Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

Off the plan purchasers have started moving into the 49-apartment project on Pier Street, with the remaining move-in-ready one-, two- and three-bedroom apartments starting from just over $500,000.

Display apartments have now been fitted out, allowing prospective buyers to inspect the completed residences by appointment.

Gold Coast City Council has approved Lýon Residences, a 32-level tower that will deliver 178 two and three-bedroom apartments across a prominent corner site at 8-10 Acacia Avenue and 25-27 Oak Avenue.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

The early sales campaign has secured buyers for 50 of the project's 87 apartments, highlighting continued demand for larger owner-occupier apartments that combine generous floorplans with premium lifestyle amenities in one of Brisbane's most tightly held inner-city suburbs.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

The precinct will also benefit from its proximity to the Parramatta Road corridor, nearby waterfront parklands and established retail and dining offerings that have made Five Dock one of Sydney's most tightly held Inner West suburbs.

My analysis reveals that over the 2017-18 financial year, annual value growth fell from 10.2% over the previous financial year to a decline of -0.8% this year.
The largest fall in values is occurring for Sydney and Melbourne’s most expensive properties.
This has resulted in the number of sales at, or in excess, of $1 million starting to trend marginally lower across the nation.

As housing market conditions continue to weaken, it is anticipated that there will continue to be fewer sales above the $1 million threshold.
Over the 12 months to June 2018, 16.0% of all houses and 8.8% of all units sold nationally had a price of at least $1 million; the share of house and unit sales at this price point was slightly lower than the previous year when 16.1% of houses and 9.1% of unit sales were at this price point.
The share of $1 million plus sales is also down from the peak of 16.8% for houses in February 2018 and 9.4% for units in October 2017; 24.5% of houses and 10.7% of units were sold for at least $1 million over the 2017-18 financial year.
House sales at this price point were slightly higher than the 24.3% a year ago but down from the recent peak of 25.5% in February 2018.

The 10.7% of unit sales for at least $1 million was down from 11.1% a year ago as well as being lower than the 11.5% peak in October 2017.
Across the combined regional markets, 4.7% of all houses sold over the 2017-18 financial year transacted for at least $1 million.
A year earlier, 4.3% of all sales were at that price point however, the share of house sales at or above $1 million has fallen slightly from 4.8% in March 2018.
Four per cent of all units sold over the past year were at least $1 million which was a recordhigh share and up from 3.7% the previous year.

At its peak in March 2018, 50.4% of houses sold over the past year in Sydney transacted for at least $1 million with the figure since falling to 48.8% in June 2018.
The 48.8% share in June 2018 was slightly higher than the 48.6% a year earlier but clearly now trending lower.
Over the 12 months to June 2018, 21.2% of all unit sales were at least $1 million which was both down from a year ago (21.8%) and lower than the October 2017 peak (22.5%).

Over the 2017-18 financial year, 29.6% of houses and 8.% of units sold in Melbourne sold for at least $1 million.
The share of house sales at this price point was higher than the previous financial year (27.6%) while for units it was slightly lower (8.1%).
The share of sales of at least $1 million in Melbourne peaked in March 2018 for houses at 30.6% and peaked in January 2018 at 8.6% for units.

A historic high of 9.2% of houses and 3.3% of units in Brisbane were sold for at least $1 million over the 12 months to June 2018.
The share of sales of at least $1 million has risen quite considerably over the year from 8.1% for houses and 2.8% for units a year ago.

Over the 12 months to June 2017, 5.3% of Adelaide houses and 1.8% of units had been sold for at least $1 million.
12 months later, the share of sales within this price point had increased to new record-highs of 5.9% for houses and 2.0% for units.

Despite ongoing declines in values over recent years the share of sales of properties for at least $1 million in Perth has increased over the year.
In June 2017, 10.9% of houses and 3.8% of units sold for at least $1 million compared to 11.1% and 3.7% respectively in June 2018.
The share of houses sold for at least $1 million peaked in April 2018 at 11.3% while the share of unit sales over $1 million peaked at 5.6% in April 2008.

