Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

There will be a pool, barbecue and outdoor dining area, residents lounge and dining, sauna and steam room, gym, and a Yoga and Pilates studio.

The developer's continued investment in the Gold Coast reflects confidence in the region's apartment market fundamentals, underpinned by sustained Southeast Queensland population growth.&nbsp;

The outlook for the region is further bolstered by infrastructure investment tied to the Brisbane 2032 Olympic Games, which is expected to drive continued economic and population growth across the SEQ corridor.&nbsp;

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

A defining feature of the design is a deep landscaped void running through the centre of the building, creating what bureau^proberts describes as a "natural ravine" that enhances airflow, daylight penetration and resident amenity. The design report notes that the separation of the two building volumes is intended to maximise natural light, cross-ventilation and outlook while strengthening connections to the surrounding riverfront setting.

Curved balcony edges, integrated planting and extensive landscaping throughout the façade reinforce the subtropical design approach. The building's façade is softened by elevated gardens and planter beds, creating a green edge that complements the established landscape character of Oxlade Drive and neighbouring Merthyr Park.

New Farm has become one of Brisbane's most sought-after suburbs for developers delivering premium downsizer-focused apartments.

GRAYA has been particularly active in the precinct, completing both Chalk and York in recent years, while construction of Moray House, being delivered for Spyre, is now nearing completion. A new residential tower will be the first piece of a broader mixed-use precinct set to reshape a prominent Newcastle West site, with local developer <a href="https://www.apartments.com.au/developers/gwh">GWH</a> bringing its <a href="https://www.apartments.com.au/new-apartments/cambridge-quarter-newcastle-west-12-denison-street-newcastle-west-nsw-2302">Cambridge Quarter</a> vision to market.

The first release, Tempo, will introduce 87 apartments across a 24-storey tower, marking Stage 1 of the residential component of a larger urban regeneration project planned for the western end of Newcastle's city centre, encompassing the former Cambridge Hotel site.

GWH unveils first release at landmark Cambridge Quarter precinct in Newcastle West

<a href="https://www.apartments.com.au/developers/ss-projects">S&amp;S Projects</a>,&nbsp;Rainbow Bay's busiest developer,&nbsp;has officially lodged plans for the largest development in its booming local portfolio, seeking approval for a further 88 apartments on Boundary Street.

The proposal&nbsp;at <a href="https://www.apartments.com.au/new-apartments/209-213-boundary-street-coolangatta-qld-4225">209–213 Boundary Street, Coolangatta</a>,&nbsp;marks the next chapter in the developer's transformation of the southern Gold Coast beachside precinct. It will be its fifth in the area, having already delivered Flow, Awaken and Esprit, while construction continues on the 38-apartment Radia. The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

Designed by <a href="https://www.apartments.com.au/architects/cottee-parker-architects">Cottee Parker</a>, the proposed development comprises 88 two and three-bedroom apartments across a contemporary podium-and-tower form that integrates extensive landscaping from street level through to the rooftop.

The tower would be delivered above a basement and multi-level podium accommodating resident and visitor parking, with the residential component commencing from level three. The design incorporates cascading planting throughout the façade, landscaped podium edges, and deep planting zones along the Boundary Street frontage.

A key feature of the development is its expansive rooftop wellness and recreation precinct. Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

S&amp;S Projects has become one of the most influential private developers operating on the southern Gold Coast. Since entering Rainbow Bay in 2022, the company has assembled a portfolio exceeding $1 billion in end value, establishing itself as a key player in the area's evolution into a premium apartment destination. Coolangatta is entering another wave of apartment development, following the delivery of several prominent residential projects in recent years.

A landmark former orphanage site in Surrey Hills could be transformed into a new residential community under plans lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> that would deliver 76 apartments and townhouses while restoring some of the suburb's most significant heritage buildings.

The burgeoninng Melbourne-based developer has submitted plans for the 9,158 sqm site at 1 Kent Road and 24 Durham Road, home to the former St Joseph's Home for Destitute Children, a historic institutional complex dating back to the late 19th century. The proposal seeks to adaptively reuse several heritage buildings while introducing two new four-storey residential buildings set within extensive landscaped grounds.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> and Kerstin Thompson Architects, the project has been conceived as a contemporary residential village embedded within a restored heritage precinct. The development team describes the design approach as "The Village in the Garden," with new buildings positioned among mature landscaping by OCULUS and significant heritage structures.

