A landmark former orphanage site in Surrey Hills could be transformed into a new residential community under plans lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> that would deliver 76 apartments and townhouses while restoring some of the suburb's most significant heritage buildings.

The burgeoninng Melbourne-based developer has submitted plans for the 9,158 sqm site at 1 Kent Road and 24 Durham Road, home to the former St Joseph's Home for Destitute Children, a historic institutional complex dating back to the late 19th century. The proposal seeks to adaptively reuse several heritage buildings while introducing two new four-storey residential buildings set within extensive landscaped grounds.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> and Kerstin Thompson Architects, the project has been conceived as a contemporary residential village embedded within a restored heritage precinct. The development team describes the design approach as "The Village in the Garden," with new buildings positioned among mature landscaping by OCULUS and significant heritage structures.

The proposal would deliver 76 dwellings comprising a mix of apartments and duplex-style residences, significantly increasing housing supply on one of the largest privately held residential landholdings in Surrey Hills. The development includes 127 car spaces, 24 bicycle spaces and more than 1,000 sqm of communal amenity, with the existing chapel building earmarked for conversion into resident facilities.

According to the planning submission, the project centres on the restoration and adaptive reuse of the site's most significant heritage assets, including the original c.1889 St Joseph's building, the chapel designed by architect Augustus Andrew Fritsch, and the historic brick perimeter walls and entry gates. The proposal also incorporates the retention of other contributory buildings including the former infirmary and school building.

Tract Consultants, in the planning report accompanying the application, said the scheme had been shaped through extensive heritage analysis and design development.

"The shared vision for the Site by the project team has culminated in a scheme which successfully breathes life back into a historic site while delivering upon the objectives of Victoria's Housing Statement in a carefully curated and contextually responsive manner."

The proposal is being assessed under Victoria's Significant Residential Development with Affordable Housing pathway. As part of the application, three per cent of the project's residential development cost would be contributed to the Social Housing Growth Fund. The development would also provide a diverse mix of one, two and three-bedroom residences targeting a broader range of buyers than typically found in Surrey Hills' detached housing market.

Sustainability initiatives include an anticipated 66 per cent BESS score, natural cross-ventilation to 80 per cent of apartments, 28 per cent deep soil landscaping and a canopy cover outcome exceeding local planning requirements. The proposal also sets aside more than 1,083 sqm for communal indoor and outdoor resident amenity spaces.

Planning documents describe the property as one of the largest underutilised residential sites in Surrey Hills, arguing it presents a rare opportunity to introduce "missing middle" housing in an established inner-eastern suburb while preserving and revitalising a significant heritage precinct.

Antipodean Land Developments has built a reputation for design-focused residential projects across Melbourne, particularly in the medium-density sector. Previous developments include Neighbourhood in Brunswick East, delivered with Breathe Architecture, and Balfe Park Lane, designed by Kerstin Thompson Architects.

They've been very active in site acquisition as they build out their future development pipeline. Developer <a href="https://www.apartments.com.au/developers/auyin-property-development">Auyin</a> is the latest to turn to the Victorian Government's Development Facilitation Program in an effort to secure approval for its long-planned, mixed-use project in Elsternwick.

In 2018, Auyin lodged plans with Glen Eira City Council for a 14-storey building, however Council approved a reduced eight-storey scheme. A subsequent VCAT appeal in 2019 upheld the eight-storey height limit.

The project was later amended to nine storeys, but Auyin is now seeking to revive something closer to its original vision. The developer argues that the planning context has evolved significantly over the past decade, particularly within the Elsternwick Activity Centre, where higher-density development has increasingly been encouraged along Glen Huntly Road.

The proposal would transform the 1,239 sqm site at <a href="https://www.apartments.com.au/new-apartments/7-12-horne-street-elsternwick-vic-3185">7-15 Horne Street</a>, opposite Elsternwick Railway Station, into a 13-storey residential and retail development designed by CBG Architects, with 40 apartments

The site currently comprises three commercial properties.

A publicly accessible 135 sqm plaza would be created on the north-east corner of the site, providing seating, landscaping, and a new gathering space adjoining Horne Street.

The design adopts a four-storey podium that references the finer-grain character of the surrounding streetscape, with the upper tower recessed behind generous setbacks on all boundaries.

Vehicle access would be retained from Lois Lane, with upgraded pedestrian connections linking Ross Street and Horne Street. The development would provide 58 residential car spaces, two retail car spaces, and 52 bicycle spaces across two basement levels and ground-floor facilities.

Architecturally, the building draws inspiration from the established character of Elsternwick Village. The façade combines dark charcoal brickwork, textured concrete, bronze-toned metal detailing, and extensive planting integrated into podium and tower levels. The design also incorporates a chamfered corner treatment and publicly accessible plaza intended to strengthen pedestrian activity around the station precinct.