With Hobart dwelling values having surged over the past year there has been a substantial increase in the share of house sales of at least $1 million.
Over the 12 months to June 2018, 3.7% of all houses sold and 1.2% of all units sold transacted for $1 million or more.
The share of house sales of $1 million or more was a record high and up from 2.6% of all sales a year earlier.
The share of $1 million unit sales increased from 1.0% a year earlier but has eased back from a peak of 1.3% in January 2018.

As Darwin dwelling values have fallen over recent years so too has the share of sales of properties for at least $1 million.
At the peak in February 2015, 5.9% of all house sales were at least $1 million while for units, the peak of 3.1% of all sales occurred in August 2015.
Over the past 12 months, 3.8% of all house sales were at least $1 million which was steady over the year while 0.9% of all unit sales were seven figures over the past year compared to 1.4% a year ago.

Over the 2017-18 financial year, 14.1% of all house sales and 2.5% of all unit sales in Canberra were at least $1 million.
The 14.1% of house sales for at least $1 million was an historic high while the share of seven figure sales of units peaked in March 2016 at 3.1%.
The share of $1 million house and unit sales both increased over the year from 12.0% and 1.9% respectively.
In closing, with dwelling values declining and much more rapid declines across the most expensive housing stock it is reasonable to expect the share of $1 million sales to trend lower over the coming year.
This will largely be driven by weakening in Sydney and Melbourne. Smaller capital cities are also likely to continue to see the share of $1 million sales climb further too.

National residential listings fell by -4.8% to 303,901 in January, as sellers enjoyed the sunshine and trotting off on their summer hols, according to SQM Research. 
The monthly drop was driven by Melbourne (-13.9%) and Sydney (-6.9%).

Hobart's housing market is now a buyer's nightmare with just 2,362 listings across the metropolitan area being some -29.1% down from January 2017. 
More strong price gains ahead for Hobart housing this year, then. 
In most other capital city markets stock listings were relatively flat from a year ago. Reported SQM: "Looking forward, with interest rates still at low levels and a possible expansion in lending by the banks, we expect a year of modest prices gains in Sydney and most other capital cities."
Interestingly SQM is quite positive for Sydney's prospects in 2018, certainly more so than most other commentators.

Hobart housing market is a buyer's nightmare: Pete Wargent

By some measures, Hobart is the hottest market in Australia. In terms of typical days on market for houses to sell, the fastest-selling suburbs in Australia are now found in Hobart.
The latest survey of sales activity by Hotspotting confirms that impression: relative to its size, Hobart has more growth markets than any other capital city in Australia. Agents we trust tell us they’re selling homes as fast as they can list them.
Other sectors of the Tasmanian market are busy also, led by Launceston and some of the towns in the state’s north.
Sales activity in the state has been rising steadily over the past three years. In 2016 and early 2017, every quarter has achieved higher house sales than the equivalent period a year earlier, a pattern that’s been evident now for the past three years.
For example, if we compare the past three September quarters, sales have increased from 2,300 (2014) to 2,580 (2015) to 2,832 (2016). Sales in consecutive December quarters have climbed from 2,515 to 2,718 to 3,017.
For those and other reasons, Hotspotting has been forecasting the advance of real estate markets in Tasmania for the past two years.
Real estate in Hobart, and Tasmania generally, has risen on the back of greatly improved economic performance and elevated infrastructure spending. In the State of the States report by CommSec, Tasmania’s national ranking has recently risen from 7th to 4th - putting it ahead of Queensland, WA, SA and the Northern Territory.
This is reflected in the increasing number of busy suburbs in Hobart. Our latest survey reveals that the number of suburbs with rising markets has more than doubled in the last six months.
Affordability is a big driver in this market. There is a rising influence of investor buyers in the market, attracted by the status of Hobart as the cheapest capital city market in Australia (as well as the city with the lowest vacancies and highest rental yields).
With affordability a core attraction, it’s the cheaper areas of the Hobart metropolitan area that are doing the best (although all sectors are busy).
The Glenorchy LGA has five growth suburbs (Berriedale, Claremont, Glenorchy, West Moonah and Austins Ferry), while the Clarence LGA has four  (Geilston Bay, Rokeby, Warrane and Bellerive). To put that in context, the median house price for both Warrane and Claremont is $265,000, while Rokeby is $215,000 and Glenorchy is $275,000.
Glenorchy (the suburb) is typical of the growth markets - sales levels have been 47, 49, 55, 67, 70, 85, 80 and 91 in the past eight quarters. In Kingston in the Kingborough LGA in Hobart’s south, sales levels have been 50, 61, 65, 68, 71, 79, 70 and 82 in consecutive quarters.
Rising sales activity is now translating into good price growth. The latest figures from the SQM Research Asking Prices Index has Hobart houses up 14% and units up almost 17% in annual terms. Meanwhile, asking rents have risen 7% on average for houses and 13% for units.
But it’s not just a Hobart story; other centres, notably Launceston and Devonport, are doing well also.
In Launceston, house sales in consecutive quarters throughout 2016 were 422, 465, 470 and 480 - a rising pattern which has continued in 2017. The number of growth suburbs in the Launceston area, covering the Launceston and West Tamar LGAs, has risen strongly in recent surveys.
South Launceston typifies the growth in this market. Its sales levels have grown from 20 to 29 to 34 to 46 to 52 in the past five consecutive quarters, a pattern highly likely to deliver growth in property values.
In the north, the Wynyard, Devonport, Shearwater and Somerset markets are all rising.
So while there’s growing evidence that the headline markets like Sydney and Melbourne are fading, Hobart is still quite early in its up cycle and is likely to continue growing for some time.

