The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

“The Victorian Lower House vote shows that reforms like this succeed when they are practical, evidence-based and supported by industry," says Corey Nugent, CEO of Resilience Insurance.

10-year Latent Defects Insurance for new apartment buyers set to land in Victoria

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

There will be a pool, barbecue and outdoor dining area, residents lounge and dining, sauna and steam room, gym, and a Yoga and Pilates studio.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

Curved balcony edges, integrated planting and extensive landscaping throughout the façade reinforce the subtropical design approach. The building's façade is softened by elevated gardens and planter beds, creating a green edge that complements the established landscape character of Oxlade Drive and neighbouring Merthyr Park.

New Farm has become one of Brisbane's most sought-after suburbs for developers delivering premium downsizer-focused apartments.

GRAYA has been particularly active in the precinct, completing both Chalk and York in recent years, while construction of Moray House, being delivered for Spyre, is now nearing completion. A new residential tower will be the first piece of a broader mixed-use precinct set to reshape a prominent Newcastle West site, with local developer <a href="https://www.apartments.com.au/developers/gwh">GWH</a> bringing its <a href="https://www.apartments.com.au/new-apartments/cambridge-quarter-newcastle-west-12-denison-street-newcastle-west-nsw-2302">Cambridge Quarter</a> vision to market.

The proposal&nbsp;at <a href="https://www.apartments.com.au/new-apartments/209-213-boundary-street-coolangatta-qld-4225">209–213 Boundary Street, Coolangatta</a>,&nbsp;marks the next chapter in the developer's transformation of the southern Gold Coast beachside precinct. It will be its fifth in the area, having already delivered Flow, Awaken and Esprit, while construction continues on the 38-apartment Radia. The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

The tower would be delivered above a basement and multi-level podium accommodating resident and visitor parking, with the residential component commencing from level three. The design incorporates cascading planting throughout the façade, landscaped podium edges, and deep planting zones along the Boundary Street frontage.

A key feature of the development is its expansive rooftop wellness and recreation precinct. Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

Since entering Rainbow Bay in 2022, the company has assembled a portfolio exceeding $1 billion in end value, establishing itself as a key player in the area's evolution into a premium apartment destination. Schaeffer and his film producer partner Bettina Dalton bought its two years ago for $4.85 million from locksmith Jason and Haley Carr, then gutted it leaving only the original brickwork.
It returned to the market with new wiring, flooring, plumbing along with high-end finishes throughout, installed by Thomas Hamel.
Around five years ago its top level was added in keeping with its 1930s origins.
The Kippara Road property was the reportedly the Chinese embassy until World War II.

Art collector John Schaeffer pulls Dover Heights home from auction

There was one big reason the Channel 7 Morning Show co-host Larry Emdur had no hesitation in selling his beloved Dover Heights clifftop mansion.
The celebrity accountant Anthony Bell had offered $11.5 million, a record setting price.
Bell tried to keep the price paid from public records after its off market sale, but the details have worked their way through the NSW land titles systems.
Paperwork shows the sale was wrapped up in just two days.
The sale tops the previous Dover Heights high of $9.5 million, set in 2014 when South African tech investor Kevin Bermeister and wife Beverley bought a clifftop home nearby.
Instagram provided a hint of Larry and Sylvie's farewell to the home, when the couple posed for a snap of a small dinner table for two, overlooking Bondi with a pizza in a box.
The home had featured prominently in Emdur's fitness workouts.
Recently Emdur posted to Instagram images of the Sydney Opera House and Harbour, captioning the post with 'after dinner run... meh.. it'll do.'
The TV personality and his wife Sylvie now call home a $3 million apartment in the Rocks in the Sydney CBD (below).

