Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

Designed by Tristan Wong Architects, with interiors by Hecker Guthrie and landscaping by Acre, the development takes inspiration from the Art Deco architecture that remains a defining feature of many of Camberwell's established streets.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Historic Crossways at Centennial Park has finally been sold reputedly for about $15 million, after being on and off the market for several years.
The six-bedroom, five bathroom home on 1814sqm ranks as one of the finest examples of the Federation Arts &amp; Crafts style in Australia.
The buyer has been pinpointed as art collector Naomi Triguboff Travers, by the local paper, The Wentworth Courier. 
The sale, if confirmed, betters the previous record by $3 million.
Centennial Park’s price record was set at $12 million in 2015 when the tech billionaire Mike Cannon-Brookes and his wife Annie bought Braelin, on a 2200-square-metre Lang Road block.
The Martin Road home of Justice Deirdre O’Connor, the former Australian Industrial Relations Commission president, and barrister Michael Joseph, sold for the same price around the same time. It was a 2327 sqm property.
The 1814sqm holding on Martin Road was offered by the Zavattaros family who bought it in 2006 for $10 million.
It was designed by architect B.J. Waterhouse of Waterhouse &amp; Lake.

Ben Collier at The Agency sold the home to Kelly, who was waiting in the wings, after near neighbour, estate agent Bob Guth introduced the eventual underbidder who was hours from exchanging the sale.
The Leckie's are now Woollahra based having spent $9 million off-market mid last year.
The Kelly purchase marks a return to the south of Oxford Street precinct.

Whispers are their patience yielded a $10 million plus buyer, which was an impressive price given eleventh hour competitive interest.

The grand two storey Lang Road home hosted many private soirees during their near two decade ownership.

They had paid $2.5 million in 1998&nbsp;when David was chief executive of the Nine Network under Kerry Packer.

The 1910 residence has five bedrooms, three bathrooms and a grand formal lounge and dining room with marble fireplaces.&nbsp;

The Will Dangar designed gardens surround the Hamptons style outdoor entertaining area which&nbsp;features a heated pool.

There is a pool house with guest studio and tiered TV room where Beckie was able to watch the evening news and sports from when he ruled the network, at Nine and then Channel 7.

Earlier this year Boy George rented the home while he was a judge on The Voice Australia for around&nbsp;$27,500 plus a month.

They also spent $1.2 million, on a two bedroom apartment for their son, Harry around the corner.

Telco Amaysim co-founder and former executive chairman, Peter O'Connell and modelling agent, Kathy Ward have sold their home in Centennial Park for $6.5 million.
Contracts on the five-bedroom 110 Lang Road home were reportedly on Monday evening with a local buyer.
The 1920s character house, which sits on a 834sq m site, last sold for $2.5 million in 2001.
O'Connell, a former commercial lawyer at Minter Ellison and Gilbert &amp; Tobin, and Ward also co-founded top modelling agency Chic Management.
It was sold by the newly formed The Agency that has sold properties worth more than $40 million in its first six weeks of operation in Sydney.
James Ledgerwood (below) has joined The Agency as partner after selling property for 13 years in Queensland. 
He has moved back to Sydney, where his family is from, and will be focussing on Sydney’s eastern suburbs.

The retired veteran television chief David Leckie and his wife Skye have briefly rented out their long-held home, Lactura home in Centennial Park.
It's whispered it has been leased to Boy George, while he's in Sydney for upcoming The Voice Australia television show. The legendary Culture Club singer is set to sit on the singing contest judging panel, together with Seal and Delta Goodrem after Jessie J and the Madden brothers ruled out the role.
The home could be securing some $27,500 plus a month during the three months of the series.
Past judges from The Voice have stayed in expensive homes including Ricky Martin who rented The Bronte Wave House, a Walter Barda designed beach house that sold last year for $15.65 million.
The former high profile TV executive and his charity cheerleader wife will divide their time between their recent Woollahra acquisition and their Robertson, Southern Highlands retreat, Mulberry Farm.
Their $8 million plus Woollahra acquisition marked a return to Holdsworth Street where they have Charlotte O’Neil working on the new interiors after the purchase through The Agency’s Ben Collier.
The giants of the Sydney social scene initially wanted more than $12 million for Lactura on its listing last July.
The listing agents Ben Collier and Brad Pillinger were rushing potential buyers through ahead of the leasing.
They signalled $10.5 million would secure the 1910 residence on three month delayed settlement terms.
Skye, who rose to prominence in the late 80s as the group public relations officer for retailer David Jones, has been a devoted charity fundraiser helping raise millions over the years especially as the Gold Dinner ambassador for Sydney's Children Hospital Foundation.
The couple have owned on Lang Road since paying $2.5 million in 1998 when David was chief executive of the Nine Network under Kerry Packer.
He recently finished up his consultancy at Kerry Stokes' Channel 7.

The months of speculation has obviously been accompanied by a few secret signups, lesser-known agents who have joined an array of the many existing agents within the Perth-based group being launched nationally by Ausnet Financial Services.

The Agency will reportedly offer more lucrative splits for the agents.
Franchise agencies usually take a 50:50 split on all the agents’ sales commissions, with more generous 60:40 splits in the agents’ favour in some cases.
However, The Agency offers agents a starting split of 75:25 split in the agents’ favour, rising to 80:20 and 85:15 as higher targets are met.
The ASX was advised yesterday that Perth-based real estate and financial services group Ausnet Financial Services Limited has entered into a licence agreement and an option to acquire Top Level Real Estate Pty Ltd as part of its planned national roll-out of its The Agency platform, its so-called disruptive and fast growing real estate sales and property management business.
Top Level is the eastern seaboard real estate business with 17 agents, including the following:

Just back from playing rugby union for five years in Japan, along with the recent World Cup, Wing figured the 1900 terrace was too big for him.

Australian cricketer Ed Cowan and wife, TV and radio presenter Virginia Lette have sold their Centennial Park apartment well before its scheduled auction.
It sold well above its $950,000 to $1.045 million price guide according to Ray White Double Bay selling agent Evan Williams.
The left-handed opening batsman has owned the <a href="https://www.realestate.com.au/property-apartment-nsw-centennial+park-122660386" target="_blank">penthouse level apartment</a> since 2012 when he paid $775,000. There was a fire at the apartment block several years ago which triggered a renovation.
The property has two bedrooms, one bathroom, a study and features a 59 sqm rooftop terrace with district views.
Cowan made his Australia test debut in 2011 and turns out for Sydney Sixers in the Big Bash League when not on international duty.
Cowan recently spent $2.9 million on a Paddington property.