Hobart the hottest market in Australia

There’s mounting activity in and around real estate in Hobart and, according to media, it’s a sudden explosion.
A Domain report says there’s an “unprecedented” surge in activity from international developers “who are now ditching the mainland in favour of Hobart”. 
It reports a big increase in hotels planned for the city’s tourism industry – and in developers actively seeking sites for residential development.
Chief executive of Knight Frank Tasmania, Scott Newton, reports big demand for Hobart development sites, which is also described as “unprecedented”.
“Hobart has generally lagged the national market but we’re certainly seeing change unfold and there’s been a catch-up take place,” he says. 
I’m not surprised at the interest in the Hobart market – and it’s not sudden and it’s certainly not unprecedented. Hobart and Tasmania have been making a strong case for attention from investors of all kinds for a couple of years now.
Hobart has become a serious national player in the overall residential property scene, with its appealing mix of the lowest prices, tightest vacancies and highest rental yields in capital city Australia, underpinned by a greatly improved state economy.
Both SQM Research and CoreLogic have published recent data showing that annual price growth is strongest in Melbourne, followed by Canberra, with Hobart now challenging the leaders.
CoreLogic has Sydney now ranked third on price growth with Hobart fourth, while SQM rates Hobart as third best on capital growth and Sydney fourth. 
Vacancy rates remain tight or moderate in all of the state and territory capital cities except Perth, but Hobart has maintained its status as the tightest rental market. 
Both Domain and SQM Research record vacancies below 2% in Hobart, Canberra, Melbourne and Adelaide. Both sources have Sydney hovering around 2%, with Brisbane and Darwin both around 3%.
“Available rental accommodation in Hobart and Canberra remains scarce, with the lowest house vacancy rates of all the capitals at just 0.5% and 0.8% respectively,” says Domain chief economist Andrew Wilson. 
Here’s the key thing: none of this should surprise anyone who’s been paying attention. The rise of the Hobart market to national prominence has been entirely predictable and has been unfolding steadily throughout 2016 and 2017.
Here’s what I wrote on Property Observer 18 months ago, in February 2016: “For six months or more, I’ve been getting blank stares or responses like “Seriously?” whenever I suggest to investors they should be considering Hobart.
“It’s really easy to get a bad reputation and extremely hard to lose it. Tasmania has the image of a basket base economy. A state that’s losing population. A property market bereft of growth. 
“For many years, all of that has been true. It’s true no longer.  But most people won’t be convinced until they read there’s a boom on. And by then it will be too late to buy well.
“Perhaps it is already. According to the latest House Price Report from Domain, Hobart median prices rose 8.7% for houses and 7.1% for apartments in 2015. The apartment result is the second best among the capital cities, after Sydney.” 
That was February last year. Eighteen months later it’s certainly too late to get the best of the buying, with some research showing that the nation’s hottest suburbs, in terms of “Time On Market”, are all in Hobart. 
This is confirmed by reports from industry professionals at the coalface, who report that houses are selling as fast as they’re listed. 
There were two core factors that prompted that prediction about Hobart prices at the beginning of last year: the steady rise in sales activity and the improvement in the state economy.
At that time, numerous reports were recording the improvement in the Tasmanian economy including the NAB business survey, a Deloitte Access Economics Business Outlook report and CommSec’s State of the States report.
But the bigger pointer for me was the research Hotspotting goes on sales volumes. Changes in sales activity are always a precursor to price movements, both up and down. Hotspotting analyses sales volumes patterns for every town and suburb in Australia every quarter – and that process forecast the price rises that are now occurring in the Hobart market.
In February 2016 I wrote:  “Cheap real estate, a market with rising momentum, underpinned by a strongly moving economy - it’s a package worth considering.’
Those who followed that advice would have bought well ahead of the price rises and done well – and will do better, because there’s more to come.
Buyers can still get into the Hobart market and achieve capital growth, but the best time to be there was 18 months ago.

