, with around 70% of the pages featuring apartments.
Recent editions have only about 10% of advertisements for apartments in a publication that has far less homes for sale overall.
The Urban Taskforce believes the new Planning Minister, Rob Stokes, and his Secretary of Planning must organise a Housing Supply Summit to assess how the current market is performing, so that policy levers could be pulled to ensure the appropriate supply for future years is maintained.

Green shoots in NSW housing approvals but more needs to be done: Chris Johnson

The new Minister for Planning and Public Spaces, Rob Stokes, must kick start Sydney’s falling housing supply as his first priority.
Rob Stokes is a good choice as NSW Planning Minister as he clearly understands the portfolio and is a good advocate for quality urban growth.
Rob has previously been Planning Minister but the portfolio has become much more complex and is even more significant for the state’s economy than when he left the portfolio. Housing approvals have collapsed in Sydney, as have housing pre sales, which will lead to a big drop in the supply chain of new homes over the next few years.
Part of the reason for the big drop in approvals over the last year has been the very negative rhetoric about over development across Sydney that has even included terrace houses as being too dense for suburban streets. The Ryde council area has put all new planning proposals on hold, and 50 councils have been given a moratorium on allowing town houses and terrace houses in their areas.
There is also significant confusion about the role of the Greater Sydney Commission (GSC) with its planning Assurance Reviews, related to the role of the Department of Planning particularly with policy and strategic planning issues. The Minister will need to clarify the roles of these two organisations.
When Premier Berejiklian first took on the role of Premier she stated her first priority was to increase housing supply, but the opposite is now occurring with a dramatic slowdown in supply. It is essential that the State Government must make the increase of housing supply its first priority.
Compounding the slowdown in housing approvals is the increasing cost for infrastructure levies; with the government’s cap now removed and confusion over policies for affordable housing, and the use of old industrial land where the GSC seems to have a different position to the Department of Planning.
The Urban Taskforce believes that Minister Stokes must instigate a Housing Supply Summit soon, so that all parties can understand what is likely to happen over coming years if no policy changes are made. It will be important to involve NSW Treasury in the Summit, as stamp duty levies will dramatically reduce NSW Government income unless the industry is stimulated.

We also acknowledge the appointment of Andrew Constance in the important role of Minister for Transport and Roads, as this infrastructure is the critical determinant of where new growth should be located.
Clearly the Treasurer, Dominic Perrottet, will have a critical input into the housing and property industry, as any slowdown will have a negative impact on the state’s economic performance. We believe the Treasurer will need to get his Productivity Commissioner and Chief Economist to take a critical look at the housing industry.
The Urban Taskforce is keen for the new Minister for Property and Housing, to continue the Communities Plus program of renewing social housing estates across Sydney.
A major priority is to ensure that the Minister for Planning has up to date information on housing approvals and commencements as the Department of Planning’s Housing Monitor has not been updated since October 2018. It is essential that transparent information on housing supply is available for all stakeholders.

Rob Stokes must kick start Sydney's falling house supply: Urban Taskforce

The announcement by the Federal Labor Party of their support for a build-to-rent model through tax relief is good news.
There is a big swing to rental accommodation in Australian cities, but tenants are unable to have long term security of tenure.
In America and Britain long term rental is available through build-to-rent models, but this approach has not worked in Australia due to excessive taxes.
The announcement by the Federal Labor Party that they will cut the managed investment trust withholding rate in half would make build-to-rent economically viable.
The build-to-rent model works with apartment precincts that have shared amenities where residents can have a comfortable lifestyle while having the security of tenure in their own rental home.
It is likely that the larger developers of apartments will be encouraged to move into this new long term rental market.
Hopefully the current Federal Government will also support tax incentives to encourage a swing to long term rental across Australia’s cities.
There are 2.7 million renters of homes across Australia. Urban areas in Sydney have very high percentages of renters with Parramatta having 70%, Surry Hills 64% and Newtown 62%.
It is clear that younger people in particular, are swinging towards rental accommodation in bustling inner city urban areas where they are close to amenities and work.
With housing approvals dropping fast in Australian cities the industry will need a stimulus to boost housing supply. A viable build-to-rent approach will encourage the development of more homes across the country.
The Urban Taskforce is a strong supporter of Australia having a viable long term rental approach.
It is clear that many millennials now prefer an urban lifestyle, and many prefer this to be through a rental model in apartments.
This is clearly a different lifestyle to the suburban home and it needs to be supported as part of our diverse approach to how Australians want to live.

