The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. Riskwise Property Research has pinpointed Rouse Hill in Sydney's NorthWest as the suburb most at risk of off the plan apartment settlement problems.
Its data shows that off the plan apartments equivalent to three times the current unit stock is yet to settle over the next two years.
Investors currently comprise 57% of purchasers of the 1000 units in the suburb which is located 50 km from central Sydney.
Rounding out the top three are Norwest and Beaconsfield both of which have off the plan apartment stock equivalent to double the existing number of apartments set to settle in the next two years.
Melbourne, Brisbane, Perth and Adelaide also have suburbs in what Riskwise call the settlement risk "Danger Zone".

"There are a large number of high-rise properties in our capital cities being offered to a smaller number of investors," Riskwise chief executive Doron Peleg said. 
"There are less investors in the market mainly due to credit restrictions. Also, lenders are being more cautious about their loan-to-value ratios (LVRs) and more discerning about who to lend to. This has resulted in a reduction in activity and this has a major impact on the market. Lenders understand that oversupplied suburbs carry a greater degree of risk – and those risks are just as real for the investors who buy in those suburbs."
Most of the suburbs highlighted in the Danger Zone list are already subject to loan blacklists or other such restrictions.
For example requiring significantly higher deposits, up to 30 per cent. 
Such moves will make these properties harder to sell, as brokers needing to increase their volume of mortgage sales to up their remuneration would increasingly steer customers away from higher-risk properties that would take more time to secure financing and had less guarantee of success, Mr Peleg said.
"This overall will potentially reduce the demand for those properties," Mr Peleg told Nine Entertainment's Financial Review. 
"If you have a sub-prime [borrower] and a high-risk property, it means the loan application could take many, many hours if it's approved. The broker will not have too many ways to compensate for those invested hours if the fee is flat. He will try to minimise those loans and even in many cases a broker will work with a consumer and tell them 'This is a high-risk property, maybe you need to consider an existing property'."
Further risks to the swathe of new apartments due to complete and settle over the next two years include the likelihood of a new Labor-led federal government that could more fully implement the royal commission's recommendations against brokers and reduce the negative gearing and capital gains tax breaks available for property investors, he said. 
The outlook for apartments was negative, Mr Peleg maintained. 
"The trend we see – everything regarding consumer protection, responsible lending and scrutinising loan applications – we don't see any indicators that will drive demand for off the plan," he said.
High-rise apartment approvals hit a four-year low in the year ended December, according to ABS figures.

Sydney-based land developer, Clearstate, having completed their first major capital raising.
They are now set to deliver 1,700 new homes to Sydney, Melbourne and Brisbane.

Kandis Investments Ltd, an affiliate entity of US-based global investment firm, Avenue Capital Group, has agreed to finance Clearstate with a facility of up to A$50 million.

GPT Group dips into apartment development

A 33.5 hectare development site in Rouse Hill, north-west of Sydney, has been listed with $200 million plus hopes.
The property at 285-297 Annangrove Road is being offered for the first time in 30 years.
Knight Frank agents Grant Bulpett says it is expected to draw strong interest from developers looking to be part of the significant growth area.
“It’s not often we see sites of this size that are zoned for multiple uses come to market, so we anticipate it will draw significant interest from large scale developers," he said.
Currently raw farm land, only used for cattle grazing, the future owner will be well positioned to unlock the significant value potential of the site through redevelopment.”
Bulpett is marketing the property with James Reeves and David Morris with an expressions of interest campaign ending July 19.
The site is located between Rouse Hill and Box Hill and in the priority growth corridor of North-Western Sydney. It is set to benefit from the substantial amount urban infrastructure currently underway in the area. 
James Reeves suggested the size of the development site is a rare opportunity.
"The scale of this super lot might be one of the only opportunities in the area for a fully integrated community orientated development which in addition to a masterplanned residential precinct could include hospitals, universities and associated uses," Reeves said.

Rouse Hill site expected to fetch over $200 million

The terminus station on the Sydney Metro Northwest which will open next year has been renamed to Tallawong, a word of local significance that's derived from the Dharug word 'dalawang' for apple gum tree.

The station until this point has been known as Cudgegong Road and is seeing significant amounts of new development projects proposed within the new station's environs.

As you might expect for an outer suburban station, Tallawong will have a 1,000 strong commuter car park and will also include various bus and kiss-and-ride bays as well as parking and storage for 55 bicycles.

All other station names on the Sydney Metro Northwest have been confirmed according to a NSW Government media release.

Tallawong will serve the outer growth area of <a href="/new-apartments/rouse-hill-nsw-2155">Rouse Hill</a> and The Ponds and developers in the area have answered the call and invested in building significant density around the new train station.

