Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

Market conditions throughout the Ballina Shire remained strong throughout 2016 and there are early signs that the market will remain strong into the first quarter of 2017, according to HTW’s February 2017 update.
The valuation firm says price levels across most market segments are at record levels and stock remains low.
“Given that price levels are at record levels any further increases in value would appear unlikely in the short term however low stock levels, particularly throughout the sought after beachside localities may result in some further growth in prices,” the report says.
“The lack of stock and strong demand resulted in the Byron Shire area having tremendous growth in 2016 and it is predicted to remain this way into 2017.
“If interest rates remain low, it will cause demand in the area to become very high, particularly in the coastal resort towns of Lennox and Byron Bay.”
HTW tips the suburbs that are worth watching this year in the Byron Shire to be Ocean Shores, New Brighton and South Golden Beach.
These have had an entry level pricing point of $500,000 to $1 million for a coastal place for many years and are well sought out on the coast due to proximity to Byron.
But the firm is less keen on Mullumbimby, which it says seems to be a particular suburb to treat with caution.
“This is a suburb that has had a very strong price increase in recent years and the worry is that if interest rates rise, it may not be sustainable,” the report says.
“The overall feel for the Byron Shire is that if interest rates and stock levels remain low there will be a strong demand for the area and the markets in Lennox, Byron and Suffolk will have growth, particularly Lennox Head as buyers choose this suburb as a less expensive alternative to Byron Bay.”

The total land value for the North Coast region has increased over the 12 month period to 1 July 2016 by 8.4 percent from $54.29 billion to $58.84 billion, according to the latest report from the Valuer-General.
The Report on NSW Land Values at 1 July 2016 found that overall land values in the North Coast region showed a moderate increase. Exceptions to this trend were the LGAs of Kyogle (-0.1 percent) and Kempsey (0.4%) where land values were generally steady.
The continuing upgrade of the Pacific Highway along the Mid North Coast is influencing land values, with Port Macquarie (8.2 percent) and Nambucca Heads (5.4 percent) showing moderate increases. The largest increase in land values in the region was for residential properties, with an overall increase of 9.7 percent. The largest increases occurred in Ballina (13.8 percent), Tweed (11.5 percent), Lismore (12.5 percent) and Byron (10.5 percent).
Overall land values for commercial land increased by 6.5 percent. The largest increases occurred in the LGAs of Byron (11.7 percent) and Tweed (9.9 percent).
Total industrial land values for the region increased by 7.3 percent. The highest increases were recorded in Bellingen (17.8 percent), Nambucca (13.7 percent) and Byron (12.6 percent).
Rural land values for the region have shown a moderate increase of 5.2 percent. The largest increases occurred in Ballina (10.4 percent) following strong demand for rural lifestyle properties.

Singer-songwriter Pete Murray has traded in the Byron Bay beaches to return to the hinterland.
He has bought a retreat at Newrybar, a four bedroom home some nine kilometres from his former abode.
Murray, who sold his near beachfront Suffolk Park home, Blue Sky Beach House, for $2,205,000 in July, spent $1,685,000 on hinterland property.
The two level home on its 6,107 sqm lot comprises an open plan kitchen and large outdoor entertaining spaces offer views over the hinterland.
There's also an ornamental vineyard.
The home was marketed by selling agent Scott Harvey at Scott Harvey Real Estate as having plans passed for further renovations that include an infinity pool and a Balinese bathhouse.
Murray, who has recently been performing some acoustic session in the Maldives, previously lived at Eureka, where he and former wife, Amanda Coutts bought Carawatha, the district's original farm house.
His third album, Summer at Eureka, was released in 2008, becoming his third consecutive #1 album on the ARIA charts.
The study in the 1907 property featured on the cover of the album. 
Murray briefly even had his own restaurant in Byron Bay in 2013 called Frankie Brown Cafe, named after his Kelpie dog, Miss Frankie Brown.

The Wategos Beach, Byron Bay holiday home of businessman Mark Rowsthorn, the chief of transport company McAleese, has finally sold at an undisclosed price.
The asking price had remained steadfast at $8.5 million, despite being on the market for nearly two years.
Rowsthorn saw the neighbouring Byron Bay house selling for $9.5 million last year and knocked back several bids.
He paid $6.2 million for the home in 2006 after it traded for $4.5 million the year earlier.