The proposal would deliver 76 dwellings comprising a mix of apartments and duplex-style residences, significantly increasing housing supply on one of the largest privately held residential landholdings in Surrey Hills. The development includes 127 car spaces, 24 bicycle spaces and more than 1,000 sqm of communal amenity, with the existing chapel building earmarked for conversion into resident facilities.

According to the planning submission, the project centres on the restoration and adaptive reuse of the site's most significant heritage assets, including the original c.1889 St Joseph's building, the chapel designed by architect Augustus Andrew Fritsch, and the historic brick perimeter walls and entry gates. The proposal also incorporates the retention of other contributory buildings including the former infirmary and school building.

Tract Consultants, in the planning report accompanying the application, said the scheme had been shaped through extensive heritage analysis and design development.

"The shared vision for the Site by the project team has culminated in a scheme which successfully breathes life back into a historic site while delivering upon the objectives of Victoria's Housing Statement in a carefully curated and contextually responsive manner."

The proposal is being assessed under Victoria's Significant Residential Development with Affordable Housing pathway. As part of the application, three per cent of the project's residential development cost would be contributed to the Social Housing Growth Fund. Sustainability initiatives include an anticipated 66 per cent BESS score, natural cross-ventilation to 80 per cent of apartments, 28 per cent deep soil landscaping and a canopy cover outcome exceeding local planning requirements. The proposal also sets aside more than 1,083 sqm for communal indoor and outdoor resident amenity spaces.

National property developer and construction group Traders In Purple has been selected as the NSW Government’s partner to deliver the next stages in the ground-breaking Bonnyrigg estate redevelopment, adding to its $3 billion project pipeline.

Under the agreement Traders In Purple will deliver the Humphries Precinct, which includes 65 community homes to NSW Land and Housing Corporation (LAHC), and 210 land lots for private sale, meeting pent-up demand in a location with limited opportunity for new housing. It will be stages eight to 11 of the delivery of the $855 million Bonnyring Renewal Project, which already has over 700 dwellings completed, including 256 social homes.

The transformation of the Bonnyrigg Estate is a major 30-year project that will be delivered over 18 stages, creating 4,275 jobs and delivering homes for more than 9,000 residents.

“This is an ambitious project that is transforming the former Bonnyrigg social housingestate in Western Sydney to become a vibrant, mixed-tenure precinct, by&nbsp; taking 833 ageing social properties and creating 3,000 new homes for residents, 900 of which are dedicated for social housing,” Minister for Planning and Minister for Homes Anthony Roberts said.

The Bonnyrigg partnership is the fifth project Traders In Purple has secured with LAHC, resulting in the delivery of 819 apartments, homes and land lots across NSW with a combined value of $590 million.

Traders In Purple Director George Geagea said the Bonnyrigg appointment underlined the NSW Government’s confidence in the company’s ability to deliver high quality, tenure blind communities that meet the need for social, affordable and private housing.

“We are an active development partner of the NSW Government,” Geagea said.

The 65 community homes will be managed by St George Community Housing.

Traders In Purple will also deliver a junior play park and make a financial contribution to NSW Land and Housing Corporation that will help to fund further provision of social and affordable housing.

Development approval for the Humphries Precinct is anticipated over the coming weeks with demolition works already underway.

Traders In Purple is currently building Northsea, a mixed tenure project 250m from Wollongong Beach, in partnership with LAHC, where million dollar apartments sit side by side with community homes.

Its recently completed Correa Gardens community housing project in the NSW south coast town of Corrimal, delivered in partnership with the NSW Government and Housing Trust, won the 2022 National Urban Taskforce Award for Affordable Housing. ABS has today released the June data for housing approvals which shows that in NSW, the planning system approved 12.7% in less in June than was approved in May. The Council shut down for elections has started.

Urban Taskforce has warned the NSW Government that they faced a real risk that Councils would ease off on approvals in the lead up to what was to be the September elections.&nbsp; Today&rsquo;s data shows that the Government&rsquo;s light touch on Councils has resulted in precisely that.&nbsp; Worse, the Council elections have now been postponed till December and unless someone holds a blow-torch to the Councils and approval bodies, approvals will drop off further.&nbsp;

Even prior to the lockdown, the productivity of the planning system had dropped off. Our economy cannot recover with this drop off in performance.&nbsp; Planning reform and approvals now will deliver a pipeline of work for when vaccinations allow our economy to fully re-open.&nbsp; There is an opportunity to catch up &ndash; but it seems that the planning system has slowed up again.