The long delay of two and a half years by the NSW Government in processing the Central Sydney Planning Strategy does not send a good signal about the state’s planning system.
The City of Sydney Council, after waiting almost three years for the NSW Department of Planning to put the Central Sydney Planning Strategy on exhibition, is now organising its own exhibition. There is something wrong with our planning system ifthe key council for the Sydney CBD and the state government’s planning department are unable to agree on plans for the city since July 2016.
The City of Sydney plan included some positive elements in relation to taller buildings in the city, but the plan was negative in relation to encouraging a mixture of uses in the city that wouldi nclude residential towers.
The City Council as well as putting their plan on exhibition have also released a Draft Guideline for Site Specific Planning Proposals where sites can get additional height and floor space. The sites that get this uplift cannot contain residential or serviced apartment floor space and sites are encourage to be amalgamated. So only employment generating buildings can access the additional floor space. Clearly the City is trying to swing the pendulum away from residential development towards commercial development but most world cities are encouraging a mixture of uses so that they become active over 24 hours and 7 days a week.”

City of Sydney planning strategy delay by Government is bad: Chris Johnson

The Australian Bureau of Statistics (ABS) data out today indicates significant reductions in the amount of lending for new homes.
The value of lending by dwelling investors in NSW has dropped by 30 percent between January 2018 and January 2019.
Over the same time span the number of owner occupier loans has dropped by 19 percent. These significant falls are clearly leading to a big slow-down in the supply of new homes in New South Wales.
When the investment slow-down is added to the big drop in housing approvals in NSW, where apartment approvals have dropped by 41 percent between January 2018 and January 2019, there is clearly a growing concern about the pipeline of new homes in the state.
APRA must now take action to help the flow of loans back to both owner occupiers and investors so the housing supply across Australia does not slow down to unsustainable levels.
It appears that the slow-down is even bigger in metropolitan Sydney but the NSW Department of Planning data is only up to September 2018. The Department indicates that in September 2018 the year to date approvals were 48,435 - well down on the 58,000 approvals at March 2017.
Whoever wins government in NSW on March 23 will need to look seriously at the likely pipeline of housing supply for the state and particularly for metropolitan Sydney. In the lead up to the election a number of politicians have raised concerns about over development with the result that planning has been suspended in a number of areas across Sydney. To stop planning for another year of so will have a dramatic impact of housing supply for Sydney’s growing population.
The Urban Taskforce believes that the next NSW Government must tackle the negative issues around the planning system and other economic constraints so that the new housing industry, and the 300,000 direct jobs that normally flow from the construction activities, are supported.

Lack of credit is slowing housing supply: Chris Johnson

The NSW Government slipped a number of planning documents into the public realm about local character the day before caretaker mode.
There have been no announcements about proposed new policies on Local Character that are now exhibited on the NSW Department of Planning website.
We are concerned about the addition of new requirements on Local Character that seem to focus only on low scale existing environments with little advocacy for how new development can create a quality urban character.
The government has issued a ‘Discussion Paper - Local Character Overlays’ and a ‘Local Character and Place Guideline’, but 75 pages of material are totally focussed on existing low density examples.
A new ‘Local Character Overlay’ will require applicants to conform to the statement of the local character.
While the term ‘future local character’ is mentioned there is virtually no guidance on what this means and how communities could understand options for growth.
The guideline seems to want change as well as support for the existing local character when it states, ‘The NSW planning system contains levers to encourage change and development that supports local character.
The tallest building in the whole guideline is 3 storeys high.
The only example for a change of local character is the Thornton Housing Estate in north Penrith on a greenfield site (p31) which is described as having ‘a villagestyle character’.
A section of the Guideline is allocated to ‘Local Character in infill versus greenfield areas’ (p 15) but the text only covers greenfield areas with no mention of the more sensitive infill areas where new development will impact on the existing local character.
The Urban Taskforce supports local character as being important to communities but believes the Guideline and the Discussion Paper on Local Character will add another layer to the planning system and will encourage communities to argue against new development.
What the government should be doing is producing guidelines on the range of new development options that will be required to build 725,000 new homes in Sydney over the next 20 years. The guidelines should cover the range of built form types from 2 floors to 6 floors, 12 floors, 20 floors up to 40 floors and outline appropriate locations and describe the urban character of each option.
To help the NSW Government in this task the Urban Taskforce has produced a website www.ecodencity.com.au which has an interactive Density Simulator to demonstrate how density, height and open space variables can produce quality places.
A range of case studies are presented from 100 people per hectare (Oran Park) to 1,000 people per hectare (Central Park).
Communities need planning tools on how change is managed to create quality built environments rather than new planning layers that encourage the protection of the existing local character.