The Apartments.com.au database is showing 7 projects within walking distance of the under construction station.

Those projects collectively have a whopping 1,895 residential units at various stages of the development pipeline.

A single project is under construction with 134 dwellings soon to be added to the local market.

We'll take a look at other new outer suburban stations on the new Sydney Metro in time, however, there is a distinct pattern: the public and private investment into the new Sydney Metro is certainly producing the goods when it comes to what should be built next to new stations.

We're currently still in build-up mode in terms of projects outside of Melbourne on the Apartments.com.au database but with over 600 already present from New South Wales we expect our own numbers will be superseded fairly soon.

In light of the Great Cities research released by the Property Council of Australia, who needs offshore examples of changing the way we develop cities when the country has a live one right on our doorstep?

Terminus station on Sydney Metro Northwest renamed

Rouse Hill is the Sydney suburb which has seen the most dramatic decline in its unit listings.
Investar suggests stock for sale had decreased by 66 percent, from 86 units this time last year to its current 29 offerings.
Cumberland Green off the plan offerings are for sale.
A two bedroom apartment - currently on the market - is a new Windsor Road offering which is priced at $670,000.

The two bedrooms apartment range from $670,000 to $730,000 and its three bedrooms apartment range from $740,000 to $810,000.
There was an two bedroom apartment sold last year for $700,000.

Rouse Hill sees big decrease in apartment supply

The third stage of Parkland Estate will soon launch with 213 new apartments in the landmark Rouse Hill development.
PRDnationwide Norwest and Ray White Castle Hill have been appointed as the project marketers for Capital Corporation.
Designed by the architectural firm Turner, the six to nine story apartment development, has received DA approval.
Construction is expected to begin in early 2017.
Construction of the first stage of the development, which includes 62 terrace homes, is already underway and is expected to be completed in late 2017.
In total, more than 700 dwellings will be built within the $500 million development. 
Capital Corporation is a Baulkham Hills based developer.
The company has a strong presence in the local area, having developed 45 projects alone in the Norwest Business Park and various other commercial and residential projects in the local area.
Capital Residential Developments Development Manager Joel Wood said Parkland Estate was a transformative development for the North West area.
"We didn’t want to just build a housing and unit development, we wanted to build a new community,” he said.
“There was the opportunity to build significantly more apartments on the site, but we chose to prioritise liveability and design.
"We are providing more than 5000sqm of green space for the project and a number of communal facilities which will encourage social interaction and foster a neighbourhood community.
"This is how people want to live today.
"They want the convenience of being close to major transport networks and retail precincts, but also desire access to parks and other amenities.”
The Central Park area of the project, which will be completed in 2018, includes a 17m lap pool, playground facilities, grass areas, a tennis court, communal rooms and a BBQ pavilion.
PRDnationwide Norwest Director David Inkster said it was the biggest residential development currently taking place in the Rouse Hill area.  
“The first stage of the project was very successful, with all terrace houses selling out very quickly and 75% of the first release of the apartments already sold.
The site is located within short walking distance (300m) of the future Cudgegong Road Train Station which will be part of the $8.3billion North West Rail Link.
Situated in the booming North West Growth Corridor, Parkland Estate is close to several schools, shopping precincts, numerous restaurants and entertainment venues.
Median prices for the first stage of Parkland Estate range from $500,000 for a one bedroom apartment through to $800,000 for a three bedroom apparent.
The next stage of the project comprises 75 one bedroom, 100 two bedroom and 38 three bedroom apartments.

Rouse Hill's $500m Parkland Estate project enters next phase

In Sydney’s growing north-west, the AUX Group is to bring forward the next release in The Boulevard.
It is the company’s debut apartment project that is attached to Rouse Hill Town Centre.

Rouse Hill becomes a new beacon for apartment living

China-based developers AUX Group has launched its first project to the Australian market, an $81 million apartment project named The Boulevard attached to the  Rouse Hill Town Centre.
The Boulevard features 152 one, two and three bedroom apartments apartments across two six and seven storey buildings
Prices for one-bedroom apartments range from $485,000 - $655,000, two-bedroom apartments are priced from $595,000 - $860,000 and three-bedroom apartments range from $855,000 - $920,000.
The Boulevard is designed by Metropoint Group Architects.
Aux Group purchased the sites from Rouse Hill Town Centre owner GPT in April 2015. AUX Group associate director Michael Wang said The Boulevard is the perfect debut for AUX Group in Australia as the development epitomises what we stand for: high quality apartments that offer connectivity and an easy lifestyle for residents."