Hobart has become a serious national player in the residential property scene

Hobart recorded 7.6% of houses and 10.9% of units reselling at a loss over the September 2016 quarter, according to CoreLogic's latest Pain and Gain report.
The property data firm says that the occurrence of resales at a loss has fallen over the quarter for houses and units in Hobart.
The chart below relates to Hobart only losses in houses versus units.

Derwent Valley resales at loss still high, but Hobart sales are increasingly profiable: CoreLogic Pain and Gain

Hobart has had the lowest rate of loss making sales among the capital city markets since March 2018, according to the recent CoreLogic Pain and Gain report. 
The report notes this trend continued in the June quarter, as loss making sales comprised 3.2% of resales, compared with an average of 20.0% across the other capital cities.

Hobart was also one of few areas in Australia that saw an increase in the number of loss making sales, from 16 in the March quarter, to 19 observed in the three months to June. 
The unit segment across Hobart has been one of the worst affected rental markets since the onset of the pandemic.
 Hobart unit rents fell 5.1% between March and August, driven by a fall in tourism which reportedly prompted an influx of short term accommodation supply into the long term rental market, and a fall in demand from locals working in the tourism industries. 
The significant decline in rental incomes may prompt more investor sales until interstate borders are reopened, the report noted.

However, the chance of this leading to an increase in loss making sales may be offset by the increase in dwelling values.
 As with smaller markets such as Adelaide and the ACT, the Hobart dwelling market continued to increase in value from the onset of the pandemic. At August, dwelling values had risen 0.9% since the end of March.

Hobart dwelling market continued growing from the pandemic's onset: CoreLogic Pain & Gain report

Hobart was Australia's best performing city for residential price growth in Q2 2020, Knight Frank's Global Residential Cities Index Q2 2020 has found.
It led the way with a 10.8 per cent growth, 13th on Knight Frank's global list of 150 cities, up from 22nd in the Q1 report.
Sydney, Australia's most expensive capital, wasn't too far behind with price growth of 9.4 per cent, which saw it rank 20th on the list, down from 14th.
Melbourne was next, in 37th, well down from its top 10 rank in Q1.
The Victorian capital's residential property still grew 6.8 per cent, sharply followed by Canberra 39th with a growth of 6.7 per cent.
All four of the capitals record growth around double the average growth rate or higher.
<div>There were small gains for Adelaide, who ranked 95 with 2.2 per cent growth, and Brisbane 116th with 0.5 per cent.</div>

Michelle Ciesielski, Knight Frank's head of residential research, said the volume of residential sales in Australia has reduced by close to 34 per cent during COVID-19, although noted that there has only been a shallow number of listings on the market with little evidence of distressed sales.