The Illawarra offers a variety of residential property types that can generate cash flow for an investor owner, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm took a look at yields across the nation to dissect where to find the best returns in residential markets.
The HTW report notes the region has broad pockets of single houses, older and modern unit developments and villa and townhouse developments.
Sprinkled throughout are specific investment properties such as duplexes, flat buildings, display homes and boarding houses.
In Nowra there is a large supply of defence housing properties.
"We experienced strong capital growth from 2013 through to 2017 and in that time rents also increased, but not anywhere near the same pace. As a result, residential yields compressed," the valuation firm said. 
An example is a sale of an eight unit building at <a href="https://www.realestate.com.au/sold/property-unitblock-nsw-wollongong-129017178" target="_blank">17 Smith Street, Wollongong</a> (pictured below).
The property sold in November 2018 for $2.23 million with an assessed gross yield of 4.8%.
The same property sold again in August 2018 for $2,675,000.

"The rents for the units had increased but this still represented a gross yield of 4.28%, a decline of 11%," the valuation firm added. 
Recent weakening market conditions have changed the tide for low yields. As prices have declined, yields have started to increase.
Small scale and older style multi-unit properties appear to be a favourite of residential investors.
Recent transactions include an April sale of five two bedroom units in West Wollongong for $1.1 million, reflecting a passing gross yield of 6.15%.
A single level block of three units in Bellambi sold in May for $695,000 which reflected an analysed gross yield of 5.42%.
More unique are sales of modern developments in the Illawarra, according to the HTW report. 
The recent sale of 6A Addison Street, Shellharbour (pictured below) is the first one in recent times.

This was a three level, six unit building built in 2016. The sale for $2,565,000 reflects a gross passing yield of 5.55%.
"The most important aspect for a cash flow investor is having their property occupied and the Illawarra caters for a large variety of demand for rental properties," the valuation firm said.

There is a declining residential market in Illawarra, according to the latest Herron Todd (HTW) residential report. 
The report notes that residential sales activity in Illawarra is below where it was during the peaking 2013 to 2017 years, but has not ground to a complete halt.
Transactions are still happening, especially where vendor pricing is realistic in the current market.
"Selling periods of three to six weeks are still common when the property is priced correctly, but there are many cases of long listings or multiple agents being used when vendor’s hold onto a belief their property can still command a peak price," the valuation firm said. 
Corelogic has reported that over the three months to April 2019, 75.6% of properties across the country sold for less than their original list price and this phenomenon of discounting is clearly evident in the Illawarra.
A property at <a href="https://www.realestate.com.au/sold/property-house-nsw-thirroul-130350018" target="_blank">73 Armagh Parade, Thirroul </a>(pictured below) has recently sold for $755,000 after initially being listed for $880,000 to $930,000.
It comprises three bedrooms, lounge, combined dining and kitchen, balcony and large double garage.

"A big surprise for 2019 is that rents have remained relatively stable," the valuation firm said.
"With recent huge supply of new housing in growth corridors and units in the Wollongong CBD it was expected that rental demand and subsequently prices could drop.
"This doesn’t appear to be the case with property managers reporting decent demand for stock and overall rent prices holding."
A two bedroom unit located near the heart of Wollongong has been listed for lease with a price of $460 per week. 
Situated within a full security building, the unit at 54/313 Crown Street (pictured below) comes with two bedrooms, combined lounge and living room, large balcony and modern kitchen.

According to the report, while this is not great news for tenants hoping for some rent relief, it is encouraging to investors.
A decline in selling prices means investors are able to get higher returns than were available at the peak period.
Gross yields as low as 4.25% were being experienced for investment properties at the back end of 2017.
A block of five two-bedroom units in West Wollongong sold for $1.1 million recently which shows a gross passing return to the investor of 6.15% with scope for increases in the future.
"With interest rates still low and rents stable these returns are slowly drawing some investors back to the market," the valuation firm said.

llawarra has seen sales volumes continue to fall with current sales activity 23% below the five year average for the region, according to the latest CoreLogic Regional Report. 
The report reveals challenging property market performance across Australia’s regions, with falling sales activity in the 12 months to February 2019.
The proportion of houses and units selling has seen a similar decline with house sales down -20% and unit sales down -22% over the year to February 2019.

Across all three New South Wales regions, Illawarra saw the biggest fall in sales volumes when compared to February 2018.
Home values are down across the region, with house values recording an annual decline of -10.1%, while unit values are down -2.7% over the 12 months to March 2019.

Homes across the region are taking longer to sell, with the average time on market for an Illawarra house increasing by 22 days when compared to February 2018, while the average unit is taking an additional 30 days to sell.
The Illawarra rental market has seen no change in advertised rental rates over the year to March 2019.

Illawarra experiences biggest fall in sales volumes across NSW regions

The Illawara region has joined Sydney as the only declining housing markets in the country, according to valuation firm Herron Todd White.
Newcastle and Gippsland were approaching the peak of market last month, and HTW now suggest they are at the peak of the market.
Central Coast had peaked last month, and are now starting to decline.
There's little movement at the bottom of the market, where regulars Perth, Darwin, and Alice Springs remain unmoved. 
There is some good news in Western Australian. South West WA is starting to recover having been at the bottom of the market.

Illawara joins Sydney in declining housing market: HTW house clock

An outlook on the Illawarra housing market was provided by the RBA this week which highlighted the region had experienced some population growth.
Some of this has come from overseas students attending the University of Wollongong, and some has come from people migrating to the Illawarra region from Sydney.
As a result, the region still has a large working-age population, according to the RBA and ABS.