Urban Taskforce calls on the Government to immediately implement the recommendation of the NSW Productivity Commission White Paper.&nbsp; The GSC has set housing targets.&nbsp; It is up to the NSW Government to ensure that Councils meet them.&nbsp; Targets need to be regularly monitored against performance.&nbsp; There can be no excuse for Councils refusing to accept the targets.&nbsp; LGA Housing Strategies must come with sanctions for those Councils that selfishly refuse to contribute to housing supply, resulting in rising new home prices inflicted on those least able to afford them.

The data shows that NSW housing approvals reached their peak in 2015/16 2016/17 and 2017/18 at around 73,000 approvals each year. Then, in the lead up to the NSW State election (2018/19) approvals dropped off to 58,000 and stayed low in 2019/20 with only 48,000, despite &ldquo;fast track&rdquo; schemes and a flurry of DPIE activity.

The total approvals have risen across all of NSW to 59,000 and this is welcome &ndash; but it remains well short of what is needed.&nbsp; The data reveals the problem.&nbsp; Apartment approvals across NSW have dropped significantly (most of these in Greater Sydney) while new separated house approvals have remained relatively flat.

The table above, based on the ABS data, clearly shows that the price escalation is due to a drop off in housing approvals and this is flowing on to a drop off in housing supply.&nbsp;

Further, the time taken to navigate the NSW planning system, even after an approval has been granted, often takes years, adding to risk for the property development industry and additional costs for new home buyers.

The message went out to Councils in 2018 that the NSW Government was going to go soft on them after the Council amalgamation debacle.&nbsp; But the result has been a massive under supply of housing.&nbsp; This will only get worse unless Government can incentivise Councils to deliver an over-supply of new approvals.

Council elections have now been postponed till December and unless someone holds a blow-torch to the Councils and approval bodies, approvals will drop off further.

There’s a new town centre set to be constructed in Sydney’s thriving north-west.

The Minister for Planning and Public Spaces Rob Stokes announced the new town centre will change the face of The Hills Showground area.

“This exciting new development in the heart of The Hills will create homes, jobs and outstanding public spaces on the doorstep of a Metro station,” Mr Stokes said.

“It will offer a diversity of housing for people with different lifestyles and open space that will include a park and plaza.

The development will also inject $995 million into the economy while creating 1,920 construction jobs and 674 operational jobs.

The plans include up to 1,620 new homes and more than 13,000 square metres of commercial floor space.

There will be at least five per cent affordable housing for a minimum of 10 years.

Following consultations the plans reduced the total of new homes from 1,900 to 1,620.

The development will include nine building envelopes, ranging in height from three to 21 storeys.

The NSW Government and Federal Government will jointly fund upgrades to intersections of Showground Road with Carrington Road and De Clambe Drive, Castle Hill.

The NSW Government is opening consultation on a proposed centralised digital strata hub to make it easier for anyone who seeks to buy into a strata block to get information.

The hub will consolidate core information about NSW’s 82,000 strata schemes in one place, giving property purchasers insights in their potential new home while allowing the regulator to monitor each building’s ongoing maintenance and defect management.

It will start with Information collected during the construction phase of a building to help consumers make informed decisions about the trustworthiness of a building.

“It will also let the regulators keep a close eye on each strata building to make sure NSW homeowners are not burdened with avoidable building defects when maintenance is neglected,” the Minister for Better Regulation and Innovation Kevin Anderson said.

Anderson hopes it will ensure well-built properties continue to be maintained and managed successfully.

Subject to the passing of legislation and regulations, owners corporations will be required to report certain information about their schemes such as annual fire safety statements, address for service of notices, contact details for the scheme and litigation relating to defects.

“The tool will also manage the building defect bond after it is lodged through the NSW ePlanning portal, which pays for any defects found in the first 24 months after finishing the building work.”

Minister for Customer Service Victor Dominello said the proposed hub will be a game changer for communities.

“Whether you are a strata owner, occupier or prospective buyer, we want to make your life easier by making all the information relevant to your scheme available on one easy to use platform,” Mr Dominello said.

The NSW Government has announced further details of the project to facilitate the removal of high-risk combustible cladding from residential apartment buildings across the State.                                                                                    

Minister for Better Regulation Kevin Anderson confirmed that Project Remediate would provide interest-free, 10-year loans, to strata owners corporations.

The program developed since the 2020-21 NSW Budget seeks the removal by 2023 of high-risk combustible cladding on an estimated 225 buildings across NSW.

There is a project assurance service that will be coordinated through the Office of the NSW Building Commissioner.

The scheme will also help take pressure off owners' corporations by appointing a managing contractor to oversee each individual project from design to final completion.

Under the project details announced today, a financial partner will be engaged to facilitate the provision of interest-free loans to eligible Owners Corporations to fund remediation works. 

