<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.

Melbourne’s south-east is becoming a hub for first home buyer action due to the relatively affordable housing options, in particular new estates, according to HTW’s Month in Review: March 2017. 
The valuation firm says first home buyers prefer a cheaper build contract and are prepared to complete these items after handover, compared to the turnkey packages more favoured by investors.
“In new land subdivisions there are often smaller blocks offered at a reduced price that would suit first home buyers who don’t necessarily require a large house site,” the firm says.
“There are unit and townhouse developments in the outer south-eastern suburbs which have an affordable price point, however they may not have the best capital growth prospects compared to the same product in suburbs closer to the CBD.
“It is a popular option at the moment for parents to use equity in their homes and become guarantor to a loan in order to either get approval or to raise additional funds for a deposit for a first home buyer.”
HTW cautions first home buyers against over-extending on a purchase to get into the market.
“It’s better to get a foot in the door and slowly work your way up to your dream house,” it says.

Melbourne's south-east buzzing with first home buyer activity: HTW

Sydney’s northern region presents a good option for first home buyers thanks to potential depreciation benefits, according to HTW’s Month in Review: March 2017. 
The valuation firm says government incentives for buying a new property and capital growth prospects make the area attractive to both investors and owner-occupiers.
In the northern suburbs of Sydney you can spend between $650,000 and $700,000 and purchase a one bedroom unit in Chatswood, Mosman and North Sydney, the report says.
However, the firm says that Dee Why presents better value with sub-$600,000 options available - well below the Sydney-wide median figure of $850,000.
“These are all good starters but have the potential to be ‘out grown’ quickly,” HTW says.

Why Dee Why is a value pick for first home buyers: HTW

New land estates within the Melbourne suburbs of Tarneit, Truganina, Wyndham Vale, Williams Landing and Werribee provide an affordable option for first home buyers, according to HTW’s Month in Review: March 2017. 
The valuation firm says the median house sale price in January 2017 was $480,000 in Tarneit, $492,000 in Truganina, $353,885 in Wyndham Vale, $461,000 in Williams Landing and $450,000 in Werribee, according to CoreLogic RP Data.
“These median sale prices are much lower than the Melbourne metro median house price of $770,000 recorded for the December 2016 quarter by the REIV,” HTW says.
With prices in the region climbing, HTW suggests that first home buyers may wish to look further afield to establish their foothold on the property ladder.
“Although the inner suburbs are proving difficult for first home buyers, the outer western suburbs provide great opportunities for first home buyers,” it says.

“If you’re an entry-level investor looking to be part of Brissie, then you’re probably considering units and townhouses at the moment – but as we’ve been warning for some time now, be careful!” the report says.
“Off-the-plan investor stock that has limited appeal to owner occupiers is at oversupply and the potential for capital gain is limited.”
New units in large inner city developments be available at a more achievable price, but given current and proposed supply there is significant risk of a softening in values, the firm says.
“Also avoid units and townhouses that are selling at a premium price point throughout the Ipswich area.”

Stay clear of Brisbane off-the-plan, HTW warns first home buyers

Brisbane first time buyers are buying highset housing and renting out the lower level separately to increase the return, according to HTW’s Month in Review: March 2017. 
The valuation firm this trend is prevalent in areas like Sunnybank Hills, Macgregor and Coopers Plains and in the western corridor suburbs of Redbank Plains, Gailes and Collingwood Park.
“These suburbs have very low price points for established housing and while fitouts can be modest, rent returns are strong,” the report says.
“To help tap into the cry for more affordable property, we are also seeing developers pitch product to the sector.”
The firm says that a number of south-east Queensland subdivisions are providing small lot housing on 200 to 350 square metre lots to help reduce the price point.
This approach is most effective in projects with good proximity to amenities and infrastructure, it says.
“In our opinion the safest option for an average affordability-driven buyer would be an established 1970 to 80s style property up to 20 kilometres from the CBD but still close to amenities,” HTW says.
“Look for a house that is liveable right now that will also benefit from future renovations.
“For example $500,000 in suburbs like Chermside, Geebung, Arana Hills and Ferny Hills should work nicely.”

Brisbane first timers renting out bottom floor to increase returns: HTW

First home buyers in the Southern Highlands are seeking out affordable housing options across the fringe suburbs, according to HTW’s March 2017 Month in Review.
The valuation firm says Robertson, Bundanoon, Colo Vale, Hill Top and Tahmoor offer better value for money than the three major towns of the area Bowral, Mittagong and Moss Vale.
“Most of these villages still have local shops, parks and schools and some have secondary rail services, but most are lacking in the larger supermarkets etc that the three main Highlands towns feature,” the report says.
“Residents of the fringe suburbs will drive to the larger towns for these services (usually a ten to 20 minute drive).”
HTW says older style houses on smaller 500 square metres blocks in Hill Top are selling from low $500,000, while new three bedroom duplexes are selling for $500,000 to $550,000.
In Robertson, a 1990s era three bedroom home on 770 square metres of land can be purchased in the low $500,000 range.
“The market in these villages has been strong over the past 12 months and that trend is expected to continue for the current period,” the report says.
“As far as advice to the first time buyer, it is always prudent to follow where planned infrastructure developments have been proposed.
“For example the recent announcement by the NSW Department of Planning that Wilton Junction has been designated as a priority growth area has brought the reality of the new township to accommodate up to 16,500 dwellings across the 4,175 hectare site located off the M5 East Freeway a step closer.
“Other areas earmarked for residential development include Tahmoor and Appin.
“Closer into the existing townships of Mittagong, Bowral and Moss Vale it is anticipated there will be limited releases of land predominantly restricted to subdivision of appropriately zoned larger lots.”