The increase was partly because its geographic proximity and transport infrastructure allow people living in Wollongong and the Illawarra region to commute to Sydney.
Around 20% of Wollongong workers commute at least 50 kilometres to work. 
Illawarra residents are also well placed to benefit from the projects taking place in Sydney's south and south-west, including the proposed “aerotropolis” around the new airport at Badgery's Creek.
Access to these growth areas will be enhanced if some of the recently announced transport infrastructure plans come to fruition, the RBA study suggested.

Labour market conditions in the Illawarra region itself have also been strong recently, according to the RBA with these factors meaning that there has been strong employment growth in the Illawarra region over the past five years and the unemployment rate sat close to the average for New South Wales.

Strong population growth and economic outlook have led to rising housing prices in the Illawarra region. 
It has also lead to increased investment in residential construction.

Alexandra Heath Head of the RBA's Economic Analysis Department stated that the data showed that population trends and housing market developments in the Illawarra region are closely linked to those in Sydney.
This was partly because the transport infrastructure allows people to live in the Illawarra region and commute to Sydney and future transport infrastructure plans and the development associated with the Badgery's Creek airport are likely to strengthen these ties.

Illawarra housing market gets a boost from population growth: RBA

The Illawarra region south of Sydney has both its housing and unit markets starting to decline, according to valuation firm Herron Todd White.
"Halfway through the year and 2018 is shaping to be the weakest year in terms of residential property growth since at least 2012," the HTW June 2018 residential report suggested.
"Currently, we are experiencing much weaker conditions than we have gotten used to over the previous five years.
"Agents are reporting reduced demand, lower number of serious buyers attending open homes."
They noted that overall sales volumes have dropped.
Over the 12 months to April, CoreLogic reported a 2.7% increase in dwelling values, well down from the previous 12 months which saw a 17.4% increase.

While many homes are not falling backwards due to the large growth seen in 2017, a number aren't meeting their price guidance.
The owners of <a href="https://www.realestate.com.au/sold/property-house-nsw-mount+pleasant-128377206" target="_blank">8 Hebron Avenue</a> at Mount Pleasant (pictured top) had to settle for $1,245,000, below the $1.3 million guide offered.
A four bedroom Kiama Downs home at <a href="https://www.realestate.com.au/sold/property-house-nsw-kiama+downs-128216246" target="_blank">14 Bass Street</a> sold recently for $1.2 million, having initially sought $1.26 million to $1.3 million.
The price was reduced to $1.25 million before its sale.

Units haven't been performing too well either.
A two bedroom unit at <a href="https://www.realestate.com.au/sold/property-apartment-nsw-wollongong-128073706" target="_blank">30 Kembla Street</a> in Wollongong could only sell for $445,000 after initially $500,000 hopes.
It sat on the market for 66 days with a final guide of $479,900.

Illawarra housing and unit market in decline: HTW property clock

A Primbee freehold property offered for sale last December is now under contract.
Savills Australia and WHK Commercial offered the prime freehold, vacant, single titled parcel of land on the highway in the coastal suburb of Primbee.

Freehold property in Primbee, Wollongong precinct sold

With approximately 215,000 residents, Wollongong City is the third largest City in NSW.
The population of the entire Illawarra District tops 400,000.
"Although it has the population and local microeconomic factors of its own, the geographic proximity to Sydney is the key measure when determining the main influence on the residential property market," according to the valuation firm, Herron Todd White (HTW).
"When Sydney is hot, it flows on down the coast. When Sydney dries up, so do things down here," HTW's latest report advised.
As Sydney has become more and more unaffordable, Sydney residents are looking further afield - and Illawarra is a place to go to.
Buyers are faced with the decision of paying over $1,000,000 to live in a suburb close to the Sydney CBD or to consider outer suburbs.
With the commute from Campbelltown and surrounds into the CBD being over an hour, this compares favourably with catching the train from Thirroul (one hour 15 minutes) or Helensburgh (50 minutes).
"If proximity to family is not a relevant factor, the decision to pick the Illawarra is an easy one," HTW's April report noted.
CoreLogic reports the median sale price for December 2017 in Helensburgh as $911,000; in Woonona as $920,000; in Corrimal as $800,000.
A Woonona four bedroom house has been recently sold for $950,000 (pictured below).

Sydney market strength remains key to Illawarra performance: HTW

Retail chief Mark McInnes secured $3.35 million when he auctioned his Illawarra beachfront weekender in Coalcliff.
McInnes was the boss of David Jones in 2007 when he bought <a href="https://www.realestate.com.au/property-house-nsw-coalcliff-126625242" target="_blank">the two-storey house</a> for a then record $2.5 million as a getaway from his North Bondi apartment abode.
<div class="in-content-ad">Three years later McInnes moved to Melbourne to take up the job at Solomon Lew’s Premier Investments.</div>
Having upgraded recently in Toorak with his wife Lisa Kelly, McInnes was not there when it went under the hammer through Ray White Helensburgh’s Simon Beaufils.