Over the next few months, the NSW Government will be tendering for the financial partners and a managing contractor for the program. Applications for owners corporations to take part in the project will open in March.

NSW Government starts high-risk cladding removal process

The NSW Government’s planning system acceleration program has fast-tracked approval on a $64 million construction project in Redfern.
Located in the heart of the suburb, the new 18-storey building will be home to more than 400 students and create 240 construction jobs, said Minister for planning and public spaces Rob Stokes.
The building will include Aboriginal artwork and creative open public spaces.
“This is another example of a major shovel ready project being given fast-tracked approval to keep the NSW economy ticking throughout the pandemic,” Stokes said.
The Redfern development is one of 11 projects in the sixth tranche of the NSW Government’s acceleration program.
To date, the program has created more than 50,000 direct job opportunities.
As the NSW Government steers to make affordable student accommodation a priority, many projects are popping up in the <a href="/developments/redfern-nsw-2016">Redfern area</a>.

The NSW government have pulled together a number of agencies to activate the state's outdoor hospitality spaces.
Their main task is to make approvals for alfresco dining and drinking easer and faster for venues to get. 
Minister for customer service Victor Dominello said the NSW Government is keen to work with venues to better use open spaces to help generate business and create jobs. 
“The pandemic has made indoor spaces less amenable to socialising so it’s time we reduce barriers to spending more social time outside,” Mr Dominello said.
“We’re at a point where we need a cultural transformation to breathe life back into hospitality businesses and it makes sense to take advantage of NSW’s great climate and superb hospitality offerings, while adapting to a world where COVID transmission remains a risk.”
The taskforce will include representatives from:

•         Liquor &amp; Gaming NSW
•         The Office of Local Government
•         The Office of the Small Business Commissioner
•         NSW Police
•         Department of Planning, Industry and Environment

“This group of alfresco architects will look into streamlining existing legislation, so we have a pilot in place before summer, as well as long-term solutions where it makes sense to standardise the outdoor drinking and dining scene. A default safe alfresco culture should be the norm,” Mr Dominello said. 
Minister for planning and public spaces Rob Stokes said the taskforce will work out how to streamline applications for venues to use their outdoor spaces in time for summer.
“Public spaces have become more important than ever before. As we head into the warmer months, we need to find ways to keep our vital hospitality sector buoyant, while also keeping people safe,” Mr Stokes said.
“Our climate is perfect for alfresco dining, which brings life and vibrancy to our streets and public squares and gives people a reason to visit city centres.”

Treasurer Dominic Perrottet has announced the 2020-21 NSW Budget will be handed down on Tuesday, November 17, 2020.
The Budget was deferred in March following a recommendation by the National Cabinet of Commonwealth, State and Territory leaders.

March 2020 NSW Budget now scheduled for November

New and prospective homeowners will have protections against purchasing defective residential apartment buildings from tomorrow, when the NSW Government’s landmark Residential Apartment Buildings Act 2020 comes into effect.
Minister for Better Regulation Kevin Anderson said the new laws work to prevent buildings with serious defects going on the market, and give clear recourse in the event of a defect.
“The days of shonky certifiers and dodgy developers ripping off unknowing apartment buyers are numbered. They are officially on notice – we can now stop you pushing defective buildings onto consumers,” Mr Anderson said.
From tomorrow, September 1 the Office of the NSW Building Commissioner will have the power to stop defective apartment blocks from being built and sold.
"Developers who have done the wrong thing can also face huge fines," Mr Anderson said.
The changes include a compulsory six-month notification that a developer will be applying for an occupation certificate; powers to withhold an occupation certificate where the building is not up to scratch; the ability to order rectification of any serious defect and recover costs associated with that rectification; and on-the-spot inspections of buildings up to six years old, and in extreme circumstances up to 10 years old.
“These new powers provide a massive increase in the level of assurance and protection for consumers. They are a critical step in the NSW Government’s commitment to restoring consumer confidence in the building sector,” Mr Anderson said.
NSW Building Commissioner David Chandler OAM said they send a clear signal to the construction sector that sub-standard projects will not be tolerated. 
“Our sights are set on the small percentage of industry players who aren’t doing the right thing. Whether you are a builder cutting corners, or a certifier passing work that isn’t good enough – expect action from our new team of inspectors,” Mr Chandler said.
“We acknowledge, however, that sometimes things may not always go to plan, and I want to assure industry that we will work constructively during the audit process with parties who are trying to do the right thing to help resolve issues efficiently.”
