Goldfields sets the stage as Quartet Milton launches

<a href="https://www.apartments.com.au/developers/stockland">Stockland</a> and Homes NSW have taken the next major step in the transformation of Waterloo Estate, lodging a Concept State Significant Development Application and concurrent rezoning proposal for the renewal of Waterloo South.

The proposal, now on public exhibition, outlines plans for around 3,300 new homes across the 12.3-hectare precinct. A minimum 30 per cent of residential gross floor area will be delivered as social housing, approximately 20 per cent as affordable housing, and a maximum 50 per cent as market housing. The redevelopment would more than quadruple the number of homes currently on the site and more than double the existing supply of social and affordable housing.

The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

“Importantly, alongside the new homes the plan also proposes new open space where residents and the broader community can gather, relax and play.”&nbsp;

The planning documents place strong emphasis on “Designing with Country,” recognising the site’s location on Gadigal land. The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

Stockland and Homes NSW have already commenced the first stage of resident relocations, with some tenants moved into newly completed homes at Waterloo Metro Quarter and the Boronia development nearby.

Café investment at Melbourne's Botanicca Corporate Park sold for $1.7 million

The oldest continuously Greek-run cafe in Australia is for sale for only its second public sale in 100 years.
The 1902 Art Deco Niagara Cafe at Gundagai is the last of the country’s traditional Greek cafes.
The future of the only other historic Greek cafe, the 1916 Paragon Cafe in the Blue Mountains, is in limbo after closing in 2018.
Niagara Cafe has been listed by Tina Loukissas, whose family bought the cafe in 1983.
The cafe was established by a Kytherian Greek, Strati Notara, and then by the Castrission family who installed the art deco interior and exterior in 1938.
It transformed the eating house into a “pleasure palace”, according to Macquarie University historian Leonard Janiszewski, who has documented the evolution of Greek cafes in Australia together with Effy Alexakis, in their book Greek Cafes and Milk Bars of Australia.
It was always promoted as “Australia’s Wonder Cafe” with its semi-domed ceiling, once painted as a night scene with stars onto which lights would shine.
Domain reported it was later destroyed by fire but never replaced.
Ross Tout, at Elders Real Estate Gundagai, said it was difficult to put a price on it, although the National Bank building nearby, with a four-bedroom apartment above, sold three years ago for $600,000.

The café itself was designed, constructed and named by the participating teams of the season as part of a challenge on the 2015 series of The Block.
Under the direction of architect Julian Brenchley, the interior was created with combinations of concrete and timber and includes angular ceilings with negative spacing, feature light bulbs throughout, and a separate lighting system design imported from Italy, while its coffee and health-oriented menu have created a loyal following.
The 135 sqm cafe includes an architecturally designed courtyard of a further 195 sqm.
The space yields $48,801 per annum. Mister Zen currently holds a 4 x 4 x 4 year lease.
It was the first time the commercial aspect of the property had been up for sale since it last traded for $975,000 in 2017.

An experienced café operator has chosen Melbourne’s inner-north cultural hub of Brunswick’s Sydney Road for their newest venture.
Fitzroys agents Ervin Niyaz and Terence Yeh negotiated the 10-year lease of the two-level, 196 square metre building at 391 Sydney Road.
It was at $52,000 per annum to Lojaz Pty Ltd, on behalf of a local private investor.
Niyaz said the tenant was attracted to the property’s location in the busy stretch between Albert Street and Victoria Street, close to Commonwealth Bank, Bunnings, Australia Post, Chemist Warehouse, and buzzing bars The Penny Black and The Brunswick Mess Hall, with a public car park at the rear and laneway access.
“As expected, the property received strong demand from food and beverage operators wanting to make their mark on one of Melbourne’s most renowned and vibrant lifestyle precincts,” Niyaz said.
Sydney Road, Brunswick has been one of the top performers of Melbourne’s famed retail strips. Fitzroys research for Volume 2 of Walk the Strip showed vacancies in the section from Brunswick Road up to Victoria Street came down from 6.0% to 3.0% in the 12 months to June 2018.
“The medium and high-density dwelling boom along and around Sydney Road currently has a further 1,500 apartments in the pipeline at various stages of construction and planning,” Yeh said.

The lowest yielding sale at commercial auctions this week was the $2.68 million sale of the retail property leased to The Coffee Club in Redcliffe, Brisbane.
It sold at a net yield of 5.88 per cent.

Cafe in Sydney's Darlington snapped up for $1 million

Construction will begin on an open plan cafe in Sydney's Hyde Park South this year.
Lord Mayor Clover Moore said the new café will be set back to allow better access and lines of sight to the park and recently upgraded ANZAC war memorial.
“Hyde Park is Australia’s oldest park and one of the most culturally and historically significant public spaces in the country,” she said.
“The Transport for NSW upgrade of Museum Station has coincided with our major improvement works on the ANZAC War Memorial, Pool of Reflection and the park path network.
“As part of the agreement between the City and Transport for NSW, we’ve committed to building the café, and we’re thrilled the stunning design is consistent with the heritage setting of Hyde Park and Museum station.
“These combined works will enhance Hyde Park’s status as an urban oasis and make it a more attractive place to visit for the 1.2 million people who live, work or visit the city daily. 
The project includes two unisex toilets with one accessible to park users, seating for around 90 people, a lift lobby with new paving, more accessible routes from Museum Station to the Anzac War Memorial, new garden beds, retaining walls and stairs; and paving in the café and station surrounds.

New open plan cafe for Sydney's Hyde Park South

The Piccolo Bar, just off the main strip in Sydney’s Kings Cross - which recently featured in the ABC-TV series Rake - is closing its doors after 65 years.
“It is very sad,” says its longtime owner-operator Vittorio Bianchi, 82, who came to work as the barista in the tiny café as a 29 year old in 1964.
He said the Cross was so quiet now - blaming the lockout laws and the ban on smoking inside, and outside, cafés for the likely end of the Cross's oldest coffee bar.
"The politicians have done a good job of killing the place,” he told Fairfax Media
The Piccolo Bar, on Roslyn Street, had a clientele that’s included prime ministers from Gough Whitlam to Malcolm Turnbull.
There were the screen stars like Mel Gibson, Judy Davis and Jeremy Irons, artist Brett Whiteley, writer Dorothy Hewett and murdered activist Juanita Nielsen.
“We used to be open 24 hours,” says Italian émigré Bianchi. 
His café is now up for lease through agent Ron Danieli with hopes that someone will keep it running as a coffee shop.
The lease is around $500 per week, plus GST and outgoings.
The café opened first in the 1940s and in its current form as the Piccolo Bar in 1952.
After Bianchi suffered a heart attack, a triple by-pass in 2014, and then suffered a bout of cancer last year, his niece-in- law Tina Newton-Carra took over the cafe.
Bianchi still dropped in regularly to chat to his regular loyal clientele, and take a turn on the coffee machine.
Now she wants to work full-time on her new business, creating a same-sex online wedding directory, OneLove Wedding Directory.