Local guidelines must support quality property development: Chris Johnson

Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. Lewis Land has opened the first completed sky home for inspection at Harbour Shores, giving buyers their first opportunity to step inside one of just three double-storey residences crowning The Waterline.

Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“Marina berths are becoming increasingly difficult to secure across the Gold Coast, so including one with every Sky Home makes this a genuinely rare offering,” Long said.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

“Being able to step out of your home onto your boat is a rare luxury, and it’s something residents here can look forward to when it opens later this year.”

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

The three Sky Homes range from 282 sqm to 367 sqm and each feature three bedrooms, three bathrooms, multiple living zones, expansive kitchens with butler's pantries and large balconies taking in the Broadwater outlook.

Each residence also has three secure basement car spaces and additional storage.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

Three-bedroom villas are priced from $2.99 million, while four-bedroom residences start from $3.19 million.

Lewis Land opens sky home display as The Waterline completes at Harbour Shores

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

"Everyone in the area has history with the Royal Hotel," Palumbo told Apartments.com.au.

"It was quite an active pub and social gathering place for locals. We want to bring it back to its former glory."

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.



Location has been a major part of the proposition for both buyer cohorts.

Royal Apartments sits on North Terrace directly opposite the Adelaide Park Lands, with residents able to walk through the parklands toward the East End, Rundle Street and Rundle Mall.

Apartments have been positioned to capture views across the parklands, Adelaide skyline, Botanic Gardens and Adelaide Hills.

Palumbo believes the scarcity of developable land along this section of the Park Lands makes the site particularly difficult to replicate.

"There's very few allotments on that side that can be developed," he said.

"If this location was in New York and you were sitting on Central Park, you'd be talking about a $60 million apartments."

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

The apartments will feature generous balconies, while secure parking, bicycle storage and storage cages will also be provided.

A porte-cochère-style arrival and drop-off area has also resonated with buyers, particularly those attracted to being able to walk into the CBD during the day while retaining secure vehicle access at home.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

The group was also behind the $150 million Sofitel Adelaide, the 251-room five-star hotel and residential tower which opened in 2021.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Palumbo's return to Kent Town strikes early chord with buyers

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

<a href="https://www.apartments.com.au/new-apartments/silk-st-lucia-16-18-sandford-street-st-lucia-qld-4067">Silk</a> will rise 15 levels from an 810 sqm site at 16-18 Sandford Street, occupying a prominent bend of the Brisbane River with a prized northern aspect across Orleigh Park toward the Brisbane CBD.

The approved scheme will comprise 16 split-floor and six full-floor residences, continuing GRAYA's move into larger-format apartment developments targeting Brisbane's prestige owner-occupier market.

The project has been designed around the site's broad river frontage and dual-direction views, with GRAYA prioritising larger residences, privacy and outlook over apartment yield.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

"The approval removes a substantial layer of execution risk, and the location underwrites demand in a way very few inner-city sites can.

"The fundamentals here are as strong as anything we have assessed in Brisbane."

Silk will see GRAYA return to a stretch of the Brisbane River where it already has recent construction experience. The vertically integrated group recently completed ARC in neighbouring Toowong as builder for developer Spyre, delivering the riverfront project on a constrained site.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

The developer-builder has also recently lodged plans for its largest project to date, <a href="https://www.apartments.com.au/new-apartments/the-silo-19-chester-street-newstead-qld-4006">The Silo</a>, a proposed <a href="https://www.apartments.com.au/news/qld/graya-buys-frasers-newstead-site-plans-the-silo-between-james-street-and-gasworks-precincts">$700 million mixed-use development</a> in Brisbane's James Street precinct.

Silk is expected to predominantly target local owner-occupiers and prestige buyers seeking a permanent riverfront home in Brisbane's inner west.

Registrations of interest are now open, with further details on the project and construction program to be released as it progresses.