“Price growth has been impacted across Australia, but dwelling values only fell by two per cent in the second quarter of 2020, faring much better at this point than first anticipated", Ciesielski said.
“In the short term we expect further falls in housing prices to be cushioned by the ongoing low number of listings and a decreased number of new properties due for completion, with the proposed relaxation of responsible lending in early 2021 to shield against economic headwinds.
“We anticipate there will be a lot of change in the global index going forward, depending on sentiment around the world, and if we see second surges of the pandemic, which could also impact demand and price growth.”
Shayne Harris, Knight Frank’s head of residential in Australia, said Hobart has recorded the highest price growth in Australia for several reasons, namely the relative value and lifestyle contuing to be appealing, as well as the states rapid response rate to COVID and ability to shut borders.
“Tasmania has seen increased popularity by those seeking a regional tree-change, especially now when we have officially seen the success in the adaptability of many white-collar workers working from their homes", Harris says.
“Sydney continues to be underpinned by a severe shortage of stock for sale by both auction and private treaty and this has been reflected by the high clearance rates recorded.
“In the past couple of months difficulties around obtaining finance has drawn out many Sydney sale transactions and this still remains a hurdle, but in the past few weeks, I’ve been taken back with the increasing number of registered bidders at auctions.
“In some instances, we are once again seeing first home buyers being outpriced by downsizers and this is most likely to continue given their lower reliance on steady employment and a reasonable performing stock market.”
Overall the Knight Frank Global Residential Cities Index increased by 3.4% in the 12 months to the end of June, with the annual rate of growth declining marginally from 3.6% in March.

Hobart Australia's best performer on Knight Frank's Q2 global index

In the week that it launched No.17 William Street zoomed to the top of the realestate.com.au charts as the most viewed home in Tasmania.
Then over the past three weeks the circa 1900 cottage has piled up near 16,000 views on the property site — and counting. That’s a figure heading toward Tassie’s Top 10 most viewed of the year.

Why a West Hobart dump is a top viewed Tasmanian listing in 2020

Hobart has jumped further ahead of Sydney as the least affordable city to rent in Australia, the latest release of the Rental Affordability Index (RAI) has found.
Even households on average incomes in Hobart are now at risk of rental stress. 
“Tasmania’s capital city is in a housing gridlock,” Ellen Witte, Partner at SGS Economics and Planning said.
“Rental affordability in Hobart dived even lower during winter. Working families are now facing rental stress with the average income household now paying 30% of income on rent. This means these households are unable to save sufficiently for a deposit on a mortgage.”

Rental affordability in some other Australian cities, including Sydney, has improved marginally. In many cases, however, the gains have not flowed through to low-income households for whom affordability remains severe. 
Andrew Cairns, Chief Executive Officer at Community Sector Banking, said: “Looking beneath the headline figures, rental stress is affecting the majority of very low-income households in Australia. Pensioners and single parents are hit particularly hard.”
The RAI is an indicator of the price of rents relative to household incomes based on new rental agreements. It is released biannually by National Shelter, Community Sector Banking, SGS Economics &amp; Planning and the Brotherhood of St Laurence.
A RAI of 100 and below shows that households would be required to spend at least 30% of their income on rent. A RAI of 100-120 indicates households are facing moderately unaffordable rents.

