Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

Designed by Tristan Wong Architects, with interiors by Hecker Guthrie and landscaping by Acre, the development takes inspiration from the Art Deco architecture that remains a defining feature of many of Camberwell's established streets.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

The project will be set behind a secure gated entrance, with residents arriving through landscaped gardens designed to create a transition between the public realm and private residences.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

Inside the residences, the emphasis moves toward larger-format living typically associated with standalone homes. Kitchens sit at the centre of the apartments, connecting directly to open-plan dining and living areas before extending outward into expansive winter gardens and balconies. The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Caloundra transformation continues with RCQ's Bulcock Street plans

Burgeoning South East Queensland builder-developer <a href="/developers/gardner-vaughan-group">Gardner Vaughan Group</a> (GVG) has its sights firmly set on their next Sunshine Coast apartment development.

GVG recently settled on a $19 million purchase of a prime 5,289 sqm site across 1–9 Bulcock Street and 45–47 Bombala Terrace. The acquisition paves the way for <a href="/new-apartments/eden-caloundra-1-9-bulcock-street-caloundra-qld-4551">Eden Caloundra</a>, a two-tower project with 179 apartments.

Early registrations are now open for Eden, with a full launch scheduled for September. Construction is expected to begin in January 2026, with the site already cleared.

The team revisited the original approved plans, which had included a hotel and nearly 3,000 sqm of retail and commercial space, and opted for a new direction.

GVG Director Sam Gardner says Eden presents an opportunity to reinvigorate Bulcock Street.

"Bulcock Street is one of the premier streets in Caloundra, but it's been left behind in recent years. We expect Eden to be just the start of the revitalization of the area," Gardner says.

He adds that the ground-level retail offering will be carefully curated, with a particular focus on the two hospitality operators that will play a key role in the precinct’s success.

Caloundra is set for a rare new apartment development with the launch of Sunset Caloundra, a new collection of apartments from the Brisbane-based <a href="/developers/dusk-group">Dusk Group</a>.

Dusk Group swooped on the prime 1,255 sqm Bombala Terrace site last year, revising the previous plans to create a seven-level building with 36 apartments, where prices start from $650,000.

The project will be delivered as a Public Private Partnership (PPP) between Australia’s largest diversified private property company Walker Corporation, Australia’s top private construction company Built and global leading architects Woods Bagot.

Walker has over 50 years’ experience delivering urban transformations, previously partnering with Built to complete over $3 billion of projects together across Australia, as well as delivering some iconic urban precincts with Woods Bagot.&nbsp;

Walker Group Executive of Development Peter Saba said the PPP will enable the private sector to provide the necessary funding needed to begin the $1 billion Horizon Centre sooner, ensuring delivery certainty and the quality to exceed Brisbane 2032 requirements.

Walker Corporation has received Development Approval for its twin towers in Maroochydore City Centre, bringing 251 new homes to one of the country’s tightest residential real estate markets.

Comprising two 19-storey towers, <a href="/new-apartments/sol-by-walker-maroochydore-first-ave-maroochydore">SOL by Walker</a> will feature a mix of one to four-bedroom apartments, townhouses and penthouses, anchored by ground-floor retail shops, bars and restaurants.

Walker Managing Director and Chief Executive Officer David Gallant said the approval for SOL by Walker is a major win for housing supply on the Sunshine Coast.

“The Queensland government’s development approval for SOL by Walker unlocks the first of many residential projects we have in the Maroochydore City Centre, which is adding 4,000 homes to the state’s housing target,” Gallant said.

“SOL will set a high benchmark for apartment living in the Maroochydore City Centre, creating exceptional spaces with high ceilings, excellent natural light and high-quality kitchens and bathrooms, all connected to a range of world-class amenities.”

SOL will feature a rooftop terrace with bookable function space, a resident library and a dedicated co-working area complemented by a recreational deck with a fully equipped gym, outdoor yoga and stretch zones, BBQ facilities with dining spaces, a communal vegetable garden and a sunset lawn.

Sunshine Coast Mayor Rosanna Natoli said decades of planning had positioned the Maroochydore City Centre as one of the best locations for housing and high-quality inner-city apartment living.

“The State Government’s DA Approval for SOL will accelerate our housing supply on the Sunshine Coast in an area connected to jobs, transport, community services and great amenities, and SOL, alongside other apartments in the city centre, will help our region meet those needs,” Mayor Natoli said.

SunCentral Maroochydore CEO Amanda Yeates said the new city centre is becoming a popular location for apartment living, with more families choosing to call Maroochydore City Centre home.

“SOL will double the number of residents we have here in Maroochydore City Centre, bringing even greater vibrancy to the Sunshine Coast’s CBD. Families can enjoy the best inner-city lifestyle surrounded by cafes, restaurants, jobs and recreation spaces, all just minutes from the beach,” Yeates said.

Each apartment will have a dedicated car parking space with additional spaces for retail, providing a total of 379 parking spaces and 251 bicycle spaces.

RPM Managing Director Peter Neale, who oversees sales for SOL, said the strong interest from local buyers has reflected a growing trend of locals prioritising quality, location and superior amenities for their next home.

“It’s fantastic to see a mix of buyers including First Home Buyers eager to make SOL their first property purchase, with people really excited about Maroochydore City Centre’s ongoing evolution as the Sunshine Coast’s CBD,” Neale said.

The one-bedroom apartments in SOL have been snapped up. The two-bedroom apartments start from $975,000 and three bedrooms, with a multi-purpose room, are priced from $1.39 million.

Construction is targeted to commence onsite in the second quarter of 2025, with the first residents moving in as early as Q3 2027.

Maroochydore City Centre is Australia’s largest greenfield CBD, located next to large job networks including data and technology centres, hospitals, universities, schools and hospitality, and just a short walk from the beach. The project is being delivered as a partnership between Sunshine Coast Council, Walker Corporation and SunCentral Maroochydore.

The South East Queensland Regional Plan estimates that infill developments, including Maroochydore City Centre, will contribute to 70 per cent of the state’s new housing supply, equating to approximately 60,000 dwellings across the region.
