Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.

The Southern Highlands residential property market continues to see strong activity from local and out of region buyers, according to Herron Todd White’s (HTW) latest monthly market report.
The property advisory firm says that the most active market is close in to the townships of Bowral, where the most active price range is between $700,000 to $1 million and the median is $771,0004 (+13% 2015). 
An example is<a href="https://www.realestate.com.au/property-house-nsw-bowral-123777430" target="_blank"> 5 Bronwyn Place, Bowral</a> (pictured above), which is currently listed through Richardson and Wrench for $785,000. 
In Moss Vale, the most active price range is $450,000 to $700,000 and the median $508,000 ( which is up 15% year on year).
In Mittagong, local agents have reported a severe shortage of listings, resulting in a most active price range of $550,000 to $800,0001 and the medianprice is $605,000 (up 14% year on year).
Buyers are moving to the Highlands from greater Sydney, North Shore and the Hills District in particular, seeking a lifestyle change with accompanying economic benefits, the HTW report said.
"Pleasingly, an increasing proportion of purchasers are owner occupiers and families," it added.
Properties in the area are a mix of modern well appointed, well maintained and renovated older style dwellings.
The emerging precincts on the outskirts of townships such as Bingara Gorge (Picton), Renwick (Mittagong) and Darraby (Moss Vale) are also trading at a brisk pace, with price points from $550,000 to $900,000 where improvements will be modern and contemporary.
There is an increasing amount of property across the Southern Highlands in the $2.5 million plus category, primarily the rural lifestyle market, (10 hectares plus) that can remain on the market in some instances for up to two years.
These properties are generally located outside the main townships in the hamlets of Exeter, Bundanoon and Sutton Forest and are thinly traded, with purchasers more specific as to their requirements, eg equestrian facilities, house and guest accommodation, landscaping or water being some of the selection criteria.

Matt Handbury, the executive chairman of Murdoch Media and Clare Strang, are selling their 259 ha Southern Highlands retreat, Wattle Ridge.

Radio star Kate Ritchie and her husband, the former NRL player Stuart Webb, have bought a Southern Highlands retreat for weekends away from their coastal eastern suburbs home.
They paid $1.75 million for Fallow Field, located in Burradoo's exclusive Golden Triangle.
The rambling farmhouse had been in the Tinkler family ownership for 50 years.
Set down a private, tree lined driveway, it has four bedrooms, three bathrooms, a formal lounge and a large mud room. Not that it is a farm, rather a sprawling 0.6 hectare garden estate.
There the main residence plus an 1800s built, 170 sqm carriage house with an 85 sqm upstairs hayloft complete with exposed timber beams and original hardwood flooring.
The lifestyle property spent over 300 days on market before the selling agents Ben Olofsen and Scarlett Laplanche of McKillop Property secured the recent sale.
They had a price guide of $1.75 million to $1.87 million.
She joins other thespians in the Highlands perhaps bumping into Robyn Nevin, Judy Davis and Noeline Brown.
Kate, who has spent decades portraying Sally Fletcher in Home &amp; Away, kicked off her interest in portfolio when she bought a two bedroom Bellevue Hill unit for $355,000 in 2000. It is currently up for rent at $400 a week asking rental.
The two time Gold Logie award winning actress then bought her three bedroom Randwick home that cost $990,000 in 2003.
Prior to her extended retirement from Home and Away in 2008, Ritchie shared the Guinness World Record for the longest continuous role in an Australian drama series with fellow original cast members Ray Meagre and Norman Coburn.
She returned to the show in 2013 for two months, reprising her role as Sally Fletcher in the show's 25th anniversary year.
Ritchie appeared in the second series of Underbelly, her first TV drama role since leaving the popular Palm Beach programme.