Greater Hobart reached a RAI of 101 in June 2018, meaning median rents in metropolitan Hobart are now unaffordable, even to median income rental households. Greater Sydney has a RAI of 113, which is also considered moderately unaffordable.  
The least affordable suburbs in Sydney include Milsons Point, Kirribilli, St Ives Chase, St Ives, Pyrmont, Point Piper, Edgecliff, Darling Point and Rozelle.
In Melbourne, suburbs further from the centre that previously had acceptable rents have become unaffordable in the past 12 months, including Keilor in the north-west, Gisborne in the Macedon Ranges and Diamond Creek and Warrandyte in the north-east.
The least affordable suburbs in Melbourne include Brighton East, Albert Park, Middle Park, Port Melbourne, Beaumaris and Cromer where an average income household would expect to pay 30-38% of their income on rent. 
Adrian Pisarski, Executive Officer, National Shelter, said: “The situation facing the nation’s renters remains poor with little or no improvement for low and moderate income renters in our capitals and poor affordability in our regions.”
“It is clear to National Shelter we need a National Housing Strategy to help improve the dire situation far too many renters across Australia experience,” Pisarski said. 
“Compared to improvement in purchase affordability, renters are doing it tough. While we have many housing markets in Australia, none of them are positive for renters. We need a multi-party commitment to improve rental affordability over the long term.” 
Conny Lenneberg, Executive Director of the Brotherhood of St Laurence, said: “There is a housing crisis in Australia and this report starkly shows those who can least afford to pay are paying the highest price. 
“High rents are pushing unemployed people on very low Newstart payments into deeper poverty. Jobseekers are forced out to the urban fringes of our cities to find suitable accommodation but that places them far from jobs and public transport connections. Housing cost pressures mean some renters on Centrelink are being pushed into homelessness. We need to raise Newstart and its very modest rental supplement as a priority.” 
Lenneberg said there was also an urgent need to increase subsidised social housing. “The cost of renting in the private market puts many low-income single parents, usually women, under extreme pressure. Many parents forgo basics such as food and paying household bills to keep a roof over their family.”
Pensioners struggling
Rental affordability for single pensioners is alarmingly poor across the nation. Single pensioners are facing severely unaffordable and extremely unaffordable rents in all Australian capitals and almost every regional area. Single pensioners would have to move to regional South Australia to find accommodation that would not force them into rental stress.
Pensioner couples would also struggle to make ends meet in all Australia capitals, and every regional area except NSW, Victoria, SA, and Tasmania. 
No relief for low-income households 
Rental stress has become so entrenched and severe for low income households that the recent improved affordability in some cities has not brought relief. 
More than a million households need some form of housing assistance, while 45% of low-income households experience rental stress. 
“We are particularly worried about single parents with children,” Witte said.
“There are 110,000 single-parent, low-income households out there living in rental stress and 82% of those households are single mothers. The majority earn $41,600 per annum or less. In Sydney they would be paying about 70% of income on rent, which is clearly unsustainable.
“There are about 244,000 low income, single-person households experiencing rental stress in Australia. The majority – 57% – are single men. More than half of single males renting earn less than $36,400 a year. They would be paying 68% of their income on rent if they wanted to live in Greater Sydney.
“No matter how efficient a housing market operates, there is always a need for social and affordable housing, like there is a need for investment in roads, public transport, education and health. Over the last few decades we have seen a consistently deteriorating level of government investment in social and affordable housing. While new national policy has a focus on providing affordable finance there remains a gap between the cost of providing housing and the returns of social rents. 
“The Government needs to bridge the financial gap and grow social housing supply. Inclusionary zoning is particularly well suited to grow the social and affordable housing stock close to jobs and opportunities.” 
Witte called for a a tax regime that treats housing as place of residence first and as investment objective second. 
“The current tax system does the opposite, driving people out of home ownership,” she said. “While more households than ever rent, the rental market still relies on the inefficient and ineffective delivery of rental housing through mum and dad investors. We need large-scale institutional investment in the rental sector providing secure and quality housing for the long term.” 
Sydney still unaffordable to many
Rents continue to be unaffordable even for working, median income households in Sydney and low-income households continue to be the worst off in Sydney.
“Greater Sydney is growing fast – especially in the Western Sydney City Deal area – and so is its need for social and affordable housing,” said Witte.
Growing income inequality is driving demand for social and affordable housing. Western Sydney councils face a shortfall of more than 35,000 social and affordable dwellings. This will increase to 64,000 dwellings by 2036. 
A vision needed for Hobart 
Even households on moderate incomes households would now be paying 30% of their income to access a rental in Hobart. 
Rental stress is the everyday reality for the majority of single parents and single person households on low incomes. A single part-time working mother would have to pay 42% of her income on rent. On top of that come costs for child care and education.
“While the government has implemented some initiatives, no comprehensive vision or structural change has been announced,” Witte said.
“The city needs a comprehensive housing strategy with commitment and initiatives from both state and local government to address the issue.
“These initiatives should include the release of more Government-owned land for housing, substantial inclusion of affordable housing in new development, the trial of new planning measures to boost affordable housing and capacity building in the construction industry.
“Short-term rental accommodation needs to be curbed until the rental affordability situation improves.”

