The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

10-year Latent Defects Insurance for new apartment buyers set to land in Victoria

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

There will be a pool, barbecue and outdoor dining area, residents lounge and dining, sauna and steam room, gym, and a Yoga and Pilates studio.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

A new residential tower will be the first piece of a broader mixed-use precinct set to reshape a prominent Newcastle West site, with local developer <a href="https://www.apartments.com.au/developers/gwh">GWH</a> bringing its <a href="https://www.apartments.com.au/new-apartments/cambridge-quarter-newcastle-west-12-denison-street-newcastle-west-nsw-2302">Cambridge Quarter</a> vision to market.

The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

A key feature of the development is its expansive rooftop wellness and recreation precinct. Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

Eureka apartment on 84th floor fetches around $15 million

Having sold her Southern Highlands home, Offspring star Linda Cropper has settled on an apartment in Melbourne's Collingwood.
Cropper, better known as eccentric grandmother Geraldine Proudman in the popular Network Ten drama, has paid $926,000 for the top floor apartment in the Gibsonia townhouse development.
She likely scouted out the apartment when recently filming the seventh season of Offspring which is shot round the corner in Fitzroy.
The two level apartment has two bedrooms and two bathrooms.
The master bedroom has a walk in wardrobe and large terrace and the open plan living and dining area opens to a full-width balcony with views to the Dandenong Ranges.
Cropper plays Geraldine, the outrageous and outspoken family matriarch who is known for her mothering of her three children played by Kat Stewart, Richard Davies and Asher Keddie, who has returned to the show after two years out after having a baby.
It's a city change for Cropper who sold her beloved Bundanoon home for $700,000 in May.
She renovated the 1970s bagged bricked home after paying $315,000 in 2014. One of the most impressive additions was a covered entertaining deck that runs the length of the house. 
In a recent interview with the Wyza Magazine for the elderly, Cropper said that after living in a very nice apartment she "just craved getting my hands dirty."

Offspring star Linda Cropper buys Collingwood apartment

Angus Geddes, the founder of investment research publisher and fund manager, Fat Prophets has quietly bought a Tamarama apartment.
He's spent $1.45 million on a three bedroom apartment in the Glenview Court apartment block, which has dominated the hillside for five decades.
It's set to be something of a weekender for Geddes, once the building finally gets its refurbishment overseen by architect Nick Tobias.
Over time McGrath selling agent Simon Exleton has sold more than 10 apartments in the Illawong Avenue block adding he has only had to advertise three given the waiting list to buy into the forlorn looking block.
In 2011 the body corporate gained approval for two penthouses on the eight floor, which when sold for $10 million plus each, are expected to cover the costs of its much-required building upgrade.
When Sydney's most celebrated architect, Harry Seidler, designed Glenview Court in the early 1960s it was a vision of sleek urbanity, with every apartment set to be built over two levels with expansive windows taking advantage of the views over lush parkland to the Pacific Ocean.
But mid-way through construction, the developer ran out of money with Walter Rivkin then buying the project in 1965 but completing the high-rise project at a fraction of the original cost by sacrificing Seidler's design.
Tobias Partners has used Seidler's original drawings for inspiration.
Exleton said everyone is expecting the apartment to have increased in value by between $400,000 and $700,000 each.
Geddes, a Potts Point based stockbroker owns a number of investment properties, but recently advised he didn’t see a lot of value in property at the moment.
"I’m more of a seller than a buyer," he advised.
He owns commercial and residential property investments in Sydney, other states in Australia and New Zealand.
'I apply the same strategies to the property market as I do stocks: it’s a counter-cyclical, contrarian approach.
He invested heavily in commercial property right after the global financial crisis, buying quite a lot of office space in Sydney and then he went heavily into Gold Coast residential property after the property crash.