Orthopaedic surgeon Gordon Slater’s former holiday home at Byron Bay has been sold for $6.2 million to a Victorian family.
Located at 158 Lighthouse Road, the property was sold mortgagee-in-possession after the surgeon’s Byron Bay Cookie Company went into receivership three years ago.
Selling agent Ian Daniels from McGrath said he had received 10 registered bidders.

Stand up comedian Jimeoin McKeown has listed his neglected Byron Bay hinterland retreat for sale.
The Melbourne based comedian -  marketing himself as Ireland's Witruvian Man - and wife Catherine Arena paid $1.35 million for the three hectare estate in 2003.
It was briefly up for sale in 2008 at $2.5 million. 
Perched highly on the tightly-held <a href="https://www.realestate.com.au/property-house-nsw-coorabell-124084506" target="_blank">Coolamon Scenic Ridge</a>, the empty Ewingsdale three bedroom home features an outdoor entertaining deck and a saltwater swimming pool.
Byron Bay LJ Hooker agent Liam Annesley is taking offers up to December 17. High in Byron Bays' lush hinterland, it comes with far-reaching valley to ocean views.  "Currently the home is ready for your own touch, while you work on your grand plan to showcase an architecturally designed home of your choice," the marketing says.
Born to Irish parents in England, Jimeoin moved to Australia at the age of 22, gaining work as a gardener after working on building sites in London for four years.
He both starred in and co-wrote two Australian feature film comedies, The Craic (1999) and The Extra (2005).
He had his own comedy television programme, the eponymous Jimeoin, which ran for three seasons.
In 2010 he aired Jimeoin: Over the Top when he was travelling across northern Australia doing stand-up routines recorded at towns along the way.
Jimeoin also hosted SBS's primetime comedy programme The Full Brazilian during the 2014 FIFA World Cup. 
His forthcoming Renonsense Man tour takes him from Cootamundra next weekend to England's Southend-on-Sea next February.
The closest the tour gets to Byron is Ballina in January for the comedian who once described Byron as his favourite place in the world.
"Full of rich people, poor people, and best of all, Swedish backpackers," he said.
He was last spotted earlier this year spending time at Bluesfest.

She's behind the $5.6 million purchase of Seregenti on the exclusive Lighthouse Road.
It was sold by Unique Estates Ruth Gotterson and Nicolette van Wijngaarden in conjunction with Byron Bay McGrath's Ian Daniels and Nick Dunn
She bought the four bedroom home overlooking the ocean in August for the joint biggest sale in coastal suburb this year.
Set on 713 sqm, the luxury home features an abundance of terraces and a salt water swimming pool with poolside accommodation.
Penelope co-founded in software company Computershare, ranked among the 10 richest Australian business woman.
Maclagan has listed her Byron Bay apartment with a price guide of $1.6 million to $1.65 million through Byron Bay McGrath.
Last year spa king Eddie Phillips sold on Lighthouse Road for $6.3 million to Melbourne based businessman Mark Ruff.
The home, Villa Natasha Bonita, has five bedrooms and five bathrooms.
Earlier this year Real Estate of Distinction agent Janis Perkins sold Wattai at Watego's a renovation by Grand Designs host Peter Maddison.
The acclaimed architect spent two years renovating the luxury Byron Bay Beach house, which sold for $5.6 million to a relative local.
It was sold by Melbourne property developer Allan Sinclair, the father of Sydney Swans footballer Callum Sinclair.
The most striking feature of the four bedroom home is the 183 sqm rooftop terrace complete with 10 person spa.
In 2011 Sussan fashion chain executive chairwoman Naomi Milgrom, usually dubbed Victoria's richest woman expanded her Byron Bay holdings. She spent $6.2 million to buy the 1200-square-metre property adjacent to her $4.75 million acquisition in 2007. It took her hillside holding to 2130 square metres.
Milgrom's 2007 purchase was from the Melbourne-based Asciano boss Mark Rowsthorn, who had bought the property in 2002 for $2.825 million from John Weller, the former Melbourne solicitor who made international news when he won the first case of child maintenance for a man in the 1970s.
Rowsthorn upgraded to Marine Parade, Wategos, where he paid $6.2 million in late 2006.

Pineapple Cottage at Byron Bay has been listed by interior stylist Taliah Lowry for December 16 auction.
Lowry, who has emerged in recent years as an accommodation enteprenuer, paid $1.2 million in 2009 and went about restoring the main residence, <a href="https://www.realestate.com.au/property-house-nsw-byron+bay-124008790" target="_blank">a three bedroom, timber beach style cottage</a>.