Singles, pensioners and families on low incomes are struggling with affordability: RAI

Rental affordability in some Australian cities, including Sydney, has improved marginally. However, the situation is untenable for people on Newstart, with rent costing at least 77% of their income in every capital city. 
Adrian Pisarski, Executive Officer, National Shelter, said: “There is not one place in Australia where a Newstart recipient can rent affordably.  
“Newstart renters in metro Sydney require 4.5 times their current income to achieve affordability. The most affordable places we have are in regional SA and even there someone on Newstart needs to pay 47% of their income to rent.  
“The RAI evidence is conclusive: all Newstart recipients who are renting are living in poverty. The situation is only marginally better for single and dual pensioners who also face unaffordable rents everywhere in Australia. 
“The implications for retirement incomes policy are dire with more people retiring without owning and facing a completely unaffordable rental market. We know older women are the fastest growing cohort experiencing homelessness and we’d expect increased rates of homelessness among older people based on these findings.”
Ellen Witte, Partner at SGS Economics and Planning said: “People on Newstart are the most vulnerable cohort in the country as they experience the worst levels of housing stress. 
“After paying the rent there are not enough resources left, and people may not even be able to fork out money to go to a job interview. There is an urgent need to raise the Newstart allowance and provide these households a pathway out of the poverty trap.”
James Barron, Head of Relations at Community Sector Banking, said: “Looking beneath the headline figures, rental stress is affecting the majority of very low-income households in Australia. People on Newstart are being hit particularly hard, being pushed to the outer fringes of our cities and away from opportunities for training and employment.
“Even in cities with higher than average incomes and better than average rental affordability, the plight of low-income renters continues to deteriorate.”
Conny Lenneberg, Executive Director of the Brotherhood of St Laurence, said that Newstart is the second-lowest unemployment payment in the OECD group of wealthy nations. When rent assistance is included, compared to other nations’ housing benefits, Newstart plunges to the lowest payment.
“Our social security safety net is letting down fellow citizens. There is an urgent need to raise Newstart and its very modest rental supplement and to increase subsidised social housing. 
“The evidence is utterly compelling: the deeply inadequate Newstart rate is a driver of homelessness. This is not the ‘fair-go’ society we cherish. 
“With high rents, single older job seekers and families with young children are in the eye of the affordable housing storm across the country. We are seeing increasing disparities, and the crisis end of this challenge is visible on our streets.” 
No relief for low-income households 
Rental stress has become so entrenched and severe for low-income households that the recent improvement in some cities has brought little relief – with the situation for most low-income households in these metropolitan areas remaining untenable.
More than a million households need some form of housing assistance, while 43% of low-income households experience rental stress. 
“Many working families and all non-working groups on benefits face severe rental affordability issues,” Pisarski said. 
“Renting households on incomes below $60,000 per annum have no affordable rentals in our cities, including all capitals and nearly every centre on the east coast. In the WA mining regions, even those earning up to $85,000 face unaffordable rents.”
A vision needed for Hobart 
A score of 100 and below on the RAI shows that households on average incomes would be required to spend at least 30% of their income on rent. A score of 100-120 indicates households are facing moderately unaffordable rents.  
Greater Hobart is the only capital city where rental affordability has dropped below the critical threshold of 100, falling to a RAI score of 93 in June 2019 and putting the city’s rent’s in the unaffordable category. This means that average income households are paying 30% of their income or more on rent.
The second least affordable capital city is Greater Adelaide, with a score of 113, surpassing Sydney, with a score of 119. Rents in both cities are considered moderately unaffordable.  
“Hobart is in the midst of a rental crisis, the worst in the country,” Witte, said. 
“The rents have been increasing by 10% per annum over the last three years. No matter how hard you work, you won’t be able to keep up with price rises like this. The market is failing and there is an urgent need for the government to intervene.
“There is a lack of new supply, while stock is being lost to the short-term holiday accommodation market. The rights of renters are weak, and the Tasmanian Residential Tenancy Act needs to be reviewed like Victoria has done.”