Film director Stephan Elliott sells in Bondi

Wallabies star Israel Folau has taken to the coast, securing an apartment in Sydney's eastern suburbs.
He's paid $960,000 for the one bedroom Little Bay apartment, the third under his Folau Investments Pty Ltd company name that he co-directs with his father, Eni.
They started their property spend in 2010 when they outlaid $773,000 on a four bedroom Kellyville home. Folau was playing rugby league for the Broncos in Brisbane at the time.
Their next purchase was a four bedroom home in Stanhope Gardens that cost $1,005,000 in 2015.
That came just before Folau settled on his own home, a four bedroom mansion in Kenthurst costing $2.1 million and featuring a grand colonnaded entry.
His latest acquisition is an elevated ground floor apartment in the Prince Henry community that comes with a balcony and a study.
Richard Movessian and Viola Troyak at Coastline Agency Maroubra sold the apartment.
It last traded for $730,000 in 2013, having been bought from the developers Stockland for $720,000 in 2008.
Folau began his career when he was spotted by a Melbourne Storm scout and was invited to play his junior football with the Storm's feeder club at the time, Queensland Cup team the Norths Devils.
He was just 17 when he made his debut in the 2007 NRL season for the Storm.
Folau left the Storm for the Bronco's for a season before his first code hop to the AFL where he signed for the expansion team Greater Western Sydney.
He only lasted a season however he is credited with helping to establish the Giants in Western Sydney.
In late 2012 Folau joined the NSW Waratahs.

International music sensation Connie Mitchell has quickly cashed in her one bedroom Potts Point investment apartment accepting a $975,000 pre-auction offer.
The Sneaky Sound System singer paid $670,000 off the plan for <a href="https://www.realestate.com.au/sold/property-apartment-nsw-potts+point-124964258" target="_blank">fifth floor apartment</a> in the historic Hampton in 2011 following the hotel's refurbishment.
Its sale price through McGrath selling agent Simon Exleton, who had an initial $850,000 price guidance, reflected a nice 7 percent annual price growth.
It had been a $650 a week rental for the past few years to the same tenant, showing a 3.5 percent yield.
Mitchell sold as she and husband, fellow Sneaky musician 'Black' Angus McDonald, have eyes on new digs in Mykonos, an island of Greece, where they relocated their popular Sneaky Sundays dance sessions.
They've been playing to a few thousand people Sunday nights on the beach at Scorpios given the couple spend an annual three month residency on the Greek island during the European summer.
The couple wed in Ibiza in 2015 and had their first child, Iggy Ajax McDonald, in August last year.
Of course Sneaky Sundays had previously been a long standing night at nearby Hugo's bar on Bayswater Road for 10 years, however the lockout laws around the area ended the night, and inevitably Hugo's bar.
Mitchell has spoken out against the lockout laws, but she is the beneficiary now as neighbourhood prices have soared.
The strip has seen a shift in its demographics to professionals, prompting Exleton to market the over-sized one bedroom apartment as coming with "New York style vistas offers East Village - Manhattan feel." 
Angus also owned in the Hampton however sold for $725,000 in 2014, at just $8000 more than his off the plan purchase price.
Those proceeds went towards a second floor recording studio and swimming pool at their home in Bondi, which they intend keeping. 
In 1996, when she was just 18 years old, Mitchell was a founding member of Primary, an Australian techno band.
She was briefly a vocalist for Machine Gun Fellatio before making her big break in 2004 when she joined Sneaky Sound System.
Angus McDonald and Daimon Downey asked Mitchell to become their singer when she was playing guitar with a friend in a park.
"I thought they were a bit dodgy... You know, two guys coming up to you, excited, jumping around a bit, saying 'Come to our studio'", she said.
Their breakthrough single came in 2006 with I Love It, which peaked a number 24 on the ARIA Singles Chart.
It was in the top 100 for a then record 73 weeks by January 2008.
Mitchell spent a few weeks in 2007 recording vocals for US rapper Kanye West in LA featuring on four tracks on his album, Graduation.
With Sneaky Sound System, Mitchell supported Robbie Williams and Scissor Sisters.
Mitchell has since appeared on albums by West, Snoop Dogg and Rick Ross.
They play annually at a New Year's Day party at Icebergs.

Sneaky Sound System's Connie Mitchell sells Potts Point investment

Universal Studios senior vice president of human resources Janine Ashton has finally sold her Potts Point sub-penthouse, having initially listed the apartment in 2010.
She's scored $4.25 million for the <a href="https://www.realestate.com.au/sold/property-apartment-nsw-potts+point-120417813" target="_blank">sub-penthouse in the Pomeroy</a> building. It was bought by Future Fund founding board member Susan Doyle, who sold in Mosman before Christmas.
Ashton paid $2.24 million for the two bedroom apartment in 2004.
The apartment with New York inspired designer aspects offers north-easterly views over Sydney Harbour from its wrap around balcony and alfresco terrace.