First home buyers target Robertson, Hill Top in NSW Southern Highlands: HTW

In the Sutherland Shire, good buying opportunities for first home buyers are in the suburb of Sutherland, according to HTW’s Month in Review: March 2017. 
The valuation firm says the suburb’s regular and express trains to the CBD and proximity to Westfield’s Miranda make it an attractive alternative.
Entry level units in Sutherland start from $500,000 to $700,000 for semi-modern one and two bedroom units.
“In this current market it’s difficult for first home buyers to enter as they are also competing against investors, particularly in heated market conditions, as most properties are sold at auction,” the report says.
“Private treaty sales and off the plan purchases may be more favourable for first home buyers.”
The firms cautions that it is important to have your finance ready and speak to a broker to find out your borrowing capacity.
“First home buyers can also partner with family members to purchase properties with duplex or house and granny flat potential in order to accommodate two separate residences,” it says.
“Be aware that this will affect eligibility for government grants.
“In terms of arranging finance, guarantor loans are also popular as it is difficult for first home buyers to save a deposit for a property.
“The banks will generally accept a guarantor loan as long as the purchaser can service the loan.”
HTW says the developers offering one bedroom units and studio apartments around the city fringe and along major transport hubs is helping to create entry level opportunities for first home buyers.
“These units are usually of similar quality to those within the surrounding development however may be more difficult for financing if the living area is less than 50 square metres.
“Some lenders offer lower loan to value ratios for these type of properties while other lenders won’t finance them at all.
“A recent example of this was published by the Sydney Morning Herald reporting a Melbourne first home buyer lost his $41,000 deposit on a St Kilda apartment at settlement because his bank did not lend on apartments with an internal area less than 50 square metres.”
The firm warns that if you are considering buying it’s important to do your research including inspecting as many properties as possible.
“If you are looking at purchasing off the plan then compare the inclusions you are getting as a lot of developments have the same level of finishes.
“Get your foot in the door – you may not be able to afford your preferred property type or location to begin with – so look for more affordable alternatives with the option to renovate or upgrade to a preferred option in the future.”

OTP buys in Sutherland favourable for first time buyers: HTW

There is an increasing trend of Newcastle parents going guarantor for their children to help them enter the property market, according to HTW’s Month in Review: March 2017.  
The valuation firm says while on the surface this all seems very noble of parents to give their kids a helping hand, but they should be aware of the potential ramifications of this tactic.
“This can cause grief in the long run if payments by the children aren’t made on time, interest rates go up or something unforeseen happens in the market,” HTW warns.
“The consequences attached to the security of the parent’s property can be compromised and potentially the parents could lose what they have worked all their lives for.
“This is where due diligence and focusing on areas where the potential for loss can be mitigated are critical.”
The firm says affordable options in the region are disappearing under booming property conditions.
“BIS Shrapnel forecasts put Newcastle’s growth over the three years to 2018 at 15%, so the time to get into the market would appear to be sooner rather than later,” it says.
However, it suggests areas such as Huntlee in the Hunter and surrounding suburbs offer first home owners attractive subsidies in the form of rebates such as landscaping packages, cash back incentives or furniture packages.
“It is easier said than done to find a suitable property under half a million dollars, but in areas such as Belmont, Swansea, Edgeworth, Boolaroo, Cardiff, Toronto, Wallsend and Barnsley and surrounding areas, there is still promise for first home buyers seeking houses,” the report says.
“The unit market is still very reasonable in sought after areas such as Charlestown, Merewether, Nelson Bay areas and New Lambton.”

HTW warns parents of guarantor downsides in Newcastle

The strength of the Illawarra market since the middle of 2013 has resulted in diminished options for first home buyers, according to HTW’s Month in Review: March 2017.  
The firm says values are continuing to rise in the region, which is making it even harder for buyers to get onto the first rung of the property ladder.
“There are countless stories of young people or couples getting beaten out on purchases by investors or Sydney buyers paying above what the first home buyers could afford,” HTW says.
“There are certain locations in the Illawarra that would now be out of reach of most typical first home buyers.
“Suburbs north of Wollongong and areas around Shellharbour and Kiama would be a stretch without assistance.”
However, HTW have outlined several more affordable property types, at present in Illawarra:
<ul>
<li>For a one bedroom unit in an older complex in Wollongong or North Wollongong, expect to pay $300,000 to $350,000 or around $430,000 for a two bedroom unit.</li>
<li>For an older style dwelling in Lake Heights, Berkeley or Barrack Heights, expect to pay around $450,000.</li>
<li>A new dwelling at Calderwood or West Dapto could be purchased for approximately $550,000.</li>
<li>Older style dwellings in Nowra or Sanctuary Point are going for around $300,000 to $350,000.</li>
</ul>