Their new acquisition is quite a contrast as it is an inner city bolthole with an ultra contemporary fit out including a bath in the open plan bedroom. 
It is a Tanner Kibble Denton Architects designed conversion of a 1924 building that was once the Sydney depot for the Cadbury confectionary company.
The building, now transformed in to six luxury apartments known as Claremont House, was more recently utilised as the Lawson Menzies auction house. 
TKD fused the original fabric of the building with a New York feel, creating the three bedroom, three bathroom apartment with much made of its exposed bricks.
Two of the three bedrooms come with en-suites not separated by a wall, just overlooked from the bed.
Ray White Double Bay agents Gavin Rubinstein and Cae Thomas sold the apartment which was developed by Cumberland Development, backed by textile mogul Phil Bart and business partner Paul Bettar.
Emdur has hosted Seven's The Morning Show alongside Kylie Gillies since 2007. The pair recently celebrated the show's 10th anniversary.
Emdur has been on our screens since the early 1980s when at 17 he became Australia's youngest national newsreader, presenting the overnight news for the Seven Network.
He switched to hosting gameshows after presenting Good Morning Australia. From 1993 he hosted The Price is Right for five years and returned to the show in 2003 and again in 2012.
Emdur, who grew up near the beach at Bondi, has been a keen surfer all his life. 
He retains his still used Bondi Beach unit bought for $375,000 in 1992.

The Monte-Carlo based entrepreneur Matt Barrelle, who now spends most of his time at Byron Bay, has sold his Dover Heights investment for $2.76 million.
Barrelle, who produced the popular Goal! film trilogy, paid $1,835,000 in 2013.
The three level Military Road home has been a consistent rental since, first fetching around $2,500 a week in 2013. Its last advertised price was $2,950 a week earlier this year.
Advertised as a beach house with cutting-edge design, the timber and stone home has five bedrooms and four limestone bathrooms.
The north-facing entertaining deck offers sweeping views over Diamond Bay. 
Phillips Pantzer Donnelley agent Alexander Phillips and David Tyrell sold the home after having a revised price guide of between $2.7 million and $2.9 million.
It initially came with $2.9 million to $3.1 million hopes when listed in March.
Barrelle was inspired as a spectator at the 2002 FIFA World Cup in Japan and South Korea and then produced the highly acclaimed trilogy Goal!
It was produced through Barrelle’s production company Milkshake Films, which was set up with his business partner Mike Jefferies.
The films featured football stars David Beckham, Zinadine Zidane, Luis Figo and Raul.
Barrelle was also executive producer on the official film of the 2006 FIFA World Cup, directed by Michael Apted, narrated by Pierce Brosnan.
His primary business interest is the Pioneer Land Group (PLG), which acquires beach-front land and develops tropical beach and golf resorts in the emerging coastal and city markets of Brazil, and the South Pacific Islands.
He was once the national research manger for LJ Hooker.
In 2006 Barrelle moved from Los Angeles to Monte Carlo, while holding property at Byron Bay.

Marsh has been unpacking for the past fortnight at her luxury home after it was passed in at February auction.
The highest offer came in at $7.7 million to McGrath agent Peter Starr, but that wasn't enough for the property princess who was holding out for $8 million.

The $2,700 a week Double Bay apartment cost Marsh $3.5 million in 2015, when all the family were based in Shanghai.
Designed by architect Kann Finch, the three bedroom, three bathroom Bay Street apartment hit the market through LJ Hooker agent Dean Cassidy who suggested it was "unquestionably one of Double Bay's finest apartments."
The property princess - who was named as ambassador for the wishingwell out of home care charity this week - isn't the only Real Housewife active in the property market.
The former Miss Australia, Nicole Gazal O'Neil and husband, Adam, who is Queens Gate, London based, recently snapped up a home in Vaucluse for $7 million.
Marsh founded industrial and commercial agency Billicorp in 2003 which she sold 10 years later to LJ Hooker.
Her first Sydney property buy was in 1994 when she paid $260,000 for a two bedroom art deco apartment in Rose Bay which she sold a decade later for $620,000.

Real Housewives of Sydney star Krissy Marsh lists in Dover Heights