Radio star Kate Ritchie buys Fallow Field, Burradoo

The Southern Highlands residential property market has seen a marked increase in activity in both volume and prices over the last two years.
There has been a noticeable increase in activity by investors, rental levels increased and are now steady, according to Herron Todd White's latest monthly market report.
The property advisory firm says that the increasing price trend is very strong in the lower to middle price brackets, up to $2 million.
Properties over $2 million are steady and also trading more briskly.
The tree change buyer relocating from Sydney is the main active buyer type HTW advised.
Traditionally the Southern Highlands property type is the older style character home (1890s to 1950s) that are within short walking distance of the town centres and local amenities.
HTW noted there has been good renovation and extension activity in these well located, traditional property types in Old Bowral, Mittagong and Moss Vale.
"There is also an emerging property type of suburban style modern and semi-modern homes on land sizes of 700 square metres up to 4,000 square metres.
"These modern homes appeal predominantly to young families."
It reported there has been good land sales activity in the now established residential subdivision precincts such as Renwick Estate (Mittagong), Bingara Gorge (Wilton) and more recently smaller more affordable lots at Darraby Estate (Moss Vale) and Nattai Ponds (Braemar).
"This uptick in activity has seen the emergence of residential infill developments in the townships of Bowral and Mittagong, with established larger land lots being subdivided into smaller allotments which are keenly sought after. 
"If interest rates remain at these historically low levels, we consider these market increases to be sustainable and should continue over the next six months."
Similar to the Highlands, there is now a mix of traditional property types in the Southern Tablelands. Previously, demand was for well located older homes and while these remain sought after, there has also been a push for modern family homes.
Goulburn has seen steady to increasing trends over the last five years.
"There have been good land sales in the new, modern residential estates in Goulburn, including the Belmore Estate, Merino Country Estate and the Mistful Park Estate," HTW noted.
"There is good construction activity of new homes being built."
Goulburn is rich in heritage architecture and there is also good renovation construction activity in these older character homes.
The main buyer type is the tree change buyer from Sydney or Canberra, the Canberra commuter and the Sydney investor.
The market in Crookwell is also stead, HTW advised.
The rural residential property market (two to 100 hectares in land size) is steady to increasing slightly throughout the Southern Tablelands, with good activity from Canberra commuters and rural lifestyle buyers from Sydney.

Marked increase in Southern Highlands prices over past two years: HTW

Australia's favourite reality television couple, Sam Frost and her beau Sasha Mielczarek have secured a building block to construct their family home on the outskirts of Bowral.
"We are very excited," Sam and Sasha told their social media followers after their purchase.
The couple who found love on The Bachelorette secured the block in an upmarket NSW Southern Highlands housing subdivision.
The lot is in the historic <a href="https://retfordparkestate.com/" target="_blank">Retford Park Estate</a> which has been recently divided into building blocks ranging from 1000 sqm to 4.8 hectares.
The recently available sold out lots had been priced between $365,000 and $810,000 through Savills Residential Projects.
"I love building and all things construction," Sasha told me.
"Having grown up in the Southern Highlands and even going to high school there I'm pretty attached to the area," the former Oxleyan school captain said.
The couple have been together since Sam chose the 32 year old Sasha while filming the reality TV series The Bachelorette last October. 
Sasha manages a big building construction project at Nowra, with the couple regularly spotted relaxing at nearby Huskisson on Jervis Bay.
Sam is Bondi based after securing a breakfast radio co-hosting opportunity on 2DayFM radio with Rove McManus, having previously been marketing co-ordinator at the Mornington Peninsula Gardens &amp; Lifestyle Magazine.
Bachelorette Sam Frost has Sasha's mother to thank for his appearance on the show.
"Mum was the one who put the application in for me," he once advised.
"She saw Sam previously on The Bachelor and thought we'd be a good match; she said Sam was the most down to earth."
The recent sales success of the fully serviced 179 residential lots on Bowral's historic Retford Park estate, has ensured the main homestead will be preserved in perpetuity for community access through the National Trust.
The main homestead Retford Park House remains the longtime home of philanthropist, James Fairfax, but will be preserved in perpetuity for the community with funds from the neighbouring residential development being directed into a trust which will pay for the long-term upkeep of the 1880s Italianate house and gardens.

There were no bids when Invergowrie, the Tudor-style NSW Southern Highlands estate, offered by the former Liberal politician, turned businessman and commentator John Hewson, went to weekend auction.
The <a href="https://www.propertyobserver.com.au/https://www.randw.com.au/property/0000278286" target="_blank">seven bedroom Exeter house</a>, that comes with studies, library, ballroom and billiard room, dates back to the 1930s when built for the BHP industrialist Sir Cecil Hoskins.
The Richardson &amp; Wrench auctioneer Geoff Speers sought bids at $7 million for the 10 hectare estate that last sold for $5.5 million in 2004.
"This is an extraordinary estate," the auctioneer said.
Hewson has had an ongoing love of things Tudor. His first home in the Highlands was Redlands, also Tudor-style and in Paul Sorenson gardens, which he bought for $106,000 in 1977 and sold for $380,000 in 1985, just before he became the Federal Liberal Party leader with the red Ferrari.
Hewson and his wife, Jessica Wilson, who had Invergowrie listed through Michael Maloney at Richardson &amp; Wrench Bowral, want to move closer to Bowral.

Shaddock, chairman of Growthpoint Properties and Calibre Capital, listed the 4.7 hectare property with $2.45 million hopes with Margaret McCauley Real Estate along with <a href="https://www.cjpbowral.com.au/properties-for-sale/rural/rural-detail/TheFolly" target="_blank">Angus Yuill of Campbell Jones Property</a>.
The four bedroom, three bathroom house was built after the land was bought for $500,000 in 2001.
